Governor Kelly recently rolled out her proposed budget for the 2025 fiscal year. Her priorities include an array of strategic initiatives including cuts to property and sales taxes, expansion of Medicaid, and increased investments in education and Kansas water systems.

Kelly’s budget also includes a plan to provide pay raises to state workers, implementing a 5% pay raise and increasing the minimum wage to $15 per hour for state employees.

In announcing her balanced budget, Kelly emphasized that she is a fiscal conservative. However, she believes that raising state worker wages is critical if the public sector wants to compete for talent with private sector counterparts.

While Kelly wants to increase the minimum wage for state workers, there is no plan to raise it for all Kansas workers. Kansas will continue to follow the federal minimum wage standard of $7.25 per hour. This rate hasn’t changed in Kansas since 2010.

Kansas is not exactly an outlier as more than a dozen states do not exceed the federal standard. However, this is changing over time. As of January 1, more than half of the U.S. states have adopted a minimum wage higher than the federal minimum wage, including every state which borders Kansas except Oklahoma. This may put pressure on employers to raise wages in border cities, such as those in the Kansas City metro area.

Raising the minimum wage is not an easy political task. It has inspired extensive debates across the states.

Supporters, including the Fight for 15 movement that started in 2012, emphasize that raising the minimum wage is an important step in addressing income inequality. They note that wages have not kept up with the cost of living, nor have they kept up with worker productivity. They argue that a meaningful raise can improve the financial well-being of low-wage workers. Further, as wages improve, fewer people would rely on social welfare programs, saving taxpayer dollars.

Wage increases could also stimulate economic growth. Workers with higher incomes tend to spend more, contributing to local and state economies. Finally, advocates suggest that higher wages can enhance productivity and job satisfaction among employees. This benefits employers by reducing turnover and increasing employee loyalty.

On the other hand, critics express concerns about potential drawbacks. Small businesses may face challenges adjusting to the higher labor costs. Critics worry that if these businesses struggle to cover the additional costs, they may cut jobs or even close.

Additionally, opponents argue that a significant minimum wage hike could trigger inflation, affecting overall economic stability. This could occur if employers pass along the costs associated with these raises to consumers in the form of increased prices for goods and services. This could counteract some of the intended positive effects on workers’ real income.

Finding a balanced approach that addresses the needs of workers and the potential impact on businesses and broader economy is essential when considering such a policy shift. Kansas is sure to feel pressure to raise wages for all in the future.

Washburn University is pleased to announce its President's List honorees for the fall 2023 semester. To qualify for the President's List, a student must complete at least 12 hours of graded credits and earn a semester grade point average of 4.0.&nbsp;Almost 700 students qualified for the President's List.

Avery Winter from Hays is a Fall 2023 Washburn University President's List honoree.

🏀🎥 Indians host Great Bend in a rivalry matchup

ELLIS COUNTY —&nbsp;A KHP K9 injured in an accident on Interstate 70 in Ellis County on Jan. 12 is now recovering at home, according to a social media update from Trooper Tod Heilman.&nbsp; Igor is expected to be back at work in a few weeks.

Trooper Budke also thanked Hillside Veterinary Clinic in Hays and the Veterinary Health Center at Kansas State University for the excellent care they provided to Igor.

On Jan. 12, KHP troopers briefly shut down Interstate 70 westbound between Walker and Hays to allow tow trucks to remove a semi, involved in an earlier accident, from the median at the Walker bridge.

During the shutdown, a westbound semi struck Trooper Budke's vehicle with his K9 partner Igor in the kennel.&nbsp; 

The trooper was outside the vehicle directing traffic and not injured.&nbsp; The K9 was rushed to a local veterinarian in Hays for treatment and later spent time in intensive care. Igor has been with the KHP for less than a year.

KHP K-9 injured in I-70 crash recovering at home

The Wilson Czech Opera House has made strides in restoring the property after a fire that burned most of the building.&nbsp;

Constructed in 1901, the opera house,&nbsp;415 27th St. in Wilson, was initially called Turner Hall, made from quarried stone from five miles outside of Wilson.

Equipped with a dining hall, kitchen, gymnasium, stage floor and balcony, the opera house hosted a variety of events, including dances, gymnastics, weddings and pageants.

In November 2009, a fire from a neighboring building spread to the opera house, reducing the venue to ruins despite attempts to extinguish the flames.

President of the Wilson Czech Opera House, Allison Ford, is a former Czech dancer at the Opera House as well as having started a children's theater company within the opera house.

"I was devastated, the community was devastated because everyone had a connection with the opera house," she said.

Ford became president of the opera house in 2010 and has been working to get the opera house walls restored.&nbsp;

The Wilson Board of Directors, some of whom are descendants of the opera house's builders, initiated the restoration process despite interest in discarding the remains.

