PHILLIPSBURG - The Kansas Hospital Association has appointed eight staff members from <a href="https://www.phillipshospital.org/">Phillips County Health Systems</a> to serve on advisory committees during the 2021 term.

Rex Walk, CEO, was again selected for the Leadership and Governance Committee and was newly appointed to the Policy and Advocacy Committee. Danielle Bohl, Rehab Manager, has renewed her position on the Optimal Health Committee which serves in helping member hospitals to provide the healthiest environments possible for their employees and community. Vickie Gibbs, Director of Nursing, will again be part of the EMS/Hospital Committee and provide insight on the trends, standards, regulatory issues, and information affecting EMS and hospital collaborations. Tara Overmiller, Chief Strategy Officer, was appointed to a fourth term on the Communications Committee which promotes the effective utilization of public relations, communications, and marketing programs in the health care field and was newly appointed to the Healthcare Finance and Reimbursement Committee. 

Newly appointed to committees in 2021 are Jennifer Dodds, Chief Experience Officer, Workforce Committee; Brenda Chance, Revenue Cycle Director, Data Committee; Rebecca Flora, Materials Director, KHA-PAC Committee; and Jessica Stewart, Executive Assistant, Convention Committee.

Each committee is comprised of roughly 20 healthcare professionals who will provide professional leadership, educational opportunities, and the exchange of information concerning matters regarding their area of focus, practices, and procedures. Members of the group come from healthcare organizations throughout Kansas – from metro hospitals to rural health systems.

The <a href="https://www.kha-net.org/">Kansas Hospital Association</a> is a voluntary, non-profit organization existing to be the leading advocate and resource for members. KHA membership includes 218 member facilities, of which 122 are full-service, community hospitals. Founded in 1910, KHA’s vision is: “Optimal Health for Kansas.”

GREAT BEND - Barton Community College will present a Vocal Masterclass featuring Wichita State University Professor Alan Held at 10 a.m. March 26 via Zoom. The event is free and open to the public. &nbsp;

Held is recognized internationally as one of the leading singing actors today. The American bass-baritone has appeared in major roles in the world’s finest opera houses, including The Metropolitan Opera, The Vienna State Opera, The Royal Opera House Covent Garden, The Paris Opera and many more. His accolades are many and his distinction is worldwide. He is also a seasoned clinician and routinely provides private coaching and masterclasses at Yale University, according to Wichita.edu.&nbsp;

Barton Vocal Instructor Jessica Perez said Held is one of the best vocalists in the world and will work with performers on their selections and provide instruction to strengthen the presentation using various vocal techniques. I am going on a rant, and yes this is a warning. This past weekend was the fateful day that we spring our clocks ahead one hour for Daylight Saving Time. Let me be clear and not mince any words here, I really dislike the time change and, I have yet to find anyone who really likes it. Over and over, I hear it is those of us in agricultural who benefit from the time change. I find that to be a categorical myth and untruth.

To say that we benefit from moving the clock up one hour is ludicrous.

This time change is for the birds, and I am coming out against it. Only someone not connected to agriculture could think moving the clock forward an hour and making sunset an hour later that it would increase our time in the field. We all know the reality is that we work until the job is done whether it is daylight or dark. Farmers and ranchers do not work by the clock.

What it does mean is we will be heading out into the dark in the morning to do the chores we did in the daylight just a day earlier. I often wonder how confused our animals must be when we show up an hour earlier suddenly for no apparent reason. I guess they probably like it better in the fall when breakfast arrives an hour later. I hate to tell the person or probably the committee that dreamed Daylight Saving Time up, but there are only so many hours of daylight and it does not matter what a clock says.

I will admit that I dislike the springtime change because it means I lose an hour of sleep, but I find the fall time change nearly as disruptive to my internal clock. I suspect most of us are up way before daylight either before or after the change, and the clock means little to us. In fact, I’d argue moving the clock forward and hour makes life more difficult. It suddenly means that instead of it getting dark at 6 p.m. it is now dark at 7 p.m., and it is awfully hard to shut down and go to a meeting when it is still light outside.

