"I think you just presided over a meeting that's history for our community."

Vice-Mayor Shaun Musil knows it's just the beginning of the R9 Ranch pipeline design process, and "it's exciting," he said to Hays Mayor Mason Ruder last week after the commission heard from Brian Meier with&nbsp;Burns-McDonnell engineering, Wichita.&nbsp;

"This has been a lot of years and it's very special to be a part of this," Musil said.

City staff has negotiated design engineering agreements with Burns and McDonnell for the wellfield and pipeline projects associated with the R9 development as a long-term water supply for the cities of Hays and Russell.&nbsp;

Hays purchased the Edwards County R9 Ranch in 1995, when Mayor Ruder was four years old, Ruder noted.

 The regulatory process of working through the Kansas Water Transfer Act kicked off in 2014.&nbsp;

Meier reviewed the R9 project design for the city commission.&nbsp;

The 20-inch water transmission pipeline will be approximately 65 miles long and connect with Hays' existing water system.

Meier also talked about the wells and well houses that will be required, piping for the well field water distribution, a million-gallon above ground raw water storage tank on the ranch property, and a high-service pump station.&nbsp;

There are two electrical providers to the property, Pratt-based Ninnescah Electric and Victory Electric based in Dodge City.&nbsp;

The final design phase and state review is projected to be the spring/summer of 2025.

The project is divided into two components, the wellfield and the pipeline.

"We hope that possibly allows us take advantage of federal (grant) dollars a little easier," said Toby Dougherty, city manager.&nbsp;

Contracts with Burns-McDonnell, the city's engineer on the R9 project since its inception, have been developed and vetted by city attorney Don Hoffman.&nbsp;

Cost of the pipeline design engineering services is $4 million. Cost of the&nbsp;wellfield design engineering services is $3.97 million.&nbsp;Adequate monies exist in the water sales tax reserve to fund both of the contracts, according to Dougherty.

The commission will vote on the two proposed contracts at the meeting Thursday afternoon.

A public comment hearing in the Hays-Russell water transfer proceeding will be held at 6 p.m., Tuesday, June 20, 2023, in the Black and Gold Room at the Fort Hays State University Student Union. 

The hearing will start with brief presentations by Hays, Russell, Water PACK, Edwards County, the Big Bend Groundwater Management District No. 5, and possibly state agencies. The public will then have an opportunity to provide comments.&nbsp;

Dennis and Chuck Budke were little boys when the Hollywood crew for "Paper Moon" descended on Hays.

The boys' mother attended a casting call in Hays but was told they didn't have any more female roles. They needed kids. That she had. There were 14 siblings in the Budke family.

Eight of those siblings were cast in a scene from "Paper Moon," which was filmed in Wilson, Hays and locations around Ellis County.

Dennis and Chuck recounted their memories of the filming Saturday during the "Paper Moon" Festival in Wilson, which celebrated the 50th anniversary of the film's release.

The Budke family was in a scene during which Moze, played by Ryan O'Neal, and Addie, played by his daughter Tatum O'Neal, try to sell a Bible to a poor family.&nbsp;

The widow comes to the door and her many children, the Budke siblings, file in behind her. Addie turns to Moze and tells him the Bible is paid for.&nbsp;

Dennis, who was about 10 when the movie was filmed, remembers his youngest sibling in the scene, his sister who was about 2, kept crying. The crew tried to get her to stop, but she just keep crying.

Finally, they decided to precede and include the crying child in the scene.

Dennis said he remembers eating lunch with Tatum and Ryan O'Neal. He said Tatum was much like she was in the movie, complaining to her dad about her ham sandwich.

He said his siblings played with Tatum on a nearby playground between takes.

"It was a pretty good experience," Dennis said, "It was kind of scary at first. We got to see all of these people and the lights and trucks and trailers."

Chuck, who was only 5 during the filming, said the filming of the movie was one of his earliest memories. Chuck is now a resident of Salina.

