STOCKTON — A Rooks County man pleaded guilty this week to involuntary
manslaughter in a DUI-related accident that killed a 16 year-old Plainville
girl in April 2021.

Zebulun Thomas Cole, 22, Stockton, pleaded guilty in Rooks
County District Court on Wednesday to involuntary manslaughter while under the
influence of alcohol.

As a result of the plea agreement, Cole, who was 20 at the
time of the accident, admitted to driving under the influence of alcohol on
April 29, 2021, and causing a crash the resulted in the death of 16-year-old Carole
Leanne Adamson of Plainville.

According to the Kansas Highway Patrol, Cole was driving westbound at approximately 9:30 p.m. on April 28, 2021, when his pickup hit an SUV
that was disabled on the side of Kansas 18 west of Plainville. 

The collision caused the SUV to strike and kill Adamson, who
was standing next to it.

An Iowa woman, Maranda Payton-Louise Kuhl, was also injured
in the accident when the SUV hit a Dodge pickup she was standing next to.

An investigation into the accident determined Cole was
under the influence of alcohol at the time of the accident.

According to court documents, Cole agreed to serve 41 months, or
three years and five months, in prison. He will also be responsible for pay for
Adamson’s funeral expenses and travel expenses for Kuhl to attend the
preliminary hearing.

As a result of the plea agreement the prosecution agreed to
dismiss a felony aggravated battery, DUI causing great bodily harm charge, and
misdemeanor charges of driving while under the influence of alcohol, consumption of alcohol by a minor, and speeding.

NATOMA — American Legion Auxiliary national, state and Kansas district 6 officers and members gathered for a fall conference of the American Legion, American Legion Auxiliary and Sons of the American Legion on Oct. 22 in Natoma.

Post 109 and Unit 109 hosted the event in the newly restored WWII Army Air Corps barrack.

Post 109 Commander William Workman and Unit 109 President Laah Tucker welcomed members and guests.

The morning joint session provided Kansas Legion Commander Jeremy Ehart, Topeka, to present the national campaign, “Be the One," emphasizing the need to combat veterans’ PTSD and suicides.

Alton Unit President Peggy Anschutz presented a solemn remembrance for POWs.

Following a full morning of presentations, updates, and planning, Natoma Auxiliary members served a full course noon dinner to guests.

The auxiliary’s afternoon session included updates by President Marsha Cottrell, Kansas president; Nancy Evans, district president; Jeanne Haas, national poppy chair; Cindy Ward, fundraising; Bonnie Axtell, district 6 secretary, and others.

Since 1919, auxiliary members have worked tirelessly by volunteering thousands of hours annually to uplift active military, veterans, their families, children, youth, and community.

Natoma American Legion Auxiliary will host the 13th-annual Veterans Salute with Natoma USD 399 students, from 9 to 11 a.m. Thursday, Nov. 10. Veterans and members of the community are invited to attend “Every Hero Has a Story” exhibit, veteran-student panel discussion, patriotic musical production with American Legion color guard, bagpiper, and special guests.

Veterans are invited to a noon dinner with students by calling Shawna Dunlap at 785-885-4478.

Three-day weather outlook

A fire more than two weeks ago that started in Ness
County and spread into neighboring Ellis and Trego counties burned approximately
14,000 acres, according to the Kansas Forest Service.

Ellis County Fire Chief Darin Myers told the Ellis County
Commission on Tuesday that officials estimated nearly 10,200 acres of grassland were
burned in Ellis County in the Oct. 23 fire in the southwestern portion of the
county.

According to Myers, the fire started at an oil tank battery
site just off Highway 4 northwest of McCracken. 

Ellis County crews were initially asked to help crews in
Ness County fight the fire just before 3:30 p.m., but Myers said by the time crews
arrived in the area, it had spread into Ellis County. 

Myers said they believe an electric spark or malfunction at
the site ignited the fire that spread northwest into southwest Ellis
County fueled by dry conditions and wind gusts of more than 60 mph.

“It grew all the way north to Antonino Road and east all the
way to 150th Avenue,” Myers said. “The fire was just about 10 miles
long.”

Myers said that no homes were damaged or lost in the fire, although a metal building along Ellis Avenue was destroyed in the fire.

“I can't explain what it's like to be out there,” Myers said.
“When you have zero visibility, not just from the dust but from the soot. The
smoke and an orange glow coming at you, and you can feel the heat — but you can't
see the fire, and you're trying to put it out.”

