Fresh storm could bring more hail, damaging winds

NORTON – A Kansas man has been sentenced to more than 43 years in prison for convictions of second-degree murder and kidnapping of his wife, according to Kansas Attorney General Derek Schmidt.

Damien Shields, 44,&nbsp; Norton was sentenced Tuesday in Norton County District Court by District Judge Preston Pratt to 460 months for second-degree murder and 60 months for kidnapping to be served consecutively in the Kansas Department of Corrections. Shields had pleaded guilty to the charges in February.

The crimes took place in April 2019 at a residence in Norton County. The case was investigated by the Norton Police Department, Norton County Sheriff’s Office, Lawrence Police Department, Cape Girardeau, Mo., Police Department and the Kansas Bureau of Investigation.

NORTON COUNTY —A 42-year-old Norton man was arrested for first-degree murder Monday (April 8, 2019) in connection with the death of his wife over the weekend, according to the Kansas Bureau of Investigation.

The agency says Damien Shields was taken into custody after he was released from the Cape Girardeau hospital where he was taken after officers found him in a hotel room, suffering from what appeared to be a self-inflicted gunshot wound. He has been booked into the Cape Girardeau jail.

Shields is accused of killing his 38-year-old wife, Lori Shields, whose body was discovered Sunday in a home at 16353 U.S. Highway 36, in rural Norton. The victim had been a secretary at Eisenhower Elementary School, in Norton. The district canceled classes on Monday to allow students, faculty, and staff to mourn her death. The district also released the following statement.

After Norton Co. Sheriff's deputies discovered her body, they asked the KBI for its assistance with the investigation. Together, they were able to identify a suspect, the KBI said.

The measured moisture for the month so far - 5.14 inches - is ahead of the average 3.31 inches.

Hays is also 4 inches ahead of the 7.92 inch yearly average with 11.84 inches as of May 25.

WICHITA – AAA expects a significant rebound in travel this summer, as evidenced by the results of an exclusive survey of Kansans that reveals 61% of respondents are considering or planning to take a trip this summer.* 

AAA Travel is already seeing an increase in bookings that reflects the renewed enthusiasm.

“Optimism coinciding with the COVID-19 vaccine rollout and growing consumer confidence are fueling a strong desire to travel this summer as the United States takes steps toward putting the pandemic behind us,” said Shawn Steward, spokesman for AAA Kansas. “The AAA poll shows that Kansans have a pent-up demand for quick getaways and even longer, more extravagant trips – so called ‘Revenge Travel.’”&nbsp;

AAA’s poll asked Kansans about the sentiment that best reflects their feelings about traveling this summer:

•30%&nbsp;feel that their travel will be driven by their need for a “quick getaway”

•24%&nbsp;are planning a longer or more extravagant trip – so called “Revenge Travel”

•21%&nbsp;are choosing to stay at home this summer

•25%&nbsp;are undecided, but say they could make a last minute decision to travel.

COVID Remains a Factor in Some Summer Travel Planning

Summer travel trends are also indicative that people are feeling more comfortable traveling as COVID rates are decreasing. Adding to that, state restrictions are lessening and Centers for Disease Control and Prevention’s (CDC) guidance says that fully vaccinated people can resume activities that they did prior to the pandemic, including domestic travel at low risk to themselves, while taking proper precautions.

AAA’s poll also revealed COVID remains a factor influencing Kansans’ summer travel plans:

•23%&nbsp;say they still have COVID-related travel concerns. 

•26%&nbsp;have a strong desire to travel due to pandemic restrictions from the last year. 

•22%&nbsp;feel that their ability to be fully vaccinated is the driving force behind travel plans. 

•29%&nbsp;say that uncertainty about activities and attractions at their destinations is a consideration as part of the planning process.

According to the same poll, in Kansas,64% of respondents said that when thinking about their next trip, they plan to travel with only those in their household or those in their established COVID “bubble.”

“COVID-related safety is still a factor for many travelers, some of whom may be venturing out for the first time in over a year,” Steward added.

As the AAA poll shows, American views about traveling as we emerge from the COVID pandemic are complex. Knowledge of the latest COVID-related restrictions and protocols will be a critical component in all planning.

