BELOIT and HAYS – The NCK Tech Foundation is announcing its annual Founders' Week at NCK Tech, a celebration that pays tribute to the pioneering spirits who envisioned and established North Central Kansas Technical College in 1964, and those who have contributed since. 

As NCK Tech approaches its 59th anniversary, Founders' Week, spanning from November 6 to November 10, 2023, promises to be a week of reflection, appreciation, and community spirit on both the Beloit and Hays campuses.

In 1963, a group of remarkable Trailblazers had a vision for a local technical education institution. Their tenacity and dedication led to the establishment of NCK Tech as the first technical college in the state of Kansas. Founders' Week is a special time to honor these visionary leaders, as well as the instructors, administrators, and all members of the NCK Tech community who have contributed to a legacy of excellence.

Founders’ Week is filled with exciting events that will take place in Beloit and Hays, bringing students, faculty, staff, alumni, and the community together to celebrate the spirit of NCK Tech.

Monday, November 6 - Birthday Party on NCK Tech’s Beloit Campus: On Monday, November 6, Founders' Week will begin with a birthday party on the Beloit campus in honor of NCK Tech Founders and the establishment of the Technical College. Students, faculty, and staff will enjoy cupcakes, decorations, and fun birthday party food and activities.

Tuesday, November 7 - NCK Tech-Hays Hall of Fame Award Ceremony: The NCK Tech Foundation will present this year’s recipient of the Hall of Fame Award on the Hays campus on Tuesday, November 7, at 4:30 p.m. in Room B of the Dreiling-Business Occupations Center. Former Board of Trustees member, Joe Hess, who played a pivotal role in the establishment of NCK Tech’s Hays Campus will be recognized. The public is encouraged to attend.

Community and Alumni Social Event: Following the Hall of Fame Award Ceremony on Tuesday, a social event in the evening will be held at the Defiance Taproom in Hays, where a new Trailblazer brew will make its debut. This event is open to the public, and NCK Tech invites community members and alumni to come celebrate this special week. “We greatly appreciate&nbsp;the support of Defiance Brewing Company for hosting this event and for creating a special brew to honor all Trailblazers!” said Director of Advancement, Mendi Anschutz.

Founders’ Week at NCK Tech: Honoring Trailblazers, celebrating community, giving back

Plans for a new north Hays multi-use path from 41st and Hall Street to the Sternberg Museum of Natural History are underway.

This is another step toward the goal of having a continuous trail all around the city.

The city was awarded $1.55 million from the Kansas Department of Transportation's Carbon Reduction Program, which will be matched with $500,000 in city funds.

Whether utilized by walkers, joggers or bicyclists, the multi-use path design must provide uninterrupted and safe travel for all users, city staff said.

A&nbsp;Topeka engineering firm, Cook, Flatt &amp; Strobel, P.A., was hired to design the path in conjunction with KDOT and the city of Hays.

Tom Howie, Hays project manager, presented the city's favored option to city commissioners during last week's work session.

The project is in two sections, a west side and an east side, joining together on Vine Street at the existing pedestrian crossing just north of 37th Street.

Alignment along 41st Street has fewer conflicts on the north side of the street, rather than on the south side, and would be more cost-effective, Howie said.&nbsp;

The south side of 41st would require significant improvements to the section between Hall Street and Autumn Lane to accommodate drainage and grade issues.

For the east stretch from Vine to Sternberg Museum, it was determined the safest and most uninterrupted route of travel would be KDOT right-of-way along the interstate on-ramp to access private easements over to the museum property.

Mayor Shaun Musil said he was "a little concerned" about how close the multi-use path would be to the on-ramp traffic. "It's a pretty good distance," Howie said, ... "and would still require fencing for the section along the I-70 on-ramp."

Howie, who is from Colorado, noted he's seen many similar multi-use path designs close to busy roads in that state.&nbsp;

Utilizing 33rd Street was considered but it has major conflicts with utilities along with nine street and business entrance crossings, Howie said.

Commissioners unanimously agreed to move the preferred layout on to a regular meeting for approval and start of the design process.

A 1.25 mile-long multi-use path on the east side of Hays was completed in 2021 connecting Hays Medical Center, USD 489 and the Hays Recreation Commission.

