KDOT announces area approved March bids

Kansas created the night vision hunting season for coyotes in 2021. Hunters say it’s a great option and want it expanded, but some property owners and regulators have concerns.

MEADE COUNTY —&nbsp;Hours after the sun has set for the day, it’s pitch black in the middle of Meade County. As David Hampton stands invisible in a southwest Kansas field scanning the landscape for coyotes, the only sounds are the crunch of dry grass underfoot and calls of coyotes in the distance.

He has a handheld night vision monocular. He also has a night vision scope on his gun. He spins in a circle quietly in the darkness waiting for coyotes to pop up.

“My dad used to drop me off when I was 10 years old in the sticks to go deer hunting," Hampton said. “One thing I am not is afraid of the dark.”

Strapped around his neck he has the remote to an electronic calling device. It can mimic coyote howls or the sounds of coyote prey in distress.

Hampton is an experienced coyote hunter, and enjoys trying his luck at night vision hunting, which regulators allowed&nbsp;<a href="https://ksoutdoors.com/KDWP-Info/News/News-Archive/2020-Weekly-News/8-24-20-Special-Equipment-Approved-For-Hunting-Coyotes-at-Night/Special-Equipment-Approved-For-Hunting-Coyotes-at-Night-in-Kansas" target="_blank">&nbsp;in Kansas for coyotes back in 2021</a>. The season lasts the first three months of the year, with the hope of controlling exploding coyote populations and giving hunters more opportunities.

Now, that policy is under review. Regulators held a series of meetings across the state to hear from hunters and others, and will decide whether the season should be continued or modified by possibly expanding or reducing it.

But coyotes still thrive in Kansas no matter what people throw at them. Coyotes are incredibly resilient and eat about anything available. They also respond to hunting pressure by&nbsp;<a href="https://www.nps.gov/articles/netn-species-spotlight-eastern-coyote.htm" target="_blank">having larger litters</a>, making them even harder to control.

After a few hours of hearing the coyotes howl, Hampton had only heard them, but didn't see any, and called it a night. He said that’s the nature of hunting smart predators.

In the truck on the way back, Hampton said difficulty of coyote hunting is part of the appeal.

“When you shoot a coyote and miss, we call that educating a coyote because they’re smart, keen animals,” Hampton said.

Night vision is the latest example of new technology being used to help hunters control predators in Kansas.

This venture goes back centuries in this region. As Europeans expanded west into Kansas and Nebraska, they have continually battled with coyotes.

In fact, settlers' expansion has allowed coyotes to expand themselves. When people moved, they killed off animals like wolves and mountain lions, which used to keep coyotes in check.

Cutting down forests to create farms gave coyotes&nbsp;<a href="https://zookeys.pensoft.net/article/15149/" target="_blank">more habitat</a>. Now, they are the<a href="https://www.inhs.illinois.edu/resources/inhsreports/winter-01/coyote/" target="_blank">&nbsp;most abundant</a>&nbsp;large predator in the country.

Kansas ranks&nbsp;<a href="https://worldpopulationreview.com/states/kansas" target="_blank">fourth in the nation</a>&nbsp;in coyote populations.

They’re a concern because they prey on livestock. Coyotes cost Kansas ranchers roughly&nbsp;<a href="https://enewsletters.k-state.edu/beeftips/2021/03/01/preventative-measures-for-coyote-control/#:~:text=If%20we%20include%20the%20value%20of%20cattle,your%20cattle%20and%20calves%20from%20coyote%20predation?" target="_blank">$4 million annually in livestock losses</a>. They also can damage crops and harm pets.

Predators cause<a href="https://www.aphis.usda.gov/animal_health/nahms/general/downloads/cattle_calves_deathloss_2015.pdf" target="_blank">&nbsp;roughly 5%</a>&nbsp;of calf deaths in Kansas, and coyotes are blamed for nearly all of them.

Cattle rancher Nick Zerr in Gove County has been a huge advocate for the use of night vision in coyote hunting.

