TOPEKA — “We were alarmed and saddened to hear of three domestic-violence related homicides and a suicide within the first weeks of the new year in Kansas,” said KCSDV Executive Director Joyce Grover.

These Kansas deaths&nbsp;included three in Larned and one in El Dorado. In 2020, 34 Kansans were killed in domestic violence incidents.

“These are lives lost too soon. They are people someone knew and loved," she said.&nbsp; “The&nbsp;needless&nbsp;loss of life is distressing and is something our coalition members work every day to prevent and eliminate. We know that&nbsp;incidents of sexual and domestic violence are underreported. While much work is being done statewide by victim advocates&nbsp;and other allies&nbsp;to reach out to victims and assure resources are available across the state, there are still many victims who never tell anyone about abuse and violence inflicted upon them.

“For every survivor who reaches out for services, there are countless others who aren’t receiving services&nbsp;or don’t know that services are available.&nbsp;And, for those who are attempting to leave their abusers, they are&nbsp;often&nbsp;facing increased risks for violence, including murder,” Grover added.

Coalition speaks out after three domestic-violence deaths open 2022

As the 2022 legislative session kicks off this week all eyes are on Topeka. It’s an election year and the issues tackled this session will have a huge impact on the midterm results.

Last session, the legislature followed several other Republican-led legislatures across the country in passing restrictive voting laws. Most notable of these laws included restricting voter registration drives and limiting the number of ballots an individual can bring to the polls on behalf of someone else.

GOP lawmakers seem poised to once again take up legislation that would make it harder for Kansans to vote. Secretary of State Scott Schwab has also said he’ll once again be pushing bills that create extra hurdles, including shortening the period of time county election officers have to wait before removing inactive voters from the voter rolls.&nbsp;

Such laws have been introduced and passed in the name of “election integrity."

Of course, election integrity is important. It’s essential to democracy. However, extensive research shows that election fraud is extremely rare — 0.0003% according to the Brennan Center for Justice.

Most issues reported as voter fraud are actually voter or administrative error. Voter impersonation is virtually nonexistent and there is no evidence of large numbers of people voting illegally.

Previously, the Kansas legislature had expanded Secretary of State power to investigate fraudulent voting. As a result, Kris Kobach gained national attention for his diatribe against voter fraud in our state. However, even the former Secretary of State, who at the time claimed he had proof of over 100 cases of non-citizens voting illegally, was unable to find widespread voter fraud.

Kobach’s investigation resulted in thirteen prosecuted cases of voter fraud, only one of which was by a non-citizen. In the remaining twelve cases, registered citizens had cast two ballots in two different states during the same election. He expanded his investigation to the entire United States and found only 14 cases of fraudulent voting among the 84 million votes reviewed.

According to the voter fraud database collected by the Heritage Foundation, a conservative think tank, there were zero cases of voter fraud in Kansas in 2020 and only one in 2021 — former Republican Congressman Steve Watkins was charged with false voter registration.

False allegations of fraudulent voting have consistently been repeated despite no evidence to support these claims. This has made it harder for eligible Kansans to participate in elections and has undermined free and fair access to the ballot box.

These strict voting rules also make voting disproportionately difficult for communities of color and other marginalized groups —the poor, the less educated, those who have criminal records, and those who are new to the voting process like young people and new immigrants.&nbsp;

One pillar of democracy is the holding of free and fair elections that allow voters to choose their representatives. But voter suppression laws shift that power and allow for representatives to choose their voters by creating more barriers to the ballot box, especially among underrepresented groups.

The legislature would better serve Kansans by not focusing their limited time and resources on repeatedly addressing voter fraud when it is virtually nonexistent and instead focusing on issues that would contribute to bettering Kansans’ quality of life, like COVID-19 response, Medicaid expansion, and the elimination of the grocery tax, just to name a few.

Kansas Farm Bureau to honor tradition, heritage of family farms

Saturday evening, the Friends of the Hays Public Library is
set to host their annual meeting. 

The organization seeks to increase its membership
and community involvement, so the event is free and open to the public.

The meeting is set to take place from 6:30 p.m. to 8 p.m. at
the library.

