A Victoria man currently in the Ellis
County jail has been identified as a suspect in a rape case dating back to March
2014.

Cody Schultz, 32, was arrested on Dec.
20, 2019, on suspicion of aggravated criminal sodomy of a child under 14 and
electronic solicitation of a child under 14 for a crime that was alleged to
have occurred on Dec. 16, 2019.

“The
victim reported that she met a young man on social media and agreed to meet him
at the park,” the Hays Police Department said at the time. “At the park, the
young man reportedly physically restrained the victim and then sexually
assaulted her. The suspect then fled the park. The victim ran from the scene
with another female and then called the police.”

After the arrest, another count alleged
electronic solicitation of a child under the age of 14 was added to the charges
relating to a September 2019 incident, according to Ellis County Attorney Tom
Drees.

The children, in those cases, were aged 12
and 13, he said.

He was formally charged on
Jan. 3, 2020, and remained in the Ellis County jail in lieu of a $450,000 bond,
Drees said.

"After he was arrested, Lt. Ridgeway
worked the original case in 2014 and saw the similarities and asked the (Kansas
Bureau of Investigation) &nbsp;to compare the
samples collected and we got a hit on the DNA,” said Hays Police Chief Don Scheibler.

During a bond hearing on Sept. 22 establishing
probable cause for the 2014 case, his bond was increased to $500,000, Dress
said.

The county attorney has until Sept. 29
to file charges.

In the meantime, Scheibler said identifying
Schultz as a suspect was “good police work.”

“We were grateful for the work by Lt. Ridgeway,”
Scheibler said. “Five years later and he sees the case similarities and it
piqued his interest so he has the KBI do some follow up.”

“At the time, it was frustrating for him,
but he did good work upfront,” said HPD deputy chief Brian Dawson.

The work in 2014 allowed the connection to be made by comparing DNA
from both cases with the assistance of the KBI.

“That doesn’t happen a whole lot, but
thanks to technology and good police work and good follow-up,” Dawson said.

Scheibler also credited the victim for
coming forward.

“(It was) the courage of the victim to
go through the examination that allowed us to collect that valuable evidence. Again, we are grateful we are able to hold people accountable for their actions,”
Scheibler said.

He said the arrest is a proud
moment for the department.

While Schultz has been implicated in the
crimes, Drees said it is important to remember arrests do not imply guilt.

“All arrests on all charges are allegations
of criminal wrongdoing and the defendant maintains the presumption of
innocence until proven guilty in a court of law,” Drees said.

The Ellis County Health Department and Fort Hays State University announced today they are making flu shots available to the people of Ellis County and the FHSU university communities they serve.&nbsp;

“The COVID-19 pandemic remains a tremendous threat to our community, so it is absolutely essential that everyone in our community take a proactive step to ensure that Influenza doesn’t add to the burden on our local health resource,” said Ellis County Health Director Jason Kennedy.&nbsp;

According to the&nbsp;<a href="https://www.cdc.gov/flu/prevent/keyfacts.htm">Centers for Disease Control and Prevention</a>,&nbsp;

“Influenza is a potentially serious disease that can lead to hospitalization and sometimes even death. Every flu season is different, and influenza infection can affect people differently, but millions of people get flu every year, hundreds of thousands of people are hospitalized and thousands to tens of thousands of people die from flu-related causes every year. An annual seasonal flu vaccine is the best way to help protect against flu. Vaccination has been shown to have many&nbsp;<a href="https://www.cdc.gov/flu/prevent/keyfacts.htm#benefits">benefits</a>&nbsp;including reducing the risk of flu illnesses, hospitalizations and even the risk of flu-related death in children.”

Flu Shots for Residents of Ellis County&nbsp;

The Ellis County Health Department will offer flu shots beginning on October 1. Residents are asked to call 785.628.9440 and make an appointment for their flu shot. The Ellis County Health Department is open Monday through Thursday between the hours of 7:00 a.m. and 5:00 p.m. The office is closed each day between Noon and 1:00 p.m.

