As we prepared for the fair, I had the opportunity to work with both 4-H and Open Class superintendents to review Youth Program Quality Principles&nbsp;from the Kansas 4-H Club Corner. There are eight critical principles for youth program quality as defined by 4-H. I do believe that these apply to any youth program!

1)Physical and psychological safety – Youth need to feel safe in 4-H programs and be able to interact positively with others.Volunteers for Kansas 4-H go through background checks and have access to trainings to provide an appropriate environment for youth to develop.

2)Appropriate structure – Whether it is a club meeting or leadership camp, 4-H programs must have clear and consistent rules and expectations, with clear boundaries and age-appropriate monitoring.

3)Supportive relationships – All youth need to feel warmth from and closeness to others in 4-H. Youth need to feel others care about and support them. They also need to receive clear guidance and communication from 4-H volunteers and staff.

4)Opportunities to belong – All youth need to feel included in a meaningful way in 4-H, regardless of their gender, ethnicity, sexual orientation, or ability. Youth have opportunities to share their culture and heritage with others and to forge a positive identity.For myself, at the end of the day, did I help a youth feel valued and that they have a support system?

5)Positive social norms – Youth should experience clear rules and expectations for participating in 4-H, including the values, morals, and ethical expectations of being a 4-H member.Opportunities bring responsibility and that is a life skill which includes abiding by deadlines and a Code of Conduct for appropriate behavior, especially when you are representing your family, club, county, and state at events.

6)Support for efficacy and mattering – Youth in 4-H should be taken seriously and respected for their ideas and contributions. Youth should be given opportunities to develop responsibility and be challenged to set and achieve new goals.Representing their club at 4-H Council, serving in Junior Leaders, and being selected to a 4-H Ambassador role, and serving as club officers are all great examples of providing opportunities for developing responsibility. Each new 4-H year brings the opportunity to set new project goals for learning. These are all important life skills!

7)Opportunities for skill building – Youth need to develop physical, psychological, intellectual, emotional, and social skills as they grow and develop. 4-H provides opportunities for youth to develop these skills, skills that support a young person into adulthood and the workplace.One of the hallmarks of 4-H is the nearly forty project areas offered to learn about everything from Arts and Crafts to Woodworking. While youth explore the specific project material, they are also learning communication skills, responsibility, time management, and a sense of belonging.

8)Integration of family, school, and community – Youth in 4-H do best when there is a connection to their 4-H experience with their family, school, and community. This is why 4-H programs begin at the local level, in the community where youth can practice their emerging leadership skills as they grow and develop. As a teacher, do you have a 4-H member in your class? Invite them to share about a project! Are you part of a civic organization that would like to know more about what 4-H members are learning? Reach out to them and ask them to present! Your engagement and support help to enrich their 4-H experience and learning opportunities.

If you want to have an active part in developing the next generation of community leaders, business owners, and work&nbsp;force&nbsp;– consider volunteering with a youth organization! If often means checking your own attitude and agenda at the door but the results are incredible!

The Hays Police Department has identified two of the three suspects on an armed robbery Sunday at the Hays Dollar General at 1208 E. 27th.

Batalova Olatide Senuoke, 38, was arrested on suspicion of aggravated robbery, aggravated battery, aggravated criminal threat, criminal possession of a firearm by a felon and aggravated assault with a deadly weapon.

Bryan Parsley, 42, was arrested on suspicion of aggravated robbery

Both are being held in the Ellis County jail.

The
 third person allegedly involved in this incident has not been arrested at this 
time. This person suffered an injury and remains in the hospital, the HPD said in a news release, noting&nbsp;all suspects are presumed to be innocent until proven guilty in the court of law. 

The
 case will be referred to the Ellis County Attorney’s Office for 
prosecution.&nbsp;

Jesse and Anna Luna were the honorees from Rooks County, and Rick and Sharon Hiss were the honorees from Barton County.

The purpose of the award is to recognize outstanding Farm

in Farm Bureau programs and leadership, family activities, community and
 civic service, as well as displaying good farm operation management.

The award is an opportunity to recognize 105 farm families 
(single or extended) at the county level and 10 (one per Kansas Farm Bureau district) 
farm families (single or extended) at the state level. Applicants must 
be actively participating in production agriculture and selected by the 
county Farm Bureau. Current Farm Bureau board members, their families and Farm Bureau 
staff members are not eligible.
      

