Speed limits in several locations might be changing in Hays.

City staff is suggesting five speed limit changes to the city commission which will get their first look at the plan during their work session Thursday.

* Change 32nd/33rd Street 20 mph zone from regulatory to advisory * Increase South Main Street speed limit from 20 mph to 30 mph&nbsp;between Sixth and First Streets *&nbsp;Increase speeds from 20 mph to 30 mph 
on East and West Eighth Streets *&nbsp;Increase East 13th Street from 30 mph to 35 mph * Increase Hays High School school zone from 20 mph to 25 mph

Other agenda items for the Nov. 4 work session include:

*&nbsp;2022/2023 waterline improvements design engineering services for upgrading&nbsp;waterlines and installing new fire hydrants in various locations.&nbsp;The lowest cost proposal was presented by Driggs Design, Hays, at $32,650.

* Design agreement for a new airport snow removal equipment building.&nbsp;The city’s airport engineering consultant, Burns and
McDonnell (BMcD), has presented a scope of services and fee at a cost of
$363,637 and includes $67,812 of ineligible work. The remaining $295,825 is
eligible for 90 percent funding through the Federal Aviation Administration (FAA).&nbsp;

* Consider an ordinance&nbsp;redefining the city’s Extra-Territorial Jurisdiction (ETJ) boundary.

* Hear a proposal by a Leadership Hays class to create a story time space in Seven
Hills Park, site of the new ARC Park.

Yonkey has been writing about Kansas for over 30 years. The book "100 Things to Do in Kansas Before You Die" is her second book. In 2020, she co-authored the book "Midwest Road Trip Adventures." That book includes road trip guides for all 12 Midwest states. Yonkey wrote the Kansas chapter and the Black Hills section of the South Dakota chapter.

Frostfest activities include Flicks on the Bricks

At Fort Hays State University, we nurture each other to maximal success. We stand to support one another with a willingness to invest deeply and personally. The students who comprise our campus come from diverse backgrounds, each person with their own story, hopes, and dreams.&nbsp;

These stories – testimony to how we come together to improve lives through a deep investment in one another – are what motivate me every day.&nbsp;

I love how at FHSU we go the extra mile for one another. Take for example our December 2021 graduate Curtis Pitts. A recruit from south Florida, Curtis came to FHSU in 1980 to play football. In 1982, he left Fort Hays State for an internship at The Martin Luther King Junior Center and was then hired to work with the Southern Christian Leadership Center.

Life continued to happen – including the loss of both his parents, who he had promised he would get a college education. Long story short, Curtis was able to complete all of his classes except for one, in which he continued to struggle.

This past summer, when we heard about Curtis’ situation, we knew we needed to put together a Tiger care team to get him through to the finish line. In stepped Dr. Joey Linn, vice president for Student Affairs. Dr. Linn reached out to Curtis to learn more about his struggles and to put together a care team strategy.

Curtis was living in Topeka and needed to take the class online. After visiting with Curtis, Dr. Linn realized a tutor would be an essential part of his care team plan and wondered if we had a KAMS student living in Topeka who might help.&nbsp;

KAMS – the Kansas Academy of Mathematics and Science – is a program for 11th- and 12th- grade students to attend Fort Hays State and take 68 hours of college classes, then transfer those credits back to their sending high school to receive a high school diploma. While at FHSU, the students experience hands-on research opportunities, leadership development, civic engagement, and a myriad of college activities.

KAMS Director Will Burns immediately thought of Graidon Nichol, who is from Topeka and was living at home for the summer. Will first spoke with Graidon’s mom, Shannon, who thought Graidon would love to help. Unfortunately,&nbsp; Graidon was attending a Boy Scout camp in New Mexico. Then, she thought of Grant, Graidon’s older brother, who also attended Fort Hays State and completed the KAMS program.

When Shannon returned Will’s call,&nbsp; she indicated that Grant would be happy to help but also had a scheduling conflict. But the family was “all in.” After all, both Shannon and her husband, Eric, are FHSU graduates, too.