HaysMed, part of The University of Kansas Health System, will host the annual&nbsp;<a href="https://www.haysmed.com/drive-thru-flu-shots-available-september-27-at-haysmed/">HaysMed Drive-Thru Flu Shot clinic</a>&nbsp;on Sunday, September 27. The event, which will be from 9 a.m. to 2 p.m., will offer free flu shots for all residents older than 6 months.&nbsp;

People age 10 and up can receive their free flu shot without leaving their vehicles and HaysMed volunteers will direct traffic during the event.

Children 6 months through 9 years of age will be vaccinated on the west side of the Center for Health Improvement. Adults attending with children can also receive their shots in the same location.

More than 100 volunteers will be on hand to help with the event. HaysMed partners with Fort Hays State University and North Central Kansas Technical College as both facilities provide students to help with the shots. The event is sponsored by the Hays Medical Center Foundation. While there is no cost for flu shots, participants are asked to bring a canned food item to benefit the Community Assistance Center.

The flu vaccine also is available at HaysMed clinics for patients who are unable to attend the drive-thru flu shot event. Charges will apply at regular clinic visits, though the vaccine is covered by most health insurance plans.&nbsp;

Fort Hays State University’s flu shot program will begin on September 24.&nbsp;Students, faculty and staff are encouraged to get vaccinated for the 2020-2021 flu season at one of seven upcoming Flu Clinic Events.&nbsp;&nbsp;

These events have been organized as part of a joint initiative between the Human Resources Department and the Department of Nursing and the Student Health Center.&nbsp;

The dates, times and locations of the events are:

For members of the campus community who are unable to attend one of the seven Flu Clinic events, flu shots will be available at certain times in the Student Health Center.

Because Student Health Center staff are currently dealing with COVID-19 testing and patient care, appointments for a flu shot must be scheduled.&nbsp;Members of the FHSU campus community are asked to make an appointment online using&nbsp;<a href="https://tigertracks.fhsu.edu/TigerTracks/">Tiger Tracks</a>. The flu vaccine is offered at no cost to all FHSU students. Ellis Co. Health Department, FHSU will offer flu shots for community

HaysMed still has enough beds for COVID-19 patients despite a sharp increase in COVID cases, local health officials said Wednesday.

Dr. Heather Harris, HaysMed medical director, said the trend in the percent of positive cases in Ellis County is concerning, but is being handled by the medical community.

"We have plenty of beds, but we can get tight on staff at times," she said. "There are places outside of our COVID unit we've expanded for those who are a little less sick."

Harris and Eddie Herrman, HaysMed CEO, joined Dr. Steve Stites, KU Med's medical director, from Hays for the health system's morning COVID-19 news update.

Ellis County has had a seven-day positive rate as high as 29 percent in recent weeks. It was 18 percent as of Wednesday morning.

The tests in Ellis County are coming back anywhere from 24 hours to 10 days. When a number of tests dump into the system, it varies the rate of the positive tests, Harris said.

She said a lot of the increase has been seen in the nursing home population.&nbsp;

"We are at about 18 per day, so hopefully we will see a trend lower than that over the next week," Harris said.

Harris reported Hays Med had 16 COVID-19 patients as of Wednesday in the hospital. Two of those patients were in the recovery period from COVID, and no patients were on ventilators.&nbsp;

"The challenge for a lot of them is that they are here for a long time," she said. "When they are sick, the majority of them are here for a week or longer, just to get them recovered and feeling better.

"In medicine, we are used to people coming and going, and this virus takes a while for people to feel better."

At one point earlier this week, HaysMed had as many COVID patients hospitalized in the acute phase as KU Med, Stites said.

HaysMed serves a 23-community area. Less than half of the COVID patients are from Ellis County, Harris said.&nbsp;She said even small rural communities are now feeling the effects of the virus.

Herrman said the Hays' mask mandate has helped decrease the spread of the virus.&nbsp;

"It obviously is not going to stop it completely, but I think it has allowed us to maintain that trickle," he said. "I think we would be in a worse position in terms of how many patients we have in the hospital."

He said he thought people in the Hays community are starting to understand the importance of wearing masks.

