As our day to day schedule continues to be affected by the COVID pandemic, my hope is that you are staying well and finding ways to calm your mind and body each day. It is easy to get overloaded with news stories that we have no control over. Taking time each day for what I call “self-care” is more important than ever. Carving out time for whatever brings you peace of mind may look different for you than it does for me. Those of you who know me, can guess that part of my self-care includes a bike ride, &nbsp; every chance I get.

A “Mindful Meditation and Do-In” (pronounced Doe-een) class is set to begin February 2nd at the Great Bend Activity Center. The class meets on Tuesdays and Thursdays from 10 – 11 AM through February 18th.&nbsp; A $10 fee paid at the Cottonwood Extension Office in Great Bend will hold your spot.&nbsp; Due to COVID restrictions, class size is limited to ten participants. If you are reading this and have an interest in learning more about meditation and do-in exercises but are not quite comfortable with a face to face class there is an alternative.  🏀WATCH: Hays High v Garden City

The Ellis County Health Department on Friday reported the average number of new coronavirus cases per day in the last seven days remained flat at nine.

The department also reported two additional coronavirus-related deaths, bringing the total to 46.

There were 13 new cases of COVID-19 identified in Ellis County since Wednesday. There are currently 108 active cases, including five active hospitalizations of Ellis County residents, and 3,206 recovered cases.

As of Friday, there were 19 COVID-19 inpatients at HaysMed, down from 22 on Thursday, with 17 of those cases active and two in the recovery phase.

The seven-day average of percent of positive tests fell from 11.6 percent on Wednesday to 10 percent on Friday.

Since reporting began, there have been 3,360 cases of COVID-19 identified in Ellis County, including 46 coronavirus-related deaths.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so the figures might not necessarily correspond.

HPD arrest log, Jan. 11 to 13

Last year was unprecedented for the city of Hays because of the coronavirus pandemic and throughout it all, Shaun Musil served as mayor.&nbsp;

"We disagreed.&nbsp;We worked it out. And that's what I think true government should be," Musil said after thanking the other city commissioners for working together as a team in 2020.&nbsp;

"We don't always have to agree, but at the end of the day, we do it for our community," Musil added.

The city commission was reorganized Thursday night, with Vice-Mayor Sandy Jacobs appointed as mayor by the commission to serve in 2021. Mason Ruder was appointed vice-mayor.

Musil admitted he was "scared to death" in making some of the calls he did regarding the city's response to the outbreak but said "the people came out of the woodwork thanking us, not just me, for what we did. You made it all worth it," Musil told the other commissioners.&nbsp;

Residents for and against COVID restrictions appeared before the commission at several meetings.&nbsp;

Commissioners voted 4-1 last summer to implement a <a href="https://hayspost.com/posts/78a708f5-4f1e-401f-9bd3-85c618edb4de">face covering ordinance</a> in effect from July 27 to August 30, 2020.&nbsp;

Following a <a href="https://hayspost.com/posts/71b2e036-1db2-45b6-86a9-c9d86520f000">contentious meeting</a> with protestors gathered outside city hall on August 27, a 3-2 vote extended the ordinance through Oct. 5.&nbsp;

The following Saturday morning, Mayor Musil woke up to find his family's three <a href="https://hayspost.com/posts/9b6b545b-0f8f-43fd-936e-fcd6d851e41a">vehicles vandalized</a>.&nbsp;&nbsp;

At a special meeting on Oct. 2, the commission voted 3-1 to again&nbsp;<a href="https://hayspost.com/posts/b927d4eb-e1b4-4c57-bc57-56ad4e14516e">extend the face mask mandate</a> in Hays, but this time it was until certain metrics are met.&nbsp;

The ordinance now will be lifted if the seven-day average of new COVID-19 cases in Ellis County is at five or fewer for 14 consecutive days, as reported by Ellis County Health Services Director Jason Kennedy — or if Gov. Laura Kelly's statewide emergency declaration is lifted.&nbsp;

Neither situation has happened so far, even as <a href="https://eaglepost.netlify.app/dashboard/hays/posts/ab969163-2f2c-46c4-9982-65dea3a47e4d">rollout of the coronavirus vaccine </a>is underway in Ellis County and across Kansas.