“This year, they're going to do make it more special,” said Hays
Public Marketing Coordinator Callie Kolacny. You don't have to be a member of
the friends organization to attend this. They really want to get the word out
about the friends and possibly get some new members.”

Following a short meeting, wine, cheese and music will be
available, allowing attendees to learn about the group at their leisure.

“So it'll just be a nice social gathering. You can find out
more about the organization, which really is huge,” Kolacny said. “The
organization is very important to the library. … They have volunteer work, they
have the bookstore that they manage, they do those book exchanges, they do a
lot of work for the library — and a lot of it is behind-the-scenes work.

“They help just really raise funds for the library, because
all of the funds that go into the book exchanges and the bookstore, all of that
money goes back into the library in some way or another.”

She said a recent example of the benefits from the organization
is the addition of the Bookmobile and the full remodel.

It is also an inclusive group including people of a variety
of ages and backgrounds.

For those members, there are benefits as well, like early
access to book sales and discounts.

“There's a wide variety of things that you can do as a
member of the friends organization,” Kolacny said. “And you can be a member
for as little as $5 a year There's a variety of levels for the friend’s
organization to be part of it, you can do a lifetime membership, you can do
different, as I said different levels, depending on what you're comfortable with.

“And yes, this $5, it doesn't seem like a lot, but it does
benefit the friends organization which in turn benefits the library,” Kolacny
said. “So it is a great way to support the library without having to
maybe spend a whole lot of time or money either way. But you're still giving
something to the library.”

🎙Friends of the Hays Public Library invites public to annual meeting

The Hays USD 489 school district heard a report on a community survey on facilities at its work session on Monday.

Superintendent Ron Wilson said he thought two themes worth noting were 70 percent of respondents said USD 489 is not keeping pace with other districts in terms of facilities.

Seventy percent also said an investment in school facilities is needed in order for Hays schools to continue to grow.

The district received about 900 responses from the community-wide survey with responses coming from a combination of parents, grandparents, district staff and taxpayers.

A majority of respondents — 55.7 percent said they thought USD 489 facilities did not meet the education needs of students.

Sixty-six percent of respondents said they did not think the current facilities met the future needs of students, and 76.8 percent of respondents said the facilities were not sufficiently updated or modernized.

The survey also asked several questions about the learning needs of students, and 84.6 percent of respondents said the learning needs of students are different today than they were when many of the district's facilities were built.

Several questions asked about how important the respondents thought school facilities were to the future success of Hays as a whole.

Just over 81 percent of survey respondents said the making a significant investment in schools is a critical priority for the community. Eighty-two percent said an investment in facilities was needed to help ensure people choose Hays to raise a family, and 71 percent of respondents said they thought improvements in schools was needed to maintain and grow home values.

The community was more split on what improvements should be made at district schools.

The district has floated three major plans for a possible bond issue. Each includes building a new school, either a high school, middle school or elementary school.

Just less than 63 percent of respondents said they favored building a new high school and renovating the high school into a middle school. This was the bond option that received the most support.

Building a new Hays High auditorium also received significant support as did adding adequate space to all schools.

Only 27 percent of survey respondents supported building a new middle school. Multiple concerns arose in the open comments on the survey about the consolidation of two or more of the elementary schools into a larger school.

Corey Barenbrugge with Community Link, which collected the survey data for the district, said the comments from the survey were very constructive and there was a general agreement improvements needed to be made.

Survey respondents said they thought available funding to upgrade facilities continues to be one of USD 489's biggest challenges along with its aging facilities.

Board Vice President Craig Pallister said he thought DLR, the district's architect, has been doing a good job of letting the community drive the contents of the bond issue.

Stephanie Meyer of DLR said, "Every meeting we've had, I've really stressed that DLR is here to be a facilitator for your community. We are not here to set what your scope is. We are here to provide the expertise to make that happen."

The district will have one more vision meeting at 5:30 p.m. Wednesday, Jan. 19, at the Rockwell Administration Center. 

District officials' goal is for the committee to finalize the bond scope at that meeting. If that is achieved, members of that committee will present a plan to the school board at its meeting Jan 24.