"I think people are really starting to understand that wearing masks is for the other person's safety," Herrman said. "The mask isn't really here to help you be protected. We wear them for each other.&nbsp;

"You are telling your community that I care enough about you that I don't want to risk that maybe I am asymptomatic and I don't even know I have the virus."

Stites added, "It is a great way to say I love you."

The virus is finally becoming real to the people of rural Kansas, Harris said, as most people now know someone who has had the virus.

"I think people are understanding that the virus is here, and it can take some consequences," she said.

One viewer asked about her 27-year-old son who was coming to visit. He wears a mask, but his friends don't always wear masks. She wanted to know what her family should do.

Harris said this a common question she is asked because of the college students in Hays.

Harris suggested social distancing at home and having the young person use his own bathroom because he could be carrying the virus.

"I would also try to avoid visiting the 80-year-old grandparents," she said.

Dr. David Lisbon, KU Med emergency medicine physician, also joined the news briefing from Kansas City. He suggested having the young person tested for COVID-19. It is not a guarantee, but it might alleviate some fears for a short window of time, he said.

Dr. Dana Hawkinson, KU Med's&nbsp;director of infection prevention and control, said he knows a family who became ill with COVID-19 after a college student came home over Labor Day from college.

Stites said his 30-year-old daughter came home to visit from Chicago in June. The family tried to wear masks and social distance, but he said that lasted about five minutes and they ended up hugging.

"She's my kid. Of course I'm going to hug her. I love her. So how do you handle that?" he said.

"I think the answer is you have to establish what your risk tolerance is. Here is what we did do. My 88-year-old mother-in-law ... she couldn't be in the room, because you can't put her at risk."

Harris said patients often say in clinic they didn't feel good, but they went ahead and went to an event or work.

"Hindsight's great, but if people will really take a moment to appreciate that they are sick and they are not feeling their best that day, let's get away from those people and see what it looks like," she said.

Young people especially might not get very sick and have the symptoms of a cold, Harris said.

"We know the virus is here," she said. "We just need to keep up the social distancing and the hand washing and mask wearing, so we can try to keep the best handle on the number we can.

"As long as people try to live and move around, which we need to do, we are going to keep spreading the virus."

🎥 Hays Med has enough beds, despite increase in positive COVID cases

PLAINVILLE –&nbsp;Emerging 3-D technology credited with catching breast cancer sooner is now available at Rooks County Health Center located 1210 N. Washington, one mile north of Plainville on U.S. 183. RCH’s new 3-D tomography service is capable of obtaining up to 300 images for better cancer detection compared to earlier 2-D mammograms which provide only 4 images.&nbsp;

RCH’s radiology department expects the number of cancer screenings performed to increase 25% with the new 3-D technology and encourages patients to schedule their annual mammogram a little earlier. RCH provides screenings onsite from 7 a.m. to 5 p.m. Monday through Friday with after-hour mammograms offered 5 p.m. to 9 p.m. the second Tuesday of every month.&nbsp;

“3-D is a game changer in the local fight against breast cancer,” explained Eric Sumearll, RCH Communications and Development Director. “It detects cancer sooner, catching 41% more instances of invasive breast cancer and 29% more instances of all breast cancers. And because it is more accurate there will be substantially fewer false positive readings, meaning fewer patients and their families will have to endure the psychological, emotional and economic costs that occur in those instances.”