Chuck was so small that the crew gave him a couple of Sears catalogs to stand on so he could be seen in the shot.

Dennis still has the pay stub from the film. It was for a whopping $14.

Both men remember the Hays premiere of the film, which included a red carpet showing at the Fox Theatre in downtown Hays.

The boys, who came from a family of modest means, remember drinking pop and eating popcorn, a rare treat.

Dennis said a few girls even asked him for his autograph.

The MacCraken Historical Museum still has a newspaper clipping from the time that includes a picture of the eight Bubke siblings who were in the movie.

"Paper Moon" depicts the Depression era in Kansas and Missouri. It was shot in black and white by director Peter Bogdanovich and tells the story of drifter, Moze, and a little girl, Addie, as Moze takes Addie from rural Kansas to St. Joseph, Mo., to live with her aunt.

Tatum O'Neal won an Academy Award for Best Supporting Actress for her role in the film, becoming the youngest actress to do so.

Seven locations in Wilson were in the movie. All of those locations in Wilson were marked during the festival with photos of the original images from the movie. Several of the buildings are now vacant, and one, the Otasco Building, has been torn down.

In September 1974, ABC premiered a&nbsp;television&nbsp;series by the same name based on the film.&nbsp;Jodie Foster&nbsp;was cast as Addie and&nbsp;Christopher Connelly&nbsp;played Moze. Dennis Budke received a callback and was in the third episode of the series, but the series only ran 13 episodes and was canceled.

Susan Keith was only 4 when the "Paper Moon" crew shot the opening scene of the movie at her family's cemetery outside of McCracken. Her mother, Carolyn Thompson, took Keith to the Nickel family cemetery where she met Tatum O'Neal.

Although Keith was too young to remember that day, she still has a photo of her and the young actress.

The Nickel family cemetery is still being maintained today and is much the same as it was 50 years ago when the movie was shot there, said Keith, who grew up in McCracken, but now lives in Ellsworth.

A father-daughter duo came from San Diego just for the festival. Jim Croff came dressed as Moze and his daughter,&nbsp;Adrienne&nbsp; Blake, as Addie. Croff has owned a Ford Model A since he was in his twenties. This is the car that Moze is driving at the beginning of the movie.

Croff said he has always loved vintage cars, and movies, including "Paper Moon" and "The Sting" and the TV show "The Waltons" amplified his fascination with the Model A.

"Paper Moon" debuted before Adrienne, 39, was born, but she said she remembers watching the movie with her dad and riding in parades in the Model A.

The duo also toured the cemetery and the "Paper Moon" wing at of historical museum at McCracken.&nbsp;

"That's been the best part," Blake said, "hearing the stories about what it was like when the crew was here. My favorite part is that it was just people from the town who were also in the movie. I just can't imagine what it was like at the time having this whole Hollywood movie crew come into your town and want to film there."

Croff said he enjoyed meeting the local residents.

"There's just wonderful folk wherever you go," he said, wearing a pinstripe linen suit. ... "People opened their homes to us."

<a href="https://www.facebook.com/events/3040621666245942">Hays and McCracken are partnering for their own "Paper Moon" Festival June 16-18.</a>

Defiance Brewing Co. will have a commemorative beer, which has yet to be named. Two free showings of the movie will be offered at 7 p.m. Saturday, June 17 and 2 p.m. Sunday, June 18 at Beach/Schmidt Performing Arts Center.&nbsp;

There will be special exhibits at the Hays Arts Council Annex along with the Summer Art Walk on June 16 and at the McCracken Historical Society will be open on Friday and Saturday, June 16 and 17.&nbsp;

McCracken also will have a luncheon from 11:30 a.m. to 1 p.m. Saturday, June 17 at the McCracken Community Building, and The Little Big Band will perform from 1 to 2 p.m. at the community building.

