If you are walking, or doing some other type of activity, and adding strengthening/ stretching exercises at least twice a week, you probably have noticed that many of your daily activities are easier, that you have more stamina and endurance, and you feel stronger.

So, what happens if you hit the “pause” button on your physical activity routine? It depends. 

Most participants likely fall into the category of a recreational exerciser and it would take 2 to 4 weeks of inactivity before you see real change in your fitness level. If you stop exercising, the first change you will notice is a decline in your aerobic fitness. You’ll notice that you get out of breath more quickly when climbing stairs or walking longer distances. While cardio conditioning falls faster than strength, it is easier to regain.

It is also important to remember that taking time off from exercise occasionally can be a good thing, and a good exercise routine includes rest days. The effect of inactivity on your muscle strength and endurance will be slight during the first few weeks. After that, your muscles will not feel as firm and you will notice a decline in muscle strength.

The effect inactivity has on your waistline is based on input and output. When you exercise, you burn more calories to avoid weight gain. 

Other factors play a role in how quickly you lose health benefits after you stop exercising. When comparing adults who were either 20 to 30 years old or 65 to 75 years old, the older adults lost fitness gains almost twice as fast as the younger set. 

The good news is that if you have fallen out of your activity routine, you can regain fitness and health benefits simply by being active again.

The Walk Kansas program is designed to be a catalyst for change — to nudge you to be more active for at least 8 weeks, whether you are active now or not. Hopefully, you have experienced how much better you feel when you are more active every day.

This feeling of improved health is called “intrinsic” motivation. Because you feel better, you are motivated to continue a more active lifestyle. Your motivation to be active is internal (how you feel) rather than external (motivated by prizes or things). Internal motivation is much more powerful, and the lifestyle changes you make, as a result, will last longer.

However, sometimes life gets in the way! So have a Plan B! 

There will always be days when your plans for getting physical activity will be challenged. Some of these will be unexpected and others you might be able to anticipate, such as schedule changes, weather, lack of time, etc.

For obstacles you can anticipate, have a Plan B ready before you encounter them. This will increase the likelihood that you will overcome these barriers successfully. If lack of time is a problem, take several 5 to 10 minutes walks throughout the day, wake up early to exercise, or combine physical activity with household tasks.&nbsp;If weather spoils your plan, identify indoor spaces where you can be active or do a no-equipment workout at home.

The same approach can be used to prevent a relapse where you return to old inactive habits. 

The first step is planning for it, because at some point you will experience a relapse. If you have a bad day or bad week, remember that lapses are normal, and having a short period of missed activity does not erase all your progress. Focus on the big picture and think about all of the progress you have already made, then get back on track with the activities you enjoy.

Again, be ready with your Plan B by answering these questions: What two steps can I take to get back on track immediately after a lapse? What positive thoughts will I use to help me get back on track? How will I reward myself once I get back on track?

Three-day weather outlook

On Sunday, February 2, 4-H members across Barton County gathered to showcase their communication skills at 4-H Club Day.

Communication skills are necessary for everyone in every job. Our littlest 4-H members start out by presenting “Show and Share” with the goal of being able to look the judge in the eye and talk.

As they get a little older, they have the opportunity to develop and present demonstrations which show how to do something or illustrated talks which tells how something is done. These involve prepare materials, an outline, and visual aids. As timed events, it is also important to learn to manage your time well.

Older 4-H members expand their presentation skills by adding public speaking and extemporaneous speaking to the demonstrations and illustrated talk options. 

Public speaking is excellent practice for a lifetime of presentations whether that is used at work, on a board, or with a civic organization. 

Extemporaneous speaking is probably one of the toughest categories. Participants have ten minutes to draw from a selection of topics, prepare their thoughts, and record their main points on a single notecard. It challenges youth to quickly organize their thoughts and confidently present their topic. 

Another event for our older 4-H members is application, resume, and interview. In this very real-world practice, participants turn in an application for one of four age-appropriate jobs with their resume and cover letter. The judge has the opportunity to review these documents prior to Club Day and then interviews the candidate as part of the event. The youth receive feedback on all aspects of their application and interview.

