Kansas Common crude at CHS starts the week at $99.75 per barrel, the lowest price in McPherson since May 18th. Gasoline prices have dropped below five dollars a gallon nationwide. The auto club AAA reports the average pump price across the US for a gallon of regular was just over $4.98. That's down three cents from a week ago. The average across Kansas was a fraction over $4.65 a gallon, We spotted $4.69 at most outlets in Hays on Monday and $4.79 across Great Bend. US natural gas prices fell by about 16% after a major export facility announced it won't reopen anytime soon. Freeport LNG suffered a major fire and explosion two weeks ago and now says a return to full operations won't happen until late this year. The Rig Count in Kansas is unchanged from a week ago, with 23 active rigs east of Wichita and 32 in Western Kansas. Independent Oil &amp; Gas Service reports drilling underway Friday on a lease in Barton and drilling underway or about to start on two sites in Russell County. So far this year, 154 Kansas operators have spudded 596 wells, up more than 75% from a year ago. Operators completed 44 wells across Kansas last week, 16 in eastern Kansas and 28 west of Wichita, including six in Barton County and one in Ellis County. That's 731 completed wells so far this year. Kansas regulators okayed 67 permits for drilling at new locations. Thirty were west of Wichita including three in Ellis County.&nbsp; The Rotary Rig Count from Baker Hughes 740, up seven rigs. The count in New Mexico was up seven. US crude inventories increased by two million barrels last week. The Energy Information Administration reports stockpiles of 418.7 million barrels as of June 10th. US inventories are about 14% below the five-year average for this time of year. Gasoline stockpiles dropped by 700,000 barrels last week and are about 11% below the five-year average. The family trust of billionaire-founder Harold Hamm is hoping to take Continental Resources private. In a news release, the company said it received an all-cash offer of $70 per share to those holding the approximately 17% of the company that his family does not already own. The deal could take the huge U.S. shale producer private at a valuation of $25.41 billion. Reuters reported Continental's shares jumped 16% to nearly $75 a share on the news, indicating investors believe a higher offer could be forthcoming. Russia has passed Saudi Arabia to become India's second biggest crude-oil supplier, and China's largest, despite international sanctions. India imported 819,000 barrels per day from Russia in May, according to a report from Reuters. They are taking advantage of record discounts, now reaching $30 under the international benchmark. Russian sales to China reached nearly two million barrels per day, an increase of 25% from the month before. Despite pledging to increase production last month, OPEC and its export partners fell short by more than a million barrels per day of their announced production increases. According to the cartel's Monthly Oil Market Report on Monday, May output was just over 28.5 million barrels per day, down 176,000 barrels per day from the month before. US operators increased crude production last week by 90,000 barrels a day, topping 12-million barrels per day for the first time since April of 2020. During the week through June 10th, domestic output reached 12.035 million barrels per day, according to a weekly government report. That's up 789,000 barrels a day over the same week a year ago. The Energy Information Administration reports crude imports increased 800,000 barrels per day over the week before, to average seven million barrels per day. The four-week average is up about two percent over the same four weeks a year ago. Winter weather plagued the North Dakota oil patch in April, dropping crude production by 20%. Back-to-back blizzards knocked out electrical power to the patch, costing some operators between 45% and 100% of their output. Director Lynn Helms of the North Dakota Department of Mineral Resources told reporters the problems continued into the month of May. Statewide production in April, totaled just over 900,000 barrels per day. At 93%, the state's gas-capture rate dipped slightly from the record set the month before. US oil-by-rail numbers were up week-over-week, but still trail last year's tallies. The Association of American Railroads reports 10,037 tanker carloads hauling petroleum and petroleum products during the week through June 11th. That's up 715 carloads from the week before but nearly six percent behind the count last year at this time. Canadian traffic increased nearly 14% over last year, gaining more than 400 carloads week over week.

News From the Oil Patch: Crude, gasoline prices retreat

Hays High has their new boys basketball coach. Sean Dreiling is the new coach following approval at Monday night's USD 489 Board of Education Meeting.&nbsp;

Dreiling had recently accepted a teaching and assistant basketball coaching position at the school. That transpired prior to former coach Alex Hutchins discussions with Washburn Rural which eventually led to Hutchins taking the head coaching job with the Junior Blues.

Dreiling spent six seasons as the head coach of Trego Community High School compiling a record of 68-62. The Golden Eagles when 19-5 this past season and 16-6 the year prior.

