Community members gathered Tuesday to express opposition to the proposed Hays USD 489 bond issue, chiefly citing inflation as a reason now is not the right time to build a new school.

About 60 people attended the meeting, not all of whom were against the school district's $143.5 million bond proposal.

<a href="https://hayspost.com/posts/2a94d25d-ba77-49d6-9665-2651a7667965">The bond includes building a new high school, remodeling the old high school into a middle school and the middle school into a new elementary school. Roosevelt and O'Loughlin elementary schools would also be renovated.</a>

Joe Wilkerson, one of the speakers at the meeting, said sharp increases in the cost of energy, food and gasoline are reasons not to pass a bond issue right now. 

“Now is not the time, in our opinion, to build new schools,” he said. “We may need to do some repairs and some updates. I don’t think anyone’s against that.

“What we need to do most is take care and hunker down, because for now, we don’t know what’s coming forward.”

Adams Peters, who was billed as a conservative author, said the war in Ukraine will likely increase the cost of fertilizer and food costs, possibly leading to food shortages.

"This is going to be hardest on people who are already struggling to make ends meet," he said. "This is often the elderly, single parents and families with low incomes."

He continued, "If we raise property taxes, it's going to lead to higher rent. If we impose a sales tax, it's going to cost more at the register. The people who are going to be hit hardest are the ones who can least afford it.

"We need to ask if adding more cost to them is reasonable."

Peters said although the bond has been billed as a way to attract more people to Hays, it could push out low-income families who are already here. 

One mother who home-schools said she can't afford to pay for the taxes that would be associated with the school bond.

"What am I supposed to give up for my son to pay for that?" she said.

Cathy Hopkins, who ran for school board but was not elected, said new schools do not equal better test scores.

She cited test scores from the Kansas Policy Institute, a conservative-leaning think tank, that showed Liberal, Garden City, Dodge City and Great Bend all had lower test scores on 10th-grade math and English assessments in 2019 compared to Hays.

All the those schools except Hays have passed bonds in the last 10 years.

However, Mike Morley, who has been on the last two bond committees,&nbsp; at a later point in the evening said these communities have much different student demographics compared to Hays. Liberal, Garden City and Dodge City all have high percentages of students from immigrant families who do not speak English in their homes. 

He said the higher percentages of English language learners in those schools could account for the differences in the test scores.

"Do fancy new spaces and moveable walls, which were pictures that were shown during those committee meetings ... do they help the kids learn better? Do they really make test scores better?" Hopkins said.

DLR, the district's architectural firm, cites in its work with schools a study published in European Scientific Journal that found learning spaces have effects on student engagement. Higher student engagement in turn correlated to increases in student academic performance, according to the study.

Hopkins said the school's architect encouraged the bond committee to dream big. She said this is not the reality when you go to your loan officer and ask for a loan on a home.

"I just want a [bond] that is responsible to our whole community," she said. "That is every member. Our kids that are in high school now are going to be in their 40s when this is paid off if it passes."

Multiple people in the group asked how much DLR will be paid if the bond passes.

That information was not available at the meeting. However, Hays Post was able to obtain further information from the school district.

If the bond passes, DLR will receive 0.33 percent of the bond. That will be $473,550. DLR has already invested 2,800 hours without being paid. If this bond fails, the district can request an additional bond attempt at no extra cost.

DLR will receive additional fees for the design of the schools and renovation projects. Those fees will depend on the complexity of the project, according to DLR.

Hopkins also expressed concerns that the district was closing smaller, neighborhood schools and consolidating into larger four-section elementary schools.

Wilkerson said the school district has closed four schools in the last 20 years, including Catharine, Munjor, Washington and Kennedy Middle School.

Morley said only about 18 students were attending Munjor when that school was closed as an elementary school. Catharine also had low attendance, and Washington was consuming a disproportionate amount of the capital budget for repairs because of its age.

Hopkins said capital funds are being misused. She alleged a new office space and private bathroom was built for the new principal at the high school. Chrisy Crough, USD 489 outreach coordinator, said HHS Principal Shawn Henderson did not have a private bathroom. The administration offices were reconfigured to create office space for the new mental health program at HHS.

Again citing the Kansas Policy Institute, Hopkins said between 1993 and 2021, the state has seen an 8 percent increase in enrollment, 17 percent increase in classroom teachers, 42 percent increase in managers and 49 percent increase in non-teachers. 