In addition to speaking opportunities, many clubs will work together to present a club skit. Teamwork, organization, and planning are all important skills as the club coordinates to showcase their members in a fun and inventive way.

One of the most challenging club events is the model meeting. 4-H clubs learn and practice parliamentary procedure at each meeting and the model meeting event gives them a place to show what they know. They must provide an agenda to the judge prior to the meeting and secretary minutes immediately following.&nbsp;There are requirements as to the number of motions that must be included. This is a great life skill for anyone who will sit on a board or committee.

Also included in 4-H Club Day is the opportunity for 4-H members to present music, dance, and talent numbers.

In all cases, these are performed before a judge who provides feedback in addition to a ribbon placing. This consultative judging is a regular part of 4-H learning.

Cottonwood-Barton 4-H participates in a regional contest so qualifiers from most categories are eligible to present at the next level with the best of seven other counties. Regional Club Day will occur on March 14 in Great Bend.

Those who receive top placings at County 4-H Club Day also have the opportunity to present their project talk, demonstration or illustrated talk, or reading at the Kansas State Fair. For 2025, public speaking has been added with a set topic for all participants.

 If you ever walk through the 4-H Centennial Hall building at State Fair, you may have seen youth from across the state presenting on one of two stages.

Practicing the life skills of communication, organization, and planning are really the WHY behind 4-H Club Day. Poise, confidence, and self-assurance grow every time a presentation is given. Be on the lookout for these young leaders and their growing communication skills!

The city of Hays has declared a Phase 1 Winter Storm Traffic Emergency, effective immediately, as a winter storm is expected to significantly impact the region.

City crews are actively working to clear Emergency Snow Routes, and residents are urged to avoid travel unless necessary.

Under the declared emergency, parking on designated Emergency Snow Routes is prohibited.

Vehicles left on these routes may be subject to towing at the owner's expense to allow for efficient snow removal operations.

The city’s priority remains maintaining open and passable primary roads for emergency responders and essential travel.

The winter storm is expected to bring heavy snowfall, creating hazardous driving conditions.

Residents are advised to use caution, monitor weather updates, and allow additional travel time if driving is unavoidable.

Due to staffing and equipment limitations, residential streets are generally not plowed, per city policy. However, exceptions will be considered as needed and appropriate.

City officials will continue to provide updates on snow removal efforts through official social media channels and local news outlets.

Those with questions regarding snow routes or road conditions can contact the Hays Police Department at 785-625-1011 or the Hays Public Works Department at 785-628-7350.

Snow is expected in Hays mainly after 11 p.m., but some patchy blowing snow after 9 p.m. The low in Hays is forecast at -4. The wind chill values are forecast to reach as low as -20. Snow accumulation is forecast to be 3 to 5 inches, according to the National Weather Service.

The snow will continue in Hays until about 3 p.m. Tuesday. The high is forecast to be 3 with wind chills as low as -24 Tuesday. Further snow accumulation is forecast to be 1 to 3 inches on Tuesday.

The forecast calls for a 40 percent chance of snow Tuesday night, with a low around -7. Wind chill values will be as low as -23.

The extreme cold warning will continue through noon Thursday.&nbsp;

The high for Wednesday is forecast to be 6, with an overnight low of -13. The high for Thursday is forecast to be 9, with an overnight low of -6.&nbsp;

Friday's high is forecast to be 23, with above-freezing temps to return by the weekend.

Snow in Hays to start tonight; extreme cold warning through Thursday

The city of Hays is making preparations ahead of a significant winter storm expected to impact the area beginning Monday night and continuing through Tuesday.

Residents are urged to take necessary precautions as snow, strong winds, and dangerously cold temperatures are forecast to create hazardous conditions.

According to the&nbsp;National Weather Service in Dodge City, snow is projected to move into the region late Monday, with the heaviest accumulation likely along the I-70 corridor through early Tuesday morning. 

The storm will also bring an arctic air mass, resulting in dangerously low wind chills through early Thursday.

Strong winds may contribute to blowing snow and reduced visibility, making travel difficult.

City of Hays preparing for incoming winter storm

The Ellis County Public Works director will discuss plans for road repairs and improvements on 48th Street, Vineyard Road and Commerce Parkway during the Ellis County Commission meeting at 8:30 a.m. Tuesday.