The multi-use paths are part of the 2008 Hike and Bike Masterplan as part of a future "loop" path which could eventually connect to the levy path that runs through Frontier Park and Fort Hays State University.  The end goal is to create a continuous path that provides connectivity to all parts of the city.

I believe USD 489 is a very good district, and we need to continue to make changes to meet the needs of all students. I would support new class offerings for college-bound students and students going into technical and training curricula to better prepare them for careers.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on the board?

I believe we have a very good school board that has made key decisions to solve the district facilities needs due to building age and the need for additional space. USD 489 is one of a very few districts in western Kansas that has a growing student population, which helps our community grow. I believe that all board of education members are dedicated to meeting the needs of our students through discussion and collaboration.

What is your opinion of the Hays USD 489 administration?

USD 489 has a very good and dedicated district administration as well as very strong building-level principals. The retention of outstanding administrators is key to continual improvement and consistency. The district is very blessed to have strong principals and district administrators that have been part of the district and community for an extended period of time.

What do you think the board’s role should be in the day-to-day operations of the district?

The board of education sets policy and provides review/oversite for the district administrators and should not be making day-to-day decisions on operations of the district. The board of education hires the superintendent of schools to make the day-to-day decisions using the direction and policies set by the board of education.

Water, attracting young people to move to the area, sustaining existing businesses as the older business owners retire

3. Is there something you would like to see change about any Hays city ordinance or program?

I have a few ideas, the least of which is the possibility of residents being allowed to keep a small (3-4) flock of hens (no roosters) within the city limits. I’d like to see mandatory licensing of massage therapists to ensure that those in this field have proper training. I’d like to see voting made more accessible not less. There has been a movement to allow a polling place on campus, I am in support of this endeavor. The Master Gardeners are interested in finding an area/areas where community gardens might be placed allowing residents without the space to grow their own gardens under the guidance of the ECMGs

4. In light of increasing valuations, should the city of Hays reduce its mill levy?

I understand this is a hot topic/button, however I need more information (overall impact to not just the city but homeowners/businesses) before I feel even remotely qualified to answer this question. Why or why not? without being armed with the impact statement if you will, I do not want it reduced. Again, with the information, my feeling is I don’t want to have any city services or the school system to suffer should revenue be reduced

5. What experience/background do you have that would make you a good city commissioner?

I listen, assess and think before making a decision

6. What would you do, if elected, to attract or retain businesses to the community?

I feel by promoting the virtues of a smaller city (less traffic, air pollution), we can extoll the richness of life possible here. Availability of free to low cost, cultural events are a huge plus for me and I don’t think gets enough recognition. Shouting from the rooftops, so to speak, that residents care enough about the future generations to have passed the school bond. The availability of good healthcare is another big plus.

Hays city commission candidate: Diana F. Pantle  

When we recently drove to New Mexico, we discovered tarantula hordes sharing southeast Colorado highways with us. I’d seen posts regarding a Tarantula Fest in La Junta and wondered if they’d attended. Once we counted more than a dozen palm-size, hairy brown creatures crossing a stretch of asphalt slicing through section after section of native grassland I needed to discover these eight-legged guys’ intended destination. I didn’t want to join them.

Come to find out, guys they are. This annual tarantula march is not a migration technically. It involves local males of the species seeking mates isolated into webbed-encased burrows throughout undisturbed grasslands covering arid eastern Colorado and western Kansas. Scores of these shy creatures occupy this landscape unseen most of the year. That is until mating season kicks in. Likely dates to spy this trek for love start in late August as temps drop and last through October when I presume freezing nights put the kibosh on natural urges.

Fellas of the brown tarantula species mature sexually between five to ten years of age—yeah, these are long-lived arachnids. Gals mature later, living up to three decades and producing up to 4,000 offspring during their reproductive years. Once these arachnids reach goal age, Mother Nature flicks the on switch, sending males on their odyssey to search for breeding partners. Using touch, pheromones, and vibrations to find mates, these huge spiders may hike over a mile to contribute to the gene pool.

