COMMUNITY INVOLVEMENT:&nbsp;I have served and held positions on the Downtown Hays Development Corporation Board, as well as, currently serving on the HaysMed Foundation Board and on the Hays High Academic Booster Club. In the past, I have also served and held offices on the O’Loughlin PTA, while all three of our children attended grade school.&nbsp;

1. Why have you decided to run for a position on the Hays City Commission?

My interest in this role comes from my desire to make a positive change within our community. I feel it is my duty to serve the public and “Do Good.” This is a motto I try to apply in all aspects of my life. I’m driven to run for this seat to expand on our current progress with economic growth. I will be focused on fostering our development of youth and engaging them with the growing needs of retirees in our community. A prosperous community includes all ages, young to old. I have had the pleasure of serving on the City Commission for the past ten months as an appointed official. The current commission has worked diligently to develop a well thought-out, money conscience budget. The commission is supporting staff, as we work to progress with the water efforts in finding a sustainable water source for our area. The commission works along side city staff to maintain our infrastructure and provide quality of life. Past commissions have helped to set the foundation for the work the current commission is able to accomplish. I plan to do the same for forth coming commissioners and the city of Hays.

2. What are the top three issues you believe the city will face in the next four years?

&nbsp;One&nbsp;of the top issues for our area is securing a sustainable water source. We are all aware how valuable water is to our area and we do a tremendous job in our conservation efforts. The city is currently making great efforts towards a solution. With the forward thinking of past commissioners in purchasing the land and water rights of property in Edwards County, known as R9, the framework has been set for the motions taking place today. I do believe with continued focus our efforts will be successful in building a pipeline and transporting water to our area to give us a sustainable water source for years to come. Another priority is increasing our economic growth. This encompasses multiple areas, such as, reducing the housing shortage, offering a variety of housing options, incentivizing developers and builders to bring in more opportunities to our area. Our sales tax collections are among the highest on record, we have millions of dollars being spent in construction and we have an extremely low unemployment rate. These are all items to celebrate, however, we currently have an issue in our workforce. We need to retain more young adults in our area, finding a way to entice the youth while encouraging all ages to make Hays their home. Without an immediate solution to this issue it needs to be kept at the forefront. The last priority is working to meet the needs of our aging population. Data shows that the fastest growing population in our area is those age 65 and older. We need to create homes that suite the needs of our retirees to retain them as citizens in our great community. The construction of a new community center that is more city centered with easier access would fulfill one of the other voids in our current offerings. Making Hays an area the aging population is able to remain viable and enticing their families to join them in relocating.

3. Is there something you would like to see change about any Hays city ordinance or program?

I would like to see the City of Hays continue to explore incentives to assist builders and developers to grow our community and fulfill the needs of our citizens. We have a known housing shortage. With current growth patterns Hays is expected to need more than 800 units of housing by 2030. I would like us as a city to be able to communicate to developers why they want to be in Hays. If our area can have a 1% growth each year we will be in need of an increase of approximately 80 housing units per year. We will need to incentivize developers to assist in making it feasible to build diversified housing. These incentives could in turn work to attract more commercial properties, benefiting our community with options to create additional sales tax and employers.

4. In light of increasing valuations, should the city of Hays reduce its mill levy? Why or why not?

Even with a stagnate mill levy home owners, renters and businesses feel the effects. Property valuations have doubled over the last two years increasing by 22%, giving our property taxes a 33% increase with the passage of the school bond. The mill levy helps to fund the library, library employee benefits, the airport, public safety equipment, employee benefit contributions, and bond and interest. This composes approximately 23% of the total budget. When looking at reducing the mill levy we have to look at what to cut in the budget; decreasing the mill levy would be decreasing funding to one or more of these areas. It is challenging to find which area or areas are disposable. They each are meaningful to different groups of citizens. The library and the library employee benefits are based on the Standards for Kansas Public Libraries set forth and mandated by state statute. Those that travel with their employment would feel the airport is mandatory. Having no airport would mean no air travel to and from Hays, which could in turn force some businesses or employees to relocate. This would in turn defeat our desire to grow. If public safety equipment is not replaced or maintained effectively it could result in delay or improper needs to respond to emergency calls. As we can see reductions create a trickle effect making the decision to reduce funding challenging. The city commission has been able to maintain a constant mill levy, without increase, for the past 13 years with a balanced budget and money placed into reserves for future use. This allows us as a city to pay cash for special projects verses taking out bonds and creates a savings for the future.

