TOPEKA –&nbsp;The Kansas Department of Health and Environment&nbsp; recently released data through the Kansas Violent Death Reporting System&nbsp; details between 2016-2020, nearly 1 in 3 Kansas youth who died by suicide experienced behavior and mental health challenges in school at the time of death.&nbsp;

The CDC reports as many as 63 percent more child and adolescent mental and behavioral health emergency room visits occurred in the fall school semester compared to the summer break. Epidemiologists at the Kansas Department of Health and Environment collaborated with the CDC on the national report.&nbsp;

“We are in the midst of a youth mental health crisis,” said&nbsp;Joan Duwve, M.D., MPH, state health officer. “Youth are resilient, but we need to better understand the stressors they encounter daily and apply evidence-based prevention, early identification, and intervention practices to improve our youth's mental health and wellness.”&nbsp;

Key findings from the CDC 2018-2023 Morbidity and Mortality Weekly Report (MMWR) and Kansas data:&nbsp;

• Nationally, for youth aged 10-14 and 15-17 years, emergency department visits for depressive disorders, suicidal ideation or self-harm, and trauma- and stressor-related conditions were significantly more frequent in both the fall and spring semesters when compared to the previous summer semester.&nbsp;

• Kansas trends indicate that for 10-14-year-olds, depressive disorder visits were significantly more frequent in the fall semester compared to the previous summer break each year from 2018-2022. More Kansas adolescents experience mental, behavioral health challenges during fall semester 

Unless you have spent all this summer under a rock somewhere, you are aware of how dry this part of the country has been. Ponds I have never seen dry look like parking lots, and some stream and river beds could easily double now as roads. 

Drought affects all living creatures, animals included. I’m sure you’ve heard by now that fall turkey season has been suspended this year because of declining turkey populations over a large swath of the country, not just Kansas. “Declining production” is cited as the reason for that decision. Drought affects this too, as lack of green cover offers less concealment for young chicks and fewer insects for their sustenance. 

Drought is just bad news all around, but dry years can help hunters, fishermen and trappers.

Drought will obviously affect waterfowl hunting. Most of the McPherson Valley Wetlands near McPherson are dry, and the wetlands just outside Inman have water in perhaps only one-half the pools. There are several ponds along the Kansas 61 four-lane highway that are completely dry, as are many other ponds in this part of the state. 

Many of these ponds and water impoundments are favored by ducks and geese over the next couple months, so now all those birds will have to find other water in farm ponds, stock ponds and sand pits, for example. There is just as much feed around for them this year as any year, so that will probably mean just as many ducks and geese will stop here for a spell as on any year. 

Putting two-and-two together means if you can get permission to hunt some of those otherwise overlooked and out-of-sight spots, the waterfowl hunting for you this year may be tremendous.

Whether big game, small game, winged or four-footed, furbearers or predators, all critters need water, and even though dry spells don’t affect critter movement patterns much, it’s a no-brainer that more wildlife will be watering at the ponds, creeks and rivers that still hold water. 

Deer stands placed near water are good bets near dawn and dusk on any year, but this season hunting near a water source may be especially productive as more deer will be drinking from those spots. 

If your hunting property doesn’t have water on it, try hanging a stand or putting up a blind as close as you can get to the nearest water. Stock tanks and windmill tanks will probably be more popular watering spots this season for wildlife too, so, if possible, find some cover within shooting range of them. 

In short, this year water sources may be as big a draw as anything, so place you deer stands and blinds accordingly.

Although the properties I trap rarely have ponds on them, most predator trappers agree that pond dams are good spots to set traps for bobcats and coyotes, as they also need water and like to nose around on the dams. All pasture ponds will have cattle trails leading to and around them, and predators use those same trails too. 

Following the same thinking, since some of those ponds are dry this year, the ones still holding water might be better trap sites this year than usual, as more predators and furbearers will be traveling there to drink. Deep holes in creeks and rivers that still have water will also see more wildlife traffic than normal.

 I always wonder where all the beavers and muskrats go when ponds and drainage ditches go dry, and this year water sources still with water could see an influx of them, too.