So, Graidon’s dad tutored Curtis until Graidon was able to take over when his camp was completed. As a result of the ethic of care poured out by the Nichols, and driven by a promise Curtis made to his parents in 1980, he successfully completed the course and will be walking across the commencement stage this December.&nbsp;

By the way, Graidon is 17 years old. Curtis is in his late 50s. The age difference didn’t hinder Curtis’ learning curve at all. In fact, quite the contrary.

“Graidon was one of the most organized and intensely prepared young men I have ever met,” Curtis said. “The Nichols embraced me like family and always made sure I had snacks and a cold drink in a glass engraved with Fort Hays State University's logo on it. I couldn’t have completed this class for graduation without his help.”

I love this story. It’s a great example of how we invest in our students, build confidence and knowledge, and nurture them to success. I am so grateful for the entire Nichol family, Will Burns, and Dr. Joey Linn – all who had a role in Curtis’ ultimate success.

This December commencement ceremony will be extra special. I cannot wait to hand Curtis his Fort Hays State University diploma!&nbsp;

MASON: Tiger Nation — an ethic of care like nowhere else

Three-day weather outlook

My husband is a union member and works at a paint factory near our home. His union’s current contract will expire in nine months. We have about $27,000 of debt left to pay off, and he makes a little over $80,000 a year. I’m nervous because his slow season is coming up between now and then. During this time, he usually gets about half the hours — and, of course, less money — than he does during the rest of the year. I’m a little scared, even though there hasn’t been a strike in the last six years. Do you think we should go ahead and pay off our remaining debt or hold onto every penny in case they walk out?

I’m going to tell you something that might just blow your mind: You two can<a href="https://www.ramseysolutions.com/debt/debt-calculator">pay off the debt</a>&nbsp;and have some money set aside to live on in that length of time. If you do that, you’ll actually be more ready for a strike than ever before. You’ll both have to be on the same page financially and do things with a sense of urgency, but right now, I don’t think you’ve got too much to worry about.

The likelihood of them going on strike is pretty low. Chances are, they’re just rattling their sabers and talking big to posture for the&nbsp;<a href="https://www.ramseysolutions.com/saving/questions-to-ask-when-buying-used-car">negotiations</a>. Most factories are behind right now, and the last thing they want is to get even further behind. Everything has been so screwed up by COVID-19 that unless the union demands some completely ridiculous stuff, things will probably work out fine.

The Kansas Highway Patrol reported a 2011 Jeep Grand Cherokee driven by Donald D. Werth, 69, Hays,&nbsp; was southbound on Interstate 135 on the&nbsp; Schilling Road exit ramp.

The driver attempted to turn east on to Schilling Road and pulled out in front of a westbound 2021 Toyota Tacoma driven by Timothy L. Grammon, 24, Baker City, Oregon.

EMS transported a passenger in the Toyota Antonio R. Gross, 21, Danville, Arkansas, to Salina Regional Health Center. Werth, Grammon, a passenger in the Jeep and two other passengers in the Toyota were not injured. Gross was not wearing a seat belt, according to the KHP.

Hays couple avoids injury after 2-vehicle Saline Co. crash

The latest Business Showcase is currently underway in Hays offering area residents an opportunity to explore local businesses, while at the same time offering the chance to win prizes from participating locations as well as from the Hays Chamber.

"It just started last week Friday, so from Oct. 29 to Nov. 19," said Hays Chamber President and CEO Sarah Wasinger. 

While this is not a new event for the chamber, she said this showcase features two premier sponsors, giving more opportunities to win prizes in time for the holidays.

"We are very excited because Adams Brown and Sunflower Bank are actually our sponsors, our premier sponsors for the events that we get to we have to this time," Wasinger said. "So we figured with it being Christmas time, it would be nice to give away more money."

With the two sponsors, she said the chamber will have additional Chamber Check prizes given out.

"We'll be drawing for four $100 Chamber Check prizes, and then two $50 Chamber Check prizes on Nov. 22."

Anyone interested in participating can visit any of the locations, or the Chamber office, 2700 Vine, to pick up a card that lists the participating businesses and relevant information for the showcase.

"This card has all the locations listed as well as the addresses for the participating businesses, and of course, their hours of operation," Wasinger said. "So we take the guesswork out for you, you know exactly where to go and when to go."