Musil also thanked city staff and employees.

No essential city services have had to be cut back or shut down to date, although public access has been denied to most city buildings at times since last March.

Musil's wife Heather was in the commission chamber and he left his seat to give her a hug.

"There's many things that happened to my family this year that without Heather over there, I never would have made it," he said.

Shaun and Heather Musil are co-owners of the downtown Hays business Paisley Pear, which was affected by the governor's emergency declaration of business shutdowns in Kansas early in the pandemic.&nbsp;&nbsp;

The five members of the Musil family have experienced the coronavirus and quarantines.

The commission was able to conduct business as usual in 2020, despite the pandemic.

Newly-appointed Mayor Jacobs listed many of the city's accomplishments last year and thanked Musil for his leadership "from the heart."

Among the major projects the commission supported or approved in 2020 are the construction start of the North Vine Street traffic roundabouts, new playground shelters at the Bickle-Schmidt Sports Complex, the Arc Park splash pad, the development agreement, CID and TIF for a travel plaza on Interstate 70 on the west side of Hays, and an RHID for the Tallgrass Addition for workforce housing.

"None of us will know if what we did is right or wrong for 10 or 15 years or even longer," Musil said, "but I feel like we did the right thing."

* Approved a letter of support to the Federal Aviation Administration for a three-year Essential Air Contract with SkyWest/United Airlines to provide commercial passenger service at the airport.

* Heard an update on progress of the North Vine Street Improvement Corridor Project which is 40 percent complete as construction enters the winter months.

🎥 City commission reorganized; past mayor Musil thankful for support during pandemic 

CASA of the High Plains received a $1,000 donation from the Midwest Energy Community Fund Fall disbursement.

These funds were used to create a Board Game Library for CASA volunteers.

With Midwest Energy’s help, 81 board and card games were purchased to fill the cabinet.

Games range in age level, starting with as young as 2 years old.&nbsp; The Board Game Library is accessible to all CASA volunteers to check out games to take while visiting children.&nbsp;&nbsp;

CASA recruits, trains and supports volunteers to advocate for the best interest of children in need.

One way CASA supports volunteers is by providing activities and resources to aid in building a life-long, positive connections.

The Midwest Energy Community Fund was created in 2005, and provides funds to activities that focus on youth, arts, education, libraries, community events and similar projects.&nbsp; Five committees of Midwest Energy customers determine who receives the awards ranging from $50 to $1,000.

The Midwest Community Fund awards grants twice a year. Application deadlines are March 1 and Oct. 1. CASA uses Midwest Energy grant to create Board Game Library

RUSSELL — The next art exhibition at the Deines Cultural Center in Russell is&nbsp;Two Visions – One Prairie. Cally Krallman and Beverly Dodge-Radfeld, both of Topeka, have put together a collection of work which celebrates the color and majesty of the Kansas prairie.

Both Krallman and Dodge-Radfeld earned their Bachelor of Fine Arts from Washburn University and have been nationally recognized for their work.

“I love the simple shapes of the Flint Hills and the color of the open sky. My oil paintings have been the vehicle for me to express these feelings and have allowed me to capture the movement and colors of the soft sculptures that I enjoy," says Dodge-Radfeld.

The exhibition will open to the public on Friday, January 15 and run through February 20, 2021. The exhibition will also be featured on our website&nbsp;<a href="http://www.deinesculturalcenter.org/" target="_blank">www.deinesculturalcenter.org</a>.

The Deines Cultural Center in located in Russell at 820 N. Main St.

We are open Tuesday through Friday noon to 5 p.m. and Saturdays and Sundays 1 p.m. to 5 p.m. Masks and social distancing are required.

