As a shortage of child care continues to affect families
across Ellis County and beyond, the Hays Chamber has continued taking a
leading role alongside a Child Care Task Force in the effort to address the issue. 

This week attendees of their membership lunch will hear updates on those
efforts at noon on June 24 at the Rose Garden Banquet Hall, 2350 E. Eighth.

“We've been working on this since about September of last
year,” said Sarah Wasinger, Hays Chamber president and CEO. “A lot of things
have been in the works since then.”

Along with local updates, Jennifer Burgardt, community outreach
and engagement coordinator at Child Care Aware of Kansas, will speak about the
status of child care in general across the state and nation.

During the meeting, Wasinger said ideas to foster more child-care
options will be discussed, including having local businesses create internal daycare
options.

“That pay-to-play model really looks like a business stepping up and saying, ‘This is such a big issue that we would actually invest
some of our money to allocate some spots for child care just for our business,’”
Wasinger said. “So, if you've gotten to the point where you feel like that's
a need for your business, we want to hear from you.”

She said benefits for child care providers provided by local
businesses are also being explored that could offset the cost of running a
facility, including giving discounts on services that could be utilized to make child care in a home or through a center easier.

While efforts are underway to address the lack of services,
she said the situation may get worse, before it gets better.

“We've got almost probably 10 providers, from what we're
aware of at this point, who might be closing their doors by the end of the
summer,” Wasinger said. “We're already at the bare minimum of providers and
when you hear numbers like that, they're staggering.”

The effect of those closures, along with the ongoing shortage,
can have a substantial impact on the larger area economy.

“The ripple effect is definitely significant when we look at just one person and how that can change the climate of
an organization not being there," Wasinger said. "So, I'm definitely looking at solving this
from a holistic point of view.”

A survey conducted by the task force in the last months of
2021 highlighted the scope of the problem, finding more than 700 children were in
need of care. Further, about 150 people would reenter the workforce if affordable, dependable daycare options were available.

Those workers could significantly affect a tight labor market
in Ellis County. The Labor Market Information Services division of the
Kansas Department of Labor and the Bureau of Labor Statistics reported a 1.3
percent unemployment rate in April in Ellis County, the latest data to be released.

“Everyone's still hiring right now, for the most part,”
Wasinger said. “If you don't have a help wanted sign up, congratulations to
you, you found the secret. But you know, that's definitely more of the abnormal
versus normal.”

Those that have solved the problem in their business –
or have an idea how to do so – are encouraged to participate in the upcoming
session or the ongoing Child Care Task Force meetings.

“Our hope is that we might be able to have someone from that
community just kind of give us a high-level view of what their solutions
started to look like, maybe some things that they've done and how can we maybe
mirror what other communities have done.”

“It's not necessarily about reinventing the wheel, but
looking at our own scope of what the issue looks like in Ellis County,” she said. “And if some of those solutions have places where they fit here, we
definitely want to implement them.”

Ideas for solving the situation, she said, could come from
anywhere.

“If you are thinking of anything that maybe we haven't
talked about yet, and you were like, ‘Well, maybe it's obvious to me, but it
should be obvious to them,’” she said. “Maybe it's not obvious to us. So please
let us know. You don't even have to be a part of the task force to share ideas, and
we would love to connect with people who maybe have just thought about
different ways that we can solve this.”

And for those more directly interested in running a child care
facility, she encourages participation in the monthly task force meeting.

The next meeting is scheduled for June 20 at the Hays
Welcome Center, 2700 Vine.

“If you kind of dragged your feet, or maybe you just didn't
have time,” Wasinger said, “we're starting to get to that point where now is
really the time to get involved. We are going to be getting very creative on
our next steps.”

“We've identified some issues and some needs. Now we're
trying to get into that solution mode,” she said. “If you want to be
on the train that is getting us there, and your business is willing to possibly
commit some resources to make that happen, please definitely reach out to me
at the Chamber, whether it's by phone call, by email or feel free to set up an
appointment to sit down and visit one-on-one as to how that could look as a
partnership for your business and for the task force.”

🎙 Hays Chamber to host child care informational meeting

Robert J. Dole VA Medical Center is hosting an event to assist veterans living in northwestern Kansas with understanding VA services available to them, getting enrolled for VA health care, and beginning the process of filing disability claims.

