The National Weather Service has issued a tornado watch for a wide swath of northwest Kansas into the early morning hours Thursday.

Widespread hail — up to softball-sized — is likely, as well as wind gusts up to 75 mph.&nbsp;

Several strong tornadoes are also predicted with the storm, the NWS said.

Tornado watch issued for NW Kan. into Thursday morning

The Kansas Department of Health and Environment on Wednesday reported one new COVID-19 case in Ellis County had been identified since Monday.

As of Wednesday, the University of Kansas Health System reported three COVID-19 inpatients at HaysMed, one active and two recovering.

Since reporting began, there have been 3,751 cases of COVID-19 identified in Ellis County, including 72 coronavirus-related deaths.

KDHE: One new virus case in Ellis Co. since Monday

The deadline for candidates to file for this year’s city and
school board election is quickly approaching.

There are a number of positions up for election later this
year but only a handful of candidates have filed the paperwork and paid the $20
fee with the county election office.

The candidate filing deadline is noon on June 1. The primary
election is set for Aug. 3 with the general election Nov. 2.

There are three seats up for election on the Hays City
Commission. Two of the positions are four-year terms and one two-year term.

As of Wednesday morning, only three candidates had filed for
Hays City Commission — incumbent Shaun Musil, along with Samuel Allen
and Reese Barrick.

Three positions are up for election on the Ellis City
Council. Three people have filed so far. Those candidates are incumbents John Walz,
Tricia Pritchett and Devin Henderson.

There are five positions up for election on the Schoenchen
City Council. The two candidates that have filed for far are incumbents Kyle
Zimmerman and Federick Follmer.

Three positions are up for election on the Victoria City
County. Incumbent Harland Rupp is the only candidate that has filed at this
time.

The Hays USD 489 school board has three are large positions
up for election this far. Two people have filed so far. Those candidates are Casey
Herrman and Thomas Wasinger.

Ellis USD 388 also has three at large positions up for
election but as a Wednesday morning no candidates have filed for the positions.

Ellis incumbent Mayor David McDaniel is the only candidate
for file for the position.

Victoria Mayor John Schulte has filed for re-election and is
the only candidate to file so far.

Ellis City Treasurer Faith Scheck is the only candidate who has filed for the position.

In Schoechen, Kevin Bieker is the only candidate who has
filed for Mayor.

There are two board positions up for election on the Cottonwood
Extension District. Kathleen Huser and Donna Maskus have filed for those two
spots.

There are also three director positions available on each
the Big Creek, Munjor, Prairie Acres and Suburban Estates Improvement
Districts.

Casey Herrman and Duane Kuhn have filed for the Big Creek

Candidate filing deadline June 1

"It's a very hot topic in the state of Kansas," according to Collin Bielser, Hays asst. city manager, who recently presented a report to city commissioners about the growing use of&nbsp;Rural Housing Incentive Districts (RHIDs) in the state.&nbsp;

Earlier this year the Kansas legislature approved a bill expanding a rural development program to address housing needs and revitalize downtowns.

The change to RHIDs now allows renovations&nbsp;on the second floor or higher of buildings located in central business areas&nbsp;in any city or county in Kansas with a population smaller than 60,000.

The buildings must be at least 25 years old and the renovations must be for residential housing. Cost of such RHID projects would be covered by the incremental increase in property tax value.

City commissioners have begun discussing possible changes to the Hays RHID policy to reflect the change in the state's policy. Bielser said Dodge City, Garden City and Pittsburg are all using RHIDs to build more affordable housing.&nbsp;

The state also requires housing created with an RHID to be identified as a need in a housing study. 

Hays' latest housing study from the Fort Hays State University Docking Institute was conducted in 2017. An updated needs analysis should be completed by Docking at the end of September, according to City Manager Toby Dougherty.&nbsp;

Grow Hays released its own <a href="https://hayspost.com/posts/8d6a6933-5aab-4ba4-bd4d-610232d83162">housing report in April</a>. The findings were shared with city commissioners.&nbsp;

The RHID policy for the city of Hays was created in 2013 and intended for higher density,&nbsp;income qualified and low-income&nbsp;housing.

City commissioners &nbsp;<a href="https://hayspost.com/posts/5e2a5a257d7daa72b30eba32">modified the policy in 2020</a>&nbsp;to allow not-for-profit developers&nbsp;to utilize RHIDs for single-family homes.

To date, the sole RHID in Hays is located near the intersection of <a href="https://hayspost.com/posts/66af44cc-f075-4270-88d1-65f0c09e5070">Wheatland and 22nd</a>, spearheaded by Heart of America, a non-profit&nbsp; investment consortium in Ellis County. Doug Williams, exec. director of Grow Hays, the economic development organization for Hays and Ellis County, is overseeing the project.