Each county Farm Bureau is encouraged to annually select a 
deserving family and honor them at the county annual meeting or similar 
event. Each county Farm Bureau may submit their winning family 
application for one of the 10 Kansas Farm Family of the Year awards to 
Kansas Farm Bureau.
      

Each county will receive an attractive Farm Family of the 
Year yard sign to be presented to the winning family at the county 
annual meeting. Counties may also choose to give other recognition items
 at their discretion.

WICHITA – The Hays Larks have earned an at-large bid into the NBC
World Series which gets underway later this week in Hutchinson. 

The Larks will open with the Austin Shockers at 3 p.m. Thursday
afternoon at Hobart-Detter Field in Hutchinson. 

The first three days of the 88th NBC World Series
will be played in Hutchinson at Hobart-Detter Field.

The final week of the tournament, Aug. 1 – Aug. 6 will be
played at Eck Stadium in Wichita.

The Larks are in pool C with the Austin Shocker (TX), Lonestar
Kraken (TX) and the Seattle Studs (WA).

After Thursday’s first pool play game the Larks are scheduled
to play again Saturday and Monday. The times and matchups will be announced later
this week.

⚾Larks open NBC World Series Thursday

For the first time since 2019, the Hays Arts Council will
host an art sale.

During the event, the council will capitalize on years’ worth
of donations as they refill their coffers following significant costs that were
accrued replacing the Hays Arts Center’s aging HVAC systems.

The event will begin with and opening from 5 to 8 p.m. Aug.
11, and then run during regular open hours through Aug. 17. &nbsp;

“It's Summer Shakedown, a new and recycled art sale,” said Hays
Arts Council executive director Brenda Meder. &nbsp;

She said during the event pieces from “kitch to colossal”
will be available.

“Every once in a while, people bring us in some nice pieces
of art, or a sculpture or some nice frame decorative print,” Meder said. “Sometimes
it's even more decorative items that maybe that they bought from nice,
decorator designer sites, but it's not necessarily original art.”

“And so obviously, we don't throw those things away,” she
continued. “So, we've ended up with a fair amount of those stored.”

As the exhibition from the Summer Art Walk ends and preparations
begin for the Fall Art Walk, she said it was a great time to showcase those items
in the gallery.

“We thought this is a great time to clean out some storage,
to move some things around, and let people be able to get some really nice art
at some really great prices,” Meder said.

And as the fiscal year is just beginning, the funds raised
from the sale will help with events all year long.

“We want to keep up all the programming,” Meder said, noting
annual programming for area students along with annual events like the quarterly
art walks.

But after replacing two HVAC units and operating on an
already relatively small budget, the sale will help ensure those events
continue.

“We operate incredibly frugally, truly, as most people
attest when they hear what our budget is, but it still takes money,” Meder said.


She said the council maintains reserve funds, but the cost
of replacing those systems created a shortfall.

“In the last 11 months actually, we have replaced two of the
HVAC units at the Arts Council,” Meder said. “Anybody who's ever done that
knows what that costs. So that's caused us to tap into the reserves. And so, to
ensure that either we don't need to tap into that anymore this year, or to
maybe replenish some of that, certainly to shore it up and to have a good
fiscal year and be responsible and sound."

And for those wishing to help with the effort, she said the arts council will be accepting donations until August 4.

“If you've got anything that you want to go ahead and kind
of clean out, please let us have it,” Meder said.

Donations not sold will be securely stored by the council
and is a great way to ensure pieces can continue to be enjoyed for years to
come.

“Sometimes you've got like a piece of art or something
lovely, that you really know is special,” Meder said. “And you still like it,
but it just doesn't fit your home anymore, or you're just not using it because
you've gotten other things.”

Those items make perfect donations, she said.

She said she encourages anyone with art not in use that
would like to see it be used for a good cause to donate.

“We'll help find a good home while you help the home of Hays
longest running art scene,” Meder said. “And so, it's like a win win all the
way around.”

And for those interested in just seeing the donated items, during
the sale the items will create a unique exhibition.