“There are close to 2,000 veterans in northwestern Kansas who are not enrolled for VA health care,” said Jeff Herndon, public affairs officer for Dole VA. “Almost half of them reside in Ellis County. It is our goal to ensure veterans are receiving every benefit they have earned, and we want to make it as easy as possible for them to get enrolled.”

The outreach event will be from 10 a.m. to 2 p.m. Saturday, June 25 at VFW Post 9706, 2106 Vine in Hays.

Representatives from Dole VA’s Health Benefits department, Veteran Benefits Administration (VBA), and service officers from Veterans Service Organizations (VSOs) will be available throughout the designated time to process actions.

Veterans should bring a copy of their DD-214 and most recent tax return to expedite enrollment and claims. Dependents and family members of veterans are also invited to attend.

Dole VA hosting health care enrollment fair in Hays

HUTCHINSON — Twenty-four new law enforcement officers graduated from the&nbsp;Kansas Law Enforcement Training Center on June 10 at a ceremony held in the KLETC Integrity Auditorium.

Officer Dustin Hiebsch of the Pittsburg Police Department was the graduating class president. The speaker for the ceremony was Capt. Guy Schroeder of the Wichita University Police Department. Troy Livingston, KLETC senior instructor of police, was the class coordinator for the 294th Basic Training Class.

Deputy Christine Settanni of the Wabaunsee County Sheriff's Office and Officer Katelyn Morris of the St. George Police Department achieved the Director’s Honor Role by achieving a total average on the written examinations of 94% or higher. Settanni had the highest overall academic score with 94.52% and was awarded the Larry Welch Award of Academic Excellence.

Officer Braden Taylor of the Wichita University Police Department was recognized during the ceremony for his firearms proficiency as the class “Top Shot.”

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of KU Lifelong &amp; Professional Education.

The graduates, who began their training in March 2022, represented multiple municipal, county and state law enforcement agencies from across Kansas. Area graduates are listed below by county and agency:

If you are&nbsp;one of those, consider&nbsp;entering&nbsp;your best wheat&nbsp;into the Ellis County Fair Open Class – Market Wheat Show.&nbsp;

Entries&nbsp;are&nbsp;fast and easy,&nbsp;fill up a&nbsp;provided&nbsp;bag of your best wheat while unloading at the elevator,&nbsp;or at&nbsp;your bins at&nbsp;home. Return&nbsp;a crop data card after harvest to either the elevator,&nbsp;or&nbsp;Cottonwood&nbsp;Extension&nbsp;District&nbsp;-&nbsp;HaysOffice at&nbsp;601 Main.

Entries must be combine run and shall not be cleaned in any way. Each exhibitor will be limited to one entry for each class. The classes are hard red winter wheat, hard white winter wheat and other varieties or hybrids.&nbsp;

Samples will be sent to the Kansas Grain Inspection Service. Samples will be analyzed and judged on the following criteria based solely on a points system: Variety, Mill &amp; Bake – 250; Protein – 225; Test Weight – 200; Dockage – 200; Crop Data Card – 25; Shrunken &amp; Broken – 100 with a total possible of 1,000 points.&nbsp;

Cash and ribbons will be awarded to 1st, 2nd, and 3rd&nbsp;place winners, not to mention bragging rights!

Three-day weather outlook

The history of celebrating Father’s Day dates back 50 years ago, when President Nixon made it an official holiday. Much earlier (around 1910) a young lady named Sonora Smart Dodd, of Spokane, Washington, is given credit for originating the holiday. Her father was a Civil War veteran, who raised her and her five siblings after their mother died in childbirth. I know how much work it was to raise three kids in a&nbsp;two-parent&nbsp;family, so it is hard to&nbsp;imagine how it would be in a single parent home.&nbsp;

A gradual cultural shift of permissiveness toward single parenting can sometimes give&nbsp;theimpression that fathers don’t really matter. Nothing could be further from the truth. Fathers play an important role in the development of their children and families. Studies show that children with involved fathers are more successful in school, more ambitious, more self-confident with their identity, self-protective and self-reliant, less likely to drop out of school and less susceptible to peer pressure.&nbsp;

It is so refreshing to see fathers who have become more involved with their families beyond the role of breadwinner. I saw it in my husband, John, and now in our son and son-in-law, Adam and Art. Taking the time to develop and nurture relationships with children pays off big in the end. Children with active fathers develop skills they can carry into adulthood. Self-esteem soars when dads are active participants in their children’s lives. Children come with their own unique personalities, temperaments and developmental timetables and dadas are an essential link to a child’s well-being.&nbsp;

Here's hoping that all of you reading this will take time to acknowledge the father or father figure who has had an impact on your life. A simple phone call or spending an afternoon working on a project together can be the most meaningful gift of all!

