The Hays USD 489 school board race ended in a tie for the fourth and final spot on the school board.

Four spots were up for election on Tuesday. The top three vote-getters were <a href="https://hayspost.com/posts/0ef676f6-e0ff-4a1c-b697-d9f74d3d7649">Derek Yarmer, physician</a>; <a href="https://hayspost.com/posts/7acb9e0e-4c56-4e6f-a618-4312a49cd922">Allen Park, retired USD 489 administrator</a>; and <a href="https://hayspost.com/posts/4f225559-3a1c-4499-af0d-d0c7affa85a1">Ruth Ruder, bank vice president</a>.

<a href="https://hayspost.com/posts/74087102-4ca2-4d13-89e0-5ddd64e94d6f">Jayme Goetz</a>, Fort Hays State University instructor, and <a href="https://hayspost.com/posts/d484e173-9cdf-49f3-b7fa-5effce503aab">Craig Pallister</a>, retired Hays Middle School principal, are tied for the fourth and final spot on the board with 1,486 votes each.

That race will likely be decided during the canvas at 8 a.m. Tuesday, Nov. 14.

At that time any mail-in ballots postmarked by Election Day and any provisional ballots will be considered by the canvas board.

There were about 50 provisional ballots cast on Election Day from all polling locations, Bobbi Dreiling, Ellis County Clerk, said.

Goetz would be new to the board, and Pallister has served one term on the board.

Pallister said he did not want to comment at this time.

Goetz said, "Craig Pallister is very knowledgeable. To lose to him would not be a loss at all to the district. Other than that, it’s just a waiting game."

Yarmer and Ruder will be new to the board. Park will begin his second term in January.

Yarmer said Tuesday night he thought people wanted a change, and the vote reflected that.

"I think I campaigned on fiscal responsibility and getting our schools built on time and on budget," he said.

Park said, "I'm honored and excited to serve another four years for USD 489."

"We have an awesome responsibility and an awesome opportunity to make a difference for the kids in our community," he said.

As he enters his second term he said he wanted the board to further involve the community and work to make information available to the community.&nbsp;

"I think we did a good job during the bond of getting information out to the public," he said. "I think we can do a better job of getting information out to people so people are not in the dark, and people can ask questions and get answers to those questions."

Ruder said on election night she was excited and shocked.

"I can't wait to work with all of the other board people that are there now and look forward to working with the administration and teachers and working for the kiddos," Ruder said. "I'm very excited to move forward."

The winning candidates will take their seats in January.

Other candidates who ran included David Clingan, James Feyerherm, Dennis Wilkie, Lori Hertel and Duff Watson.

Only 4,468 voters (22.68 percent of registered voters in Ellis County) voted in Tuesday's election.

Hays USD 489 BOE race in tie for fourth spot; two newcomers to join board

All three incumbents running for Hays city commission were re-elected Tuesday.&nbsp;

Top vote-getter with 31 percent of the ballots was Mason Ruder, who will serve a four-year term.

"I was shocked," Ruder said in an interview Tuesday after the ballots&nbsp; were tabulated in the Ellis County Administrative Center, 718 Main.

"It's so important people get out and vote because a lot of the decisions we make here affect [residents] almost immediately.

"For the people to have faith in me, they think we're on the right track," he said. "Let's keep growing Hays. We have a lot of work to do."&nbsp;&nbsp;

Alaina Cunningham received 27 percent of the vote. She was appointed by the other city commissioners to fill the unexpired term of Michael Berges, who was elected to the Ellis County Commission.

"Truly honored to be chosen by the voters," Cunningham said. "I've been humbled throughout this entire campaign process just by the amount of support I've received.&nbsp;

"I'm looking forward to keep bettering our community and to keep doing good for Hays as a whole."

Reese Barrick, coming in third with 19 percent of the vote, will serve another two-year term.

He said he's "learned a lot the past two years and I'm really interested in the issue of continuing to get water from the R-9 Ranch to Hays and continuing the work on expanding housing."