Once Mr. Tarantula finds a desirable female’s homey burrow on the lonesome prairie, he uses his pedipalps, aka arm/hand-like extensions located near his jaws, to drum on the object of his desire’s so-to-speak door. According to some sources, this rhythm lures an intrigued damsel from underground so the two can complete necessary mating rituals. Speaking of insects, one of a tarantula’s most feared predators is the huge tarantula hawk, a spider-hunting wasp. They’re the United States’ largest wasp and feed on nectar. Unfortunately, successful reproduction requires a sacrificial tarantula. In this real-life horror story, fertile female wasps inject venom into target tarantulas, paralyzing them before dragging them into burrows. Once spiders are in place, female wasps lay eggs on them. Within days, larvae hatch and begin feasting on unmoving but still-living, hosts.

 </figure>When we recently drove to New Mexico, we discovered tarantula hordes sharing southeast Colorado highways with us. I’d seen posts regarding a Tarantula Fest in La Junta and wondered if they’d attended. Once we counted more than a dozen palm-size, hairy brown creatures crossing a stretch of asphalt slicing through section after section of native grassland I needed to discover these eight-legged guys’ intended destination. I didn’t want to join them.Come to find out, guys they are. This annual tarantula march is not a migration technically. It involves local males of the species seeking mates isolated into webbed-encased burrows throughout undisturbed grasslands covering arid eastern Colorado and western Kansas. Scores of these shy creatures occupy this landscape unseen most of the year. That is until mating season kicks in. Likely dates to spy this trek for love start in late August as temps drop and last through October when I presume freezing nights put the kibosh on natural urges.Fellas of the brown tarantula species mature sexually between five to ten years of age—yeah, these are long-lived arachnids. Gals mature later, living up to three decades and producing up to 4,000 offspring during their reproductive years. Once these arachnids reach goal age, Mother Nature flicks the on switch, sending males on their odyssey to search for breeding partners. Using touch, pheromones, and vibrations to find mates, these huge spiders may hike over a mile to contribute to the gene pool.Once Mr. Tarantula finds a desirable female’s homey burrow on the lonesome prairie, he uses his pedipalps, aka arm/hand-like extensions located near his jaws, to drum on the object of his desire’s so-to-speak door. According to some sources, this rhythm lures an intrigued damsel from underground so the two can complete necessary mating rituals. An Ohio man was sentenced to 10 years in prison Monday in
Ellis County District Court for a July 2022 robbery of the Hays 27th
Street Dollar General.

Batalova Senuoke pleaded guilty to aggravated robbery and
aggravated battery in April. 

Senuoke’s sentencing in Ellis County was continued in May so he
could be extradited to Kentucky to face similar charges there.

On July 21, 2022, Senuoke of Columbus, entered the 27th
Street Dollar General and threatened an employee, by placing a gun to her head and demanding money.

Senuoke and another man from Ohio, Bryan Anthony Parsley,
and a third person fled Hays and were eventually stopped by law enforcement following
a high speed chase in western Kansas. 

At Monday’s hearing, Ellis County Attorney Robert Anderson
said Senuoke was convicted of two counts of first-degree robbery in Jefferson
County, Kentucky, in August.

As a result of the Kentucky plea agreement, Senuoke was
sentenced to 12 years in prison. He will be eligible for parole in 10 years and
two months. 

Anderson and the defense attorney both argued that Senuoke’s
prison sentence from the Kansas conviction should run concurrent to the
Kentucky prison sentence of 120 months. They both argued that would mean
that Senuoke would never have to come back to Kansas and the taxpayers of Kansas
would not have to pay to house Senuoke with the Department of Corrections.

“This defendant doesn’t have any ties to Kansas,” Anderson
said. “Sometimes we have people serve time in Kansas, they parole in Kansas and
now we’ve to a resident of Kansas that we never intended on having and that
quite frankly we don’t want to have.”

Herrman echoed Anderson’s statement, “Mr. Senuoke has no
ties to the state of Kansas, sentencing him to more than 120 months (in prison)
is setting us up to have Mr. Senuoke back in the community. Mr. Senuoke doesn’t
want to be back in our community and, frankly, I don’t think our community wants
Mr. Senuoke back.”

Despite the plea agreement, Ellis County District Judge Tom
Drees elected to sentence Senuoke to 107 months for aggravated robbery and 13
months for aggravated battery for a total of 120 months, or 10 years, to be
served consecutively with the Kentucky sentence. This means that Senuoke will serve
the 12-year prison sentence in Kentucky and then return to Kansas to serve the
additional 10 years.