I would also propose we missed the perfect opportunity to get rid of the time change this past year. With the pandemic and all its disruptions to our lives, what would one more matter. We could have done away with the time changes and no one would have noticed because none of us had anywhere to go. At least something positive would have come out of the pandemic. So never mind me, I will be the one out in the dark stumbling my way through chores.

Wild garlic (Allium vineale) and wild onion (Allium canadense) are two closely related plants that can become weed problems in home lawns and landscapes. Though wild garlic and wild onion look much alike, each has an odor that is characterized by its name – wild garlic smells like garlic and wild onion smells like onion. These plants are perennials that can also reproduce by seeds and aerial bulbils. Bulbils form at the top of the stem and are oval and smooth. 

Wild garlic also reproduces by underground bulb offsets, but wild onion does not. Both species produce a clump of plants that is unsightly in a lawn. Control recommendations are the same though we now have a couple of new additions to our arsenal.​Traditionally we have used 2,4-D or 2,4-D + MCPP + Dicamba (i.e., Trimec, Weed-Out, Weed-B-Gon). These products should be sprayed during March on a day that is at least 50 degrees. Newer products are Weed Free Zone and Speed Zone. Both are combination products that contain a formulation of Trimec plus carfentrazone. These will give a quicker response at cooler temperatures than 50 degrees. A spreader-sticker added to the spray should help any of these products be more effective. At times, the spreader-sticker is already mixed into the weed killer; no additional amount is needed. These herbicides are also effective on dandelions. Unfortunately, we have not had a good chemical control for Star-of-Bethlehem. The best products we had were Coolpower (31.3% control) and Turflon Ester (23.8% control). Coolpower is a commercial only product, but Turflon Ester is available to both commercial and homeowner users. But research out of Virginia Tech has improved our outlook. Scientists there did a study in which they gained 96% control of Star-of-Bethlehem one month after treatment by using Quicksilver, a formulation of carfentrazone at the rate of 4 fl. oz/A. Quicksilver is a commercial only product, and therefore is not readily available to homeowners. However, both Speed Zone and Weed Free Zone contain carfentrazone and would certainly be worth a try if you have this troublesome plant. WEATHER PERMITTING: The Hays Fire Department will be inspecting and flow testing fire hydrants on March 17, 2021 in the area of Indian Trail to Wheatland Ave. between 27th St. and 22nd St. , and&nbsp; also the area of Hwy 183 to Fort St. between 27th St. and 12th St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. 

Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. 

Drivers are asked to avoid driving through water discharging from a fire hydrant during the short flushing period.&nbsp;

Fire hydrant testing in east Hays Wednesday

Hays city commissioners Thursday approved a rezoning request and final plat even though the land area is not within the city limits.

The request came from Hays developer Adam Pray for rezoning Big Creek Estates Second Addition from Agriculture to Residential General, along with approval of the final plat for 14 lots.

It has already been approved by the Hays Area Planning Commission and the Ellis County Commission, Curtis Deines, planning, inspection and enforcement superintendent, told the city commission.

"On the Future Land Use Map, the area is identified as AP or Agricultural Production. It's adjacent to Light Density
Residential which fits the&nbsp; single family residential type homes," Deines explained.

"It is part of the (Hays) Comprehensive Plan and is
compatible with this, so it is a logical development. It carries the character of the neighborhood with single family (zoning) being next to it."

The city commission makes the ultimate decision on the rezoning request because the land falls within the city's three-mile Extraterritorial Jurisdiction (ETJ) surrounding the city limits.

Commissioner Mason Ruder, Ellis County environmental planning supervisor, abstained from both votes. Ruder has been involved in evaluating the properties for water and sewer.

The Hays Area Planning Commission is scheduled to review the ETJ and the updated Ellis County comprehensive plan during the meeting Monday night.&nbsp;

* Approved low bids totaling $959,202.45 from nine contractors for the <a href="https://hayspost.com/posts/5d3bf8e2-cc59-4ede-815b-8cca527a664e">2021 Street Maintenance Program</a>. * Approved the reappointment of&nbsp;Albert Klaus to the Hays Housing Authority. * Made note of the <a href="https://hayspost.com/posts/183be41f-f909-4a0a-b9e4-1fcc1dfa45d1">expiration of the city's face mask ordinance</a>&nbsp;the day before, while Gov. Laura Kelly's executive order requiring face coverings remains in effect through the end of the month.