“There’s not as much wildlife out here and newborn calves are an easy target,” Zerr said. “This is my livelihood. I can’t lose money on predators if I can help it.”

A cattle rancher could lose $750 to $1000 per newborn calf to coyotes, and that can be a big impact on ranchers with smaller herds.

This has led the state to advocate for hunting to control their populations. And hunters see even more success at night.

“At night I had some hunters turn on their callers near my cattle and seven coyotes came running,” Zerr said. “You don’t really see that during the day.”

To try and give hunters an upper hand, Kansas allows night vision and thermal vision that helps hunters see coyotes before being spotted by the animals. This equipment is expensive. Getting started could cost hunters thousands of dollars.

Hunters also need a night vision equipment permit which costs $2.50.

The Kansas Department of Wildlife held meetings around the state last month to gather opinions on the night season.

From the rancher’s perspective, coyotes are pest animals that threaten their livelihoods.

Andrew Enfield, a hunter from Norton, spoke in favor of expanding the night season to control predators during the late spring when newborn calves are vulnerable.

“I have several landowners, cattle farmers, that call myself and others when they are calving and having issues with coyotes,” Enfield said.

Enfield would like to see the night season expanded further into the spring to help better protect livestock herds. Others want it expanded year-round.

Geoff Nemnich is a professional coyote hunter in the Midwest. He hosts a Youtube series called “The Last Stand” where he teaches hunting tips.

“At night, there's less traffic, less people out so the coyotes move around a lot more,” Nemnich said. “As a hunter, you can usually have a little more success, because the coyotes are just naturally up running around.”

Nemnich has shot up to 23 coyotes in a single night hunt.

The other advantage is it gives hunters with families and dayjobs more opportunities. Nemnich said it’s helping attract younger hunters

“Hunters can run out and hunt from eight at night till midnight, come back, get some sleep, and get up and go to work,” Nemnich said.

But some Kansans are not fully on board. Tad Kramar and his wife Margaret strongly opposed the night vision season at a meeting in Topeka. They live in rural Douglas County. They worry it will lead to hunting other animals out of season and be a disturbance.

“It's more dangerous to do this at night,” Tad Kramar said. “Also, as a rural resident, I would find it very disturbing to hear loud gunshots and see bright lights throughout the night.”

Law enforcement groups have also opposed the night season over fears of people using firearms at night and the possibility of deer poaching, which remains an issue in Kansas.

Some meeting attendees suggested moving the night coyote season so it doesn’t overlap with deer and elk seasons. They said that might reduce the likelihood of illegally using night vision for those species.

Secretary of the Kansas Department of Wildlife and Parks, Chris Kennedy, went over the results of public comments from the state meetings.

“Overall, a majority support the expansion across all user groups based on our data,” Kennedy said.

But several wildlife commissioners were hesitant to expand the season.

“My initial hesitance to expand to year round still stands from a personal standpoint. I do appreciate seasons. I do appreciate management,” Commissioner Whitney Damron said.

There’s more discussion on the issue ahead and a decision could come later this year.

Fort Hays State University celebrated the completion of renovations to its Riegel Building with a ribbon-cutting ceremony.

The Hays Chamber hosted the event Friday at the FHSU University Farm.&nbsp;Grady Dixon, dean of Werth College of STEM, said he was pleased with the turnout, noting that many people are unaware the university operates its own farm.

"There are a lot of people who spend their entire lives in Hays who don't realize that Fort Hays State has its own operational farm as a classroom and laboratory," Dixon said.

The Riegel Building plays a key role in FHSU’s agriculture program, serving a variety of class activities. The recent renovations have expanded its instructional capabilities.

Nearly half of the building was renovated to add a classroom with views of the indoor arena, a mudroom for convenient indoor cleanup, a new manager’s office and a new bathroom.

Jill Arensdorf, FHSU provost and vice president for academic affairs, said the updated facility strengthens agricultural education by providing students with hands-on experience in a real-world environment.

"This new space provides an invaluable opportunity to take notes, study concepts and engage in discussions before applying their knowledge in the field or working with animals.”

