The United Way of Ellis County is sponsoring a Tardeada to promote information and cultural sharing with the Hispanic community.

The Tardeada, a Mexican-American term, meaning to party in the afternoon, will be Saturday at the Downtown Pavilion at 10th and Main in Hays. From 4 to 6 p.m., the event will include food, music and information booths. Food, DJ and a dance will be from 6 to 10 p.m.

Immaculate Heart of Mary will have matachine dancers to perform a dance honoring the Feast of the Lady of Guadalupe from 5:30 to 6 p.m.

"The  Tardeada Community Fiesta was created to include the community," said Meleny Jacome, United Way administrative assistant, "but also the Hispanic population to have something there for them, so they can learn about our partner agencies, learn about businesses, learn about services that are available for them. 

"We also wanted to have an event where [Hispanic families] could feel included in the community and have something for them that they could celebrate their culture."

Jacome said the event is open to all people of all ages and is also meant to help the community at-large learn about the Hispanic culture.

Cultural booths, which will also be offered from 4 to 6 p.m., will focus on the culture and history of different Spanish-speaking cultures.

"The goal is to have a more inclusive community that celebrates diversity," Jacome said.

Jacome noted the Hispanic population is the largest minority population in Ellis County. More than 1,700 people in Ellis County identify as Hispanic, according to the 2020 census.

Ten of the United Way partner agencies will be in attendance. Spanish interpreters will be on-hand to help the agencies and businesses share information with Spanish speakers.

"We really want to get people informed about what United Way does and our partner agencies do," Jacome said.

Court Appointed Special Advocates, also known as CASA, will have a raffle for a piñata. Other nonprofits will have donation jars.

Eagle Radio and Hays Post will be at the event answering questions. The company also hopes to demonstrate how users can set preferences on their devices to translate Hays Post into Spanish.

The Hays Convention and Visitor's Bureau and the Wonder Women League will also be on hand.

Taco Riendo will be on location during the entire event. Ten percent of the truck's proceeds from that night will go to the United Way. Immaculate Heart of Mary Catholic Church will also be selling Latin food as a fundraiser.

There will be a piñata and face-painting for the children, so parents are encouraged to bring their whole families to attend.

"Come with an open mind and be ready to learn," Jacome said. "It's for both cultures, for the Hispanic culture and the non-Hispanic culture. Be ready to learn about the United Way and what it offers and be ready to learn about different cultures that are here in Hays.

"Be ready to celebrate the minority groups."

Following the two-year reconstruction project of the north Vine Street corridor in Hays, the south end of Vine Street will get a facelift this year. This project, however, is less extensive and will not have any traffic roundabouts.

Phase 1, Step 1 of the $3.9 million project begins Monday, according to John Braun, Hays project manager.

In 2019, the city was awarded a $1 million grant from the Kansas Dept. of Transportation City Connecting Link Improvement Program to help fund the cost. Hays will pay the remaining $2.9 million using cash from the city commission capital reserve fund.&nbsp;

"This KDOT project will replace the pavement on U.S. Highway 183 from the south city limit at the intersection with the bypass to about 350 feet south of the intersection with 13th Street at the McDonald's entrance," Braun said.

The project includes replacement of the concrete pavement, select areas of curb and gutter, sidewalk ramps, new pedestrian crossings at 8th Street, storm sewer inlet tops, and pavement markings.

The first phase will reduce traffic to one lane in each direction in the outside lanes while the inside lanes are being reconstructed. No left turns will be allowed.

"Access to all businesses will remain but will be restricted to right-in/right-out movements," Braun explained.

Eighth Street will be blocked during this phase allowing only right turns to and from Vine at Eighth.&nbsp;

The project contractor, Smoky Hill Construction of Salina (the same company that did the north Vine project), is to complete the job within 115 working days.

Grow Hays Inc. has announced the receipt of a land donation from Heart of America Development Corp. for the site on which the Grow Hays&nbsp;MicroFactory&nbsp;is to be constructed. The land, which has a value of $275,000 is located at the corner of Ninth Street and&nbsp;Commerce Parkway.