BUNKER HILL — Smoky Hills PBS will be broadcasting&nbsp;Thof’s Dragon&nbsp;on Thursday, Jan. 21, at 7 p.m.&nbsp; This film was produced by Brenda Tropf, Deb Goodrich and the Fort Wallace Museum in Wallace County.

Thof's Dragon is an exciting historical documentary about a young Army captain’s scientific discovery in Kansas in 1867.&nbsp; The young soldier was Theophilus Turner, also known as Thof.&nbsp;

With no paleontology experience, he found the first major fossil from Kansas.&nbsp; His discovery of the Elasmosaurus Platyurus is now on display in the Fort Wallace Museum in Wallace, Kansas.

The clearance aisles are full and the prices are great, but when is a good deal not a good deal? There are pros and cons to buying things on sale for a great price. I love saving money, but sometimes when I find a good deal, it is easy to overbuy. When you buy more, you are not necessarily saving money. You are just getting more things for the amount you would have spent anyway. By buying more than you need, you may eat more or use more than necessary.&nbsp;

Going to garage sales or the thrift store can save you a lot of money. Have you ever gone to the thrift store and come home with more than you were looking for? Could you have bought one thing you really wanted instead? Is it worth it to sacrifice what you really want for lots of inexpensive stuff? Most people don't realize how much they really spend getting good deals. Keep track of it and you may be surprised.

Another reason not to buy more than you need is the amount of time it takes to care for the things you have. How much is your time really worth? The amount of clothing you have is a good example. How many clothes do you really need? By going through our clothes and cutting back, we may spend less time doing laundry. By having fewer clothes, you not only save money, but you also save time.

The main advantage of getting things on sale is that you can afford luxuries that you couldn't afford at regular price. This might be true with beautiful Christmas decorations that you absolutely love. If you can wait, we all know that Christmas decorations will eventually go on sale. Or maybe you have found a beautiful coat that you would never buy for the full price but if you are patient, it may still be there at the end of the season.&nbsp;

As you go bargain hunting, ask yourself the following questions before making a purchase:

2. Do I really need it or will I really use it?

3. How many do I really need or how many will I really use?

4. What could I do with that money if I didn't buy it?

5. Do I want to have this clutter up my home and be responsible for it?

Is there something you already own that will work instead of adding more to the stash? More stuff means more clutter, more to clean and more to be responsible for. By being wise about purchases, your money can be used to invest in your future or live more comfortable on your income.

Hays High School JAG-K students support the Red Cross lifesaving mission

Recently, the American Red Cross and the Hays High School JAG-K (Jobs for America’s Graduates – Kansas)&nbsp;Program hosted the Ellis County Battle of the Badges blood drive.

This year the drive ran Dec. 30 through Jan. 3. Results were exceptional with 146 blood donations collected at the drive.

During the annual Battle of the Badges blood drive,&nbsp;Ellis County first responders&nbsp;compete to see who can recruit the most blood donors. This year’s participants are listed below:

• Hays Fire Department • Ellis County Rural Fire Department • Ellis County Emergency Medical Services • City of Hays Police Department • Ellis County Sheriff Department • Fort Hays State University Police Department

Everyone who came to give could cast a vote to determine who won this year’s bragging rights. While the count was very close, during a virtual presentation Jan. 11 at Hays High School, law enforcement agencies were presented with a trophy for collecting 50 donations.&nbsp;

“Year after year our community’s first responders continue their commitment to ensuring a stable blood supply and helping with blood collection during the winter months,” said Sherry Dryden, Red Cross executive director&nbsp;serving Central&nbsp;and Western Kansas. “Even in the middle of the pandemic, the annual Battle of the Badges blood drive continued. This blood drive was an important way for Ellis County residents to support these local heroes and help save a life by giving blood. And, with the help of our JAG-K students, the community overwhelmingly responded.”