PLAINVILLE — After a six-month-long extensive and comprehensive nationwide search to replace outgoing CEO AJ Thomas, the best candidate turned out to be close to<a></a>&nbsp;home in Rooks County. Stephanie Bjornstad, BSN,&nbsp;Quality Director&nbsp;at Rooks County Health Center,&nbsp;has been named&nbsp;Chief Executive Officer&nbsp;of RCH.&nbsp;She officially began her new duties on June&nbsp;3.

Bjornstad,&nbsp;who has been with RCH for&nbsp;18 years,&nbsp;is&nbsp;a Plainville native who earned&nbsp;her&nbsp;Bachelor of Science&nbsp;degree in nursing from the University of Kansas.&nbsp;In her capacity as Quality Director/Risk Manager at RCH,&nbsp;she also oversaw the infection prevention, employee health and disaster safety programs for the hospital.

Jeff Van Dyke, Chairman of the RCH Board,&nbsp;said Bjornstad has&nbsp;the full and unconditional support of&nbsp;the board, which resulted in a&nbsp;unanimous vote to appoint her&nbsp;to the position. Van Dyke&nbsp;also&nbsp;voiced the board’s&nbsp;appreciation and admiration for&nbsp;AJ Thomas,&nbsp;who is stepping down as RCH CEO for the last 4 ½ years, for his outstanding dedication and for the great strides that the hospital made during his tenure.

When asked for her&nbsp;thoughts on taking on the responsibilities of running a critical access hospital Bjornstad said, “RCH has something really special here, a culture that emphasizes patient care above all else and puts a premium on quality services. We not only do a great job providing healthcare, we do it with the best attitude and at&nbsp;the highest standards of care."

With her eye to the future, Bjornstad’s plans for&nbsp;RCH going forward are “…&nbsp;to continue to grow the services that rural Kansan’s deserve. We’ll keep doing what we always do here at RCH, work to constantly provide the highest standard of patient care possible, right here in Rooks County."

Plainville native named Rooks County Health Center CEO

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a  seasonally adjusted unemployment rate of 2.3% in May. This was a decrease from 2.4% in April and a decrease from 3.4% in May 2021.

“Both monthly labor market surveys indicate little change over the month for Kansas,” said Secretary Amber Shultz. “However, a small increase in employment estimates from the household survey caused the unemployment rate to decrease to 2.3% in May.” 

Jobless rates across most of northwest Kansas rose slightly, although the highest area rate was Rooks County's 2.4 percent. Ellis County's unemployment rate rose from 1.3 percent in April to 1.7 percent in May.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,100 from April. Total nonfarm includes private sector and government employers.  Private sector jobs decreased by 1,200 over the month, while government increased by 100.

“Although private sector job estimates showed no significant change over the month, an increase in the number of jobs and hours worked compared to May 2021 shows strength in the Kansas job market,” said Labor Economist Nathan Kessler. “At the same time, inflation continues to offset wage growth with real hourly earnings declining over the year.”

Since May 2021 Kansas' seasonally adjusted total nonfarm jobs have increased by 18,400. This change is due to an increase of 19,200 private sector jobs and a decrease of 800 government jobs.

Ellis Co. jobless rate rises, but remains below 2 percent

Outside agencies have requested $556,116 in funding next year from the city of Hays, an increase of $71,616 over 2022.

Six groups made their 2023 budget presentations during last night's city commission work session.

The Hays Chamber is asking for $45,000, the first time the group has requested city funding.