Also running for Hays City Commission were Kelly Ancar, 16 percent, and Diana Pantle, 7 percent.

The <a href="https://hayspost.com/posts/ab29cf1d-de84-46f8-a952-2fc825ca1f03">election results</a> are unofficial until canvassed by the Ellis County Commission Tuesday morning.&nbsp;

🎥 Hays city commission incumbents all re-elected 

LaCROSSE — The First Christian Church of La Crosse has set a fundraising auction for 1 to 4 p.m. Saturday, Nov. 18 at the church, 619 Oak, LaCrosse.

Proceeds will benefit the First Christian Church youth program. The program offers after-school activities and opportunities for older youth to take an annual mission trip.

This is the first major fundraising event for the program. Organizers hope to raise $10,000.

The after-school program, Friends Relying on God, also known as FROG, provides meals to the children in the program. The program also offers a food bank to the children's parents.

The older youth have traveled to Denver to work for a week in a soup kitchen, worked at a homeless shelter and ad served at a children's home. Most recently they helped with clean up and repairs at a summer camp.

"We want to teach them that life takes many different directions," Pastor Mark Sizemore said.

First Christian in LaCrosse is a church of about 20 people, but reaches beyond its congregation, Sizemore said.

The church is still seeking donations of items or funds for the auction. The church will take new or gently used items. No clothes, please. You can contact Brett Gray, youth sponsor, at 785-635-8015, Heather at 785-432-3377, Sizemore at 785-259-7601 or email hlh87@att.net about donating.

Church volunteers are willing to pick up items.&nbsp;

HOXIE — Sheridan State Fishing Lake, Hoxie, will be dewatered to allow lake renovation.

As a result, the Kansas Department of Wildlife and Parks has issued the lake to be opened to public fish salvage effective immediately.

This order is posted on the information boards around the lake. 

It allows the public to collect any remaining fish by any legal methods as well as by hand, dip net, throw net, minnow trap or seine, snagging, gig, speargun, bow and arrow or crossbow with a barbed head and line attached from bow/crossbow to arrow per regulation 115-7-1. This fish salvage order also removes all daily creel limits and size limits per regulation 115-25-14. 

This public fish salvage will remain in effect until posted notice signage on site is removed.

It's election day in Kansas; polls open until 7 p.m.

Hays High School is bringing to the stage a story of revenge, a bloody barber and deranged baker in its production of the musical "Sweeney Todd."

The musical will be performed at 7 p.m. Thursday through Saturday and at 2 p.m. on Sunday at the 12th Street Auditorium.

Tickets are $10 for adults and $8 for students. They can be preordered online by <a href="https://www.ticketsource.us/hays-high-school">clicking here</a> or purchased at the door.

Because of the content of the show, it is not recommended for small children.

Sweeney Todd, the murderous barber, is played by HHS senior Eric Lucio, and Mrs. Lovett, the baker, is played by junior Jordan Aschenbrenner

Lucio described the plot of the black comedy.

Sweeney Todd is taken away from his family by an evil judge. He seeks vengeance and plots to kill the judge who wronged him and his family.

The baker, Mrs. Lovett, has a bakery underneath the barber shop. She and Todd plot to kill Todd's clients and bake them into pies, which she sells, Lucio said.

"This whole time, while he is trying to get revenge on the judge, they are baking humans," Lucio said.

Stephen Sondheim wrote music and lyrics in 1979 to adapt the play by the same name by Christopher Bond circa 1970. However, the Sweeney Todd character dates back to the Victorian era.

Lucio said he had to get out of his comfort zone to play the murder.&nbsp;

"I had to balance the line between the humor and being a murderer," he said.

"There are times that you have to be still. You are the most serious person on the planet, and then other times, you are laughing about eating a priest," Lucio said.

Aschenbrenner said she studied throughout the summer to better understand the depth behind Mrs. Lovett.

"She's very ditzy, but she also knows what she wants at all moments," Aschenbrenner said.

In amongst the murderous mayhem, there's a subtle love story. Mrs. Lovett pines for Sweeney Todd.

