The Hays USD 489 school board on Monday will discuss a timeline for its next bond attempt and the makeup of the committees who will help shape that bond.

The board has a regularly scheduled meeting at 6:30 p.m. Monday at the Rockwell Administration Center.

DLR, the district's architecture firm, is suggesting three committees to evaluate bond options. These include an executive team that would include administrators, a planning team, which would include teachers and staff and a vision team that would include community members.

DLR's timeline suggests these teams be formed between now and the end of June.

If the groups can come to a consensus by December, the school board would be asked to call an election for April 2022. If a consensus can't be reached, planning would continue with the hope of an election being set for September 2022.

The board has not decided what project the bond will include, nor has the board settled on a dollar amount for the bond issue.

USD 489 has not passed a bond in more than 30 years.

The board also will consider a proposal to rent space at the Hadley Center for the&nbsp;Early Childhood Special Education and Hays High School Transition programs. The new space would be dubbed, the WeCan Center.

The only added costs would be rent, initial furnishing, and additional internet and phone costs. Additional costs would be covered by federal COVID relief funds for special education.

This location will allow the special education cooperative to expand services to make up for lost opportunities during the COVID pandemic.

The school board will discuss student fees for the 2021-22 school year. Proposed student fees 2021-22 Elementary — $90 Sixth grade —$177 Seventh grade — $192 (includes an exploratory tech fee) Eighth grade — $177 High School — $196

Both school lunches and breakfasts will be free to all students thanks to funding from the United States Department of Agriculture.

The board also will: • Hear a report from Lincoln Elementary School staff on its redesign project. • Consider renewal of K-5 social studies textbooks.&nbsp; • Consider a bid of almost $33,000 for Roosevelt Elementary School security cameras • Discuss construction of a storage building at the Early Childhood Complex. This would free up classroom space. Grant funding is available for the project. • Hear a report on the Kansas Department of Education audit

OSBORNE COUNTY— Heavy weekend rain up to 8 inches in some areas caused flooding in small towns along the Paradise Creek in portions of Osborne, Rooks and Russell County. 

In the Osborne County community of Natoma, there is no school Monday but the elementary school will be open for kids that need a place to go while parents are cleaning things up, acccording to USD 399. to&nbsp; A few teachers and some high school girls will be there to help with activities for the kids.

In Russell County flood waters caused significant damage to the shoofly detour on the Kansas Highway 18 bridge project at Luray, according to the Kansas Department of Transportation. Access to U.S. 281 via K-18 will remain unavailable for the foreseeable future.&nbsp;

Residents clean up from weekend flooding in NW Kansas

Government surplus food commodities will be distributed in Hays&nbsp; 7:30 to 9 a.m. May 28 at the Unite Common Grounds Coffee House and Free Store (inside The Gamers Guild)&nbsp;200 E. Eighth&nbsp;St.

Commodities will be distributed on a first-come-first-served basis until they run out.

To be eligible for commodities, your household's total monthly income must be below: $1,383 — household of one $1,868 — household of two $2,353 — household of three $2,839 — household of four $3,324 — household of five $3,809&nbsp;— household of six $4,295&nbsp;— household of seven $4,780&nbsp;— household of eight

*Add $486 for each additional family member after eight

Commodities included in this distribution are anticipated to be: split peas, apples, sliced pears, potato flakes, lentils, spaghetti sauce, orange juice, mixed fruit, pistachios, shrimp, almonds, and fish.

Food commodity distribution May 28 in Hays

After a year with little to no live music due to COVID-19, the
Hays City Band will return this summer, giving audiences and performers a chance
to regain a part of what has been missing over the last year with three performances
in Hays and Ellis.

“We are getting the band back together,” said Hays City Band
director and assistant professor of music at Fort Hays State University
Peter Lillpopp.

In recent weeks, he said, Fort Hays State University bands
have performed outdoors after slowly transitioning to in-person rehearsals. But
with the summer band, those students, along with members of the community, will
have the opportunity to perform three times in June.

“It’s been interesting to work with (students) because they
were excited to be with us at every step,” Lillpopp said. “They were just excited
to get out of the house, get out of the online class and do whatever they could.”

Like the FHSU bands that have been able to perform this
month, the City Band performances will be outdoors, the safest way he said to
see live music while COVID-19 remains a concern.

The group will also practice in the Beach-Schmidt
Performing Arts Center, located in Sheridan Hall on the FHSU
campus, a large space that will allow performers to distance.

The first practice will coordinate with the lifting of
COVID-19 precautions at the university.

But while the band will allow FHSU students a chance to
perform, the city band is open to everyone.

