OCCUPATION: Director, Sternberg Museum of Natural History

COMMUNITY INVOLVEMENT: I have served as a City Commissioner for the past two years. I served on the advisory board of the Convention and Visitors Bureau for 12 years.

1. Why have you decided to run for a position on the Hays City Commission?

I am running for re-election to the City Commission because I am excited for the future of Hays and feel that my background and experience have brought a unique perspective to the City Commission the past two years. I hope to be able to continue to serve the citizens of Hays by supporting city departments that are key to our quality of life and to work to bring expanded housing and city. We are very close to bringing water to Hays from the city’s R-9 ranch south of Kinsley. This will solidify Hay’s future water supply for decades and support future growth in Hays.

2. What are the top three issues you believe the city will face in the next four years?

There are a number of challenges and opportunities for Hays in the next four years. The top priority is securing Hays’ water future by establishing the right of the city to bring water from the R-9 ranch and building the infrastructure and pipeline to bring the water to Hays.

The second challenge is to expand housing and housing opportunities. Growth in Hays is dependent upon the availability of all types of housing, including apartments, multi-family, and single-family homes. We will continue to see a growth in seniors, creating a need for senior housing needs. New and growing families within Hays will need to be able to find housing to&nbsp;meet their expanding needs. Growing the housing market is also key in attracting new business, as many retail businesses look at housing when making decisions on where to expand.

There are two issues facing Hays that are of great concern. Growing childcare options is crucial for parents of young families that need two incomes to meet their growing needs. Childcare options are key for many young couples to even choose to have children. There are some great people and organizations in Hays that are actively addressing this concern.

I also am disturbed by a sharp trend in the increase of domestic violence cases in Hays and in western Kansas in general. The city needs to work with health and support organizations as well as law enforcement to find ways to address root causes of domestic violence as well as support victims.

3. Is there something you would like to see change about any Hays city ordinance or program?

I helped to change a city ordinance dealing with animals and pets allowed in the city in the last two years. I am open to addressing any ordinance that some citizens feel the need to be changed, updated, or created. There are some 23 ordinance categories for the City of Hays. The city has worked to simplify or reduce some of these codes, especially for building and development. Many ordinances will come under scrutiny or consideration when a citizen brings a concern to the commission. City staff is presently working on a potential ordinance involving the parking of large vehicles on city streets.

I would like to see the city move eventually to an online billing program for water and garbage.

4. In light of increasing valuations, should the city of Hays reduce its mill levy? Why or why not?

Simple math suggests that we need to maintain the mill levy at its current status, which has not changed in nearly two decades. While valuations have risen rapidly the past two years, so has inflation, increasing the costs of services and equipment. However, the economic forecast for Kansas is that property increases will slow dramatically this year to around 3.5% and stay level in the near future. The property tax levy for the city is 25 mills. Together, the library and its employee benefits have taken 7 mills. This year those 7 mils provided just over $2 million dollars. The cost of the library was $130,000 above levy and needed to be supplemented by vehicle taxes. Public Safety equipment (2 mills) for the police and fire departments exceeds levy funds by $44,000 and airport needs exceeded levy funding by $798,000. City employee benefits (9.5 mills) exceeded funds brought in by the levy by nearly $1.4 million. This requires transfers from other funds as well as vehicle taxes to fully fund. Bond and interest (5 mills) payments similarly require funding above property tax funding. A two-mill cut in the property tax rate would mean a decrease of approximately $600,000. This deficit would require cuts in road, sewer, and park projects. This would put the city behind projects whose regular maintenance have kept Hays from experiencing critical failures in infrastructure experienced by many cities that must create large bonds to pay for repairs.

5. What experience/background do you have that would make you a good city commissioner?

My experience as a city commissioner the past two years has given me insight and experience in understanding the functions, costs, and benefits of the each of the city’s departments. I now have experience in communicating with our federal and state elected officials on the needs of our community. As the director of the Sternberg Museum and a past CVB member, I understand the impact of events and tourism on the economy of Hays. As a scientist with a background in biology and geology, I have an understanding of the water cycle, including the impacts of drought and climate change on the water needs of Hays and western Kansas.

As an employee of FHSU, I know the critical importance of the university’s success on the success and viability of the city.