The university farm spans about 3,400 acres. Classes such as animal health, meat science, livestock evaluation, anatomy and physiology, and dairy production lab have already been held in the Riegel building.

FHSU sophomore and Agriculture Ambassador Chloe Ecord said the classroom offers endless learning opportunities and will help prepare the next generation of agricultural professionals.

"Thank you for investing in the future leaders of the agriculture industry. We won't let you down," Ecord said.&nbsp;

Sophie Ano, chair of the Department of Agriculture, acknowledged and thanked several individuals at the event, noting that efforts to advocate for the facility’s renovation began about three years ago.

Ano said the facility will also be used for community and youth outreach during the summer.

FHSU unveils renovated Riegel Building at university farm

FHSU’s Department of Music and Theatre will present its seventh-annual FHSU New Music Festival Friday and Saturday, April 25-26. The Saturday concert will present an evening of the music of Dr. Chen Yi and will take place at 7:30 p.m. in the Beach-Schmidt Performing Arts Center. Complimentary tickets will be available in the lobby 30 minutes before each concert or in advance at the Hays Convention and Visitors Bureau.

Dr. Chen is a prolific composer who blends Chinese and Western traditions, transcending cultural and musical boundaries. She is an internationally sought-after composer whose works are performed worldwide.

LOGAN — The Hansen Museum Continuing Education Program is pleased to welcome certified Bob Ross instructor Hope Blakely of Arvada, Colorado to teach two Magic of Painting classes on April 26 and 27.

On Saturday, April 26, the class will paint a Kevin Hill-inspired painting “Out in the Valley,” and on Sunday, April 27 the class will paint the Bob Ross-inspired “Night Ocean.” 

Classes are held in the Hansen Museum Community Room, 110 W. Main Street, Logan, 9:00 a.m. to 3:00 p.m. with an hour-long lunch break each day.

This class offers a fun and easy approach to creating a beautiful painting. Beginner friendly, participants will be guided step-by-step to complete a painting each day. All supplies are provided, and no previous experience is necessary. 

Students need only bring a roll of paper towels. Young and old alike (13 and older) will enjoy the camaraderie of these classes.

Upcoming beginner-friendly painting class at Hansen Museum

Spring sprang in all her splendor, triggering a purple sea to inundate yards, city park acres, roadside ditches, farm fields, and pastures. Tiny lavender blooms set among frilly leaves welcome warming temperatures every year, but current conditions have cranked its performance.

Commonly called henbit, this vegetation sporting tiny orchid-like flowers blends cheerfully with dandelions that brighten green lawns and irritate weed haters. This North African/Eurasian immigrant has outdone itself recently, creating a divided populace—those who hate it and those who don’t.

As daylight lengthens and greenery unfurls, a pinkish-purple carpet has overtaken what should be verdant lawns in every area town. 

People like my mom despise this invasion into well-tended grass. I, however, forgive these tiny buds their trespasses and welcome them. Once I researched this relative newcomer to the plains, I found it had practical uses to match its eye-catching appearance as well as a few negative qualities.

Henbit or Lamium amplexicaule L. belongs to the mint family. Although a member of Lamiaceae or mint clan, henbit doesn’t smell or taste like its more refreshing relatives. 

It comes by its common name because chickens love to eat it. Apparently, cranes and storks savor it as well because some regions of the country identify it as cranesbill, heronsbill, and storksbill. In addition to hens and other birds gobbling this gourmet treat, some say hummingbirds love to sip its nectar.

For humans with exotic tastes, this plant offers interesting dining options. Homo sapiens can nibble cleaned stems, flowers, and leaves harvested from unsprayed fields. It crunches raw in salads, blends in smoothies, sautés like kale or spinach, or brews into teas. These greens, which some claim taste either like kale or mushrooms, are rich in iron, vitamins, and fiber, all positives for nutrition enthusiasts. With such recommendations, it’s surprising to see it overtaking lawns.

The explanation regarding such abundance might have something to do with the species ability to reproduce like … it’s a member of the mint family. 