Dreiling hails from Estes Park, Colorado but has lived in Hays since attending Fort Hays State University on a basketball scholarship. He was a player for the Tigers from 2007 to 2012. He was on the basketball coaching staff from 2012 to 2016 and even served a season as the men's golf coach.

Dreiling already lives in Hays with his wife, who is a USD 489 teacher, and family.

The summer schedule put in place for the basketball team prior to the coaching change will stay the same.

RUSSELL COUNTY—A Kansas woman was injured in an accident just before 3p.m. Monday in Russell County.

The Kansas Highway Patrol reported a 2015 Jeep Grand Cherokee driven by Tammy Batt, 46, Russell, was eastbound&nbsp; in the 17800 Block of Old Highway 40.

Due to a medical condition, the vehicle crossed center line, entered the north ditch, became airborne over a culvert and came to a rest on its wheels facing southeast.

EMS transported Batt to Russell Regional Medical Center. She was properly restrained, according to the KHP.

“America’s rural communities are critical to the success of our nation’s economy,” Torres Small said. “When we invest in rural communities, we build opportunity and prosperity for the people who live in them. The guide we are unveiling today will better equip people with the tools they need to make their communities more attractive, economically viable and safe places to live and work.”

Alvord added, “We are committed to working together to explore new ways to support and strengthen rural America. It’s important that we’re equipping our communities with tools that are easily accessible and easily utilized to maximize the work of providing greater, inclusive economic prosperity across our country. This guide is a great tool to deliver on that commitment.”

The resource guide outlines programs and services that can be used to advance community and economic development in rural communities through four key focus areas:

· Planning and technical assistance · Infrastructure and broadband expansion · Entrepreneurship and business assistance · Workforce development and livability

The guide also features information and links to USDA Rural Development and U.S. Economic Development Administration key priorities and resources.

Under the Biden-Harris Administration, Rural Development provides loans and grants to help expand economic opportunities, create jobs and improve the quality of life for millions of Americans in rural areas. USDA launches resource guide for economic development in rural communities

GREAT BEND - Barton Community College (BCC) has been awarded a 1:1 matching grant, totaling $1,843,594 to construct an Agriculture, Farm Machinery, and Transportation Technology Complex to co-locate high-wage, high-demand programs including agriculture business management, crop protection, beef cattle production, and commercial driver’s license (CDL), in addition to housing the anticipated Case New Holland (CNH) Top Tech Industrial Service Training program to train ag mechanic technicians to enter the workforce.

The facility will include three classrooms, three dedicated shop spaces, CDL vehicle and equipment storage, corrals, instructor offices, loading dock, and a CDL testing area. Estimated cost for the project is $3,687,188.

In addition to the award, the state of Kansas has approved $5 million in Community and Technical Colleges Capital Improvement Tax Credits, to be split among community and technical colleges across the state, first come, first served, up to a maximum of $500,000 per school.

Barton Foundation Director Lindsey Bogner said these will likely sell out very quickly.

“I urge anyone who is interested to contact me as soon as possible,” she said. “We are looking for donors that would like to purchase these 60 percent tax credits; the minimum donation is $1,000, and the max is $416,666. It’s a win-win for our donors and for the college because tax credits allow a donor to support a project like ours, while lowering their Kansas state tax burden - for example, if you give $1,000, you get a $600 credit on your state taxes.”

GREAT BEND - Barton Community College (BCC) has reestablished a once-popular resource utilized by civic groups, local conferences and more – the Barton Speakers’ Bureau.

The bureau is a collection of presentations on myriad topics prepared and presented by experts at the college. 

Options range from motivational topics like perseverance and leadership and informative speeches on social support and mental wellness to more lighthearted and interesting presentations on history and the importance of art. 

Vice-President of Instruction Elaine Simmons said she remembers the original Speaker’s Bureau and how well-utilized it was.

“It was a popular option for the community and I’m excited for its return,” she said. “We are thankful for the nudge from community leadership to revive this resource and look forward to other opportunities to interact and respond to community needs.”

ELLIS—A pre-pandemic attendance incentive is set to return to Ellis High School after last week’s Ellis USD 388 Board of Education meeting.

The discussion came after Ellis Junior/Senior High principal Donna
Schmidt noted attendance was down this year.