According to Sumearll, the 3-D tomography system detects smaller clusters of cancer cells in normal breast tissue as well as cancers in dense breast tissue which are frequently missed by 2-D machines.  </figure>RCHPLAINVILLE –&nbsp;Emerging 3-D technology credited with catching breast cancer sooner is now available at Rooks County Health Center located 1210 N. Washington, one mile north of Plainville on U.S. 183. RCH’s new 3-D tomography service is capable of obtaining up to 300 images for better cancer detection compared to earlier 2-D mammograms which provide only 4 images.&nbsp;RCH’s radiology department expects the number of cancer screenings performed to increase 25% with the new 3-D technology and encourages patients to schedule their annual mammogram a little earlier. RCH provides screenings onsite from 7 a.m. to 5 p.m. Monday through Friday with after-hour mammograms offered 5 p.m. to 9 p.m. the second Tuesday of every month.&nbsp;“3-D is a game changer in the local fight against breast cancer,” explained Eric Sumearll, RCH Communications and Development Director. “It detects cancer sooner, catching 41% more instances of invasive breast cancer and 29% more instances of all breast cancers. And because it is more accurate there will be substantially fewer false positive readings, meaning fewer patients and their families will have to endure the psychological, emotional and economic costs that occur in those instances.”According to Sumearll, the 3-D tomography system detects smaller clusters of cancer cells in normal breast tissue as well as cancers in dense breast tissue which are frequently missed by 2-D machines. Rooks Co. hospital adds 3-D to help fight breast cancer

With the start of a new year comes new faces. NCK Tech has announced the new hires for the 2020-21 academic year. Many additions to the NCK Tech family have been welcomed into the fold.&nbsp;

Liz Fixen, Assistant to President Burks and Board Clerk, is originally from Nebraska, with a Bachelor of Science in both Criminal Justice and General Studies from Fort Hays State University. Fixen also holds an Associates in Intelligence Studies &amp; Technology.&nbsp;&nbsp;

Brandon Jacobs, Department Chair, Instructor of Carpentry/Cabinetmaking, is originally from Gorham, KS, and holds a Bachelor of Science in Communications Technology from FHSU. Jacobs brings many years of experience in carpentry and draftsman knowledge to the Hays Campus.&nbsp; Jacobs hold’s many certifications, and has traveled to India and Africa for concrete casting and building erections. His wealth of knowledge in the field will be well received by the students.&nbsp;&nbsp;

Alyssa Lombardi, Admissions Counselor, comes to us from the suburbs of Chicago, Illinois. &nbsp; Lombardi earned a Bachelor of Science in Psychology with a Clinical Concentration along with her Master of Science in Counseling and College Student Development with a track in Intercollegiate Athletics at Kansas State University.&nbsp; 

“I truly feel at home and I cannot wait to go out and find more students to welcome to our NCK Tech family!" Lombardi said.

Mark MacConnell, has an Associates Degree in Applied Science from NCKTC and an ASE Master Certification. He joins the team as the new Automotive Technology Instructor on the Hays Campus. Previously, MacConnell owned and operated a dealership and service department for 8 years.&nbsp; 

“I hand built 4 guitars and own 14.&nbsp; I own 9 cars of very different styles and ages.&nbsp; If it can be built or fabricated I want to try it! New is exciting!” MacConnell said in regards to his favorite hobbies. 

MacConnell realized if he could tailor parts of his personal experience to a diverse group of employees that he could do the same with students, in order to shape and steer them toward success and that is what ultimately led him to NCKTC.&nbsp;

Samantha Miller, RN Instructor, originally grew up on a farm outside of Utica, KS.&nbsp; Miller attended her Practical Nursing or first year of nursing school at NCKTC in Beloit, then later obtained her Associate of Applied Science Degree in Nursing on the NCKTC Hays Campus, in 2013.&nbsp; Currently, Miller is working towards a Bachelor of Science in Nursing.&nbsp; In the last ten years, Miller has worked through a traveling nursing agency and was in the Cardiac Step-Down Unit at Hays Medical Center.&nbsp; 

“Through Hays Medical Center we did a lot of mentoring and teaching to surrounding students from Fort Hays State University, NCKTC and Barton County. This is when I really developed my desire to teach. I loved my experience and time at NCKTC as a student so when the position became available for a nursing educator in Beloit, applying for the job was a no-brainer and I couldn’t be more excited to be here!” Miller said.&nbsp;

Anthony Nunez, is a recent Graduate of FHSU with a Bachelor of Science in Health and Human Performance with an Emphasis in Sports Management and Recreation.&nbsp; Nunez was thrilled to join the team and stated.

“I can’t wait to hit the road and bring new students to campus!” he said.