The board has released a second bond survey asking about the specific scope of the bond. That can be found on the <a href="https://www.surveymonkey.com/r/HAYS489_2">district website</a> or any&nbsp; of the district's social media platforms.

The school board could consider a final bond proposal at its work session on Feb. 7. Once the board has decided what projects it wants to include in a bond issue, it then must decide how it will fund them.

District officials hope to set a vote on the bond before the end of school year, possibly Tuesday, May 10, Wilson said.

Majority of USD 489 bond survey respondents in favor of upgrades

TOPEKA — Dec. 15, 2021, was just 
another day for Chris Pelton, a rancher living in Paradise, but in a 
matter of hours a ravenous wildfire flipped his life, home and 
livelihood upside down.

Pelton, who also serves as a volunteer firefighter, said he smelled 
smoke about lunchtime that day. Despite his best efforts to protect his 
home by flooding his lawn, by the time he and his wife returned at 6 
a.m. the next morning, the house and ranch were gone, and a third of 
their cattle were dead.

But life remained and provided Pelton with hope. The ranch dog, 
Archie had survived, huddled in the seat of an all-terrain vehicle. Now,
 Pelton is pleading with legislators to provide hope and financial 
relief to ranchers affected by the <a target="_blank" href="https://kansasreflector.com/2021/12/20/ball-of-rolling-fire-and-smoke-wildfires-rip-through-north-central-kansas/">wildfires in north-central Kansas</a>.

“Ranchers are a breed of people who are there to help others but hate
 asking for help themselves. I am one of those people,” Peloton said. 
“Today, I stand before you broken, everything I have worked for burned 
by flames, but humbled knowing that I have to ask for help. Kansas 
ranchers are strong, but we need your help.”

A bill approved Thursday by the Senate Assessment and Taxation 
Committee would provide relief through a tax exemption on any equipment 
purchased after Jan. 1 used to repair or replace any fencing destroyed 
by the wildfire. The land must be agricultural in nature.

In a House hearing on a similar bill, the Department of Revenue 
reported the December wildfires burned more than 160,000 acres across 12
 counties. That would equate to about 1,600 miles of fencing needing 
replacement.

According to department estimates, the state would not receive about $1.4 million if legislators approve the exemption.

Sen. Elaine Bowers, a Concordia Republican who worked on the bill, 
said the measure was nearly identical to a bill passed in 2017 in the 
wake of the Starbuck Fire. However, this piece of legislation would seek
 to create a more permanent aid mechanism without legislative 
re-authorization.

“Our main purpose was not to have this expire, so we could just pick 
up with the next firestorm, because it is not an if but a when,” Bowers 
said.

The committee added an amendment that would allow the owner of an 
agricultural or commercial building in an area where the governor has 
declared a disaster to apply to county commissioners for a one-year 
property tax abatement. Sen. Caryn Tyson, chairwoman of the Senate 
Assessment and Taxation, said similar measures have passed the Senate 
with minimal opposition in past years.

“Currently, (county commissioners) only have an option to exempt 
homes during an emergency or natural disaster,” the Parker Republican 
said. “This amendment would expand the bill to allow current, existing 
language where they can exempt the home, but they can also have the 
option of exempting any agriculture or commercial buildings from 
property tax.”

Some senators expressed concern the property tax measure could affect school financing through the 20-mill property tax levy.

There was no testimony opposing the bill. The House Taxation Committee plans to work and vote on the bill next week.

“The cost of replacing fences is not covered by insurance, and this 
unexpected expense can be difficult for farmers and ranchers to assume 
when fencing costs can reach well over $10,000 per mile,” said Richard 
Felts, president of the Kansas Farm Bureau. “This bill is drafted in a 
manner to help others affected by similar disasters in the future, which
 is good public policy and will allow those affected by these types of 
natural disasters to know that this tax relief is available.”