"Heart of America Development has been a leader in providing real estate development property for our community for over 30 years including commercial development along Commerce Parkway&nbsp;and residential&nbsp;development in the Tallgrass 2nd&nbsp;Addition. With this donation for the Grow Hays&nbsp;MicroFactory&nbsp;site,&nbsp;they continue to ensure future growth and development for Ellis County" said Doug Williams, executive director of Grow Hays Inc.

"We are pleased that we can be a contributor to the Grow Hays&nbsp;MicroFactory&nbsp;facility. We believe it will expand manufacturing opportunities in Ellis County with job growth and&nbsp;long-term&nbsp;expansion of the companies that locate in this facility" said Michael&nbsp;Billinger, president of Heart of Development Corp.

Construction of the Grow Hays&nbsp;MicroFactory&nbsp;is scheduled to begin in the fall of 2022 with completion in 2023.

GREAT BEND — Bobbi LaViolette has recently been promoted to Senior Vice President 
&amp; Chief Operations Officer at Farmers Bank and Trust. Bobbi began 
her career with Farmers Bank and Trust as a teller in 2007 after 
receiving her Bachelors of Business Administration from Fort Hays State 
University in 2006. 

Prior to her promotion, Bobbi hasheld a 
variety of positions with the bank including New Accounts, Operations 
Supervisor, Assistant Cashier, Head Cashier, Director of Operations 
&amp; BSA Officer. 

According to Robert Rugan, Western Market 
President for Farmers Bank and Trust, “Bobbi has been instrumental in 
the overall growth of our deposit operations division for the bank. We 
have relied upon her leadership in enhancing our digital presence in the
 marketplace including online banking, mobile banking, same day ACH, and

FHSU grad named senior VP, COO of Great Bend bank

Allegations of sexual misconduct against a longtime Hays Capuchin friar have been found to be unsubstantiated, according to a news release issued to&nbsp;dioceses&nbsp;by the Capuchin Province of Mid-America.

Father Mike Scully, who served at St. Joseph’s parish and Thomas More Prep-Marian High School during his time in Hays, had been suspended from the ministry during the investigation, which began in late February. He most recently served in the Lawrence area.

"After a thorough investigation of the allegation by an independent investigator and review by the Province’s Independent Review Board the allegation was found to be 'unsubstantiated,' which means the allegation was not credible based on investigative findings," the release stated. "As a result, Fr. Scully is cleared of this allegation."

Scully strongly denied the allegation, which dated back to the 1970s, from the outset.

"The province treats any allegation with great respect and concern," the release said. "Upon notice of the allegation, the province immediately notified law enforcement of the accusation and commenced a thorough investigation and review in accordance with the province’s standard procedures.

"When an allegation of sexual abuse is brought to our attention, we recognize the pain experienced by the victims and their families, the accused, the entire church community, and our own community of brothers. We continue to hold in our prayers all those involved in this case."

Scully’s longtime weekly radio program, "Message at the Top," aired on KJLS, an Eagle Radio-owned station in Hays. Eagle is the parent company of Hays Post.

'We are going to grow Ellis and make things happen here'

ELLIS — Developer SJ Singh has big plans in Ellis.

But big plans require big money. As construction continues
on his A&amp;W restaurant at 203 W. Second, Singh requested a tax abatement
from the Ellis City Council a tax abatement that would help offset development and
opening costs.

The council took up the measure at Monday’s meeting.

Opening his request, Singh shared why he chose to open an
A&amp;W and the connection to Ellis.

“As we were finalizing this, I came to know we used to have
A&amp;W in the city a long time ago,” Singh said. 

A&amp;W also holds a special meaning for Singh.

“My first dinner was at A&amp;W when I landed in this country
35 years ago,” he said.

His fondness for the restaurant chain and the need for a new
restaurant in Ellis led to his decision to open the location, he said.

“I think it will bring memories for the old A&amp;W and create
new memories,” Singh said. 

The A&amp;W, set to open this summer, is the second property
Singh operates in Ellis after purchasing the Days Inn last year, located near the
future A&amp;W.

And he shared with the council that he is just getting
started.

“We just finalized another land deal here in Ellis,” Singh said.

He hopes to develop the four acres of land into an
automotive row, featuring a car wash, repair shop and possibly an automotive
dealership in the future.