She said many of the businesses will also be offering their own prize drawings or discounts.

And while the chance to win prizes or save money is important, the aim of the program is to entice area residents to explore area businesses.

"So why we love Business Showcase so much is ... there may be a business that you're not familiar with, you wouldn't normally have the opportunity to go in there or wouldn't perhaps think of that depending on what you're in the market for, for purchasing yourself or for your family," Wasinger said. "So these businesses would love to have folks come in."

With the selection of participating buisnesses, she said the time required to complete the showcase is minimal.

"If you have some extra time, it'll literally take you probably no more than an hour and a half to go visit all these nine different locations," Wasinger said. "And within that time, you're going to get a lot of different promotions and offerings, a chance to win extra prizes when you go to their locations, as well as just a great opportunity to do some early Christmas shopping."

In conjunction with the Business Showcase, they also have an open house planned on Nov. 11 and 12.

&nbsp;"So you can go in there and actually register for a gift card while you're doing the business showcase too," Wasinger said.

"And Nex-Tech Wireless is another one. ... They're gonna have some special promotions on the Samsung S 21 and iPhone 13. And they're going to also have some in-store giveaways for participants. So they're located, of course, at 1101 East 43rd Street.

After celebrating a special anniversary at Rohr's Carpet Cleaning recently, she said she is excited they participated in the showcase as well.

"They're gonna have a lot of different sales on in-stock items and different promotions," Wasinger said. "Plus, they're doing a drawing for a mop kit that can be used to keep your house clean during the holidays. ... They're located at 722 East 7th Street."

"And then Sunflower Bank, their north location.&nbsp; ... Unofficial results of Ellis County general election; canvass will be Nov. 15

The Kansas Department of Health and Environment on Wednesday reported 19 new COVID-19 cases in Ellis County had been identified since Monday.

As of Wednesday morning, HaysMed reported 15 COVID-19 inpatients, down from 19 on Monday.

The KDHE reported Monday 52 percent of eligible Ellis County residents are fully vaccinated, noting the vaccination rate for the eligible Kansas population (12 and older) is approximately 63 percent.

Since reporting began, there have been 4,623 cases of COVID-19 identified in Ellis County, including 76 coronavirus-related deaths.

Three new Hays USD 489 school board members will take their seats in January.

The top three vote-getters in the election Tuesday will earn four-year terms. According to preliminary results, those candidates were Curt Vajnar (2,346 votes), Ken Brooks, (1,525 votes) and Meagan Zampieri-Lillpopp (1,217 votes). 

However, fourth-place candidate Cathy Hopkins is only five votes behind Zampieri-Lillpopp with mail-in and contested ballots to still be considered during the canvas on Nov. 15. At that time, the election will be finalized.

Zampieri-Lillpopp said Tuesday night she hopes her narrow lead will hold through the canvas, but reserves any declaration of victory until all the votes are counted.

The Hays Post attempted to reach Hopkins Tuesday night for comment, but she didn't return a phone call.

All three of the top candidates after Tuesday night's preliminary results were released said they would prioritize passing a bond issue once they take their seats on the board.

The district hasn't passed a bond in 30 years. It has a committee made up of teachers, administrators, school board members and community members meeting regularly to try to develop a bond issue.

"I think getting a quality bond in front of the public and trying to get it passed is the foremost thing I would like see being done right away or within the first year," Vajnar said.

He said he prefers the elementary schools to continue to be community schools instead of closing schools and building additions to existing schools.

Vajnar said he would prefer a new elementary school be built in the area of&nbsp; the former Washington school or Lincoln if that school is closed.

"I think they're important to the community, and I think kids at that age need to belong to a small group or a family-kind of environment instead of a big hub where they're going to get lost," he said.

He said he would favor demolishing Lincoln Elementary School and building a new school on that site, but he acknowledged the cost may be too high for that option. 

Brooks has been attending the bond committee meetings, as well as school board meetings, since he filed for election.

Brooks said he thought the district is going in the right direction in terms of the bond. He said the district should take advantage of historically low interest rates.

"It can't be a grab for everything," he said. "It has to be a realistic bond. It has to be one that is attainable. To get it to passed, we are really going to have show the need for it — to show how it's going to help our city in the long run."

