New parking and traffic flow would be established for O'Loughlin Elementary School as part of the proposed <a href="https://hayspost.com/posts/cbc024af-5d11-435d-8bdd-a55b5d31454a">Hays USD 489 bond project</a>.

As school releases, traffic backs up on Hall Street with the current traffic configuration. Drivers park their vehicles in the traffic lanes with hazards on to wait for their children.

Principal Rene Burns said the district has tried to be creative in finding ways to handle traffic for its 396 students. Few ride the bus, Burns said.

This includes releasing students from three sides of the building, using Victory Road on the Thomas More Prep-Marian campus and encouraging parents to park on 14th, 15th and 16th streets.

The school has been fortunate it has not experienced any serious accidents at the school, but safety continues to be a concern for school officials.

"We have so many moving pieces," Burns said. "We have kids everywhere. It's a safety issue. ... It's an issue every single day, twice a day."

The plans call for double stacking of vehicles on the new connecting road and 13th Street, as well as sidewalks along the new parking for child safety.

The current drop zone would be used for buses and as an additional drop zone.

If the bond passes, it will still take up to three years to complete the construction at the elementary schools. 

In the meantime, the district recently signed an agreement with TMP to use continue to use a portion of Victory Road, which is north of O'Loughlin, for child pick up.

"That's the dilemma," Hays Superintendent Ron Wilson said at a school board meeting March 28. "Hall Street has become very busy, and even using Victory Road, Hall Street is packed. It still doesn't relieve enough stress to let traffic to flow through.

"That's why the bond is so important. We think we have something in our bond scope that is really going to make an impact on Hall Street in the morning and after school in terms of letting traffic flow."

As part of the five-year agreement, USD 489 will pay $62,000 for reconstruction and use of the road plus $4,500 in engineering fees for road reconstruction.

The Catholic Dioceses plans to convert a portion of the road to concrete. The project is slated to be completed this summer.

"Over the last five to six years, we will have put about $140,000 into this road," Wilson said. "I feel like we've done our part in terms of the use. We do appreciate the partnership we have with TMP. They have been good neighbors, and they've been good to work with."

USD 489 board member Curt Vajnar said he did not support the agreement because it is for a five-year term when the district plans to change the traffic flow at O'Loughlin in three years if the bond passes.

He said he also thought the money could be better used elsewhere.

Board member Craig Pallister said he had to weigh student and parent safety with the cost. Weighing those two, he said he supported the agreement.

Board member Allen Park also voted against the agreement.

Bond project seeks to alleviate traffic snarl on Hall at O'Loughlin school

Hays PD Activity Log, March 27-April 4

TOPEKA — The Attorney General’s Office has rescheduled two free document destruction events for Hays and Hutchinson, Kansas Attorney General Derek Schmidt said last week.

The events were previously scheduled during National Consumer Protection Week, the first week of March, but were postponed because of inclement weather. The events are held annually as part of a statewide program that encourages Kansans to safely dispose of personal documents as an important step toward preventing identity theft.

The schedule of events for Hays and Hutchinson is as follows:

Friday, April 29 11 a.m. – 1 p.m. Sternberg Museum, 3000 Sternberg Drive, Hays

4 – 6 p.m. Hutchinson Kansas State Fairgrounds, Gate 3, W. 23rd&nbsp;and N. Main

Consumers are asked to limit their documents for destruction to three small bags or boxes. Documents will be securely transported to the shredding facility for safe destruction by a certified shredding company.

Free document destruction event in Hays rescheduled

THOMAS COUNTY—Three people were injured in an accident just after 8p.m. Sunday in Thomas County.

The Kansas Highway Patrol reported a 2010 Hyundia Elantra driven by 12-year-0ld Jarett J.&nbsp;Adelman of Colby was northbound on Country Club Drive just north of Veterans Memorial Drive.

The driver lost control of the car as it accelerated swiftly. The car left the roadway to the right, struck a dirt embankment, went airborne, overturned counterclockwise and came to a rest on its passenger side in the middle of County Club Drive.

EMS transported Adelman and passengers 27-year-old Brandon L. Butters and 11-year-old Janiya Valdez Castell both of Colby to Citizen's Medical Center. They were not wearing seat belts, according to the KHP.