Public Works Director Brendan Mackay will present the 48th Street repairs, which involve milling the existing asphalt and applying hot mix asphalt layers. The Vineyard Road and Commerce Parkway improvements focus on upgrading the surface from gravel and sand to asphalt.

The commissioners must approve the project by authorizing staff to proceed with Bettis Asphalt &amp; Construction, allowing construction to begin in August.

Traffic lights at Canterbury Drive and Old Highway 40 intersection

Commissioner Neal Younger requested a review of the turn signals at the Highway 40 and Canterbury Drive intersection. The recently installed westbound traffic pole includes extra wiring to potentially add left-turn signals in the future.

The request for a left-turn signal is driven by the expected increase in northbound traffic on Canterbury Drive once the new high school is completed.

Public Works Director Brendan Mackay will evaluate whether to proceed with the installation or keep the existing setup.

County Administrator Darin Myers will request approval from the county commissioners to sell a list of items through Purplewave, an online auction platform.

The items consist of fleet management program vehicles and miscellaneous equipment that various departments no longer use.

Proceeds will support the fleet management program and be allocated to each department's non-budgeted revenue fund.

Ellis County Fire Department truck modifications

Myers will also request approval to upgrade two fire brush trucks by transferring their utility bodies onto new Ford F-550 chassis.

One truck will be assigned to Victoria and the other to Ellis. Additional upgrades include a new LED emergency lighting system, a replacement front bumper, and the installation of a new radio and siren system.

Weed Control Supervisor Gary Haas will seek approval for the annual report, which provides an overview of the county's weed control efforts, including financial data, weed surveys and herbicide applications.

The commissioners must also approve the 2025 management plan, which outlines the county's strategy for controlling noxious weeds for the following year.

Amanda Rupp of the Ellis County Historical Society and Craig Poe, executive director of High Plains Mental Health, will also update the county commission on their respective organizations.

Ellis County Commission to hear 48th Street repair plans

U.S. crude production last week reached the top ten.&nbsp; 

The Energy Information Administration (EIA) reported average output of 13,494,000 barrels per day, an increase of 16,000 daily barrels from a week earlier. That's the biggest weekly tally since December, and the ninth biggest ever. Four-week average output and cumulative annual production both top 13.4 million barrels a day. Each is up about three percent from a year ago.

EIA reported commercial crude stockpiles rose 4.1 million barrels from a week ago and are four percent below the five-year seasonal average at just under 428 million barrels.

Crude prices are hovering in a tight trading range, with the benchmarks dropping a few cents on Friday heading toward a weekly loss of a few pennies a barrel.&nbsp; New York crude offers dipped below $71 per barrel.&nbsp; Brent crude dropped under $75 in London.

The government continues to refill the Strategic Petroleum Reserves, and continues to amass huge savings for the U.S. Treasury. The Energy Department took delivery of 200,000 barrels last week at prices $15 cheaper than what we sold it for two years ago. That's a three million dollar profit this week and $468 million since refill operations resumed last April.

Weekly exploration data in Kansas points to another down year on the production side.&nbsp; Independent Oil and Gas Service notes 25 new well-completion reports last week, with 15 in western Kansas including one in Barton County, two in Ellis County and two in Russell County.&nbsp; That's 168 new well-completions so far this year, compared to 250 at this time last year. 

Overall, drilling activity in Kansas is down about 32% from same period last year. Kansas regulators okayed 15 new drilling permits, with five in western Kansas. That's 81 new permits so far this year, which is less than half the tally a year ago.

The Kansas Rig Count from Independent Oil and Gas Service shows a total of 15 active drilling rigs in Kansas. There are eight in the western half of the state, which is up one from a week ago, and seven in eastern Kansas, which is down one. Operators were moving in rotary tools to spud a new well in Barton County.

The Rotary Rig Count from Baker Hughes is up one oil rig and one gas rig for a total of 588 active rigs. The count in Texas is up two rigs. Utah is up one. The tallies in North Dakota and Louisiana are each down one rig.

The number-three crude oil producing state in the country reports some mixed results. North Dakota's crude output increased slightly in December, on the heels of a spike of 11% the month before. The Department of Mineral Resources reported a daily average just under 1.2 million barrels a day, which is down slightly from the shorter month in November. 

