A cement mixer overturned east of exit 157 on Interstate 70 Thursday morning.

The truck fell on the right hand shoulder of the eastbound lanes of traffic.

Scanner reports indicated a person was injured in the accident.

The truck was still on the shoulder as of 11:45 a.m. Thursday. All lanes of traffic were open, but eastbound lanes were moving more slowly as officers were still on the scene of the accident.

2021 Kansas Corn School webinar series begins

One thing that has not changed for the city of Hays in the midst of the coronavirus pandemic is the need to conserve water.

"Water conservation remains a priority in 2021," says Holly Dickman, Hays water conservation specialist.&nbsp;

"To aid in that effort the city of Hays will once again sponsor several indoor water conservation programs and incentives."

Those incentives include rebates for purchase of qualifying water-efficient toilets and clothes washers.

Low-flow showerheads and faucet aerators, some of which are free, are available in the City Finance office in City Hall, 1507 Main.

High-efficiency toilet rebates range from $50 to $150. The fewer gallons per flush (GPF), the larger the rebate. Toilets must have a 1.28 GPF or lower.

A rebate of up to $250 is available for purchasing a washing machine with an Integrated Water Factor (IWF) of 3.7 or lower.

All rebate forms and details about qualifying participation are available online at <a href="https://www.haysusa.com/161/Rebates-Programs">www.watersmarthays.com</a>.

The Ellis County Historical Society will hold its annual meeting at 7 p.m. Monday at Celebration Community Church, 5790 230th Ave., Hays. Use the office door on the east side of the building.

Members and the public are invited to take part in the ECHS Present and Future Discussion to follow the meeting.

There are three officer positions open, and five trustee member seats open. Only ECHS members may vote.

Residents can renew or become a member at the meeting. Single memberships are $15 and family is $25. Donations also are accepted.

Ellis County Historical Society, founded in 1972, collects, preserves, and exhibits items and documents that illustrate the history of Ellis County.&nbsp;

TOPEKA — District Magistrate Judge Shelley Selfridge retired Jan. 11 after serving 24 years in Lane County.

Selfridge was elected judge in 1996. Lane County is part of the 24th Judicial District, which also is composed of Edwards, Hodgeman, Lane, Ness, Pawnee, and Rush counties.

Selfridge had been a secretary for the Lane County attorney for 11 years when she decided to seek election as district magistrate judge.

"I was inspired to learn more about the challenges of the law," she said. "I would recommend anyone interested in becoming a judge to read and study as much as possible about the various aspects of the law."

Selfridge said it has been a rewarding career, even though it was one she did not anticipate. After graduating from Dighton High School, she earned a bachelor's degree in home economics and a master's degree in clothing, textiles, and interior design from Kansas State University. She returned to Dighton in 1985.

Her study of law accelerated after she was elected judge. Magistrate judges who are not lawyers must be able to pass an examination given by the Kansas Supreme Court to become certified within 18 months.

She gained more knowledge through the annual continuing education conferences provided to judges.

"I have enjoyed the challenging topics at our conferences and the opportunity to network and become friends with other judges," Selfridge said. "Those friendships have been some of the most rewarding parts of the job."&nbsp;

Selfridge said her retirement plans include traveling to see her son in Chicago and to Scotland, Ireland, and Norway as soon as it is safe to do so. She also enjoys researching family genealogy.

District magistrate judges in the 24th Judicial District are elected by partisan ballot. Selfridge was last elected to a four year term in November 2016.

🎙As Ellis Co. sets up free COVID-19 vaccination clinic, doses on the way

The Kansas State High School Activities Association Board of
Directors voted Wednesday to allow up to four fans per participant at
activities starting Jan. 29. 

The measure approved by the board, 46-27, also allows local
school districts to have stricter limitations.

In December, the board voted to allow only two family members
to attend winter sports events and other activities until Jan. 28.


KSHSAA Executive Director Bill Faflick told the member
schools that local control is “absolutely appropriate.”