COLBY — The Kansas Department of Commerce announced that Colby Community College is the recipient of the 2021 Northwest Regional Award in the hospital/nonprofit category. The distinction recognizes contributions to the community, the state economy, and the people of Kansas as part of the department's business appreciation program, "To the Stars: Celebrating Kansas Businesses."&nbsp;

In a letter to CCC President Dr. Seth Carter, Gov. Laura Kelly said the college "…has demonstrated the tenacity, determination, and creativity needed to persevere regardless of circumstance, particularly as our state continues to recover from the economic effects of the COVID-19 pandemic."

CCC representatives accepted the award on behalf of the college during a luncheon last week at Northwest Kansas Technical College in Goodland.

"This is a testament to the willingness of northwest Kansas and Colby Community College employees to serve the community and the greater region," Carter said. "We are honored and humbled to receive this recognition."

The KDC typically honors award winners in June during Business Appreciation Month. However, the pandemic pushed the 2021 ceremony into the current year. In April, the department is holding luncheons at six other locations throughout the state.

Hays pizzeria earns spot on Kansas pizza road trip tour

Nothing in life is free, the old saying goes, but for
nonprofit organizations in Ellis, Rooks or Trego counties, free money is on the table for community projects as the Heartland Community Foundation’s spring
grant cycle has begun.

During this cycle, more than $100,000 is ready to be distributed for
projects.

Projects eligible for funding include, “projects focused on
improving quality of life, projects that support the public health of Ellis,
Rooks and Trego counties and projects supporting education, health care,
community social services and security, conservation and environment, arts and
culture, and community beautification,” according to the organization.

“We raised the money, during months like match month, and
then that money is invested and endowed, and then we take that money, the
investment growth off of that, the principle of those funds, and then we grant
that out,” Heartland Community Foundation Executive Director Sarah
Meitner said. “I encourage people to think about what projects they have maybe that
they could apply for some grant money.”

Grant applications are made to be as accessible for possible
for area organizations.

“Grants are one of those funny things that I think people
are like, ‘This is a little intimidating,’ ” Meitner said.

They believe “I need to be a professional grant writer to
even consider something like that,” she said. “And that simply is not the case,
especially with our application.”

Part of that effort to make the applications easier was
moving the process online.

“So ours is like that,” Meitner said. “You can find it on
our website at <a href="https://www.heartlandcommunityfoundation.org">heartlandcommunityfoundation.org</a>.”

The application will ask for basic information, she said,
including the organization’s tax ID number, along with a project description,
budget and goals.

“Then those all of those applications come into our ... grant interface,” Meitner said. “They come into this pool of applicants,
and then they are reviewed by a committee of people within our community.”

Awards will then be decided upon by a committee, that
determines award amounts, out of the total available.

Generally, grants are given from one of three county funds,
but other funds can be used as well, Meitner said.

“But we do have something we call multi-county grants. So,
for instance, you know, an application from like a DSNWK or Jana’s Campaign or
Options, it might impact all three communities,” she said. “So, we might pull a
percentage from each one that sort of mirrors the anticipated participation
from within that community.

“And then there's a couple of additional funds that we pull
money from that are also within our portfolio, but are geared toward healthy
living or recreation or medical needs,” she continued. “Some of those were
established by the Kansas Health Foundation many years ago. And so, we look we
pull those aside that have a health benefit, or an exercise fitness component
or medical component, and maybe pull from another fund. So, it might free up a
little bit.”

The committee making the decisions is made up of a variety
of individuals from the community and updated regularly.

“We're constantly reevaluating who that committee is made up
of,” Meitner said. “When it's all said and done, you can rest assured that
there is a committee of your peers who are reviewing that. And then and then prioritizing them by need.”

And while the foundation cannot fund every request, she said
every application is reviewed by the committee.

“I just wish we could say all yeses and not have any nos, because
generally every project is worthwhile, or they wouldn't be applying,” Meitner
said.

To keep the process open and fair, she said she can help
guide potential applicants through the process, but only serves as a
facilitator as grant awards are determined.

“I am on the side of the of every applicant, I want to make
sure that your application is strong,” Meitner said. “So, if you would like me
to review it, if you would like to ask questions, if you're a nonprofit leader
and have questions, I would be happy to help you with that. I am a non-voting
person on that committee, just simply for transparency.”

