This is day 6 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas&nbsp;Grain and Feed Association and the Kansas Cooperative Council.

Harvest continues to march across the state, moving into areas with higher abandonment, variability and pressure to get crops cut as unwelcome weeds take over short, thin stands.

Industry reports have indicated that early quality data from south central and central Kansas are showing good quality, with 60 pound test weights and above average proteins.

Troy Presley from CoMark Equity Alliance reported harvest began on June 8 and is now 50 percent complete. He expects the group’s approximately 75 locations in Kansas will take in about 40 to 45 percent of a normal crop. Yields range as low as five bushels per acre up to 40 bushels per acre, with anomalies in the 50s.&nbsp;

“There is still a lot to be determined in terms of abandonment, with all the weeds coming in,” he said.&nbsp;

The volatility in yields is due to farming practices and the previously planted crop. Overall test weights are averaging above 60 pounds per bushel and proteins are also much higher than average, with some variation.&nbsp;

This year’s challenges don’t end once the wheat is in the bin. Presley explained the group is also dealing with the inverted market environment, storage issues stemming from higher dockage from weeds, the logistics of the on-again, off-again harvest and trying to forecast whether farmers will sell now or store for later.&nbsp;

Weeds are also causing issues in central Kansas, but Dale Younker didn’t have any wheat of his own to harvest in northern Rush and southern Ellis counties. All of his winter wheat was appraised between 1.5 to 3 bushels per acre, so they terminated the entire crop and planted everything back to grain sorghum.&nbsp;

That wheat was appraised before any rain fell, so some fields could have yielded better. Short-term droughts are typical for this area in central Kansas, but he explained this dry spell goes back to fall 2021.&nbsp;

“I’ve been at this for 30 plus years, that I’ve been farming on my own,” Younker said. “And I do not remember a time when we were so dry for so long.”&nbsp;

Younker and his crew did break out the harvest equipment to help out a neighbor, cutting a few fields northeast of La Crosse from Saturday afternoon to Monday afternoon. Yields were down significantly with one field making around 20 bushels per acre and the other in the low 30s. Test weights were a little down at 58.5 to 59 pounds per bushel.&nbsp;

The area has been receiving some rain since the first week of May but is either still in D4 (exceptional) drought or just out of it. As a result, Younker’s grain sorghum was planted in decent conditions, but more rain will be needed to take that next crop to harvest.&nbsp;

“That’s what we’re shooting for, that’s why we didn’t hesitate to put milo behind this failed wheat,” he explained. “That weather pattern is going to shift. And with the rains we did have, we had some good moisture to get that milo up and going and off to a good start.”&nbsp;

Far eastern Kansas farmers said they feel very fortunate to have received moisture earlier throughout the growing season, unlike producers in the western two-thirds of the state. Harvest should wrap up by the end of this week in Franklin County, according to Clark Wenger, general manager/CEO of Ottawa Coop. The area planted twice as many wheat acres this year and combined with an uncommon set of great growing conditions, the harvest is better than expected.

Area producers brought in a few loads on June 15, but harvest didn’t take off until June 19. Both HRW and SRW are planted in this area, about 30 percent soft to 70 percent hard. Yields for HRW are coming in up to 60 to 70 bushels per acre, with test weights at 60 to 61 pounds per bushel and proteins between 9 and 12 percent.&nbsp;

Day 6, Kansas Wheat Harvest Report

A Rooks County Sheriff's officer was on a routine patrol in June. He did not know that day he would be called upon to be someone's hero.

The officer was called to an accident scene on the morning of June 9 on Washington Avenue near the Rooks County Health Center in Plainville.&nbsp;

The officer, who wished to remain anonymous, spotted a fire in the ditch.

Upon further investigation, he found a pickup truck in flames. He grabbed his fire extinguisher out of his cruiser and ran toward the pickup truck. The driver's side of the pickup was closed, so the officer assumed there was someone trapped in the truck.

The officer rushed to the vehicle and tested the door handle to make sure it was not too hot to open. He opened the door to the burning truck.

The officer was able to remove the driver from the burning vehicle and onto the roadway before it filled with flames. During the emergency, the officer was fortunate to receive help from nurses from the nearby hospital who heard screams at the scene and acted quickly to help move them away to safety.

