Institutions that received the Military Friendly® School designation were evaluated using both public data sources and responses from a proprietary survey. More than 1,200 schools participated in the 2021-2022 survey, with 747 earning the designation.&nbsp;

The Military Friendly® program creates civilian opportunities for veterans and is the standard that measures an organization’s commitment, effort, and success in creating sustainable and meaningful opportunities for the military community.

TOPEKA – The Kansas Reservoir Protection Initiative is now accepting applications from producers who are eligible for assistance.

KPRI provides financial assistance to landowners in priority watersheds to implement sediment-reducing conservation practices to enhance efforts above federal reservoirs where water supply storage is impacted by reservoir sedimentation.

most with a form of jet lag for the first few weeks of the change over.

 upside is that the sun now stays up longer in the evening. That's 
beneficial for many high school and college spring sports, especially 
golf and track. It also allows more people to enjoy outdoor activities 
after work including golfing, walking, and cycling.&nbsp;

Ways to beat 
the lag from the change-over include: spending more time outdoors, 
getting exercise and slowly adjusting your sleep patterns to accommodate
 the change.

night regardless of how you feel, and practice good habits before

🏀 UPDATE: Monarchs come up short in state semifinals; earn third place finish

Having served as mayor during 2020, and the worst of the coronavirus pandemic, Hays city commissioner Shaun Musil called it "an interesting year" at Thursday night's meeting as he talked about the expiration of the city's face mask ordinance on Wednesday afternoon.

The<a href="https://hayspost.com/posts/78a708f5-4f1e-401f-9bd3-85c618edb4de"> local ordinance</a> had been in effect since July 27, 2020, and <a href="https://hayspost.com/posts/71b2e036-1db2-45b6-86a9-c9d86520f000">extended</a> through Oct. 5, 2020. At a vote during a&nbsp; special meeting on Oct. 2, 2020, metrics suggested by Ellis County Health Department Director Jason Kennedy and Michael Berges, city commissioner, were put forward as an<a href="https://hayspost.com/posts/b927d4eb-e1b4-4c57-bc57-56ad4e14516e"> end point to the Hays ordinance</a>.&nbsp;

"I'd like to thank not only our city, our county, our region, people traveling to Hays," Musil said.&nbsp;"There was so much negativity when it was all going on.

"I want to commend Commissioner Berges. When you came up on our last vote (to extend the mask ordinance) on a number to where once we hit it, it went off (automatically) and we didn't have to vote.

"I think it just gave people the (reassurance) that if we hit it, it's going to happen, and it did."

On Wednesday, the Ellis County Health Department announced the seven-day average of new COVID cases per day to be two, marking the 14th consecutive day Ellis County reported an average of 5 or fewer cases per day. <a href="https://hayspost.com/posts/8ca3a8d7-c180-42a1-8abb-c17b3c1c9c35">In meeting that metric on March 10, the Hays ordinance expired</a>.&nbsp;

Musil, co-owner, along with his wife Heather, of Paisley Pear Wine Bar, Bistro and Market in downtown Hays, said there's a "positive vibe in our community."

"People are coming back to our community because they're getting their (COVID-19) vaccinations, people that haven't been to Hays in many, many months, and they feel comfortable."

Commissioner Ron Mellick urged everyone to get their vaccine when it is available.

Commissioner Mason Ruder, who voted against the face mask ordinance and its extension, pointed out it has been one year since the pandemic was declared on March 11, 2020. He also thanked the community.

"I think we've got a bright future ahead of us and we just need to keep working hard," Ruder said.

He asked for support of local businesses. 

"They were hurt hard during this last year. So please continue to frequent their establishments, and respect their decisions."

Musil said he had talked to a major Hays bar owner earlier Thursday who said his staff is going to continue to wear masks "because he feels like many of his customers expect that."

Gov. Laura Kelly's executive order requiring face coverings remains in effect through the end of the month.

"I think there's a lot of people in this community that's going to continue to do the right thing," Musil added. "I think we've learned a lot from this.

"I think we're better for it. None of us wanted to control anybody, but we were looking out for our community."&nbsp;&nbsp;

"I was hoping we had some real strong behavioral change, (including) not large gatherings," said Sandy Jacobs, the current Hays mayor. "I hope some of those things carry over."