Fishing is affected by extended dry spells also as water levels drop in ponds, lakes, rivers and streams and fish become more concentrated around cover in the available water. I questioned a friend about&nbsp;this who is a tremendous fisherman and he confirmed my assessment. He also added that ice fishing is often great on years when water levels are low, as fish are easier to locate beneath the ice.

Jacques Cousteau once said “We forget that the water cycle and the life cycle are one.” Leonardo da Vinci saw that “Water is the driving force of all Nature.” 

Yes, it’s dry again and we need good soaking rains. It seems that all the native Kansans I know have long ago made peace with our state's propensity to stay dry, but as a Kansas transplant, I still struggle with that. 

Nelson Mandela said “Let there be work, bread, water and salt for all.” I guess we can furnish the work, bread and salt, but only God can send the water.

Hunter Bell, manager of Respiratory Therapy at HaysMed, recently graduated from the Kansas Hospital Association Leadership Institute. 

The Kansas Hospital Association Leadership Institute graduated its 21st class of 30 students on Sept. 7, at the KHA Annual Convention and Trade Show in Wichita, Kansas. Students were nominated by their hospital's CEO to be part of this select group. They represent the future leaders of Kansas hospitals.

Helping to build future health care leaders is important to the Kansas Hospital Association. “We are committed to strengthening and promoting the leadership capacity of hospital employees in Kansas,” said Chad Austin, president and CEO, Kansas Hospital Association. The KHA Leadership Institute was established to help hospitals provide professional development opportunities that accentuate the personal skills and abilities needed to facilitate positive change and innovation in Kansas hospitals.

The 2023 Leadership Institute class was diverse. They represented a wide geographic distribution of Kansas hospitals from St. Francis to Dighton and Pittsburg to Leavenworth – there was representation from all parts of the state. Students had experience in health care from as little as a year to more than 20 years. Several students have been in management positions, while others were new managers. Some students also supervise other staff, from a few to more than 50 employees.

It is important to note the students nominated to participate in this program were not selected because they needed to learn "management skills." They were nominated because their CEO recognized their potential to be future leaders and wanted to help cultivate that development. Each one of these students made a personal and professional commitment to expand their skills by attending all six courses of the Leadership Institute.

The curriculum was structured to enhance each student's leadership abilities. Course #1 focused on explaining the difference between leadership and management, identifying organizational values and creating a positive organizational climate. Course #2 focused on enhancing communication skills and grassroots advocacy. Course #3 focused on team building - including how to lead a team and how to be part of a team and Course # 4 examined conflict and conflict management. Courses #5 was at the KHA Annual Convention and Trade Show. Students learned about the challenges facing health care.

HaysMed’s Hunter Bell graduates from KS Hospital Association Leadership Institute

TOPEKA — The Kansas Department of Transportation announces approved bids for state highway construction and maintenance projects, including one in northwest Kansas. 

The letting took place Sept. 20, 2023, in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

In Logan County on&nbsp;Highway U.S. 83, the bridge over Smoky Hill River located 6.8 miles north of the Scott/Logan County line is set&nbsp; for repair. The project work will be done by L &amp; M Contractors Inc., Great Bend, at a cost of&nbsp; $260,000.

 </figure>KDOTTOPEKA — The Kansas Department of Transportation announces approved bids for state highway construction and maintenance projects, including one in northwest Kansas. The letting took place Sept. 20, 2023, in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.Among the projects is:In Logan County on&nbsp;Highway U.S. 83, the bridge over Smoky Hill River located 6.8 miles north of the Scott/Logan County line is set&nbsp; for repair. The project work will be done by L &amp; M Contractors Inc., Great Bend, at a cost of&nbsp; $260,000.

The issue of foreign investment and land purchases in Kansas is once again in the news. 

Last week, Attorney General Kris Kobach called on the Kansas Legislature to restrict the ability of foreign individuals and corporations to purchase or lease large parcels of land in Kansas. Kobach warned that failure to address this issue posed a threat to national security and the food supply chain.

This issue is not new to Kansas, nor to other states. Last year, the Kansas Legislature considered, but did not act on, multiple bills that contained language limiting foreign control of Kansas land, joining more than 30 other states that considered similar legislation. This phenomenon raises significant questions about property rights, national security, and the real estate market.

