The National Weather Service in Dodge City is calling for unseasonably high temperatures Tuesday, with a high in the mid- to upper-80s predicted.&nbsp;

While most of the week looks to be sunny and dry, there is a slight chance of showers or thunderstorms after midnight Tuesday.

After Tuesday, high temperatures are expected to be in the upper-60s to mid-70s, with overnight lows dropping to the low-40s.

THOMAS COUNTY — Five people were injured in an accident just after 9 p.m. Sunday in Thomas County.

The Kansas Highway Patrol reported a 2015 Honda CRV driven by Christina R.&nbsp;Oleartchick, 22, Arlington, was northbound on U.S. 83 nine miles east of Colby.

The driver failed to stop at a posted stop sign at the U.S. 24 junction and struck an eastbound 2002 Pontiac Grand Prix driven by Olivia&nbsp;Chavez Garcia, 30, Hoxie, in the back passengers side.

EMS transported&nbsp;Chavez Garcia and passengers Carlos&nbsp;Trevino Garcia, 32, Hoxie, an 8-year-old boy, a 5-year-old boy and a 9-month old boy all of Hoxie to Citizen's Medical Center in Colby.

The KHP did not report Oleartchick was transported for treatment.

The older children were wearing seatbelts but not properly restrained in a child safety seat, according to the KHP. The adults were properly restrained and the baby was properly restrained in a child safety seat.

GREAT BEND — Pets are 
supposed to provide comfort. That's especially true of therapy pets, 
whether they be the typical cat or dog or the less common therapy snake 
or chicken. One dog in Great Bend is helping young readers. Since 2018, 
Glenn Schraeder and Luna the Burnese mountain dog have helped turn many 
young students into more confident readers.

Schraeder had worked 
with a previous therapy dog that was approaching retirement several 
years ago. He knew he wanted to continue doing therapy work and began 
looking for the perfect pet. Burnese mountain dogs are originally from 
Switzerland, and a full-size male can pull up to 1,000 pounds.

"We
 made the decision to pick out a dog that might be capable of doing 
that," he said. "In the process, we probably looked at six or eight 
different breeds of dogs and narrowed it down to Luna."

Therapy 
dogs are often personal pets that have been trained to go into nursing 
homes, hospitals, and reading programs like those at Great Bend Public 
Library. Schraeder opted to train Luna himself so the pair could strike a
 true bond.

"I always believed training your own dog is a little bit better than 
taking it to a trainer because there are so many quirks that you have - 
hand signals or your eyes are twitching," Schraeder said. "It's always 
best, I think, if you train your dog yourself. Once that process went 
through, there was a pretty extensive study course I had to do online 
for Pet Partners. After that was all done, we had to go for an 
evaluation."

Washington-based Pet Partners is an international 
leader in the field of demonstrating and promoting the wellness benefits
 of animal-assisted therapy. The organization put Glenna and Luna 
through a rigorous evaluation of some 20-30 qualities to determine if 
the duo would make an effective therapy team.

"Through the 
evaluation, they not only evaluate me, they evaluate Luna, and they 
evaluate how we interact together," said Schraeder. "Once that process 
was done, we were registered with them and able to go out and do some 
work."

The results now speak for themselves. Glenna and Luna, now 7
 years old, were recently featured in a story by Pet Partners, and Great
 Bend Public Library Assistant Director Amy Mayhill said they are very 
welcome guests.

"The library cherishes Luna and Glenn and their 
willingness to give of their time to encourage children to read, and 
read in a safe environment," Mayhill said. "We are very fortunate to 
have them in Great Bend."

The Pet Partners feature includes some 
stories about local readers, including a fifth-grader who did not like 
to read out loud because she did not know all the words. She began 
reading aloud to Luna, who does not judge. The mother of another young 
reader said her daughter could never sit still long enough to finish an 
entire book - until she started reading with Luna. Another girl checked 
out books and practiced at home ahead of time so she could read well 
with Luna.

"You always have a bunch of kids that are just gung ho 
to come in and read to Luna, but there's always that one kid standing in
 the background you have to entice to come in there and read out loud to
 Luna," Schraeder said. "A lot of kids don't like reading out loud, and 
it's an opportunity for them to do that. When you look at those five, 
six, eight, 10 stories, we're visiting over 800 people a month right 
now. Those are really the special stories."