5. What experience/background do you have that would make you a good city commissioner?

In our thirteen years of residing in Hays, I have engulfed myself in multiple areas of the community. I have chosen and continue to choose to be very involved with community organizations, community activities and youth education. The dedication and time placed into each of these endeavors fosters, not only my personal growth, but more importantly allows our community to become greater. If elected I will continue to devote my time and energy to the city of Hays and its citizens, as a valuable resource. 

6. What would you do, if elected, to attract or retain businesses to the community?

Keeping our community financially strong will allow us to continue to attract and retain businesses in our area. There is a fine balance between saving for the future and taking necessary risk. Our local sales tax continues to benefit our budgetary needs. The city is working with local developers to decrease the housing shortage with recent new home builds and revitalization efforts converting older buildings to apartments. We are increasing our efforts with education by approving a bond to build more suitable structures for our children. As a community we are provided a quality of life with the multiple offerings from numerous entities, some of which are aided with city funding, and our well maintained parks department. Our sewer maintenance and upkeep of our aging infrastructure is an another attractable resource provided by city funding. These are all efforts helping to retain current businesses. Exploring future programs to assist retiring business owners in the sell of their endeavors to incoming entrepreneurs could be beneficial to have assistance in finding a purchaser. This could attract workforce growth. Each of these areas stated above show we are a community that invests in ourselves, we want to support local and we want to grow.&nbsp;

Hays City Commission candidate: Alaina Cunningham   

On Saturday, October 28 from 10 a.m. to 2 p.m., the Ellis County Drug Enforcement Unit will be participating in the Drug Enforcement Administration’s National Prescription Drug Take Back Day. 

This bi-annual event allows for the public to anonymously dispose of old, unused, unwanted, or no longer needed medications. 

The event will be held in the north parking lot of the Ellis County Law Enforcement Center, 105 W. 12th St., Hays.

In April of 2023, 4,497 law enforcement agencies nationwide hosted 4,955 collection sites, and collected 663,725 pounds of unused medications. 

Since the inception of the Drug Take Back Day, 17,300,454 pounds of medications have been safely disposed of.&nbsp;

The Ellis County Drug Enforcement Unit is encouraging the public to remove unneeded medications from their homes as a measure of preventing medication misuse and opioid addiction from ever starting. 

Items that will be accepted are tablets, capsules, patches, and other solid forms of prescription drugs. Prescription medications can be disposed of in the original container or placed in a Ziploc bag. 

Please note that liquids (including intravenous solutions), syringes and other sharps, and illicit drugs will not be accepted&nbsp;

Three-day weather outlook

Hays is blessed with an abundance of candidates this election cycle. While some communities struggle to field enough candidates to cover vacancies, Hays has 10 highly-qualified candidates from all walks of life competing for four vacancies for the USD 489 School Board.

Regardless of who wins, USD 489 will be well-served. But among these great candidates is one who stands out.

David Clingan is a relative newcomer to Hays, with a decade of residency here. David came to Hays by way of a successful three-decade career as a big-box retail general manager, first for Target stores and later for Home Depot. He and his wife of 25 years have two amazing daughters educated in Hays schools. David and his family are very active in the Hays community, serving on the boards of the Hays Rotary Club, Hays High Athletic Booster Club, and serving as an elder at North Oak Community Church.

David knows how to manage people and projects, large and small. As a store manager, he hired and managed staffs numbering in the hundreds, all with a careful eye to his store’s financial performance. Today, David is the director of recruitment and retention at Grow Hays, where his success in securing millions of dollars in state and federal grants for our community is evident in $4.1 million secured for the Hays microfactory, and several other retail, residential and commercial projects.

David is a man of sincere commitment, candor, intelligence and unfailing integrity. His ability to find workable solutions among people of diverse interests has been proven again and again. The same can be said for his ability to see large projects through from start to finish. 

David will be joining three other thoughtful, smart candidates on my ballot. I hope you agree, and that he’ll earn a spot on your ballot as well.