A number of factors are driving the growing interest among state governments in regulating foreign investment and land ownership.

One of the primary reasons cited in support of these restrictions is national security. Some government officials have expressed concerns that allowing foreign citizens and corporations to buy large parcels of land gives them an undue influence over our politics and economy.

Geopolitical tensions between China and the United States have also certainly played a role in the recent implementation of land purchase and lease restrictions. 

For example, proponents of these policies argue that real estate holdings provide a strategic footprint in a country or state, which may pose a national security threat. This argument often involves concerns over potential spying. These heightened political disputes, including the Chinese balloon incident earlier this year, have led to limiting Chinese investment in the name of protecting national interest.

Another factor contributing to support for these restrictions is worry over how foreign investment will impact local property markets.

Foreign investors have the ability to invest heavily in real estate, driving up property prices. This could lead to a scarcity of affordable land for local residents. Kobach echoed these concerns arguing that farmers would have to compete in local markets where foreign investment has distorted land value.

While restricting land purchases by foreign interests may address concerns related to national security and rising property prices, it also raises important questions about property rights and fairness.

The American Civil Liberties Union has already promised to fight state restrictions on the ability of foreign nationals living and working in the states to purchase land. They have argued that these bills are a discriminatory overreach by state governments.

Further, other groups, including those tied to agricultural interests, have cautioned state lawmakers about growing government involvement in the free market.

Opponents of these restrictions also caution that they play into unfounded, xenophobic fears, which divide our already fractured political landscape. This may be particularly true when considered with the fact that Chinese land ownership in Kansas is actually very limited.

Moving forward, Kansas must carefully consider the implications of such restrictions, weighing the potential benefits against the risks they pose to economic growth and property rights.

Area freshman leaders at K-State selected for Quest Freshman Honorary 

The family of Evelyn Engel has made a financial contribution to the Senior Health Insurance Counseling for Kansas program operated through Northwest Kansas Area Agency on Aging in Hays.

 This donation will be used to increase awareness and access to the program in Logan County, where Evelyn was a resident for 70 years. 

As everyone is aware, travel costs have increased, and this will allow staff to offer face-to-face service to those residents in Logan County who are not able to travel long distances. 

Additional services will be offered as well, such as completion of prescription assistance applications to reduce out of pocket costs for more expensive prescription drugs. Prescription assistance can be offered in the way of Patient Assistance Programs (PAPs), which are created by pharmaceutical companies to provide free or discounted medicines to people who are unable to afford them. 

Evelyn benefitted from such a program and her family would like to pay it forward to other beneficiaries who could benefit from these programs. 

Phone and videoconference options will be offered to any individuals not able to meet face-to-face. 

Evelyn’s son, James Engel, stated, “Prescription costs became a major concern for my mother, and it was a relief to discover that programs existed to alleviate her financial burden. In honor of my mother, we are partnering with Northwest Kansas Area Agency on Aging to educate Logan County seniors about prescription assistance programs and assist with completion of related paperwork.” 

Agency director Michelle Morgan said, “We are excited about expanding and growing Senior Health Insurance Counseling for Kansas in Logan County. The generosity of Evelyn’s family helps us to assist more older Kansans in the Logan County area. Many seniors must choose between purchasing food or medications. By providing both awareness and application assistance to lower prescription costs, this donation will help beneficiaries to afford both necessities. COLBY - Author and former FBI agent William Plunkett is the featured speaker at 7 p.m. on Tue., Oct. 10 as part of Colby Community College's Dr. Max Pickerill Lectures Series. Agent Plunkett's presentation will be in the H.F. Davis Library on campus.

During his career with the Federal Bureau of Investigation, Plunkett was involved in joint counterintelligence operations with the Central Intelligence Agency and investigated national security matters, including counterintelligence, terrorism, and cyber threats. He was an original member of the Cincinnati FBI Joint Terrorism Task Force formed after the September 11 attacks. Plunkett published articles in multiple magazines and has authored three books on the early FBI.

During his presentation, Plunkett shares tales about the Bureau's infancy, from its formation by President Theodore Roosevelt as The Bureau of Investigation in 1908 to intelligence gathering during World War I and the roundup of communists during The Palmer Raids. In 1921, the Osage Tribal murders were investigated, with the next decade bringing the Kansas City Massacre and resulting laws allowing agents the power to arrest and carry firearms. 