“If you’re not ready for four (spectators) in your facility,
then that is your call,” Faflick said. “We believe this is a good action our
executive board put forth and now it comes down to our schools to implement.”

He added masking and social distancing is still required by
all those in attendance and participants that are not actively taking part in
the game or sport.

Thomas More Prep-Marian Athletic Director Troy Schulte told Hays Post on Wednesday that the administration has not made a final decision on the most recent action and that they will consider the changes.

Hays High Athletic Director Lance Krannawitter said they are in the process of discussing the issue. He said they are taking into consideration several factors, including the total number of participants that can attend and still adhere to social distancing practices.

The Ellis school district will adopt the changes approved by
the state. Athletic Director Derek Schoenthaler said the district’s policy is to follow KSHSAA’s
ruling.

Citing limited space, the Victoria policy will still only
allow two spectators per participant. Athletic Director Dan Rogers said they do
not limit it to parents but still only two fans are allowed.

Directors voted Wednesday to allow up to four fans per participant at
activities starting Jan. 29. The measure approved by the board, 46-27, also allows local
school districts to have stricter limitations.In December, the board voted to allow only two family members
to attend winter sports events and other activities until Jan. 28.
KSHSAA Executive Director Bill Faflick told the member
schools that local control is “absolutely appropriate.”“If you’re not ready for four (spectators) in your facility,
then that is your call,” Faflick said. “We believe this is a good action our
executive board put forth and now it comes down to our schools to implement.”He added masking and social distancing is still required by
all those in attendance and participants that are not actively taking part in
the game or sport.Thomas More Prep-Marian Athletic Director Troy Schulte told Hays Post on Wednesday that the administration has not made a final decision on the most recent action and that they will consider the changes.Hays High Athletic Director Lance Krannawitter said they are in the process of discussing the issue. He said they are taking into consideration several factors, including the total number of participants that can attend and still adhere to social distancing practices.The Ellis school district will adopt the changes approved by
the state. Athletic Director Derek Schoenthaler said the district’s policy is to follow KSHSAA’s
ruling.Citing limited space, the Victoria policy will still only
allow two spectators per participant. Athletic Director Dan Rogers said they do
not limit it to parents but still only two fans are allowed.

KHSAA approves change to number of fans allowed at activities

The Ellis County Health Department on Wednesday reported the average number of new coronavirus cases per day in the last seven days fell from eight on Monday to six on Wednesday.

The department also announced two additional coronavirus-related deaths, bringing the total to 49.

There were 18 new cases of COVID-19 identified in Ellis County since Monday. There are currently 83 active cases, including five active hospitalizations of Ellis County residents, and 3,274 recovered cases.

As of Wednesday, there were 21 COVID-19 inpatients at HaysMed, up from 20 Tuesday, with 16 of those active patients and five in the recovery phase.

The seven-day average of percent of positive tests fell from 16.5 percent on Monday to 12.7 percent on Wednesday.

Since reporting began, there have been 3,406 cases of COVID-19 identified in Ellis County, including 49 coronavirus-related deaths.

Of the total 19,416 tests administered, 16.4 percent have returned positive for COVID-19.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. Per-day virus rate falls in Ellis Co.; two additional deaths reported

The Ellis County Commission approved an agreement Monday with Big Creek Crossing for space for a mass vaccination clinic.

The site will be ready to vaccinate residents in phase two of the rollout when the county receives the doses.

However, Jason Kennedy, Ellis County public health officer, told the commission Monday he did not know when that will be.&nbsp;

"Unfortunately, as you have seen nationwide, the vaccine rollout at best has been flawed or slow," he said. "Ellis County has, unfortunately, not been spared from that."

The Ellis County Health Department received 80 initial doses to vaccinate health care workers and EMS staff. It received another 80 doses to give as boosters to those people who have received their first shots. Those shots will start to be given today.

To his knowledge, all of the health care workers in Ellis County who wanted the vaccine have received it.

Ellis County skilled nursing home residents who wanted the vaccine have also received their first doses. However, those in assisted living have not, Kennedy said.

