The Hays USD 489 school board voted to offer free breakfast to all students at its meeting on Monday.

The free breakfasts will start on Monday, Oct. 16.

During the pandemic, breakfast and lunches were provided free to all students thanks to federal funding.

Jessica Younker, director of USD 489 nutrition services, said 700 to 800 students per day were eating school breakfast when the meals were free. That has dropped to 500 meals now that families have to pay again.

The highest utilization of breakfast now is at Hays High School. The district offers a second-chance breakfast after the first period. It serves an additional 100 students off of carts during that seven-minute passing period.

If the number of students eating breakfast goes back to COVID levels, the school district should have enough funds on hand to cover the cost of the free breakfasts, Younker said.

If it increases beyond COVID levels, the nutrition program will need to dip into its reserves, Younker said.

Superintendent Ron Wilson said providing breakfast will provide a quality learning experience for all students.

Providing free breakfast to all students should eliminate the stigma of eating breakfast at school, Younker said.

"It's much easier to teach a kid who is focused on learning and not focused on their tummy growling," Younker said.&nbsp;

She said her department is working to change the breakfast menus to make them more appealing to kids.

"We are adding some new stuff and listening to kids about what they want and what they don't want," she said. 

"This eliminates the money factor. If kids don’t eat at home, they can eat at school and not worry about that."

Board members applauded Younker for bringing the plan to the school board. The program was unanimously approved.

"I applaud this focus on kids," Craig Pallister, board member, said. "If a kindergartener or first grader or second grader or junior is sitting in a classroom, it's not their fault they're hungry.

"We can look at the money situation next year and see if we can extend that."

Ken Brooks said, "This is incredible work for kids."

Lincoln Elementary School received a state grant this school year to provide free breakfasts and lunches to all students due to socioeconomic factors of its students.&nbsp;

Kerri Lacy, Lincoln principal, said school meal utilization has increased by 30 to 35 percent since the free meals were offered.

The school board also reviewed two enrollment policies.

Kyzer Fox, HHS senior, spoke during the public comment session of the meeting.

"Obviously, I won't personally go to school in the new high school," he said ..."But I'm very happy that my siblings will be able to learn in an upgraded educational environment."

Ground was broken Wednesday on a new $105-million high school.

He said he is more likely to come back to Hays to raise his family because of the new school.

Three people spoke against private bathrooms planned for the new high school during the public comment session.

Free admission to Sternberg Museum in Hays on National Fossil Day, Oct. 15

The Hays City Commission and USD 489 candidate election forum is set for October 17th at Beach/Schmidt Performing Arts Center on Fort Hays State University’s campus. 

Candidates for the Hays City Commission will open the forum at 6 p.m. and conclude by 7 p.m. After a 15-minute intercession including refreshments, USD 489 school board candidates will take the stage at 7:15 and will conclude no later than 9 p.m.

In a partnership with the American Democracy Project, FHSU Student Government Association, FHSU Docking Institute of Public Affairs, Tiger Media Network, and The Chamber in Hays, Kansas, this election forum provides voters in the city of Hays and USD 489 district boundaries the opportunity to learn about each of the candidates and their stances on important community issues. 

This event is sponsored by Midwest Energy and The Hays Daily News.

“The American Democracy Project (ADP) is excited to help bring this forum to the Hays community and FHSU students. ADP is a university-wide initiative designed to prepare the next generation of informed, engaged citizens for our democracy. Hays' fall election forum set for Oct. 17

Cool fall days are in our future, which means we will start spending more time indoors. This change will increase our exposure to bacteria and viruses that can lead to illness. The good news is that if we are aware of our habits, we can help prevent getting sick!

One key habit is proper handwashing, and it reduces respiratory illnesses, like colds, in the general population by 16-21%. There are promising results from handwashing, and if we teach children good hand- hygiene, we can further reduce the spread of disease! Here are a few simple tips to share with your kids:

1. Wash your hands multiple times throughout the day. This includes before and after eating, after using the restroom, and after blowing your nose, coughing, or sneezing.

2. Wash your hands for at least 20 seconds. Hum “Happy Birthday” twice through to make sure you scrub long enough.

3. Lather with soap and water. Soap is a detergent that removes bacteria and dirt when it is lathered, so using enough soap is key in removing germs.