Cindy Weigel, Fort Hays State University administrative assistant, said she is concerned about how traffic will be handled if the new high school is built on 13th Street

She said she once lived in the area of the high school and was hit by a high school student. She said she was concerned the school district has not announced a specific plan for traffic.

Weigel also expressed concerns about increases in recent valuations.

Doug Williams, Grow Hays executive director, said later in the meeting although valuations have been released, tax bills have not. <a href="https://hayspost.com/posts/7f1dc106-2ef3-40fb-b25d-6ef4709d2193">He said in a story on Hays Post on Monday that assessed valuation increases do not necessarily equal tax increases.&nbsp;</a>

Morley said the interest rate for the bond will be locked in if the bond issue passes, just as you lock in your interest rate when you buy a home.

The exact payoff for the bond including interest will be affected by several factors. The data on all these factors is not available at this point.

The district does not know what the exact interest rate will be when the bond is financed.

Another variable is the amount of sales tax collected by the half-cent sales tax. Any additional revenue over the projections would lead to early repayment of the bond and therefore reduce the total interest paid, according to Piper Sander, the district's bond counsel.

Increases in the assessed valuation could also result in the bond being paid off sooner and a reduction in the amount of bond interest paid.

"With new high schools and new roads and more taxes, will it ever end?" she said.

Weigel said she was concerned rents will increase in Hays if the bond passes and that will make it even more difficult for families to save and invest in homes.

She criticized the special election. It will cost the district $20,000. She alleged the district chose a special election instead of the primary because it would mean lower voter turnout.

Morley said this was not correct. He said a special election was chosen because questions that are down-ballot from congressional races usually receive less attention. Many voters vote for the major races and don't vote for races at the end of the ballot, he said.

Morley encouraged people to vote in the special election, no matter what their vote may be. Early voting starts Monday at the Ellis County Administrative Center, 718 Main, Hays. Election Day is May 10.

Voters argue Hays USD 489 bond too much in uncertain economic times

Fort Hays State University students and their professors represented their chapter of the Lambda Alpha Epsilon at last month’s National Conference of the American Criminal Justice Association in Kansas City, Mo.

Ten different club members and three professors placed in numerous events ain four different divisions: lower, upper, graduate, and professional.

It was the first such conference held since 2019 because of the pandemic.&nbsp;

In addition to conference events, students and faculty engaged in a team-building activity with three teams participating in separate escape rooms, attended an educational session at the Charles Evans Whittaker U.S. Courthouse in Kansas City, Mo., and completed a volunteer service activity at the Rose Brooke Domestic Violence Shelter.

Lower division: First, ACJA scholarship (cash award); second, criminal law; second, crime scene team with Caleb Purvis and Karen Thew.

Upper division: First, ACJA scholarship (cash award); first, national paper competition (cash award and paper will be published in LAE Journal of American Criminal Justice Association).

Hays PD Activity Log, April 4-16

The Society of Friends of Historic Fort Hays will offer a free-to-the-public, two-day encampment event to commemorate and celebrate local Fort Hays period history. “Historic Fort Hays Days: Where History Lives!” will be a celebration of culture and history on June 11 and 12 at the Historic Fort Hays Site at 1472 US Hwy 183 Alternate.

Planned activities for the two-day event and 19th&nbsp;Century festivities include period encampments of Cheyenne and Arapaho Nations, infantry soldiers, Buffalo Soldiers, scouts, historical figure portrayals, vintage dress-up photos, historical speakers under the Chautauqua-style tent, music, dancing, vintage baseball game, old time preaching on Sunday morning, and much more.

Building community engagement by providing fun and educational experiences is part of the Society of Friends’ motivation. The group wants to share their love of local history and is excited about building a relationship with the Oklahoma Cheyenne and Arapaho Nations (descendants of the Washita confrontation that were brought to Fort Hays stockade in 1868) that are participating in this event. This will be the first visit to Fort Hays for the Oklahoma Cheyenne and Arapaho Nations descendants.

History presentations under a Chauquatua-style tent will include: new research by D.K. Clark about Custer’s last fight – Decisive Point, the history of medicine in the West by Sherrie Smith, Cheyenne and Arapaho Nations stories, songs and remembrances of Washita, a cast of living historians, infantry soldiers, and Buffalo Soldiers.