“Being informed and planning in advance can make the difference between a great vacation and a travel nightmare,” said Matt Bert, travel advisor with AAA Kansas. “AAA is encouraging travelers to check and re-check requirements at all stop off points and destinations as they can change up to the last minute.”

Memorial Day – the Unofficial Start to Summer Travel

With the unofficial start to summer, the Memorial Day weekend, it’s clear that people are feeling more comfortable traveling as COVID rates are decreasing and pandemic restrictions are loosened throughout the U.S.

The West North Central Region, of which Kansas is a part, will see more than 2.98 million people taking Memorial Day week trips, a 56% percent increase over the 1.92 million travelers in 2020, when much of the country and the world&nbsp;was under COVID travel restrictions, if not locked down**, but still less than the region’s 3.63 million Memorial Day travelers in 2019, according to AAA.

&nbsp;The West North Central Region includes Iowa, Kansas, Minnesota, Missouri, North Dakota, Nebraska, South Dakota.

AAA expects the&nbsp;number of people in the region traveling over the Memorial Day holiday this year to return to 82% of those who traveled pre-pandemic, in 2019, when a record number of traveled for the holiday weekend.



According to the AAA poll, most Kansans who are staying home for Memorial Day say COVID is not the reason, as they don’t usually travel for this holiday.

The 37 million Americans and nearly 3 million in the West North Central region, however, are predicted to once again kick-off the official start of the summer holiday travel season by celebrating Memorial Day with a trip.

•Auto: The&nbsp;Great American Road Trip&nbsp;has been the most popular type of travel during the pandemic and has historically been the number one choice for the Memorial Day Holiday and that still holds true. The majority of travelers in the West North Central region – 2.83 million – are forecast to travel by vehicle this Memorial Day, an increase of 52% over 2020.

•Air:&nbsp;The number of people in the region flying in 2021 is expected to be almost six times what it was in 2020 when multiple factors kept most people from traveling via airline. About 105,000 residents will travel by air, a 567% increase from 2020.Travelers are reminded that some inflight amenities may be limited or not offered and that some airlines are still limiting capacity with blocked middle seats. The Transportation Security Administration (TSA) is also now allowing one oversized liquid container of hand sanitizer of up to 12 ounces.&nbsp; Masks are required at all airports and all aircraft. International travelers, including US citizens, must have a negative test result or proof of recovery from COVID before boarding flight to US. &nbsp;COVID testing is not required domestically, except for travel to and from Hawaii, and from island to island in Hawaii.

KS Travel Survey: Pent-up demand for quick getaways, 'revenge' trips

SHERIDAN COUNTY— Residents in the small northwest Kansas community of Selden will begin the cleanup after a tornado rolled through the county Monday evening.&nbsp; The storm damaged many buildings, moved train cars from their tracks and blew a semi truck over but there were no reports of injuries.

Midwest Energy was working to restore power to the community of just over 200 residents early Tuesday morning.&nbsp;&nbsp;

The National Weather Service will send crews to assess damage and determine the strength of the tornado.&nbsp;&nbsp;

No injuries have been reported from a tornado that damaged buildings in the town of Selden.

"There is damage to some structures, but thankfully we have no reports of injuries in the area," said Kansas Highway Patrol Trooper Tod Hileman via social media. "We did have initial reports of several semi-trucks blown over, but as of right now we have only worked one and that driver is okay."

"KHP units are remaining on scene to assist and protect the residence of Selden and local law enforcement," he said.

Sheridan County Emergency Management has confirmed a tornado caused damage in the town of Selden at around 6:25 p.m. Monday, with numerous buildings damaged.

The tornado was part of a string of activity that produced severe storms and several reported tornados in Thomas and Sheridan Counties.

"We have multiple units working in the Selden area following a tornado touchdown," said KHP Trooper Tod Hileman via social media. "Several semi-trucks and train cars are blown over. Troopers are also checking on the residents of Selden and the surrounding area to make sure they are OK."

He also said people should avoid the area as roads may be closed.

Midwest Energy reported shortly after 9 p.m. the town was without power.

"Power is out to Selden, and crews are out patrolling by lines and making damage assessments," the company said. "There are 234 customers without power; we have four crews on standby to make repairs."