Drees said, “I agree that the 120 months is the correct
sentence in this matter, [but] I do not agree with running the [sentences] concurrent.” 

After the sentenced was announced by Drees, Senuoke and Herrman
broke from the hearing to discuss the sentencing.

Senuoke disagreed with sentences running consecutively and
not currently.

When they returned to the hearing, Herrman asked Drees to reconsider
the sentence because he believed that Kentucky already ruled that the sentences should run currently. Herrman said he believes that would be an order that the
Kansas court does not have jurisdiction over.

Drees said the sentences he handed down come after the Kentucky
sentences.

“These are sentences number 21 and 22, he’s got three prior
person felonies, an [aggravated] assault, including two [aggravated} robberies,
first-degree robberies in Louisville. Because of his history, because of the
severe nature of the crime, [and] the use of a firearm and the harm to the
victim is not appropriate to run them concurrently.”

Drees said he is not modifying the sentence in Kentucky, he
sentenced him in Kansas.

He added that the issue can be brought before the appellate
court on appeal. Senuoke has 14 days from sentencing to file the appeal.

Ellis County judge sentences Ohio man for Hays Dollar General robbery

A public hearing for a requested tax increment financing district, commonly called a TIF, will be conducted Thursday by the city of Hays for Triplett, Inc., Salina.

The company plans to build a $11 million 24/7 Travel Store travel plaza north of Interstate 70 at Exit&nbsp;157 west.&nbsp;

The 9,000-square-foot location would include a full-service travel plaza and convenience store, with 12 gas fueling positions and five diesel fueling positions, electric vehicle charging stations, a restaurant in the travel plaza, a dog park and RV overnight campsites.

As developer, Triplett would also install all necessary infrastructure.

Triplett is asking for three financing options through the city's economic development policy, including a community improvement district and industrial revenue bonds.

Immediately following the public hearing, commissioners are expected to approve an ordinance setting the tax increment financing district into effect.

Any future increase in property tax generated within the district during the next 20 years will accrue to the TIF fund, which will be used to pay eligible project costs. 

The developer estimated the tax increment financing district would generate about $4.5 million.

Assuming full city approval, Triplett expects to begin building the travel plaza next summer at the southeast corner of 230th Avenue and 55th Street.

Triplett already operates a small 24/7 Travel Store in Hays at 3601 Vine, south of the interstate Exit 159.&nbsp;&nbsp;

Triplett also owns 24/7 Travel Stores in Goodland, Colby, WaKeeney, Russell, Abilene, Salina, McPherson and Maple Hill.

City sets public hearing Thursday for planned I-70 travel plaza financing request 

Much-needed rain falls in Hays early Wednesday morning

The lights of the Brass Rail flickered off for the last time on Saturday after more than 70 years in business.

The owner of the longest-continuing operating bar in Hays has sold the building.

Although the number of patrons frequenting the bar has waned in recent years, the bar was packed on Saturday with many customers wanting to say one last goodbye to their old haunt.

Bob and Sharon Huston of Hays cuddled in a booth together on Saturday. The couple met in the bar 47 years ago.

All those years ago, Bob was sitting at the bar, and the bartender said he would need to buy a drink in order to stay.

He bought a round of beers for Sharon and her friends and then another and another.&nbsp;

"I thought there was a pretty girl right there," Bob said.

The couple dated for four years and have been married for 43 years.

"We used to come every weekend," Bob said.

"We are absolutely heartbroken," Sharon said of the closing. "It's sad. I can't believe it."

Bob Wasinger recalled coming to the Rail when he and his wife were first married. They walked to the bar from their home on 14th Street.

But Bob's history with the Rail went farther back then that. He said he first came to the rail when he was a sophomore in high school with a group of senior friends.&nbsp;

Back then, the Rail's basement was a dance hot spot.

Jason Basgall recalled organizing a beer pong tournament in the basement of the rail for St. Patrick's Day during the tenure of the current owner, Eric Schutte.&nbsp;

Basgall said the news of the event was initially spread to about 20 people through word-of-mouth. Somehow the news made it on the radio, and 400 people showed up at the bar.