Glenn and Luna also 
make stops at Clara Barton Hospital and some area nursing homes. Luna is
 usually at the Great Bend Public Library from 3:30 to 5:30 p.m. each 
Thursday, but will be taking a few weeks off in October.

“She offers a short but meaningful break from routines in nursing homes with many reminiscing about all their dogs in their lives,” Schraeder said. “At hospitals, she helps patients and people in the waiting rooms forget for a second about their problems. She also loves to interrupt therapy sessions to give those people a short break. When done there, we will visit the staff."

Meet Luna: Therapy dog helping shy readers in Great Bend

Genoa Healthcare, the pharmacy located inside High Plains Mental Health Center, will offer a new flu vaccine program this year. 

Genoa will provide flu shots at no cost to the community, no matter if there is insurance or not. If you have insurance, bring the card in with you. 

Vaccines are offered from 9 to 11:30 a.m. and 1 to 4:30 p.m. on Monday through Friday, while supplies last. There is no appointment necessary.

TMP-M's annual bierock, cookie dough fundraiser is this month

FHSU’s Science Mathematics Education Institute will host several free Space Week events from Oct. 10 to 15.

Monday, Oct. 10, participants can create a 3D print of a NASA artifact free of charge in the Makerspace, Forsyth Library, downstairs room 060.&nbsp;

Tuesday, Oct. 11, at 8 p.m. the FHSU Astronomy Club will conduct an observation of the moon, Saturn, and Jupiter from the observation deck of Tomanek Hall (weather permitting).

Wednesday, Oct. 12, all day, participants can watch the International Space Station live from the Makerspace.

Saturday, Oct. 15, from 1-3 p.m., a community rocket launch is scheduled at the Ellis County Fairgrounds, 1344 Fairground Road (weather permitting). The public is encouraged to bring their own rockets to launch at the event.

Three-day weather outlook

As the calendar turns over to October it&nbsp;reminds me of&nbsp;Breast Cancer Awareness month&nbsp;and cooler weather!&nbsp;It is very likely that you or someone you know has been affected by breast cancer. According to the Centers for Disease Control and Prevention, in the United States breast cancer is the second most common cancer in women after skin cancer. 

Cancer is also one of the leading causes of death in the United States, ranking second only after heart disease. &nbsp;One in every four deaths is due to cancer. &nbsp;While there are a lot of risks for cancer that are outside of our control, such as our genetics, gender, and age, there are many lifestyle choices we can make to reduce risk.

First, achieve and maintain a healthy weight. &nbsp;I know! &nbsp;Easier said than done. &nbsp;This is especially important as we get older. &nbsp;Two other choices that can help lower risk for breast cancer,&nbsp;as well as achieve a healthy weight,&nbsp;is to eat a diet rich in whole foods such as fruits, vegetables,&nbsp;and whole grains and get plenty of exercise. &nbsp;Avoiding alcohol or consuming one drink or less per day will also lower your risk of breast cancer.&nbsp;&nbsp;Sometimes making healthy choices can seem overwhelming, especially when life gets stressful. &nbsp;Start small and build on&nbsp;what you are able to accomplish. &nbsp;Perhaps just pick one thing you would like to change and work on that for a few weeks or months.

While breast cancer risk increases as we age&nbsp;and<a></a>&nbsp;those over age 50 are at increased risk, there are some things that younger&nbsp;women can do in addition to healthy lifestyle choices listed above. &nbsp;Having children and breastfeeding can help protect yourself from breast cancer. &nbsp;When women are pregnant and breastfeeding their&nbsp;hormone&nbsp;levels are&nbsp;different&nbsp;which can reduce risk of breast cancer later on in life. &nbsp;There is a dose response effect as well, the longer you breastfeed, the lower your risk&nbsp;of breast cancer. &nbsp;This may be a real motivation for some women to breastfeed their children or maybe the motivation to keep going when the baby wakes up again in the middle of the night. &nbsp;Remembering that there are benefits for you mom,&nbsp;may help you stay strong and not give up. &nbsp;

When temperatures drop, it often costs more to stay comfortable in your home — and scammers know that. This alert is the first in a series to help you get your home ready for winter, save money, and avoid fraud.&nbsp;

Utility imposters work year-round. Here’s how to recognize and report&nbsp;<a href="https://consumer.ftc.gov/articles/scammers-pretend-be-your-utility-company">utility scams</a>.