Brianna Pontier, Admissions Counselor, was born in Kenya and raised around East Africa. Pontier holds a Bachelor of Science in Intercultural Studies/Community Development&nbsp; with a Minor in International Relations.&nbsp;&nbsp;

Zach Warner, Information Technology Instructor on the Beloit Campus, is an Alumnus of NCKTC with an Associate in Applied Science in Information Technology. 

When asked about his new occupation, Warner said, “It means a lot to get this opportunity. I want students to leave feeling the way I felt, which was "Wow I learned a lot."”&nbsp;

Steven Weber, Custodian, grew up in Beloit and now lives in Cawker City with his wife Jill.&nbsp; Weber is an Alumnus of NCK Tech with an Associates of Applied Science in&nbsp; Electrical Technology.&nbsp; Weber has experience in the field and said, “I am glad to be here.”&nbsp;

This fall, our students were offered three types of classes: on-campus, face-to-face courses, offered in a condensed, eight-week format (the first half of the semester); hybrid courses – classes offered through both face-to-face and online; and online courses offered completely online.

Every semester, I talk to students about their classes. Many share stories about how much they are thriving in an environment rich with challenges. Others tell me they have figured it all out. And some tell me about their struggles. The college journey is about all of those experiences. The key to success is, I believe, how our faculty embrace those very different realities and create supportive learning cultures that both challenge and support students. In the midst of this atypical year, I find our faculty working even harder to do just that – creatively challenging and supporting our students.&nbsp;

Dr. Betsy Crawford, assistant professor of teacher education, has daily “morning meetings” with students at the beginning of each class to find out how the students are doing. In the first two class periods, they researched and discussed the use of morning meetings in K-12 settings. “Each of my hybrid classes chose how we would use the best practices of morning meetings in our class. Not only does this allow my students to practice a sound classroom management system now, but it also allows me to gather information about them and how they are doing. I find out if they are worried about COVID-19, don’t understand an assignment, or want to tell me something exciting that is happening in their life. Also, the students get to hear from each other. They are thus building relationships between students.”

Another strategy Dr. Crawford utilizes is the old-fashioned art of note writing (I, too, am a fan of notes!) Betsy shared, “I love to send (and get) handwritten cards. This semester, I have set a goal to hand write a postcard to every one of my students, advisees, and the students in the Learning Communities. As someone who teaches future teachers, this is an excellent opportunity for me to reach out to the students and also a model for them how they can reach out to their future students.”

Managing the physical space is also a great technique. For example, Dr. Cheryl Hofstetter Duffy, professor of English, takes advantage of her smaller classes, by moving chairs into a circle – maintaining a 6-foot distance – so that the class discussion can be more conversational, more person-to-person. Dr. Duffy says, “This also makes it easy for students in this configuration to ‘pair off’ for discussion simply by turning toward the person sitting next to them (well, ‘next to them’ at a 6-foot distance).”&nbsp;

In her larger class, when students are on their laptops participating in a peer-response group with two other classmates, Dr. Duffy has students move their chairs so that each group of three forms a triangle – again, maintaining a 6-foot distance.

“So while they are not sitting shoulder-to-shoulder and exchanging printouts of their essays as we used to do, they can still see one another and ask direct questions as they read and responded to essay drafts in the online discussion board. Some groups of three involve one or more classmates who join class via Zoom (because of quarantine and other reasons). In this way, they can see one another and still visit/discuss through the “chat” feature in Zoom.”

Fun is also a great connector. Dr. Duffy said, “During one Zoom class session for my Advanced Composition class, I was Zooming from my campus office. Since students don’t have a chance now to visit my office in person, I gave them a “squirrel tour” of my office’s many squirrel features – everything from a squirrel pillow to a reading squirrel figurine to a singing squirrel.”