Lincoln Elementary School, which has many English language learners and special education students, is working to boost test scores and increase family engagement through a school redesign project.

Lincoln is the first school in USD 489 to be part of the Kansas Department of Education Apollo redesign project. The redesign team gave the school board an update last week on the project and the school's plans for the fall.

The school has already presented its plans to the state. The Kansas State Board of Education will consider the project for approval on June 8.

High percentage of special education students

As the school created its redesign, teachers had to be aware of student demographics, Monica Dreiling, redesign pilot and fifth-grade teacher, said.

Lincoln has a higher rate of English language learners compared to the state average — 15.5 percent at Lincoln and 9.7 percent statewide.

Lincoln has more special education students compared to the statewide average — almost 18 percent at Lincoln and almost 15.7 percent statewide.&nbsp;The school learned last year that it is on school improvement based on low test scores among special education students.

Fifty-one percent of the students at Lincoln are considered economically disadvantaged compared to the state average of 47 percent.

The school identified the followings areas that needed improvement: • Students were reading at below their benchmark for their grades. • The school has been placed on school improvement by the state based on special education students' scores. • Little family engagement and participation • Inconsistent schedules. • Three art and three physical education teachers, which mad it difficult for teachers to get to know their students • Limited partnerships with the community • Inconsistent monitoring of student progress and data collection •&nbsp;Students have lack of exposure to real-world experiences, limiting background knowledge •&nbsp;Lack of opportunities/time for real-world and personalized learning

Students finding focus, improving reading

This school year was a prototype year during which the school tested strategies to address its challenges.

Dreiling said the school has created a room for students who are having difficultly dealing with their emotions in class. The school would like to have that space in each classroom, but the classrooms are too small, she said.

Teachers found when they were trying to help students who were behind increase their skills, the students performed better when they had short breaks. Children were allowed to work out on a rowing machine or bounce on a small trampoline for a few minutes in attempts to help them refocus.

The school's reading goal is to move at least 12 students (grades 2 through 5) from a 39th percentile and below category to a higher percentile category by the end of the first nine weeks of the 2021-2022 school year. Data will be reevaluated at the end of the first nine weeks to set further goals.

Dreiling said the school needs more time for teacher collaboration across grade levels and with special education staff, but finding those times has been difficult because of scheduling conflicts.

The school has changed its schedule for the fall, so students have their special classes, such as PE and art, at the same time every day. The district added a PE teacher to make that possible.

"Kids really need to know what's happening next," Principal Kerri Lacy said. "Our kids that are dysregulated we found if we tell them what is coming up, it helps to ease their minds."

The school sent home a survey to families to help determine how the school could better engage and assist families.&nbsp;

"For our family engagement prototypes, we really wanted feedback from our parents,"&nbsp;Daphne Brown, special education teacher, said, "because we knew this was an area of concern for our school for awhile. We just really didn't know what we were missing or how to get parents more involved."

Parents indicated they need homework help after school for their kids. The parents said they didn't have an opportunity for that at home, Brown said.

This school year teachers picked students who they thought would benefit from after school homework help and offered it to those students. The school plans to continue homework help in the fall.

Parents also said they preferred text message over emails or newsletters, so the school starting communicating through text messages. Considering the number of non-native English speakers at Lincoln, the school started offering school notifications in English and Spanish.

The school set a goal of 20 interactions with families per teacher per month. By April, the school was close to its goal of 280 interactions per month school wide.

The school also has created a school newsletter and community calendar, as well as a <a href="https://www.usd489.com/o/lincoln/page/family-engagement">family engagement link</a> on the school's website.

Deaira Lesage, redesgn co-pilot and kindergarten teacher, said this school year fifth graders partnered with Werth Wealth Management and engaged in activities that included the stock market, financial literacy and money management.&nbsp;

The third graders partnered with Ellis Farm Bureau and focused on agriculture in the classroom. Pumpkins, sunflowers, swine, beefs and bees were among some of the topics discussed.

The goal was to have two interactions with the community partners per month, which the school reached. The school hopes to partner with more community groups in the fall.

The school hopes to increase student engagement through clubs, including language and culture, dance, robotics, cooking, sewing, board games, fitness and nutrition, and kindness.