"We have plans in place. We have people to do it. We have everything except the vaccine to start more widespread vaccine rollout," he said.

Kennedy said he does not know when Ellis County will receive more vaccine. He said he tried to obtain information from the Kansas Department of Health and Environment, but had to seek help from Sen. Jerry Moran's office to get a response from KDHE.

The response was KDHE did not know when more vaccine will be distributed.

Kennedy said local officials have been told KDHE is not holding any vaccine. The doses are being shipped out once KDHE receives them.

In areas where counties were able to complete phase one of the rollout and had vaccine left, KDHE picked up those extra doses and redistributed them, Kennedy said.

"Unfortunately, I empathize with the public," Kennedy said. "We are doing our part. The county stands ready to roll the vaccine out. The health care community stands ready to roll the vaccine out the minute we get it."

The Ellis County Health Department has an online <a href="https://form.jotform.com/210066258239051">sign up form</a> for people who wish to receive the vaccine. You can call the health department at&nbsp;785-628-9440 to get registered if you don't have internet access.

A health care worker will contact you to schedule a vaccination, once the county has received more vaccine and has reached your phase in the roll out. Kennedy said the health department will be prioritizing people initially by age.

More than 5,000 people have already pre-registered on that site. Outlying clinics, such as HaysMed, also have their own lists, Kennedy said.

"I don't see us making it through our initial sign-up sheet any time in the near future," Kennedy said.

The county's number of positive COVID cases is decreasing. Ellis County is reporting about 10 positive cases per day. The county's percent positive remains at 13 percent. However, Kennedy said that rate reflects the county testing fewer people.

Big Creek Crossing has offered the former Gordmans location on the north end of the mall for the county's vaccination site.

Big Creek is not charging the county a lease, only a monthly utility charge.

The site will remain empty until the county receives vaccinations and will run until the county sees a decrease in vaccination requests to the point those can be handled in the county's health clinics.

First Care Clinic is handling the logistical side of the vaccination site. Area health care partners are working together to handle staffing.&nbsp;The sheriff's office has offered a security detail for the site.

The county also received permission from the testing tent at the mall to give vaccinations there to people who have mobility issues.

Initially, you will need to pre-register to receive the vaccine.

Kennedy said health care workers will be able to initially vaccinate 30 to 50 people per hour at the site, but he said the site should be able to handle many more people once it is running at full capacity.

The process of being vaccinated will take about 20 to 25 minutes, because there is a 15-minute wait time to make sure someone does not have a severe allergic reaction to the vaccine. EMS will be onsite for standby.

Filing out the paperwork and receiving the shot will take about five minutes.

People who live in Ellis County will initially be given first priority in Ellis County. If at some point the demand by Ellis County residents decreases and the county has extra vaccines, Kennedy said he has no problem vaccinating people from out of county.

"We want to do our part to help out the community as much as we can," Kennedy said.

The commission approved $132,000 in Cares Act Community Development Block Grants for business in need of aid as a result of the coronavirus pandemic.&nbsp;

Six applicants were awarded economic development grants. The grant amounts were based on the number of people employed by the businesses. Thirteen $4,000 micro-grants were also approved.

The micro-grants were awarded to low- to moderate-income business owners. Five applicants did not meet the income requirements for the grants.

The commission also approved a lease agreement for the speedway at the Ellis County Fairgrounds. The RPM Speedway Board indicated they did not wish to continue its lease.

KLS Promotions of Saline County will promote the race track in 2021.&nbsp;KLS also operates the dirt track in Saline County.

Ellis County makes plans for vaccination site, but no doses available

We just completed the American Farm Bureau Federation (AFBF) 102nd Convention, virtually. It went as well as it could have, there were a few things that were a little wonky. By the way, wonky is my new favorite pandemic word and really is a good descriptor of most of what has happened because of the pandemic. But I digress, the annual meeting and convention was different, but it did bring a certain amount of normalcy in a time that is anything but normal.