4. Scrub every part of your hand. If you don’t think about it, it is easy to miss the tops of your hands, under your nails, and between your fingers. Bacteria will build up if you don’t reach every part!

5. In public places, there are many objects that are in constant use such as door handles and water fountains. Using your paper towel to access these areas after you’ve washed can help to reduce exposure to germs.

6. At home, change out cloth hand towels often to limit the build-up of dirt and bacteria. This will keep your hands clean for longer!

7. Consider hanging small posters above sinks to remind kids of proper handwashing techniques.

Staying healthy throughout the fall is challenging, so get a head start with proper handwashing to reduce your family’s risk of getting sick.

The Ellis County Commission will consider purchasing
additional equipment for the backup dispatch center at Tuesday’s commission
meeting.

With the installation and programing fees on top of the purchase
of the equipment, the total price tag the commission will consider Tuesday is
more than $215,000. 

If approved, the backup dispatch center will be able to
operate separately from the primary center, which allows that site to operate in
the event there are issues with the primary center.

Ellis County Sheriff Scott Braun will update the commission
on the progress of the north 911 communications tower site. Braun will also
discuss a program that provides jail inmates with tablets.

The commission will also consider a bid for fencing
installed around the HVAC chiller and generator pad at the Ellis County Administrative
Center.

Tuesday’s commission meeting is set for 8:30 a.m. at the
Administrative Center.

We want to eliminate any barriers within our power to help our students getting that much-needed morning nourishment."

The packet also said the move would eliminate any stigma that exists regarding the economic status of kids who eat breakfast at school versus at home.

It also would save money for families who do not already qualify for free meals, the packet said.

The administration hopes that making sure all students have breakfast will result in higher test scores, improved attendance, fewer trips to the school nurse, improved classroom behavior and more time spent on learning, the packet said.

The board also will consider two policies that address enrollment of non-resident students.

Hays USD 489 school board to consider offering free breakfast to all students

Although services to feed needy individuals in Hays are abundant, a group assembled to discuss hunger in the community said people don't always know where to go.

Heartland Community Foundation executive director Sarah Meitner brought together agencies that offer food assistance in Hays on Monday.

The group identified 13 churches or non-profit groups in Hays that offered food pantries or food box programs.

Some of these organizations require proof of income. Some agencies limit how many times or how much food someone can access at one time. Some pantries serve specific populations, such as students. The times the agencies are open to distribute food also vary greatly.

One member of the group said food is available throughout the month to someone who may need it, but you have to know where to go.

Erica Berges, United Way of Ellis County executive director, said the agency already has an app and website that offers information on community resources, including food assistance.

The Ellis County Community Resource Directory is available online at&nbsp;<a href="https://elliscountykshelp.com/resources-and-services/">https://elliscountykshelp.com/resources-and-services/</a>. The information can also be accessed through a free app available for download for Apple and Android devices.

Not all of the food services in the community are listed on the app/website. Berges said she doesn't have time to continually track and update information about all of the food services in the community.

The website has services listed in Spanish, but those have not been updated since 2019.

Several of the meeting attendees said they didn't know the app/website existed.&nbsp;

Sofia Tiscareno of the Fort Hays State University Tiger Pantry said a map of where food services are located would be helpful for those needing food, especially those who may need to walk to the location.

The group members agreed there were agencies willing to provide food assistance, those agencies were willing to refer people to other services and residents are willing to donate money or goods to support the food programs.

"There's a lack of coordination," James Robben of Grow Hays said. "There's no welcome mat to everything."

Robben also suggested the creation of a calendar, so those in need could see times and dates where they can receive food.

Berges offered to lead a committee that would work to update the&nbsp;Ellis County Community Resource Directory and market the app/website in the community.

A second committee was created to explore a community garden. Ben Houchen of the St. Matthew's Episcopal Church offered to lead that committee.

Although residents have access to fresh food through SNAP and Double-Up Food Bucks food program for seniors through the Downtown Hays Farmers Market as well as some of the community food programs, they don't always know how to cook the food that they receive.

Jacy Buchholz of K-State Extension said she has programs she can present on how to prepare foods that people may be receiving from food banks.

