I read with growing dismay the article in Hays Post of April 22 regarding the meeting about the upcoming bond issue and the <a href="https://hayspost.com/posts/1bcb128d-dad8-45bf-9b21-87ea2601f267">arguments against passing.</a> I am retired and my grandchildren are old enough they will see very little of the gains from the major factors of the passage of the bond issues, but that is beside the point. The point being is that Hays desperately needs to build and revamp the secondary schools in the district. To not do so is short-sighted to say the least. Second-rate facilities means it is hard to hire and keep quality teachers and administration and provide a solid foundation for the future.

Additionally, HaysMed strives to be a paragon of excellence in health care for rural communities not only in Kansas, but as a model across the nation. We cannot attract and keep top-notch personnel if the school system is second rate. FHSU is also a pre-eminent institution. Likewise, the ability to attract not only faculty, but to retain them and to attract and retain students once they graduate is hampered when the district has second-rate facilities.

Arguments against passage of the bond issue cited high interest rates and inflation, but to delay only means the cost of eventually remedying the situation will be much higher. It is cheaper now than it will be in the future — it always is. How many times have you seen costs drop?

In the same issue of Hays Post, <a href="https://hayspost.com/posts/12a7d582-c8eb-4078-b540-226ef94748fd">Jacob Proffit had an op-ed</a> that was dead-on. It is more expensive to maintain older, outdated facilities than it is to build new ones and repurpose some of the newer of the current buildings.

Although USD 489 is the main beneficiary of the passage of the bond issue, the entire city, county and the region also benefit as Hays grows and more businesses and services come to town. The “pull factor” that Hays has now only increases with top-notch K-12 facilities. We cannot afford to not pass the bond issue.

LETTER: Time to move on from second-rate school facilities

Fort Hays State University’s Science and Mathematics Education Institute is hosting a variety of summer camps for youth in grades 2 through 8. Camps are filling quickly despite accepting 24 students per camp and restricting students to a maximum of two camps each.&nbsp;

All camps run four days per week, Monday through Thursday. Sessions are all three hours each – &nbsp;some in the morning from 9 a.m. to noon and others in the afternoon from 1 to 4 p.m.

• Main Street Math Camp for grades 2-3 - June 6-9 from 9 a.m. to noon – Student entrepreneurs will build a business according to their passions in life. Camp will culminate in a ribbon cutting ceremony to open their business for parents on the final day.

• Main Street Math Camp for grades 4-5 - June 6-9 from 1 to 4 p.m. – Help create Main Street Math Town by planning, designing, building, and opening your own business. During the four-day camp, entrepreneurs will explore the steps in opening up their own business.

• Camp North Star for grades 5-7 - June 20-23 from 1 to 4 p.m. – Explore this camp for budding engineers. Activities will include working with CAD Design to explore rocket designs, Newton’s laws of motion, nanotechnology, robotics, and solid fuel rockets.&nbsp;

• Robo Challenge Camp for grades 6-8 - June 27-30 from 1 to 4 p.m. – Custom build robots that can operate in real world situations. For students with experience with robotics.

The registration fee for each camp is $60, and the registration deadline is Wednesday, May 11.&nbsp;Registration will be on a first-come, first-serve basis with a maximum of&nbsp;two&nbsp;camps per student.&nbsp;

Registration open for summer science camps at FHSU 

The Ellis County Drug Enforcement Unit, in conjunction with the Drug Enforcement Administration’s National
Prescription Drug Take Back Day, is offering community members with an opportunity to dispose of old, unwanted,
unused, and no longer needed medications during the 22nd National Prescription Drug Take Back Day, held on Saturday
April 30th, 2022, from 10 am to 2pm. The drop off site will be located in the north parking lot of the Ellis County Law
Enforcement Center, 105 W. 12th. Since the inception of the Drug Take Back events, Kansas has collected and
properly disposed of 226,178 pounds of unused and no longer needed medications.


During this event the Ellis County Drug Enforcement Unit will collect tablets, capsules, patches, and other solid forms of
prescription drugs. Prescription medications can be disposed of in the original container or placed in a Ziploc bag.
Liquids (including intravenous solutions) syringes, sharps, and other illicit drugs will not be accepted.