●Scammers say you’re behind on your bill and, unless you pay right away by&nbsp;gift card&nbsp;or&nbsp;wiring money&nbsp;through companies like Western Union or MoneyGram, they’ll shut off your utility service.&nbsp;Stop. That’s a scam!

 ●Scammers come to your door saying they need to repair or replace equipment, and that you have to pay on the spot.&nbsp;Stop. That’s a scam!

 ●Scammers say you overpaid your bill, and they need to confirm personal information to process your refund.&nbsp;Stop. That’s a scam!

If you get a call like this, report it your utility company. Then report it to the FTC at&nbsp;<a href="https://reportfraud.ftc.gov/#/">ReportFraud.ftc.gov</a>.

Here are some easy (and more involved) ways to cut your energy costs. The less you’re worried about energy costs, the easier it will be to ignore a call from someone (a scammer) who offers ways to save money this winter…if only you pay them.

●Do a home energy audit.&nbsp;It’ll tell you how efficient your heating system is and where your home is wasting energy. Many utility companies offer free or low-cost energy assessments. Visit&nbsp;<a href="http://energysavers.gov">energysavers.gov</a>&nbsp;for more resources.

●Seal air leaks&nbsp;around windows, doors, and places where pipes and wires come through walls. Check existing&nbsp;caulking&nbsp;and&nbsp;weatherstripping&nbsp;for gaps or cracks.

●Bring&nbsp;your insulation&nbsp;up&nbsp;to&nbsp;levels <a href="https://www.energy.gov/energysaver/insulation">recommended by the U.S. Department of Energy</a>.

●Lower your thermostat&nbsp;before you go to bed or head out for the day, or get a programmable thermostat to do it automatically.

●See if help is available.&nbsp;Check to see if you’re eligible for the&nbsp;<a href="https://www.benefits.gov/benefit/623">Low Income Home Assistance Energy Assistance Program (LIHEAP)</a>.

The Ellis County Fire Department is teaming up with the National Fire Protection Association to celebrate the 100th anniversary of Fire Prevention Week, Oct. 9 to 15. This year’s campaign, “Fire won’t wait. Plan your escape,"&nbsp; works to educate everyone about simple but important actions they can take to keep themselves and those around them safe from home fires. &nbsp;

“Today’s homes burn faster than ever. You may have as little as two minutes (or even less time) to safely escape a home fire from the time the smoke alarm sounds," said Lorraine Carli, vice president of Outreach and Advocacy at NFPA. "Your ability to get out of a home during a fire depends on early warning from smoke alarms and advance planning."&nbsp;

The Ellis County Fire Department wants to share these key home fire escape planning tips:

•Make sure your plan meets the needs of all your family members, including those with sensory or physical disabilities. •Smoke alarms should be installed inside every sleeping room, outside each separate sleeping area, and on every level of your home. Smoke alarms should be interconnected so when one sounds, they all sound. •Know at least two ways out of every room, if possible. Make sure all doors and windows open easily. •Have an outside meeting place a safe distance from your home where everyone should meet. •Practice your home fire drill at least twice a year with everyone in the household, including guests. Practice at least once during the day and at night.

The idea was to build on the school’s tradition of hands-on&nbsp;instruction by using a device that was rewriting the rules for interactive learning. 

"The iPad initiative&nbsp;has changed the entire dynamic of our campus because all students have personal access to one of&nbsp;the most innovative pieces of technology at their fingertips," the school said in a news release.

Apple Distinguished Schools are centers of innovation, leadership, and educational excellence. They use Apple technology to inspire creativity, collaboration and critical thinking in learning, teaching and the school environment, and have documented results of academic accomplishment.