Lucio said is has been a challenge to relate to the dark part of the characters, but Sweeney Todd is a human who has suffered trauma and hardships.

Director Adrian Rifat said the quality of the student cast has helped transform a Broadway hit into something that can be enjoyed in Hays.

"I think that the cast that I'm working with is very talented and is a very able cast and a very willing cast," he said. "It's been very fun to meet them halfway. They are as excited about the material as I am."

He said he thought one of the greater challenges was reimagining the production so it could be more relatable to people in this area.

Alex Underwood, musical director, said "Sweeney Todd" has one of the most difficult scores in musical theater.

"It's basically an opera," he said. "It's almost entirely song through. I would say it's the same difficulty too. Lots of opera companies around the country produce this show. It's one of the things that makes it so difficult for high school students and is something a lot of directors shy away from."

&nbsp;About 50 students are in the cast, and Underwood said it has been a good flex for them.

"If you like to watch high school students be really incredible at what they do, this is definitely what you want to come and check out," he said.

The set is one piece that is divided into sections. The crew has developed homemade blood packs for the show that are made of water and detergent that will be enhanced by special lighting.&nbsp;

Lucio said he thought this might be a great first musical for someone who is not normally into musical theater.

"This is something that could change your perspective," he said. "It's not really like anything I have seen.

"There is so much to keep track of. Something is always happening. There are so many parts to this musical and so many layers. Every time I read the script I find something new — a new humorous line or something deep."

He seeks vengeance and plots to kill the judge who wronged him and his family.The baker, Mrs. Lovett, has a bakery underneath the barber shop. She and Todd plot to kill Todd's clients and bake them into pies, which she sells, Lucio said."This whole time, while he is trying to get revenge on the judge, they are baking humans," Lucio said.Stephen Sondheim wrote music and lyrics in 1979 to adapt the play by the same name by Christopher Bond circa 1970. However, the Sweeney Todd character dates back to the Victorian era.<figure>

 </figure>Lucio said he had to get out of his comfort zone to play the murder.&nbsp;"I had to balance the line between the humor and being a murderer," he said."There are times that you have to be still. You are the most serious person on the planet, and then other times, you are laughing about eating a priest," Lucio said.Aschenbrenner said she studied throughout the summer to better understand the depth behind Mrs. Lovett."She's very ditzy, but she also knows what she wants at all moments," Aschenbrenner said.In amongst the murderous mayhem, there's a subtle love story.  </figure>Lucio said is has been a challenge to relate to the dark part of the characters, but Sweeney Todd is a human who has suffered trauma and hardships.Director Adrian Rifat said the quality of the student cast has helped transform a Broadway hit into something that can be enjoyed in Hays."I think that the cast that I'm working with is very talented and is a very able cast and a very willing cast," he said. "It's been very fun to meet them halfway. They are as excited about the material as I am."He said he thought one of the greater challenges was reimagining the production so it could be more relatable to people in this area.Alex Underwood, musical director, said "Sweeney Todd" has one of the most difficult scores in musical theater."It's basically an opera," he said. "It's almost entirely song through. I would say it's the same difficulty too. Lots of opera companies around the country produce this show. It's one of the things that makes it so difficult for high school students and is something a lot of directors shy away from."<figure>

The crew has developed homemade blood packs for the show that are made of water and detergent that will be enhanced by special lighting.&nbsp;Lucio said he thought this might be a great first musical for someone who is not normally into musical theater."This is something that could change your perspective," he said. "It's not really like anything I have seen."There is so much to keep track of. Something is always happening. There are so many parts to this musical and so many layers. TOPEKA&nbsp;–&nbsp;Governor Laura Kelly&nbsp; announced&nbsp;more than&nbsp;$1.6 million has been awarded to Kansas to prevent family, domestic, and dating violence; to support victims of such violence; and&nbsp;to increase noncustodial parents’ time with their children safely. 