Cheyenne and Arapaho Nations will construct a small Indian village of ten tepees on the west grounds of Fort Hays for authentic dances, stories, and traditional crafts. Fort tours will be ongoing throughout the afternoon programing.&nbsp;

Other demonstrations and activities on the fort grounds will include a local food truck, vintage dress-up photo room with commemorative photos, wagon rides, blacksmith demonstrations, soldier’s uniform display, and sutlers store.

A performance by Blackwolf band and special dance caller will highlight the Saturday evening activities. The caller will direct the dance sets and demonstrate the steps to period dances. Dancers are encouraged to attend in 1860s dress but all dancers are welcome! Some dances will be free style and not called.

The Sunday schedule includes an old-time church service with hymn singing. The Cheyenne and Arapaho Nations are included and will sing native language church songs. A vintage baseball game between the Fort Hays Post Nine and the Hays City 9 local boys team will follow. Baseball historian Mark Eberle will announce and explain the 1869 rules for the crowd.

Historic Fort Hays Days returns in June

An annual growing tradition, the Hays Toy Show, is set to return
to Hays this month, bringing a wide variety of toys from all eras to be admired,
bought and sold.

The event is scheduled from 9 a.m. to 3 p.m. Saturday at the
Rose Garden Banquet Hall, 2350 East Eighth.

While the show has come to be a fun yearly event, for Mark
Wendelburg — who organizes the event with John Kreutzer — it symbolizes a love
of toy collecting that began in his youth with his father.

“Fast forward a few years, I was working for John Deere down
in Dodge City and started a show down there,” Wendelburg said. “And they are
still going.”

He is no longer affiliated with the Dodge City show, but
after transplanting to Hays, he decided to begin a new local show. 

And so, eight years later, the show continues to expand, generating
interest in toy collecting in a whole new generation. 

“We want to just keep growing if we can as long as the hobby
allows it,” Wendelburg said. “It's great to watch those little kids when they
come into the show, and especially if they've never been the one before, and
see their eyes light up.”

For attendees, he said a wide variety of toys will be on display
by vendors from across multiple states, he said.

“There is a little bit of everything,” Wendelburg said. “There'll
be vintage toys there. There'll be Hot Wheels, some dolls.”

This year’s show will also feature an attendee from WaKeeney
with model trains, and trading cards and comics are also likely to be featured
alongside classic and iconic toys.

He said 30 vendors have already signed up for the show and
will showcase around 120 tables of items.

While many of those vendors will arrive from locations
across Kansas, Wendelburg said he knows of at least two vendors each from
Colorado and Nebraska that plan to attend.

As the show grew over the years, he said space has also
become an issue, and so this year’s event will be the last at the Rose Garden.

“In two years, we're moving out to the fairgrounds,”
Wendelburg said, adding he hates to move to a new location, but the additional

to Hays this month, bringing a wide variety of toys from all eras to be admired,
bought and sold.The event is scheduled from 9 a.m. to 3 p.m. Saturday at the
Rose Garden Banquet Hall, 2350 East Eighth.While the show has come to be a fun yearly event, for Mark
Wendelburg — who organizes the event with John Kreutzer — it symbolizes a love
of toy collecting that began in his youth with his father.“Fast forward a few years, I was working for John Deere down
in Dodge City and started a show down there,” Wendelburg said. “And they are
still going.”He is no longer affiliated with the Dodge City show, but
after transplanting to Hays, he decided to begin a new local show. And so, eight years later, the show continues to expand, generating
interest in toy collecting in a whole new generation. “We want to just keep growing if we can as long as the hobby
allows it,” Wendelburg said. “It's great to watch those little kids when they
come into the show, and especially if they've never been the one before, and
see their eyes light up.”For attendees, he said a wide variety of toys will be on display
by vendors from across multiple states, he said.“There is a little bit of everything,” Wendelburg said. “There'll
be vintage toys there. There'll be Hot Wheels, some dolls.”This year’s show will also feature an attendee from WaKeeney
with model trains, and trading cards and comics are also likely to be featured
alongside classic and iconic toys.He said 30 vendors have already signed up for the show and
will showcase around 120 tables of items.While many of those vendors will arrive from locations
across Kansas, Wendelburg said he knows of at least two vendors each from
Colorado and Nebraska that plan to attend.As the show grew over the years, he said space has also
become an issue, and so this year’s event will be the last at the Rose Garden.“In two years, we're moving out to the fairgrounds,”
Wendelburg said, adding he hates to move to a new location, but the additional

Three-day weather outlook

I grew up in the area but did not attend Hays High School. However, for the past 26 years, I have personally (and our&nbsp;company for the past 52 years) been involved in repairs and maintenance to&nbsp;the USD&nbsp;489 buildings.&nbsp;Some&nbsp;of this work has been donated by my company. During this&nbsp;time,&nbsp;I can say first-hand that at some point the expenses to maintaining these buildings out-cost rebuilding them.