6. What would you do, if elected, to attract or retain businesses to the community?

One avenue that I will work with the city and others to pursue is a STAR bond to bring an attraction to or expand an attraction in Hays that will ideally be a centerpiece of new retail and housing. Hays is located ideally along I-70 making access to new attractions available to an large number of potential tourists. Increasing housing is also an avenue of making Hays attractive to new business and people who own houses tend to stay and remain fully invested in our community.

Developmental Services of Northwest Kansas is proud to announce that their Custom Creations Store, 1107 Main, Hays, was the recipient of The Kansas Department of Commerce’s ‘To The Stars: Kansas Business Awards for 2023.’

Custom Creations was the award winner of the North Central Regional Award in the category of Non-Traditional Talent Pool for its innovation of supporting people with developmental disabilities.

DSNWK’s Custom Creations accepted the award at the Department of Commerce’s statewide awards banquet on October 12 in Wichita.

The Kansas Business Awards recognize the many businesses and business people throughout the state that are working hard to build their companies and at the same time contributing to their community as valuable resources.

Governor Laura Kelly in her correspondence to DSNWK said, ``Your company was nominated because you are creating job opportunities, products and services, innovating and diversifying the local marketplace, building community identity, and so much more. You have made an impact in your community and that impact has been noticed.”

“We applaud all the businesses recognized in Kansas and particularly our neighbors here in northwest Kansas. The businesses in northwest Kansas were represented well among the award recipients and we are honored to be among those recognized and honored,” said Jerry Michaud, DSNWK president.

DSNWK’s Custom Creations collaborates and develops the special talents of people with intellectual and developmental disabilities who then earn money as they share their amazing creations with the community. The Custom Creations store has been open since October 2021.&nbsp;

DSNWK’s Custom Creations wins Kansas Commerce business award

Wanted. Northwest Kansas men and women, boys and girls, to travel to Colby, Thursday, Nov. 2, to join in a night of barbershop singing.

The Colby United Methodist Church, 950 S. Franklin, is the location of this special guest night from 7:30 p.m. to 9:30 p.m. central time. 

Sponsored by the Tumbleweed men’s Barbershop Chorus and the women’s Prairie Rose Harmony Chorus, members of both groups will be on hand to lead guests in the joys of signing harmony. Guest night means there is no obligation to join either sponsoring group. Refreshments provided.

Thomas Annis, Oakley, is the music director for both groups. This is a special weekly rehearsal, not a show. Plans are to have a large number of men from the Hays Chorus present in Colby, in addition to all present and many past Tumbleweed and PRH chorus members.

Eighty-five years ago, the founders of The Barbershop Harmony Society&nbsp; stumbled onto something quite profound: The joy and transformation that comes with four voices singing together. The Barbershop Harmony Society wants more people to have the opportunity to experience the joy of singing.

“Our mission is to bring people together in harmony and fellowship to enrich lives through singing,” said Dan Obrien, president of the Tumbleweed Barbershop Chorus, Colby. 

The Colby Chapter meets regularly most Thursday nights throughout the year, and one night a month carpools to Hays to harmonize with their men’s group. The Tumbleweed Chorus is affiliated with the Rocky Mountain District of The Barbershop Harmony Society.

The women of Prairie Rose Harmony regularly meet Tuesday nights from 7 p.m. to 9 p.m. Central. Both groups normally gather weekly at&nbsp;the Colby United Methodist Church. Prairie Rose Harmony is independent.

Both harmony groups form inter-generational bonds and encourage youth to join in the fun. Many men and women choose to become members of their choruses from the time they join for the rest of their lives.

Barbershop harmony inspires us to blend, create musical beauty and to make friends. Our vision of everyone in harmony means every person who loves to harmonize has a place in our family. We invite singers across diverse cultures and groups.

Barbershop harmony is a style of unaccompanied four-part vocal. The music is written with its greatest emphasis on chord structure.

Barbershop harmony is rooted in African-American traditions of the late 1800s in the South. Many of the earliest groups of men harmonized while visiting their neighborhood barbershops. Men’s choruses and quartets formalized in 1938, while women’s groups trace their history from 1945.

The Hays USD 489 school board will meet for a work session at 6:30 tonight at Rockwell Administration Center.

The school board has six items for discussion on its agenda.