A single plant can produce 2,000 seeds a season, which makes me wish I had a savings account offering such returns. Like its relatives carelessly seeded in a garden, these plants reproduce as prolifically as cottontail bunnies. Begin with two and in a couple of seasons, thousands overtake an area. This cousin to wintergreen, catnip, and spearmint excels in this department, which a drive through town confirms.

The failure of this plant to thrive in the open market may relate to its negative qualities.

 I mentioned how easily it spreads. It has additional downsides. According to one source, field infestation results in diminished yields in small grain crops. In addition, authorities explain that it hosts disease-causing nematodes and fungi in soybeans and other cultivated plantings. Learning about these objectionable qualities makes it clear why agriculturists don’t promote it.

As much as this early season bloomer brightens yards and spirits, my mother’s weed diagnosis is realistic. Anyone living close to farm fields shouldn’t let it reproduce. Those desiring to eat or feed it to livestock can’t spray it. It’s a quandary for sure.

THOMAS COUNTY —Two people were injured in an accident just before 2p.m. Friday in Thomas County.

The Kansas Highway Patrol reported a 2003 Mack truck driven by Todd Alan&nbsp;Westphal, 50, Hoisington, was eastbound on Interstate 70 approximately four miles east of the Oakley exit in the road construction zone.&nbsp; The vehicle rear-ended a stationary milling machine operated by Caden Wilson&nbsp;McGee, 20, Great Bend.

After impact the truck traveled off the roadway to the left, crossed the median, both westbound lanes and overturned onto the passenger side in the east ditch.

EMS transported&nbsp;McGee and&nbsp;Westphal to the Logan County Hospital. Westphal was properly restrained, according to the KHP.

The Departments of History and Political Science and the Forsyth Library at Fort Hays State University hosted the 2025 Joseph and Rebecca Meyerhoff Annual Lecture in Malloy 115 of Palmer Hall on Thursday, April 3. The focus of this year’s lecture was on the driving ideologies and human impact of the territorial expansion efforts of Nazi Germany during World War Two and the United States during the 19th&nbsp;and 20th&nbsp;centuries.

The panel discussion was moderated by Dr. Wendy Rohleder-Sook, chair of FHSU’s Department of Communication Studies, Law, and Political Science. Joining Dr. Rohleder-Sook on the panel were Associate Professor of History and Director of the Institute of American Indian Studies at the University of South Dakota, Dr. Elise Boxer, and Dr. Edward B. Westermann, the Regents Professor of History at Texas A&amp;M-San Antonio.

The panelists shared their analysis of the parallels between the Nazis’ efforts to expand the “Lebensraum” or living space for Germans across conquered Europe and the United States’ actions to forcibly remove Indigenous peoples to accommodate the westward expansion of the nation.

The Nazi dictatorship excluded individuals from the Reich they deemed unworthy of being citizens because they did not fit into the visions of an ideal racial “national community.” A critical component of the Nazi effort was the need to deal with what they called “The Jewish Problem.” &nbsp;Under Nazi rule, Jews were considered “undesirables,” and as such, they were displaced into urban ghettos with poor living conditions, and ultimately millions were sent to concentration camps for extermination. &nbsp;

In the 19th&nbsp;and 20th&nbsp;centuries, the U.S. expanded its borders westward to free up land for its growing population. &nbsp;Some Americans perceived Indigenous peoples as incompatible with national and racial ideas. Like the Jews of Europe, the Indigenous people living in lands claimed by the U.S. were considered “others,” worthy of forced assimilation or relocation to isolated and remote reservations.

While the context behind these two histories differs, the scholars spoke about some connections between the two movements. &nbsp;

“The fundamental lesson is looking at the human experience of different groups and how they were affected by two national projects,” Westermann said. “We’re thinking about the ways we can consider the experiences of groups and incorporate how similarities help us understand history, but also how differences help us understand the human experience.”

Westermann said he believes the lessons of these histories apply to similar conflicts we are witnessing across the globe today.