"To [the descendants on the board of directors], it was extremely important that we save the walls," she said. "There were a lot of opinions on what to do with some in the community wanting to tear it down."

Fully rebuilding the opera house proved to be an unachievable task, as Ford said the expenses could exceed well over $10 million.

To preserve the remnants of the opera house, the choice was made to transform the property into a distinctive location.

"It would be a unique venue for Wilson to have an open-air theater, we would still get to see the beauty of these stone walls," Ford said.

The outdoor theater will include a stage, newly constructed sidewalks and kiosks that will highlight the history of the opera house.

Community events, such as musical and theater performances, are anticipated to be hosted once fully redesigned.

Ford is working with the Wilson Chamber of Commerce and the American Legion, located to the west of the former opera house.&nbsp;

"We're working together so when you drive into town, not only do you see this amazing hand-painted egg but the open-air theater too," she said.

The World's Largest Hand-painted Czech Egg, standing at 20 feet high and 15 feet wide, is to the east of the former Opera House.

Ford said their mission is to create a space where both the local community and tourists can appreciate history and enjoy entertainment.

"We're hoping to have a pleasing place for tourists to come and see the egg," Ford said. "We want to create a park to show the history of Wilson and to enjoy the theater."

The opera house has received substantial support from organizations, including the Kansas Department of Commerce, Dane G Hansen Foundation and Smoky Hills Community Foundation, through grants and tax credits.

"In addition, local donations and purchases of engraved bricks for our fundraiser, which will be placed where you first walk into the opera house, have also helped," Ford said.

The opera house has secured complete funding for the restoration of the limestone walls. The next step involves adding the final elements to transform it into an open-air theater.

"The next phase is to put in a stage, get electricity, establish a sidewalk and get the bricks laid," Ford said. "Once we have a steel bracing up, we can take down the fence so that people can finally come in and use the facility."

The restoration of the 30-foot walls is anticipated to be completed in May for a public opening.

The required funding for the last components of the open-air theater is estimated to be $230,000. The group needs to secure the funds by 2025.

Ford said the aesthetic of Wilson will greatly improve once the fence, installed shortly after the 2009 fire, has been removed.&nbsp;

"The fence has been an eyesore for the community, so we're very excited for it to come down and create an inviting environment," she said.

 </figure>President of the Wilson Czech Opera House, Allison Ford, is a former Czech dancer at the Opera House as well as having started a children's theater company within the opera house."I was devastated, the community was devastated because everyone had a connection with the opera house," she said.Ford became president of the opera house in 2010 and has been working to get the opera house walls restored.&nbsp;The Wilson Board of Directors, some of whom are descendants of the opera house's builders, initiated the restoration process despite interest in discarding the remains."To [the descendants on the board of directors], it was extremely important that we save the walls," she said. "There were a lot of opinions on what to do with some in the community wanting to tear it down."Fully rebuilding the opera house proved to be an unachievable task, as Ford said the expenses could exceed well over $10 million.To preserve the remnants of the opera house, the choice was made to transform the property into a distinctive location. "It would be a unique venue for Wilson to have an open-air theater, we would still get to see the beauty of these stone walls," Ford said.<figure>

 </figure>The outdoor theater will include a stage, newly constructed sidewalks and kiosks that will highlight the history of the opera house.Community events, such as musical and theater performances, are anticipated to be hosted once fully redesigned.Ford is working with the Wilson Chamber of Commerce and the American Legion, located to the west of the former opera house.&nbsp;"We're working together so when you drive into town, not only do you see this amazing hand-painted egg but the open-air theater too," she said.<figure>

 </figure>The restoration of the 30-foot walls is anticipated to be completed in May for a public opening.The required funding for the last components of the open-air theater is estimated to be $230,000. 🎙Three spots remain for Leadership Hays 2024

A collaboration between eight of Kansas’ small-town breweries will recognize Kansas Day with a fundraiser to benefit the Kansas Sampler Foundation.

Eight Kansas breweries are working on special beers to be released in honor of Kansas Day, the commemoration of Kansas becoming the 34th state on Jan. 29, 1861. The beers and special activities at each brewery will highlight Kansas products, Kansas trivia, and more to celebrate the state’s birthday.

Most of the events will take place at the participating breweries between Jan. 25 and Jan. 29. The participating breweries are:

“For more than 160 years, Kansas’ statehood has been celebrated in a variety of ways, from square dancing, and butter churning at grade schools across the state to eating distinctly Kansas foods like chili and cinnamon rolls,” said Sarah Green, co-director of the Kansas Sampler Foundation. “Getting out to explore something you enjoy is a year-round activity, but it’s something special when it happens around Kansas Day.”