They will hear a report on nutrition services from director Jessica Younker. This will include an update on the district's new free breakfast program.

Rusty Lindsay, building and grounds director, will give a report on facilities.

Hays High School Principal Shawn Henderson and Assistant Principal Becky Hickert will discuss post-secondary success for Hays High graduates. This is a metric that is used in state accreditation.

Kyle Carlin, special education co-op director, will give a report on the co-op, including the 2023-24 school year budget.

Chris Hipp, assistant superintendent of business services, will discuss the bond proceeds and repayment.

The board also will discuss procedures and board ethics.

Hays Police Department arrest log, Oct. 8-14, 2023

New reporting shows Kansas crude production on a par with the last several years, which have been the lowest in state history. 

The Kansas Geological Survey says Kansas operators pumped nearly 14 million barrels of oil in the first six months of this year. That's 77,171 barrels per day, which is down by 227 barrels per day from the first half of last year. Last year's total output was the second lowest 12-month total on record in Kansas. The lowest was a year earlier.

Kansas Geological Survey says output in Barton County averaged 4,125 barrels per day for the first half of the year. That's up 100 barrels per day from a year ago. Ellis County production is down 77 barrels per day from a year ago, at 6,016 barrels per day. That's still enough to lead the state. Output in Russell County was up slightly to 3,718 barrels per day. Stafford County production was slightly lower at 2,512 barrels per day.

Crude prices lost a little ground on Friday, closing at $88.75 per barrel for the near-month contract in New York, down 62 cents on the day but $1.06 higher than a week earlier.&nbsp; Prices were down nearly two percent on Monday, dropping below $87 a barrel. In London, Brent crude dropped a few cents below $91 by lunchtime Monday.

Kansas Common crude at CHS in McPherson starts the week at $79 a barrel. That's up a dollar from a week ago, but down two dollars from the first of the month.

U.S. crude production dropped to its second highest weekly total ever, &nbsp;just a week after output reached the all-time high. The Energy Information Administration reported output of 13,217,000 barrels per day in the week through Oct 13. That's down a thousand barrels per day from the all time record a week earlier but more than a million barrels per day higher than the same week a year ago.

U.S. crude stockpiles dropped by nearly five million barrels. EIA said inventories reached 419.7 million barrels as of Oct. 13. That's about five percent below the five-year average for this time of year. The Energy Information Administration  reports nearly six-million barrels per day in crude imports for the week, down 387,000 barrels from a week ago. Four-week average imports are up 5.5% over a year ago.

An oil deal worth more than $50 billion turns out to be the second-largest oil-patch acquisition this month. Oil major Chevron will buy global independent Hess Corporation for $53 billion. The deal comes less than two weeks after Exxon Mobil said that it would acquire Pioneer Natural Resources for about $60 billion. Chevron is the seventh-largest oil company in the world by revenue. Adding Hess to its roster gives the company a major oil field in South America as well as extensive shale properties in the Bakken Formation in North Dakota.&nbsp; Exxon Mobil and Pioneer Natural Resources announced an all-stock merger agreement a week ago.

The Biden administration last week rolled back Trump-era sanctions on Venezuela's oil sector after the government there announced concessions to opposition parties for an election next year. A new general license issued by the Treasury Department authorized the OPEC member to produce and export oil to its chosen markets for the next six months without limitation. A senior State Department told Reuters they'll reverse sanctions relief unless they begin freeing Americans and other political prisoners detained there.

The Rotary Rig Count from Baker Hughes is up one oil rig and one gas rig for a total of 624 active rigs as of Friday, Oct. 20. The count in Texas is up seven rigs while New Mexico is down three.

The Kansas Rig Count from Independent Oil &amp; Gas Service is up one at 16 active rigs in the eastern half of the state, and down three at 22 active rigs in western Kansas. The tally is up five percent from a month ago, but down more than 35% from a year ago.

Kansas operators have spudded 1,041 new wells this year, which lags last year's count by 331 wells. Total footage drilled is down 26%. There was one new drilling permit filed in Barton County last week, among ten in western Kansas and 46 statewide. 

Independent Oil &amp; Gas Service reports operators completed 13 wells in western Kansas, including four in Ellis County, and one each in Barton and Stafford counties. There are 21 newly-completed wells in the eastern half of the state.