The officer said the driver was stunned by the accident and could not understand what was happening.

The officer said the most challenging aspect of the rescue was getting the victim out of the ditch because of the driver’s inability to process the situation.

“I don’t think he was comprehending what was happening at that time because he wouldn’t let go of the steering wheel so I had to forcefully pull him out of the vehicle,” the officer said.

As the car continued to burn, the officer went back to check if there was a passenger in the pickup. The flames were too intense to get close enough to check the car for a passenger.

The officer said this was difficult emotionally, because as the car continued to burn, he did not know if there was someone else in the vehicle he could not reach.

Fortunately, after the blaze was extinguished, officials found no one else had been in the vehicle.&nbsp;

The driver was released from the hospital later that evening with no major injuries.&nbsp;

The officer was able to make the rescue and neither he nor the nurses who assisted him were injured.

It’s unknown why the vehicle caught fire after the driver went off the roadway.&nbsp;

The officer is a military veteran and said his military training helped him on the day of the accident.

Although the officer saved someone's life that day, he was humble about his actions.

“There’s that fine line between helping somebody and potentially getting yourself hurt and in most situations," he said. "I think anybody is going to put themselves at risk to potentially save somebody else's life. 

“To me, it was just a natural reaction. It wasn’t anything I guess you could say was extraordinary. The situation was extraordinary, but the actions I believe would be common reactions to the situation.”

ACLU, Lambda Legal say AG’s ‘bluster’ has no legal authority

TOPEKA — Kansas Attorney General Kris Kobach on Monday outlined his legal interpretation of an anti-transgender law, advising state agencies to revert some Kansans’ driver’s licenses and birth certificates back to the genders assigned to them at birth.

Legal authorities called his interpretation “little more than bluster.”

Kobach minimized the impact the new state law would have on the day-to-day lives of transgender Kansans while insisting the law bans them from changing their birth certificates and driver licenses to match their identity.

“Very little changes,” Kobach said during a news conference at the Statehouse. “It just means that changing your birth certificate is not an option and that your drivers’ license will, in Kansas, reflect your sex at birth. But you can certainly appear in the picture any way you wish on the drivers’ license, but the driver’s license definition of sex will reflect Kansas state law.”

Legal authorities, mental health experts and members of the LGBTQ community have said the law will cause significant harm to the mental health of transgender residents.&nbsp;Gender markers are a critical safety measure, in part because having IDs that don’t reflect a person’s identity could lead to harassment or discrimination.

<a target="_blank" href="http://www.kslegislature.org/li/b2023_24/measures/sb180/">Senate Bill 180</a>&nbsp;defines women as having the ability to produce eggs for reproduction and men as those whose reproductive systems are developed to fertilize eggs. It specifies that facilities for separate genders “are substantially related to the important governmental objectives of protecting the health, safety and privacy of individuals in such circumstances.”&nbsp;

In reality, gender refers to social and internal identity, while sex relates to biological characteristics, such as chromosomes, hormones and reproductive anatomy.&nbsp;The&nbsp;<a target="_blank" href="https://transequality.org/issues/resources/understanding-transgender-people-the-basics">National Center for Transgender Equality&nbsp;</a>defines gender identity as the internal knowledge of gender.&nbsp;

The law, which takes effect July 1, is expected to impact gender marker changes because of a portion that stipulates any agency, office or organization that collects vital statistics has to identify the person as either male or female based on designation at birth.

Legal authorities say the law can’t actually be used to ban transgender people from specific spaces, but few have been willing or able to speak to the full implications.&nbsp;

During the Monday news conference, Kobach gave his opinion that the statute would require Kansas driver’s licenses to be based on “biological sex at birth” and that any existing licenses that have been updated with gender would be required to reflect sex assigned at birth for all future licenses. His opinion has no legal authority, but may influence policy decisions or court filings.

Kobach also determined the law would require the Kansas Department of Corrections to house only “biological females” in a specific part of the Topeka Correctional Facility.

The American Civil Liberties Union of Kansas said it was prepared to push back on Kobach’s “incorrect interpretation,” in the courts.