JAG-K is a multi-year, in-school program for students in grades seven through 12 that offers tools to successfully transition students into post-secondary school, the military, or directly into the workforce with marketable skills. Participants in the program face multiple barriers to success that their JAG career specialist helps them overcome through a nationally accredited, evidence-based model.

Important COVID-19 information for donors

The Red Cross&nbsp;is&nbsp;testing blood, platelet and plasma donations for COVID-19 antibodies. The test may indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether an individual developed COVID-19 symptoms.&nbsp;Red Cross antibody tests will be helpful to identify individuals who have COVID-19 antibodies and may now help current coronavirus patients in need of convalescent plasma transfusions. Convalescent plasma is a type of blood donation collected from COVID-19 survivors that have antibodies that may help patients who are actively fighting the virus.

COVID-19 antibody test results will be available within one to two weeks in the Red Cross Blood Donor App or donor portal at <a href="http://RedCrossBlood.org">RedCrossBlood.org</a>. A positive antibody test result does not confirm infection or immunity. The Red Cross is not testing donors to diagnose illness, referred to as a diagnostic test. To protect the health and safety of Red Cross staff and donors, it is important that individuals who do not feel well or believe they may be ill with COVID-19 postpone donation.

Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and&nbsp;<a href="https://www.redcrossblood.org/donate-blood/dlp/coronavirus--covid-19--and-blood-donation.html" target="_blank">additional precautions&nbsp;</a>– including temperature checks, social distancing and face coverings for donors and staff – have been implemented to help protect the health of all those in attendance. Donors are&nbsp;asked to schedule an appointment prior to arriving at the drive and are required to wear a&nbsp;face covering or mask while at the drive, in alignment with&nbsp;Centers for Disease Control and Prevention&nbsp;public guidance.

All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 17 years of age&nbsp;in most states&nbsp;(16 with parental consent&nbsp;where allowed by state law), weigh at least 110 pounds and are in generally good health may be eligible to&nbsp;<a href="https://www.redcrossblood.org/give.html/find-drive" target="_blank">donate blood</a>. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

Blood and platelet donors can save time at their next donation by using RapidPass®&nbsp;to complete their pre-donation reading and health history questionnaire online, on the day of their donation, before arriving at the blood drive. Convalescent plasma is a type of blood donation collected from COVID-19 survivors that have antibodies that may help patients who are actively fighting the virus.COVID-19 antibody test results will be available within one to two weeks in the Red Cross Blood Donor App or donor portal at <a href="http://RedCrossBlood.org">RedCrossBlood.org</a>. A positive antibody test result does not confirm infection or immunity. The Red Cross is not testing donors to diagnose illness, referred to as a diagnostic test. To protect the health and safety of Red Cross staff and donors, it is important that individuals who do not feel well or believe they may be ill with COVID-19 postpone donation.Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and&nbsp;<a href="https://www.redcrossblood.org/donate-blood/dlp/coronavirus--covid-19--and-blood-donation.html" target="_blank">additional precautions&nbsp;</a>– including temperature checks, social distancing and face coverings for donors and staff – have been implemented to help protect the health of all those in attendance. Donors are&nbsp;asked to schedule an appointment prior to arriving at the drive and are required to wear a&nbsp;face covering or mask while at the drive, in alignment with&nbsp;Centers for Disease Control and Prevention&nbsp;public guidance.<h2>How to donate blood</h2>All blood types are needed to ensure a reliable supply for patients. COVID-19 vaccine currently not available to general public at HaysMed

After more than 40 years in law enforcement, Ellis County
Sheriff Ed Harbin officially called it a career Monday.

Harbin, who was born and raised in Hays was first elected to
the position of Ellis County Sheriff in 1996 and chose not to seek re-election
in the fall. Undersheriff Scott Braun ran for the position unopposed and was
elected in November. He was sworn in during a ceremony at the Ellis County
Courthouse on Monday.

While at Fort Hays State University, Harbin was a marketing major and initially
had no interest in working in law enforcement. He was working at Stereo West
and said he was approached by a friend to join him as a member of the sheriff’s
reserves. 