Several professors, as well as other leaders, talk about the importance of vulnerability. For example, Dr. Crawford shared, “I am transparent with my students on the struggles I am having with adjusting to teaching students face-to-face and on Zoom at the same time. We are all learning the best way to make it work, and the students feel comfortable providing feedback so I can improve my processes. They have great ideas that I can use to improve my teaching.”&nbsp;

Faculty are also using technology to facilitate one-on-one connections. “Students have always had access to an app that syncs with my calendar.&nbsp; They can schedule a meeting with me at a time that is convenient for them. This practice saves countless emails back and forth to establish a mutual time to talk,” Dr. Crawford said.&nbsp;

Last weekend, I met with a group of students. They talked about how impressed and grateful they were for the many ways in which faculty were connecting and working with them. Our students embrace technology and therefore really appreciate our faculty who are using calendar apps and a variety of other technologies to help connect with students and track assignments and due dates. The students describe, with great appreciation, how their professors have “bent over backwards” to ensure students in isolation and quarantine were not being left behind. They described FHSU professors as flexible and caring and shared how truly impressed they were with how faculty are embracing creativity to amplify teaching and learning at Fort Hays State University.&nbsp;

I join these students in expressing my deep gratitude and admiration for the Fort Hays State faculty who continue to embrace excellence in teaching – no matter what challenge is placed in our path.

maintenance project will take place on Commerce Parkway between I-70 and 27th Street.
Repairs will begin at 8:30 a.m. Thursday and will reopen every day at 4 p.m. until the project is completed. During repairs, traffic will be restricted to one lane.

HPD Activity Log, Sept. 14-20

Tuesday was <a href="https://nationalvoterregistrationday.org/" target="_blank">National Voter Registration Day</a> — an election-year effort since 2012 to encourage all of us to vote.

Ironically, the idea of voter registration started with the opposite 
idea in mind: Creation of a system to deny voting to certain people, 
such as recent immigrants, Blacks and even those just deemed low-income.

The registration system — actually “systems,” since each state 
controls how its voters register — also has been used to spur 
participation: The Voting Rights Act of 1965 voided a number of Southern
 states’ Jim Crow discriminatory practices, such as requiring 
prospective Black voters to state exactly, “How many bubbles are there 
in a bar of soap?” or to name obscure federal office holders.

Mail-in and “motor-voter” provisions made it easier to register, or 
extensions of the time period to qualify overwhelmed occasional attempts
 to exclude groups of poorer working people who often were not at home 
when registrars visited.

In 1993, President Clinton signed the <a href="https://www.justice.gov/crt/about-national-voter-registration-act" target="_blank">National Voter Registration Act</a>,
 which mandated that states allow citizens to register to vote by mail, 
at motor vehicle/licensing branches or local public offices. More than 9
 million new voters registered once the act took effect in 1995, 
according to Alexander Keyssar’s in “The Right to Vote: The Contested History of Democracy in the United States,” published in 2000.

If you need information on where to register for the upcoming elections on Nov. 3, <a href="http://www.NationalVoterRegistrationDay.org" target="_blank">www.NationalVoterRegistrationDay.org</a>
 provides a list of events and resources nationwide and online that can 
help. The organization says nearly 3 million Americans in the last eight
 years have used the day to register and it expects to exceed the record
 participation of 2018, when more than 800,000 signed up on National 
Voter Registration Day.

Voting and being able to register to vote seem obvious extensions of 
First Amendment rights. Of what ultimate good are the rights to freely 
think, speak and write, gather and seek change in our government if we 
are unable to participate in the actual decision about the people who 
carry out its policies?

Still, as my colleague Lata Nott <a href="https://www.freedomforuminstitute.org/2020/02/27/the-first-amendment-protects-activities-adjacent-to-voting-but-stops-short-of-voting-itself/" target="_blank">observed in a First Five column</a>
 in February, “The First Amendment protects so many activities that are 
adjacent to voting — spending money to influence voters, expressing 
political views near polling stations, signing petitions to put 
initiatives on a ballot — but stops short of voting itself.”

At the time the column was written, courts were deep into battles 
over gerrymandered districts aimed at splitting certain voter groups 
into differing districts to dilute those groups’ influence. It also was 
clear that voter registration would be another contentious issue during a
 primary season extended, due to COVID-19 delays and measures, well into
 summer. Now, mail-in voting is the subject of presidential attacks, as 
largely Republican state leaders defend limits on certain registration 
efforts seen as more favorable to likely Democratic voters.