Funds are granted by&nbsp;the Federal Health and Human Services for the Family Violence Prevention and Services Act and the Federal State Access and Visitation Program.&nbsp;

Hays-based Options: Domestic and Sexual Violence Services received $85,293 in a grant from the&nbsp;Federal Health and Human Services for the Family Violence Prevention and Services Act.

“It is imperative we do everything we can to ensure access and support for survivors&nbsp;of domestic violence,” Kelly said. “The programs being funded are critical to the safety and well-being of&nbsp;the&nbsp;survivors&nbsp;and&nbsp;families impacted by&nbsp;those&nbsp;situations.”&nbsp;

The violence prevention grants provide funds to domestic violence programs that ensure free services are available 24 hours a day for domestic violence victims and their children. Programs provide shelter, support groups, crisis intervention, advocacy in obtaining protection orders, transportation, and prevention education in schools and communities.&nbsp;

The access and visitation grants provide funds to&nbsp;increase noncustodial parents’ access to and time with their children and provide services that benefit both parents with safeguards to minimize the risk of family violence for program participants. Agencies provide&nbsp;on-site supervision, exchange monitoring, therapeutic supervision, recording observations of visits, referrals to other services, and educational parenting classes.

Options receives federal grant to support survivors of domestic violence

The first Apply Free Days are coming up. From Nov. 7-9, Kansas residents can apply to any state undergraduate program free of charge.

This Kansas Board of Regents initiative is hoped to remove a financial barrier for people applying to Kansas higher education institutions. Regardless of age or income, Kansas residents can apply for free to any state public university, community college, technical college, and private member institutions of the Kansas Independent College Association.

FHSU’s Director of Admissions, Jon Armstrong, said applying at FHSU is relatively simple.

“There are a lot of different ways students can apply to Fort Hays and not have to worry about the $30 application fee,” Armstrong said. In addition to the Apply Free Days, FHSU has historically offered application fee waivers for students attending FHSU admission events at their local high schools, campus visits, and FHSU recruitment events.

He said he hopes the Apply Free Days will encourage students who hadn’t considered higher education to explore the opportunities. The hope is also that students will gain more access to scholarships.

“We are more than willing to help any student apply and show them how the application process works,” he said. “The goal is to provide an opportunity for students to understand that access to higher education is not as difficult as they think it might be.”

TOPEKA – U.S. Department of Agriculture Rural Development Kansas State Director Christy Davis announced that Rural Development is awarding $4.21 million in grants to help agricultural producers and rural small business owners, including several in northwest Kansas, make energy efficiency improvements and renewable energy investments to lower energy costs, generate new income and strengthen the resiliency of their operations.

“Rural Development is ensuring small businesses in rural Kansas are part of the clean energy economy,” Davis said. “The investments announced today expand access to renewable energy infrastructure and help Kansans save money on their energy costs.”

These Kansas projects are part of a larger national announcement which includes 44 other states and one territory. The Department is awarding these loans and grants through the Rural Energy for America Program.&nbsp;

· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.

· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.

· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. The project is expected to save the company $17,785 per year in electrical costs.

· A $55,600 grant will help purchase and install a 64.2-kilowatt solar photovoltaic system for of Jayco Vent Valve Inc. in Parsons. The project is expected to replace 71,585 kilowatt hours per year, 74 percent of Jayco Vent Valve's usage and enough energy to power six homes. The project is expected to save the company $10,659 per year in electrical costs.

· A $20,000 grant will help purchase and install a 15.5-kilowatt solar photovoltaic system for Town Royal LLC of Emporia. The project is expected to replace 23,876 kilowatt hours per year, nearly half of Town Royal's usage and enough energy to power two homes. The project is expected to save the company $3,106 per year in electrical costs.

· A $79,987 grant will help purchase and install a 67.1-kilowatt solar photovoltaic system for Blue Water SC LLC in Emporia. The project is expected to replace 87,822 kilowatt hours per year, which is 91.6 percent of Blue Water’s usage and enough to power eight homes. The project is expected to save the company $14,246 per year in electrical costs.