Northwest Tech named Apple Distinguished School 

Kansans will soon vote on Constitutional Amendment 1 (also called HCR 5014), which creates a “legislative veto.” At stake is an important but dull topic to most — checks and balances.&nbsp;

Legislatures make laws, often using vague language. Governors and the state agencies they direct (the “executive branch”) create concrete rules and regulations to implement those vague laws. Government agencies are the “bureaucracy,” and most government workers (e.g., police, child welfare workers, food inspectors, teachers, or soldiers) are “bureaucrats.”&nbsp;

You probably remember checks and balances. Governors can veto bills that the legislature passes, but a supermajority of legislators can override that veto and make that bill law. And, if the executive branch develops rules or regulations that the legislature dislikes, then the legislature can pass a bill overturning those and override a governor’s veto of that bill.&nbsp;

That’s how Kansas works now.&nbsp;&nbsp;

Amendment 1 changes that process to give the legislature relatively more power over a governor, altering traditional checks and balances. It allows the legislature to “veto” executive branch rules or regulations by a simple majority vote. No supermajority required. No gubernatorial veto.&nbsp;

Kansas adopted a legislative veto in 1939. However, the Kansas Supreme Court ruled it unconstitutional in 1984 as a violation of separation of powers and checks and balances. Amendment 1 overturns that ruling.&nbsp;

There isn’t much campaigning around Amendment 1. One pro-amendment special interest group is targeting voters with emotional mailers about “red tape” and unchecked bureaucrats, plus some questionably honest arguments about the Kansas legislature’s actual power. That’s sadly standard practice in the politics industry, especially in political advertising.&nbsp;

A legislative veto sounds harmless, but there are some real concerns.&nbsp;

First, it upends traditional checks and balances. The legislature currently has the power to stop rules and regulations by passing a law. However, if you prefer the legislature to have more power than it does now, then you might like a change.&nbsp;

Second, it might become another tool for partisan and ideological warfare. In Kansas, that realistically means a very conservative Republican legislature vetoing actions by a Democratic governor like Laura Kelly. Partisan readers probably see the stakes here for their party teams.&nbsp;&nbsp;

Fourth, it puts more burden on the part-time legislature to solve problems. Legislatures are often better at saying “no” than saying “yes” to difficult policy solutions. Think of all the problems that fester while legislatures don’t act. If a legislature vetoes executive branch action to address problems, then who in government is solving problems?&nbsp;

Fifth, it might empower special interests that dominate the legislature. For example, if interests that are strongly opposed to environmental regulation have a stranglehold over the legislature, then they have an easier path to stopping government regulations around things like clean drinking water or ground contaminants.&nbsp;

Ultimately, Amendment 1 is about how much you trust the Kansas legislature. If you want a more powerful legislature, then voting “yes” on the amendment may be for you. However, if you trust the legislature less and prefer more traditional checks and balances, then voting “no” might suit you better. It’s your choice, Kansas.&nbsp;

 </figure>Kansans will soon vote on Constitutional Amendment 1 (also called HCR 5014), which creates a “legislative veto.” At stake is an important but dull topic to most — checks and balances.&nbsp;Civics 101 time.&nbsp;Legislatures make laws, often using vague language. Governors and the state agencies they direct (the “executive branch”) create concrete rules and regulations to implement those vague laws. Government agencies are the “bureaucracy,” and most government workers (e.g., police, child welfare workers, food inspectors, teachers, or soldiers) are “bureaucrats.”&nbsp;You probably remember checks and balances. Governors can veto bills that the legislature passes, but a supermajority of legislators can override that veto and make that bill law. And, if the executive branch develops rules or regulations that the legislature dislikes, then the legislature can pass a bill overturning those and override a governor’s veto of that bill.&nbsp;That’s how Kansas works now.&nbsp;&nbsp;Amendment 1 changes that process to give the legislature relatively more power over a governor, altering traditional checks and balances. It allows the legislature to “veto” executive branch rules or regulations by a simple majority vote. No supermajority required. No gubernatorial veto.&nbsp;Kansas adopted a legislative veto in 1939. However, the Kansas Supreme Court ruled it unconstitutional in 1984 as a violation of separation of powers and checks and balances. Amendment 1 overturns that ruling.&nbsp;There isn’t much campaigning around Amendment 1. One pro-amendment special interest group is targeting voters with emotional mailers about “red tape” and unchecked bureaucrats, plus some questionably honest arguments about the Kansas legislature’s actual power. That’s sadly standard practice in the politics industry, especially in political advertising.&nbsp;A legislative veto sounds harmless, but there are some real concerns.&nbsp;First, it upends traditional checks and balances. The legislature currently has the power to stop rules and regulations by passing a law. However, if you prefer the legislature to have more power than it does now, then you might like a change.&nbsp;Second, it might become another tool for partisan and ideological warfare. In Kansas, that realistically means a very conservative Republican legislature vetoing actions by a Democratic governor like Laura Kelly. A recent letter to the editor&nbsp;declared that I have been unfair to my opponent in the race for the 111th&nbsp;District seat in the Kansas House. The letter sought to show how my opponent is actually a great supporter of K-12 education and Fort Hays State University.