The Chamber in Hays, has announced a date change for the Child Care Provider Quarterly Professional Development Series. &nbsp;

Originally slated for Thursday, October 26 the event will now be held on Thursday, November 16 from 6:00 p.m. to 8:00 p.m.,&nbsp;The Rose Garden Banquet Hall &amp; Catering, 2350 E. 8th St., Hays.&nbsp;&nbsp;

The decision to reschedule the event was made to ensure that as many interested parties as possible have the opportunity to attend. This change aims to accommodate conflicts with other community events, ensuring that childcare providers from across northwest Kansas can participate.&nbsp;

The Professional Development Series welcomes all area child care providers to join in an enriching evening featuring Kaley Conner, Manager of Education and Outreach from High Plains Mental Health Center, as the guest speaker. The focal point of the workshop will be "Stress Management and Self-Care for Providers."&nbsp;

Attendees will gain invaluable insights into stress management, differentiating between typical and destructive stress pathways, recognizing warning signs of unhealthy stress, implementing self-care practices to enhance resilience, and acquiring skills to identify warning signs in the children they serve, as well as effective communication with children's guardians. &nbsp;

Participation in this event will provide attendees with 1.5 hours of credit toward their annual recertification requirements.&nbsp;

The Hays school district has seen a 30 percent increase in students eating breakfast at school when the district started offering free breakfasts for all students earlier this month.

Superintendent Ron Wilson said the district has a lot of positive press as well as other districts reaching out to Hays about the new program.&nbsp;

Jessica Younker, director of nutrition services, gave a report to the Hays school board at its meeting on Monday.

The district has implemented a second-chance breakfast at Hays High School, which has boosted breakfast numbers at the school.

The district is serving an average of 169 students breakfast between first and second periods at HHS.

One of the board members asked if the second chance program could be extended to the middle school. Younker said she could explore that possibility with the HMS staff.&nbsp;

Wilson said there could be issues with carving out the time for the program in the middle school schedule.

Younker said she explored trying to offer both free breakfast and lunch for all schools.

While Younker said she thought the district should break even with the breakfast program, providing both lunch and breakfast would result in a $700,000 per year revenue loss.

She said it was not financially feasible.

Because 70 percent of Lincoln Elementary School students qualify for free or reduced-cost lunch, the district received a grant to provide all children in the school free breakfast, lunch and afternoon snacks for children in the afterschool program.

Younker credited new procedures that qualify children for free or reduced-cost school meals when families apply for Medicaid as one of the reasons the district was able to identify so many families in need of food assistance.

The district has newly partnered with Domino's Pizza for a monthly pizza day for all the schools. Dominos makes pizzas to school food standards and delivers them to the school at a price comparable to the district's cost to make the pizzas, Younker said.

HHS Principal Shawn Henderson said the pizza has been very popular with students.

The district also received a $10,443 grant to purchase local food. The district bought four steers with one more to be slaughtered next month. Two of these steers were bought from 4-Hers who are students at USD 489 schools.

"I want to thank you for how you’ve been working for the kids," Board President Ken Brooks said to Younker. "I really applaud that."

I would change the current communication. Working and communicating together in a civil and organized manner is how I believe we can accomplish our mission moving forward.

I feel like there is not enough communication and respect on the current school board. This board represents the district at large, and we owe it to the taxpayers to work together for the growth of the district. Even in disagreements, we must be civil and compromise to make the best decisions for our students.

What is your opinion of the Hays USD 489 administration?

Overall, I would like to improve the relationship between the board and the administration in working on policies and procedures together as a team, making soundful decisions that are best for all of us.

The administration, teachers and staff are hired to do a job. They are the experts, just as I am in my field. I would not micromanage. I will review policy and ensure that it is being abided by and changed if need be. Communication is key. Whether that is with the administration, student, parent, teachers, staff and the taxpayer.

What role do you think the board should have moving forward with the bond issue projects?

I think the board should have a vital role in the bond moving forward ensuring that communication is key in letting all know about changes, expenses and time frames are met with the contractors.

NORTON COUNTY —Three people were injured in an accident just after 7p.m. Monday in Norton County.

The Kansas Highway Patrol reported a John Deere Tractor pulling a grain trailer driven by 56-year-old Scott W. Hoch was westbound on Kansas 9 seven miles west of U.S. 283.

The tractor met a 2018 GMC Sierra driven by 63-year-old Frederick A. Braun on a bridge. The grain trailer sideswiped pickup.

EMS transported Braun and passengers in the pickup identified as&nbsp; Marvin J.&nbsp;Colindres Ramos, 42, Santa Fe, New Mexico and Pedro A.Jimenez, 20, Stratton, Colorado, to the Norton County Hospital.&nbsp; Hoch was not injured. The occupants of the pickup were properly restrained, according to the KHP.&nbsp; The KHP did not report where the drivers lived.

COMMUNITY INVOLVEMENT: I have served as a City Commissioner for the past two years. I served on the advisory board of the Convention and Visitors Bureau for 12 years.