“SB 180 absolutely does not require any of the measures Attorney General Kobach has advised the Kansas Department of Revenue and the Kansas Department of Health and Environment — two executive branch agencies that are totally outside of Mr. Kobach’s control — to put in place,”&nbsp;said Micah Kubic, the state ACLU’s executive director.&nbsp;“These are of his own volition and interpretation, driven by his own extreme ideological perspective, not by requirements of the law, the constitution, or the best interests of Kansans.”

Kobach’s public comments on the much-debated law follow a late-Friday filing by his office in federal court to try to nullify a 2019 agreement by the state to allow amended birth certificates for transgender Kansans.

The&nbsp;<a target="_blank" href="https://www.lambdalegal.org/sites/default/files/legal-docs/downloads/foster_ks_20190624_consent-judgment.pdf">Foster v. Andersen case</a>, filed in 2018, successfully overruled Kansas’s policy prohibiting amended birth certificates after legal authorities determined the policy violated the constitution’s equal protection clause and the due process clause of the 14th Amendment. The plaintiffs were represented by the Lambda Legal Defense and Education Fund, an LGBTQ-focused civil rights organization.

Lambda Legal counsel and health care strategist Omar Gonzalez-Pagan, who served as lead attorney in the 2018 lawsuit, said the organization would fight Kobach’s attempt to overturn the agreement.

“Today’s action represents yet another unnecessary and cruel move to target the transgender community with animus and discrimination for political gain,” Gonzalez-Pagan said. “We will vigorously oppose this gimmick by Attorney General Kobach. Let us be clear, Lambda Legal will not allow the attorney general to nullify a binding, years-old federal judgment.”

During the meeting, Kobach — flanked by Sen. Renee Erickson, R-Wichita, and state Reps. Barb Wasinger, R-Hays, and Tory Blew, R-Great Bend — repeatedly emphasized his idea of gender.

When asked why she felt the legislation was necessary and why lawmakers should interfere with Kansan gender identity, Erickson responded: “I will ask you, what is a woman?”

Erickson also compared being transgender to wanting to change her age.

“What happens if some days I feel like I’m 70? Can I go change my driver’s license, qualify for Social Security?” Erickson asked.

She said people could identify however they choose but couldn’t “change biological truth.”

Erickson’s comments contradict the transgender community that showed up to protest the harmful legislation multiple times throughout the year.

“I’m just f***ing upset that I have to be here, that I have to tell people that I am real, I’m not scary, I exist and I don’t want to have to do this,” said Leo McDaniel at a May rally at the Statehouse. “I don’t want to have to tell people about this. I don’t want people coming up to me anymore and asking what genitals I have.”

Kobach delivers advice on new law targeting transgender Kansans; Wasinger stands in support

Officials say compensating ranchers for preserving their land could be sustainable long-term plan

TOPEKA — A western Kansas conservation deal in the works that earmarks thousands of acres for the lesser prairie chicken could pave the way for future conservation.

The lesser prairie chicken, known for its colorful spring mating dance, has been embroiled in a tug-of-war between environmental advocates and oil and gas industry opponents for years.

The U.S. Fish and Wildlife Service&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/11/17/federal-wildlife-officials-list-lesser-prairie-chicken-as-threatened-in-kansas/">listed the lesser prairie chicken as threatened</a>&nbsp;in Kansas in late 2022, saying the agency would determine areas of critical habitat for the bird. At the time of the listing, the organization estimated 90 percent of the bird’s habitat — unbroken tracts of native grasses — had vanished, leaving an estimated 32,000 lesser prairie chickens left.

Since the listing, multiple efforts have been made by Republicans on a local and national level to overturn protections. Lawmakers and public officials say ranchers, as well as the oil and gas industry, would be hurt.

Others have tried to walk a middle ground, compensating ranchers for sharing their land with the birds.

Wayne Walker, principal of Common Ground Capital, has put forward conservation banking as a solution to the feud between ranchers and birds. Conservation banking functions as an agreement among USFWS, landowners and developers. Landowners who preserve their land are given mitigation credits to sell to developers and businesses.