“Anytime we look for somebody who’s the enemy, that leads us down a slippery slope where now we’re looking to find scapegoats,” Westermann said. “If we start looking to ostracize or marginalize groups of people, that can ultimately lead to the kinds of things we experienced in the Holocaust, including political violence, which means mass violence against these groups.”

Westermann hopes that, through lectures like these, people can apply the lessons of history to address groups and avoid issues like violence. “We need to think about how history can help us negotiate our own lives in a manner that gives people their dignity and justice,” he said. Boxer acknowledged that some progress has been made in addressing the persecution of tribal nations.

“It depends on what we mean by progress,” Boxer said. “I would say progress is made, and the United States still holds to treaties today, and it recognizes tribal nations as what they would term dependent domestic nations.”

Boxer stressed that work still must be done to fully address the past violence committed against Indigenous people.

“In terms of general understanding, I think there’s a sentiment that Indigenous people maybe still have not progressed enough,” she said. “There’s still an idea that Indigenous people should still assimilate [into American culture]. From an Indigenous perspective, I think what’s important is that progress has been made in the reclamation of language, culture, and identity as indigenous peoples.”

Dr. Amber Nickell, assistant professor of history at Fort Hays, who led the effort to bring the 2025 Meyerhoff Annual Lecture to FHSU, wants people to consider this information as a way of not repeating history.

“The biggest thing is to look at how different instances of historical oppression can help us think about other instances and prevent future atrocities,” Nickell said. “There’s this famous quote by Mark Twain that history never repeats itself, but it rhymes. So, one thing we can learn is that no two historical events are exactly the same, but we see these rhyming patterns that can help us inform the way we behave in the world.”

She stressed the fact that silence was a factor in the genocides that came with territorial expansion in both contexts and that many were complacent in the removal of people based on judgment.

“A majority of society was on board with murder and mass atrocity,” Nickell said. “A lot of people didn’t speak out and push back, which is why we have catastrophic losses in both the cases of Indigenous removal and the Holocaust.”

NORTON — The Kansas Department of Transportation has started a bridge repair project on K-27 over the Smoky Hill River in Wallace County.

The bridge is located approximately 2.5 miles north of Sharon Springs.

K-27 bridge repair project underway in Wallace County

Taking advantage of favorable weather forecasts, the City of Hays Parks Department began reopening restrooms in city parks this week.

The reopening process is expected to continue over the next couple of days, with all park restroom facilities anticipated to be fully operational by Friday.

Jeff Boyle, director of parks for the City of Hays, said the reopening process requires careful attention and takes time due to the steps involved in restoring plumbing systems after the winter shutdown.

"We’re pleased to be reopening our restrooms this week," Boyle said. "It’s always a clear sign that warmer weather is here, and we know residents look forward to enjoying our parks with full amenities. However, it does take a couple of days to ensure that each restroom is thoroughly checked and ready for public use."

Each year, the Parks Department winterizes park restrooms by draining water systems and disassembling plumbing fixtures to prevent damage from freezing temperatures.

Reconnecting and testing these systems each spring ensures facilities operate safely and efficiently.

While restroom facilities are returning to service, drinking fountains and the city’s splash pad will remain closed for now.

The splash pad, also undergoes an extensive winterization process involving pipes, tanks, and filtration systems.

Boyle said that the splash pad will be opened at a later date when warmer weather patterns stabilize.

The decision is aimed at avoiding potential maintenance setbacks, unnecessary expenses, and resource waste due to fluctuating spring temperatures.

"We know families are eager to use the splash pad again," Boyle said. "However, opening it prematurely could lead to additional maintenance and operational disruptions if temperatures suddenly drop again. We will continue monitoring weather conditions closely and announce the splash pad opening as soon as possible."

Boyle encouraged residents to follow updates via the City of Hays website and social media channels, where the Parks Department regularly posts information about the availability of park facilities and amenities.

The City of Hays Parks Department oversees several parks throughout the community, offering amenities including playgrounds, trails, sports fields, picnic areas, restroom facilities, and water fountains designed to enhance the quality of life for residents and visitors alike.