Rep. Troy Waymaster to appear on 'The Kansas Legislature' season finale

<a href="https://www.hfhec.org/">Habitat for Humanity&nbsp;of Ellis County</a> needs a new location for its ReStore thrift store.

Big Creek Crossing has allowed the organization to use the former Firestone building on the mall property on Vine for free.

However, mall management has other plans for that property. James Younger, mall manager, said he couldn't disclose those plans at this time.

The store was in the south end of the mall where Dollar Tree is now for about eight years and then moved to its present location.

Vallerie Karl, c0-director with Lorey Dreiling of the ReStore, said the mall has been very generous in letting it use the Firestone building for free. Habitat only paid for the utilities and some of the upkeep of the building.

With the mall change, the ReStore has to vacate the building by the end of the month.

Habitat is scrambling to find a new location for the ReStore, a thrift store that provides a significant amount of the funds that the agency uses to purchase and refurbish homes for families who would otherwise not be able to be homeowners.

The ReStore is offering 50 percent off of all its merchandise in an attempt to reduce inventory before the store has to move. It will be open from 9 a.m. to 2 p.m. Saturdays this month and Tuesday, May 16.

The ReStore does not have a new location at this time. Habitat is on a limited budget and is asking anyone who might have a building they could use to contact Habitat at 785-623-4200.

"We are in the searching stage," Karl said.&nbsp;"Really, at this point, we're not sure what we're going to do."

The ReStore not only helps divert items from the landfill, but it has also helped people in need find furniture and other household items.

Recently the store opened its doors to a 94-year-old man who needed to furnish his apartment. The ReStore crew also helped move the furniture into his apartment.

They also helped clean out the home of a woman who had Parkinson's disease and was moving into assisted living.

"We do a lot behind the scenes that a lot of people don't know about," Karl said.

Because of the high cost of new construction, Habitat has been focusing on buying and refurbishing existing homes in Ellis County. It is taking applications for a four-bedroom home at 1809 Walnut in Ellis, Leslie Wyatt, Habitat executive director, said.

The agency also just purchased a two-bedroom home at 1702 Oak in Hays.

Applicants must meet income and sweat equity requirements. These requirements and applications can be accessed on the <a href="https://www.hfhec.org/">Habitat for Humanity website</a>.

The agency also is taking applications for low-income local homeowners who need assistance with repairs to their homes.&nbsp;

Habitat is always looking for volunteers. The ReStore is completely volunteer-run. Volunteers also are needed for housing repair and home rehab projects.&nbsp;

Volunteers also likely will be needed toward the end of the month to move the inventory out of the former Firestone building. School clubs needing community service hours are welcome.&nbsp;

Habitat for Humanity of Ellis Co. seeking new building for ReStore

A new Youth Leadership Advisory Board has been created by the city of Hays and will work as a liaison with the Convention and Visitors Bureau.

The idea came from Mayor Mason Ruder, who presented seven recommendations from Hays High School and Thomas More Prep-Marian High School.

"The idea that really spurred this was the idea of getting youth involved in our community a little more," Ruder said.&nbsp;

"There are a bunch of other activities like this," he acknowledged, "but to have that direct connection to the city commission and really influence change was a huge selling point to me. ... It starts with the youngest members of our community becoming involved citizens. It's those in high school. They have amazing ideas."

Each of the students, from freshmen to seniors, was suggested&nbsp; by a faculty member and will serve one year.

At the suggestion of Commissioner Sandy Jacobs, the commission made an amendment and voted to allow any high school student in Hays to apply after this year. The application also will be online.

"I think it's a great idea to get involved with the community and learn more about our local government and to get more youth involved," Stecklein, a TMP-M junior, told the commission.&nbsp;

Cox, HHS junior, said she thinks it will be a "great opportunity to give my ideas to the city."