He said a car wash was frequently cited as a need in the
city by residents. 

He also said operations that create jobs in Ellis are his “first
consideration” and an important part of the decision-making process.

And he sees Ellis as primed for overall economic growth.

“I think Ellis has a lot of potential to build and grow,”
Singh said. “You’re going to grow in the right direction with the right support
and the right people.”

He also shared that Hays-based contractor RDH Electric and
Construction would direct his construction efforts in Ellis with the council. 

“We are going to grow Ellis and make things happen here,”
Singh said.

While he is committed to the development, he told the
council anything they can do to help the projects move forward would be
helpful.

Singh said the major support from the city would come in the
form of tax abatements.

“I think that is the big thing any business needs to succeed
in the first few years,” he said. 

Those funds would help ensure the business launches successfully and free up capital for future projects.

City attorney Olavee Raub told the council a tax abatement
would likely come in the form of industrial revenue bonds.

She said with construction started, the process should be
started now in order to consult with bond counsel to begin the process of
issuing the bonds, noting it would likely take months to complete.

Raub informed the council it would need to pass a
resolution of intent to begin the process.

Councilmember Jolene Niernberger made a motion to pass the
resolution. Councilmember Tricia Pritchett offered a second, and the motion
to start the IRB process was passed by the council in a 6-0 vote.

Season finale of 'The Kansas Legislature' scheduled for May 13

So we've heard that we need a new high school because a whopping 950 kids will be in the building next year... And so what?&nbsp; The Class of '99 was the largest Hays High graduating class, ever; I don't think another class since has been so large. We graduated 274 students, although I'm certain we had closer to 300 at some point.&nbsp; Yes, we had more than 1,000 students in that building, and yes, a few teachers had to shuffle around classrooms, but it worked fine. We also had a robust offering of electives, something which the building’s size didn’t hinder.&nbsp;&nbsp;

This year, we're graduating 192 students — a decrease of 82 students over 23 years. If lack of space at the high school is the reason for the bond, then perhaps we should question what exactly they're doing at HHS, because the Class of '99 had no such problems despite being the biggest. If space is an issue at the middle school, then it’s not hard to see why: those of us with common sense anticipated that when they closed Kennedy and haphazardly scrambled to do a 7,200-square-foot addition at HMS. As with everything else, the school board had no long-term plan then, and it still doesn’t with regards to facility maintenance or future renovations. However, adding on to HMS would still be more prudent and cost effective than paying the price tag on a new high school. This bond issue has caused much contention, partly because it's for the wrong amount at the wrong time, as inflation and a steep increase in property valuations have already put many in a financial bind. But, the answers to why we need THIS bond, as opposed to a smaller one (smaller than the previous failed bonds) that addresses needed renovations, are ever changing. None of the people involved can get their stories straight about why we must do this, do all of it, and do it now. One of the most consistent answers seems to be to "Grow Hays."&nbsp; Well, with a loss of 82 seniors in the graduating class over the last 20+ years, as well as just taking a look around town, Hays isn't exactly growing and is unlikely to obtain any significant growth in the foreseeable future, a conclusion the realtors in town sure don't want to admit. Hays has been growth restricted for many reasons, water resources being a major, long-standing issue. Also consider that, nationwide, parents are rejecting the public school system in favor of alternative options, among them traditional private schools and homeschooling — a trend that Hays isn't immune to. Building an expensive new high school and closing elementary schools while jacking up property taxes, rent, and the overall cost of living to do it, is not the beacon of light and prosperity some people seem to believe. It won't attract middle class parents looking for the best educational opportunities for their children. Sunflower Electric promotes Hilker to manager of talent development

I used to work for a program focused on one thing; reviving dying Kansas towns. Whilst working for this program we traveled all over Kansas touring everything from big cities to towns on the verge of becoming unincorporated. I also spent 2 years lobbying to Federal and State legislatures on behalf of education and from my experience I tell you now we cannot afford to fail this bond issue.