To pass the bond, Vajnar said he thought the school board needs to be more transparent.

He would start with conducting all school board meetings and work sessions in the evenings so more people can attend them. One meeting a month is scheduled over the noon hour at one of the district's schools.

Vajnar said these sessions have included board action, which means the meetings need to be more accessible to the public. He said he was pleased the district listened when he and others requested that these sessions be made available on YouTube.

He also said he would like to see more unity in the board.

"I think they need to be viewed and seen and do their business as a single team — they're all for it and there isn't any contention or tension between board members that's being viewed currently. They're not all on the same team, and I think it's hard for the public."

Brooks said he would also like the board to consider lowering student fees. Brooks is now remarried, but was a single dad of three for years. He said paying the fees was tough for his family.

"I'm excited about this opportunity," he said. "I can't wait to help lead our schools, and I hope I do good for our community."

Zampieri-Lillpopp said if she is elected to the board, in addition to working toward passing a bond, she hopes to emphasize investment in the district's teachers.

"I hope we can support and maintain that support for teachers that has previously been in place at least, and actually get that back to pre-cut levels and even be forward-thinking," she said.

The Hays school board only has six members. Former member Nuchelle Chance resigned her seat because she moved out of the district.

Because of the timing of Chance's resignation, the board was not required to fill the position. However, the members voted to allow the top vote-getter in the election to take his or her seat early. 

Vajnar said he did not know when this might happen. He said he would wait for word from the school district. 

He added, "I just want to make Hays the best place for kids to go to school."

The board's next meeting/work session is set for Monday.

Brooks has been attending the bond committee meetings, as well as school board meetings, since he filed for election.Brooks said he thought the district is going in the right direction in terms of the bond. He said the district should take advantage of historically low interest rates. "It can't be a grab for everything," he said. "It has to be a realistic bond. It has to be one that is attainable. To get it to passed, we are really going to have show the need for it — to show how it's going to help our city in the long run." To pass the bond, Vajnar said he thought the school board needs to be more transparent.He would start with conducting all school board meetings and work sessions in the evenings so more people can attend them. One meeting a month is scheduled over the noon hour at one of the district's schools.Vajnar said these sessions have included board action, which means the meetings need to be more accessible to the public. He said he was pleased the district listened when he and others requested that these sessions be made available on YouTube.He also said he would like to see more unity in the board."I think they need to be viewed and seen and do their business as a single team — they're all for it and there isn't any contention or tension between board members that's being viewed currently. They're not all on the same team, and I think it's hard for the public."Brooks said he would also like the board to consider lowering student fees. Brooks is now remarried, but was a single dad of three for years. He said paying the fees was tough for his family. "I'm excited about this opportunity," he said. "I can't wait to help lead our schools, and I hope I do good for our community."Zampieri-Lillpopp said if she is elected to the board, in addition to working toward passing a bond, she hopes to emphasize investment in the district's teachers."I hope we can support and maintain that support for teachers that has previously been in place at least, and actually get that back to pre-cut levels and even be forward-thinking," she said. The Hays school board only has six members. Former member Nuchelle Chance resigned her seat because she moved out of the district.Because of the timing of Chance's resignation, the board was not required to fill the position. However, the members voted to allow the top vote-getter in the election to take his or her seat early. Vajnar said he did not know when this might happen. He said he would wait for word from the school district. He added, "I just want to make Hays the best place for kids to go to school."The board's next meeting/work session is set for Monday.

New Hays school board members have eyes on bond, lowering fees

Both incumbents and one newcomer were elected to the Hays City Commission on Tuesday night.

Mason Hickel campaigned as a write-in candidate. Demetrius Chance is no longer a Hays resident.

All five city candidates were awaiting the updates and final non-official balloting results at the Ellis County Administrative Center, 718 Main.&nbsp;

Top vote-getter Shaun Musil, owner of the Paisley Pear Wine Bar, Bistro and Market, was first elected as a city commissioner in April 2013.

&nbsp;As in the past, Musil did a lot of door to door campaigning, and for this election he walked a record 31 miles.

"I enjoy talking to people about their concerns," Musil said. "Just because I voted something different doesn't mean I didn't hear what you said."