Trego County Emergency Manager Kathleen Fabrizius estimated between 1,000 and 1,200 acres of grassland burned in the fire in Trego County, but no structures were damaged. 

Trego County crews were pulled off that fire to help fight a
second fire in Trego County that day. 

Fabrizius said seven homes were evacuated as a result of
the fire south of WaKeeney that burned approximately 200 acres. No structures were
damaged or lost in that fire.

Ellis County Public Works lost a piece of equipment in the
fire along Ellis Avenue. Public Works had several road construction and
maintenance vehicles in that area preparing for construction work on the southern
portion of Ellis Avenue.

Ellis County crews spent about 12 hours fighting the fire and remained on scene well into the next day to monitor for hotspots.

Because the fire was in such a remote area of the county, Myers said it made it challenging for crews to gain access to the fire.

“By the time I went from one part
of the county to get to the fire on completely the other side (of the county), because
it is in an open range portion of the county where there are no county roads,
it took 16.3 miles for me to get around it from one side to the other,” Myers said.

Myers also told the county commission Tuesday he was grateful for all the help received from not only Ellis County EMS, sheriff’s office, Public Works, Ellis Police and Hays personnel but also from the farmers and
businesses in the region.

“The farmers that were out there with their plows and their
discs and their tractors is another great benefit that we have that they're out
there willing to help,” Myer said.

There were some farmers who had equipment damaged by the
fire while helping to work the fire line, according to Myers. 

It was the second largest fire Myers said he has seen in the
seven years that he has severed with the Ellis County Fire Department apart from the Four
County Fire last December.

The county fire department will take part in a meeting later
this month that will act as an after-action review.

10-mile-long wildfire burned 14,000 acres in Ellis, Ness, Trego counties

A new women's boutique, Sunflower and Silos, 115 W. Eighth, is set to have its grand opening next weekend in downtown Hays.

Owner Kate Schippers of Hays said the store will carry women's apparel from sizes small to 3X as well as purses, accessories, shoes, hats, lotions and candles. 

Schippers is opening with a limited selection of girls clothes sizes 0-3 months to 5T. If those sell well, she will be expanding those offerings to include boys clothes in the same sizes.

Schippers husband, Pierce, is from Hays, and the couple relocated back to Hays with their son and daughter four years ago.

Opening a boutique has always been her dream, Schippers said.

"Downtown Hays is so beautiful," she said. "So many people come here. This a perfect place to do it. That was our whole strategy. We wanted the big city feel in the small town."

Schipper's brother-in-law renovated the storefront on Eighth Street, which had been an Escape Room. This includes the custom-made table and wine-cork bar in the Silo. The business is renting the building.

"This whole process has been family driven every step of the way, including design meetings every Tuesday evening," Schippers said.  

"This business has a lot of blood, sweat and tears involved and has done nothing but bring us back to living in the same state again.  My sister is going to help me run it, and my mom will be down there helping me run it when I can't be there."

The style of the clothing at the store will range from contemporary to southwest. Schippers is working on bringing in several brand names to the store, including Wrangler, Kimes Ranch and Ariat.

"You could pick something if you were going to go to the rodeo or concert or to a Christmas party or to work," Schipper said. "There will be casual, some dressy and everything in between."

Purse brands will include Myra and American Darling. The soaps and lotions will be Barr-Co. The candles are 1803 brand.

Prices will be mid-range, Schippers said, with items in the $20 to $50 range. The American Darling purses are leather and will run about $175 to $250.

The back of the store, "The Silo," will be a hat and accessories bar.

The store will have charms and feathers customers will be able to add to their hats. They will also have branding irons that can be use to burn brands into the hats. The store will also have kids' sizes in the hats.

Schippers said she is also considering having denim-jacket-decorating or make-your-own-bolo events.

Kate and her husband are working on a liquor license, so bridal showers, girls weekends, birthdays or other events in the Silo can have alcohol.

The Silo, which can accommodate about 15 people, is also available for rent for other events. Kate said she has a child's birthday party booked for the space soon after store's opening. 

Schippers is also working on a back patio that will be an extension of the the Silo.

An art student at Fort Hays State University painted a mural on one wall of the shop, which Schippers said will be a fun backdrop for photos during events.

"It's going to be more than a boutique, it's going to be an experience," she said.