“You’ll see our attendance was not good this year,” Schmidt
said.

She attributed the drop in attendance to an increased focus on having
students exhibiting any signs of illness stay home.

She then asked the board to consider re-inserting the
pre-pandemic attendance rewards program into the school handbook.

“I would really like to see a room reward system go back
into effect,” Schmidt said. “So we can have our attendance have a more positive
result or more positive percentage for our attendance.”

She added that students would still be asked to remain home
in case of illness, and those absences would not count against the student if
documentation from medical personnel documented the need to miss classes.

While acknowledging the need to increase attendance, the
board questioned the return of the incentives.

“Are we at all concerned that we’re bringing back the whole
idea…if you’re kind of sick, you can go to school, as opposed to staying home,”
said board member Jared Schiel. 

He said after two years of pushing a message of staying home
while exhibiting any potential illness, attendance might be prioritized over
health if reimplemented.

Board member Latisha
Haag said the district should encourage sick students to seek medical care.
Still, others said it is not difficult to obtain a note excusing the
absence, no matter the illness.

“We have some students now who know which doctor or clinic
to visit to get an excuse or even to call,” Schmidt said.

“Pretty soon, we’re going to have a whole menu of, let me
pick which one I want to tell the doctor I want to see,” said board member
Marty Hollern.

<a href="mailto:bshannon@usd388.com">Brian
Shannon</a> also noted as students aim to meet the attendance goal, they
may share minor illnesses that impact educational outcomes.

“I think what you’re gonna run into it’s just the kids that
have the common cold and maybe doesn’t necessarily warrant seeing a doctor. They can treat it over the counter or something like that, but then they’re
going to be coming to school and pass that to the kids on the left and the kids
sitting on the right and so on from there,” he said.

The previous policy had offered incentives for attendance by rewarding
students with a quarterly off-site lunch and the option to skip comprehensive
finals, something the board also questioned the relevancy of in the current
education system.

Superintendent Corey Burton noted feedback in previous
years, indicating the importance of completing a comprehensive final in higher
education is less important than in previous years, as fewer classes require
it.

But as an incentive, Haag said they could make a substantial difference.

“That’s a strong incentive,” she said, “because
comprehensive exams terrify them. If you had to those students who already
struggle in school, that’s a big incentive to be in class, so they don’t have
to take those.”

Later in the meeting, the board voted to adopt the junior/senior high school handbook, including the attendance incentive policy. Schiel made a
motion to approve the new handbook. Haag offered a second, and the board passed
the measure unanimously.

The current policy only applies to high school students.

Expanding the attendance incentives to junior high students will be discussed
with teachers and at next month's school board meeting.

Ellis school board reinstates attendance incentive

LENORA — Nex-Tech has announced the recipients of the Nex-Tech “Break the Rules” Scholarship.

“Unlike most scholarship programs, this one allows high school seniors to send us any type of entry that depicts what they are most passionate about and how that has led to their chosen career path,” said Jacque Beckman, Nex-Tech’s Youth Services/Training Specialist. “We have received essays, YouTube videos and PowerPoint presentations. Our area students are very talented, and this allows them a non-traditional way to showcase their strengths and passions.”

Jimmy Todd, CEO/General Manager added that, “We received many creative and well-thought-out scholarship entries. We appreciate the effort and the passion behind each submission. The Nex-Tech Team wishes every student success as they embark on their future education and career path.”

The following 10 students will each receive a $1,000 award for excellence in showcasing their passion and describing how it led to their chosen career.

Jeremy Ford&nbsp;is the son of Tracie and Kelly Ford of Phillipsburg, and a graduate of Phillipsburg High School. He will attend Washburn University, majoring in Mass Media and Communications with a career goal to become a broadcast network host.

Anthony Grammon&nbsp;is the son of Ryan and Dana Grammon of Logan, and a graduate of Logan High School. He will attend the John Deere Technician Program at Southeast Community College in Milford, Nebraska. He will then return home to work for Landmark Implement in Phillipsburg while continuing to raise cattle.

Mallory Henderson&nbsp;is the daughter of Shawn and Marie Henderson of Hays, and a graduate of Hays High School. She will study Elementary Education with a minor in Special Education at Fort Hays State University as she pursues her goal to become a Special Education teacher.

Kamree Leiker is the daughter of Corey and Kenda Leiker of Hays, and a graduate of Hays High School. She will attend Fort Hays State University majoring in Medical Diagnostic Imaging.