Members of Women Who Lead said they would consider a project to develop recipe cards that could be offered at the food pantries.

In Hays, the group identified older residents and those with chronic mental health conditions as two groups who may be more in need.

Although the Hays Senior Center and First Call for Help offer meal delivery for seniors, the routes they can offer are limited by the number of hot boxes and volunteers that are available.

Meitner suggested those programs could be expanded through grant funds.

Troy Miller, a pastor at the First United Methodist Church, said he thought pride can be a barrier to people asking for food assistance, especially among the elderly population.

The group discussed other opportunities in the community including partnering with law enforcement, the Hays Public Library and the local health department for a food program for seniors called "Bob Boxes."

 </figure>By CRISTINA JANNEY Hays PostAlthough services to feed needy individuals in Hays are abundant, a group assembled to discuss hunger in the community said people don't always know where to go.Heartland Community Foundation executive director Sarah Meitner brought together agencies that offer food assistance in Hays on Monday.The group identified 13 churches or non-profit groups in Hays that offered food pantries or food box programs.Some of these organizations require proof of income. Some agencies limit how many times or how much food someone can access at one time. Some pantries serve specific populations, such as students. The times the agencies are open to distribute food also vary greatly.One member of the group said food is available throughout the month to someone who may need it, but you have to know where to go.Erica Berges, United Way of Ellis County executive director, said the agency already has an app and website that offers information on community resources, including food assistance.The Ellis County Community Resource Directory is available online at&nbsp;<a href="https://elliscountykshelp.com/resources-and-services/">https://elliscountykshelp.com/resources-and-services/</a>. The information can also be accessed through a free app available for download for Apple and Android devices.Not all of the food services in the community are listed on the app/website. Berges said she doesn't have time to continually track and update information about all of the food services in the community.The website has services listed in Spanish, but those have not been updated since 2019.Several of the meeting attendees said they didn't know the app/website existed.&nbsp;Sofia Tiscareno of the Fort Hays State University Tiger Pantry said a map of where food services are located would be helpful for those needing food, especially those who may need to walk to the location.The group members agreed there were agencies willing to provide food assistance, those agencies were willing to refer people to other services and residents are willing to donate money or goods to support the food programs."There's a lack of coordination," James Robben of Grow Hays said. "There's no welcome mat to everything."Robben also suggested the creation of a calendar, so those in need could see times and dates where they can receive food.Berges offered to lead a committee that would work to update the&nbsp;Ellis County Community Resource Directory and market the app/website in the community.A second committee was created to explore a community garden. Ben Houchen of the St. Matthew's Episcopal Church offered to lead that committee.Although residents have access to fresh food through SNAP and Double-Up Food Bucks food program for seniors through the Downtown Hays Farmers Market as well as some of the community food programs, they don't always know how to cook the food that they receive.Jacy Buchholz of K-State Extension said she has programs she can present on how to prepare foods that people may be receiving from food banks.Members of Women Who Lead said they would consider a project to develop recipe cards that could be offered at the food pantries.In Hays, the group identified older residents and those with chronic mental health conditions as two groups who may be more in need.Although the Hays Senior Center and First Call for Help offer meal delivery for seniors, the routes they can offer are limited by the number of hot boxes and volunteers that are available.Meitner suggested those programs could be expanded through grant funds.Troy Miller, a pastor at the First United Methodist Church, said he thought pride can be a barrier to people asking for food assistance, especially among the elderly population.The group discussed other opportunities in the community including partnering with law enforcement, the Hays Public Library and the local health department for a food program for seniors called "Bob Boxes.""Just Serve" at&nbsp;<a href="https://www.justserve.org/">https://www.justserve.org/</a>&nbsp;connects volunteers with service opportunities across the nation. Hays group discusses food insecurity, ways to increase awareness of services

GOVE COUNTY —One person was injured in an accident just after 6p.m. Saturday in Gove County.

The Kansas Highway Patrol reported a 2014 Chevy Silverado driven by Luis Armando&nbsp;Beltran-Hinojos, 56, Rocky Ford, Colorado, was eastbound on U.S. 40 just east of Gove County Road 10.