Jerry Ryan, Bobby Horton, Brad Ryan and Andy&nbsp;Megginnis&nbsp;have been having a good time right along with their audiences all over the country for 50 years. At 3 p.m. Central on Sunday, Nov. 13, the Cultural Arts Center in Colby will be the site for these gents to perform their unique&nbsp;four-part harmony.&nbsp;Their &nbsp;pleasing&nbsp;blend of voices and instruments, from a heartrending country song to an unexpected a cappella rendition,&nbsp;is&nbsp;suitable for the entire family. Three on a String’s show has evolved into a well-timed, musically interesting and funny presentation. &nbsp;

Three on a String has enjoyed working with performers such as the Statler Brothers, Ray Stevens, The Oak Ridge Boys, Hank Williams Jr., and Red Skelton. They have shared the stage with former Presidents Ronald Reagan and George Bush. They have performed for, and with, symphony orchestras, arts councils,&nbsp;conventions and&nbsp;concerts. &nbsp;Among their many awards, they were honored to receive the Governor's Achievement Award and inducted into the Alabama Music Hall of Fame.

The performance is funded in part by grants from both the Thomas County Community Foundation through Greater Northwest Kansas Community Foundation and the Dane G. Hansen Foundation. Admission is with&nbsp;WPAA&nbsp;season ticket, or at the door; Adults, $20; Students, $10.

Changing&nbsp;diapers, making&nbsp;lunch, or getting&nbsp;backpacks ready for the next day can seem like mundane chores for parents. &nbsp;However, these can be opportunities&nbsp;in our daily routines&nbsp;that&nbsp;gives parents not only&nbsp;time to spend&nbsp;with their children but also use&nbsp;as a chance&nbsp;to bond and have fun. &nbsp;

Families are busy, I get that! &nbsp;Slowing down and taking the opportunity to do a chore with a child not only can help the child bond with the parent or caregiver but the child also learns valuable skills during the process. &nbsp;For example, changing a diaper can&nbsp;be a&nbsp;boring&nbsp;and messy task. &nbsp;However, a parent can take this opportunity to have fun with the child. &nbsp;Singing a song or a&nbsp;saying a&nbsp;fun rhyme can help distract the child from the task but also gives the&nbsp;child&nbsp;an opportunity to engage with their parent or caregiver and learn social emotional skills.

Being responsive to children is a&nbsp;key element of bonding with a child. &nbsp;Being responsive means we look at, touch, or talk to our children when they try to get our attention. &nbsp;Children learn to trust us when respond to them and&nbsp;we&nbsp;meet their needs. &nbsp;&nbsp;Dr. Bradford Wiles, K-State Research and Extension&nbsp;Specialist and&nbsp;Associate Professor states,&nbsp;“That bond is really around forming trust between each other (and) having an emotional connection. That feeling of security that is a foundation. Children know that their primary caregiver is a secure base from which they can explore their world. They can always turn back to that secure base.”&nbsp;&nbsp;

When a baby is born they want to be near their mother or parent most of the time. &nbsp;This is their safe place and the natural habitat of a newborn. &nbsp;However, as the baby becomes more mobile(crawling)&nbsp;and explores&nbsp;their environment they will move farther away from their mother or primary caregiver. &nbsp;They usually come back and check in on a fairly regular basis&nbsp;with mom or&nbsp;primary c<a></a>aregiver. &nbsp;This shows secure attachment of the child&nbsp;to the primary caregiver&nbsp;which is important for their entire life and the relationships they&nbsp;will have.

As children get older, they form&nbsp;more&nbsp;relationships with family, friends, and&nbsp;the&nbsp;community. &nbsp;The parent still plays an important role though as the child grows so that is why using routine opportunities throughout the day to check in is a great way to continue that relationship.

The National Weather Service in Dodge City is warning of potentially severe thunderstorms in western Kansas beginning after 10 p.m. Thursday.

Fueled by a cold front, the storms are expected to develop east of a Hays-Dodge City line. Some storms are expected to be strong and could bring quarter-size hail and wind gusts of up to 60 mph.

There is a 50 percent chance for Hays and Ellis County to see showers or thunderstorms, and a 30 percent chance that precipitation continues into Friday night.

The low is expected to drop to 35 degrees Thursday night, with the high temperature Friday only reaching 40 degrees, with NWS said. On Friday night, the mercury is expected to drop below freezing before a slight warm-up Saturday.

Weekend highs are expected to be in the mid-60s, with lows staying just above the freezing point.