Hays Wrestling Club participated in the Kansas Folkstyle State Championships last weekend at the Kansas Star Arena in Mulvane. There were 1,765 wrestlers competing from 152 teams from across the state. 

HWC had 36 wrestlers and placed 15 of these wrestlers in the top six of their respective weight classes. The club finished 14th out of the 152 teams in the team scoring.&nbsp;

Those placing included: Sarah Zimmerman - State Champion Avryn Beiker - State Champion Harley Zimmerman - State Champion Jaylee Summers - State Runner Up Holden Lind - State Runner Up Kade Simon State Runner Up Ella Schumacher - 3rd Place Chloe Hearld - 4th Place Brian Prough - 4th Place Ava Ruiz - 5th Place Sela Sumaya - 5th Place Alysa Brown - 6th Place Kinslee Newell - 6th Place Lanie Becker - 6th Place Colter Conger - 6th Place&nbsp;

Hays Wrestling Club places 15, brings home three state titles

The city of Hays will temporarily convert the disinfectant used in the water distribution system from chloramine to free chlorine. 

The conversion will begin on March 16 and continue through May 24. During this period, you may experience taste and odor changes associated with this type of temporary disinfectant conversion.&nbsp;

Public water systems are required to properly disinfect their water and maintain an adequate disinfectant residual in the distribution system.

 Chloramine, free chlorine combined with ammonia, is widely used as a disinfectant because it persists for longer periods while also limiting the formation of disinfection by-product contaminants. Prolonged use of chloramine may result in the growth and/or persistence of organic matter within the pipes of the distribution system. Other factors that can impact water quality, such as high temperatures or reduced usage of water, may hinder the ability to maintain an adequate disinfectant residual.

&nbsp;The Hays Fire Department will conduct their annual flow testing of all 1,034 hydrants during the conversion and rid distribution pipes of this organic matter to improve the quality of your water overall.

The International Association of Forensic Nurses, through the Commission for Forensic Nursing Certification, offers&nbsp;SANE-A and SANE-P certifications to designate the achievement of the highest standards of forensic nursing for sexual assault nurse examiners.&nbsp;

The Forensic Nursing Program at HaysMed offers services to patients of all ages that have been affected by abuse, assault, neglect, and trafficking,&nbsp;providing exceptional trauma-informed care.&nbsp;She joins Jessica Albers and Susan Smith as having attained SANE-A and SANE-P certifications at HaysMed.&nbsp;Within the state of Kansas there are currently 24&nbsp;SANE-A&nbsp;and 12&nbsp;SANE-P certified nurses.&nbsp;

HaysMed nurse earns sexual assault nurse examiner certifications 

The Hays Fire Department will be inspecting and flow testing fire hydrants on March 16 in the area of Vine to Willowbetween 27th Street and 33rd Street. 

This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually. Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. 

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer. All reasonable efforts will be taken to minimize the inconvenience to the public.

The Ellis County Health Department on Monday reported the average number of new coronavirus cases per day in the last seven days remained at one.

There were just three new cases of COVID-19 identified in Ellis County since Friday. There are currently 11 active cases and 3,692 recovered cases. There were no active hospitalizations of Ellis County residents.

As of Monday, there were four COVID-19 inpatients at HaysMed, with just three of those active patients and one in the recovery phase.

The seven-day average of percent of positive tests fell slightly to 2.3 percent.

Since reporting began, there have been 3,703 cases of COVID-19 identified in Ellis County, including 73 coronavirus-related deaths.

Of the total 25,661 tests administered, 13.3 percent have returned positive for COVID-19.

Fort Hays State University is pleased to announce the plan for spring 2021 commencement ceremonies in two different formats — in-person and virtual. Four in-person commencement celebrations will be held in Gross Memorial Coliseum, and they will be live-streamed and recorded for later viewing. Two virtual commencement programs will also be live-streamed and recorded.

The ceremonies are scheduled as follows (all times are CDT):

For those who plan to participate in person, several things will be different from previous commencement celebrations on campus. Social distancing will be maintained in the coliseum, and all in attendance will be expected to wear a face covering. Also, to maintain social distancing, there will be a six-person limit to the number of family members and guests who may attend.&nbsp;

The health and safety of students, employees, and guests remains the number one priority for university planners. In an email message today to the campus community, FHSU President Mason said, “I urge each person to make the best possible health and safety decision for themselves as to whether one should participate in the virtual commencement, in-person commencement, or both.”