I am excited to share that Fort Hays State University is set to launch its Business Retention and Expansion (BRE) credential program, a new program created by our Professional and Continuing Education (PCE) unit. This initiative will kick off with a pilot program this May and June, thanks to FHSU’s strategic affiliation with Fort Hays Tech | North Central and Fort Hays Tech | Northwest, all aimed at advancing economic prosperity in rural Kansas.

The BRE credential empowers local leaders with the skills and strategies to tackle the unique challenges of doing business in rural Kansas. With business sustainability being crucial for local economies, this program seeks to enhance the capabilities of economic development professionals, local government officials, and community members. The impact of this initiative should be profound, as it translates economic insights into actions that strengthen community ties and bolster business resilience.

Participants in the pilot program will explore important topics such as stakeholder engagement, effective communication, negotiation, and strategic planning, all tailored specifically to rural contexts. Participants will also engage in practical activities, including listening tours to identify business needs, informative case studies of successful initiatives, and data analysis workshops to address pressing issues like workforce shortages. My tech college president colleagues and I are investing our own time and effort into this important initiative.

The course designer and instructor, Dr. Andrea Luoma, said, "We are thrilled to launch this program, which not only responds to current economic challenges but also encourages long-term growth." 

As a business retention and expansion specialist, Dr. Luoma brings expertise as a certified NeuroLeadership and communication consultant and executive coach. Dr. Luoma is a BRE Certified Coordinator through the International Association for Business Retention and Expansion as well as through the University of Minnesota. She emphasizes the importance of effective communication in every interaction, highlighting how it can build trust and foster collaboration.

An emerging leadership collaboration between the presidents of the three affiliated Fort Hays institutions and local community leaders will further enhance the program, fostering a rich exchange of ideas and strategies among the various organizations.

Another positive review with no significant deficiencies was the outcome of the City of Hays' 2024 audit by Adams Brown, Hays, presented during Thursday's city commission meeting.

"I owe gratitude to the city clerk and finance staff because they dot the i's and cross the t's to make sure we get a report like this," said Kim Rupp, finance director.&nbsp;

Auditors tested the airport improvement program, which they noted had several minor deficiencies in FAA grant paperwork not being turned in on time.&nbsp;

Rupp noted that Hays Regional Airport is currently involved in seven FAA grant programs.

 </figure>The Youth Leadership Advisory Board presented an update of its current projects.&nbsp;"Our goal and what we're here to do is to promote and encourage community development, involvement, and other participation with young leaders within Hays," said Isabelle Jones, chairwoman and Hays High School senior.Jones talked about the mock election and voting initiative the group organized for Hays Middle School eighth graders last fall. The first year it was held for junior high students at Thomas More Prep-Marian.&nbsp;City, county, and state elected officials were on hand along with Hays USD 489 school board members to introduce the students to the workings of local government. They were joined by American Democracy Project representatives from Fort Hays State University.&nbsp;"We also wanted them to become familiar with voting as they get to voting age because low voter turnout is an issue in our town and across the nation," Jones said.&nbsp;Erin Ruder, also a Hays High student, told commissioners about her mental health initiative and bullying which she premiered at a TMP-Marian school assembly in February. Special guests included Ellis County Sheriff Scott Braun and Kaley Conner of High Plains Mental Health Center.&nbsp;Ruder plans to take the program to Hays High later this month.<figure>

 </figure>Mermis, Ruder, and Brull have all been appointed to serve again on the advisory board for 2025-26.Joining them will be Reghan Byer, TMP-Marian and Hays High students Mario Hernandez, Jr., Elizabeth Nickell, and Eliana Pineda.The students' applications were vetted by the current advisory board members and approved by city commissioners.Other mayoral appointments approved were Hays Public Library Board members Michelle Bryant and Mary Toepfer, and Al Klaus, Hays Housing Authority.&nbsp;City commissioner Shaun Musil was absent from the meeting.