· A $48,787 grant will help purchase and install a 36.6-kilowatt solar photovoltaic system for Kress LLC in Emporia. The project is expected to replace 55,840 kilowatt hours per year, 51.3 percent of Kress's usage and enough to power five homes. The project is expected to save the company $8,090 per year in electrical costs.

· A $23,284 grant will help purchase and install a 21.56-kilowatt solar photovoltaic system for Carl’s Sales &amp; Service Inc. in Thayer. The project is expected to replace 33,331 kilowatt hours per year, which is 99.8 percent of Carl’s Sales &amp; Service's usage and enough to power three homes. The project is expected to save the company $5,322 per year in electrical costs.

· A $247,250 grant will help purchase and install a 308-kilowatt solar array for Central Electropolishing Company Inc. of Anthony. The project is estimated to replace 421,670 kilowatt hours per year, which is enough energy to power 39 homes. Central Electropolishing currently has 29 employees.

· A $269,120 grant will help purchase and install a 278-kilowatt solar array for BMG of Kansas Inc. in Hesston. The project is estimated to replace 362,700 kilowatt hours per year, which is enough energy to power 34 homes. BMG of Kansas currently has 52 employees.

· A $79,995 grant will help purchase and install a 62.72-kilowatt solar array for Barkman Honey LLC of Hillsboro. The project is estimated to replace 98,633 kilowatt hours per year, enough energy to power nine homes. Barkman Honey currently has 185 employees.

· A $26,117 grant will help purchase and install a 21.33-kilowatt solar array for Carl Prather of Beloit. The project is estimated to replace 28,560 kilowatt hours per year, enough energy to power two homes. Carl Prather currently has one employee.

· A $115,920 grant will help purchase and install 41-kilowatts in solar arrays for Daniel William Rempe of Corning. The project is estimated to replace 182,673 kilowatt hours per year. Enough energy to power 17 homes. Rempe currently has one employee.

· A $46,898 grant will help purchase and install a 50-kilowatt solar array for Yoder Metal &amp; Post Frame Building Supplies LLC of Haven. The project is estimated to replace 79,073 kilowatt hours per year, which is enough energy to power seven homes. Yoder Metal currently has 10 employees.

· A $60,704 grant will help to purchase and install a 37.8-kilowatt solar array for Reno Fabricating &amp; Sales Co. Inc. of Hutchinson. The project is estimated to&nbsp;replace 54,179 kilowatt hours per year, which is enough energy to power five homes. Reno Fabricating &amp; Sales currently has 14 employees.

· A $72,480 grant will help purchase and install a 46.2-kilowatt solar array for First Bank of Lyons. The project is estimated to replace 73.122 kilowatt hours per year, which is enough energy to power six homes. First Bank currently has ten employees.

· A $233,856 grant will help purchase and install a 201.6-kilowatt solar array for Pestinger Distribution Company Inc. of Salina. The project is estimated to replace 284,835 kilowatt hours per year, enough energy to power 26 homes. Pestinger Distribution currently has 38 employees.

· A $20,800 grant will help purchase and install a 20-kilowatt solar array for Zimmerman Ag Service Inc. of Belle Plaine. The project is estimated to replace 29,340 kilowatt hours per year, enough energy to power two homes. Zimmerman Ag Service currently has one employee.

· A $119,587 grant will help B's Hometown Market LLC, of La Crosse, make energy efficiency improvements with refrigeration equipment and LED lighting. This project will realize $8,508 savings per year and will replace 80,401 kilowatt hours, enough energy to power seven homes.

· A $181,996 grant will help purchase and install a 157.3-kilowatt solar photovoltaic system for Bird City Dairy LLC of Cheyenne County. This project will realize $12,318 per year in savings and will replace 237,500 kilowatt hours per year, enough electricity to power 21 homes.

· A $79,805 grant will help purchase and install an 84.53-kilowatt solar photovoltaic system and battery back-up storage system for R.H. Ackerman LLC of Osborne County. This project will realize $14,785 per year in savings and will replace 82,720 kilowatt hours per year, enough electricity to power seven homes.