After initially not wanting to join the reserves, Harbin, who
went on to earn his marketing degree from FHSU, filled out an application and, at
the end of 1976, began serving as a reserve.

The reserves assisted and rode along with officers on the
road. Harbin said after a period of time they were allowed to drive the patrol
cars, under the supervision of a trained officer. He said it was a good
learning experience.

“You learned a lot,” Harbin said. “It kind of gets into your
blood.

“Law enforcement is more than just arresting people, it’s a
service organization,” he said. “I can think of several weekends dealing
with people that things weren’t going good in their life and they came over
to my house and we sat down at the kitchen table and talked or sat down on
the porch or went over to their house and talked. It’s just more than arresting
people.”

While still serving on the sheriff’s reserves, Harbin also
got a part-time job filling in for the marshal in Victoria.

In August 1980, when the economic downturn forced Stereo
West to close, Harbin went to work full time in the county jail.

After three years, Harbin went to the Law Enforcement
Academy and obtained his certification and began working as the jail supervisor
and on the road. 

“Things were a lot different at that time,” Harbin said.
“There were times I’d be working the jail, I’d get called to leave to go out to
work an accident.”

Harbin began working on the road full time in 1993. He moved to sergeant before serving as undersheriff for two years starting in 1994. He was elected sheriff in 1996.

Harbin said when he first began working the jail, there was one inmate from out of county in the jail. The population has grown to
sometimes as many as 80 before the pandemic forced several changes.

“One of the biggest things we had back then was people who
wrote bad checks,” Harbin said. 

He said the jail had the occasional driving under the influence
arrests but the county began to see an increase in crime over time with the changes
in society and the intersection of two major highways.

Harbin said as he looks back, things were a lot more calm in
the beginning. He said it was, “almost like an Andy Griffith type thing.”

“You still had fights and you could go break them up,”
Harbin said. "Tell those involved, 'You need to go home.'”

Equipment also changed dramatically in Harbin’s 40-plus
years in the job.

“Back then it was a luxury, today it’s a necessity,” Harbin
said. 

Harbin said when they got the first in-car camera, they only
got one because of the price. He said it was a very large unit that was stored in
the truck and was air conditioned and heated.

The Ellis County Law Enforcement Center has also seen a
great deal of change in Harbin’s 40-plus years. 

He helped oversee the most recent jail expansion and remodel project. He said he still wishes the jail was bigger. The county is still
housing some inmates out-of-county. He also expects a need for more expansion
in the future.

Because of the pandemic, the majority of the inmates in the
Ellis County jail currently are facing person-felonies. No inmates facing
misdemeanor charges are currently being detained by Ellis County.

The jail also now has a food service contract with a company
and a medical service.

The Ellis County Sheriff’s department now has a K-9 unit, a
drug detective and they’ve also had a high-tech, computer crime investigator.

In the 1980s, DUI convictions came with mandatory jail time.
With that came the videotaping of the sobriety tests and lawyers would view
those interactions.

Harbin said domestic violence
laws have changed, and added, “they needed to.”

“I remember I had a quite lively discussion with an individual
one day that had been arrested (for domestic battery) that he thought his wife
was his possession,” Harbin said. “Naturally, we disagreed.”

The acceptance of drugs has been a change in society that
Harbin has seen over the years.

“Years ago, the drug dealer was the guy nobody liked,”
Harbin said. “For whatever reason, they changed. Maybe this is like Prohibition. I don’t know.”

He said they saw the influx of marijuana and cocaine over
time — and the use of needles.

“That’s the stuff you see in big cities,” Harbin said. “Then
they went from using needles to carrying guns.”

Harbin said while they do have unpleasant encounters with
people, not all of them are bad.

He said he was approached by a local drug user while pumping gas
who thanked him for arresting him.

Harbin said the man told him law enforcement “saved his life” by
arresting him. He told Harbin he was on a downward spiral, but that arrest helped turn his life around.