There is another chance for precipitation beginning Wednesday night, the NWS predicted.

The Kansas Department of Health and Environment on Wednesday reported 21 new COVID-19 cases had been identified in Ellis County from Oct. 22 to 28. KDHE reports updated case numbers weekly on Wednesdays.

Ellis County remained in the substantial-incidence category, KDHE reported. (See map below).&nbsp; Several northwest Kansas counties were moved into the high-incidence category.

KDHE: 21 new COVID cases in Ellis Co. this reporting period

Fort Hays State University president Tisa Mason announced on Wednesday the addition of Women’s Wrestling as a varsity sport in Athletics, set to begin competition in 2024-25. With the addition of the program, Fort Hays State will have 17 intercollegiate athletic programs (nine women’s, eight men’s).

When the 2024-25 academic year comes, Fort Hays State will have three sports during the winter season in which both genders compete including wrestling, basketball, and indoor track and field. Men’s and women’s soccer were the last sports added to the intercollegiate athletic programs offered at Fort Hays State University, which began competition in 2011 after being announced in 2010.

The search for a head coach of the program begins immediately. Once hired, the coach will have at least a year to recruit and build a roster for competition starting during the 2024-25 academic year.&nbsp;

Fort Hays State will be the first NCAA school in Kansas to offer the sport as a varsity program in intercollegiate athletics. FHSU will also be the first school in the Mid-America Intercollegiate Athletics Association (MIAA) to add the sport. There are currently six women’s wrestling programs at the collegiate level in Kansas right now, which includes National Association of Intercollegiate Athletics (NAIA) members Baker University, Central Christian College, Friends University, Ottawa University, and University of Saint Mary, and National Junior College Athletic Association (NJCAA) member Northwest Kansas Technical College.&nbsp;

Women’s wrestling is an NCAA Emerging Sport. There are currently 63 women’s wrestling programs at NCAA member institutions either established or in the process of being added aside from the announcement by FHSU today, which includes four NCAA Division I schools, 25 NCAA Division II schools, and 34 NCAA Division III schools. Currently, all three NCAA divisions are part of the National Collegiate Women’s Wrestling Coalition (NCWWC), which completed its third year of holding the NCWWC National Championships in 2022. McKendree University (Ill.), which is an NCAA Division II affiliate, has won the national team title all three years of the championship’s existence. Last year, 40 teams competed in four regional qualifiers for the NCWWC Championships.

The NAIA will hold its inaugural Women’s Wrestling Championship in 2023. For three years (2020-2022), the organization has held a National Wrestling Invitational and it will transition to championship status this year. According to the National Wrestling Coaches Association (NWCA) website, there are 42 women’s wrestling schools affiliated with the NAIA. Women’s wrestling is still an emerging sport at the NJCAA level, like the NCAA.

Kansas is one of the fastest growing states in the nation for girls wrestling. Last year, Kansas had over 1,400 participants in girls wrestling at the high school level. This year will mark the fourth year the state activities association will hold a state championship for girls wrestling. All classifications were included in the inaugural state championship three years ago, but there have been two championship classifications with 5-6A classes combined and 1-4A classes combined for the past two years.

Winds in the Hays are are projected to be sustained at about 25 mph Wednesday, with gusts nearing 40 mph. Windy, warm conditions will continue through the day Thursday before a chance of rain arrived late Thursday night.

The afternoon highs are expected to be in the mid-70s to low-80s Wednesday and Thursday.

Warm, windy, dry: Wildfire risk is high Wednesday

A new sports apparel chain, Pro Image, will be opening before Christmas in <a href="https://www.facebook.com/BigCreekCrossing">Big Creek Crossing</a> mall in Hays.

Robert Alvarez, 38, will be the local owner and operator of the store in Hays under his local business <a href="https://www.facebook.com/profile.php?id=100087115115595">RJ &amp; Sons</a>.

The next closest Pro Image location is in Wichita.

The store will have a large inventory of hats and other team-branded items, such as jerseys (both adult and youth), signs, decor, cups, glasses and key chains. The store also will carry collectibles. 

Pro Image will carry merchandise for local favorites, including NFL, NBA, MLB, some hockey, as well as area college teams K-State, KU, OSU and the Huskers. Alvarez is working on a licensing agreement with Fort Hays State University to carry FHSU apparel and merchandise.