Musil said he remembers the things constituents have told him when he makes decisions about city issues as a commissioner.&nbsp;

"I can't always make people happy, but I remember the things people have said to me. I do my best ... ."

Musil noted the most talked about issue as he campaigned was the newly opened traffic roundabouts on north Vine Street.

"A lot of people, especially older residents, said they hated the roundabouts. Most of people said they love them now," Musil smiled.

Other residents expressed concerns about city department staffing as well as housing issues, an ongoing problem..

Also awaiting results at the administrative center was Sandy Jacobs, the current mayor of Hays.

"I'm absolutely thrilled, and as always, really humbled by the confidence voters have put in me," said Jacobs, the second highest vote-getter. She has served the past five years, the first year being an appointment to fill an unexpired term.

The new commissioners will be seated in early January.

"One wonderful thing we do right out of the gate is have a commission retreat," Jacobs said, "and there's a lot of subjects that'll come out that day.

"We're going to continue to work on economic development, the workforce, and daycare."

Musil and Jacobs, who is retired from banking and as the Heartland Community Foundation executive director, will both serve four-year terms. 

Reese Barrick, as the third highest vote-getter, will serve a two-year term.

"Most of the time I'm home watching how the results come in, so this is a fun new experience," Barrick said at the admin center.&nbsp;

This is his first time running for public office.

Barrick, director of the Fort Hays State University Sternberg Museum of Natural History, has been attending some city commission meetings in person and watching others online.

Still, he knows he has a learning curve ahead of him.

"The first thing is really just getting to know all the departments of the city a little bit better," Barrick said, "and getting a handle on what the issues are already out there before jumping into bringing new ones.

"The local issues are the ones that really the ones that hit closest to everybody's lives on a daily basis."

The other two newcomers, Sam Allen, and Mason Hickel, agreed the campaign experience was exciting and both said they'll consider running again.

The turnout total was 19.45% of eligible voters. There are still some ballots yet to be counted, including an estimated 40 provisionals.

Ellis County Clerk Bobbi Dreiling was disappointed by the low percentage and a little surprised.

"I looked at the statistics and anywhere between 25 and 28 percent is average for a local city/school board election," Dreiling said after electronic tallying was completed.

"So right now 19 percent is pretty low. ... I wish it was higher.

"We had some races that were really close. (USD) 489 is really close. Who knows what's going to happen when we do canvass."

The results are not official until canvassed by the Ellis County Commission which Dreiling says will be done Nov. 15 at 4:30 p.m.

🎥 Ellis Co. city/school board races decided by voter turnout of less than 20%

By GREG DOERING Kansas Farm Bureau One of the funny things about getting older is how it warps our perception of time. When we’re young and nearly every experience is new, time moves slowly. As we age, however, there are fewer and fewer things we haven’t experienced, our schedules become more predictable and the days seem to meld together. I think it’s fair to say most of us were coasting along as time gradually picked up speed until about March of 2020. Suddenly days felt like weeks and weeks felt like years as uncertainty and routines were up ended. This warped version of reality seems to be receding because somehow it’s now November and I’m wondering what happened to October. Halloween is over and the winter holiday season is approaching fast. We’ll even turn back time, literally, in a few days, but that’s a topic for another time. Perhaps the most encouraging sign we’re all finding in our routines is knowing the first weekend in December means the 103rd&nbsp;Kansas Farm Bureau annual meeting will be held in-person in Manhattan Dec. 4-6. It’s a time to enjoy food and fellowship as we celebrate another year, honor those who’ve made important contributions to agriculture and hear from elected officials. Of course, there will be plenty of time for conversations and networking in the hallway with friends, both new and old. There’s value for every one of the several hundred participants who will be in attendance, whether they raise crops or livestock. Kansas native Dale Moore will deliver the keynote address. Moore grew up on a southwest Kansas livestock, hay and grain farm, and has decades of experience representing agriculture in our nation’s capital where he now serves as executive vice president at the American Farm Bureau Federation. I’m looking forward to hearing what he has to say on the current state of agriculture. Just as it’s important to recognize past achievements, Kansas Farm Bureau’s annual meeting also sets the agenda for the next year. The business session will focus on what comes next — what plans and policies are important to helping members as we move into the future. These issues will be decided by Kansas farmers and ranchers based on a year-long process where members have multiple opportunities to raise concerns and vet proposed resolutions. This transparent, deliberative process can feel like it takes forever to address issues, but that’s by design. The development process forces us to look beyond immediate complaints to five or 10 or even 50 years from now. That may sound like a long time to some, but for others years can disappear faster than they ever imagined. I hope you’re able to get away from the farm so you can join us as we celebrate another year of achievement and lay the groundwork for success in 2022. It will be good to be together again, and we can get back to our old routine.