Sarah Wasinger, executive director and CEO, said a significant challenge, just like many other businesses, is maintaining the chamber's workforce. There are three staff members currently, with the administrative assistant's position open.&nbsp;

Mike Morley, past board chair, noted the chamber began an advocacy role in the community three years ago. The chamber has taken a leadership role in efforts for more childcare, pre-K through 12 school infrastructure, housing, workforce, and access to quality healthcare.&nbsp;

"Advocacy is going to be very important for the progress of Ellis County, and being able to stabilize our time for these different initiatives is really where we focused our efforts," Wasinger told the commission.&nbsp;

"We do have some things that we're looking at in the background that hopefully within the next two to five years we'll be able to stabilize our own budget without coming to the city for a request for funds," she added, "but ultimately that $45,000 is what allows us to finish next year in the black and still be able to focus on these initiatives."&nbsp;

Following significant cutbacks in city funding the past two years amidst staff vacancies, deteriorating artifacts, and mold-filled headquarters, the <a href="https://hayspost.com/posts/4b82c3c2-8654-43f3-b842-f85a8deace1b">Ellis County Historical Society has reorganized</a> and is seeking $21,116 from Hays for 2023. It received just $3,000 from the city in 2022 and in 2021, along with a directive to reassess its mission.&nbsp;

The Downtown Hays Development Corporation is asking for a smaller increase of $6,000 for a total of $60,000.&nbsp; The Wild West Festival request of $10,000 is just $500 more than last year.&nbsp;

The CARE Council, which represents a number of social services, wants $170,000, an increase of $2,000.

Funding requests unchanged from 2022 came from Fort Hays State University of $100,000 for the City of Hays Scholarship Program, Grow Hays at $180,000, and the Hays Arts Council for $15,000.

Dr. Joey Linn, FHSU vice president for student affairs, noted the Kansas Board of Regents had just approved the university's tuition and fee rates which will not increase for 2022-2023.

Despite the declining student enrollment trend nationwide, Linn said there are indicators FHSU will see a larger freshman class and increases in the number of students living on-campus.

Representatives from each agency talked about their partnerships throughout the county and explained how they made an impact on Hays' economic development.&nbsp;

Commissioner Shaun Musil thanked the groups for what they do for the community.

"We're all in this together. I don't know how we fund it. We're going to have some tough calls," Musil said.

"Things are different now. We have to change as things change. If we stay the same we won't ever grow, and I'm not willing to just stay the same."

A $60,000 budget request was submitted for alcohol tax funds, but it is not part of the social&nbsp;services, economic development or quality of life budgets.

Action on the requests will be taken as part of the 2023 budget&nbsp;adoption process.

In other business, commissioners discussed:

* Property/liability insurance coverage renewal for 2022/2023.&nbsp;Midwest Public Risk (MPR) provides the lowest cost option for renewal of the city’s package. The outcome translates into an 11% increase or $30,063 more than the prior period.&nbsp;Insurance Planning, Hays, provides oversight for the city as the insurance broker.

* Proposed Unified Development Code (UDC) amendments for 15 changes presented by Jesse Rohr, public works director. The UDC was adopted in 2016 and is considered a "living document" to be updated as changes are recognized.

* Resolution setting a public hearing to establish a Rural Housing Incentive District (RHID) at 4th and Fort.&nbsp;The developer,&nbsp;Turn-Key Properties LLC, wants to construct four structures containing 36 apartments directly west of the former Washington Elementary School.&nbsp;The public hearing would&nbsp; be scheduled for&nbsp;July 28.

* Early redemption of Series 2004-A bonds, known as the Home Depot TDD Bonds. According to Kim Rupp, finance director, it would save the city approximately $32,000 in interest and free up the 0.5% retail sales tax in the Home Depot area to be receipted back to the city's general fund 18 months earlier than projected.

🎥 City hears outside agency funding requests; Chamber makes first-time ask

The Ellis County Ham Operators want to invite everyone to attend the American Radio Relay League Field Day&nbsp;beginning&nbsp;with a swap fest at 10 a.m. and official field day activities starting at 1 p.m.&nbsp;on Saturday,&nbsp;June 25, 2022, near the west officer’s quarters at Historic Fort Hays.

ARRL Field Day&nbsp;is a coordinated&nbsp;opportunity for thousands of amateur radio enthusiasts throughout the U.S and Canada to set up temporary communications stations and make&nbsp;radio contacts with others. Licensed radio operators (called “Hams”) spend the weekend&nbsp;honing their technical skills for&nbsp;community outreach&nbsp;and&nbsp;emergency preparedness.