The RHID is in effect for 25 years.&nbsp;

Under Hays' current policy, the developer has a 100% stake in the land and infrastructure and&nbsp;assumes 100% of the financial risk. There is no financial risk to the city.&nbsp;

There is an incentive for the developer to sell the lots and build homes quickly because they are only reimbursed for&nbsp;development costs if there are homes to tax.&nbsp;

The city of Hays and Ellis County forgo 100% of their&nbsp;property tax increments&nbsp; during the term of the RHID.&nbsp;The Hays school district, USD 489, forgoes all but&nbsp;the state-issued 20 mills.

"I guess that's where 'tax delay' is better than 'no tax now'," said Mason Ruder, commissioner.

"You have a 40-acre piece that's sitting there that gets the county $600 a year in taxes. Then you develop it. Now you have 168 units that brings in $33,000 a year in property tax. It's delayed, yeah, but at what point do you not offer these incentives to grow?"&nbsp; &nbsp;

Commissioner Shaun Musil, owner of&nbsp;Paisley Pear Wine Bar, Bistro and Market in downtown Hays, said "you can't grow your business if you don't have employees to work. Everybody is struggling. ... We need more people in this town. If this is what would make that work, I think we need to have it."

"We're looking at the chicken and the egg," said Sandy Jacobs, mayor. "Mr. Williams and I have this conversation all the time. If we don't have the housing, we don't have anything. But we need people to go in the housing."

Commissioner Ron Mellick said he met awhile back with Ron Wilson, USD 489 superintendent, who told Mellick he wants student numbers to keep growing.&nbsp;

"[Wilson] wasn't speaking for the school board, but said he was more concerned about delaying their tax revenue as to getting more students," Mellick related.

"It's all the taxpayers that are subsidizing this," Mellick said. "It's one thing to give up city revenue, but what about the school district and the county? Would it affect the fair board, extension services? We have a lot of things to look at," he added.&nbsp;

Ellis County Commissioner Neal Younger was in the audience but made no comment.&nbsp;

Williams told commissioners he believes the housing problem in Hays is a bigger immediate threat to the community than is the water situation.

"We're okay right now with the water. We've had enough rain. I get the long-term implications. But these [RHIDs] are real, and they're right now.

"Housing and workforce tie very closely together and certainly we have a huge workforce problem right now.&nbsp;

"I think it's a bet whether [housing] would develop with or without an RHID. I think the cost of development has gotten to the point where you're not going to see a lot of private developers do it," Williams said.&nbsp;

Several local realtors and developers attended the May 6 city commission work session in which the RHID discussion began.

Robert Readle, Coldwell Banker Executive Realty, supports expanding the city's RHID policy.

"I look at it as though the Kansas legislature has created a mechanism that gives opportunities to everyone in Kansas and our local government has chosen to limit those opportunities," Readle said.

The city commission had a second in-depth discussion of the RHID policy last week and will do so again in June.&nbsp;

This advisory does not affect customers of the City of Hays public water supply system. This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

The advisory took effect on May 26 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a failure in the disinfection equipment, which may lead to bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

The Hays school board approved its student fees for the 2021-22 school year at its meeting last week.

All of the fees will remain the same with the exception for the school lunch program.

Two-year research project examines some of 22,000 playas

TOPEKA — New research on 
shallow depressions transformed into mini-wetlands by rainfall and 
runoff in western Kansas will examine consequences of planting crops on 
these patches and influence of that activity on the underground High 
Plains aquifer.

During wet periods these 
low spots in fields can hold water for weeks or months, host a variety 
of plants and attract eagles, swans, geese and pelicans. About four of 
every five of the 22,000 lagoon-like features in Kansas — called playas —
 have been cropped.

The Kansas Geological 
Survey and Kansas Biological Survey at the University of Kansas in 
conjunction with the University of Minnesota at Mankato and the 
University of Waterloo in Canada secured a $270,000 federal grant for a 
two-year research project. The idea is to consider the influence of 
farming on playas and to what degree agricultural activity altered 
recharge of the High Plains aquifer, also referred to as the Ogallala.

“Our study will provide 
information as to whether conserving or restoring playas could play a 
role in helping to reduce aquifer water-level declines,” said Tony 
Layzell, a Kansas Geological Survey assistant scientist who will oversee
 the project.

He said farming was known to increase playa sedimentation and diminish the volume of water these basins could hold.

“It’s possible these 
combined effects reduce recharge rates, thereby reducing the amount of 
water entering the High Plains aquifer,” Layzell said.

The U.S. Environmental 
Protection Agency’s investment recognized rainfall in western Kansas was
 insufficient to match pumping demand on the aquifer. Understanding the 
role of playas in recharging the aquifer could contribute to 
understanding of the aquifer’s health. It’s important to quality of life
 in especially dry regions of western Kansas because nearly all water 
used by cities, industry and agriculture must be pumped from the 
aquifer.