So far this year, operators across Kansas have completed 1,378 wells, which is about 85 wells ahead of last year.

Texas continues to rewrite the record books. Texas producers have once again broken the 30- and 40-year-old oil-patch output records that held up until this summer. Oil, natural gas and natural gas liquids all reached new plateaus in August. The Texas Oil and Gas Association reports crude production topped 5.6 million barrels per day, an all-time record. 

The government is predicting a significant drop in production from the nation's top shale plays beginning next month. A monthly forecast from the Energy Information Administration says total crude production in the top seven domestic shale basins will drop by 50-million barrels per day in November. Gas output is predicted to drop by 451-million cubic feet per day.&nbsp; 

The Energy Information Administration's monthly productivity report tracks new-well production, regional output, and drilled but uncompleted wells.&nbsp; DUCs were down 54 wells nationwide last month. Wells in six of the seven basins tracked were completed, placed into production, and taken off the four-thousand-plus national roster of DUCs.

News from the Oil Patch: Kansas patch on track for unwanted record

Members of the Ellis County Fire Department are like a family. Like any family, there are anniversaries observed and celebrated, especially milestones.

The ECFD had an open house on Oct. 14 as part of its 50th anniversary celebration. About 450 people dropped by the station at 1105 E. 22nd, and many of those ate a free barbecue meal.

There were games and activities for the kids. Fire trucks and gear were on display. Items were raffled off. And two mascots – Sparky the Fire Dog and Smokey the Bear – even made an appearance.

Part of the mission for the ECFD family of volunteer firefighters is to help families in need.

“You see people having their worst day,” said Adam Napell, assistant chief for Company 5 based in Hays. “However, we are grateful we can be there and help them.”

There are about 100 firefighters in the Ellis County Fire Department, and it was all hands on deck that day and the next two days as they battled a blaze while also fighting high winds.

What became known as the “Four County Fire” tested the limits of the ECFD. According to the Kansas Forestry Service, the fire was the largest in Kansas and 10th-largest in the United States that year. It burned about 45,000 acres in Ellis County and about 121,000 acres overall.

“That was the largest fire Ellis County has seen, that we know of,” said Darin Myers, ECFD fire chief since 2015, who previously was a firefighter with the Hays Fire Department.

The firefighters worked together as a team to eventually extinguish that blaze, just like all the ones before it and ones since.

Myers said it takes three things to make it all work efficiently: the firefighters themselves; their spouses and family; and their employers, who allow them to leave at a moment’s notice to answer the call.

“I’m very passionate about the fire service and our firefighters,” Myers said. “The challenging thing for me is being able to spend enough time with each of them to stay on a personal level and get to know them and their families better. I consider every one of them as my friend.”

That togetherness is what stood out for Chris Muench, who retired a year ago from the ECFD after 23 years of service.

“The camaraderie with the guys, that’s what I miss,” Muench said. “That was the toughest part to walk away from.”

Today, the department has six fire engines, four brush trucks, three rescue trucks, three water tenders and three support vehicles.

That’s a far cry from the humble beginnings in 1973. The first fire equipment 50 years ago consisted of Army jeeps with 80-gallon tanks and Army 6x6 vehicles.

In 1973, Ellis County commissioners Ted Gerber, Eugene Schmeidler and Harold Kraus passed a county resolution to form the Ellis County Fire Department.

Previously, fire calls were handled by the Civil Defense department. Today, the department has six companies: in Hays, Victoria, Ellis, Catharine, Schoenchen and Munjor.

“In the last 50 years, if you look at fire service, so much has changed,” Myers said, citing technological advances. Myers added he was appreciative of the county commissioners, who provide the resources the department needs.

Muench said he joined all those many years ago because he thought it would be fun. Little did he know what he was getting into when he answered the call for his first fire.

“My most memorable one is my first one,” Muench said. “It was a 16-hour fire – all hay bales. We had to unroll all of them.”

“I was having fun at the time; the camaraderie was great,” he added. “The camaraderie was the whole reason why I loved it.”

There is a sign on a wall at the station that reads: “The Ellis County Fire Department will serve our community with pride and professionalism by providing quality emergency services, acting with respect, and bringing honor to our community, department, and family at all times.”