Common Ground Capital pays landowners who preserve their land through a system of conservation banking, selling mitigation credits to mainly energy industries. CGC partnered with Gardiner Angus Ranch last year and is currently finalizing a deal for almost 3,000 acres of preservation in Scott City with the Hoeme family. The deal is likely to be the&nbsp;largest conservation bank easement in Kansas.

“This is the last of the last of the great prairie ecosystem and Western legacy heritage that we have,” Walker said. “And the reason the prairie chickens are there is because they are still in a native state, and they’ve been well taken care of by generations and landowners.”

Walker said political rhetoric sometimes got in the way of reaching agreements, especially with politicians ramping up campaigns against bird protections in recent months.

“The playbook of these associations is that federal overreach is bad, ESA is bad and there’s just not enough people around that have seen a win-win sort of thing like we offer because it wasn’t even there until a few years ago,” Walker said.

“It was a challenge before the chicken was super politically kryptonite,” Walker added.

In April, Kansas joined Texas and Oklahoma in a lawsuit to block the listing. Kansas Attorney General Kris Kobach said the federal ruling would interfere with the rights of landowners in the state and make oil drilling almost impossible in the western part of the state. He is one of several Republicans to argue that rainfall affects the bird populations and that when the state’s current drought ends, lesser prairie chicken numbers will bounce back.

“It will have devastating impacts on Kansas ranchers, Kansas oil producers and even Kansas wind farms. And on top of that, it’s illegal,” Kobach said at the&nbsp;<a target="_blank" href="http://administration/">time of the lawsuit announcement</a>.

Earlier this month, Congress began efforts to overturn the listing through a Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, carried by Kansas Republican Sen. Roger Marshall. The Senate approved the resolution, but President Joe Biden’s administration has vowed to veto the resolution if it passes.

Walker said starting easement efforts for the prairie chicken could help open the door to wider preservation of Kansas’ prairie grasslands.

“You hear a lot of people talking about how we’re going to save the prairie grasslands in Kansas and southern plains, and this one thing alone won’t do it,” Walker said. “But what this will do is it will force the conversation outside of the prairie chicken so that people can see you’re gonna want to save this stuff.”

FHSU educator co-authors new book on reimagining public service leadership

TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland have announced that nearly $10 million has been awarded to 26 recipients for training and workforce development initiatives in high-demand and high-wage industries. Funding was made available through the Delivering Residents and Workforce (DRAW) program, which was launched by Commerce earlier this year. The Department of Commerce received 50 applications, with requests totaling over $24 million.

“As Kansas continues to attract transformative economic development projects,” Toland said, “it is vital our state’s talent pipeline receives the right training to build out the skillsets needed to enjoy successful careers in these targeted sectors. The DRAW program is laser-focused on the state’s most critical positions.”

The funds were designated by the Strengthening People and Revitalizing Kansas (SPARK) Executive Committee and approved by the State Finance Council to provide impactful capital projects that spur regional economic development in high-demand and high-wage industries, such as healthcare, education and technology-based businesses.

“It is a priority for the Legislature that these&nbsp;vacant high-demand, high-wage jobs are filled by Kansans whenever possible,”&nbsp;Senate President Ty Masterson said.

DRAW applications included investments in mobile workforce training providers, healthcare providers, education providers, technology-based businesses and employers working with the blind, visually or hearing impaired, or persons with disabilities. Additional applications were accepted by those employers designated by the Kansas Department of Labor as hiring high-demand and high-wage positions, such as accountants, welders, sales managers and computer systems analysts.

Recipients will use funds towards construction of on-site training facilities and service expansions, third-party and vendor training costs on machinery and equipment, machinery and equipment used for training, salaries directly related to training, course development costs and services for development of in-house training, marketing, communication and activities to attract talent from out-of-state. Awardees will have two years to complete their projects and utilize all awarded funds.

“The SPARK Committee wanted to prioritize Kansas workers who could fill the jobs not only of today but in the future,”&nbsp;House Speaker Daniel Hawkins said. “The DRAW program uniquely supports our vision.”

Regional businesses among grants for high-demand workforce development 

Hays-based Sunflower Electric Power Corp. will develop, own and operate a 20-megawatt solar energy project near Russell. 