I thought that, instead of writing a letter to set the record straight and&nbsp;asking friends&nbsp;to sign, I would just put my own name on it.

In reality,&nbsp;my opponent’s&nbsp;letter was more of the shell game that&nbsp;she&nbsp;continues to play with funding for education in general and Fort Hays State in particular.

My opponent, or her supporters, can claim all they want that she has voted for “full constitutional funding” for K-12 education, but the fact is that she gave with one hand and took away with the other.

She supported the legislative gamesmanship that funded the operational side of K-12 education but then&nbsp;cut special education. They knew – or should have known – that federal and state mandates&nbsp;for special education funding&nbsp;meant that school districts would be forced to make up&nbsp;the shortfall&nbsp;by taking money from the operational side.

And let’s be clear what the operational side is – it’s everything from electricity to teacher salaries.&nbsp;The shortfall in&nbsp;the two districts is equivalent to 22.5 teaching positions.

Statewide, the funding bill my opponent voted for was $155 million short of what would have actually met the&nbsp;Supreme Court’s Montoy&nbsp;mandate.&nbsp;She&nbsp;even&nbsp;voted against&nbsp;– twice –&nbsp;a compromise&nbsp;amendment&nbsp;that would have made up $68 million of the&nbsp;special education deficit.

That letter also engages in misdirection on Fort Hays State’s funding.&nbsp;Fort Hays State “has been granted funding for everything it has requested,” the letter says, citing $500,000 for a cybersecurity program and $1.5 million – from Covid funds – for air conditioning in Gross Memorial Coliseum.

These budget&nbsp;allocations are&nbsp;offered as proof that she “has consistently and vigorously advocated for Fort Hays interests.”&nbsp;But fair and equitable funding is really determined by the size of the institutional block grant.

I think being a consistent, vigorous&nbsp;advocate would involve&nbsp;fighting for fair and equitable funding in the university’s annual block grant – the largest single portion of&nbsp;its&nbsp;state funding.

The funding problem started when the Legislature decoupled enrollment from the block grant allocation for Regents institutions.&nbsp;

The problem grew as the university enrollment grew throughout almost two decades of record-setting growth.&nbsp;That enrollment growth was never recognized in the block grant formula.

A fair and equitable&nbsp;block grant&nbsp;would be&nbsp;an additional&nbsp;$20 million to $30 million&nbsp;more&nbsp;each year.&nbsp;A fair and equitable&nbsp;block grant&nbsp;would recognize the tremendous achievement of the university’s growth from 6,000 students to almost 16,000&nbsp;in roughly a dozen years.

A consistent, vigorous advocate would not accuse the university of cannibalizing students from around&nbsp;Kansas. A consistent, vigorous advocate would recognize FHSU’s worth to the state, and its citizens, by investing&nbsp;in FHSU’s record of&nbsp;growth.

At the end of this year’s legislative session, the state had $2 billion in reserves and $960 million in the&nbsp;rainy-day&nbsp;fund.&nbsp;Her letter correctly called education “one of the cornerstones of our great state.”

We had the money to&nbsp;fully fund&nbsp;education.&nbsp;Yet my opponent&nbsp;declined&nbsp;even&nbsp;to&nbsp;try to&nbsp;advocate&nbsp;fora&nbsp;correction in the&nbsp;block grant&nbsp;process.

I don’t think it’s&nbsp;unfair to point this out. I just think that we&nbsp;in the 111th&nbsp;District&nbsp;should have&nbsp;our own advocate, and that’s why I am running to replace her.