To the disappointment of some, the U.S. Supreme Court has not risen 
as the champion of registration and voter rights, either directly under 
the First Amendment or through the 14th Amendment’s guarantee of due process for all. (The 15th Amendment does make it clear that racial discrimination in registration and voting is illegal.)

The high court generally uses a doctrine called “strict scrutiny” in 
deciding most election-related amendment cases such as restrictions on 
campaign finance and even the wearing of election-related T-shirts in 
polling places. But it has used a lesser standard in direct registration
 and voting cases, allowing authorities to offer so-called “compelling 
public interest” arguments — sometimes accepting unsupported claims of 
potential registration and/or voter fraud — in deferring to those 
officials on restrictive state laws.

Writing on the Pacific Standard blog, author Noah Berlatsky notes “in 2013, the Supreme Court <a href="https://www.brennancenter.org/blog/qa-voting-rights-five-years-after-supreme-courts-shelby-county-decision" target="_blank">invalidated key sections of the Voting Rights Act of 1965</a>,
 making it possible for Southern states to pass restrictive voter ID 
laws and erect other barriers … In 2016, Wisconsin’s strict voter ID law
 prevented many poor and marginalized people from voting … (and) just 
before 2018 mid-terms, the Supreme Court <a href="https://www.rollingstone.com/politics/politics-news/supreme-court-voting-rights-735696/" target="_blank">upheld a law in North Dakota</a>
 that required voters to provide a residential street address — 
effectively disenfranchising many Native American voters on 
reservations, who often don’t have street addresses.”

Still, efforts like National Voter Registration Day are buttressed by
 dozens of national state and local “get-out-the-vote” campaigns, 
ranging from ongoing work by the League of Women Voters and the NAACP to
 more partisan efforts by both major parties to independent groups such 
as Rock the Vote and ServiceVote Challenge. Most are available online.

The inherent values of voting and being registered to vote have been hailed since the nation’s early days. Alexis de Tocqueville’s “<a href="https://www.gutenberg.org/files/815/815-h/815-h.htm" target="_blank">Democracy in America</a>,” first
 published in 1835, had great hopes for American democracy to succeed, 
based on a principle of constitutionally protected independent thinking 
and actions and what he called “the reconciliation of personal interests
 and the public good.”

Starting with our First Amendment freedoms, the nation’s founders 
devised a system on the free exchange of views to create an informed 
body of citizens, who then could exercise self-governance through the 
process of elections.

Registering to vote is the first step in that reconciliation of 
measuring our individual views and needs against the overall needs of 
our society. Voting on Nov. 3 is the next step — the ultimate expression
 of our First Amendment right “of the people peaceably to assemble, and 
to petition the government for a redress of grievances.”

So don’t let Tocqueville — or your fellow citizens and democracy — down. Register. Vote.

FIRST FIVE: Speak, assemble, petition — and register to vote

Fall is in the air and that is exciting. For many families it means the start of a new school year with a schedule of extra-curricular activities that could make your head spin. For others it is a time of slowing down, and preparing your home and garden for cooler weather. For the Cottonwood Extension District, fall is a time when educational programs abound.&nbsp;

Are you a life-long learner? Moms and dads, grandmas and grandpas are never too old to learn something new. I don’t mean you have to enroll in a formal class, complete with a syllabus and a final exam. I am talking about the many educational programs offered by the Cottonwood Extension District. Whether you are a farmer interested in controlling honey locust trees in your pastures, or you have youngsters who are ready to join the 4-H and youth program, Extension has something for everyone. One program I am excited to share in the month ahead is about fermented foods. (Next weeks’ column will provide all of the details) &nbsp;

The year 2020 has created challenges for many. In Extension, our Administrative team has encouraged us to turn these challenges into opportunities. When our face-to-face meetings were restricted for a few months, our use of technology kicked into high gear. While Zoom meetings and webinars became the norm, our Cottonwood Extension Educators found ways to stay connected.