Drug Take Back Day scheduled for April 30

Fort Hays State University’s Science Café for April is set for Monday.

The monthly presentation about science, sponsored by FHSU’s Science and Mathematics Education Institute, will begin at 7 p.m. at The Venue in Thirsty’s Brew Pub &amp; Grill, 2704 Vine.

John Ross, strategic change administrator at Sunflower Electric Power Corp. in Hays, will talk about the mission that will open new views of the universe. He will explain how NASA’s SpaceX mission will use its Starship rocket to deliver astronauts to the moon’s surface for the upcoming Artemis mission.

NASA’s SpaceX mission the topic  of FHSU’s next Science Cafe

The Phillipsburg Rodeo Association, the organization behind Kansas’ Biggest Rodeo, has awarded more than $26,000 to Fort Hays State University rodeo team members during the past 25 years.

This year’s recipients of $500 scholarship each are Brent Hornbuckle from Ottawa and Kamryn Smith from Linn.

Both competed at this last weekend’s FHSU Rodeo and will close out the 2022 spring regular season this weekend at the Panhandle State Rodeo in Guymon, Okla.

Hornbuckle, who competes in the tie-down roping and team roping for the FHSU men’s team, didn’t begin roping until he came to college. But he learned quickly, watching videos of professional ropers and shadowing Ross Russell, then one of the FHSU coaches.

A 2016 graduate of Ottawa High School, Hornbuckle will graduate this May with degrees in agronomy, agronomy business, and animal science.&nbsp;

Smith, who competes in the breakaway roping and team roping for the FHSU women’s team, competed in junior high and high school rodeo before attending college.

A 2019 graduate of Linn High School, Smith is pursuing an agriculture business degree with a minor in accounting. She competes in the Kraft Rodeo Co. series and hopes to someday own a business training and riding performance horses.

Both this year’s scholarship winners have ties to the Phillipsburg Rodeo. Hornbuckle attended the event in 2019 and worked as a livestock caretaker – feeding, watering, and sorting rodeo cattle. Smith also has attended the rodeo as a spectator, and she competed in the arena in high school rodeo in 2019.

FHSU students receive Phillipsburg Rodeo Association scholarships 

Kansas State University crop entomologist Jeff Whitworth said he has received numerous calls from farmers who are already seeing cowpea and pea aphids in their alfalfa fields.&nbsp;&nbsp;

The aphids, he said, are probably in every field in Kansas, but “we usually do not see this many of them this early.”&nbsp;&nbsp;

He said the cowpea aphid population density that producers are seeing now is more typical of June or July, usually with the second or third alfalfa cutting. &nbsp;&nbsp;

“Alfalfa is a good host for beneficial insects, so when we see lady beetles over winter and they start going around feeding they’ll find some cowpea aphids or pea aphids because they arrive early in the season,” Whitworth said. &nbsp;&nbsp;

Because of that, “I still have a hard time recommending treating for aphids, whether they’re cowpea aphids or pea aphids."

If a producer decides to treat for aphids, Whitworth said they may want to consider one of the new insecticides that are labeled for alfalfa aphids. &nbsp;&nbsp;

“If producers leave them untreated, I think the beneficial insects will find them and start helping to control them a little bit,” Whitworth said.&nbsp;&nbsp;

According to Whitworth, spraying for alfalfa weevils will also kill the aphid populations. &nbsp;&nbsp;

He said that a producer should choose to spray alfalfa weevils once the weevils are found on at least 50% of the alfalfa plants.&nbsp;&nbsp;

Whitworth said that the alfalfa plant does not need to be luscious on top when spraying alfalfa weevils because the treatment should still be effective in decreasing or eliminating alfalfa weevils from the field.&nbsp;

 </figure>Kansas State University crop entomologist Jeff Whitworth said he has received numerous calls from farmers who are already seeing cowpea and pea aphids in their alfalfa fields.&nbsp;&nbsp;The aphids, he said, are probably in every field in Kansas, but “we usually do not see this many of them this early.”&nbsp;&nbsp;He said the cowpea aphid population density that producers are seeing now is more typical of June or July, usually with the second or third alfalfa cutting. &nbsp;&nbsp;“Alfalfa is a good host for beneficial insects, so when we see lady beetles over winter and they start going around feeding they’ll find some cowpea aphids or pea aphids because they arrive early in the season,” Whitworth said. &nbsp;&nbsp;Because of that, “I still have a hard time recommending treating for aphids, whether they’re cowpea aphids or pea aphids." U.S. 40 pavement marking project starting near Oakley

NORTON COUNTY —Authorities in Norton County on Saturday evening informed the pubic that there is a potential for residents in the western part of Norton County to be prepared for a situation where they must evacuate their property due to the fires.