Reilly Manning&nbsp;is the daughter of Ryan and Staci Manning of Norton, and a graduate of Norton Community High School, with a career goal to become a pharmacist. She will attend Fort Hays State University to study Chemistry with a Pre-Pharmacy emphasis for two years, then apply to the University of Kansas Pharmacy School to complete studies to earn a Doctorate Pharmacy degree.

Reece Leiker is the daughter of James and Taryn Leiker of Hays, and a graduate of Hays High School. She will study Cosmetology at Hays Academy of Hair Design, with additional classes in the Business Essentials course at Fort Hays State University. Her career goal is to develop her own cosmetic line.

Cody Wagoner&nbsp;is the son of Jim and Jana Wagoner of Lenora, and a graduate of Norton Community High School. He will attend the University of Nebraska-Lincoln, majoring in Sports Media and Communications and plans to further his education with a Master’s Degree in Broadcast Journalism or Sports Media.

Shelby Schmeidler&nbsp;is the daughter of Kent and Carla Schmeidler of Victoria, and a graduate of Victoria High School. She will attend the University of Kansas majoring in Psychology, with further studies to achieve a Doctorate and then work as a Clinical Psychologist.

Jadyn Walker&nbsp;is the son of Wendy Walker of Hill City and Vince and Cynthia Walker of Norton. He is a graduate of Hill City High School and plans to major in Political Science at the University of Kansas, then wants to further his education at a law school.

The Kansas Highway Patrol reported a 2015 Dodge Journey driven by MaKayla S. Hilburn, 23, Logan, was southbound on W 1300 Road and struck a cow in the roadway.

EMS transported&nbsp;Hilburn to the Phillips County Hospital. She was not wearing a seat belt, according to the KHP.

MANHATTAN — A program that develops leaders for agriculture, business and rural communities recently celebrated its newest graduates at the same time it announced the next class of participants.&nbsp;

Jill Zimmerman, president of the <a href="https://karlprogram.com/">Kansas Agricultural and Rural Leadership program</a>, said 27 individuals of Class XV celebrated the completion of their advanced leadership development experience during the inaugural KARL Big Event June 4 in Manhattan.&nbsp;

Class XVI, announced the same day, includes 30 Kansans who will start the two-year experience later this year.&nbsp;

“KARL identifies, prepares, and connects aspiring leaders to positively impact Kansas agriculture and rural communities, and is part of the International Association of Program for Agriculture Leadership,” Zimmerman said. “KARL grows leaders who make a difference and go on to lead in agriculture, their businesses, communities and families.”&nbsp;

Since it was first delivered in 1989, more than 450 men and women have participated in KARL and are leaders and active volunteers in the agriculture industry and rural communities.&nbsp;

This is the first time KARL has had a combined event to celebrate the graduate fellows and announce the new class associates. Event speakers included&nbsp;American Countryside&nbsp;producer Andrew McCrea and Senator Jerry Moran.&nbsp;&nbsp;

“On behalf of the board and all alumni of KARL, we offer our sincere congratulations to the Class XV Fellows for their accomplishment and we welcome KARL Class XVI Associates into the program,” said Doug Hofbauer, board chairman of the KARL program. “We look forward to their future work as leaders who make a difference on behalf of agriculture and rural Kansas.”&nbsp;

Each class experiences a two-year curriculum of 52 seminar days across the state of Kansas; a national study tour to Washington, D.C. and to the Gettysburg Leadership Experience at the historic battleground; a domestic study tour; and an international study tour.&nbsp;

Zimmerman said that members of Class XVI will travel to Spain for their international study tour.&nbsp;

The Kansas Highway Patrol reported a&nbsp; 2015 Volvo semi driven by Enea Onuzi, 34, Chicago, Illinois, was westbound on Interstate 70 at Park.

The vehicle traveled all over the roadway and entered the north ditch. When attempting to reenter the highway the truck laid over on the passenger side and came to rest facing southeast blocking both westbound lanes of travel and shoulder.