This research initiative 
was designed to focus on Groundwater Management District 1 in parts of 
Wallace, Greeley, Wichita, Scott and Lane counties. The Kansas 
Geological Survey said aquifer levels in this zone had fallen more than 
10 feet in the past 25 years.

The objective is to work 
with landowners to study about 15 playas in the water district. The plan
 is to examine playas that have been farmed and not farmed as well as 
irrigated and not irrigated. The project would target playas of 
different sizes, a variety of sedimentation and a range of depths to the
 aquifer.

Core samples of rock and 
sediment is to be drilled in selected playas, the researchers said. The 
cores would undergo analysis of soil structure to determine how much 
water collected in a playa made it into the aquifer.

Layzell said anecdotal evidence suggested crop yields on cultivated playas fell below yields on non-playa farmland.

“The question is, are the 
costs of farming the playa greater than the potential profit for the 
farmers? Knowing the answer may help landowners determine whether their 
playa land is more valuable when left undisturbed,” he said.

HPD Activity Log, May 17-19

By GLENN BRUNKOW Pottawatomie&nbsp;County farmer and rancher I traveled to Washington, D.C. this past week. It was really the first time I had traveled in more than a year, and it was the first time I had taken a plane since the pandemic hit us over a year ago. I have had both of my shots so I am fully vaccinated, but I must say I had a little trepidation about traveling. The mask mandate was still in full force in the airports and on the planes, and it was followed by nearly everyone at the airport and everyone on the plane. When we arrived in D.C., we could go without them outside, but they were required indoors. Was it like traveling before we were told to stay at home? No — it was different. But there was an air of the idea that things were getting more back to normal. Now you could argue about what normal is in terms of D.C., and I would probably not argue back, but it was good to get closer to life pre-pandemic. We are doing the same thing at Kansas Farm Bureau. Staff is back in the office in Manhattan, meetings are being planned and held in-person, and I think we are all very relieved about that. Zoom meetings are good in some instances, but they can never replace face-to-face meetings for effectiveness. I hope you saw the announcement about our Big Tent Reunion starting June 1 around the state, and I hope you plan on attending the one closest to you. The meetings are planned as a way for all of us to reconnect and enjoy just being in the presence of fellow farmers and ranchers. No strings, no business to conduct, just spending time with old friends. Word is also getting out about the Summer Summit and Young Farmers and Ranchers conferences in Manhattan the last week in July. I cannot tell you how much I am looking forward to those events and seeing even more friends from around the state, attending great workshops and, most importantly, getting back to normal. I have had that week highlighted on my calendar for a long time. There was a time I was afraid it would not happen, but I am here to tell you it is full-steam ahead. To register or learn more about all the events planned this summer, visit&nbsp;<a href="http://www.kfb.org.s/">www.kfb.org.s</a>&nbsp;Or if you are technologically challenged like me, call your county office. Watch for the announcement of more meetings because they are coming as we start to ramp up and catch up from all we have missed over the last year. I know I cannot wait to get back to normal. Who thought we would miss shaking hands so much? It’s time to come out of the darkness that was the past year and enjoy a breath of fresh air, and that is literal because we will not have to breathe through a mask. Life is good, and it is about to get better.

Kansas Farm Bureau Insight: Summer gatherings

NORTON – A Norton man has been sentenced to life in prison for child sex crimes and rape, according to Attorney General Derek Schmidt.&nbsp;

Mark Scheetz, 32, was sentenced Tuesday in Norton County District Court to two Jessica’s Law counts of aggravated criminal sodomy with a child younger than 14 years of age, as well as two counts of rape. District Judge Preston Pratt sentenced Scheetz to life in prison. 

Scheetz will be not eligible for parole for a minimum of 50 years. He was also sentenced to 32 months for sexual exploitation of a child and six months for intimidating a witness.&nbsp; Scheetz worked as a school resource officer in a Kansas City, Kansas school at the time of his arrest.&nbsp; He had also previously worked for the sheriff's department in Sheridan County.

Scheetz was convicted by a jury in April on all counts. The crimes took place between 2012 and 2015 in Norton County.

BONNER SPRINGS, Kan. (AP) — Authorities say a school resource officer in Kansas City, Kansas, has been charged with child sex crimes.

Mark Scheetz, of Lansing, faces two counts of rape and two counts of aggravated criminal sodomy. The Kansas Attorney General’s Office filed the charges last week in Norton County District Court. His bond is set at $500,000.

Charging documents say Scheetz had sex with a child under the age of 14 several years ago while he was living in the county.

The Kansas City, Kansas, district has its own police department. The school district said last week that it placed Scheetz on administrative leave pending the results of the investigation.

Before coming there, Scheetz worked for the Sheridan County Sheriff’s Office from 2016 to 2018.