It was good to hear debate on issues surfaced by our members from across the United States. I find these debates fascinating. I know, I am weird that way but often I learn about issues facing different regions I did not know about before. I also find out different regions can view the same issue very differently, and they may even be on opposite sides of the same issue. It can lead to a lot of debate and discussion, but that is what makes Farm Bureau so great.

I have heard Farm Bureau described as a “big tent” organization, and I think that is a great way to describe our organization. It would be my wish that all of you could attend an AFBF convention so you could get a taste of all the types of ag, viewpoints and opinions we represent. Every commodity and method of production have a place at the table.  All the policy in our book comes from grassroots members in counties in all 50 states and Puerto Rico. Every piece of policy we have at the state or national level started in a county board meeting somewhere, and that is something to be proud of.

That is why I say listening to the debate and discussion from the business meeting made things seem just a little more normal. I must say my seat was more comfortable, the coffee was much better and cheaper but watching it all, by myself was not right and is something I hope we never do again. However, I could imagine myself back in that crowded convention room listening to the meeting, and that’s a good thing.

We are an organization that thrives on relationships, and I miss the conversations we did not have at our usual meetings. We have a lot of catching up to do when this is all over and we return to normal.

Virtually is not how we like or prefer to get our work done, but as all of us in agriculture know, the work must be done. I am proud of the way that we adapted and overcame the challenges this pandemic threw our way; I think we made the best out of a bad situation, and I applaud all who made it happen. It was not easy or natural, but we pulled it off.  Until we beat this virus, and I know we will, we will have to embrace the new virtual normal even if it is a bit wonky.

Kansas Farm Bureau Insight: Inside the 'big tent'

Advisors Excel (Topeka) announced last week that Cortney Dale of Hays will be named their No. 1 agent in the Medicare Sales Division for the second year in a row.

She was recognized at a virtual awards ceremony on Friday, and she will honored again at the in-person event in Houston, in June 2021 where attendees will hear from motivational speakers and celebrities.

The virtual event that took place Friday night featured other advisers around the country who specialize in the financial services and retirement planning space.

The entertainment portion of the event included comedy relief from none other than Jay Leno, a legend in the entertainment industry. 

“Cortney is a constant advocate to help her clients understand all of Medicare’s complexities,” said Todd Morrissey President of Advisers Excel’s Medicare Solutions Division, “She has been our No. 1 producer the last two years. We are honored to be working with her. She works tirelessly for her clients.”

Local insurance brokerage receives national recognition

Recently my wife and I ventured to Wichita so that we could spend some time with our two grandchildren. Max is new to the being a grandchild scene, having only been born in May. Alex, on the other hand, is three and really has this “being a grandson” role down to an art. He is also growing up and is being potty trained.&nbsp; That means he wears “big boy” underwear (but still is wearing pants that are roomy enough for Pull Ups – kind of like a diaper). &nbsp;

On this particular day, Alex spent most of his time with Barb and I. We took him everywhere, including the zoo, shopping, playground, and lunch. He was so good, and always appropriately and timely asked to use the restroom. &nbsp;

About 3:00 pm we decided to head home (I don’t know if it was because he was tired or we were tired!). As a celebration of a great day, we stopped for takeout ice cream. I gave Alex his ice cream cone while he was sitting in his car seat. By the time we got to his parent’s home, a portion of the ice cream had melted, covering Alex’s hands and arms. I carefully lifted him out of the car seat, keeping my distance from the ice cream mess. I stood Alex on the ground. He took a step or two, and his too big pants fell down to his ankles. &nbsp;

Alex looked down to his pants around his ankles, then he looked at the ice cream cone in his hands, and finally to me. He then repeated that process. &nbsp;

I could tell he was trying to figure out what to do, and if, perhaps, I had a solution.&nbsp; How could he keep his ice cream cone and his dignity? What was most important?

I thought about that experience with Alex for several weeks. I know there is a lesson there, if not several lessons.

Here’s one: It is okay to ask for help so you can keep what is precious to you. &nbsp;

Too many times people have something special, but they don’t know how to protect it. It could be a business, farm, savings—but even more fundamentally, to stay independent and to stay at home.