"There was green beer and fights," Basgall said.

The rail used to offer $20 pitchers of white Russians, kamikazes or Long Island ice teas, he said

Amy and Brent Normandin of Hays spent a lot of time at the Rail in the 1980s and early '90s. Brent was in a band called Zion. There was a practice hall near the Rail and he and others would hit the bar after practice.

"We would be here two or three times a week," he said. "It was a neat hangout."

The downstairs of the rail still has the shuffleboard that many people recall spending hours playing.

During the '80s, the downstairs was lit with black lights and decorated with art depicting famous rock stars. The only one remaining is a depiction of Bret Michaels of Poison in the stairwell.&nbsp;

Those were the days when smoking was still allowed in bars. And everyone smoked, Amy said. You could hardly see across the room because the smoke was so thick, she said.

Brent said he has even been reminiscing with his mom recently about her time at the bar.

"It is the last night," Amy said. "We had to say goodbye. ... It's sad."

 Eric Schutte, the Rail's latest owner, has been trying to sell the bar since at least 2019. He has owned the Rail for about 17 years. Schutte said selling the Brass Rail was bittersweet.

Even in 2019 when he put the bar on the market, he said the bar was not making money.

According to Ellis County Historical Society records, AJ Schueler began construction on the bar in March 1950. The bar was later owned by Robert Gottschalk and then his son, Kenny Gottschalk.

Schutte announced the last night for the Rail in an Oct. 17 Facebook post, and 675 comments were made on that Post.

Many people also recounted on Facebook meeting their husbands or wives at the bar or experiencing significant life events there, including hearing the news that John Lennon was shot and killed.

Schutte said he sold the bar with contents to the new owners, but he did not know what they planned to do with the building.

Schutte said he will continue to operate the Sip 'N' Spin in Hays.

He said he first came to the rail when he was a sophomore in high school with a group of senior friends.&nbsp;Back then, the Rail's basement was a dance hot spot.Jason Basgall recalled organizing a beer pong tournament in the basement of the rail for St. Patrick's Day during the tenure of the current owner, Eric Schutte.&nbsp;Basgall said the news of the event was initially spread to about 20 people through word-of-mouth. Somehow the news made it on the radio, and 400 people showed up at the bar."There was green beer and fights," Basgall said.<figure>

 </figure>The rail used to offer $20 pitchers of white Russians, kamikazes or Long Island ice teas, he said"I got so messed up," he said.Amy and Brent Normandin of Hays spent a lot of time at the Rail in the 1980s and early '90s. Brent was in a band called Zion. There was a practice hall near the Rail and he and others would hit the bar after practice."We would be here two or three times a week," he said. "It was a neat hangout."The downstairs of the rail still has the shuffleboard that many people recall spending hours playing.During the '80s, the downstairs was lit with black lights and decorated with art depicting famous rock stars. The only one remaining is a depiction of Bret Michaels of Poison in the stairwell.&nbsp;Those were the days when smoking was still allowed in bars. And everyone smoked, Amy said. You could hardly see across the room because the smoke was so thick, she said.Brent said he has even been reminiscing with his mom recently about her time at the bar."It is the last night," Amy said.  </figure> Eric Schutte, the Rail's latest owner, has been trying to sell the bar since at least 2019. He has owned the Rail for about 17 years. Schutte said selling the Brass Rail was bittersweet.Even in 2019 when he put the bar on the market, he said the bar was not making money.According to Ellis County Historical Society records, AJ Schueler began construction on the bar in March 1950. The bar was later owned by Robert Gottschalk and then his son, Kenny Gottschalk.Schutte announced the last night for the Rail in an Oct. 17 Facebook post, and 675 comments were made on that Post.Many people also recounted on Facebook meeting their husbands or wives at the bar or experiencing significant life events there, including hearing the news that John Lennon was shot and killed.Schutte said he sold the bar with contents to the new owners, but he did not know what they planned to do with the building.Schutte said he will continue to operate the Sip 'N' Spin in Hays.

Communication is a key component of trying to regain and establish trust. This means communication between the entire school community, including the opinions of the minority. All views need to be heard and discussed. Board meetings should establish a culture to be inclusive and transparent.