Committee members are not publicly listed as well, in order
to help remove undue influence into the final decisions.

“If they have a conflict of interest with a particular
application or applicant, they simply step out of the room or don't score it in
the process so that it's kept fair,” Meitner said.

The process culminates with a grant-giving day, where recipients
are told of their awards.

“It's fun to go through each one and get really excited
about a particular project and know how excited the applicant is going to be
when they hear that their grant project was funded,” Meiter said.

But along with the awards, she said, unfortunately, the
foundation has to inform those that did not make the cut.

“Those are so hard,” Meitner said. “And the nos vary for
different reasons. I wish we could fund all of them.”

Most frequently, the applications that are denied come down
to the limited amount of funds available during each cycle, with awards from
$3,500 to $7,000 most likely to be approved. But, she said, larger amounts also
sometimes make it through the committee.

But no matter the amount, she encourages anyone interested
to apply and not be deterred by previous denials or the application process
itself.

And while the committee continues to find organizations to
award money to, Meiter said she will continue working to beef up available
funds for the next cycle.

“It would be great to have no nos, and have all yeses in a
particular grant cycle,” Meiter said. “And maybe someday we'll get there.”

Hays High students earn state broadcasting awards

Many Kansas Republicans likely guffawed in disbelief when Governor Laura Kelly recently insisted she was “a major local-control advocate.” The image of Democrats as favoring big government programs, with Republicans fighting to keep government small and local, is deeply entrenched. The language of the state GOP, presenting Kelly’s emergency orders during the pandemic as examples of “one-size-fits-all” overreach, employs this stereotype expertly.

The truth, though, is more complicated. In Kansas, that complexity is further tangled up in the urban/rural divide, with the localities that the Republican majority in Topeka often seems most interested in defending being Kansas’s slowly emptying rural ones, and with attempts at self-governance in Kansas’s growing towns and cities seen as a threat. When Kansas Senator John Doll (R-Garden City) recently commented “I think we [in the legislature] just do so many things to curb the power of the municipal,” his frustration was justified.

This session included two clear examples of this dynamic. First, a bill to prevent Kansas cities and counties from acknowledging popular environmental concerns by banning or taxing plastic bags, which emerged mostly in response to the activism of concerned citizens in Wichita. Second, a bill to prevent Kansas cities and counties from responding to safety and health concerns by issuing municipal IDs to undocumented workers, which emerged mostly in response to a carefully negotiated ordinance passed in Wyandotte County. The vote was close in both cases (though closer in the first than the second), thus potentially allowing Governor Kelly, in contrast to the dominant Republican narrative, to use her veto pen in defense of localism.

Anyone who has spent time watching the patterns of Kansas politics through the frame of our population divide, and how that plays out in shaping the electoral interests of legislators, can’t find all this entirely surprising. Over the past decade and a half there have been many similar conflicts, with most Republican legislators consistently rebuffing the concerns and priorities voiced in Kansas’s (very slowly, but nonetheless surely) liberalizing urban areas. There have been state laws which overturned city efforts to keep their insurance costs low by preserving gun-free zones in municipal buildings, and state decisions which have blocked city efforts to lower or eliminate the criminal penalties attached to medical or recreational marijuana use.

Federalism has always been, and always will be, a messy area of American politics. Calls for “local control” have a mixed history on both sides of the political aisle, and are often more self-interested rather than morally principled. States with legislatures dominated by Democrats don’t necessarily have a better record when it comes to respecting urban democracy. Still, given that Kansas has a literal “Home Rule” provision written into its state constitution, a little more deference and consistency would be nice. (For example, Lawrence passed an ordinance motived by concerns similar to Wyandotte’s with no reaction from the legislature, suggesting that state opposition to local governance is more a matter of political timing than legal interpretation.)

While there is no chance of Kansas losing its historically rural reputation and character, the fact remains that the state’s economic development is mostly in the hands of those few urban parts of the state where the population is growing. The local governments there need a free (or at least a freerer) hand to respond to the interests and beliefs of their citizens. To treat urban Kansans’ efforts on behalf of public health, environmental stewardship, and civic life in the places they live with dismissive inconsistency is no way to keep Kansas’s sunflower blooming.