1. Why have you decided to run for a position on the Hays City Commission?

I am running for re-election to the City Commission because I am excited for the future of Hays and feel that my background and experience have brought a unique perspective to the City Commission the past two years. I hope to be able to continue to serve the citizens of Hays by supporting city departments that are key to our quality of life and to work to bring expanded housing and city. We are very close to bringing water to Hays from the city’s R-9 ranch south of Kinsley. This will solidify Hay’s future water supply for decades and support future growth in Hays.

2. What are the top three issues you believe the city will face in the next four years?

There are a number of challenges and opportunities for Hays in the next four years. The top priority is securing Hays’ water future by establishing the right of the city to bring water from the R-9 ranch and building the infrastructure and pipeline to bring the water to Hays.

The second challenge is to expand housing and housing opportunities. Growth in Hays is dependent upon the availability of all types of housing, including apartments, multi-family, and single-family homes. We will continue to see a growth in seniors, creating a need for senior housing needs. New and growing families within Hays will need to be able to find housing to&nbsp;meet their expanding needs. Growing the housing market is also key in attracting new business, as many retail businesses look at housing when making decisions on where to expand.

There are two issues facing Hays that are of great concern. Growing childcare options is crucial for parents of young families that need two incomes to meet their growing needs. Childcare options are key for many young couples to even choose to have children. There are some great people and organizations in Hays that are actively addressing this concern.

I also am disturbed by a sharp trend in the increase of domestic violence cases in Hays and in western Kansas in general. The city needs to work with health and support organizations as well as law enforcement to find ways to address root causes of domestic violence as well as support victims.

I helped to change a city ordinance dealing with animals and pets allowed in the city in the last two years. I am open to addressing any ordinance that some citizens feel the need to be changed, updated, or created. There are some 23 ordinance categories for the City of Hays. The city has worked to simplify or reduce some of these codes, especially for building and development. Many ordinances will come under scrutiny or consideration when a citizen brings a concern to the commission. City staff is presently working on a potential ordinance involving the parking of large vehicles on city streets.

I would like to see the city move eventually to an online billing program for water and garbage.

Simple math suggests that we need to maintain the mill levy at its current status, which has not changed in nearly two decades. While valuations have risen rapidly the past two years, so has inflation, increasing the costs of services and equipment. However, the economic forecast for Kansas is that property increases will slow dramatically this year to around 3.5% and stay level in the near future. The property tax levy for the city is 25 mills. Together, the library and its employee benefits have taken 7 mills. This year those 7 mils provided just over $2 million dollars. The cost of the library was $130,000 above levy and needed to be supplemented by vehicle taxes. Public Safety equipment (2 mills) for the police and fire departments exceeds levy funds by $44,000 and airport needs exceeded levy funding by $798,000. City employee benefits (9.5 mills) exceeded funds brought in by the levy by nearly $1.4 million. This requires transfers from other funds as well as vehicle taxes to fully fund. Bond and interest (5 mills) payments similarly require funding above property tax funding. A two-mill cut in the property tax rate would mean a decrease of approximately $600,000. This deficit would require cuts in road, sewer, and park projects. This would put the city behind projects whose regular maintenance have kept Hays from experiencing critical failures in infrastructure experienced by many cities that must create large bonds to pay for repairs.

5. What experience/background do you have that would make you a good city commissioner?

My experience as a city commissioner the past two years has given me insight and experience in understanding the functions, costs, and benefits of the each of the city’s departments. I now have experience in communicating with our federal and state elected officials on the needs of our community. As the director of the Sternberg Museum and a past CVB member, I understand the impact of events and tourism on the economy of Hays. As a scientist with a background in biology and geology, I have an understanding of the water cycle, including the impacts of drought and climate change on the water needs of Hays and western Kansas.

As an employee of FHSU, I know the critical importance of the university’s success on the success and viability of the city.

6. What would you do, if elected, to attract or retain businesses to the community?

One avenue that I will work with the city and others to pursue is a STAR bond to bring an attraction to or expand an attraction in Hays that will ideally be a centerpiece of new retail and housing. Hays is located ideally along I-70 making access to new attractions available to an large number of potential tourists. Increasing housing is also an avenue of making Hays attractive to new business and people who own houses tend to stay and remain fully invested in our community.

Developmental Services of Northwest Kansas is proud to announce that their Custom Creations Store, 1107 Main, Hays, was the recipient of The Kansas Department of Commerce’s ‘To The Stars: Kansas Business Awards for 2023.’