"This'll be a great way to improve my community," said Mermis, a TMP-M freshman.&nbsp;

Mermis and Cox also talked about the leadership skills they plan to hone while serving on the advisory board.&nbsp;

Their terms began May 1 and will run through May 1, 2024.&nbsp;

Each successive mayor will appoint the new youth board members with commission approval.

For 28 years, the Kansas Sampler Foundation hosted the Kansas Sampler
Festival where thousands of people gathered at a location to learn about what
Kansas has to offer. The festival ended in 2017 and the following year the Big
Kansas Road Trip was created to have hundreds of people explore the same area
over a few days. 

Kansas Sampler Foundation Co-Director Marci Penner said the
Big Kansas Road Trip gets people further into the communities and provides
first-hand rural experiences. "The people that come to this event, they really appreciate small towns," said Penner. "They like to go to places where they might not know about. The public loves to spend money and love to get to know the area as it is. All we ask for the communities that are showcased is to be good at being themselves." 
Participants do not have to sign up and can decide where and when they want to
go, but there is a menu of activities that accentuates what the area has to
provide.

After exploring north central Kansas this year, The Big Kansas Road
Trip will include stops in Ellsworth and Lincoln counties and the community of
Lucas next year. "There's Mushroom Rock, Faris Caves, Fort Harker and the unincorporated town of Denmark," said Penner. "I think people will be surprised with all the post-rock structures they will see. The backroads in Ellsworth and Lincoln counties are just full of gems."

2024 Big Kansas Road Trip to include Ellsworth County 

SHERIDAN COUNTY —Despite several tornado warnings, the storms on Wednesday evening in northwest Kansas only produced heavy rain, some hail and minor damage.

The sheriff's department in Sheridan County reported&nbsp;2 miles east of Selden where a tornado was observed by trained storm spotters there were two outer buildings&nbsp; hit and the winds removed the roof off of one and windows from farm machinery and vehicles were broken out. 

At least three irrigation sprinklers were overturned and several road signs were broken off and destroyed. There were no injuries reported.&nbsp;

 The National Weather Service in Goodland issued numerous severe weather and tornado watches and warnings on Wednesday evening.

&nbsp;A Flood Watch has been issued for many areas of northwest Kansas for Thursday, May 11. Flash flooding caused by excessive rainfall is possible, according to the weather service.

Minor damage reported and much needed rain in NW Kansas

TOPEKA&nbsp;– Kansas Tourism announced $421,820 in Attraction Development Grants has been awarded to 10 recipients, including Trego County.

The funding will be used to develop new tourism attractions or enhance existing sites across the state.

Attraction Development Grants assist in the development of travel experiences that will influence visitors’ travel decisions. The program also spurs economic growth through the creation of jobs, capital investment, revenue and number of visits.

“These grants are essential investments in the growth and development of communities across the state,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Supporting new and exciting attractions enhances both the visitor experience and quality of life for existing Kansas residents.”

An additional $2,064,910 in matching funds will result in a total of $3,441,517 that will be invested in the approved projects.

“Investing in the development of the tourism industry is a priority for Kansas Tourism,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Building new attractions and enhancing current experiences is how we continue to develop and market Kansas as a unique tourism destination.”

The Attraction Development Grant recipients were chosen based on the projects’ economic impact to the state, availability of leveraged funding, ability to complete the project within 18 months, and the presence of a sound business and marketing plan. Grant dollars may fund up to 40 percent of a project, with the community or business funding the remaining 60 percent. Woman hospitalized in NW Kansas after SUV, truck crash

Barton County continues to examine the implications of a commercial solar farm within its boundaries. Wednesday morning, the county commission voted 4-1 to implement a moratorium on any specific applications. Zoning Administrator Judy Goreham and six of the county's nine planning commission members visited with the board of commissioners during a study session last Wednesday. Goreham said the moratorium will allow time for extensive study.