matter of hours a ravenous wildfire flipped his life, home and 
livelihood upside down.Pelton, who also serves as a volunteer firefighter, said he smelled 
smoke about lunchtime that day. Despite his best efforts to protect his 
home by flooding his lawn, by the time he and his wife returned at 6 
a.m. the next morning, the house and ranch were gone, and a third of 
their cattle were dead.But life remained and provided Pelton with hope. The ranch dog, 
Archie had survived, huddled in the seat of an all-terrain vehicle. Now,
 Pelton is pleading with legislators to provide hope and financial 
relief to ranchers affected by the <a target="_blank" href="https://kansasreflector.com/2021/12/20/ball-of-rolling-fire-and-smoke-wildfires-rip-through-north-central-kansas/">wildfires in north-central Kansas</a>.“Ranchers are a breed of people who are there to help others but hate

Kansas ranchers plead for tax relief after devastating wildfire

A month after wildfires ravaged northwest Kansas, High Plains Mental Health is urging those affected to continue to care for their mental health.

The effects of a traumatic event, such as a wildfire, can last days, weeks or longer after the event happens, said Kaley Conner, High Plains Mental Health director of marketing.

"Mental health care is health care," she said. "It's no different than seeing your physician for high blood pressure or for asthma. There's no shame in reaching out and seeking mental health care because your brain is such an important part of your body."

David Anderson, High Plains director of clinical programs, said how a person responds to a trauma depends greatly on the individual. 

"Sometimes people get through events like that, and they have very good support systems and have really good coping strategies. The impact on them may not be as significant as other folks. 

"It's not just the event. It's the cumulative impact. If in addition to something like that, the person has also losses in their life that are outside that event. This may be a tipping point or the proverbial straw that broke the camel's back."

To remain physically and mentally healthy in the wake of a traumatic event, Conner and Anderson offered the following tips.

-	Talk to others and share your feelings openly and honestly. Effective communication and “venting” can be helpful.

-	To the extent possible, take good care of yourself by eating healthy, exercising regularly and try to get an appropriate amount of sleep (ideally, at least seven hours per night).

-	Try to make time for activities you find relaxing and enjoyable, such as spending time with family, spending time in nature, taking a walk, going fishing, watching a good movie, etc. The possibilities are endless, but it should be a healthy activity that you enjoy.

-	During this difficult time, it’s helpful to keep your life as routine as possible. Focus on areas you can control, such as when you go to bed, when you wake up, when you eat dinner, etc. Having some predictability in your routines and patterns can help provide some sense of stability in uncertain times.

- Avoid turning to alcohol or drugs (including excessive caffeine) as a way to cope through the difficult times and painful emotions.

Conner said there are also clues that might indicate someone may need to seek professional help to deal with mental repercussions of the trauma.

She said if a person is having difficulty with the four Ls — live, love, laugh and learn — it may be time to seek help. 

"It is not uncommon after a traumatic event to experience a variety of symptoms," she said. "They can be emotional symptoms, physical symptoms, but the symptoms are so severe that they are affecting the person's ability to enjoy life (live), to love, to laugh, to learn. It's affecting work and school and it's impacting the quality of their life. It might be time to definitely reach out and seek professional help."

Anderson said people often don't realize that a significant change in sleep patterns may be connected to a mental health issue. This can mean people are having difficulty getting to sleep, staying asleep or sleeping more than normal.

Other physical symptoms may include stomach ache, disturbance in appetite, diarrhea/vomiting, feeling weak, chills, sweating, dizziness, fatigue, difficulty breathing, rapid heart rate, elevated blood  pressure, muscle tremors, headache, nightmares and grinding teeth.

It can be difficult to determine if certain physical symptoms are due to a physical health condition or mental distress. If you are experiencing these symptoms, see a primary health care provider for evaluation. 

Anderson said if a person suddenly is struggling with basic functions like getting up and going to work or school, he or she may need help.

Other symptoms of a mental health disruption may include the following:

Emotional: Anger, anxiety, fear, guilt, grief, denial, sadness, depression, uncertainty, over-sensitivity, irritability, frustration, emotional shock or numbing, and (rarely) severe panic or amnesia of the event.

Behavioral: Feeling jittery, startling easily, hyper vigilance, social withdrawal, changes in typical behavior, loss of interest in activities and hobbies, emotional outbursts, avoidance of thoughts/situations related to the event, feeling overly suspicious, change in sexual function.