“It's also an exhibition because there'll be things that'll
just be cool to see,” Meder said. “It's recycling at its best for things that
really matter and can really bring a little spark and life and fun and color
into your life.”

🎙 Hays Arts Council plans Summer Shakedown art sale

Monday afternoon the Hays Police Department released the names of two of three suspects in the Dollar General robbery Sunday.

The following suspects were arrested Sunday for 
their involvement in the armed robbery that occurred at the Dollar 
General Store, 1208 East 27th Street, Hays. They are being held in the Ellis County Jail on the following charges:

Batalova Olatide Senuoke: DOB: 02/06/1984

Aggravated Robbery Aggravated Battery Aggravated Criminal Threat Criminal Possession of a Firearm by a Felon Aggravated Assault with a Deadly Weapon

The
 third person involved in this incident has not been arrested at this 
time. This person suffered an injury and remains in the hospital.&nbsp;

The
 case will be referred to the Ellis County Attorney’s Office for 
prosecution. All suspects are presumed to be innocent until proven 
guilty in the court of law.&nbsp;

At 10:40 a.m. Sunday, dispatch received the first 911 call regarding an armed robbery at the Dollar General store at 1208 E. 27th in Hays.

The cashier reported a black male with a handgun robbed the store of money and left the building. The cashier reported that no one was injured. Officers responded to the scene and began searching the area.&nbsp;

Through further investigation, it was learned there were three suspects that left the scene in a black Ford pickup truck with a topper.

At 12:09 p.m. dispatch put out an attempt to locate for the three suspects in a black Ford Ranger or mid-sized pickup with a topper and silver running boards with an unknown tag. They were considered armed and dangerous.

A KHP Lieutenant located the suspect vehicle at the Sonic in Oakley. The suspects fled and a vehicle pursuit ensued.

During the pursuit, the suspect vehicle drove westbound in the eastbound lane on Interstate 70 putting the public in harm’s way. The KHP Trooper performed a tactical vehicle intervention and both vehicles rolled, trapping the trooper in his vehicle.

The trooper sustained minor injuries. At 12:29 p.m. KHP took all three suspects into custody. The female suspect was taken to the Oakley hospital for injuries sustained in the rollover. The two male suspects were transported to the Ellis County Jail and are being held on requested charges of armed robbery.&nbsp;

A member of the Hays Police Department Investigation Division responded to the scene to assist in processing the suspect vehicle and collecting evidence of the robbery. The firearm used in the robbery and other evidence were discarded from the suspects' vehicle during the pursuit. These items were located along the highway and have been recovered.&nbsp;

Hays Police Department officers were on scene at the Dollar General for several hours as they processed the crime scene.

This incident is still being investigated and is ongoing. The Hays Police Department would like to thank the Kansas Highway Patrol, the Ellis County Sheriff’s Office, and any other law enforcement agency that assisted in the apprehension of the robbery suspects.&nbsp;

The suspects are considered innocent until proven guilty in a court of law.

 third person involved in this incident has not been arrested at this 
time. This person suffered an injury and remains in the hospital.&nbsp;The
 case will be referred to the Ellis County Attorney’s Office for 
prosecution. All suspects are presumed to be innocent until proven 
guilty in the court of law.&nbsp;-------------------Hays Police Department At 10:40 a.m. Sunday, dispatch received the first 911 call regarding an armed robbery at the Dollar General store at 1208 E. 27th in Hays.The cashier reported a black male with a handgun robbed the store of money and left the building. The cashier reported that no one was injured. Officers responded to the scene and began searching the area.&nbsp;Through further investigation, it was learned there were three suspects that left the scene in a black Ford pickup truck with a topper.At 12:09 p.m. dispatch put out an attempt to locate for the three suspects in a black Ford Ranger or mid-sized pickup with a topper and silver running boards with an unknown tag. They were considered armed and dangerous.A KHP Lieutenant located the suspect vehicle at the Sonic in Oakley. The suspects fled and a vehicle pursuit ensued.During the pursuit, the suspect vehicle drove westbound in the eastbound lane on Interstate 70 putting the public in harm’s way. The KHP Trooper performed a tactical vehicle intervention and both vehicles rolled, trapping the trooper in his vehicle.The trooper sustained minor injuries. At 12:29 p.m. KHP took all three suspects into custody. The female suspect was taken to the Oakley hospital for injuries sustained in the rollover. Through the app, patrons are able to search the library’s catalog and view materials, place items on hold, make Interlibrary Loan requests, view the event calendar, and suggest purchases. The app will access digital content on Overdrive, allowing patrons to read or listen to books directly from this app. For digital materials available on Hoopla, the app will redirect to the Hoopla website or the Hoopla app, if already installed. The app also allows management of multiple library cards.