“Anyone can come and participate,”
Lillpopp said. “We recommend that they are high school age and older, but we
have had some advanced Eighth graders play with our band, just so that they can
handle the music. There is a lot of music in a short amount of time.

“It’s really a combined effort,” he said. “We have a lot of
high school students that do the band, there is a lot of college kids that
are still around during the summer that do the band. The college faculty does
the band in addition to the community. Many of them are former band members themselves
and they just want to keep their instrument going and keep playing.”

Anyone with an interest, even those that may not have
performed for some time, is invited to participate.

Instruments can also be provided, if needed.

“It’s a very supportive atmosphere,” Lillpopp said. “If you haven’t
played your clarinet or trumpet in a while, you can come in and sit third chair
and take the easy parts. And that’s OK. We have the faculty that are there to
cover the solos and everything.”

The more difficult parts, including solos, will be taken on
by performers with a higher level of ability, which he said makes the summer
band experience more enjoyable.

“Another feature of our band is the soloists,” he said. “We
have students that are at the university, faculty members will solo with the
band. So it’s just a great experience to get to hear that and experience that.”

He said they also try to work with schedules so those that
can only make it to a limited number of sessions are also welcome.

“We are very flexible with the schedule, too,” he said. “If
people can only make one rehearsal and one performance, that’s great.”

The music will be a mix of traditional city band tunes and marches,
jazz, movie music and more, and are free to attend.

Practices will run from 7 p.m. to 9 p.m. beginning June 1,
and every following Monday through the month.

Performances
are set for June 15 at the Hays Downtown Pavilion at 10th and Main,
June 22 at Washington Grade School, 100 E 13th in Ellis on June 22
and again at the Hays Pavilion on June 29.

All three performances
will begin at 7:30 p.m.

“We want to give the audience the quintessential Norman
Rockwell summer band concert,” he said.

Interested members can show up for the first session, but those

Music set to fill the air this summer with the Hays City Band

TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for&nbsp;the city of Natoma public water supply system, located in Osborne County. This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

The advisory took effect on May 16 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because wells are under water due to flooding.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

A second consecutive night of thunderstorms moved west through Hays late Saturday night, yielding 0.61 inches of rain.

The combined two day total of rainfall is 1.70 inches, according to the official report from the K-State Agricultural Research Center south of Hays.

There are four rain gauges scattered across the center's property. Weather monitor Joe Becker reported the amount in each varied greatly.

So far during May, Hays has recorded 3.25 inches of moisture, with the average accumulation by month's end 3.31 inches.

Hays is ahead of normal precipitation for the year, with 10.41 inches as of May 16. The 152-year cumulative average is 7.92 inches by the end of May.

The <a href="https://hayspost.com/posts/647bf61e-b22f-4f0e-a5ee-cbdfc47946b9">three-day weather forecast</a> calls for thunderstorms each day.

Saturday's storms were widespread with flooding reported Sunday morning in Natoma.

A flash flood warning has been issued for&nbsp;southern Osborne County and southeastern Rooks County by the National Weather Service in Hastings, Nebraska.&nbsp;

HPD Activity Log, May 3-9 

Cody Erwin has visited the Fort Hays State University campus just once. This weekend, he will leave with a diploma in hand and a self-described new lease on life.

Erwin, who lives in Wichita, will graduate with a bachelor’s degree in geosciences with an emphasis in geography during FHSU’s first on-campus commencement ceremonies since May 2019. Graduates from the spring 2020 and fall 2020 semesters were honored through virtual recognitions because of the pandemic.

He will then begin online classes for a master’s degree in GIS (geographic information systems) at Kent State University this fall. Erwin’s undergraduate work also was done remotely through FHSU Online. Although he earned his degree from afar, Erwin wanted to walk across the stage to receive his diploma, because it’s an accomplishment that took a lot of determination to achieve.

Erwin started working on a degree online in 2017 because of the flexibility it offered. He could take classes at his own pace while still working full-time.

Searching for a school with a strong online presence is how Erwin first discovered FHSU.

“I was looking for an accredited online college, and I learned that&nbsp;Fort Hays State has an enormous online presence,” he said. “I can’t say enough positive things about the geosciences department and the faculty there. They have kept me intrigued and moving forward.”&nbsp;

Erwin was furloughed when the pandemic forced WSU to remote operations for the remainder of the spring 2020 semester. He took a job at Target to pay the bills and he was able to keep making progress on his degree.&nbsp;

Shortly thereafter, he learned about a position with the City of Haysville, a suburb of Wichita. It turned out to be the perfect fit – for Erwin and the City of Haysville.

Haysville was in search of&nbsp;someone to help make its public works department more efficient,&nbsp;and Erwin said he was able to “hit the ground running”&nbsp;while working with the ESRI suite of applications to implement workflow management throughout the Public Works Department.