Alvarez's father was in the Navy, and he grew up living on the coast of California as his father was moved from base to base. His mother is from Leoti and the family lived in Kansas for a time after his father retired from the Navy. Alvarez served in the Army before settling back in Hays.

Alvarez has experience as an assistant manager for a craft store franchise, as well as a store manager and corporate employee for a national discount retailer.

He said he has always been a huge sports fan. He went to his first baseball game — the A's versus the Giants. — with his dad hen he was 5 years old. That was during the Mark McGwire-Jose Canseco era. At that time, the Giants had Barry Bonds. 

"I love the A's. I will always have a heart for them, but when Barry Bonds just hit a home run out of nowhere, it was great," he said.

Alvarez said he wanted to stay in Hays and realized Hays has a lot of potential to grow.

"I love sports and I bring the knowledge of retail, and I'm excited to bring it to Hays," he said.

He said he wanted to promote local business that will keep revenue here in Hays. However, he acknowledged his biggest competition will be online sales outlets.

"It think a lot of people order online because it just isn't here," he said. "I hope I can give people better opportunities. That's what I'm trying for."

Pro Image will be in the northeast section of the mall in the space that had been most recently occupied by the Simple Pure CBD shop. Alvarez said he hopes to have the store open between Nov. 15 to 23 — before Black Friday.

The store will have drawings that will be conducted during the first week of business. Tickets will be available with a purchase of $50 or more. Pro Image will also participate in the FrostFest Parade, and Alvarez plans to give out fan merchandise during the parade.

The store will have the same hours as Big Creek Crossing, which are 10 a.m. to 8 p.m. Mondays through Saturdays and noon to 6 p.m. Sundays.

 </figure>By CRISTINA JANNEY Hays PostA new sports apparel chain, Pro Image, will be opening before Christmas in <a href="https://www.facebook.com/BigCreekCrossing">Big Creek Crossing</a> mall in Hays.Robert Alvarez, 38, will be the local owner and operator of the store in Hays under his local business <a href="https://www.facebook.com/profile.php?id=100087115115595">RJ &amp; Sons</a>. The next closest Pro Image location is in Wichita.The store will have a large inventory of hats and other team-branded items, such as jerseys (both adult and youth), signs, decor, cups, glasses and key chains. The store also will carry collectibles. Pro Image will carry merchandise for local favorites, including NFL, NBA, MLB, some hockey, as well as area college teams K-State, KU, OSU and the Huskers. Alvarez is working on a licensing agreement with Fort Hays State University to carry FHSU apparel and merchandise.Alvarez's father was in the Navy, and he grew up living on the coast of California as his father was moved from base to base. His mother is from Leoti and the family lived in Kansas for a time after his father retired from the Navy. Alvarez served in the Army before settling back in Hays. Alvarez has experience as an assistant manager for a craft store franchise, as well as a store manager and corporate employee for a national discount retailer.He said he has always been a huge sports fan. He went to his first baseball game — the A's versus the Giants. — with his dad hen he was 5 years old. That was during the Mark McGwire-Jose Canseco era. At that time, the Giants had Barry Bonds. "I love the A's. I will always have a heart for them, but when Barry Bonds just hit a home run out of nowhere, it was great," he said.Alvarez said he wanted to stay in Hays and realized Hays has a lot of potential to grow. "I love sports and I bring the knowledge of retail, and I'm excited to bring it to Hays," he said.He said he wanted to promote local business that will keep revenue here in Hays. However, he acknowledged his biggest competition will be online sales outlets."It think a lot of people order online because it just isn't here," he said. "I hope I can give people better opportunities. That's what I'm trying for." Pro Image will be in the northeast section of the mall in the space that had been most recently occupied by the Simple Pure CBD shop. Alvarez said he hopes to have the store open between Nov. 15 to 23 — before Black Friday. The store will have drawings that will be conducted during the first week of business. Tickets will be available with a purchase of $50 or more. Pro Image will also participate in the FrostFest Parade, and Alvarez plans to give out fan merchandise during the parade.The store will have the same hours as Big Creek Crossing, which are 10 a.m. to 8 p.m. Mondays through Saturdays and noon to 6 p.m. Sundays.

Walmart Hays donated $20,000 to the Hays ARC Park phase 3 on Friday.

The Hays store took the park's project to Walmart National and applied on the ARC Park's behalf.

"To go that extra mile just means so much. We thank you and we can’t wait to tell all of our athletes! Please thank the local Walmart crew for their generosity," the ARC Park said in a Facebook post.