Kiwanis invites veterans, active military to free lunch

Well, it’s trick-or-treat time again, in fact, by the time you’re reading this, it will be over. In my day, living in the country, harmless pranks were just expected, like putting live pigeons into neighbor’s mailboxes and the annual toilet paper blanketing of someone’s front lawn in the middle of the night (which today might just get you arrested for blatant waste of valuable property or something.) &nbsp;

A few years ago, the Hutchinson Zoo was raising money to build a new otter exhibit, and we heard they were looking for an otter pelt to become part of that exhibit. I contacted the president of the Kansas Fur Harvesters Association who donated them a pelt, but perhaps just as important, I managed to get myself invited to an event there at the zoo where I could display one of the collections of Kansas furbearer pelts owned by the Fur Harvesters. The event was a Halloween trick-or-treat bash/fundraiser for the otter exhibit called “Boo at the Zoo,” which has now become an annual event.

For three hours, hundreds of kids and parents dressed in Halloween garb flowed through a predetermined route there at the zoo, ending up where I and other volunteers were set up for face painting, etc. I had the pelts laid out on a long table, making them available for everyone to look at and touch. In their defense, I perceive that most people attending were from the city of Hutchinson and there were probably not a lot of hunters and trappers among them, but I heard some interesting and telling questions from the kids about the pelts. Many asked “Are these real?” or “Where are their eyes?” Several asked me “You found these already dead, right?” But perhaps the most pointed inquiry came from a ten- or twelve-year-old girl who stared intently into my eyes and asked “So how did you feel after you shot these?”&nbsp;

I suppose I should not have expected much serious conversation about hunting or trapping at an event like that, where the kids are mostly pre-teen and the parents are tired of whiney kids and just wanted to fill their bags with candy, then get the heck out of Dodge and go home. I used to think that one would have to go to downtown Chicago, Detroit, New York City or Washington DC to find people who didn’t have a clue where the hamburger they were eating came from, or where the leather and the fur came from to make the coat with the fur cuffs and collar they wore; I don’t take that for granted anymore.

Kids and parents alike enjoyed looking at the pelts and were intrigued at how soft they were as they ran their hands through the fur. I made sure to point out to all of them how soft and luxurious the skunk fur was, asking them if they had any idea that something so feared could feel so soft. The badger pelt has the front claws still intact, and I made it a point to show each person those claws, explaining to them what good diggers badgers are, and how God equipped them to do that job. &nbsp; Most wanted to know what animal each pelt came from. Some knew several of them, but many hadn’t a clue, calling the coyote pelt a beaver, the beaver pelt a mink and so on. I rattled off the past owner of each pelt so many times I did it that night in my sleep; next time I’ll make labels.

I guess my point to all this is that you really don’t have to go far from home to find people that have no understanding of the merits of hunting and trapping. If we are to see hunting and trapping passed on to our grandchildren and in turn to their kids and so on, we need to make a concerted effort to educate the people around us about the merits of our passions. There is absolutely no better way to do this than to take non-hunters and trappers along with us on our adventures as we continue to Explore Kansas Outdoors!

TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for&nbsp;Ellis County&nbsp;Rural&nbsp;Water&nbsp;District No.&nbsp;1C public water supply system.&nbsp;This does not include the City of Hays.&nbsp;This advisory is not related to COVID-19.&nbsp;

&nbsp;Customers should observe the following precautions until further notice:&nbsp;

The advisory took effect on&nbsp;November 2&nbsp;and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the distribution system&nbsp;due to a waterline break. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.&nbsp;