In addition to the beers to be released, each brewery will be supporting the work of the Kansas Sampler Foundation, an organization that has preserved and sustained rural culture for 30 years. The breweries will donate proceeds from beer sales to support their work of educating Kansans about Kansas and networking with and supporting rural communities.&nbsp;

"Kansas is geographically the heart of America. When you are born and raised here, you appreciate the landscape, the culture, the creativity, and the generational work ethic. It is humbling meeting out-of-state travelers who praise the kindness and generosity of our citizens. The award applies to all Canon products sold at the local, family-owned business.

“The bulk of these sales are in the imageRUNNER ADVANCE line,” Vink said. “We also deal in a line of imageCLASS desktop printers and all-in-one copiers.”

Other areas of sales that contributed to this award are the imagePROGRAF wide-format poster printers and the imagePRESS high-detail production multi-function printers.

“Throughout all of these lines, this award also highlights our investment in parts and supplies,” Vink noted. “This is how we are able to quickly service and maintain the copiers and printers for our customers.”

The Child Care Task Force of Ellis County discussed the need to increase wages for child care workers at its meeting on Tuesday.

To that end, members of the task force discussed the possibility of applying for Community Service Tax Credits through the Kansas Department of Commerce.

One of the stumbling blocks to that effort is the task force is not a 501(c)3. The task force is under the umbrella of the Chamber in Hays with Chamber president and CEO Sarah Wasinger serving as a facilitator.

However, the Chamber is not a 501(c)3 and cannot apply for the credits on behalf of the task force.

&nbsp;Wasinger said the task force becoming a nonprofit could be discussed further.

Brett Schmidt, task force member and owner of Learning Cross Child Care, said the application process for the tax credits is complicated and lengthy. He said he thought it would be too difficult to complete for any one child care provider.

"I think by the time the state comes up with the funds to adequately fund it, it will probably be below the bar already," Schmidt said of child care worker wages.

State tax credits reduce the total amount of taxes owed to the state. They are a way for a taxpayer to substantially reduce the cost of making a contribution to a charitable organization.

The tax credit is for contributions made by business firms or individuals subject to Kansas income tax, Kansas privilege tax or the premium tax or privilege fees imposed on insurance companies. The minimum amount that can be donated is $250. There is no maximum amount.

Catholic Charities in Hays and DSNWK are already participants in the program.

Donna Hudson-Hamiliton, director of Early Childhood Connections, said Hays High School is still trying to create a program where students could earn their child care provider accreditation while in high school.

She said school officials hope that will be available in 2025.

As of the end of 2023, Child Care Aware reported Ellis County still needed 427 child care spots to meet the county's needs. That is down significantly from more than 700 when the task force was founded in 2021.

The task force is sponsoring a Child Care Provider Professional Development session from 6 to 8 p.m. today at the Rose Garden Banquet Hall, 2350 E. Eighth.

Sabina Hoffman, developmental inclusion specialist, will explore how child care providers can advocate on behalf of the children they serve by advocating for children’s different needs, addressing developmental milestones, understanding the screening process and utilizing local resources to support the needs of children and families.

Providers will earn two credits toward their accreditation requirements.

The event is open to any area providers. Spots are still available. Dinner is included.

Ellis County Child Care Task Force discusses using tax credits to boost worker pay

A public hearing will be held during Thursday's Hays City Commission meeting to authorize an application to the Kansas Department of Health and Environment for a loan on the R9 water project.

John Braun, R9 project manager, told the commission last week the projects to construct the R9 wellfield and pipeline have been added to the KDHE 2024 Intended Use Plan, which allows the city to apply for low interest loans up to $135 million.

The estimated cost of the waterline project is $135 million.&nbsp;The city's loan application to the Kansas Public Water Supply Loan Fund would be for less than $95 million. 

"The city finance director estimates we will have about $58 million of cash available in the water sales tax reserve fund to pay cash before needing to borrow approximately $76 million," Braun said.&nbsp;

Any grants the city is awarded would reduce the amount necessary to finance.

"It's unlikely we will need to borrow that much money, but we wanted a high number in place in the case of unforeseen contingencies," Braun said. "The application doesn't obligate us to accept any funds from KDHE, leaving us flexibility if another financing vehicle is more desirable. It's kind of a safety net."

Commissioners are expected to approve the recommended bids totaling $1.09 million for the 2024 street maintenance program.&nbsp;

Major projects this year include&nbsp;reconstruction of East 28th Street from Fort to Oak and rehabilitation of the Main Street bridge in south Hays.

An agreement between the city, the Kansas Department of Transportation and the engineering firm&nbsp;Cook, Flatt &amp; Strobel will be considered for construction of a multi-use path in northeast Hays from 41st and Hall to Vine Street and over to the Sternberg Museum of Natural History.

The project is being funded from the KDOT Carbon Reduction Program for an amount not to exceed $1.5 million or 80 percent of the actual costs for engineering and construction. The city budgeted $500,000 in the 2024 Special Parks and Recreation Budget to cover the remaining 20 percent.&nbsp;