The app is powered by myLIBRO. To install it, download myLIBRO through the Google Play or Apple App Stores. Then enter your library card number and PIN, which is the last four digits of the library card number, and you are all set.

Hays Public Library to launch mobile app

The National Security Agency and the Department of Homeland Security recently redesignated Fort Hays State University as a Center for Academic Excellence in Cyber Defense.&nbsp;

Dr. Melissa Hunsicker Walburn, chair of the Department of Informatics at FHSU, and Mr. Jason Zeller, the department’s cybersecurity faculty lead, accepted the award at a ceremony held in conjunction with the Spring 2022 National Initiative for Cybersecurity Education conference and expo in Atlanta, Ga.&nbsp;

Hunsicker Walburn welcomed the re-designation that will extend through 2027, noting that programs earning this redesignation demonstrated quality through alignment with the high standards set by the NSA.&nbsp;

"We work hard to ensure our programs are dynamic and evolving to meet the current and future cybersecurity talent needs of government and business. Opportunities in this area are abundant for people with the right skills," she said.

"While the standards for this designation are high, this redesignation affirms a quality baseline for students seeking a credential, as well as current professionals looking for a pathway to upskill."

Zeller added that in addition to curriculum aligning to standards, the redesignation process requires community outreach and evidence of experiential student learning opportunities. “Our commitment to students learning in hands-on experiences can be a differentiator.&nbsp; Those experiences force you to learn problem-solving skills that can be difficult to teach, but are important to challenge students to develop through experience.”&nbsp;&nbsp;

The Cybersecurity and Infrastructure Security Agency(CISA), an operational component of the Department of Homeland Security, works with the National Security Agency (NSA) on the National Centers of Academic Excellence in Cybersecurity (NCAE-C) program.&nbsp;

The partnership aims to help reduce vulnerabilities in our national and critical infrastructure by promoting higher education and expertise in cybersecurity.&nbsp;

The National Center of Academic Excellence designation program promotes higher education programs in information assurance and cyber defense to address the critical shortage of professionals with these skills, highlighting higher education's vital role in defending America's cyberspace.&nbsp;

FHSU was the first Kansas institution to earn this designation in 2009.&nbsp;

The NCAE designation is awarded only to educational institutions that meet the standards of excellence for cyber security established by the NSA and DHS. The criteria have expanded in scope and increased in number over the past few years as security and technology challenges evolve rapidly.

Osborne Co. judge appointed to statewide judicial ed committee

A 36 year-old man was arrested following the report of a
domestic disturbance Saturday in rural Hays.

According to the Ellis County Sheriff’s Department, law
enforcement was called to the 400 block of Canterbury just before noon Saturday,
July 23 after a domestic disturbance was reported at that location.

Deputies were told by family members that a male, at the
residence was inside the home and had fired a gun. 

The family was able to exit the home without injury.

The sheriff’s department, with help from the Hays Police
Department and the Kansas Bureau of Investigation attempted to contact the man with
the use of a loudspeaker. A tactical vehicle was also on scene during the
incident, according to the sheriff's department.

After approximately three and a half hours deputies located
and arrested the man in at ally behind the home.

According to the sheriff’s department, the man suffered a
self-inflicted wound to his left arm and was taken to the hospital for
treatment.

Law enforcement has not identified the man that was
arrested.

Ellis County Fair wraps for 2022

Shaley Knickerbocker, BSN, RN&nbsp;recently earned board Sexual Assault Nurse Examiner certifications.&nbsp; Knickerboacker earned the credential of SANE-A (Adult/Adolescent), and SANE-P (Pediatric).&nbsp;&nbsp; She is a part of the&nbsp;Sexual Assault Forensic Nursing program at HaysMed.