"Doing a moratorium would be the cleanest way to allow the planning commission the time necessary to study how a solar farm would affect anywhere in Barton County, what impacts it would have," she said. "That is my recommendation this morning, is to consider a moratorium on any commercial solar development in the county. Really, it would be until the planning commission is done with their process."

The moratorium will remain in effect until Dec. 31, 2023, or until the board of commissioners votes to lift the resolution. Commissioner Tricia Schlessiger pressed Goreham if the moratorium was necessary, or if the planning commission could simply delay a vote on an application. County Counselor Patrick Hoffman provided the answer.

"The theory behind a moratorium is just to press the pause button, allow them to do a thorough review of the current policy," he said. "Maybe the result of that will be they think the current zoning is good and they'll ask you guys to just keep it. Maybe they'll find some changes they'd like to propose to you guys. It just gives everyone some breathing space so they're not reviewing a specific project in the time they're reviewing the county-wide rules."

By statute, the planning commission has 60 days within receiving an application to hold a public hearing. Goreham said the body could delay a vote at that time. Hoffman advised not delaying a vote indefinitely, and said a moratorium is a safer option going forward.

"The advantage of a moratorium is to get the rules right, feel good about them, then going forward, once when we get applications, we know exactly how they'll be processed and everyone knows exactly what the zoning rules are for Barton County."

Hoffman said Barton County does have current zoning policies in place regarding solar farms but they were last amended in 2013. Many changes have taken place in the industry since then, and several other counties are examining their zoning regulations to reflect those changes.

The board of commissioners voted 4-1 to approve the moratorium with Schlessiger as the vote against. The planning commission will further discuss solar farms at Thursday's meeting, which is open to the public at 9 a.m. Thursday morning in the conference room inside the Barton County Courthouse.

PAWNEE COUNTY—Two people were injured in an accident just before 8a.m. Wednesday in Pawnee County.

The Kansas Highway Patrol reported a 2007 Ford F150 driven by Colby A. Ryan, 15, Kinsley, was northbound on 270th Avenue one mile east of Rozel.&nbsp;

The driver failed to stop at a stop sign at Kansas 156 and struck a westbound 2008 Nissan Van driven by James B. Kirby, 85, Larned. Both vehicles came to rest in the northwest ditch.

EMS transported Ryan and Kirby to the hospital in Larned. Ryan was not wearing a seat belt, according to the KHP.

15-year-old, 85-year-old drivers hospitalized after Kan. crash

The ARC Park Phase 3 expansion in Hays' Seven Hills Optimist Park, 33rd and Hillcrest, was originally proposed as an accessible baseball field.

Instead, it is now planned to be a multi-recreation area with permanent cornhole lanes, another picnic shelter, open green space, and a Quantis play structure for older kids.

The pivotal change in design plans came after the addition of turf fields at the Bickle-Schmidt Sport Complex, and the cost of the special accessible ball field tripled to nearly a million dollars.

Local athletes with The Arc Central Plains had the opportunity to practice at Bickle-Schmidt last fall and it was a perfect fit.

"The Special Olympics size for a ball field is 120 feet and there are at least two fields out at Bickle-Schmidt that are at least 150 feet. So, in cooperation with the city of Hays and Hays Rec, we did a sort of a beta test in October for our baseball/softball season. It went great," said Sarah Meitner, Arc of the Central Plains advisory board member. "The athletes loved it."

"There are some minor adjustments that will be made to the bases. We'll need to have a fence. The Arc is willing to make that investment," Meitner told Hays city commissioners.

Community needs and plans for phase 3 were then reevaluated by the advisory board.

"It was our goal to stay true to the initial mission of an inclusive playground."

The new recreational space will also include more sensory play equipment including two pulse tennis stations and an interactive sensory mural.

Cornhole, a favorite sport of many people, is a new Special Olympics Kansas sport with regional and state play.

"It's a great sport because it's accessible for all ages," Meitner said. "Athletes that are not able to keep up on the basketball court can still participate in the social aspects and the athletic fun."