"Since the Hays mandate came off, there are masks still being worn everywhere. I was in two or three different businesses where that will continue."

She noted the <a href="https://hayspost.com/posts/d8be8549-0b22-4056-b7d3-496e0ea7c8a2">governor's order</a> is in place through March 31 and <a href="https://hayspost.com/posts/3d53f6e9-36be-48b9-851d-d86c38d7ffd5">Ellis County commissioners "did not opt out of that mandate</a>, so that still exists. The city commission's does not."&nbsp;

For the first time in nearly a year, the University of Kansas Health System&nbsp; reported there were <a href="https://hayspost.com/posts/6e385c96-6e63-4748-a514-ad1247cba8ee">zero active COVID-19 inpatients at HaysMed</a> Thursday, down from seven on Wednesday.&nbsp;

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.5 percent in January. This was a decrease from 4.7 percent in December and an increase from 3.1 percent in January 2020.

“Kansas employers showed continued economic recovery in January, with 10,000 nonfarm jobs added over-the-month,” said Acting Secretary Amber Shultz. “While there has been significant improvement since April, current job estimates remain 4.6 percent lower than January 2020." 

Jobless rates in most northwest Kansas counties rose from December to January.

Ellis County saw an increase of more than a full percentage point — from 2.6 percent in December to 3.7 percent in January. The jobless rate in Rooks County jumped from 3.1 percent in December to 5 percent in January, the highest in northwest Kansas. Thomas, Decatur, Graham, Scott and Barton counties all had unemployment rates at 4 percent or higher.

Greeley County in far western Kansas had the state's lowest jobless rate at 1.8 percent, while Sedgwick County had the state's highest at 7.1 percent.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs increased by 10,000 from December. Private sector jobs, a subset of total nonfarm jobs, increased by 8,300 from the previous month, while government increased by 1,700.

“The Kansas unemployment rate fell to 3.5 percent in January while the U.S. rate fell to 6.3 percent,” said Labor Economist Emilie Doerksen. “The Current Population Survey, which determines the national rate and is the primary input for state estimates, indicates improving labor market conditions through January."

Since January 2020, Kansas seasonally adjusted total nonfarm jobs have declined by 66,400. This change is due to a decrease of 51,700 private sector jobs and 14,700 government jobs.

The February 2021 Labor Report will be released on Friday, March 26.

WICHITA — A former band teacher in Plainville in Phillipsburg has been inducted into the <a href="https://ksmea.org/">Kansas Music Educators Association</a>&nbsp;Hall of Fame for 2021.&nbsp;

William "Bill" Schick began his 40-year Kansas teaching career in Plainville, teaching instrumental music for 21 years. The final 4 years he also served as the choral director. Bill spent the last 19 years of his career teaching instrumental music in his hometown of Phillipsburg. Bill served Northwest KMEA as the District President and was twice recognized as the Northwest KMEA District Outstanding Middle Level Educator. Bill was selected as the Northwest KMEA District Honored Music Educator in 2014. He served many years as both the Mentor and Advocacy Chairman for the Northwest District. He was twice selected as the Master Teacher/Outstanding Educator at Plainville. Bill is a member of NAfME, KMEA, KBA, Phi Beta Mu and Phi Mu Alpha Sinfonia. The Kansas Highway Patrol reported a 2018 Freightliner semi driven by John V. Manskey, 75, Irving, TX., was southbound in Kansas 161 sixteen miles north of Bird City.

The semi left road to the right, entered the west ditch and overturned.&nbsp; EMS transported Manskey to the hospital in Dundy County Hospital in Benkleman, Nebraska. He was not wearing a seat belt, according to the KHP.

THOMAS COUNTY —Four teen were injured in an accident just before 5:30p.m. Thursday in Thomas County.

The Kansas Highway Patrol reported a 2014 Ford Mustang driven by Gage S. Odell, 16, Colby, was&nbsp; eastbound on Willow Avenue just west of Country Club Drive.

The driver lost control of the car as he attempted to negotiate a curve at a high rate of speed. The car exited the roadway to the right and rolled into the north ditch.

EMS transported&nbsp;Odell and passengers Jesse J. Coon, 16, Jacob W.&nbsp;Edmondson, 16 and Elye V.Sanders, 17, all of Colby to Citizens Medical Center.&nbsp;

Edmondson and Sanders were not wearing seat belts, according to the KHP.