The Hays store previously donated $10,000 toward the playground.

Kansas Common crude at CHS in McPherson ended the month at $76.75 per barrel, down $3 for the week, but a monthly gain of $7 a barrel. The average price for the month of October is a fraction of a cent under $77 per barrel, or nearly $6 more than the average in October of 2021. The benchmark futures contract in New York settled Monday at $86.53 per barrel. That's down more than a dollar on the day, but a gain of nearly 9% for the month. In trading Tuesday prices were up $2, with WTI just under $89 and London Brent fetching about $95 a barrel. Kansas crude production has declined in each of the last eight years, but the latest numbers from the Kansas Geological Survey show output on the rise through June of this year, topping 14 million barrels. That's more than 1,000 barrels per day better than average output for all of last year. Production in Barton County reached 728,000 total barrels. Ellis County was over 1.1 million. Russell County operators pumped 662,000 barrels. Stafford County chipped in 467,000. With rising prices come rising oilfield activity in Kansas. Operators in Kansas have spudded 1,292 wells so far this year, up more than 400 wells over last year at this time. Independent Oil &amp; Gas Service is scouting 492 wells in various stages of drilling and completion, up about 32% year over year. The Kansas Rig Count reached 28 in the eastern half of the state, up one, and 33 active rigs west of Wichita, also up one.&nbsp; Baker Hughes reported 768 active drilling rigs across the US last week. The count in Texas was down three, North Dakota and Louisiana were each down two. Kansas regulators last week approved ten new drilling locations statewide, all of them in Western Kansas, including one new drilling permit in Ellis County. That's 1,343 new permits so far this year, compared to 927 a year ago at this time. Operators completed 38 new wells across Kansas. Of the six wells completed in our area, four were dry holes. The weekly tally from Independent Oil&amp; Gas Service shows 1,331 completed wells so far this year, compared to 720 through the end of October last year. The government reported U.S. crude-oil inventories of 439.89 million barrels as of October 21st, a spike of more than two and a half million barrels.&nbsp; The Energy Information Administration says domestic stockpiles are about two percent below the five-year seasonal average.&nbsp; EIA said U.S. crude production is up 23,000 barrels per day to top 12 million barrels per day for the second week in a row. Imports were up 300,000 barrels to 6.2 million barrels per day. The government said U.S. diesel inventories rose slightly last week but remain about 20% below the five-year average for this time of year. Diesel deliveries remain slightly lower than at this time last year. Total gasoline inventories dropped 1.5 million barrels and are about six percent below the five-year seasonal average. The auto club AAA says weak gasoline demand, the completion of seasonal west-coast refinery maintenance, and waffling global oil prices combined to drive down pump prices. Prices for regular gasoline are three cents lower than a month ago, but diesel prices remain 50 cents a gallon higher. The government said diesel inventories rose last week but remain about 20% below the five-year seasonal average. Diesel deliveries remain slightly lower than at this time last year. In Kansas, regular gasoline prices averaged $3.37 a gallon, down six cents from a week ago. But diesel prices are up eight cents week over week to $5.06 a gallon. A young U.S. natural gas mogul may be taking home nearly $1 billion after a deal with oil giant BP. The oil supermajor continues its aggressive expansion into lower-carbon fuels and has agreed to buy gas producer Archea Energy for about $4.1 BILLION including debt. The Houston-based firm captures waste-gas emissions from landfills and farms. The company's CEO Daniel Rice stands to receive about $975 million in cash from the sale his stock. According to a statement, Archea will become a key part of BP’s bioenergy business and accelerate its growth. BP has promised to achieve net-zero emissions by the year 2050, and has made big bets on offshore wind and electric cars.&nbsp; Billionaire wildcat producer Harold Hamm raised his offer for the company stock his family doesn’t already own. He's offering $4.3 billion for the outstanding shares in Continental Resources, hoping to buck the disciplined-spending mantra adopted by rival shale drillers. The largest minority investor, Smead Capital Management, disapproves of the deal, saying Hamm should be paying a lot more. Hamm tells Bloomberg going private will free the shale giant from the wishes of public investors. Oklahoma-City-based Chesapeake Energy is cutting about three percent of its workforce, as it prepares to sell oil production in South Texas and once again re-focus on its core natural-gas operations. Reuters reports the company let go about 40 workers out of a total workforce of 1,200 people earlier this month. Chesapeake is selling off assets acquired three years ago, when the company sought to increase oil production with the $4 billion purchase of Wildhorse Resource Development. Top oil exporter Saudi Aramco may cut prices to Asia in December as weaker-than-expected fuel consumption in China put a lid on regional demand. Reuters reports that could amount to discounts of 30 to 40 cents a barrel. OPEC has increased its global oil demand forecast in both the long and medium term, crediting a more robust recovery than previously expected and a global shift toward prioritizing energy security over a transition to green energy. Europe will increase its reliance on oil imports from the United States after the European Union's embargo on Russian seaborne crude imports enters into force in early December. That's the word from the CEO of the Italian energy group Eni in an interview with Bloomberg Monday.