The first&nbsp;ARRL Field Day&nbsp;event&nbsp;was held in June 1933&nbsp;with a pause from 1942 to 1945 during World War II. The event&nbsp;continues to be a popular annual activity with growing public appeal.

“Take a moment to put your cell phone aside and join us on Field Day 2022 and get a glimpse of the excitement modern Ham radio operators&nbsp;experience today,” said John Begler, president of ECHO.

During the contest, stations exchange call signs and information about their locations and equipment using a variety of radios from old tube-style relics to modern sophisticated digital radios.&nbsp;

The event is a&nbsp;contest&nbsp;for&nbsp;clubs, like ECHO, teams and other individuals to&nbsp;make contact with as many stations as possible&nbsp;across the Americas and around the world.&nbsp;Field Day&nbsp;activities span over two days,&nbsp;officially beginning on Saturday,&nbsp;June 25&nbsp;at&nbsp;18:00&nbsp;hours Coordinated Universal Time (UTC), which is 1 p.m. central standard time,and ends on Sunday, June 26, at&nbsp;20:59&nbsp;hours (UTC), which is one minute before 6 p.m. central standard time in Hays.

“This is a great opportunity to learn more about the history of communications, and the radio communication tools that continue to have value today,” Begler said.

The event is designed&nbsp;for&nbsp;amateur radio enthusiasts to hone their skills and&nbsp;is an open invitation from&nbsp;the public&nbsp;to learn more and maybe, one day become Ham operators&nbsp;themselves.&nbsp;

vehicles and issued 18 citations with one arrested during the annual Click It or
Ticket campaign. 

According to the sheriff’s office, officers wrote 10 safety
belt violations, three speeding tickets and five other citations during the
campaign, which ran from May 18 to 30. 

In a press release Ellis County Sheriff Scott Braun said, “We
are here to enforce Kansas traffic laws and ultimately, to decrease unsafe
driving behavior. If you were stopped, we hope you learned from the experience.
If so, we have made the roads a little safer for you and those your share the
road with. We will continue to do that because, while the 2022 Click It or
Ticket campaign may be over, traffic enforcement never is.”

The annual Click It or Ticket campaign raises awareness of
the importance of everyone buckling up in a vehicle.

How many old westerns have we seen the hero crawling across the desert, desperate to find a drink of water? He turns his canteen upside down and only sand runs out. Or the cattle baron uses unscrupulous methods to gain the water rights of the small ranches. Water has been the source of conflict since the dawn of mankind. It is the one thing that sustains life, the one thing without which we can’t live. That is one absolute that we cannot change, and conflict over water will only become more serious in the future. Water is absolutely critical to those of us in agriculture. It is necessary for our crops and livestock. I am not telling you anything you do not know. However, we need to have a serious discussion about water and water rights. Kansas Farm Bureau’s (KFB) water policy has grown over the years, but it is something we need to take a deep dive into. Maybe the policy we have is good enough, but I suspect we need to make some changes. Those changes might be small tweaks, or they might be major overhauls. It is up to you, the grassroots Farm Bureau member. That is why we are hosting a series of meetings around the state, and I am imploring you to attend one and add your opinion to the process. This may be the biggest issue we have ever faced and one that will shape agriculture in Kansas for a long time. If we are not at the table, decisions will be made without our input that could have catastrophic consequences. I don’t know how to make this any clearer or any more urgent. There are parties involved are pulling from every direction: municipal, agricultural and industry. We must make sure any policy adopted allows us to continue to produce food and fiber. KFB will host a series of 2-hour moderated discussions around the state to gather feedback on possible policy changes. All meeting will begin at 8:30 a.m. and are scheduled for the following locations:

Kansas Farm Bureau Insight: Diving into water policy

TOPEKA —On Wednesday, the Kansas Board of Regents voted to hold tuition flat at state universities during the upcoming school year, something they were able to do because of the historic level of funding provided by the budget Governor Laura Kelly signed in May.

As part of her budget, Governor Kelly restored university funding to pre-pandemic levels to enable state universities to freeze tuition and knock down barriers to higher education.&nbsp;&nbsp;

“The Regents are excited that students at state universities in Kansas will see no tuition increases next academic year,” said KBOR Chair Cheryl Harrison-Lee.