Credentialing is issued through the Commission for Forensic Nursing Certification.&nbsp;The earned credentials of SANE-A and SANE-P designate that the recipient has achieved&nbsp;the highest standards of forensic nursing for sexual assault nurse examiners. Nurse examiners become certified by meeting the eligibility requirements, which include 300 practice hours in the specialty, and achieving a passing score on the certification examination.

A forensic nurse is a nurse who provides specialized care for patients&nbsp;who are victims and/or perpetrators of trauma (both intentional and unintentional).&nbsp;&nbsp;Forensic Nurses are NURSES first and foremost.&nbsp;However, the specialized role of forensic nurses goes far beyond medical care; forensic nurses&nbsp;also have a specialized knowledge of the legal system and skills in&nbsp;injury identification, evaluation, and&nbsp;documentation. After attending to a patient’s immediate medical needs, a forensic nurse often collects evidence, provides medical testimony in court, and consults with legal authorities. Forensic Nurses at HaysMed conduct medical-legal examinations for victims and perpetrators of sexual assault, child abuse and domestic violence victims. 

Knickerbocker joins Jessica Albers and Trisha Haskell&nbsp;as having attained SANE-A and SANE-P certifications at HaysMed.&nbsp;

Within the state of Kansas there are currently 24 SANE-A and 12 SANE-P certified nurses. HaysMed’s Forensic Nursing program was established in 2010 and was the first forensic SANE program in western Kansas.&nbsp;&nbsp;

Despite the fervent support the Republican leadership has given to the Value Them Both amendment, its fate on August 2 may not tell us much about the current Kansas GOP. But the Republican contest for Kansas attorney general, by contrast, may actually tell us a great deal.

Three candidates are campaigning for the Republican nomination: former Secretary of State Kris Kobach, who needs no introduction to Kansas voters; Kellie Warren, a state senator and attorney with a background in civil law; and Tony Mattivi, a former federal prosecutor with a long track record of criminal conviction on both the state and federal level. Mattivi, who polls put in third place in this race, makes his lack of a history of political engagement part of his campaign against Koback and Warren—and that is what makes this Republican fight so interesting.

It is not that Mattivi has no political opinions. His strong conservative beliefs—including firmly opposing abortion rights and strongly supporting gun rights—are prominently displayed in his campaign literature. And yet it is the fact that he also insists an attorney general should not spend their time on politics, always filing lawsuits against the Biden administration—as Kobach has promised, with Warren concurring—which presents Kansas Republicans with a difficult choice.

Two things are clear about Kobach. First, he has devoted Republican supporters who see in him, with his attacks on the threats supposedly posed by illegal immigrants and President Biden, a Kansas version of their beloved leader, Donald Trump. Second, those supporters do not constitute a majority of the Kansas Republican electorate, much less Kansas voters overall. He is not, in short, a consensus candidate—and lacking that consensus support, many other Republicans fear him as a divisive spoiler. At a recent Mattivi event in Wichita, one prominent Republican elected official stated with great confidence that, should Kobach win the nomination, Democrat Chris Mann’s election to the attorney general office would be assured.

I disagree with this official that a Kobach nomination would necessarily mean a loss for the Republicans in November, but the many prominent Republicans and conservative organizations behind Warren’s candidacy provides evidence of how widespread that fear is. Warren’s strategy is to reach out to the very same zealous conservatives who support Kobach, as well as the major donors who once did, with one simple argument: I’m actually electable, and Kobach isn’t.

Ordinary campaign politics suggest that when two conservative candidates fight over the same faction, a path opens up for moderate candidates to win. This, however, is not something Mattivi is doing—not officially, anyway. He knows the Kansas Republican primary electorate well, and knows that a moderate tone would open him up to fervent attack. And yet, perhaps taking a non-political tone instead when it come to national or cultural controversies, preferring to talk about fighting criminals rather than Value Them Both, is what passes for moderation in 2022. (That the abortion amendment will likely bring to the polls more of Kansas’s small Republican moderate population than is typical for an August election may be part of that quiet calculation too.)&nbsp;

The attorney general contest shows us Kansas Republicans playing a guessing game with the future of their party. Will Kobach’s ideological convictions return him to power? Are his extreme opinions a winner, so long as someone else expresses them? Or are a plurality of Kansas Republican voters supportive of a conservatism that, while passionate, focuses on the job rather than fighting a culture war? Mattivi’s bet on the latter is a long one, but an admirable one too.