The school has also formed houses, which mix older and younger students for activities.

Lincoln Elementary ready to launch redesign in fall

U.S. crude futures prices were up 3 percent Monday. The Nymex near-month contract for light sweet crude settled Friday at $63.58 per barrel, and by lunchtime Monday was up nearly $2 at $65.46. London Brent rose to $68.14 per barrel, a gain of $1.70. The Kansas benchmark jumped a dollar and a half on Friday, matching the price posted May first. Kansas Common crude at CHS in McPherson starts the week at $53.75 per barrel, which is still nearly $2 below the price a week ago. U.S. gasoline average prices were up 17 cents per gallon over a month ago, and up more than a dollar a gallon from a year ago. A gallon of regular was going for $2.74 at most stations in Hays and Great Bend, where your 15-gallon fill-up was a dime cheaper than a week ago.&nbsp; The average across Kansas was just over $2.84.&nbsp; AAA said prices have stabilized following the recent pipeline closure, but warned of fluctuating prices leading up to the holiday weekend. The Association of American Railroads reported 11,230 tanker cars hauling petroleum for the week ending May 15, which is up by 1,107 tanker cars over the week before. Canadian oil-by-rail traffic was up more than 34% year-over-year. The state of New Mexico brought in a whopping $109 million in royalties from oil and gas production on State Trust Land. A news release from the State Land Office says the record haul goes into New Mexico's Land Grant Permanent Fund, to underwrite public schools, hospitals and universities. A report from Bloomberg shows a wide array of industries and political causes hoping to take advantage of the recent pipeline cyberattack. Many oil-industry groups called for bigger investment in fossil-fuel infrastructure, including refineries and the previously-canceled Keystone Pipeline. Environmentalists said the key is more electric vehicles on the road and solar panels on the grid. One conservative think tank called the outage a wake-up call for pipeline protests to stop. Even a coal advocacy group got into the act, pointing out that they don't use pipelines. A federal judge on Friday said he will not force the closure of the embattled Dakota Access pipeline while regulators conduct a new environmental analysis. U.S. District Court Judge James Boasberg said &nbsp;the Native tribes fighting for closure had not shown irreparable harm based on the threat of an oil spill. U.S. Secretary of State Antony Blinken on Sunday joined a chorus of diplomats disputing Iran's claims that oil sanctions could soon be lifted. Iran's president last week said the United States was ready to lift trade sanctions, although a senior Iranian official contradicted him and European diplomats said difficult issues remained. Blinken says he has not seen Iran's compliance with nuclear commitments needed to move forward with the Vienna deal. According to reporting by Reuters, refineries in India and at least one in Europe were re-evaluating purchases to make way for Iran's crude during the second half of this year.&nbsp;

U.S. gasoline average prices were up 17 cents per gallon over a month ago, and up more than a dollar a gallon from a year ago. Three-day weather outlook

A trio of road construction projects in Rawlins and Decatur counties is expected to begin over the next few weeks.

All three are Kansas Department of Transportation projects.

The
 first project will start the week of May 24 on K-117 in Rawlins County.
 Work will consist of a 1-inch mill and 2-inch overlay on approximately 
12 miles, starting at the U.S. 36 junction and ending at the Nebraska 
state line. 

<a>Upon completion on K-117, crews will begin resurfacing U.S. 83 followed by U.S. 36 in Decatur County. </a>The
 U.S. 83 portion will cover 8 miles from near County Road 9S north to 
the U.S 36 junction. The U.S. 36 portion will span approximately 11 
miles, starting at the Rawlins County line and ending near the U.S 83 
junction.

Traffic
 through these projects will be directed through the work zones by 
flaggers and a pilot car during daylight hours. Minor delays, not 
exceeding 15 minutes, can be expected.

KDOT expects work on the K-117 project to end in mid-June and the U.S 83/36 projects by the end of July, weather permitting.

Venture
 Corp. is the primary contractor for the projects with combined contract
 costs totaling approximately $4.4 million.&nbsp;

The Kansas Highway Patrol reported a 2018 Subaru Forrester driven by Alex D. Carroll, 34, Colorado Springs, was eastbound on Interstate 70 just east of the U.S. 183 exit. 