The passing of the bond is an exciting opportunity for Hays and our district. Nearly half of our community did not vote for it. It may not mean they don’t support the idea. They may just need to be more informed, have questions answered, and have opportunities to provide input on how their investment is being spent.

Our job is not finished. It is the responsibility of the Board to work just as hard now after the election of the bond as we did trying to gain support to pass the bond. Communication with the school community about the progress of the projects is a vital part of gaining support and understanding.

Frequent, open, and honest dialog is necessary for all boards, especially public-school boards. Building a consensus is key to being an effective board.

“Why are we doing this? How much will it cost? How will it help student achievement? Is it best for kids?” If these questions are answered routinely throughout the meetings, our community would be more informed and the board would be ready to make solid decisions. Discussion, compromise, listening, and exploring all options are ways to build consensus. Sometimes sacrifice is mutual; not one-sided. By bridging the gap, all parties can feel heard, understood, and come to an effective solution to the issue. With this open discussion, the community deserves to see and hear the board work. These discussions should not take place behind closed doors.

I look forward to working with all board members elected by our district community to accomplish what’s best for our kids if elected in November.

I believe all current USD 489 administrators are Kansas certified and are expected to perform their required duties according to board policy and Kansas state statute.

Our administrative team has a broad range of experience in their current positions and the school board needs to provide the tools, guidance, and expectations for them to be successful.

The board has many important roles, but the day-to-day management is not one of them. Board policy is what shapes the district and is one avenue the staff relies on to know the expectations of the board. The board writes policy and ensures that it follows state statute and informs the entire school community of changes and revisions. The board needs to be diligent to make sure policy is clear and sets proper expectations for all of us to follow.

The school board has an awesome responsibility in the following months and years to ensure the bond process is executed correctly, timely, and fiscally responsibly. We need to be willing to invest the time and energy for meetings, conversations, visits to schools, and professional workshops. We need to do whatever it takes to accomplish these bond projects. Our decisions today have implications decades from now. I am the only board member that has 100 percent attendance at board meetings over four years. I am serious about this position and am willing to use my experience from previous 489 building projects and work with the board, administration and community in this process.

I have not received any money outside of the school district. The few donations I have received have come from family, friends, and community members that care about kids and education in Hays. Any additional expenses have been paid through personal funds.

THOMAS COUNTY —One person was injured in an accident just after 10p.m. Tuesday in Thomas County.

The Kansas Highway Patrol reported a 2004 Jeep Grand Cherokee driven by 15-year-old Cheyenne M. Morris of Brewster was eastbound on U.S. 24 just south of County Road R and County Road 11.

An oncoming vehicle flashed their bright lights, blinding the driver.&nbsp; This caused Morris to veer the Jeep right. She then overcorrected to the left and then overcorrected to the right causing Jeep roll 3 times into a gravel lot.

EMS transported Morris to Citizen's Medical Center. She was properly restrained, according to the KHP.