Personally,&nbsp;I have always felt that Hays has some of the highest tax rates in the state and I am an advocate of lower taxes. However, education is the one place I feel we owe to our children and their futures. Anyone&nbsp;who knows me knows that I run our<a></a>&nbsp;businesses by running the numbers and assessing the up and down sides.

Hays High is 40 years old, yet it is the newest building in the USD 489 district. We are to that point where cost of maintenance and risk of safety is outweighing a new build.

Personally,&nbsp;I am in favor of a new high school and using the current high school&nbsp;as the middle school. My children currently attend Hays High but will be long out of school before the new school is completed. Still I believe in investing in the future of our city and that is done by investing in our future generations.

In the end, the money is going to be spent so we either continue to do repairs and attempt to keep the buildings safe, leaving the cost of the rebuilds to our children. Or we decide to spend the money and strengthen our community now.

On April 14, the children of the late Dorothy “Dot” and John Cody came together in Hays to remember and celebrate their parents. Dot passed away in Lakewood, Colorado on February 4, 2022. John passed away July 11, 2016.

Daughter Andrea Cody Russell, Portland, Ore., recently made a $5,000 donation in honor of her parents to the Hays Public Library. A cornerstone engraving honoring John and Dot was completed just in time for the family’s gathering in Hays.

“The Cody’s served the community for decades and contributed in countless ways,” said Brandon Hines, director of the Hays Public Library. “We are grateful for Ms. Russell’s generous donation and proud to honor Dot and John Cody.”

The Codys moved to Kansas in 1962. Dot served as the Fort Hays State University campus physician. John was also a doctor and practiced psychiatry. John’s moth paintings are recognized around the world, and he is revered as “The Audubon of Moths."

Hays library receives gift in honor of Codys

Jim Pfeifer recently announced his candidacy, as a
Republican, for the Ellis County Commission, District 1. 

The seat is currently held by Butch Schlyer, who has yet to
file for re-election.

Pfeifer is the second Republican to file for the seat that
represents a portion of Hays and the northwest part of Ellis County, including
the city of Ellis. Current Hays City Commission Michael Berges has also filed.&nbsp;

Pfeifer was born and raised in rural Ellis County and
graduated from Ellis High School.

He has worked for Golden Belt Telephone in Ellis for the
last 25 years.&nbsp; 

“Having over 30 years of experience in the technology field
coupled with a lifetime of working on the family farm, I bring a unique skill
set to the commission.”

There is a risk of severe weather mainly for areas east of Dodge City and south of Hays, as a warm front enters south-central Kansas. A possibility of a supercell is possible after 6 p.m.

Hail larger than 2 inches and a slight possibility of tornadoes is possible.&nbsp;

A high wind watch also will remain in effect until late Friday night, with south winds of 25 to 35 mph and gusts of up to 55 mph predicted.&nbsp;

MANHATTAN — Kansas Farm Bureau’s Foundation for Agriculture will award $23,500 in scholarships to 39 students studying in fields that benefit agriculture during the 2022-23 school year. Over the past decade, the foundation has awarded more than $250,000 in scholarships. Additionally, county Farm Bureaus across the state award more than $150,000 annually to students continuing their education. “We’re investing in students today to ensure they become tomorrow’s leaders,” says Kansas Farm Bureau President and Foundation Chair Rich Felts. Shelby Spreier, Harvey County, was awarded $1,000 for the Frank and Helen Bernasek Memorial Scholarship, a permanent, privately endowed scholarship fund. Shelby Varner, Butler County, received $1,000 for the K-State Agricultural Communications and Journalism Scholarship. Bailey Sipes, Stanton County, is the winner of the $500 Godfrey and Emma Bahr-Miller Memorial Scholarship, a permanent, privately endowed scholarship fund. RUSSELL COUNTY—A Kansas man was injured in an accident just after 11:30a.m. Wednesday in Russell County.