The birth of modern crime-fighting and the evolution of the early FBI is the focus when he talks about the turbulent Public Enemy era of the 1930s and the demise of John Dillinger, Machine Gun Kelly, Baby Face Nelson, Pretty Boy Floyd, the Barker/Karpis gang, and others.&nbsp;

A native of upstate New York and a graduate of the State University of New York at Oswego, Plunkett resides in Cincinnati, Ohio. He is an avid golfer and participates in various charitable law enforcement events.

OLATHE –&nbsp;Governor Laura Kelly and Transportation Secretary Calvin Reed announced Thursday seven Expansion and Modernization highway projects – a total investment of more than $350 million – have been committed to construction as part of the Kelly administration’s bipartisan 10-year, $10 billion Eisenhower Legacy Transportation Program, also known as IKE.

“When combined with the first two rounds of IKE Construction projects, these investments are part of a $2 billion commitment to make our roads safer, reduce congestion, create good jobs, and deliver more economic opportunities,”&nbsp;said Kelly. “Getting these projects to construction will make getting around Kansas safer and easier and will allow the historic economic growth we’ve seen to benefit the entire state.”

Since the passage of the IKE program in 2020, the Kelly administration has advanced to construction more than $2 billion for highway modernization and expansion projects.

In addition to revealing the latest round of IKE Construction Pipeline projects, Kelly and Reed also announced the final phase of two projects remaining from the T-WORKS program will go to construction in 2026. The two safety improvement projects on K-383 in Norton and Phillips Counties will officially complete the T-WORKS transportation program.

In Norton County, Highway K-383 will be constructed over the Prairie Dog Creek bridge east of Almena for two miles northeast to the Norton/Phillips County line. Cost is $19 million for the two-lane roadway.

In Phillips County,&nbsp;Highway K-383 the two lane roadway will be reconstructed to include the addition of shoulders and hill removal from the Norton/Phillips County line 10 miles northeast to Prairie Dog Creek. Cost is $31 million.

Both projects are scheduled for fiscal year 2026.

“Today’s announcement represents significant investments in the state’s transportation infrastructure,”&nbsp;said Reed. “Leveraging partnerships is a guiding principle of the IKE program.&nbsp;When we listen to citizens and work with communities, we are more assured these investments will provide long-lasting benefits for Kansans.”

Reed encouraged people to take part in a series of eight in-person local consult meetings held across the state and one virtual meeting starting next week. He said input from these bi-annual conversations is an important factor as KDOT determines which projects will be constructed. The project is estimated to result in a 42% reduction in fatal and injury crashes and a 22% reduction in property damage crashes. The city of Olathe has committed funding to help pay for the project.

“Targeted investments in our local infrastructure create good-paying jobs, improve safety, and bring economic development to our communities,”&nbsp;said U.S. Representative Sharice Davids, KS 3rd Congressional District. “That’s why I voted for the Bipartisan Infrastructure Law, which continues to help our state fund infrastructure projects that have long been overlooked. I thank our state and local officials for their work to improve roadways in Olathe and across Kansas."

The governor highlighted the balance of urban and rural projects included in the pipeline announcements. Construction projects were also announced in Dickinson, Douglas, Finney, Gray, Rice, and Thomas counties.

The Thomas County project will involve Highway K-25 County Road I, north to a four-lane transition south of Interstate 70. The eight-mile project is slated for construction in fiscal year 2026 at a cost of 23 million dollars.&nbsp;

Kansas continues to support above-average quail populations with spring densities similar to last year, including significant increases in portions of the western regions of the state this spring.

Rains beginning in early summer and continuing through much of the nesting season greatly improved habitat conditions across the state. Given the high spring densities and improved summer conditions, staff expected to see increased production on the brood surveys this year.

Despite these conditions, brood detections were decreased. This may be attributed, in part, by the abundant habitat available during the survey.

Still, Kansas maintains one of the strongest quail populations in the country and, given the abundant access, harvest will again be among the highest in the country. The best opportunities will be in the central regions of the state into the Flint Hills, with quality hunting opportunities scattered throughout the remaining regions.