Harbin said he believes people's attitudes all revolve around
how you treat them.

He said a county attorney once told him inmates were able to
escape from the jail but didn’t do it while Harbin was on duty because of the
way he treated them.

While events over the last year have put a strain on the
relationship between the public and law enforcement, both Harbin and Braun say
they just don’t see the animosity toward law enforcement here. 

“Within the last year, I’ve had more coffee bought anonymously
for me,” Braun said. “The amount of food that is brought to the law enforcement
in Ellis County is overwhelming for people just showing their appreciation.”

Braun said he believes the people of Ellis County aren’t
buying into the “chaos” and “don’t want it in their community.”

&nbsp;Harbin said the only
time they encounter disrespect is from people outside of Ellis County.

&nbsp;Braun added communication is the key.

“If you spend 10 to 15 minutes talking to somebody, they’ll
get in the car and almost drive you to the jail themselves,” Harbin said with a
laugh.

Harbin’s courteous nature was instilled in him from an early
age. He said they are always learning what works, but also it’s about being “genuine.”

has always, “been that person.”“I think he was naturally a caring person. Although he’s
received some training, he cares about the people. He’s fair to people, he
treats them just and how he wants to be, and that’s who he is,” Braun said.Braun said Harbin’s caring attitude can be seen all across
the department and that, “he led by example.”Harbin said he had an open-door policy that “let your
employees have a little ownership.”“Employees are your greatest asset,” Harbin said. “Luckily, we’ve had low turnover.”Harbin said he remembers different
encounters he has had with individuals throughout the county.“You drive by certain places and you remember a fatality accident
that was there or you go by a house you remember going by there to make a
notification,” Harbin said.&nbsp;He tells the story of
a squirrel that was given to him by a man he helped who had an appreciation for
squirrels.&nbsp;Harbin said he had
his, “five minutes of fame,” when he appeared on an episode of "America's Most
Wanted" after the department helped catch a man wanted
by law enforcement.Being from Ellis County also allowed him to build a rapport
with residents.Harbin said he won’t miss the uncertainty of the job,
especially in the current climate.“In any profession, there are probably people that shouldn’t be
in those professions, and we’ve probably seen a few people that shouldn’t have
been in law enforcement,” Harbin said. “But I don’t think that the entire law enforcement
community should be penalized because of one or a few do.“I don’t think it’s fair to put these people at risk of losing everything they have because they did their job and somebody doesn’t
like it,” he said. Harbin said he will miss the people and worry about them.As Harbin transitions into retirement, he said he’s not sure
what all he will do but he has several ideas, all of which he will do as an
engaged man after he got engaged last year.He also plans to finish restoring his 1971 Camaro, set back
up his wood shop and take a motorcycle trip on the backroads of Kansas.Harbin has offered to assist Braun, who took over as sheriff on Monday,
if he needs help transitioning into the new position.Braun said he is grateful for the opportunity to serve as
the undersheriff.“What I’ve learned from Ed is to be humble, to be a good
listener, to not jump to decisions (and) respect our employees and always give
them a voice,” Braun said. “I think with that you can accomplish anything.”&nbsp;Harbin said he
believes that the office is in good hands.“He kind of grew up in the department,” he said. “I have
great admiration for Scott. I know he’ll do a good job."Harbin is one of four people within the department who has
retired in the last couple of weeks.Harbin said he leaves office with one thing he wished they
could have accomplished — solving the disappearance of Mary Lang.Lang was working as a secretary for a local attorney when
she disappeared from downtown Hays on Oct. 21, 1983.Lang’s vehicle was found in the 200 block of East 12th Street. Several of her items were found days later under a bridge several
miles northwest of Hays.Harbin said they have been working the case, and they are following
up on leads. He said he hopes they can, “find her and bring her
home.”Harbin said he wanted to thank all of the residents of Ellis
County for allowing him to serve and added, “There were good days (and) there
were bad days (and) there were days you wished you could have done something totally
different.”