Natural gas production was down nearly three percent, and the state's closely watched gas-capture rate dropped to 94%. Rig counts dropped four rigs in the last three months to 33 active rigs by February 13. DMR reports on ongoing decline in well-completions, but drilling permits are up in January.

The U.S. imports more crude oil that we export by more than 2.5 million barrels a day, according to the Energy Information Administration.&nbsp; Petroleum product imports trail exports by nearly five million.

EIA said U.S. crude oil imports averaged 6.3 million barrels per day last week, down 606,000 barrels per day from the previous week. Over the past four weeks, crude imports averaged about 6.6 million barrels per day, 7.6% more than the same four-week period last year.

Crude exports averaged 3.9 million barrels a day, down nearly half a million from a week earlier, according to the government. Exports over the last four weeks are up 100,000 daily barrels compared to the same period last year.

An oil tanker carrying crude from a sanctioned Russian producer has been floating off the coast of India for nearly a week, and it's not clear if authorities will allow the vessel to deliver its cargo. Bloomberg reports the Cordelia Moon was headed to western India with about a million barrels of Russian crude.&nbsp;The owner of the cargo was one of the two Russian producers sanctioned by the U.S. last month. This is the same Russian "shadow tanker" that made headlines in October when it came under fire near the Suez Canal, disrupting global trade.

Another 6.3 million barrels of Russian deliveries are being held on sanctioned vessels along Russia's Pacific coast. Those ships have been stationary for about a week near Russia's Sakhalin Island facility.&nbsp;&nbsp;

The Hays USD 489 school board will meet tonight at 6:30 p.m. at the Rockwell Administration Center to consider five capital projects related to the bond projects.

The board will consider approval of a digital marquee sign that will allow for recognition of students, staff and schools for Hays Middle School and Hays High School to be placed on 13th Street between Hays Middle and Hays High. The cost of the marquee is&nbsp;$66,364.

The board will consider a&nbsp;bid from BSN Sports for weight room equipment for $146,710 for the new Hays High School.

The board will consider a bid and down payment for new scoreboards at Hays High School for $777,680. These include video scoreboards for the new Hays High School football stadium and gym.

The board will consider a bid from Stallbaumer Construction for $687,937 to construct new tennis courts at Hays High. The project will include&nbsp;adding four new courts and reconditioning the existing four courts.

The board will also consider a bid to purchase Resilite wrestling mats for $57,714 for the new Hays High School.

In a time when rural Kansas is struggling to find attorneys, Aaron Cunningham said he wanted to return to his hometown and serve his community.

Cunningham graduated from Washburn School of Law in 2019.&nbsp;

Cunningham, 31, interned for former Ellis County Attorney Tom Drees, who hired him to work in the office after he passed the bar exam.&nbsp;

He primarily worked DUI and drug cases under Drees.

Cunningham also worked under Robert Anderson, who recently left the county attorney's office to return to private practice.

Cunningham ran unopposed for the county attorney position and took office in January.

He said becoming county attorney was a unique opportunity to give back to his hometown.

&nbsp;Anderson implemented many productive changes at the county attorney's office, Cunningham said. He transitioned the office to a paperless system, which Cunningham said has improved efficiency and cut waste. He also reduced the backlog of unfiled cases at the county attorney's office.

"He's done a lot of leg work to set me up for success," Cunningham said.

Anderson will continue some cases that he started as a special prosecutor at minimal cost to the county, Cunningham said.

He said he was not starting his tenure with the same backlog of cases that was facing Anderson. Anderson was able to resolve some of those cases. However, Cunningham said there are still likely hundreds of backlogged cases.

He said they could include child in need of care cases, sex crimes, drugs crimes and everything in between.

"The unfortunate reality that hasn't changed during Robert's administration is that we usually have four attorneys to field 1,500 reports from seven law enforcement agencies per year," Cunningham said.

Anderson re-evaluated&nbsp;and prosecuted somes cases Drees had not filed, including some sexual assault cases.

Cunningham said he and Anderson had discussions on many cases. He said he did not anticipate re-evaluating any of Anderson's cases as Anderson did with some of Drees' cases.