Just north of Norton, crews made progress fighting wildfires that forced people in several communities in southwestern Nebraska to evacuate, authorities said Saturday.

The Norton County Sheriff's office reported on social media that an evacuation area if necessary would consist of properties from W4 to W14 roads and from the state line to K Road

The sheriff's office also provided a few tips when preparing

Inside: Have an emergency evacuation bag.

Have a plan on where to go when it is time to evacuate.

Remove flammable window window shade or curtains.

Move flammable furniture to the centers of the rooms.

Leave your lights on so fireman can see your house under Smokey conditions.

Move propane bbq appliances away from structures.

Connect a garden hose to the outside water valves, but do not leave them running.

Leave your emergency evacuation bag in your vehicle and make sure that it is already loaded up with items you want to take with you.

Leave a ladder near the exterior of your house.

Make sure you are aware of where the fire is at.

Check on neighbors and see if they need assistance with preparing to evacuate after you have made your preparations.  

We know that the firefighters are doing all they can and we cannot thank them enough for all they have done so far and will contain to do until the fire is under control.  If you do not need to be in the affected area, please, do not travel the area as the firefighters are focusing on the fire, not you.

CAMBRIDGE, Neb. (AP) — Crews were making progress fighting wildfires that forced people in several communities in southwestern Nebraska to evacuate, authorities said Saturday.

The fires pushed by strong winds threatened mostly rural areas hit hard this spring by drought, although residents in the town of Cambridge were the first ones asked to evacuate Friday evening, the Furnas County Sheriff’s Office said. The community of about 1,000 people is located near Arapahoe, where wildfires burned nearly 35,000 acres earlier this month.

Wildfires were reported Friday from northwestern Kansas to the Cambridge area, with a smaller blaze between Cambridge and Stockville. While the Nebraska Department of Transportation said Saturday morning that conditions had improved, the risk of fires and significant blowing dust are still possible.

Several churches and schools opened their doors to people displaced by the fires. Some highways that were forced to close were opening up Saturday, bringing a warning from the Nebraska State Patrol Troop D on social media that it’s not an excuse to “go look.”

“Emergency crews are still on scene and working active fires,” the posting said. “If you have no business in the area, we ask you to please stay clear.”

There were no immediate reports of damage to homes or businesses.

A high wind warning for the possibility of gusts more than 50 mph was issued for much of central and western Nebraska through Saturday morning.

Norton Co. Sheriff wants residents prepared to evacuate in case of wildfire  

Community leaders from Wichita and the surrounding area will be flying out of Hays High School, 2300 E. 13th&nbsp;St. on Wednesday, May 4, aboard UH-60 Black Hawk helicopters flown by the Kansas National Guard’s 1st&nbsp;Battalion, 108th&nbsp;Aviation.

The flights are part of the Kansas National Guard’s Community Connect program to increase awareness of the Guard, its people and the role they play in protecting the security, health and safety of Kansans. Flight participants will include representatives from local government, education, and businesses.

The UH-60 Black Hawk helicopter is the aerial workhorse of the Kansas Army National Guard. It is a&nbsp;four-bladed, twin-engine, medium-lift utility helicopter used for soldier and equipment transport, aeromedical evacuation, support for ground troops, and other missions.

Guard will bring Black Hawk helicopters to Hays next month

During a robust 90-minute discussion Thursday, Hays city commissioners generally agreed to a one-year trial plan for allowing outdoor "streateries" in Hays.&nbsp;

A streatery is an open space constructed in a parking lane to be used as an extension of, and connected visually to, a nearby restaurant or bar for use by the establishment's patrons.&nbsp;

"The concept has existed in the United States for more than a decade,"  said Collin Bielser, assistant city manager, "and became prevalent during the COVID-19 pandemic to creatively accommodate social distancing requirements and address the economic impact. Municipalities began allowing restaurants to extend their dining space into the public right-of-way,&nbsp;particularly into adjacent parking stalls."