Hays, Kansas, Octoberfest eats include big bierock

The Office of the State Fire Marshal awarded much-needed funds to 89 fire departments in Kansas through the Kansas Firefighter Recruitment and Safety Grant Program, totally $1.3 million. The OSFM made this grant possible through its budget passed by the state Legislature and signed by Gov. Laura Kelly. This year, an additional $1.2 million was made available to OSFM for this grant by the American Rescue Plan Act. Along with $100,000 provided through our budget, the 2023 KFRSG had a total of $1.3 million to disburse.

This year, over $2.4 million was requested by 97 volunteer/part-time fire departments in Kansas for safety gear, washer/extractor machines and junior firefighter programs. Departments received close to $1.2 million to be used for safety gear, $106,000 for 20 washer/extractor machines, and $1,200 for the junior firefighter programs. Due to the high number of requests, OSFM will be requesting the 2023 Legislature continue funding this important grant.

“Every year, we see an increase in requests for this grant,” said Doug Jorgensen, State Fire Marshal. “This year was unique, in that, we had the extra dollars from ARPA. The funding will go a long way in providing these smaller, but vital departments with the gear and equipment they need to continue keeping their communities safe.”&nbsp;

Volunteer and part-time fire departments face recruitment and retention challenges because they do not have the funding to provide safety equipment. Without new equipment provided by the recruiting fire department, potential volunteers are faced with not only donating their time but also providing their own safety gear, sharing gear with others, or doing without. There is also a proven increase in cancer diagnoses for firefighters, which can be caused by prolonged exposure to carcinogens, particulates, and biohazards. The proper gear, regular cleaning of that gear and equipment, along with preventative healthcare is crucial for a firefighter’s health and well-being.

While the mercury dropped dramatically, the low temperature of 49 degrees was far from a record. In 2000, the record low of 21 degrees was recorded.&nbsp;

Weather is predicted to be pleasant in the coming days, with high temperatures ranging from the high 60s to low 80s through Wednesday. Clear skies are expected, except for a slight chance of showers or thunderstorms after midnight Tuesday, the National Weather Service in Dodge City reported.

Vine Street between the U.S. 183 Bypass and Eighth Street will be carried on 
the new pavement in the center of Vine Street, one-lane in each 
direction. &nbsp; &nbsp; 

The intersection of Old Highway 40 and Vine will reopen 
to westbound traffic and will be open to all traffic movements. &nbsp;Due to 
construction in the northeast corner of the intersection of Eighth and Vine
 streets, westbound Eighth Street will be closed east of Vine. &nbsp;East
 Eighth Street will remain open to local traffic, but westbound through 
traffic will use the Old Highway 40 Bypass.

North
 of Eighth Street, traffic will remain one lane in each direction in the 
outside lanes, while the inside lanes are still being reconstructed. 
&nbsp;Access to all businesses will remain open but may be restricted at

South Vine Street traffic flow scheduled to shift again

Kickoff is scheduled for 7 p.m. The Tigers have won the last three meetings with Washburn in Hays. Last year in Topeka, Ichabods pulled out a 23-20 victory in overtime against the Tigers. Fort Hays State had the ball first in overtime and settled for a field goal before a touchdown pass won the game for Washburn. Fort Hays State had won three straight in the series with Washburn from 2017-2019 before that setback. Six of the last seven meetings between FHSU and Washburn have been decided by six points or less. The last two games have gone to overtime, but the Tigers came out on top 41-38 in 2019 in Topeka. The last time the Ichabods came to Hays (2018), the Tigers held off a fourth quarter comeback attempt by the Ichabods to secure a 30-24 win. Washburn leads the MIAA in total offense (441.2 yds/g) and touchdowns (23), but surrenders the second-most yards per game of any MIAA team allowing 412.2 per game. The Tiger defense has allowed 353 yards per game on average this season, while the offense averages 392.2 yards per game. Last week, quarterback&nbsp;<a href="https://fhsuathletics.com/roster.aspx?rp_id=6722">Chance Fuller</a>&nbsp;became the first player in FHSU history to throw for at least 8,000 yards in a career.