But they are afraid to ask for help. And things work until they don’t. &nbsp;

I think one of the best parts about what I get to do is helping families decide what is really important to them, and then showing them how we can protect and keep it. &nbsp;

Let me go back to Alex. What did he do with the ice cream cone? After looking the situation over a couple of times, he decided to just keep on walking with his pants around his ankles and eating his ice cream cone. My wife and I could have helped, but we were laughing too hard.

Don’t be afraid to ask for help to keep your ice cream cone. You can have your ice cream and dignity both! &nbsp;

Alex, on the other hand, is three and really has this “being a grandson” role down to an art. He is also growing up and is being potty trained.&nbsp; That means he wears “big boy” underwear (but still is wearing pants that are roomy enough for Pull Ups – kind of like a diaper). &nbsp;On this particular day, Alex spent most of his time with Barb and I. We took him everywhere, including the zoo, shopping, playground, and lunch. He was so good, and always appropriately and timely asked to use the restroom. &nbsp;About 3:00 pm we decided to head home (I don’t know if it was because he was tired or we were tired!). As a celebration of a great day, we stopped for takeout ice cream. I gave Alex his ice cream cone while he was sitting in his car seat. By the time we got to his parent’s home, a portion of the ice cream had melted, covering Alex’s hands and arms. I carefully lifted him out of the car seat, keeping my distance from the ice cream mess. I stood Alex on the ground. He took a step or two, and his too big pants fell down to his ankles. &nbsp;Alex looked down to his pants around his ankles, then he looked at the ice cream cone in his hands, and finally to me. He then repeated that process. &nbsp;I could tell he was trying to figure out what to do, and if, perhaps, I had a solution.&nbsp; How could he keep his ice cream cone and his dignity? What was most important?I thought about that experience with Alex for several weeks. I know there is a lesson there, if not several lessons.Here’s one: It is okay to ask for help so you can keep what is precious to you. &nbsp;Too many times people have something special, but they don’t know how to protect it. It could be a business, farm, savings—but even more fundamentally, to stay independent and to stay at home.But they are afraid to ask for help. And things work until they don’t. &nbsp;I think one of the best parts about what I get to do is helping families decide what is really important to them, and then showing them how we can protect and keep it. &nbsp;Let me go back to Alex. What did he do with the ice cream cone? After looking the situation over a couple of times, he decided to just keep on walking with his pants around his ankles and eating his ice cream cone. My wife and I could have helped, but we were laughing too hard.Don’t be afraid to ask for help to keep your ice cream cone. CLINKSCALES: Tough choice

TOPEKA— District Magistrate Judge Vernon Butt of Stanton County retired January 11 after 16 years of service.

Butt was elected judge in 2004. Stanton County is part of the 26th Judicial District, which also is composed of Grant, Haskell, Morton, Seward, and Stevens counties.

When the previous magistrate judge announced she was retiring, community leaders asked Butt to seek the position.

Butt said he had been active in his community of Manter, serving as mayor, volunteer firefighter and fire chief, volunteer emergency medical technician, hunter safety instructor, and Boy Scout leader.

"My first response was no; I already had too many things on my plate. They were pretty determined they needed me," he said. "But it absolutely was a good decision."

Butt was a heavy equipment operator in road construction, so he knew he had a lot to learn.

He was certified within a year by the Kansas Supreme Court as a magistrate judge. Nonlawyers must be able to pass an examination given by the Supreme Court to become certified within 18 months.

Funding of the state's court system has been a primary concern during his tenure as a judge, Butt said.

"The legislature has made a tremendous push to see how cheaply we can make the judiciary operate in Kansas," he said. "I want a quality judiciary. I don't want to see how cheap we can run it. I want to see how well we can run it."

Butt was born and raised in Garden City. A graduate of Garden City High School, he attended community college before serving four years with the U.S. Marine Corps.