The Hays streatery idea originated during the commissioners' annual retreat earlier this spring in Salina.

Part of the research Bielser presented to the commission this week included streateries operating in Lawrence and Manhattan.

Commissioners agreed to several initial guidelines for a Hays streatery policy including:

Outdoor consumption of alcohol in Hays is prohibited except in public parks. For consumption in a streatery, the business would have to apply to the state for a temporary extension of its premise for its liquor license. A new city ordinance would also have to be approved.&nbsp;

Justin Whyte, Hays area ABC enforcement agent, and Don Scheibler, police chief, were on hand to answer questions about the intricacies of Kansas liquor laws.

A customer would not be allowed to walk between streateries with an alcoholic beverage.&nbsp;

"If I'm in town, we enforce that. But it's not (the customer) who gets in trouble, it's the licensee," Whyte explained. 

"A (painted) line of demarcation says a reasonable person would know I can't go beyond this line with that alcohol," Whyte explained. "It is up to the establishment though to police themselves."&nbsp;

Parallel parking stalls in Hays are 8 ft. wide and 20 ft. long.

&nbsp;"Compared to if you were figuring out occupancy for an indoor restaurant, you could fit 11 people in one full stall," Bielser said. "Of course, that's dependent on chairs and where they're positioned."

Angle parking dimensions are 20 ft. by 12 ft., allowing up to 16 people in each stall.&nbsp;&nbsp;

The perception of limited parking spaces in downtown Hays was noted in a letter submitted by Sara Bloom, exec. dir. of Downtown Hays Development Corp.

"The overwhelming response we received (in an informal survey) was that the community
favors this concept," Bloom wrote. "Business owners were also of that opinion; however, they
presented concerns regarding lost parking and downtown's current perceived
parking issues."

Bielser said staff is also recommending businesses be required to show proof of insurance.&nbsp;

"Staff recommends the city attorney draft proper language and coverage limits to protect the city against any claims that may arise from using public parking stalls as streateries."

Commissioners also agreed to allow outdoor dining on sidewalks as long as ADA access and ABC compliance are met.

Sandy Jacobs, who said she loves outdoor dining, suggested the trial program.

"Let's give it a try this summer. ... If that were available to me and wind wasn't blowing 80 miles an hour, I'd be sitting outside every time."

She had not been contacted by any downtown eateries that were interested in the program.&nbsp;

"I don't know if it'll be conducive in this community, if people really want to do it," Jacobs added.

Shaun Musil, who owns the downtown Paisley Pear Wine Bar, Bistro and Market, wondered if the investment costs would be worth it to the restaurant and bars.

"I reached out to three different businesses downtown and asked for their thoughts. They're biggest thing was how much was it going to cost them. What are you going to gain in sales because it's gonna cost $5,000. Is it going to double your sales?" he said.

If an ordinance eventually passes, Musil said he's unsure whether he would create a streatery for the Paisley Pear.&nbsp;&nbsp;

A draft policy will be brought back to the commission for further discussion at a future work session.

The 63rd annual Western Kansas Technology Education Fair at Fort Hays State University is set for 8 a.m. to 3:30 p.m. Friday, April 29, in Gross Memorial Coliseum. The fair offers the opportunity for junior high and high school students from around the state who are enrolled in technology education classes to display their projects they have worked on this school year.&nbsp; The coliseum is open to the public for viewing the projects, which range from wood furniture and metal works to CAD drawings and drafting. Doors open to the public at 8 a.m., and an awards ceremony is set for approximately 3:30 p.m. Each entry is judged and awarded a ribbon or medal. Awards also are given for winners of several live competitions that take place during the day, including communication, metric 500 racing, tech challenge (quiz bowl), and problem solving. Students in FHSU's Technology and Engineering Education Collegiate Association (TEECA) run the entire fair.