The firefighting community in Hays and Ellis County recently lost a longtime member Chris Stegman, who passed away on Oct. 8.

There was a memorial service for Stegman — who served both with the Hays Fire Department and Ellis County Fire Department — on the same day as the open house.

Myers, who served with Stegman on the Hays Fire Department, said it was a bittersweet day, but he remembered the good times, too.

“We had a lot of us (at Stegman’s memorial service) today and still try to get this going on,” Myers said. “Chris was a heck of a guy. He had a lot of stories, a lot of memories.”

Myers said while firefighter numbers have declined nationally, locally that is not the case — but he always is on the lookout to add to the department’s numbers. He said there are brothers and sisters, husbands and wives, grandfathers and grandsons — families all working together to protect Ellis County residents.

“It’s that whole family thing,”Myers said. “I think that’s what helps us become successful.”

NCK Tech to host "Catching Up" Hays Chamber event Wednesday

Fusion By Manuel, now open in downtown Hays, promises honest cooking, market-fresh ingredients and a delightful dining experience.

The new restaurant, 700 Main, is in the former Tiger Burger location.

Manuel Hernandez, chef and owner of the establishment,&nbsp;was born in Mexico City and began working in several hotels and restaurants at the age of 16 before moving to Chicago and finding work there.&nbsp;

He eventually made his way to Hays and worked in construction but attended a culinary school in Boulder Colorado before establishing himself as a chef in Gella's Diner and LB Brewing.

After working in Gella’s Diner for 15 years, he decided to pursue a different career in nursing at Plainvilles Redbud Village. When visiting Main Street, Hernandez saw the initial Tiger Burger location up for lease and jumped at the opportunity to start his own business at the age of 41.

“It's always been my dream to have my own restaurant, cook my own food and pretty much do whatever I want,” he said. “I love cooking, and I think God gave me a talent. I’m very good at what I do.”&nbsp;

Fusion By Manuel's opening day was last Monday. Hernandez said within days of operation, the restaurant has seen a considerable amount of customers order from his diversified menu that you won’t find anywhere else in Hays.

“What other places do you know where you can eat Paella from Spain, Pad Thai from Thailand, Baba Ganoush from Eastern Agaros and a burrito from Mexico? What other restaurants can you eat that in the same spot?” Hernandez said.&nbsp;

Other entrees featured on the menu include sizzling beef, ribeye steak and tiger burger along with popular dishes like empanadas, arepa and gyros.&nbsp;

Hernandez also intends to introduce a new dish from around the world every weekend, which will be available only for a limited time at Fusion By Manuel.

Within the establishment is an identical look to previous restaurants that once served the community. Hernandez doesn’t plan on redesigning the interior of his new business due to its significance in the Hays area.

“In the beginning, I didn't know this place had so much history,” he said. “Every single thing around here, even the floor with the coins and pennies gives character to this place, and I want to respect that.”

Hernandez hopes the quality of the food speaks for itself as he keeps his family in mind when working behind the grill.

“I always enjoy cooking. I always say when I put something on the table, I’m thinking about the people I love the most. I think about my kids and family,” Hernandez said.

Fusion By Manuel has four employees, but Hernandez hopes to grow his business in a slow and timely manner.

He also credits Hays entrepreneur, Jacob Proffitt for assisting him in starting his own business.

Fusion By Manuel is open from 11 a.m. to 9 p.m. Monday through Thursday and 11 a.m. to 10 p.m. Fridays and Saturdays. If you had one thing you could change about the USD 489 school district, what would it be?&nbsp;

&nbsp;Honestly, your next several questions essentially cover what I would want to change about the district. There are a lot of great things going on within the district. The most obvious big change being breaking ground on the high school and Roosevelt. I think we have great teachers and my kids really enjoy going to school. New facilities will help make the classrooms more functional. I want to help make sure that the Hays residents get the new schools they were promised at the price they were promised.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on&nbsp;the board?&nbsp;

I don’t know any of the school board members personally, but the few interactions I’ve had with them were positive. I believe the board is divided and falling short of its goals of transparency and its duty of oversight. You can feel the tension between board members as well as between board members and administrators at meetings. I recommend people watch past school board meetings on YouTube to form their own opinions. If elected to the board, I would work to find common ground to build a respectful relationship with the incumbents and new board members. I would ask that all school board meetings be broadcast. I’m disappointed the vote to approve the Nabholz contract for over $100 million was passed at a special meeting which the board declined to broadcast. I would also ask that the agendas be released at least a week in advance and that board members can add agenda items easily. I think that the current board members are good people. If we sit down, agree the board is here to help the students, staff, and be good stewards of the district funds we can form a cohesive and effective school board.