Hays is the only municipality in Kansas with a population greater than 15,000 that is not located near a sustainable source of water. 

 Current water supplies fluctuate based on precipitation. Conserving water has become a "way of life" for Hays residents and the city.

Through the Department of Water Resources, programs and incentives are available to encourage water conservation. One of those is an annual proclamation of "Fix a Leak Week."

Mayor Sandy Jacobs read and signed the proclamation Thursday declaring March 15 to 21 as "Fix a Leak Week" in Hays.&nbsp;

The observation is in partnership with WaterSense, a&nbsp;voluntary program sponsored by the U.S. Environmental Protection Agency to protect the future of the nation's water supply by promoting water efficiency and use of WaterSense labeled appliances and products.&nbsp;

According to the EPA, household leaks account for nearly 1 trillion gallons of water wasted across the United States each year - equal to the annual household water use of nearly 11 million homes.&nbsp;

People are encouraged to check their household fixtures and irrigations for water leaks during the third week of March.

Many common household leaks are easily correctible, including worn toilet flappers, leaking showerheads, and dripping faucets.&nbsp;

Fixing leaks can save homeowners an average of more than 10,000 gallons of water per year - the amount of water in a typical backyard swimming pool- the EPA says.

Water rates in Hays are tiered; the more you use, the more you're charged per cubic foot.

Holly Dickman, water conservation specialist, will be distributing red dye tablets and information to all elementary school students in Hays, encouraging the kids to be "leak detectives" and check for silent leaks in their household toilets.&nbsp; &nbsp;

If a leak is found, follow up tips are provided, including the city's toilet rebate program.&nbsp;

The "Leak Detective" program, which includes prizes, was cancelled last year because of the coronavirus pandemic.&nbsp;

🎥 Residents encouraged to check, test, replace during 'Fix a Leak Week' 

Area legislators representing Ellis County and portions of northwest Kansas are unhappy with the Kansas Department of Labor and are working together to find answers for constituents who have been unable to file for unemployment months after they lost their jobs due to the coronavirus pandemic.

Sen. Rick Billinger, R-Goodland, says another problem - with fraudulent unemployment claims being paid by the state - started a year ago.

"I had a local implement dealer call me who said he has two employees who've worked for him for 30 years and he just received unemployment claims on them," Billinger said from his home office during Saturday's Hays Chamber Virtual Legislative Coffee. "I got hold of the Department of Labor and tried to let them know there's fraud going on."

Billinger said the problem wasn't addressed then and it kept growing, as he and other legislators reported more fraudulent claims coming from their constituents.

"It took them a year to even respond to us, which is so disappointing.&nbsp; They didn't do anything.

"And the sad part of the whole thing is, we don't have anyone in the office. They're all working remote," Billinger added. "I don't believe the right hand knows what the left hand is doing."&nbsp;

Rep. Barb Wasinger, R-Hays, 111th Dist., and Rep. Ken Rahjes, R-Agra, 110th Dist., constantly nodded their heads in agreement with Billinger. They also were appearing virtually from their home offices.&nbsp;

A Feb. 24 audit by the non-partisan Kansas Legislative Division of Post Audit estimates at least <a href="https://hayspost.com/posts/1a6888b8-071a-4288-ba24-e6e041031185">$600 million may have been paid to fraudsters</a>.&nbsp;

"The state of Kansas unemployment is upside down and we've got people losing their homes, their cars," Billinger said. "I heard a week ago that somebody committed suicide, just gave up. We can't have these kinds of things going on in Kansas. Unfortunately, we paid $600 million in fraudulent claims and we can't get Kansans money that need it."

Billinger asked&nbsp;Mike Zamrzla, deputy state director for Republican U.S. Senator Jerry Moran, about a timeline for direct payment checks to most Americans that are part of the <a href="https://hayspost.com/posts/3820050f-0695-4338-858b-9312156bda8a">$1.9 trillion relief package</a> signed by Pres. Joe Biden on Thursday. The funds from the American Rescue Plan were to start showing up in bank accounts as early as the weekend.