News From the Oil Patch: Gas prices lower; diesel prices ... not

By GLENN BRUNKOW Pottawatomie County farmer and rancher We are in the heart of what has been termed the “silly season of politics.” I know that for many of us voter fatigue has set in, and I have good news and bad news on that front. The good news is that in about a week or less it will all be over. The bad news is that the next cycle is a presidential election, so you have about six months before that gets cranked up. Unfortunately, the sheer volume of campaign ads and fliers turns many of us off or makes us numb to the candidates. I get that but you must fight through the urge to ignore all of it and tune it out. This is one of the most critical elections that we as an ag community have faced and this is a call for all hands on deck. It is true that all votes count but when it comes to agriculture that statement has never been truer. Candidates who support agriculture need your vote. Kansas is becoming increasingly urban and because of that voters in those areas are farther and farther away from agriculture. We are a democracy where the majority rules. Soon we could find ourselves having less of a voice over who represents us and, more importantly, what legislation gets passed. We know laws made in Topeka and Washington D.C. can have huge impacts on how we run our farms and ranches. It is important that we elect representatives that will have our best interests in mind and who understand our business. That is why the work Voters Organized To Elect Farm Bureau Friends does is so important. They take the opinions from the grassroots level and develop a list of candidates who are friendly to agriculture and will keep our best interests in mind. That work is not done in a couple of days but rather in a painstaking process, making sure that all voices are heard. However, that great work doesn’t mean anything if we don’t get out and vote for those candidates. While I would like you to vote for the people on that list, and I ask that you take the time to look at it, I just want you to exercise your right to vote. Historically those of us in rural areas have gotten out at higher levels than our urban counterparts, and that amplifies our voice. Lately, that has not been the case and is a trend we need to reverse. If you are really tired of the noise around the election, go vote now. Advanced voting is open, check with your county clerk to find out how. Then it is done and no matter what happens, your voice is heard. If you are like me and a traditionalist, make sure you get out and vote on Nov. 8. Every vote counts and every vote matters. We have seen it time and time again, even right here in Kansas. Please, look at the list of VOTE FBF endorsed candidates before you make your decision. I cannot stress just how important your vote is. It’s our chance to be a voice for Kansas.

BERAN: The 4-H Formula

The National Weather Service in Dodge City has increased the chances of showers or thunderstorms late Thursday and early Friday in northwest Kansas.&nbsp;

There is now a 70 percent chance of storms, possibly severe, starting late Thursday, with a 40 to 50 percent chance of rain lasting through Friday and into Saturday.

While the NWS is only forecasting between a tenth and a quarter of an inch of rainfall, higher amounts could be possible should thunderstorms spark up.&nbsp;

Storms could bring 60-plus mph winds and up to quarter-size hail, forecasters predicted, noting the probability of tornadoes was low.

The front will also bring a drastic cooldown, with a high of just 50 predicted Friday and the overnight low reaching the freezing point.

NWS: Increased risk of thunderstorms to close out the week

RUSSELL — Governor Laura Kelly&nbsp;on Tuesday announced&nbsp;$1 million will be going to the city of Russell to increase affordable and moderate-income housing&nbsp;options in&nbsp;central Kansas. Russell is using the funds, allocated through the bipartisan&nbsp;House Bill 2510 Kelly signed&nbsp;in May,&nbsp;to redevelop the former Holland Hotel into loft-style apartments.&nbsp;

“Across Kansas, we are&nbsp;expanding housing in innovative ways&nbsp;so every Kansas family can afford to put a roof over their head — and so we can attract and retain the workers needed to continue our record-breaking economic success,” Kelly said.&nbsp;“I applaud the city of Russell for&nbsp;finding a solution that&nbsp;preserves their history&nbsp;and benefits future generations.”&nbsp;