The Kansas Highway Patrol reported a 2004 Ford F150 driven by Dale R. Brown, 70, Russell, was eastbound on Old Highway 40 five miles west of Russell.

The pickup entered the south ditch and the driver overcorrected. The vehicle traveled across Old Highway 40, entered the north ditch, went airborne over a creek and landed on its wheels facing northeast.

EMS transported Brown to Russell Regional Hospital. He was properly restrained, according to the KHP.

Kan. man hospitalized after pickup goes airborne over creek

Nan Sundgren of Hays has been following environmental issues for 60 years. She edits a newsletter — the <a href="https://www.facebook.com/prairiegrowersguide">Prairie Growers Guide</a>.

She became concerned this winter when she saw a drastic drop in the number of birds visiting her yard. This sparked a deep desire in Sundgren to learn more about the health of the local environment.

She and Amy Jensen of Jensen Farms will host an Earth Day Eve event at 6:30 p.m. Thursday at Professor's Sandwich Shop, 521 E. 11th., Hays.

Five local environmental experts have been invited to discuss the state of the local environment.

Those speakers include: • Mike Jensen, beekeeper and mushroom grower, to speak on bees and fungi • Ryan Engel, Fort Hays State University graduate and beekeeper, to speak on plants • Holly Dickman, City of Hays water conservation specialist, to speak on&nbsp; water • Lance Russell, farmer, to speak on agriculture • Dr. Medhavi Ambardar, FHSU professor, to speak on birds

Randy Rodgers, wildlife conservation, was slated to speak but will be unable to attend.

Each speaker will present for about 10 minutes. A question-and-answer period will follow the speakers.

The speakers have been asked to address three key questions: • What is the health of the local ecology? • What harms are humans doing to the local ecology? • What can we as individuals do to help the local environment?

The event is free and open to the public. Refreshments will be served.

Sundgren said she has worked for years to develop a healthy ecosystem in her yard from the soil up, but now she believes she would benefit from a broader perspective.

&nbsp;Although many factors can result in a decrease in bird species in the area, Sundgren said she recently learned more about the importance of insects to the food chain. Insects and spiders make up 96 percent of the diet of North American land bird species, according to ecologist and author Douglas Tallamy. 

Those insects often overwinter in piles of leaves. Sundgren said she didn't realize by having her son-in-law mow her leaves in the early spring, she could be killing the insects that are crucial to the birds she enjoys seeing in her yard.

Sundgren and Jensen said they hope the event Thursday will spark future Earth Day events.

"We would like to see conversations develop and continue about the environment and ecology," Sundgren said. "We want to keep it very positive and upbeat."

This sparked a deep desire in Sundgren to learn more about the health of the local environment.She and Amy Jensen of Jensen Farms will host an Earth Day Eve event at 6:30 p.m. Thursday at Professor's Sandwich Shop, 521 E. 11th., Hays.Five local environmental experts have been invited to discuss the state of the local environment.Those speakers include: • Mike Jensen, beekeeper and mushroom grower, to speak on bees and fungi • Ryan Engel, Fort Hays State University graduate and beekeeper, to speak on plants • Holly Dickman, City of Hays water conservation specialist, to speak on&nbsp; water • Lance Russell, farmer, to speak on agriculture • Dr. Medhavi Ambardar, FHSU professor, to speak on birdsRandy Rodgers, wildlife conservation, was slated to speak but will be unable to attend.Each speaker will present for about 10 minutes. A question-and-answer period will follow the speakers.The speakers have been asked to address three key questions: • What is the health of the local ecology? • What harms are humans doing to the local ecology? • What can we as individuals do to help the local environment? The event is free and open to the public. Refreshments will be served.Sundgren said she has worked for years to develop a healthy ecosystem in her yard from the soil up, but now she believes she would benefit from a broader perspective.&nbsp;Although many factors can result in a decrease in bird species in the area, Sundgren said she recently learned more about the importance of insects to the food chain. Insects and spiders make up 96 percent of the diet of North American land bird species, according to ecologist and author Douglas Tallamy. Those insects often overwinter in piles of leaves. Sundgren said she didn't realize by having her son-in-law mow her leaves in the early spring, she could be killing the insects that are crucial to the birds she enjoys seeing in her yard.Sundgren and Jensen said they hope the event Thursday will spark future Earth Day events."We would like to see conversations develop and continue about the environment and ecology," Sundgren said. "We want to keep it very positive and upbeat."