Intense drought conditions throughout 2022 reduced pheasant populations and the available nesting cover for 2023. Precipitation across most of the primary range this summer greatly improved habitat conditions for chicks. This should have improved the survival of broods that were hatched and could result in some localized improvements where nesting cover was maintained. However, lack of nesting cover and low populations across most of the state prevented any major improvements in densities this summer.

The High Plains region of the western third of the state saw some areas of improvement but remain low after sharp declines in 2022. The North Central Smoky Hills region remained good last year in spite of the drought but dropped to levels similar to the remaining pheasant regions.

The statewide pheasant index is similar to the previous drought cycle. Recovery from these declines will likely take longer as habitat has declined with the declines in CRP enrollment (again this year, acres enrolled in CRP were released to be used for emergency forage for cattle across most of the state). This will likely impact hunter success in 2023 as well as the amount of nesting cover for pheasants again next year. While hunting opportunities still exist where habitat was maintained, hunters will find challenging conditions and should be prepared to work for birds.

Kansas is home to both greater and lesser prairie chickens. Both species require a landscape of predominately native grass and benefit from a few interspersed grain fields. Greater prairie chickens are found primarily in the tallgrass and mixed-grass prairies that occur in the eastern third and northern half of the state. Greater prairie-chickens have recently expanded in numbers and range in the northwestern portion of the state while declining in the eastern regions.

2023 Kansas Upland Bird Hunting Forecast now available from KDWP

It is well understood that weather patterns can have a significant impact on grasshopper populations year to year. Warm, dry weather increases the survival of nymphs and adult grasshoppers, leading to increased egg production during the growing season, while cool, wet weather promotes fungal pathogens that can reduce egg and nymph survival. 

Another factor influencing grasshopper populations is an abundance of food, especially broadleaf weeds. A diet high in these forbs leads to greater nymph survival, faster growth, larger adult grasshoppers, and increased egg production. The abundance of weeds therefore can likely contribute to the noticeable number and diversity of grasshoppers currently being observed. As these weedy sources of food are exhausted or controlled, grasshoppers may shift their grazing over to anything still growing in the landscape. 

In areas with greater grasshopper pressure, seedling alfalfa and wheat could be at risk.

Before planting alfalfa, treatment should be considered if there are 15 or more grasshoppers per square yard around the planting area. Once planted and growing, consider treatment if 3-5 grasshoppers per square yard are found in the seedling alfalfa stand.

Vegetated borders around areas where wheat will be planted should be scouted ten days before planting. Consider treating those borders if there are 7 to 12 grasshoppers per square yard. Once growing, three or more grasshoppers per square yard within the field can destroy seedling wheat stands. If grasshopper populations are low to moderate, seed treatments can protect emerging wheat plants for several weeks if products are applied at the highest registered rate. Seed treatments will be less effective under severe grasshopper pressure. Avoid planting too early, as this will help reduce the time that wheat must be protected.

Nex-Generation Round Up for Youth Inc. funds, promotes, and supports educational projects, career development, and community programs focused on the youths in northwest and central Kansas. We educate students about local career opportunities, as well as offer programs in career development, entrepreneurship, and internship. 

Through these efforts, we have fostered a positive sense of community and encouraged many of our youths to remain in the region or return home to prosper. 

This year marks the organization’s 10th anniversary of operation. That is a decade of impacting almost thousands of youths, teens, and college students across our service areas with life changing skills and knowledge. This milestone has enabled us to reflect on our past and look forward to the future with optimism.

Forward Ever: KDWP's Kent Fricke discusses canceling turkey hunting season

TOPEKA — The Kansas Department of Health and Environment and the Kansas Department of Wildlife and Parks have issued a public health advisory update due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. 

These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact.  Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water.

 </figure>KDHE TOPEKA — The Kansas Department of Health and Environment and the Kansas Department of Wildlife and Parks have issued a public health advisory update due to blue-green algae.&nbsp;A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact.  Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. The TMP-Marian
Monarchs return home Friday night for a key MCL and 2A district showdown
against the Phillipsburg Panthers.

The Monarchs are
looking to bounce back from their second straight loss and are 3-2, 3-1 in the
MCL 0-1 in 2A district eight play.