THOMAS COUNTY —Four teen were injured in an accident just before 5:30p.m. Thursday in Thomas County.The Kansas Highway Patrol reported a 2014 Ford Mustang driven by Gage S. Odell, 16, Colby, was&nbsp; eastbound on Willow Avenue just west of Country Club Drive.The driver lost control of the car as he attempted to negotiate a curve at a high rate of speed. The car exited the roadway to the right and rolled into the north ditch.EMS transported&nbsp;Odell and passengers Jesse J. Coon, 16, Jacob W.&nbsp;Edmondson, 16 and Elye V.Sanders, 17, all of Colby to Citizens Medical Center.&nbsp;Edmondson and Sanders were not wearing seat belts, according to the KHP.

LENORA – In a press conference Thursday, Kansas Gov. Laura Kelly announced that Nex-Tech was awarded a Broadband Acceleration Grant from the Kansas Department of Commerce.

The Lenora-based technology company will receive grant funding of almost $875,000 that will enable the development of broadband services in the town of Bird City and approximately a 5-mile perimeter from the town in the rural areas. The total project cost is $1.75 million, with Nex-Tech funding the additional $875,000. Fiber-to-the-premise will be deployed to the Bird City businesses with symmetrical Internet connections up to gigabit speeds. Fixed wireless will be deployed to the residential areas of Bird City, including the rural areas of Bird City, which will provide internet speeds from 25 Mbps up to 100 Mbps.

The Kansas Office of Broadband Development was established to help ensure all Kansans have the opportunity to live, work, learn and compete in a global economy by improving universal access to quality, affordable and reliable broadband.

In 2020, Kelly enacted a bill to fund $85 million for broadband expansion over the next 10 years to be administered by the Department of Commerce through the Office of Broadband Development. This state-funded grant program will allot $5 million annually for the first three years and $10 million annually for the next seven years.

The Broadband Acceleration Grant program is designed to fund projects that facilitate access to high-quality internet service to Kansas homes, businesses and communities. The need for access to critical broadband infrastructure has been significantly magnified in 2020. From consumer-facing connectivity needs, to digital and remote learning, telehealth services, online commerce transactions and e-government shifts, compelling need exists in many areas of Kansas.

Speciﬁc areas that lack broadband coverage (unserved); areas that lack quality, reliable access to ﬁxed terrestrial broadband; and areas deemed economically distressed by the state are priorities to address through this initial round of Broadband Acceleration Grants.

“We are extremely pleased to have received this grant funding to expand and improve internet connectivity to customers in Bird City," said Jimmy Todd, CEO and general manager of Nex-Tech. “We want to thank the many individuals, businesses and community leaders including The Greater Northwest Kansas Community Foundation who wrote letters of support for these projects. In addition, we want to give special thanks to the Bird City Century II Development Foundation for working with Nex-Tech on this project. Teryn Carmichael, executive director, and several board members met with Nex-Tech and also the Department of Commerce to express need for advanced broadband service in Bird City.”

Nex-Tech awarded broadband grant to upgrade NW Kan. community

In an email to students, faculty, and staff sent earlier this week, FHSU President Tisa Mason shared the university’s intention to resume on-campus operations for the fall 2021 semester. In the message, Mason stated, “Based on the positive movement we’ve seen over the past several months, I&nbsp;believe the time is right to share with you&nbsp;our decision&nbsp;to return, fall 2021,&nbsp;to&nbsp;full&nbsp;in-person classes and engaging campus life experiences that bring us together as a&nbsp;complete university&nbsp;community.”

During the summer of 2020, university planners developed and implemented comprehensive health and safety protocols that allowed the university to open last fall with a robust schedule of on-campus, online, and hybrid courses and modified on-campus residential and student life experiences. These health and safety protocols also allowed FHSU to keep its original academic calendar, including delivering on-campus, online, and hybrid courses from the beginning to the end of every semester and maintaining scheduled fall and spring breaks. The university is also planning a return to in-person commencement celebrations on May 14 and 15.

Mason said that&nbsp;maintaining the health and safety of students, employees, and campus visitors will remain the number one priority.&nbsp;She went on to&nbsp;thank the campus community for the sacrifices made since the onset of the pandemic, stating, “Together we found a way to continue this university's essential work, and together we will return to campus this fall stronger than ever.”