“What I learned through the online program at FHSU – such a strong foundational understanding of GIS – I was able to put to use at my job immediately,” he said.

With secure employment once again, Erwin was able to finish his degree this semester. He has no qualms about beginning his online master’s program at Kent State because of a positive experience through FHSU Online.&nbsp;

He especially enjoyed virtual field trips taught by Dr. Ken Neuhauser, who retired from FHSU in 2018 but continued teaching those classes through 2020 as an adjunct professor.&nbsp;

“Ken Neuhauser’s virtual classes are phenomenal,” Erwin said. “I emailed him and asked to take every class of his before he retired. I can’t say enough good things about the geosciences department and the faculty at Fort Hays State. They are an amazing group of people.”

Erwin encountered a positive experience from the beginning of his undergraduate work when he took a class with Dr. Richard Lisichenko, a professor of geosciences, whose concentration is GIS.

“I’ve always been intrigued with the study of the earth and geosciences,” Erwin said. “My first course with Dr. Lisichenko, Introduction to Geographic Information Systems, had me hooked.”

Glennys Doane is the founder of this innovative business known as Prairie Field Flowers. Glennys and her husband Gary live west of Downs. Gary farms and Glennys is a longtime volunteer in local schools.&nbsp;

Glennys’ mother came from the rural community of Alden, population 148 people. Now, that’s rural. Glennys attended Sterling College and then got a master’s at Kansas State University, where she met Gary.&nbsp;

“My mom always had flowers,” Glennys said. “Gary’s mom always had flowers.” For years, the Doanes sold their own sweet corn direct to consumers from the farmstead west of Downs, so they were used to retail customers. “We enjoy working with the public,” Glennys said.&nbsp;

“We had a couple of acres unutilized,” Glennys said. “One winter, I was looking through seed catalogs and thought, ‘Maybe I could plant flowers in there,’” she said. Glennys did research and reached out online to flower producers across the nation. “One of my online mentors is in Virginia Beach, Virginia,” Glennys said. “She is so limited in the space she has in which to operate. Urban farmers told me that if they can get a quarter acre, they are ecstatic. I realized I have the land resource right here,” she said.&nbsp;

No one at the local farmers markets was vending flowers, so Glennys decided to try it. Then she came up with the innovative idea to sell subscriptions to those who would want flowers regularly.&nbsp;

She named her business Prairie Field Flowers. The growing process begins with seeds planted in tiny three-quarter inch soil blocks. “This is a very efficient use of space,” Glennys said. “We can do this on a countertop in the basement.” Once the seedlings sprout, they are transplanted into her flower field. “Gary’s a big help on all this,” she said.&nbsp;

Glennys practices succession planting – not succession planning, succession planting.&nbsp;&nbsp;She plans and plants different types and varieties of flowers to mature at different stages through the growing season.&nbsp;

In addition to farmers markets, the flowers are marketed in two ways: One is individual bouquets, arranged and delivered on demand; and the other is through the subscription service.&nbsp;

“The subscription can be for the workplace or the home,” Glennys said. Subscribers will receive farm fresh, local flowers arranged in small or large bouquets that can be delivered once or twice per month from April through September.&nbsp;

“A business might subscribe because they always want fresh local flowers on the receptionist’s counter,” Glennys said. One subscriber regularly gets flowers for her desk at a bank in Beloit, for example.&nbsp;

Many buyers are millennials. Their daughter Amy, a young professional who lives nearby, is case in point. “My generation is used to subscribing to things,” Amy said.&nbsp;

Glennys delivers the flowers and can exchange and recycle vases for the next delivery.&nbsp;&nbsp;“We provide whatever is in season or blooming,” Glennys said. That means she gets to plant lots of different flowers, such as sunflowers, zinnias, daffodils, cosmos, daisies, tulips, iris, peonies and more. She also grows supplementary foliage such as lemon and cinnamon basil, bells of Ireland, dianthus, sweet rocket, larkspur, ageratum and others.&nbsp;

Glennys has found that flowers bring joy to both the giver and the recipient. “That’s the beauty of it,” Glennys said. “I love delivering flowers and seeing people’s eyes light up,” she said. “You need beauty in your life. You need art in your life,” she said.&nbsp;

As one subscriber wrote: “The flowers are beautiful. I’ve had so much fun with this.&nbsp;&nbsp;Thanks for making my days brighter with beautiful flowers.”&nbsp;

Wheat growers can make plans to attend the Ellis County Wheat Variety Plot Field Day conducted by the Cottonwood Extension District on May 25 beginning at 6 p.m.