BUNKER HILL — Smoky Hills PBS has announced it will be bringing its Family Fun Day event to the Earth Day Celebration at the Great Bend Brit Spaugh Zoo on Saturday, April 23, from 11 a.m. to 2 p.m.&nbsp; Curious George will also be there.

The Family Fun Day event gives kids a chance to meet Curious George in person and take pictures with him. The first 500 kids that come to meet Curious George will receive a free bag of gifts from Smoky Hills PBS.&nbsp;&nbsp;

“Curious George is so excited to come celebrate Earth Day with the kids,” said Haley Gagnon, event coordinator for Smoky Hills PBS.&nbsp; “We are thrilled to be a part of this great event and look forward to being in Great Bend.”

The Great Bend Earth Day Celebration is presented by Rosewood E-cycle, Dairy Queen and the Great Bend Brit Spaugh Zoo. Booths will be set-up throughout the zoo with activities, a special meet and greet for zoo society members, keeper chats throughout the day, contests, and giveaways.&nbsp; Be sure to join in the fun to celebrate our amazing planet and learn how you can help!

Curious George and Smoky Hills PBS coming to Great Bend

THOMAS COUNTY—One person was injured in an accident just before 12:30a.m. Saturday in Thomas County.

The Kansas Highway Patrol reported a 1984 GMC Jimmy driven by Alan M. Dibble, 37, Colby, backed out of a shop on private property at&nbsp; 1710 S Country Club Drive.

The driver accelerated excessively and began traveling westbound for approximately 132 feet before overturning. One occupant was partially ejected out of the rear window.

EMS transported Dalton M. Ellis, 25, Colby, to Citizen's Medical Center.

Dibble and three passengers were not injured. The occupants of the vehicle were not wearing seat belts, according to the KHP.

Two Fort Hays State University student organizations are sponsoring a panel discussion next week. The “Living Through and Learning from COVID” discussion is set for 5:30 to 6:30 p.m. Tuesday. It is being sponsored by FHSU’s chapter of Psi Chi, the international honor society in psychology, and the Psychology Club.

The event, free and open to the public, will be available both on campus and through Zoom. The on-campus location is in the south study area of Forsyth Library. The online link over Zoom is&nbsp;<a href="https://fhsu.zoom.us/j/95652712611">https://fhsu.zoom.us/j/95652712611</a>.

The panel will address the social, psychological, and occupational effects of the COVID-19 pandemic. Experts and students will reflect on diverse experiences living through the pandemic and how we can grow and change through these experiences.

The panel moderator will be Ken Windholz, a clinical psychologist and a faculty member in FHSU’s Department of Psychology. Panel members will be Kaley Conner from High Plains Mental Health Center; Dr. Rachel Dolechek, FHSU professor of applied business and a COVID effects researcher; Will Stutterheim, assistant director of health and wellness at FHSU’s Kelly Center; Courtney Riggle, co-owner of Anhelo Massage; Kylie Jank, a graduate student studying clinical psychology and a COVID effects researcher; Taissa Carvalho Mick, a graduate student studying clinical psychology; and Leo Harzman, an undergrad psychology major.

Following are the types of questions the panelists will discuss:

• How did the adjustment from on-campus to online/hybrid learning affect the relationship/learning environment between instructors and students?

• How has it affected your overall performance as a professional or as a student? Motivation, procrastination, feelings of burnout, etc.

• What effect has COVID had on your personal stress levels and have you experienced/or are you experiencing burnout? How about your family/students/clients?

• Has COVID affected your social life? What impact has that had on you or others that are around you such as friends, students, faculty, or family members? Did you experience isolation from family and friends?

• How has COVID affected your compassion and empathy for others?

• Has COVID affected your work life? What impact has that had on you or others that you are around such as colleagues, students, faculty, friends, or family members?

• What does the research say regarding the effects of COVID on students and faculty?

• How did COVID change who you are as a person? What about others that you know?

• What are some ways we can psychologically cope with the stressors related to COVID (personal, professional, relational)?

Fort Hays State panel to discuss after-effects of COVID

The annual HaysMed Service Awards celebration is being held today in Hays. For the second year a drive thru event will be held at the hospital honoring the Associates who have reached milestones in their service at HaysMed.