He and his wife Leilah, have been married 44 years and have two children and five grandchildren. They have lived in Stanton County since 1979. Butt said they are outdoor enthusiasts and plan to retire to a mountain property about halfway between Lubbock, Texas, and Denver, where their children live.

District magistrate judges in the 26th Judicial District are elected by partisan ballot. Butt was last elected to a four-year term in 2016.

SW Kansas District Magistrate judge retires after 16 years of service 

For those readers that follow my column, its no secret by now that I love raptors, and as far as I’m concerned, Kansas may be the premier location to see winter hawks. Besides an influx of Red Tail hawks which are common to Kansas year-round, we get Northern Harriers, Swainson hawks on their way to Argentina for the winter, Rough-Legged hawks on their way from Canada to the western US, and Ferruginous hawks on their way to the southern US and Florida.

At that time Tommy had just caught a young Red Tail Hawk and named it “Red.” The next winter Tommy invited Joyce and I to hunt with some of the club members and their birds where we got to observe Red catch his first rabbit under Tommy’s handling. The following summer Red died in an unfortunate freak accident, leaving Tommy without a hawk. Now, I seem to have a nose for a good adventure, so that fall I sort of invited myself along to help Tommy trap another, which his falconry license and a current Kansas hunting license allow him to do.&nbsp;We met Tommy at El Dorado, KS and left to drive the backroads searching for roosted hawks. The standard procedure used by falconers to accomplish this is to place some sort of live bait in a cage of some description which is covered outside with slip-knot nooses made of fish line. The trap is dropped near a hawk found sitting along the road, and if and when the bird tries to get at the bait, it becomes entangled and can be captured. The traps Tommy made and used back then employed a square 2 x 12 piece of lumber with the corners mitered off. A hole was cut through the board and rigged with a latching door. For the cage he used a kitchen strainer with the handle removed and fastened it upside down onto the piece of lumber. As many fishing lines nooses as possible were fastened to the outside of the strainer. He rigged a plastic bucket as a cage to carry gerbils for the bait. Before we left, two gerbils were put into the trap and I rode shotgun with the trap on my lap, ready to slip it out the door near any resting hawks we could find. (A hawk cannot actually get through the wire to the bait inside, so no gerbils were harmed in this adventure or the writing of this story!)	We drove the most secluded roads we could find, concentrating on those providing the best perches in the form of hedge rows or power poles. We found several red tails and slowed to drop the trap only to have them spook and fly immediately. We were heading back to town for lunch, when to our right sat a hawk on a pole high above an oil well pump just off the road. The situation was perfect! An open lane turned into the field directly across from the pump, giving the bird an easy view of the trap as I opened the pickup door and dropped it. We hurried up the road and turned around at a spot where we could see the hawk well, but the trap was not visible. Before we could even reach for binoculars or decide on a better vantage point, the hawk dove from its perch and disappeared into the grass. As I sat mesmerized by what I’d just seen, the grass in the lane came alive as the hawk flopped, desperately trying to free itself from the nooses on the trap which obviously had it ensnared. We watched impatiently for several minutes, when just as suddenly as it had plummeted toward the trap, the hawk rose from the ground and flew into the trees across the road. We sat there stunned, wondering if what we had seen had really happened! A second red tail landed on a pole just above the trap, and we waited in silence for one or both to dive again for what certainly looked like an easy lunch. Ten minutes passed with no further interest from either hawk, so when both birds finally flew, we hurried back to investigate. When the trap came into view, the problem became apparent; there in the grass lay the trap upside down, evidently flipped over by the first hawk in its struggle to escape. In that position, not only were our two brave little gerbils barely visible from above, but the nooses were rendered useless even if the hawks had persisted. After lunch we tried again, but no hawk that day.&nbsp;Today, Tommy builds a different style of hawk trap known as a BC Trap (short for Bal-Chatri Noose trap) and sells them on the website <a href="http://www.hawktraps.com">www.hawktraps.com</a>. These are built differently than the trap we used that day, but still use fishline nooses to ensnare the birds by the foot.