· A $51,054 grant will help purchase and install a 39-kilowatt solar array for Taylor Machine Shop LLC of Newton. The project is estimated to replace 56,053 kilowatt hours per year, enough energy to power five homes. Taylor Machine Shop currently has six employees.

· A $242,848 grant will help purchase and install a 275-kilowatt solar array for Kelly Hills Leasing Inc. of Seneca. The project is estimated to replace 390,098 kilowatt hours per year, enough energy to power 36 homes. Kelly Hills Leasing currently has one employee.

· A $106,211 grant will help purchase and install a 90.1-kilowatt solar array for Phil's Farm LLC of Hutchinson. The project is estimated to replace 165,4041 kilowatt hours per year, enough energy to power 15 homes. Phil's Farm currently has 10 employees.

· A $99,299 grant will help purchase and install a 180-kilowatt solar array for Sterling Heritage Hogs LLC of Sterling. The project is estimated to replace 95,140 kilowatt hours per year, enough energy to power eight homes. Sterling Heritage Hogs currently has one employee.

· A $85,715 grant will help purchase and install an 86.4-kilowatt solar array for Britts Farm of Manhattan. The project is estimated to replace 101,003 kilowatt hours per year, enough energy to power nine homes. Britts Farm currently has five employees.

· A $50,668 grant will help purchase and install a 46.41-kilowatt solar photovoltaic system for Jock's Nitch Inc. of Pittsburg. The project is expected to replace 66,125 kilowatt hours per year, 97 percent of the company's usage and enough energy to power six homes. · A $54,885 grant will help purchase and install a 41.58-kilowatt solar photovoltaic system for Grow at Eden, a childcare facility in Parsons. The project is expected to replace 63,684 kilowatt hours per year, 115 percent of the company's usage and enough to power six homes. The project is expected to save the company $9,196 per year.

· A $32,140 grant will help purchase and install a 32.4-kilowatt solar photovoltaic system for AMP Commercial, a real estate leasing business in Ellis County. This project will realize $2,733 per year in savings and will replace 25,863 kilowatt hours per year, enough energy to power two homes.

· A $50,494 grant will help purchase and install energy efficient refrigeration units for LaDow's Market of Lebanon. This project will realize $4,978 per year in savings and will replace 56,731 kilowatt hours, enough electricity to power five homes.

· A $22,300 grant will help purchase and install a 16.28-kilowatt solar photovoltaic system for Casey Andersen of Gove County. This project will realize $2,335 per year in savings and will replace 21,358 kilowatt hours, which is enough energy to power two homes.

· A $72,726 grant will help purchase and install a 47.52-kilowatt solar photovoltaic system for Greg Andersen of Gove County. This project will realize $2,946 per year in savings and will replace 33,067 kilowatt hours per year, enough energy to power three homes.

· A $1,000,000 grant will be used to improve an ethanol recovery system for Western Plains Energy LLC of Gove County. This project will generate additional biofuel of 4.8 million gallons each year, enough to fuel 6,534 automobiles per year.

· A $23,264 grant will help purchase and install a 15.91-kilowatt solar photovoltaic system for Shannon Hopson of Thomas County. This project will realize $1,791.30 per year in savings and will replace 20,161 kilowatt hours per year, which is enough energy to power nearly two homes.