The vehicle struck a deer that ran onto the roadway from the south ditch.

EMS transported a passenger Joanna W. Carroll, 37, Colorado Springs, to Hays Medical Center. The driver was not injured. Both were properly restrained at the time of the accident, according to the KHP.

3 Kansas teens hospitalized after Jeep rolls into field

A home northwest of Hays suffered significant damage when it
was struck by lightning early Monday morning.

Ellis County Fire Chief Darin Myers said crews were called
to 380th and Fairground Road just after 7:30 a.m. for the report of
a fire.

When crews arrived on scene, they did not find any smoke but
the home had suffered a direct lightning strike.

Myers said lightning hit the chimney and caused a hole in
the roof. The electric current that traveled through the house blew light
plate, vent covers and cable covers off throughout the house, according to
Myers.

Crews were able to help the homeowner get tarps in place to
help avoid any further water intrusion. 

Western Electric Cooperative was on scene and helped turn
off power to the farm until an electrician was able to arrive.

Myers said crews were on scene until 9:15 a.m.

The Ellis County Fire Department, Hays and Ellis city fire
departments, Ellis County Sheriff’s Office and Ellis County EMS responded to the scene.

According to Trego County Emergency Management Director Kathleen Fabrizius, storms are expected to develop around Tribune and move north-northeast before moving eastward.&nbsp;

Large hail — possibly baseball-sized — is possible, along with heavy rain and possible flash flooding. The NWS also said wind gusts could reach 70 mph.

While Ellis County is not included in the tornado watch, there is a slight risk of severe, with the greatest likelihood between 10 p.m. and 1 a.m.

There is a chance of continued thunderstorms through the week before skies are expected to clear Friday.

Tornado watch: NW Kan. storm could bring large hail, heavy rain

The Kansas Department of Health and Environment on Monday reported no new COVID-19 cases in Ellis County had been identified since Friday.

MANHATTAN – Early concerns for a tough year on Kansas farms linked to the coronavirus pandemic in 2020 were ultimately alleviated by strong crop yields, dramatically improved grain prices and COVID-19-related government payments, according to the Kansas Farm Management Association.&nbsp;&nbsp;

Net farm income for KFMA members climbed to $167,894 last year, up from $108,960 the previous year and the five-year average of $98,282. The data reflected a string of consecutive years of increasing gains since 2015 when income plummeted to $6,744, its lowest average in 30 years.&nbsp;&nbsp;

In what he termed as “the wild ride of 2020,” KFMA director Kevin Herbel said early expectations were for a sharp drop in income due to market and supply chain disruptions, temporary livestock processing closures, dry weather in some areas, increased feed costs and other factors. However, the year turned out better than anticipated, due in large part to pandemic-related relief.&nbsp;&nbsp;

Government payments linked to coronavirus pandemic relief and traditional program payments (Agricultural Risk Coverage, or ARC, and Price Loss Coverage, or PLC), plus livestock and conservation payments averaged $113,078, which was 67% of net farm income, Herbel said. Without those payments, 2020 net farm income would have averaged $54,816 per farm.&nbsp;&nbsp;

Not all Kansas farms are KFMA members, but the data serve as a barometer of sorts for how farms are faring on an annual basis. The 2020 KFMA Executive Summary is available&nbsp;<a href="https://agmanager.info/kfma/whole-farm-analysis/kfma-executive-summary/2020-executive-summary">online</a>.&nbsp;&nbsp;&nbsp;

In the annual summary, farmers who irrigated 20% to 60% of their crops fared best at $211,058, with those who irrigated more than 60% averaging $205,567. Dryland net farm income averaged $176,047.&nbsp;

Net income for diversified farms that raise crops and have beef cattle backgrounding operations averaged $173,443. For crop producers who also background and finish their own cattle, net farm income averaged $203,546.&nbsp;&nbsp;

Average net income for dairy cattle operations was $188,279, well above the $66,647 average in 2019.