In January 2022, Sunflower announced its plans to add a second solar facility to its generation portfolio and has since selected a developer and project structure for the Sunflower Electric Solar @ Russell project.

Sunflower is a cooperatively operated wholesale generation and transmission utility serving seven member distribution utilities with a fuel-diverse electric generating mix that includes traditional and renewable resources.

Sunflower is the sole off-taker on the 20-megawatt J<a href="https://eaglepost.netlify.app/dashboard/hays/posts/5ea04a45eb7f1705360329c7">ohnson Corner Solar Project</a> (JCSP), which it co-developed with the National Renewables Cooperative Organization (NRCO) prior to the project coming online in April 2020. The JCSP is currently the largest operating commercial solar facility in Kansas. It will be matched in size in January 2025 with the expected commercial operation of the Russell solar facility.

Sunflower is partnering with DEPCOM Power to design and construct the Russell project, which will produce approximately 53,000 megawatt hours annually, a total that constitutes 1% of the Sunflower system’s total energy needs. The facility, which will be located on 140 acres three miles east of Russell, will have approximately 45,000 solar panels on a single-axis solar tracking system.

Solar energy is desirable because it is available during peak energy use, which aids in ensuring affordability and reliability. The project near Russell will also reduce or eliminate the cost of expensive transmission upgrades due to its interconnection location on the bulk electric grid.

“Each energy generation resource type has benefits, so Sunflower supports an all-of-the-above approach to our generation portfolio,” said Corey Linville, Sunflower vice president, power supply and delivery. “Solar resources produce energy during the hottest days of the year when our system experiences its highest demand. The declining cost of utility-scale solar energy, combined with available tax credits and the opportunity to mitigate transmission costs, will further benefit Sunflower’s members and those they serve.”

Sunflower is again working with NRCO on this project. Sunflower is a founder and member-owner of NRCO, an organization which was formed by electric cooperatives from across the country to develop and deploy renewable energy resources.

“As a member-owned cooperative, we make every decision with the best interest of our members in mind,” said Tom Ruth, general manager of Western Cooperative Electric, which serves in parts of Russell County. “We analyze and consider new technologies to determine if&nbsp;and when they add value to our system and, ultimately, to those we serve. This is definitely the right time and place for the Sunflower Electric Solar @ Russell project.”

DEPCOM is currently in the design and material procurement phase of the project. Construction is expected to begin in the fall of 2023 and last approximately one year.

Russell area to be site of second Sunflower Electric Power Corporation solar project

This week I had several of our 4-H Ambassadors assist me in preparing some publicity for the Barton County Fair. Natalie Williams and the Barton Country 4-H Ambassadors invite you to check out "Country Pride, County Wide at the Barton County Fair" happening July 5-9.

Pre-fair events start with the fashion revue, fiber arts, and clothing construction judging on June 29. We have a lot of creative 4-H members who have learned new skills all year and look forward sharing them with you.

Jonas Kern is one of the Barton County 4-H Ambassadors and reminds you that much of the 4-H judging will be completed on Wednesday, July 5th, and in the evening, we’ll hold our annual youth rally in the ring in Expo III. Thursday, July 6, we’ll start off our day with the Business Appreciation Breakfast and Chamber Coffee. All are welcome, and be sure to check out all of the great foods, photography, woodworking, entomology exhibits and much more.

Livestock shows are a regular part of many county fairs. Parker Dicks and the Barton County Ambassadors invite you to check out the swine show on Thursday at 9 a.m., horse halter classes on Thursday at 3 p.m., bucket calf show on Thursday at 6 p.m., the sheep and goat show on Friday at starting at 8 a.m., the beef show on Friday at 5 p.m., and the horse show on Saturday at 8 a.m.. Round Robin is an event where the top showman of each species compete against one another for the overall best showman or woman. Round Robin has been moved to Saturday, July 8 at 4 p.m.

BERAN: It’s just about fair week in Barton County

"Happy with the turnout and happy with the comments from the Hays and Russell participants," is how Toby Dougherty, Hays city manager, described last week's public comment hearing for the cities' R9 Ranch water project in Edwards County.&nbsp;

Mayor Shaun Musil commended Dougherty and other city staff for their work leading up to the hearing at Fort Hays State University before Kansas Administrative Law Judge Matthew Spurgin.