According to the city’s most recent housing assessment, Russell has a low inventory of moderate-income housing&nbsp;and&nbsp;affordable, quality rentals,&nbsp;making&nbsp;it difficult for employers to recruit qualified employees&nbsp;to the community.&nbsp;

To address the issue,&nbsp;Russell Development Inc. hired a structural engineer to evaluate the&nbsp;Holland Hotel, a 1910 building that has&nbsp;been&nbsp;vacant&nbsp;for two decades&nbsp;and fallen into disrepair.&nbsp;Using the $1 million&nbsp;in&nbsp;funding, the building will be redeveloped into at least&nbsp;10&nbsp;rental units ranging in size from 700 to 1,100 square feet and will include a mix of studio, one-bedroom,&nbsp;and two-bedroom floor plans.&nbsp;&nbsp;

“Redeveloping unused structures and spaces is&nbsp;a&nbsp;creative way to pave the way for new housing options&nbsp;in&nbsp;our rural areas,”&nbsp;Lieutenant Governor and&nbsp;Secretary of&nbsp;Commerce&nbsp;David&nbsp;Toland said.&nbsp;“I’m pleased to see the city of Russell taking a strategic approach to address the housing challenges in their community.”&nbsp;&nbsp;

The units will be loft-style with exposed brick walls, wood floors and open ceilings to evoke an urban sense of style geared towards tenants who cannot afford or do not desire to own a house. Rents are anticipated to range from $575 to $725 per month.&nbsp;&nbsp;

“Our community has a great&nbsp;history&nbsp;and the Holland Hotel is a part of that history,”&nbsp;Russell Mayor Jim Cross&nbsp;said. “The repurposing of the hotel is a great way to keep history alive.&nbsp;Many of our biggest employers have a need for&nbsp;employee housing, and the proposed loft style apartments will help them attract new employees. Young professionals want many of the amenities that these apartments will provide.”&nbsp;

Russell is using the funds, allocated through the bipartisan&nbsp;House Bill 2510 Kelly signed&nbsp;in May,&nbsp;to redevelop the former Holland Hotel into loft-style apartments.&nbsp;“Across Kansas, we are&nbsp;expanding housing in innovative ways&nbsp;so every Kansas family can afford to put a roof over their head — and so we can attract and retain the workers needed to continue our record-breaking economic success,” Kelly said.&nbsp;“I applaud the city of Russell for&nbsp;finding a solution that&nbsp;preserves their history&nbsp;and benefits future generations.”&nbsp;According to the city’s most recent housing assessment, Russell has a low inventory of moderate-income housing&nbsp;and&nbsp;affordable, quality rentals,&nbsp;making&nbsp;it difficult for employers to recruit qualified employees&nbsp;to the community.&nbsp;To address the issue,&nbsp;Russell Development Inc. hired a structural engineer to evaluate the&nbsp;Holland Hotel, a 1910 building that has&nbsp;been&nbsp;vacant&nbsp;for two decades&nbsp;and fallen into disrepair.&nbsp;Using the $1 million&nbsp;in&nbsp;funding, the building will be redeveloped into at least&nbsp;10&nbsp;rental units ranging in size from 700 to 1,100 square feet and will include a mix of studio, one-bedroom,&nbsp;and two-bedroom floor plans.&nbsp;&nbsp;“Redeveloping unused structures and spaces is&nbsp;a&nbsp;creative way to pave the way for new housing options&nbsp;in&nbsp;our rural areas,”&nbsp;Lieutenant Governor and&nbsp;Secretary of&nbsp;Commerce&nbsp;David&nbsp;Toland said.&nbsp;“I’m pleased to see the city of Russell taking a strategic approach to address the housing challenges in their community.”&nbsp;&nbsp;The units will be loft-style with exposed brick walls, wood floors and open ceilings to evoke an urban sense of style geared towards tenants who cannot afford or do not desire to own a house. Rents are anticipated to range from $575 to $725 per month.&nbsp;&nbsp;“Our community has a great&nbsp;history&nbsp;and the Holland Hotel is a part of that history,”&nbsp;Russell Mayor Jim Cross&nbsp;said. “The repurposing of the hotel is a great way to keep history alive.&nbsp;Many of our biggest employers have a need for&nbsp;employee housing, and the proposed loft style apartments will help them attract new employees. Young professionals want many of the amenities that these apartments will provide.”&nbsp;