Annual technology education fair on tap at Fort Hays State

COLBY — Colby Community College sophomore Grace Jenkins is one of eight regional scholars selected for the National Science Foundation's Robert Noyce Teacher Scholarship at Fort Hays State University. Jenkins accepted her renewable $14,000 award on April 5 at a ceremony on the FHSU campus.

The program offers scholarships to undergraduates and graduates majoring in a STEM-content area interested in becoming math or science teachers in a high-need school district.

Dr. Jeffrey Sekavec is the biology program director and Noyce site director at CCC. In class, he noticed a lot of potential in Jenkins and encouraged her to do more with the sciences.&nbsp;

"She wanted to pursue a childhood dream and started spending extra time in the sciences and volunteering at the Noyce activities on campus," Sekavec said. "It's great to see such an amazing person become part of a program specifically designed for the molding of future leaders of STEM education in America."

A graduate of Cyprus High School in&nbsp;Magna, Utah, Jenkins is a math education major and plays on the Trojans softball team. She also works as a biology tutor.&nbsp;

"I would like to thank Dr. Sekavec for never letting me give up on my dreams and helping me continue my education at Fort Hays University," she said.

The program calls upon award recipients to work two years at a high-needs junior high or high school for every year the scholarship is awarded. After earning her degree at Fort Hays State, Jenkins plans to return to Utah and teach high school math.

Robert Noyce (1927-1990) was a co-founder of Fairchild Semiconductor (1957) and Intel (1968). He invented the integrated circuit, or silicon microchip, which revolutionized the computer industry and gave Silicon Valley its name.

Colby CC student earns prestigious Noyce scholarship

State Senator Rick Kloos waded into the cultural warfare fray on Facebook this week by calling for the Shawnee Heights High School Superintendent to remove the book, “Gender Queer,” from the school library.

A graphic (comic-book style) memoir, the book, written by Maia Kobabe, deals primarily with transgender characters and subjects explained through the author’s teenage perspective.&nbsp;

“As a Senator who represents the 19th district of Kansas, I’m calling on USD 450 to remove the book from its library,” said Kloos on his Facebook page referring to his talk with the superintendent.&nbsp;

As a private citizen, Kloos can voice any opinion he has, but should a state legislator compel action from a school employee?&nbsp;

In Kansas, local boards of education are held responsible for choosing books for the library as well as removing books.&nbsp;

Books are selected in a variety of ways. These include:&nbsp; By the school librarian based on selections of the American Library Association or other educational groups, by the librarian and the principal or superintendent and by a committee of teachers.

The U. S. Supreme Court has not ruled on how boards of education should choose books for their libraries. However, in 1982 the Court ruled in Island Trees School District v. Pico that once a book is in a library, a school board may not remove that book because they disapprove of it.&nbsp;

Justice Brennan concluded for the majority that school officials may not remove books based on "narrowly partisan or political grounds," because that would amount to an "official suppression of ideas."&nbsp;&nbsp;

However, a book may be removed under certain circumstances, for example, if the book is inappropriate for students age-level.

Over time many books have been challenged for removal and many Kansas schools have established longstanding protocols for dealing with censorship challenges.&nbsp;

These protocols are based on school board review and include input from multiple individuals before a final decision is made.

Moreover, Kansas schools have allowed parents, upon request, to withhold a book from their child’s use while the book remains in the library. Parents also may withdraw students from classes or courses where they find the content objectionable.

As a writer, I am a strong proponent of free speech. Yet, I was surprised to find that 1,145 books have been banned from school libraries in the last nine months, and “Gender Queer” was the one most often removed according to a list compiled by PEN America. The research also showed 33 percent or 379 of the banned books were on the topic of gender identity.&nbsp;

After it was mentioned in testimony before a legislative committee this spring, I decided to read “Gender Queer.”&nbsp; I found a simple account that might help some young people. However, the graphic display of the work also made me see why parents might have strong reactions to this book based on the maturity of their child.&nbsp;

I won’t share my views on whether “Gender Queer” should be censored because, frankly, I’m conflicted and because this decision isn’t up to me.&nbsp;

The one thing I can say with conviction is that book banning decisions should not come from political pressure at the state level or through coercion of vocal parent groups.&nbsp;

The decisions should be made by the local school board based on processes schools have been using for years.&nbsp;