Phillipsburg also
enters the contest losers of two straight and are 2-3 overall, 2-2 MCL and 0-2
in 2A district 8.

Kickoff is set
for 7 p.m. at Lewis Field in Hays. Live coverage includes The Monarchs
Sports Network and radio.

Friday’s meeting
is the 30th all-time meeting between TMP and Phillipsburg with the
Monarchs leading the series 15-14 but Phillipsburg has won 12 straight.

The Hays High Indians are on the road Friday night for a
Western Athletic Conference showdown with the Dodge City Red Demons.

The Indians rebounded last week from two straight losses with
a win over Ulyssess while the Red Demons have two straight and three of their
last four games.

Kickoff is set for 7 p.m. at Memorial Stadium in Dodge City. Friday’s
live coverage will be available only on 96.9 KFIX.

Due to Dodge City school’s streaming restrictions the Hays
High Sports Network will not be able to stream Friday night’s game live but a replay
of the game will be available Saturday.

This is the 79th
meeting between Hays and Dodge City. The Red Demons hold a 51-26-1 advantage in
the series…even after Hays has won the last three games. This is the second
most played series for Hays High behind the now 86 games with Great Bend and
ahead of the 63 played against Garden City. 

The two played a
pair of games in 1932 and 1933…Dodge City won both. According to our Hays High
records the two didn’t play again until 1944…Dodge City has that the two played
in 1940 and 1941. The two however agree that the series resumed in 1944 through
1973…taking a three year break from 1974 through 1976…then playing every year
since 1977. 

Dodge City long
dominated this series winning 29 of 32 from 1965 through 1989. In the remaining
46 games Hays High actually has a one game edge at 23-22-1. The most continues
success the Indians have against Dodge City was from 1999 through 2004 when
Hays won six in a row…it is just one of two stretches that Hays has won four or
more straight games against Dodge City…the other from 2011 through 2014. Hays
can make that a third occurrence tonight as the Indians have won three in a row
against the Red Demons.

The Nov. 7 general election ballot may be a relatively light one across most of Kansas in a non-presidential election year. But an important issue will be decided for USD 395 and La Crosse residents. Bill Keeley, superintendent of La Crosse schools, said district residents will vote on a $10.975 million bond question, and residents within La Crosse city limits will also vote on a proposed one percent city sales tax to help fund the bond.

"The school board has whittled it down to a new elementary school with a gym," he said. "The gym is mandated for a PE classroom by the state, but it would also double as a secondary auxiliary gym for practices."

Four years ago, a facility committee was formed to discuss the needs of the district. Original numbers indicated $15-16 million dollars would address those needs. Then COVID-19 hit and that figure surged to more than $20 million. After a study of the district, financial consultants advised the board a bond needed to be more affordable, around $10-11 million, to feasibly pass a vote. 

"They cut more than half of the facilities off the original scope of the project and got it down to just our two priority needs, which is a new elementary school," Keeley said. "Our old elementary school is coming up on 100 years old."

The new elementary school would be constructed on the north side of the existing middle and high school. The bond would also include a connection corridor from the technical buildings to the school, as well as renovations to increase safety at the school, including the addition of storm shelters.

 </figure>"We'll have one campus for all students," said Keeley. "Right now, we bus our elementary students over to the high school cafeteria for lunch because we don't have a cafeteria at the elementary school. That's obviously not very efficient. We lose out on class time and it's costly because we have to pay for that service."A second gym would alleviate crowded practice schedules that are not conducive to learning. The new elementary school would include a new playground and preschool classroom. Mostly, the new facility would give the district more space."We still have an elementary building that's 100 years old that's falling down, that's not ADA compliant," Keeley said. "We have reading groups meeting in the hallways, meeting in the stairwells, and people walking by during the reading intervention time because we're out of space."The bond would be paid over 20 years. If approved, the school district would increase taxes 19.75 mills to pay for the project. If the one percent sales tax is also approved, that increase would drop to 15.74 mills. On a $100,000 home, that amounts to $18.93 in additional taxes each month without the one percent sales tax, and $15.08 a month with the additional sales tax.The bond and sales tax question will be decided in the Nov. 7 general election.