The highlight of the celebration is the presentation of the Norman W. Jeter Humanitarian Award, the Sister Mary J. Mollison Nurse of the Year Award, the Vic Eddy, MD, Physician of the Year Award and the Advanced Practice Provider (APP) of the Year award.  These awards are the highest level of recognition that an Associate of HaysMed can receive.

The Norman W. Jeter Humanitarian Award recognizes an individual’s human kindness and dedication to medical excellence.  The award is being presented to Rosie Hammerschmidt, Food Services. 

Recipient of the Sr. Mary J. Mollison Nurse of the Year Award is Shanna Carrillo, RN.     This award honors a nurse who displays excellence in the areas of job knowledge and performance, quality improvements, self-development and participation in hospital and community affairs.  Carrillo is a nurse on the Surgical Unit.

The Vic Eddy, MD, Physician of the Year Award is being presented to Dr. Ross Buckles. The award recognizes a physician who displays a high level of clinical experience and an extraordinary dedication to improving healthcare delivery in the community. Buckles is a physician in the Pediatric Clinic.

Tara Roa, PA is receiving the Advanced Practice Provider of the Year award.  This award recognizes an advanced practice provider that supports the vison, mission and goals of HaysMed and serves as a role model and mentor encouraging productive relationships. Roa works at Medical Specialists.

HaysMed celebrates excellence at awards ceremony

COLBY — The Colby Community College volleyball program is hosting the inaugural Summer Jamboree tournament for middle and high school teams on June 25 and 26 at the Colby Event Center.

The entry fee is $300 for high school squads and $200 for middle school. Each high school team is guaranteed six matches and four guaranteed matches for middle school. A discount of $50 is given for each additional team from the same high school.&nbsp;

Easter sunrise service scheduled in Alton

UPDATE: An "all clear" of the Russell High School area was issued&nbsp; at 3:04 p.m. by the City of Russell. Normal traffic was allowed to resume.

On 04/08/2022 around 2:13 PM Russell County Dispatch received a phone call from “Mike John” claiming that there was a “black backpack located in Room #50 in the high school”.

 The caller further stated that “the backpack was covered in plastic and full of watches and wires.”  Officers from the Russell Police Department and deputies from the Russell County Sheriff’s Office responded to Russell High School.

 Building administration was advised of the alleged threat and immediately placed the school on lockdown. 

Although Russell High School doesn’t have a Room #50, the school was thoroughly searched for the safety of staff and students. 

 Russell High School was given the all clear at 3:01 PM and students and staff were allowed to resume their school day as no credible threat was found. 

  This incident appears to be another “swatting” incident, which unfortunately, are becoming more prevalent throughout the area and across the United States.

 The Russell Police Department will continue to investigate all.

RUSSELL—Just after 2:30 p.m. Friday, the City of Russell issued an alert to avoid the area surrounding Russell High School.

USD 407 Superintendent&nbsp;Shelly Swayne said the school had been put on lockdown after an anonymous threat was called in.

The 911 call indicated there was a suspicious black bag in room 50, Swayne said.

However, Russell High School does not have a room 50.

"We are going through our safety protocols to ensure the safety of our students and our community," Swayne said.

"All kids and staff are safe at this time," she said.

A former Fort Hays State University student athlete was found
guilty this week of sexually assaulting two women in 2019.

On Friday, Efe Osaghae, St. Louis, pleaded guilty in Ellis
County District Court to two counts of aggravated sexual battery after
reaching a plea agreement with the Ellis County Attorney’s office.

Osaghae, a former member of both the Fort Hays State men’s
soccer team and wrestling team, initially was charged with five felony counts including
rape and aggravated criminal sodomy after being accused of entering the on-campus residence of a
19-year-old woman on Dec. 8, 2018, and assaulting her.

During the investigation into the initial incident, a second
victim was identified.

In exchange for a guilty plea to two counts of aggravated
sexual battery, the state agreed to drop the rape, aggravated criminal sodomy
and aggravated burglary charges.

sentence of between 31 and 136 months in prison.Because Osaghae’s criminal history is expected to be the lowest
possible level, 23rd District Judge Glenn Braun said during Friday’s
hearing that Osaghae faces between 32 and 36 months in prison for each count.Ellis County Attorney Robert Anderson said in court filings
that the state will be requesting a 68-month prison sentence.Sentencing in the case is scheduled is expected to be set
for later this spring.