"I'm fortunate not have stacks and stacks of rape cases that no one took action on," he said.

Anderson did not file cases on certain charges, including possession of small amounts of marijuana.

"I tend to be of the philosophy that whether or not something is a crime is up to the Legislature," Cunningham said, "and I have an obligation to enforce the law as it's written. I don't choose which ones are important and should be enforced and which ones aren't important and shouldn't."

He said he would also consider filing charges on hemp-derived products, such as Delta-8 and Delta-10—illegal hallucinogenics.

"We have not been active in holding people accountable on those on the county level. The city has been faithful in prosecuting those crimes, but we as a county have not been," Cunningham said.

Still, because of limited resources, Cunningham said the county attorney's office has to prioritize cases. A person stopped with a marijuana pipe on the interstate may not be prosecuted, "especially if they are not citizens of Ellis County and imminent threat to lawful behavior," Cunningham said.

He added some sex crimes can be difficult to prosecute because of a lack of physical evidence.

The county's attorney's office has three attorneys on staff. The office has extended a job offer to an attorney who will finish law school this spring, contingent on passing the bar.&nbsp;

Cunningham said the office has enough support staff.

The Ellis County Commission recently approved a Victim/Witness Coordinator position.

"That has been a huge help in keeping our victim crimes organized and making sure we're communicating with victims of crime," Cunningham said.

The coordinator schedules victim/attorney meetings and tracks restitution requests and victim impact statements. She will also inform victims of court procedures and expectations, Cunningham said.

Although the office will continue to partner with Options Domestic and Sexual Violence Services and other advocacy agencies, the coordinator can also sit with victims and witnesses and be a comforting presence in court.

To prosecute all of the cases the office receives, it would need more attorneys, and Cunningham said he was doubtful that the county would be willing to foot that additional expense.

He said the county's pay study and recent pay increases have made it more competitive in hiring.

However, Kansas, especially in rural areas, struggles to employ prosecutors and public defenders. The lack of attorneys slows down the system and limits the number of cases that can be heard.

Cunningham said Kansas is not producing attorneys quickly enough and is not doing enough to incentivize them to stay in the state, much less go rural.

The pool of public defenders is small, but the pool of attorneys that qualify to defend suspects in cases involving upper-level felonies, such as murder or rape cases, is even smaller. To qualify, attorneys must take so many cases to a conclusion through jury trial.

If most cases are plea-bargained (more than 90%), that limits the number of opportunities to qualify to defend upper-level cases, Cunningham said.

Only four to five attorneys in western Kansas are qualified to defend people facing upper-level felonies. Because of the shortage, those attorneys are also called to help with cases in other parts of the state.

Long wait times can be frustrating for incarcerated individuals, which can lead to defendants firing attorneys and filing their own motions in court. The court must hear these pro se motions, further slowing proceedings.&nbsp;

"I get it. They're the ones sitting in jail, but they lose their patience, and they can't appreciate that there 17 other defendants sitting in 17 other jails in 17 other counties facing the same problems because of a shortage of attorneys," Cunningham said.

The Rural Justice Initiative has introduced bills in both the Kansas Senate and House to provide student loan forgiveness for attorneys who agree to serve in rural communities.

Similar programs have been successful in recruiting doctors and veterinarians.

Cunningham said he received scholarship aid from the Dane G. Hansen Foundation, which motivated him to return to practice in Ellis County.

Despite his vehicle sporting a license plate saying "LOCKMUP," which he says is meant as a joke, he said he sees value in Recovery Court, treatment and mental health care.

"Meeting the people I deal with day in and day out has definitely shown me the value of a holistic approach," he said. ... "I do genuinely want to help people."

He said growing up in Hays, he always felt as if it was a safe place.

"I want to continue to make it a safe place for people to raise families and to live their lives and take pride in," Cunningham said.