The pickup left the roadway to the south, struck a dirt embankent and rolled. EMS transported&nbsp;Beltran-Hinojos to the Logan County Hospital. He was not wearing a seat belt, according to the KHP.

The First Presbyterian Church of Hays celebrated its 150 years of existence at a Sunday service last month. Looking back to the early years of Hays City, establishing the church was due in large part to Anna “Grandma” Wilson.

“She was never a grandmother, interestingly,” said Rev. Christine Wagner, who has served as the transitional pastor at the church since January 2022.

Wilson was a widow who had lost four sons by the time she moved to Hays City with her sole surviving son in 1871. She was instrumental in the founding of the church and was one of eight charter members when the church was officially incorporated on May 27, 1873.

Women such as Wilson and the ones who came after her have helped give purpose to the church.

“It’s really remarkable the role women have played in this church, going back to the beginning,” Wagner said. “Through lunches and ice cream socials, they paid for the mortgage on the manse (minister’s house). They bought an organ.”

“People would look to the women when a financial need arose,” she added. “Church women would find ways to make it work.”

The original stone church was built in 1879 on the corner of Normal Avenue and Chestnut Street. It is still standing, near the corner of what is now Seventh and Main streets. In 1926, a large, red brick addition was dedicated.

A new, 14,500-square-foot church was built at its present location at 29th and Hall streets in 1974.

John Gustad, who moved to Hays when he became president in 1969 of Fort Hays Kansas State College — now Fort Hays State University — played a key role in the building of the new church, said his daughter, Ann Leiker.

Leiker remembers that the contractor assigned to design the church was let go, and President Gustad asked John C. Thorns Jr., chairman of the FHSU’s art department, to take over the design process of the sanctuary. Thorns designed the dozen stained glass windows and the bell tower.

President Gustad was chairman of the building committee and his wife, Dorris, was chairwoman of the interior design committee for the new church. As part of that undertaking, Gustad and his family visited a church in Texas and incorporated some of the architecture there for the Hays church, Leiker said.

As part of the 150-year celebration last month, a video was shown that was produced as part of the 125th anniversary celebration. Playing the role of “Grandma” Wilson was none other than Wagner, a parishioner since 1990 before joining the seminary.

Framed photos of members of the congregation at the time of the 125th-anniversary celebration were re-hung as well. Any church member could participate back then, and there were baby photos alongside then-current photos. Next to them were declarations of what the church members wanted to be growing up and what they ended up doing as an adult.

“I think it’s wonderful we’re celebrating this accomplishment,” Leiker said of the gathering, which had more than 100 members of the congregation in attendance. “It reminded me of the very special place our church and our congregation has had in this community.”

As one enters the church, front and center is a bust of “Grandma” Wilson, along with a favorite chair.

One can almost envision her sitting there, a look of determination on her face, doing whatever it would take to build the faith community.

The Presbyterian community has come a long way from those humble beginnings as the first established church in Hays.

“For many people, it’s a time to remember,” Wagner said. “It’s also a time for us to be energized regarding our future.”

Leiker has been a member of the church since Nov. 29, 1969. She has served as the church’s mission outreach coordinator and later transitioned to become director for the Center of Life Experience.

“I’ve been a member of more than 50 years and understand the history of the church,” Leiker said. “It’s been a significant part of my life. I think there’s strength of faith by many members of our congregation, who are open to moving forward in the most positive way with our community.”

Through the first 150 years, perhaps the church’s motto says it all: “Church of the Pioneers.” If “Grandma” Wilson were still&nbsp;around, she would surely approve.

NWester: 150 years later, First Presbyterian Church in Hays still solid as a rock

Hays High DECA is excited to return to a traditional food drive that benefits the Community Assistance Center. This year's food drive, Trick or Treat So Others Can Eat, will be held on Tuesday with the collections beginning at 6:00 pm and ending by 9:00 pm. 

Youth and adult volunteers from Hays give of their time to make this food drive a success. To assure residents that the items collected are for the Community Assistance Center, all volunteers will be wearing an identification badge with their group name clearly printed. 

Please leave items on the porch if donors will not be home or do not want someone ringing the doorbell. 