The USDA continues to accept REAP applications and will hold funding competitions quarterly through Sept. 30, 2024. The funding includes $144.5 million for underused renewable energy technologies.  </figure>USDATOPEKA – U.S. Department of Agriculture Rural Development Kansas State Director Christy Davis announced that Rural Development is awarding $4.21 million in grants to help agricultural producers and rural small business owners, including several in northwest Kansas, make energy efficiency improvements and renewable energy investments to lower energy costs, generate new income and strengthen the resiliency of their operations.“Rural Development is ensuring small businesses in rural Kansas are part of the clean energy economy,” Davis said. “The investments announced today expand access to renewable energy infrastructure and help Kansans save money on their energy costs.”These Kansas projects are part of a larger national announcement which includes 44 other states and one territory. The Department is awarding these loans and grants through the Rural Energy for America Program.&nbsp;The details of the Kansas projects are:· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. The project is expected to save the company $17,785 per year in electrical costs.· A $55,600 grant will help purchase and install a 64.2-kilowatt solar photovoltaic system for of Jayco Vent Valve Inc. in Parsons. The project is expected to replace 71,585 kilowatt hours per year, 74 percent of Jayco Vent Valve's usage and enough energy to power six homes. The project is expected to save the company $10,659 per year in electrical costs.· A $20,000 grant will help purchase and install a 15.5-kilowatt solar photovoltaic system for Town Royal LLC of Emporia. The project is expected to replace 23,876 kilowatt hours per year, nearly half of Town Royal's usage and enough energy to power two homes. Regional rural Kansas business owners get USDA grants to lower energy costs, expand operations

The U.S. is topping weekly production records with each passing week. 

The Energy Information Administration reports average output in the United States has surpassed 13 million barrels per day in each of the last four weekly reports. Prior to last month, that had only happened twice, back in the spring of 2020. The current record was set in the week through Oct. 27 at 13,233,000 barrels per day an increase of 3,000 barrels per day from the week before.

Kansas output in August was number eleven on the state rankings at just under 2.3 million barrels. That's 74,000 barrels per day, down 225 barrels per day from the July average. Kansas is among five crude-producing states showing declines in production, even as other states take aim at output records. Oklahoma, Alaska, California and Mississippi also posted declines in August, a month that saw record production nationwide and in several states. Texas produced with 5.6 million barrels per day. This marks the fifth time this year Texas has produced more crude oil than all other states combined.

Energy Information Administration reported an increase in domestic crude inventories last week, up 800,000 barrels to just under 422 million barrels as of October 27. Stockpiles are about five percent below the five-year average for this time of year.

Crude imports averaged over six million barrels per day last week, up nearly half a million barrels from the week before. The four week average is up nearly 1.5% from a year ago.

Kansas regulators okayed 29 permits for new drilling locations last week, 15 of them in western Kansas, including two in Ellis County. The year-to-date tally is 1,115, down from 1,400 a year ago, but up from 966 through October of 2021. Independent Oil &amp; Gas Service reports 34 newly completed wells statewide, sixteen of them west of Wichita, including three in Barton County and two in Stafford County. The 1,433 statewide completions so far this year outnumber last year by 75 wells, and nearly double the count through October, 2021.

The count in Texas was down seven rigs, New Mexico was up four. Oklahoma was down one rig. Independent Oil and Gas Service reports 15 active drilling rigs in eastern Kansas, which is up one for the week, and 21 west of Wichita, which is unchanged from last week. The Kansas Rig Count is down 28% or 15 rigs from a year ago. Drilling got underway Friday on two leases in Barton County and one in Ellis County.Kansas regulators report 197 new intent-to-drill notices across the state last month, including five in Barton County and six in Ellis County. The Kansas Corporation Commission lists 1,188 new intents for the first nine months of the year, compared to 1,457 through October last year. So far this year, Barton County has 36 intents on file. Ellis County has 43. Russell County has five and Stafford County adds 24.Oil-by-rail traffic for the week through October 28 was up more than 13% over a year ago. At 9,976 tanker carloads, rail shipments increased by 33 carloads over the week before. Petroleum shipments were one of nine cargo categories that saw increases in October. The Association of American Railroads reports an increase of 5,046 carloads or 14.2 percent over last October.It could take several months, but three U.S. refineries are included in the upcoming auction of the Venezuelan company Citgo as part of the Administration's move to relax sanctions against that country.&nbsp; According to the Energy Information Administration, the three refineries together account for about five percent of U.S. refining capacity. The refineries are built for the sour, heavy crude grades once supplied by Venezuelan oil fields. On October 23, &nbsp;marketing materials were offered to potential buyers, marking the formal beginning of the process to auction off the company.&nbsp;&nbsp;