However, Cunningham said there are still likely hundreds of backlogged cases.He said they could include child in need of care cases, sex crimes, drugs crimes and everything in between."The unfortunate reality that hasn't changed during Robert's administration is that we usually have four attorneys to field 1,500 reports from seven law enforcement agencies per year," Cunningham said.Anderson re-evaluated&nbsp;and prosecuted somes cases Drees had not filed, including some sexual assault cases.Cunningham said he and Anderson had discussions on many cases. He said he did not anticipate re-evaluating any of Anderson's cases as Anderson did with some of Drees' cases."I'm fortunate not have stacks and stacks of rape cases that no one took action on," he said.Anderson did not file cases on certain charges, including possession of small amounts of marijuana."I tend to be of the philosophy that whether or not something is a crime is up to the Legislature," Cunningham said, "and I have an obligation to enforce the law as it's written. I don't choose which ones are important and should be enforced and which ones aren't important and shouldn't."He said he would also consider filing charges on hemp-derived products, such as Delta-8 and Delta-10—illegal hallucinogenics."We have not been active in holding people accountable on those on the county level. The city has been faithful in prosecuting those crimes, but we as a county have not been," Cunningham said.Still, because of limited resources, Cunningham said the county attorney's office has to prioritize cases. A person stopped with a marijuana pipe on the interstate may not be prosecuted, "especially if they are not citizens of Ellis County and imminent threat to lawful behavior," Cunningham said.He added some sex crimes can be difficult to prosecute because of a lack of physical evidence.The county's attorney's office has three attorneys on staff. The office has extended a job offer to an attorney who will finish law school this spring, contingent on passing the bar.&nbsp;Cunningham said the office has enough support staff.The Ellis County Commission recently approved a Victim/Witness Coordinator position."That has been a huge help in keeping our victim crimes organized and making sure we're communicating with victims of crime," Cunningham said.The coordinator schedules victim/attorney meetings and tracks restitution requests and victim impact statements. She will also inform victims of court procedures and expectations, Cunningham said.Although the office will continue to partner with Options Domestic and Sexual Violence Services and other advocacy agencies, the coordinator can also sit with victims and witnesses and be a comforting presence in court.To prosecute all of the cases the office receives, it would need more attorneys, and Cunningham said he was doubtful that the county would be willing to foot that additional expense.He said the county's pay study and recent pay increases have made it more competitive in hiring.However, Kansas, especially in rural areas, struggles to employ prosecutors and public defenders. The lack of attorneys slows down the system and limits the number of cases that can be heard.<a href="https://hayspost.com/posts/511e88a7-a174-469a-b789-95c994ec6cec">SEE RELATED STORY: Shortage of public defense attorneys in Kansas could result in courts throwing out criminal cases</a>Cunningham said Kansas is not producing attorneys quickly enough and is not doing enough to incentivize them to stay in the state, much less go rural.The pool of public defenders is small, but the pool of attorneys that qualify to defend suspects in cases involving upper-level felonies, such as murder or rape cases, is even smaller. To qualify, attorneys must take so many cases to a conclusion through jury trial.If most cases are plea-bargained (more than 90%), that limits the number of opportunities to qualify to defend upper-level cases, Cunningham said.Only four to five attorneys in western Kansas are qualified to defend people facing upper-level felonies. Because of the shortage, those attorneys are also called to help with cases in other parts of the state.Scheduling can be very difficult.Long wait times can be frustrating for incarcerated individuals, which can lead to defendants firing attorneys and filing their own motions in court. The court must hear these pro se motions, further slowing proceedings.&nbsp;"I get it. They're the ones sitting in jail, but they lose their patience, and they can't appreciate that there 17 other defendants sitting in 17 other jails in 17 other counties facing the same problems because of a shortage of attorneys," Cunningham said.The Rural Justice Initiative has introduced bills in both the Kansas Senate and House to provide student loan forgiveness for attorneys who agree to serve in rural communities.Similar programs have been successful in recruiting doctors and veterinarians.Cunningham said he received scholarship aid from the Dane G. Hansen Foundation, which motivated him to return to practice in Ellis County.Despite his vehicle sporting a license plate saying "LOCKMUP," which he says is meant as a joke, he said he sees value in Recovery Court, treatment and mental health care."Meeting the people I deal with day in and day out has definitely shown me the value of a holistic approach," he said. ... "I do genuinely want to help people."He said growing up in Hays, he always felt as if it was a safe place."I want to continue to make it a safe place for people to raise families and to live their lives and take pride in," Cunningham said.