Cognitive: Confusion, difficulty remembering or making decisions, flashbacks, nightmares, preoccupation with the event, intrusive thoughts or images.

Conner said another indicator may be how long the symptoms last. If your symptoms persist four weeks or longer after an event, it might be time to seek care.

In extreme cases in which a person's life was threatened, that person can develop post traumatic stress disorder. Anderson said they did hear instances of people who were stuck in vehicles and had to be rescued from the fires.

"We also heard tragic stories of people who had to shoot their livestock because they were hurt beyond the ability of veterinarians to care for," Anderson said. "I can't imagine personally what that must be like to work so hard to raise livestock and then have to go out and do that yourself."

Signs of PTSD can be reliving experiences, preoccupation with the traumatic event and heightened responses to triggers. 

An event that affects the whole community

Anderson said the communities affected by the fires have pulled together to help fire victims.

"The community itself has become a giant resource for one another," he said. "In a lot of events where we see difficult things, when the community pulls together, you have really tremendous impact on individuals."

Friends and family members can help by watching for warning signs among their loved ones and bringing worrying symptoms to the attention of those individuals, Conner said.

"When they get concerned, it's really important to ask about those things and try to engage that person in a conversation," she said, "rather than ignoring the symptoms and pretending that everything's OK. 

"It's important to address the situation head on in a kind and compassionate way and say, 'I'm concerned about you.' "

Being a good listener without being judgmental, not forcing advice and suggesting professional mental health care if needed can also be helpful, Conner said.

Sharing experiences can also be helpful, Anderson said.

"When people feel comfortable about talking about things and how it impacts them, it often frees other people to acknowledge what they're struggling with," Anderson said.

"If someone says, 'I don't know how you're doing, but for me, this has really been hard. I've had trouble.' and then talk about that. It opens the door for people."

High Plains Mental Health provides services in a 20-county area of northwest Kansas. Services are offered through full-time offices, satellite sites, as well as telehealth appointments via Zoom.

Anderson said telehealth allows a farmer or rancher to connect to services via a smart phone from their field or tractor instead of losing a half day traveling into town for an appointment.

A sliding-fee scale is available for qualifying clients who are uninsured or underinsured.

High Plains has a 24/7 crisis line, which can be accessed at 1-800-432-0333. The national Suicide Prevention Lifeline can be reached at 1-800-273-8255 or text 741741.

Critical Incident Stress Management services are available to agencies within the center's 20 counties at no cost to provide initial trauma de-briefing following catastrophic events. This service is often provided to first responders who have had to deal with traumatic events and disasters.

Rural fire fighters are usually volunteers and are often responding to emergencies for people who they know, Anderson said.

Professionals urge fire victims to seek help if emotional distress continues

In Tuesday’s State of the State Address in Topeka, Gov. Laura Kelly made several proposals in her budget request for the coming year.&nbsp; Fort Hays State University President Tisa Mason issued a statement, thanking Gov. Kelly for her forward thinking.

WICHITA – The four Farm Credit Associations of Kansas, Oklahoma AgCredit, Premier Farm Credit, Farm Credit of Southern Colorado and CoBank announced their donation of $141,000 to the Kansas Livestock Foundation to aid rebuilding efforts following the recent wildfires in Central and Western Kansas.

“Our thoughts and prayers are with those impacted by these wildfires, including our customers that lost livestock, homes, feed, equipment, fence and more,” said Kevin Swayne, president and CEO, High Plains Farm Credit. “Our Farm Credit partners appreciate the Kansas Livestock Foundation’s outreach to those in need. What gas is odorless, colorless, and tasteless, but is cited as the leading cause of lung cancer in non-smokers? If you guessed radon you are absolutely right.&nbsp; January is noted as Radon Action Awareness Month so it is the perfect time to share up-to-date information on this important topic.

Radon surveys show that 6 percent of homes in the U.S. have average concentrations above the recommended maximum level. However, the Kansas survey demonstrated that one in four homes were high. This information is provided by Bruce Snead, K-State Research and Extension residential energy specialist.