While working with dozens of Kansas towns, our program identified two top factors for driving a town's population growth, and that is school retention and school enrollment. Currently four of our schools in the city are over capacity, meaning we can not accept any more children into our school system that are already enrolled. The first issue with this has to do with overcrowding. Families will begin sending their children to other schools, possibly moving, in order to find schools that fit their needs. Secondly, statistically speaking, we see schools that fail multiple bond issues see a decline in city population, stagnant industry growth, dropped school classifications (which USD 489 already has) and lower test scores. Whilst schools that pass bond issues see population growth, higher retention, and increased post-secondary success.&nbsp;

School bond issues are also shown to increase citizen retention, meaning those that leave for higher education, work relocations, or other moves, are more likely to return at a later point in their life. The biggest cause of population decrease in the state of Kansas is a lower quality rating in their schools. And in fact, towns that lose schools have an increased chance of becoming unincorporated.

This bond is an investment, not just in our youth, but the entire city. Higher school retention means more children are moving onto higher education, while also returning back to Hays after school. Communities with an increase of educated individuals almost directly relate to economic expansion and population growth. The economy grows in direct correlation with educated individuals per capita.

A failed bond would mean Hays is functioning at full capacity in terms of education. This means no one else would be moving here, bringing new business, bringing new opportunity, bringing new ideas. Hays could possibly suffer more in terms of economic stability if we fail to bring new economic participants into our community vs what we would pay as a whole for the entirety of the bond. Our economy is strictly limited by the number of participants within the marketplace, meaning the less people that live here and move here, the smaller our economy will be.

Judging by the “Grow Hays” initiative, revitalizing downtown, our outreach programs, and our municipality improvements, I would say growing and strengthening our community is very important to our city.

My final point has to do with generational giving. Our grandparents established the schools that our kids use today. This was an amazing gift they handed to the youth of our community. The generation that paid for the schools never once stepped foot in them as a student and never would, but they collectively decided to do better for their kids. It is our turn. We have schools that don’t have handicap accessibility, not enough classrooms, and HVAC systems that go out in February that required students to wear parkas in the classroom. We appreciate and are highly thankful for what those generations did for us, now it is time for us to pass that on to our future generations. This bond puts us on pace with the standard of education in our country to keep us from falling behind, stagnating, and failing.

I used to work for a program focused on one thing; reviving dying Kansas towns. Whilst working for this program we traveled all over Kansas touring everything from big cities to towns on the verge of becoming unincorporated. I also spent 2 years lobbying to Federal and State legislatures on behalf of education and from my experience I tell you now we cannot afford to fail this bond issue.<figure>

 </figure>While working with dozens of Kansas towns, our program identified two top factors for driving a town's population growth, and that is school retention and school enrollment. Currently four of our schools in the city are over capacity, meaning we can not accept any more children into our school system that are already enrolled. The first issue with this has to do with overcrowding. Families will begin sending their children to other schools, possibly moving, in order to find schools that fit their needs. Secondly, statistically speaking, we see schools that fail multiple bond issues see a decline in city population, stagnant industry growth, dropped school classifications (which USD 489 already has) and lower test scores. Whilst schools that pass bond issues see population growth, higher retention, and increased post-secondary success.&nbsp;School bond issues are also shown to increase citizen retention, meaning those that leave for higher education, work relocations, or other moves, are more likely to return at a later point in their life. The biggest cause of population decrease in the state of Kansas is a lower quality rating in their schools. And in fact, towns that lose schools have an increased chance of becoming unincorporated.This bond is an investment, not just in our youth, but the entire city. Higher school retention means more children are moving onto higher education, while also returning back to Hays after school. Communities with an increase of educated individuals almost directly relate to economic expansion and population growth. The economy grows in direct correlation with educated individuals per capita.A failed bond would mean Hays is functioning at full capacity in terms of education. This means no one else would be moving here, bringing new business, bringing new opportunity, bringing new ideas. Hays could possibly suffer more in terms of economic stability if we fail to bring new economic participants into our community vs what we would pay as a whole for the entirety of the bond. At 6:24 a.m. Wednesday, the Hays Fire Department was dispatched to a structure fire at 403 W. 32nd.&nbsp; 

Upon arrival, fire crews found the rear of the house, including a covered patio, fully involved in fire.&nbsp;

 Fire crews made an initial attack on the fire with a 2 ½-inch handline.&nbsp; When additional crews arrived, multiple handlines were used to extinguish the fire inside the home.