Those operations listing cowherd as their only source of income averaged $61,932, up from $51,986 a year earlier.&nbsp;&nbsp;

The summary also indicated that in 2020:&nbsp;

“While there is optimism and positive expectations as we look forward in 2021, there is still much uncertainty and volatility,” Herbel said. “It is important for farm managers to assess their individual financial position, to know their numbers and use their numbers, in order to better understand the environment in which they are making decisions.”&nbsp;

The 2020 KFMA Executive Summary is available&nbsp;<a href="https://agmanager.info/kfma/whole-farm-analysis/kfma-executive-summary/2020-executive-summary">online</a>.&nbsp;&nbsp;&nbsp;In the annual summary, farmers who irrigated 20% to 60% of their crops fared best at $211,058, with those who irrigated more than 60% averaging $205,567. Dryland net farm income averaged $176,047.&nbsp; Net income for diversified farms that raise crops and have beef cattle backgrounding operations averaged $173,443. For crop producers who also background and finish their own cattle, net farm income averaged $203,546.&nbsp;&nbsp;Average net income for dairy cattle operations was $188,279, well above the $66,647 average in 2019. Those operations listing cowherd as their only source of income averaged $61,932, up from $51,986 a year earlier.&nbsp;&nbsp;The summary also indicated that in 2020:&nbsp;<ul>
 <li>Net worth for the average KFMA farm, from the beginning to the end of 2020, rose by $135,811.&nbsp;</li><li>Total debt per farm decreased 3.15%, the largest annual decrease in debt since the early 1970’s.&nbsp;</li><li>The gross value of crop production increased to $414.30 per acre, the highest level since 2013, while crop production costs increased 2.2%.&nbsp;</li><li>Machinery and equipment investment increased; however, machinery costs were level at $91.51 per acre with a decrease in fuel expense offsetting increased depreciation expense&nbsp;&nbsp;</li><li>The value of livestock produced by the average KFMA farm increased 17.6%. However, more than 26% of this total value came from COVID-19-related government payments. Without those payments, the value of livestock production would have decreased 13.8%.&nbsp;&nbsp;</li>

Kan. farm income climbed in 2020, boosted by grain prices, subsidies

Casey Herman of Hays has filed for a seat in the 2021 Hays USD 489 school board election.

Herman, a parent of a USD 489 student, spoke to the USD 489 school board on Monday about his concerns about continued requirements for students and staff to wear masks.

Board members and district officials have made no indication they plan to continue to require masks in the fall. School has released for the summer.

Students were allowed to remove their masks if they chose while they were seated in class.

Students were still required to wear masks: • On district transportation during regular transportation routes and during transportation for activities. • When entering school buildings. • When in congested hallways or confined areas. • When standing in food lines.

"I am here today to demand this board votes to remove the masks for students and staff," Herman said on May 17. "I believe this board is completely out of touch with the community.

"Have you been outside? No one is wearing a mask."

He said USD 489 is the only place where kids are wearing a mask. He said his daughter told him half of the students were not wearing their masks at school and in the hallways.&nbsp;

"Why is this board so afraid?" he said. "All I have seen is fear from you and what the media tells you to be afraid of.&nbsp;

"As I mentioned, you are out of touch, so I don't care how you vote, but the community needs to know how you stand on this issue. We have an election coming, and the community needs to know who listens to the community and those who think they can tell you the medical decisions to make for your child."

Herman said he thought the board would keep masks indefinitely. He also complained he attended the last school board meeting at which several staff members were not wearing their masks.

No, we are not your comrades. Leave your politics at home. The community is sick of politics at school."I am running for this school board. I filed months ago, because I believe this school board doesn't care about what the community thinks, and I am not alone. There are more regular people like me, who will find the time we don't have to ensure the community's parents are well represented with the kids put first and politics never."He noted other school districts in the area eliminated mask requirements.&nbsp;<a href="https://hayspost.com/posts/3afdc760-04d7-4080-a8d4-6f9eea72c39e">Tom Wasinger has also filed for the election.&nbsp;</a>Three at-large seats will be up for election this year. Those include the seats held by Mike Walker, Lance Bickle and Nuchelle Chance. None of those board members have filed for re-election.Chance was appointed to finish the term vacated by Sophia Rose Young, who moved out of the district.The deadline to file for election is noon June 1. The primary will be Aug. 3, and the general election will be Nov. 2.