Possible items to donate include canned fruits and vegetables, boxed food items such Hamburger Helper or mac and cheese, jars of baby food, and any non- perishable food items. 

If you prefer to make a cash donation, volunteers can accept cash or check donations the day of the food drive. Checks are always welcome and can be made payable to the Community Assistance Center and may be mailed to their address at 208 E 12th St. Hays, KS.

The Community Assistance Center is a 501 (C) 3 nonprofit organization that helps Ellis County families and individuals of low or no income, transients, homeless, and disaster victims with food, clothing, and household items. 

The Community Assistance Center does not receive any federal, state, county or local funds and is funded by donations only. 

Any house missed or those living in a rural area may take food items to the Community Assistance Center in Hays located at 12th and Oak until noon November 30, 2023.&nbsp;

FHSU is hiring multiple Skilled Trades Technician positions in the Energy Division and recently announced a pay grade increase to $19 per hour.

Training available for the right responsible and reliable individual.

These positions perform operation, maintenance and repair of industrial equipment as in boilers, generators, pumps and valves. Work involves all aspects of boiler operation and steam distribution to include general maintenance and repair of related Energy Division/Power Plant equipment. Follow written and oral procedures, reading and recording gauges and water testing.

Minimum Qualifications: High School Diploma or GED equivalency. One year of experience in a skilled craft area. Education may be substituted for experience as determined relevant by the university.

News From the Oil Patch: Near-record U.S. production continues

The state of Kansas has designated 95 counties as “Rural Opportunity Zones,” which means moving to any of those to live, including Ellis County, comes with significant benefits. 

Designated counties offer one or both of the following financial incentives for new full-time residents: student loan repayment assistance and/or 100 percent state income tax credit.

The program was approved by the Kansas Legislature more than a decade ago as a way to help curb the outmigration of residents in locations other than urban areas.

Sheena Thomas is manager of the&nbsp;Rural Opportunity Zones program in the Kansas Office of Rural Prosperity.

During a presentation at a Hays Chamber luncheon, she talked about the program, which was recently entered into by both <a href="https://hayspost.com/posts/aba6f7d5-5b25-4a13-9b89-a13e7f2d1590">Hays&nbsp;and Ellis County</a>.&nbsp;

"We now use the ROZ program as more of a workforce recruitment tool since the program started in 2011," Thomas told the audience.

Rural Opportunity Zones are classified in Kansas as counties with a population of less than 40,000.

Persons who have a college degree and outstanding student loans may qualify to have a portion of those loans paid off if they move to a rural community in Kansas.

The Kansas Department of Commerce administers the Rural&nbsp;Opportunity Zones Student Loan Repayment Assistance Program. The&nbsp;program will help qualifying applicants pay up to $15,000 on their&nbsp;student loans over five years when they establish a permanent&nbsp;residence in a designated county.

Each participant must have a local sponsor to receive payments whether it's a county, city, foundation or employer.

"Fifty percent of our users are in health care and education," Thomas said. "I feel that's a big important part of what rural Kansas is needing.

"We only have three foundations currently," she added. "I feel like we should get more foundations involved."

A legislative post-audit report found that based on region, 90 percent of current program participants are going into high-demand occupations. In northwest Kansas, 134 of 141 survey respondents were working in high-demand occupations in this area.&nbsp;

A sponsor's maximum annual financial contribution per participant in the student loan repayment program is $1,500. Funding is equally shared between the state and the local sponsor.

 </figure>A legislative post-audit report found that based on region, 90 percent of current program participants are going into high-demand occupations. In northwest Kansas, 134 of 141 survey respondents were working in high-demand occupations in this area.&nbsp;A sponsor's maximum annual financial contribution per participant in the student loan repayment program is $1,500. Funding is equally shared between the state and the local sponsor.In its 2024 budget, Ellis County allocated $15,000 for the program to recruit up to 10 new residents. Hays city commissioners agreed to earmark $15,000 a year for the next five years, for a total of $75,000 for the program.&nbsp;The Hays program will be overseen and marketed by Grow Hays, the city's economic development partner.The second part of the Rural Opportunity Zone program allows a qualifying individual to claim the state income tax credit for up to five consecutive years after they establish their permanent residence in a rural opportunity zone.