What is your opinion of the Hays USD 489 administration?&nbsp;&nbsp;

Again, I don’t know any of the school administrators personally and have not had any direct interaction with members of the administration. I have no personal animosity but since the question was asked about my opinion of the administration, I feel like I have to give an honest assessment. My perception from attending open board meetings is that there is room for improvement in transparency and communication between the administration and the school board. As a private citizen, I feel like after the bond passed the public and school board have been shut out of the decision-making process. Board member Vajnar had to ask several times in order to get copies of the plans for the new high school. I also feel like members of the administration become confrontational and defensive when administrative decisions are questioned. Again, I urge the public to watch prior meetings to view the interactions and make their own opinions. I believe that respectful dialogue is necessary to help move the school district forward.

What do you think the board’s role should be in the day-to-day operations of the district?&nbsp;

I believe that the school board is responsible to provide oversight of the district regarding the broad goals of the district, how money is spent, and what students are taught. The school board members are the only elected individuals of the school district and their election essentially represents the only way that citizens can make changes to the district. The board must balance the needs of the students, teachers and staff with the needs of the public. I don’t think the school board should be directly involved in the day-to-day operations of the school district. It is the administration's job to manage the daily functions of the district. This is why it is essential that the school board and administration have a strong and cordial relationship with trust so that things can run smoothly.

What role do you think the board should&nbsp;have&nbsp;moving forward with the bond issue projects?&nbsp;

Building the new high school and renovating the existing schools is exciting for students, staff and the community. I am all for better facilities as long as we go about it the right way. I have seen my taxes go up the same as other voters. Increased taxes in addition to the increased costs of food and services are affecting family budgets. It is very important that moving forward with construction on such a large project that we watch the costs very closely. I believe that it is ultimately the absolute responsibility of the school board to make sure that the project comes in on budget. The bond issue was sold to the public that the maximum price for the project is $143.5 million and I think that the school board needs to make sure we do not go over this number and the school structures are what was promised to the community. This is going to take cooperation between the board and administration with open dialogue and frequent discussions throughout the construction process. I believe we can accomplish this but it will require electing board members who are fiscally responsible.

My campaign is 100 percent personally financed.

COMMUNITY INVOLVEMENT: I lived in Hays for over 40 years, and currently serve Veterans in our city as part of the Veterans Administration Community Care Network with Amazing Grace Homecare. I’ve participated in local job fairs as an employer and organizer while working as a clinical instructor at both Northwest Kansas Vocational Technical College and Fort Hays State University. I’ve organized and participated in multiple benefits for people here over the years to help with their medical expenses, including a successful event this past weekend. I’ve been attending public meetings for several organizations to listen to community members speak about their concerns.

The taxpayers of this city need relief from escalating property taxes. The consequence of overspending, and exceeding Revenue Neutral, will be increased property tax valuations to meet the need for funding. I believe that now is the time to get control over spending of taxpayer dollars by the City of Hays. I’m running for City Commissioner because my business owner experience will help me identify opportunities for savings in the budget while working toward growth for Hays. We absolutely must keep our City in a Revenue Neutral status to ever see a reduction in property taxes, and we need City Commissioners who will say NO to increased spending without consideration of the consequences to taxpayers.

a. The issue of increased property taxes has a great impact on the city. People are struggling with inflation already, and we need to explore options for taxpayer relief so people continue to feel like they can afford to live here.

b. Because of the higher costs of home ownership, there will be an increased demand for rental housing. Hays is already facing a housing shortage, and avoiding a serious housing crisis in the next four years must be a priority for all.

c. The combination of increasing property taxes and a housing shortage will make growth difficult in an economy battling inflation. The City of Hays must work to find every opportunity to resolve both of those issues, to avoid stagnant growth rates and to attract new employers to our area to provide good jobs.