"It was nice to hear both sides of the story. Some of it was maybe a little stretched, the truth, we believe, but that's why we have [the hearing]," Musil said.

The audience of about 100 people was much bigger than Vice-Mayor Sandy Jacobs anticipated.

"I appreciate the citizens speaking on our behalf," she said.&nbsp;

Jacobs also said she found it "hard to see the other side."

"We're not doing anything outside the law. We're going beyond what the state statute requires. We own the land. We're not taking anything from anybody.&nbsp;

"I get a little testy about that, especially when we've made the concessions we have with the amount of water we're going to take out."

"It's not like some big shadow entity is coming in and taking the water," said Mason Ruder, commissioner.&nbsp;

"It's staying right here in the region, right here in western Kansas where people need it."

The R9 Ranch water case involving the cities of Hays and Russell has been <a href="https://hayspost.com/posts/1e38ac03-293f-48f9-9bae-b23df818ed3f">remanded back to district court by the Kansas Supreme Court</a>.

An appeal by the Water Protection Association of Central Kansas, commonly known as Water PACK, was filed June 20 prior to the public comments hearing in Hays that night.

The <a href="https://hayspost.com/posts/638c3683-a450-42d8-acd9-f583297185a1">formal public hearing is still scheduled to begin July 19</a> in Wichita and last for 10 days.

Dougherty is out of his office and is prepping for the hearing alongside the Wichita attorneys representing Hays and Russell.&nbsp;&nbsp;

Deputy City Manager Collin Bielser will oversee city business until the hearing ends.&nbsp;

 </figure>By BECKY KISER Hays Post"Happy with the turnout and happy with the comments from the Hays and Russell participants," is how Toby Dougherty, Hays city manager, described last week's public comment hearing for the cities' R9 Ranch water project in Edwards County.&nbsp;Mayor Shaun Musil commended Dougherty and other city staff for their work leading up to the hearing at Fort Hays State University before Kansas Administrative Law Judge Matthew Spurgin."It was nice to hear both sides of the story. Some of it was maybe a little stretched, the truth, we believe, but that's why we have [the hearing]," Musil said.<figure>

 </figure>The audience of about 100 people was much bigger than Vice-Mayor Sandy Jacobs anticipated."I appreciate the citizens speaking on our behalf," she said.&nbsp;Jacobs also said she found it "hard to see the other side.""We're not doing anything outside the law. We're going beyond what the state statute requires. We own the land. According to <a href="https://hayslibrary.evanced.info/signup/Calendar/eventcalendar.asp?et=8,32" target="_blank">its website</a>, Hays Public Library offers plenty of activities for pre-K and elementary school-aged kids in the children’s department. Something else it offers? A large wall display featuring books about sexuality.&nbsp;

Examples include “<a href="https://tlc.hayslibrary.org/?config=bookmobile#section=resource&amp;resourceid=933458082&amp;currentIndex=0&amp;view=fullDetailsDetailsTab" target="_blank">Trans+: Love, Sex, Romance, and Being You</a>,” which purports to be an “uncensored guide for teens who are transgender, nonbinary, gender-nonconforming, or gender-fluid.” It also provides advice on “relationships, sex, and life as a trans or nonbinary individual.” Keep in mind, this is featured in an area of the library where many patrons are a decade below the age of consent.&nbsp;

What you won’t find, however, are books like “Johnny the Walrus” or “Elephants Are Not Birds,” both of which encourage children to accept their bodies as they are. While this message has always been valuable, it has become even more important in recent years. That’s evident from the growing number of young detransitioners—individuals who underwent “gender affirming care” as minors, only to later realize they made an irreversible mistake.&nbsp;

One of them is Kayla Lovdahl, an 18-year-old old California woman who is suing the Kaiser Foundation Hospitals and four doctors for removing her breasts when she was just 13. The New York Post&nbsp;<a href="https://nypost.com/2023/06/17/woman-sues-hospital-for-removing-her-breasts-when-she-was-13-years-old/" target="_blank">quotes</a>&nbsp;her lawsuit as alleging that “they essentially handed Kayla the prescription pad, and allowed her naïve, emotional, childish, rollercoaster of feelings to dictate the so-called ‘treatment’ that she would receive.”