The cornhole lanes will have turf in between them with shaded dugouts.

Commissioners had the most questions about the Quantis, manufactured by Landscape Structures. It's compared to a 'ninja course' and it's expensive - $465,000. There are currently only eight in the United States and none in Kansas.

The look and feel of playground equipment is changing, and it's more expensive, "especially if you put the label accessible or inclusive on it," Meitner said.&nbsp;

"The Quantis would put us ahead of the curve by building things like this in our community.

"It would be driving older kids to come and play at this versus playing at the [ARC] playground," Meitner added.

There have been incidents and complaints of misuse of the specialized accessible equipment with too many kids on it or those who are too big.&nbsp;

More fundraising and donations allowed for lighting and security cameras to be installed.&nbsp;

"This would make the park more family-friendly because it gets the big kids off the playground, and they can roughhouse a little bit.

"It also just continues to spread out the users."

The high-end cost estimate for the project is $1.67 million, according to Meitner. "We think there is some cushion in there to bring this down."

Fundraising has been underway for a while for phase 3 and is currently at a little more than $400,000.

Grant applications are in the works along with more fundraisers, including another lemonade stand challenge at the end of June.

The commission voted to approve the request to proceed with phase 3 after Kathy McAdoo, Arc executive director told commissioner the Arc organization already has enough of its own funds to cover the remaining cost.&nbsp;

"We could fund it today, although it would empty our accounts," McAdoo said.

The ARC Park has been gifted to the city of Hays which maintains it. The Arc plans to create an endowed designated fund for maintenance and equipment replacement expenses.&nbsp;&nbsp;

Jeff Boyle, parks department director, says the ARC Park maintenance is "pretty much self-sufficient. We're looking at dumping trash cans, cleaning the shelter, routine things that we do at all our shelters."

Boyle estimated the park's maintenance cost is about $5,000 a year.&nbsp;

"We made a commitment to the community. Phase 3 was part of that commitment. We have fundraised with the ball field in mind so there is money to put toward this area.

"But we want a place that will still have wide community use," Meitner said.

"After the playground opened (in September 2021) we saw a need for giving our middle school and high school kids a place to play as well. They're asking for it. They've been utilizing it. This (the amended phase 3 and the Quantis) answers that. It still expands the park, and then I think we'll be done," she said with a big smile.

The playground equipment is expected to be ordered later this year with installation and construction in the northwest corner of the park in 2024.

🎥Hays ARC Park Phase 3 revised for more inclusive recreation 

Two local property annexations have been approved by the Hays City Commission along with a resolution of support for housing tax credits for potential low-income housing.

High Plains plans to relocate its Hays office on Vine Street to the location north of Interstate 70. The agency will remodel the former Doerfler’s Harley Davidson building and construct a parking lot on the adjacent vacant lot.<figure>

 </figure>Also to be annexed is the BBJ, LLC property, tracts 1, 2 and 4, located near 230th Avenue and 55th Street. The land is contiguous to the city limits. The action was triggered by the recent installation of city utility services and infrastructure necessary to serve the property.<figure>

 </figure>The commission also agreed to issue a resolution of support for state low-income housing tax credits on behalf of Old Town Development, Inc., a multi-family real estate developer from Kansas City.The developer has a purchase option on an eight-acre parcel near 22nd and Wheatland Avenue and intends to construct a 40-unit, income-restricted, apartment complex called Wheatland Commons.The most recent housing survey for Hays shows a need for 1,000 low-income units are needed.In other business, the commission:• Authorized a contract with CC Steel, LLC, Maple Plains, MN, for $372,200 for the completion of sanitary sewer point repairs originally scheduled for the year 2022. The company originally awarded the bid went out of business before it began the Hays project. Hays has been reimbursed by American Southern Insurance Company.&nbsp;• Accepted the 2022 audit for the city by Adams Brown. No deficits were found.