Portion of Fort closed for repairs beginning this week

High Plains Mental Health Center, in cooperation with the federal department of Health and Human Services, will host a farm stress listening tour on July 28. The event will be from 1 to 3 p.m. at the Hilton Garden Inn convention center, 221 W. 43rd. 

The event is a stop on the National Tour to Strengthen Mental Health and is open to the public. Officials with the federal government will be present to hear from a panel of local residents who work in the agribusiness industry. Topics of discussion will include farm/agriculture stress and challenges facing rural health care services and accessibility.&nbsp;

The event will center around a panel discussion consisting of regional health care workers, local farmers and agriculture producers, and professionals who work in the agribusiness industry. There also will be a presentation by the Kansas Department of Agriculture and the Kansas Department for Aging and Disability Services to provide current state-level statistics and resources. There will be a time for questions and media availability following the panel discussion.

“We are pleased to bring this event to northwest Kansas and are glad the federal government is paying attention to the issues of farm stress and rural mental health as they consider federal funding and policy to meet increased needs and challenges,” said Walt Hill, executive director of High Plains Mental Health Center. “We want to thank our 10 local panelists for being willing to share their time and their voices to raise awareness of these issues.”

Panelists will include representatives from High Plains Mental Health Center, First Care Clinic, Kansas Farm Bureau, U.S. Department of Agriculture, Fort Hays State University, K-State Research and Extension/Cottonwood District and The Animal Hospital, in addition to several local farmers, producers and agronomists.&nbsp;

The Department of HHS began the National Tour to Strengthen Mental Health in March to address mental health challenges that have been exacerbated by the COVID-19 pandemic, including substance use, youth mental health and suicide. The stop in Hays will focus on challenges unique to rural areas and agriculture producers. Farming and ranching are known to be stressful occupations due in part to so many factors producers cannot control, such as climate, market prices and high start-up costs.&nbsp;

Attendees will include: Joseph Palm, Regional Director, HHS Intergovernmental and External Affairs; Kimberly Nelson, Regional Administrator of Substance Use and Mental Health Services Administration; Nancy Rios, Regional Administrator of Health Resources and Services Administration; Nickolas Clasen, HHS Intergovernmental &amp; External Affairs; and Christy Davis, Kansas State Director of USDA Rural Development.

High Plains to host National Tour to Strengthen Mental Health event

A short work session for Hays city commissioners Thursday evening included an agreement to continue work on an ordinance establishing another Rural Housing District (RHID) in Hays at Fourth and Fort Streets.&nbsp;&nbsp;

"This is the finish line of the application," Hays Finance Director Kim Rupp told the commission.

He noted that the local developer has undergone a name change during the process.

"It is [now] Michael D. Graham Rentals. That is the name change from what we have been presenting as Turnkey Properties, but it's strictly administrative in purpose, and has no bearing on the public hearing for next week.&nbsp;&nbsp;

"It's still the same property, same project. Just a change in name."&nbsp;

The project involves proposed construction of four structures with a total of 36 apartments on the property directly west of the former Washington Grade School in downtown Hays.

The developer seeks reimbursement of certain RHID-eligible project costs&nbsp;from RHID revenues&nbsp;on a pay-as-you-go basis for 25 years.

Total project cost is estimated to be $3.46 million with $414,550 of eligible for RHID reimbursement.

"They're estimating over that 25-year period the incremental property tax revenues on the site will generate approximately $622,500," Rupp explained. "So it's proposed to exceed what would be needed, so it's possible it (the RHID) wouldn't need the full 25 years."

Under Hays' RHID policy, the developer advances all costs of the project and is reimbursed for eligible costs&nbsp;from the RHID revenues.&nbsp;The city will not issue general&nbsp;obligation or special obligation bonds for the project.

They will talk specifically about the <a href="https://hayspost.com/posts/f81ebb2d-01aa-451a-a37b-77e903c58d3a">funding requests from outside agencies</a> at the August 4 meeting.&nbsp;The total amount requested by the groups - $556,116 - is nearly $72,000 more than what was allocated last year.