Meanwhile, fellow teenage detransitioner Chloe Cole <a href="https://www.foxnews.com/media/former-trans-kid-shares-pain-suffering-mutilating-gender-affirming-care-ive-gotten-no-help" target="_blank">recounted</a>&nbsp;to Fox News in February how she was put on puberty blockers and testosterone at 13 before undergoing a double mastectomy at 15.&nbsp;

"Because of the testosterone, I have permanent changes to my bone structure that cannot be reversed,” she said. “And I have issues with my urinary tract, but I'm not sure whether I'll be able to conceive a child or be able to safely carry to term or to birth. And because of the mastectomy, I'll never be able to breastfeed."

Stories like theirs illustrate why so many parents have grown increasingly worried about radical gender ideology. It also makes clear why some are no longer comfortable with sending their kids to the library. Because while it claims to be a place “for the entire community,” those of us who want to protect our children clearly aren’t welcome.&nbsp;&nbsp;

Letter to the Editor: GOP chairman challenges Hays Public Library's pride display

Business is booming in the Texas oil patch, and so is job growth. Officials say oil-and-gas production employment in the Lone Star State surged by 6,900 jobs last month. According to the Texas Workforce Commission that's the highest single month of job growth in 33 years of reporting. The so-called "upstream" employment in Texas is now over 200,000 workers for the first time in more than three years. U.S. crude-oil imports, inventories and production are all dropping. The Energy Information Administration reported a slight drop in U.S. crude production last week, to just over 12.2 million barrels per day. That's down 200,000 barrels per day from a week earlier, and up 200,000 barrels per day from a year ago. Commercial crude inventories dropped by 3.8 million barrels from a week earlier, to just over 463 million barrels as of June 16. The Energy Information Administration says stockpiles are about equal to the five-year seasonal average. Imports dropped by 200-thousand barrels per day to 6.2 million. Energy Information Administration said the four-week rolling average shows imports up more than two percent from a year ago. Kansas regulators okayed 12 new drilling locations across the state last week, with six in western Kansas, including one new permit in Stafford County. That's 634 permits for new locations so far this year, compared to 759 last year at this time.&nbsp; Independent Oil &amp; Gas Service reports 28 new well-completions across Kansas. The list of 14 in western Kansas includes two completions in Barton County, one in Ellis County and two in Stafford County. Operators have spudded 634 wells in Kansas so far this year, down 16 percent from a year ago, with total footage drilled down more then 25 percent. The Kansas Rig Count from Independent Oil &amp; Gas Service is down seven percent from a week ago and 25% from a year ago. The count west of Wichita was down four at 26 active rigs. Crude production growth in New Mexico leads all other states. A report from the U.S. Energy Information Administration notes that half of the production growth nationwide last year came from New Mexico.&nbsp; According to the Energy Information Administration, New Mexico set a record for annual output of 1.6 million barrels per day last year, second best in the nation. The state's March output was over 1.8 million barrels per day. Texas leads the way with nearly five and a half million barrels per day. At number-three, North Dakota produces about 1.1 million barrels per day. Output in Kansas averages about 77,000 barrels per day. Chinese imports of Russian oil last month reached the highest level since the invasion of Ukraine more than a year ago. The Moscow Times reports overall trade between the two countries reached a record $190 billion year. The report cites customs data showing China's imports of Russian crude in May more than doubled those just before the invasion in February of last year. Green incentives on the West Coast appear to be having an impact, as biofuels begin to displace petroleum-based diesel fuels. The Energy Information Administration says consumption of diesel, as measured by product supplied, decreased to its lowest level since 2002 last year and continues to decline this year. The Energy Information Administration says the primary cause for the decline is the parallel rise of biofuels and renewable diesel, thanks to clean-fuel programs offering incentives for their use. The government forecasts a continuing drop in petro-diesel deliveries as the use of the renewable variety continues to grow.&nbsp;&nbsp;