Why have you decided to run for a position on the Hays City Commission? My interest in this role comes from my desire to make a positive change within our community. I feel it is my duty to serve the public and “Do Good.” This is a motto I try to apply in all aspects of my life. I’m driven to run for this seat to expand on our current progress with economic growth. I will be focused on fostering our development of youth and engaging them with the growing needs of retirees in our community. A prosperous community includes all ages, young to old. I have had the pleasure of serving on the City Commission for the past ten months as an appointed official. The current commission has worked diligently to develop a well thought-out, money conscience budget. The commission is supporting staff, as we work to progress with the water efforts in finding a sustainable water source for our area. The commission works along side city staff to maintain our infrastructure and provide quality of life. Past commissions have helped to set the foundation for the work the current commission is able to accomplish. I plan to do the same for forth coming commissioners and the city of Hays. 2. What are the top three issues you believe the city will face in the next four years?&nbsp;One&nbsp;of the top issues for our area is securing a sustainable water source. We are all aware how valuable water is to our area and we do a tremendous job in our conservation efforts. The city is currently making great efforts towards a solution. With the forward thinking of past commissioners in purchasing the land and water rights of property in Edwards County, known as R9, the framework has been set for the motions taking place today. I do believe with continued focus our efforts will be successful in building a pipeline and transporting water to our area to give us a sustainable water source for years to come. Another priority is increasing our economic growth. This encompasses multiple areas, such as, reducing the housing shortage, offering a variety of housing options, incentivizing developers and builders to bring in more opportunities to our area. Our sales tax collections are among the highest on record, we have millions of dollars being spent in construction and we have an extremely low unemployment rate. These are all items to celebrate, however, we currently have an issue in our workforce. We need to retain more young adults in our area, finding a way to entice the youth while encouraging all ages to make Hays their home. Without an immediate solution to this issue it needs to be kept at the forefront. The last priority is working to meet the needs of our aging population. Data shows that the fastest growing population in our area is those age 65 and older. We need to create homes that suite the needs of our retirees to retain them as citizens in our great community. The construction of a new community center that is more city centered with easier access would fulfill one of the other voids in our current offerings. Making Hays an area the aging population is able to remain viable and enticing their families to join them in relocating. 3. Is there something you would like to see change about any Hays city ordinance or program? I would like to see the City of Hays continue to explore incentives to assist builders and developers to grow our community and fulfill the needs of our citizens. We have a known housing shortage. With current growth patterns Hays is expected to need more than 800 units of housing by 2030. I would like us as a city to be able to communicate to developers why they want to be in Hays. If our area can have a 1% growth each year we will be in need of an increase of approximately 80 housing units per year. We will need to incentivize developers to assist in making it feasible to build diversified housing. These incentives could in turn work to attract more commercial properties, benefiting our community with options to create additional sales tax and employers. 4. In light of increasing valuations, should the city of Hays reduce its mill levy? Why or why not? Even with a stagnate mill levy home owners, renters and businesses feel the effects. Property valuations have doubled over the last two years increasing by 22%, giving our property taxes a 33% increase with the passage of the school bond. The mill levy helps to fund the library, library employee benefits, the airport, public safety equipment, employee benefit contributions, and bond and interest. This composes approximately 23% of the total budget. When looking at reducing the mill levy we have to look at what to cut in the budget; decreasing the mill levy would be decreasing funding to one or more of these areas. It is challenging to find which area or areas are disposable. They each are meaningful to different groups of citizens. The library and the library employee benefits are based on the Standards for Kansas Public Libraries set forth and mandated by state statute. Those that travel with their employment would feel the airport is mandatory. Having no airport would mean no air travel to and from Hays, which could in turn force some businesses or employees to relocate. This would in turn defeat our desire to grow. If public safety equipment is not replaced or maintained effectively it could result in delay or improper needs to respond to emergency calls. As we can see reductions create a trickle effect making the decision to reduce funding challenging. The city commission has been able to maintain a constant mill levy, without increase, for the past 13 years with a balanced budget and money placed into reserves for future use. This allows us as a city to pay cash for special projects verses taking out bonds and creates a savings for the future. 5. What experience/background do you have that would make you a good city commissioner? In our thirteen years of residing in Hays, I have engulfed myself in multiple areas of the community. I have chosen and continue to choose to be very involved with community organizations, community activities and youth education. The dedication and time placed into each of these endeavors fosters, not only my personal growth, but more importantly allows our community to become greater. If elected I will continue to devote my time and energy to the city of Hays and its citizens, as a valuable resource. 6. What would you do, if elected, to attract or retain businesses to the community? Keeping our community financially strong will allow us to continue to attract and retain businesses in our area. There is a fine balance between saving for the future and taking necessary risk. Our local sales tax continues to benefit our budgetary needs. The city is working with local developers to decrease the housing shortage with recent new home builds and revitalization efforts converting older buildings to apartments. We are increasing our efforts with education by approving a bond to build more suitable structures for our children. As a community we are provided a quality of life with the multiple offerings from numerous entities, some of which are aided with city funding, and our well maintained parks department. Our sewer maintenance and upkeep of our aging infrastructure is an another attractable resource provided by city funding. These are all efforts helping to retain current businesses. Exploring future programs to assist retiring business owners in the sell of their endeavors to incoming entrepreneurs could be beneficial to have assistance in finding a purchaser. This could attract workforce growth. Each of these areas stated above show we are a community that invests in ourselves, we want to support local and we want to grow.&nbsp;