The home sustained significant fire and smoke damage.&nbsp; 

The Office of the Kansas State Fire Marshal assisted the Hays Fire Department with the investigation.&nbsp; 

The cause of the fire was unable to be determined because of the amount of damage.

All of the buildings in the Hays school district were constructed before the implementation of the Americans with Disabilities Act in 1990. The structures were built without disabled access in mind.

However, with the construction of a new high school proposed under Hays USD 489 bond issue and renovation of the other existing schools, meeting ADA standards could be possible for the first time.

In building assessments done by USD 489's architect, DLR, the district's elementary schools scored lowest on disabled access.

The DLR report looked at path of travel, door hardware and restroom clearance.

Lincoln Elementary School, Westside School and Rockwell Administration Center —&nbsp;the district's oldest buildings — all scored one out of five on these measures. The district's latest bond proposal recommends the closure of all three of these centers.

All three of these centers have stairs but no elevators. Students who have mobility issues can't access the upper floors of the schools. At Westside, the middle school and high school students have classrooms on the second floor. Lincoln also houses upper grades on the second floor of its building.

Students at Lincoln also have to maneuver a set of stairs to enter the cafeteria, which is in the basement of the school.

O'Loughlin Elementary School received two out of five on the scale and Roosevelt and Wilson elementary schools earned three out of five on the scale.

Wilson is recommended for closure as an elementary school, but will likely house the new administration center. Roosevelt and O'Loughlin schools would be renovated under the bond proposal.

"I would say all of our buildings do the best they can with what we have," said Lindy McDaniel, assistant director of the West Central Kansas Special Education Cooperative, which serves Hays.

"It's not as if we are not meeting students' needs, but I think of it in terms of universal design."

The concept is designing learning spaces so all students can access the space.

"Just because we need a ramp for the child in the wheelchair, doesn't mean that other kids can't benefit from the ramp," she said. ...

"I just feel the bond is going to offer us this huge opportunity to give access to all in a better way."

Nicole Linenberger, Hays High School special education teacher, spoke at a forum for the bond on Jan. 6 and advocated for improvements to the district's schools to increase access for disabled students.

She said doors may have push-button openers, but the kids can't back up fast enough to miss being hit by the doors. Linenberger said she had to buy her students a doorbell, so someone could open the door for them.

Students with mobility issues can only use one bathroom at the high school. Students have to go through a classroom and interrupt class to use that one accessible bathroom, Linenberger said.

"Only a few classrooms have enough space so these kids can walk around in the classrooms and enjoy like the other kids," she said.

Her own classroom is very tight. She has put all the desks in the room together so students have room to go up to the board and do their daily activities like the other students. 

She said some of her students are physically disabled only and lose out socially because of accessibility issues. They feel excluded or they feel like they can’t participate like other students at the school, Linenberger said. 

&nbsp;McDaniel said students at USD 489 usually go out of their way to help their peers, but officials want students to be as independent as possible.

The district has had students in wheelchairs in the past, but it does not have any in wheelchairs at this time, she said.

"We could even have a staff member that needs better access," she said.

McDaniel said she also looks at the buildings through the lens of students' social/emotional needs."Forty years ago when Hays High was built, kids' needs were very different, and learning was very different," she said. "It was sitting in your desk, participating and listening to lecture. "Now it's small groups. It's collaborative. They just need more space to get their needs met."McDaniel said she would like to see additional therapeutic space where students could go if they are having difficulty emotionally.Cramped classrooms are not benefiting children with invisible disabilities, such as ADHD, autism or anxiety, McDaniel said."Are there kids who struggle with anxiety because there's not enough space in buildings to just give them a moment?" she said. "Everything is so cramped because we have so many kids." Little modifications to the current buildings can make a big difference, McDaniel said.Just increasing hallway space so there is more room for students during passing periods, can make an environment safer for a student with a disability, she said. Students with hearing disabilities also were often not considered in early school designs, Mc Daniel said. DLR officials said they take into consideration the ability of students to hear when they construct new buildings or work on renovation projects. This could mean not locating a wood shop next to a lecture room or a boiler room next to the audio/visual classroom.