"I'm hoping at least these federal $1,400 checks will reach these folks quicker probably than the unemployment in Kansas (will)," Billinger said.

"I wish my crystal ball was a little bit clearer there," Zamrzla answered from his Wichita office.

"We'll be in touch with the IRS and folks with the Treasury Department and in the administration to see that that timeline is certainly encouraged. Now that the bill has passed, certainly those dollars need to get out to Kansans and Americans just as quickly as possible."

Zamrzla noted that Sen. Moran had voted against the FY2021 Budget Reconciliation, which included the $1.9 trillion COVID-19 relief package.

"It was just too large. (Moran) was actually part of group of senators several weeks back that met with the president and proposed what they considered a more reasonably sized package - $618 billion - that was more generally focused to COVID relief. But, unfortunately, from Senator Moran's perspective, that was not taken," Zamrzla said.

Billinger later said he had talked with acting Kansas Dept. of&nbsp; Labor Secretary Amber Shultz  last week and urged her to have KDOL employees return to the office.

"Put up plexiglass. Get them shots. If they're not essential employees at this particular time, I don't know who is.

"We owe it to Kansans who are unemployed."

Wasinger and Rahjes again agreed with Billinger and said they also are working daily on unemployment issues.

"I have one gentleman who's been contacting me since early November," Wasinger said. "It breaks your heart."

Billinger contends the problems are not all related to a decades-old computer system that was overwhelmed with the four million claims made shortly after Democratic Gov. Laura Kelly issued a statewide stay-at-home order last spring to help slow the spread of COVID-19.

"Well, yeah, maybe the system is outdated," Billinger agreed. "This administration has had over two years. Not once did I see a request in our budget to upgrade the computers or anything else."&nbsp;

Rahjes talked about a young family in Ellis County "who's gonna lose not just their home but their electricity, formula for their baby.

"These are people. These are not numbers."

Rahjes said he drives by the Department of Labor building in Topeka and there's nobody in the office.

"(It) started out to be 24 to 48 hours (response time)," Rahjes recalled. "We got contacted Thursday about something over a month ago, and, of course, it'd been before that they had tried (to file for unemployment.)

"What happens is they get an email from the Department of Labor saying something's not quite right and to call them. That's a joke.&nbsp;

"The Department of Labor says they're going to set up another hotline. That's a joke."&nbsp;

The system that existed during Republican Gov. Sam Brownback's administration was working, according to Rahjes. 

"Nobody knew we were gonna have a thousand times more people filing claims who were gonna be out of work.

"Everything was not perfect before. But let's work on solutions," Rahjes urged. "Let's move forward."

He also related the problem of another constituent who got a 1099 form from the federal government showing the state of Kansas had paid her $21,000 in&nbsp; unemployment during 2020. She actually received $1,250 in unemployment compensation.

Billinger encouraged people who received a 1099 form with a false unemployment claim payment to request a new 1099-G form from the Kansas Dept. of Revenue.&nbsp;&nbsp;

"You don't own that money and you shouldn't pay taxes on it."

HB 2196 has been passed by the Kansas House which would create the Unemployment Compensation Modernization and Improvement Council.

According to Wasinger, it requires the Department of Labor to modernize its IT infrastructure and would be made up of employers and employees tasked to make some changes to the program. The penalty for fraud is also strengthened.&nbsp;

HB 2196 creates a fund "so that businesses and not-for-profits and their employees are held harmless from all this fraud," Wasinger said.

She related a comment from Mark Burghart, Secretary of Revenue, who was asked in the Taxation Committee about so many inquiries coming in to his office from Kansans concerned about their inaccurate federal 1099s.

"He said 'it's not our job to worry about it. We have to do what they (federal government) send us.'"

 "And, I said to him, I have a real problem with that. I think it's all our problem. We all need to work together to get this fixed."

"It seems like passing some legislation through seems to put a fire under them," Wasinger said Saturday, "so hopefully, we'll get somewhere.&nbsp;

Billinger, vice-chair of the Senate Ways and Means Committee, says the federal dollars coming to the states have a lot of strings attached.

"I want to make sure we actually target and make things better for Kansas and Kansans."