The results show an EF1 tornado with an estimated peak wind of 110 mph.&nbsp;&nbsp;

The storm damaged a number of homes and other properties.

awards scholarships to NW Kan. students" (May 23). 

As a member
 of the Masons, myself, I know that our fraternal organization strives 
to help worthy students attend Fort Hays State University plus other 
colleges/ technical schools in order to make our communities stronger 
for the future. 

Many people do not realize that former U.S. Senator Bob 
Dole is a member of the Masonic Lodge at Russell, as well as the Hays 
York Rite Masonic Bodies, the Salina Scottish Rite Bodies, and the 
Shriners in Salina.&nbsp; Yes, the Shriners are a part of the Masonic-family 
of fraternal orders.&nbsp; &nbsp;My late dad, John William "Bill" Marples 
(1910-1997) grew up at Agra, Kansas, just 10 miles east of Phillipsburg 
(due north of Hays on U.S. Highway 183.&nbsp; 

Back in the 1930s, an old farmer 
offered to pay my dad's initiation fee into the Masons. Masons do not 
ask prospective members to join, but the farmer knew my dad really 
wanted to join. Unfortunately, my dad declined the offer. He feared he 
couldn't pay his annual "membership dues" during "The Dirty Thirties" of
 The Great Depression. Fortunately, my dad finally achieved his dream 
and joined the Sunflower Masonic Lodge #86 in Wichita in 1945 while he 
was working for BOEING during WWII. He also joined the York Rite and 
Scottish Rite that same year, culminating with joining the Shriners in 
1948. 

Ironically, I am a 5th-Generation Mason and 2nd-generation Shriner.&nbsp;
 If any good man has even an inkling of wanting to join; please don't 
wait to be asked. You won't be solicited for membership. Freemasons 
derive from the ancient stonemasons who built great Cathedrals.&nbsp; We want
 ALL candidates to fill-out a membership application of their own free 
will and accord.&nbsp; I joined at age 18 and I'm now age 57. I've been a 
Mason 39 years and it is one of the best things I have ever done.&nbsp; 


Again, I wish the new scholars well on their future endeavors in life.

The National Weather Service has issued a severe thunderstorm warning for portions of Ellis County until 3:45 p.m.

Just before 2 p.m., a severe thunderstorm was located near Yocemento moving southeast. The NWS said locations potentially impacted include Hays, Antonino, Schoenchen, Munjor and Toulon.

Three-inch hail could be possible with the storm, along with 50 mph winds. The storm also carries the potential of a tornado.

Fresh storm could bring more hail, damaging winds

NORTON – A Kansas man has been sentenced to more than 43 years in prison for convictions of second-degree murder and kidnapping of his wife, according to Kansas Attorney General Derek Schmidt.

Damien Shields, 44,&nbsp; Norton was sentenced Tuesday in Norton County District Court by District Judge Preston Pratt to 460 months for second-degree murder and 60 months for kidnapping to be served consecutively in the Kansas Department of Corrections. Shields had pleaded guilty to the charges in February.

The crimes took place in April 2019 at a residence in Norton County. The case was investigated by the Norton Police Department, Norton County Sheriff’s Office, Lawrence Police Department, Cape Girardeau, Mo., Police Department and the Kansas Bureau of Investigation.

NORTON COUNTY —A 42-year-old Norton man was arrested for first-degree murder Monday (April 8, 2019) in connection with the death of his wife over the weekend, according to the Kansas Bureau of Investigation.

The agency says Damien Shields was taken into custody after he was released from the Cape Girardeau hospital where he was taken after officers found him in a hotel room, suffering from what appeared to be a self-inflicted gunshot wound. He has been booked into the Cape Girardeau jail.

Shields is accused of killing his 38-year-old wife, Lori Shields, whose body was discovered Sunday in a home at 16353 U.S. Highway 36, in rural Norton. The victim had been a secretary at Eisenhower Elementary School, in Norton. The district canceled classes on Monday to allow students, faculty, and staff to mourn her death. The district also released the following statement.

After Norton Co. Sheriff's deputies discovered her body, they asked the KBI for its assistance with the investigation. Together, they were able to identify a suspect, the KBI said.

The majority of travelers in the West North Central region – 2.83 million – are forecast to travel by vehicle this Memorial Day, an increase of 52% over 2020.•Air:&nbsp;The number of people in the region flying in 2021 is expected to be almost six times what it was in 2020 when multiple factors kept most people from traveling via airline. About 105,000 residents will travel by air, a 567% increase from 2020.Travelers are reminded that some inflight amenities may be limited or not offered and that some airlines are still limiting capacity with blocked middle seats. The Transportation Security Administration (TSA) is also now allowing one oversized liquid container of hand sanitizer of up to 12 ounces.&nbsp; Masks are required at all airports and all aircraft.