Come hear what extension specialist have to say about each variety. There is always something in the plot to see and learn from, whether it is about the individual varieties, insects or diseases that are sometimes spotted in the plot.

The field day location is north of the Victoria Exit on Cathedral Road, go one mile west on Fairground Road and turn south onto 330th Avenue.

A free meal and refreshments will immediately follow the field day.

All interested people are invited to attend. No RSVP necessary.

In case of inclement weather, the event will be held at the VFW Hall in Victoria, 204 E. Main Street.

The Board of Ellis County Rural Water District #1-C is considering adding a limited number of benefit units (water meters) to the district. The price for the benefit unit is $10,000 plus the cost of an engineer study and all associated costs of installation. We are gathering information in regards to the number of landowners interested in obtaining a benefit unit within the district's current boundaries. Four years ago, Sathena Scarborough climbed on board the Fort Hays State University Admissions’ Nebraska bus trip, beginning a journey that would help her step outside her comfort zone and find her college home in Hays.

This spring, her work with the Ellis and Trego County Farm Bureaus earned them the state New Horizon Education Award. Scarborough will cross the commencement stage this week, graduating with dual degrees in animal science and agriculture business. Following graduation, she will immediately start her new career as a grain merchandising trainee with Gavilon.

“I first came for the affordable tuition,” Scarborough said. "On my first visit, they drove me out to the university farm, and we talked about my future plans. I could tell the faculty cared and were going to help me achieve my goals."&nbsp;

A self-described reserved and quiet person, Scarborough grew up on a farm in central Nebraska, participating in 4-H and FFA. Although she always had a passion for agriculture, she never imagined that she would come to FHSU and grow to be an advocate for agriculture and education.&nbsp;

Scarborough got involved on campus as soon as she arrived, joining the Collegiate Farm Bureau chapter and Sigma Alpha, a professional agriculture sorority. She credits both organizations with providing opportunities for her to grow professionally and academically while building lifelong friendships and network connections.&nbsp;

Focused on sharing agriculture with students, Scarborough began working with Stephanie Eckroat, KFB County Coordinator, to help prepare and deliver Ag in the Classroom lesson plans and activities. Agriculture in the Classroom is a nationwide program sponsored by the American Farm Bureau Federation to improve agricultural literacy among PreK-12 teachers and their students.&nbsp;

"Students today are often three to four generations removed from farming, and they don't necessarily know where milk comes from or how the food they eat ends up on their plate," Scarborough said. “It’s hard to come up with different ways to connect with students and share about farming – something I’m passionate about.”

Eckroat, Scarborough, and other CFB volunteers prepare age-appropriate lesson plans for educators and after-school programs in Ellis and Trego counties. Before the pandemic, they visited classrooms to help educators complete an agriculture-centric educational activity and to share a nutritious snack.&nbsp;

When COVID-19 forced the move to online education in Kansas, the team quickly pivoted from providing on-site classroom instruction to producing virtual farm and agriculture tour videos reaching more than 25,000 viewers.&nbsp;

“I never thought this was something I would do, but it’s a great opportunity,” Scarborough said. "It's hard to come up with new ways to connect, but I've learned patience, creativity, and an ability to problem-solve that will stay with me as a merchandiser."&nbsp;

Scarborough has accepted a position as a grain merchandising trainee, a role she learned about through an FHSU Career Fair and interviewed for online during the COVID-19 pandemic. While there are many concerns about the future of the economy, there is still high demand for skilled agriculture business graduates like Scarborough.&nbsp;&nbsp;

"As students, we've had a lot of challenges thrown at us over the last year, but we've learned to roll with them and still achieve our goals," Scarborough stated. "We've learned how to be more flexible and adapt to provide the same opportunities we would in a normal year such as the career fair. We've had incredible guest speakers, continued to build relationships, and it's rewarding to see our student organizations grow and thrive."

Scarborough will begin her grain merchandising career in Wichita and is excited about the challenge. No matter where she goes, Scarborough is confident she will have the support of her faculty and peer network and will remain involved in advocating for agriculture by utilizing the skills she learned and utilized at FHSU.

ELLIS COUNTY—One person was injured in an accident just before 2p.m. Friday in Ellis County.

The Kansas Highway Patrol reported a 2011 GMC Sierra driven by Chad A. Younger, 27, Hays, was northbound on U.S. 183 just&nbsp; north of Spring Hill Road.

The pickup rear-ended a 2011 Ford Taurus driven by John K.&nbsp;Kinderknecht, 24, Hays, who was slowing to make a left turn.

EMS transported Younger to Hays Medical Center.&nbsp;&nbsp;Kinderknecht was not injured. Both drivers were properly restrained at the time of the accident, according to the KHP.