 “I’m thankful that Governor Kelly and the Legislature provided funding for flat tuition. Their partnership in this area, coupled with their support for increased need-based student financial aid, has helped us ensure affordability for Kansas families.”

This is the fourth year in a row that the Board has approved flat tuition for undergraduate resident students at the University of Kansas. Emporia State University, Fort Hays State University, Kansas State University, Pittsburg State University and Wichita State University have had no undergraduate resident tuition increases in three of the past four years.

“I’m pleased that my call to freeze tuition at state universities has been taken up, especially as pandemic-induced inflation impacts the lives of Kansan students and their families,” Governor Kelly said. “Continuing the streak of low-to-no tuition growth under my Administration ensures our state can maintain its workforce pipeline and keep higher education degrees attainable.”&nbsp;

An FHSU T-shirt is gently slipped over a black mannequin's body. Jeans are snapped and snugged tight. Another woman straightens a collar, and yet another woman slips a pair of pink pajamas on a tiny child's frame.

Volunteers from the Wonder Women League gathered at the Options&nbsp; Domestic and Sexual Violence Services office Tuesday night for a dressing ceremony for the "What You Were Wearing?" art exhibit.

The art installation will be on display during the Hays Arts Council’s Summer Art Walk from 6:30 to 9:30 p.m. at Downing-Nelson Oil Company, 111 W. 10th.

The 50 mannequins and their outfits represent women, men and children in northwest Kansas who were sexually assaulted and the clothing they were wearing when they were attacked.

In a few cases, the exact clothing that the victims were wearing has been donated.

The goal of the art installation is to bust the myth that provocative clothing is the cause of sexual assault, a stereotype often used for victim blaming. Organizers also hope to bring a measure of comfort to other survivors by showing that the choices they made in their clothing did not cause their sexual assaults. The exhibit was inspired by a poem by Mary Simmerling titled "What I Was Wearing," about her own experience with sexual assault.

Nancy Jeter, co-chairwoman of the Wonder Women League, participated in the dressing ceremony.

"I tried to approach it with respect for whomever I was dressing," she said through tears. "It was emotional. It made me sad. I think this is a very important exhibit that will bring awareness to people who may not realize how it reaches everybody."

This is the fourth year Options has presented the "What Were You Wearing?" exhibit. However, thanks to a cash donation from the Wonder Women League and the donation of many clothing items, the exhibit has been greatly expanded this year.

Pam Joy, Wonder Women League member, along with Jeter served on a committee to help expand and enhance this year's exhibit.

"Most people are not aware of everything that is going on in the community," she said. "This hits home because so many of them happened in northwest Kansas and the Hays area.

"It was eye-opening. I read one of the cards, and I had to read it again because this person was not just raped once but years later again. [There were] little girls, year after year. You can see it in the pajamas they were wearing. 

"If you go no other place during the art walk come to this exhibit, because it's moving and important," Joy said.

A portion of the exhibit was shown on the Fort Hays State University campus this spring, as well as in Colby. When the exhibit was displayed in Colby a sexual assault survivor approached Options about donating her own outfit from her sexual assault.

The exhibit will also include QR codes that will link to sound clips of the victims' stories being read. Volunteers from Eagle Radio made the audio recordings.

Volunteers from the Wonder Women League and Options staff will be available to guide viewers through the exhibit and assist with the QR codes. 

“We are incredibly grateful to the Downing-Nelson Oil Company and the many community members who volunteered their time and talents to bring the art exhibit to life,” said Jennifer Hecker, executive director of Options. “And to give a voice to victims who have been silenced by victim blaming.” 

This event contains sensitive and potentially triggering material. Sexual abuse, sexual violence, rape and personal trauma are all mentioned within this exhibition. Options will have advocates available if anyone would like to speak privately. There are no age limits for the exhibit, but the content may not be suitable for young children.

Hear 'voices,' see what sexual assault victims were wearing at art exhibit Friday

Three people from Hays and a Hays business were honored with awards from the Kansas Consumer Advisory Council for Adult Mental Health at the annual Kansas Recovery Conference on June 7 in Wichita.