📷 Area residents turn out for weekend events

The Ellis County Fair is gearing up for another fun-filled week.&nbsp;Join us for a Barnyard Mardi Gras at the Ellis County Fair July 16-23, 2022.&nbsp;

The Ellis County Fair brings you seven nights of main events for only $30 per pass. Kids 5 and under are free. Single night entry is $20. The seven nights of entertainment include two nights of 305 sprints, modifieds, sport compacts and more at RPM Speedway. Come back on Tuesday and Wednesday for two nights of KPRA rodeo with the ever-popular mutton busting! Thursday will feature barrel races. Friday we are excited to have Jerrod Niemann in concert! He is a Liberal, Kansas native and has top hits&nbsp;such as Lover, Lover and Drink to that all Night. Saturday will close out the fair with the popular Ranch Rodeo.&nbsp;

There are a number of activities that are free at the fair. Bring your family out to stroll through the air-conditioned buildings to see all the open class and 4-H projects that were entered. The kids pedal pull makes a return along with a kid’s workshop. There’s a Lego competition and a number of 4-H livestock competitions that are all free to enter.&nbsp;

The inflatable carnival which includes games, prizes, laser tag, and&nbsp;a&nbsp;virtual reality roller coaster is making a return&nbsp;to&nbsp;the fair. Armbands are only $6 per night.&nbsp;

The midway will have lots of food vendors, beer garden, mechanical bull, and free concerts nightly on the midway stage.&nbsp;The midway acts include Ragland, Mike Benish Band, DOC, Paramount, and Crazy Horse 2.0.&nbsp;

2022 Ellis County Fair right around the corner

Everywhere we turn there are signs of the upcoming Aug. 2 constitutional amendment and primary elections, and soon enough they’ll be replaced with reminders of the Nov. 8 general election.

For a political scientist like myself, I love election years. It’s like my Super Bowl — except the stakes are a whole lot higher because the winners and losers affect the lives of everyday Kansans.

But more and more often I’m finding myself disappointed during election season.

Surprisingly, it’s not the bombardment of negative campaign ads, yard signs, and armchair political scientists that make me feel this way — though those certainly don’t help. It’s how few options Kansas voters really have.

Shortly after the June 10 candidate filing deadline, I noticed tweets from several candidates for the Kansas House celebrating their victories. And that feeling of disappointment hit me again. These candidates had essentially won because they didn’t have a single challenger running against them.

All 125 House seats are up for election this year. Yet, 55 of those seats are completely unopposed. Voters in 44 percent of our House districts don’t get a choice in who their representative is going to be. Another handful of districts will be decided in the Aug. 2 primary, as there isn’t a partisan challenger running for the seat.

Considering the 2021 Kansas Speaks public opinion survey found less than one-third of Kansans are satisfied with the overall performance of the state legislature, it is perhaps surprising so many candidates are running unopposed.

This begs the question, why are there so many districts without opposition candidates?

Well, there are completely valid reasons why potential challengers don’t run in these districts.

First, many of Kansas’ House districts just aren’t competitive.

Of the 55 unopposed races, 36 have a Republican candidate and 19 have a Democratic candidate.

Rural areas of our state strongly favor Republicans. While urban and suburban areas, especially in the northeast, are more favorable to Democrats. 

Electoral districts are drawn with this partisanship in mind. The goal is to maximize the number of districts winnable by the majority party, which can only be done by giving up a few districts to the minority party.

To determine competitiveness, I analyzed 2020 voting trends in each 2022 House district and deemed districts that came within 2 percent of a 50-50 partisan split to be competitive. I found that only 12 of our 125 House districts met these criteria.

Most of these unopposed races are in districts that are not competitive for members of the opposite party. And potential challengers aren’t going to run if their chance of winning is low.

Second, there are features of the Kansas Legislature that limit who is realistically able to run for office.

We have a part-time, low-pay, legislature. On average, lawmakers spend about half of a full-time job doing legislative work. This requires many legislators to have other sources of income to make a living — usually flexible careers, family wealth, or retirement. Therefore, running for office is often limited to upper-middle-class or wealthy Kansans.

Logically, it makes sense why this wouldn’t be an appealing draw for potential challengers.

But it’s concerning for our democracy. Government necessitates competitive elections to be considered representative.

The voice of the people is supposed to drive our government. But nearly half of Kansas voters won’t get a choice in who their state representative is this year.

INSIGHT: Unopposed races for Kansas House concerning for representative democracy

Beginning 8 a.m. Monday, East 19th Street in Hays will be closed to traffic on the west side of the MacArthur Road intersection for pavement repairs. 

Repairs should be completed by end of day on Friday.&nbsp;