And just a reminder that our offices in both Great Bend and Hays are open and ready to serve you. We do ask that you wear a mask when entering our offices. If your questions can be answered through an e-mail or phone call we encourage that.

I would also like to encourage you to check out our Cottonwood website and like our Facebook page. Then you will see first hand the many learning opportunities that are highlighted. We are currently working on our fall quarterly on-line newsletter which will be posted to the web site in early October. I hope you will make time in your schedule to learn something new!&nbsp;

KRUG: Be a lifelong learner

NORTON COUNTY —One person died in an accident just after 3:30p.m. Wednesday in Norton County.

The Kansas Highway Patrol reported a 2012 Chevy Malibu driven by Trenton Jacob&nbsp;Brinkman, 25, Norton, was eastbound on U.S. 36 four miles east of Norton.

The driver turned onto Kansas Highway 67 in front of a westbound 2020 Kenworth semi driven by Tucker Levi Johnson, 31, Billings, Montana.

EMS transported Brinkman to Norton County Hospital where he died.&nbsp; Johnson was not injured. Brinkman was not wearing a seat belt, according to the KHP.

NW Kansas man dies after crash with a semi

ELLIS — Ellis High School announced this week its Homecoming 2020 Royalty and activity schedule.

Royalty includes:&nbsp;Brady Frickey, son of Stacy &amp; Brad Frickey; Daniel Eck, son of Geoff &amp; Mindy Eck; Tegan Cain, son of Brent &amp; Darci Cain; Abigail North, daughter of Travis &amp; Ava North; Grace Eck, daughter of Mark &amp; Sarah Eck; and Morgan Bittel, daughter of Brady Bittel and Tammy Rudd.

The theme is 2020 Homecoming is Bash the Buffs, and the Ellis football team will take on Thomas More Prep-Marian on Friday, Oct. 2.

The parade will be on Friday afternoon starting at 2:30 p.m.  The Homecoming Dance is 9 p.m. Saturday, Oct. 3.

 </figure>ELLIS — Ellis High School announced this week its Homecoming 2020 Royalty and activity schedule.Royalty includes:&nbsp;Brady Frickey, son of Stacy &amp; Brad Frickey; Daniel Eck, son of Geoff &amp; Mindy Eck; Tegan Cain, son of Brent &amp; Darci Cain; Abigail North, daughter of Travis &amp; Ava North; Grace Eck, daughter of Mark &amp; Sarah Eck; and Morgan Bittel, daughter of Brady Bittel and Tammy Rudd.The theme is 2020 Homecoming is Bash the Buffs, and the Ellis football team will take on Thomas More Prep-Marian on Friday, Oct. 2.The parade will be on Friday afternoon starting at 2:30 p.m. The Homecoming Dance is 9 p.m. Saturday, Oct. 3.A full schedule is below:&nbsp;<figure>

Ellis High announces Homecoming royalty, schedule

Hays Catholic Schools, TMP-Marian and Holy Family Elementary will be in Onsite Learning for the week of 9/28 - 10/2.

HFE has two confirmed cases of COVID-19, 8 students quarantined and 4 students absent due to COVID-19 like symptoms.  Holy Family has made the decision that 6B will go to remote learning through Thursday, October 8, 2020 due to potential exposure. The rest of the school will remain in Onsite Learning.

Holy Family’s decision was made after conferring with the Ellis County Health Department and school leaders. Affected students/parents have been communicated with regarding their children’s remote learning as necessary. 

TMP-Marian is not currently addressing any positive cases, and 5 students are in quarantine due to potential exposure. 

While decisions regarding the method of learning (onsite, hybrid, or remote) are made based on our established plan and collaboration with others, we do however have the discretion to change the mode of instruction in the event of clusters of infection or loss of staffing. 

Mrs. Wentling, Mr. Meitner and Mr. Andrews continue to be in regular communication with Ellis County health officials, local educational leaders and medical professionals to determine the phase of education for our students. This collaborative group daily monitors local COVID positive numbers to continue to safely educate our students according to data which consists of medical statistics and community/parent feedback.