Gina Anderson of Hays, director of the High Plains Independence, was given the Unity Award. 

The award is given to those who have successfully united mental health consumers and non-consumers for the enhancement of their recovery in a cooperative manner. She was recognized for her hard work and efforts to build community partnerships. Anderson also serves her community as part of other programs at the local and state level.

Wayne Sammons of Hays was given the iLead Award. This award celebrated the life of a youth or young adult who has served their peers through mental health advocacy and education in an effort to further recovery or fight stigma. 

He was nominated for his involvement in creating a youth support group at High Plains Independence in Hays. This group is free to youth and is looking for new youth to participate. 

Sammons was recognized for his positive attitude and willingness to help whenever needed. Sammons continues to be a great support and leader in his community, his nomination said.

Genoa Healthcare Pharmacy in Hays, which is in the High Plains Mental Health Center building, was honored with the Kansas Businesses that Care Award.

This award recognizes a business that promotes the mental health of its employees, as well as stakeholders. It must also be involved in or support communities in Kansas. Genoa was recognized for its ongoing efforts to serve the mental health community and promote awareness of the work being done by peers.

Cristina Janney, reporter for Hays Post and Eagle Radio, was recognized with the Excellence in Media Award.

The award recognizes journalists, media outlets, television and film programs who excel in their coverage and portrayal of mental health issues in the news and entertainment media. 

Janney was recognized for her ongoing support of the mental health community and local consumer run organization, High Plains Independence in Hays.

"Through her job, she has played an important role in community education by keeping people informed about mental health issues and promoting awareness of the work being done by High Plains Independence," the nomination said.

High Plains Independence, 1200 Canterbury, is one of a network of facilities throughout Kansas that are commonly known as consumer run organizations or CROs. It is funded through a grant from the Kansas Department of Aging and Disability Services.

The organization offers free mental health recovery classes, support groups, life skills classes, social activities and outings, employment and volunteer opportunities for the members.

The CRO is open 2 to 6 p.m. Mondays, Tuesdays and Thursdays, and 10 a.m. to 2 p.m. Wednesdays, Fridays and Saturdays. It has about 30 members. Members can come and go as they please.

It must also be involved in or support communities in Kansas. Genoa was recognized for its ongoing efforts to serve the mental health community and promote awareness of the work being done by peers.<figure>

 </figure>Cristina Janney, reporter for Hays Post and Eagle Radio, was recognized with the Excellence in Media Award. The award recognizes journalists, media outlets, television and film programs who excel in their coverage and portrayal of mental health issues in the news and entertainment media. Janney was recognized for her ongoing support of the mental health community and local consumer run organization, High Plains Independence in Hays. "Through her job, she has played an important role in community education by keeping people informed about mental health issues and promoting awareness of the work being done by High Plains Independence," the nomination said.<a href="https://hayspost.com/posts/5b2d77e9-35a9-4dbd-bec0-72fbcba7cb8a">SEE RELATED STORY: From homeless to finding a family, Hays CRO helps those with mental illness</a>High Plains Independence, 1200 Canterbury, is one of a network of facilities throughout Kansas that are commonly known as consumer run organizations or CROs. It is funded through a grant from the Kansas Department of Aging and Disability Services.The organization offers free mental health recovery classes, support groups, life skills classes, social activities and outings, employment and volunteer opportunities for the members.The CRO is open 2 to 6 p.m. Mondays, Tuesdays and Thursdays, and 10 a.m. to 2 p.m. Wednesdays, Fridays and Saturdays. It has about 30 members. Members can come and go as they please.

Korean War veteran Orville Pfortmiller, 93, rang the North Immanuel Lutheran Church bell three distinct tolls on Memorial Day concluding the annual service in rural Osborne County.

 </figure>By LAAH TUCKER Special to the Hays Post Korean War veteran Orville Pfortmiller, 93, rang the North Immanuel Lutheran Church bell three distinct tolls on Memorial Day concluding the annual service in rural Osborne County.The tolls honor the deceased and represent the veteran's willingness to sacrifice their life for their country.The 1800-era church no longer stands but the bell was mounted into a structure as a "sentinel" for the cemetery.The services are presented by the Natoma American Legion Post 109 and the American Legion Auxiliary Unit 109.