So how does this cancer causing gas enter a house? The most common way is it can seep from the soil beneath the foundation through cracks or joints. Another factor, soil porosity, under and around the basement or foundation, also affects the radon levels in homes and public buildings. &nbsp;

Detection of radon is relatively simple. We recommend purchasing a short term radon detection kit. We have these available at both of our Cottonwood District offices, (Great Bend and Hays). The kits cost $6.50 and we have a good supply available for purchase. Radon tests may also be found at hardware stores and on the Internet, usually for $25 or less.

Testing is important, because it is the only way to tell how much of the gas is present. We advise people to test in the lowest level where they spend time, such as a bedroom, living or family room. Avoid testing in a kitchen or bathroom, since the higher humidity in those areas can alter the test results. The testing device needs to be at least 20 inches above the floor and be left in place for two to five days. The goal is to measure the potential for elevated concentrations that come from the soil beneath the home’s foundation.&nbsp;

If the initial test result is 4 pico curies per liter of air or higher, a follow-up test is recommended. If you find that you need to contact a contractor to help mitigate radon, give me a call. I have an up to date list of certified mitigation technicians and laboratories providing services in Kansas. Certification through the Kansas Department of Health and Environment for radon professionals was required starting in July 2011.

In Kansas, since July 1, 2009, residential real estate contracts must contain a specific paragraph recommending radon testing in real estate transactions and disclosure of test results. There are, however, currently no laws requiring such tests or mitigation of high levels of radon. &nbsp;

Consider testing your home soon. The cost of the test kit is a small price to pay for the peace of mind knowing the radon level in your home.

KRUG: Time to test for radon

SHERMAN COUNTY —One person was injured in an accident just before 12:30p.m. Friday in Sherman County.

The Kansas Highway Patrol reported a 2000 Ford F350 pulling a trailer and driven by&nbsp; Andrew Parks, 58, Littleton, Colorado, was eastbound on Interstate 70 just east of County Road 11.

The driver lost control due to the wind. The pickup rolled onto its side and disconnect from its trailer. 

The pickup then slid into the passing lane and into the path of an eastbound semi while its trailer blocked both lanes of eastbound I-70. The semi struck the pickup making the pickup roll onto its roof. The semi lost control and drove through the guard rail into the south ditch.

EMS transported Parks and two adult passengers to the hospital in Goodland for treatment of minor injuries.&nbsp; The KHP had incomplete seat belt usage information.

3 hospitalized after pickup crash due to high winds on I-70

The Kansas Department of Health and Environment on Friday reported 113 new COVID-19 cases in Ellis County had been identified since Wednesday.

There have been 641 new coronavirus cases reported in Ellis County in January.&nbsp;

Hays USD 489 announced this morning that all schools in the district will require all students and staff to wear masks.

This also will include all school activities. 

Based on the current active COVID cases in the schools, the district has moved to level 5 on its COVID mitigation scale.

The new masking requirements will take affect on Monday and last at least two weeks. Monday is a scheduled teacher in-service days. Students will return to school on Tuesday.

"Cases are reviewed weekly and the plan is adjusted based upon the number of positive tests. Once positive tests reduce, we can move back down to a lower level of mitigation," the district said in a communication Friday with parents and guardians.

Hays USD 489 to require masks in all schools starting Monday

BARTON COUNTY—A Kansas man died in an accident just before 12:30p.m. Thursday in Barton County.

A 2005 Mack truck configured as a water hauler and driven by&nbsp;Eric Steinert, 36, rural Russell County was southbound on 130 Northeast Avenue, according to Barton County Sheriff Brian Bellendir.

A 1995 Peterbilt semi  loaded with a Kenworth truck-tractor driven by David Wirth, 66, of rural Ellinwood was westbound on Northeast 70th Road.&nbsp; The two vehicles collided at the intersection, according to Bellendir.

Wirth was transported to the Great Bend hospital by Claflin EMS with non-life-threatening injuries. He was treated and released.The fire traveled down the ditch on both sides of the roadway setting fire to two fields and multiple round bales of hay that were approximately one-quarter mile away. The Claflin Fire Department was able to bring the blaze under control.