Custom Creations was the award winner of the North Central Regional Award in the category of Non-Traditional Talent Pool for its innovation of supporting people with developmental disabilities.

DSNWK’s Custom Creations accepted the award at the Department of Commerce’s statewide awards banquet on October 12 in Wichita.

The Kansas Business Awards recognize the many businesses and business people throughout the state that are working hard to build their companies and at the same time contributing to their community as valuable resources.

Governor Laura Kelly in her correspondence to DSNWK said, ``Your company was nominated because you are creating job opportunities, products and services, innovating and diversifying the local marketplace, building community identity, and so much more. DSNWK’s Custom Creations wins Kansas Commerce business award

Sponsored by the Tumbleweed men’s Barbershop Chorus and the women’s Prairie Rose Harmony Chorus, members of both groups will be on hand to lead guests in the joys of signing harmony. Guest night means there is no obligation to join either sponsoring group. Refreshments provided.

The women of Prairie Rose Harmony regularly meet Tuesday nights from 7 p.m. to 9 p.m. Central. Both groups normally gather weekly at&nbsp;the Colby United Methodist Church. Prairie Rose Harmony is independent.

Both harmony groups form inter-generational bonds and encourage youth to join in the fun. Many men and women choose to become members of their choruses from the time they join for the rest of their lives.

The Hays USD 489 school board will meet for a work session at 6:30 tonight at Rockwell Administration Center.

The school board has six items for discussion on its agenda.

They will hear a report on nutrition services from director Jessica Younker. This will include an update on the district's new free breakfast program.

Rusty Lindsay, building and grounds director, will give a report on facilities.

Hays High School Principal Shawn Henderson and Assistant Principal Becky Hickert will discuss post-secondary success for Hays High graduates. This is a metric that is used in state accreditation.

Kyle Carlin, special education co-op director, will give a report on the co-op, including the 2023-24 school year budget.

Chris Hipp, assistant superintendent of business services, will discuss the bond proceeds and repayment.

The board also will discuss procedures and board ethics.

New reporting shows Kansas crude production on a par with the last several years, which have been the lowest in state history. 

The Kansas Geological Survey says Kansas operators pumped nearly 14 million barrels of oil in the first six months of this year. That's 77,171 barrels per day, which is down by 227 barrels per day from the first half of last year. Last year's total output was the second lowest 12-month total on record in Kansas. The lowest was a year earlier.

Kansas Geological Survey says output in Barton County averaged 4,125 barrels per day for the first half of the year. That's up 100 barrels per day from a year ago. Ellis County production is down 77 barrels per day from a year ago, at 6,016 barrels per day. That's still enough to lead the state. Output in Russell County was up slightly to 3,718 barrels per day. Stafford County production was slightly lower at 2,512 barrels per day.

Crude prices lost a little ground on Friday, closing at $88.75 per barrel for the near-month contract in New York, down 62 cents on the day but $1.06 higher than a week earlier.&nbsp; Prices were down nearly two percent on Monday, dropping below $87 a barrel. In London, Brent crude dropped a few cents below $91 by lunchtime Monday.

Kansas Common crude at CHS in McPherson starts the week at $79 a barrel. That's up a dollar from a week ago, but down two dollars from the first of the month.

U.S. crude production dropped to its second highest weekly total ever, &nbsp;just a week after output reached the all-time high. The Energy Information Administration reported output of 13,217,000 barrels per day in the week through Oct 13. That's down a thousand barrels per day from the all time record a week earlier but more than a million barrels per day higher than the same week a year ago.

U.S. crude stockpiles dropped by nearly five million barrels. EIA said inventories reached 419.7 million barrels as of Oct. 13. That's about five percent below the five-year average for this time of year. The Energy Information Administration  reports nearly six-million barrels per day in crude imports for the week, down 387,000 barrels from a week ago. Four-week average imports are up 5.5% over a year ago.

An oil deal worth more than $50 billion turns out to be the second-largest oil-patch acquisition this month. Oil major Chevron will buy global independent Hess Corporation for $53 billion. The deal comes less than two weeks after Exxon Mobil said that it would acquire Pioneer Natural Resources for about $60 billion. Chevron is the seventh-largest oil company in the world by revenue. Adding Hess to its roster gives the company a major oil field in South America as well as extensive shale properties in the Bakken Formation in North Dakota.&nbsp; Exxon Mobil and Pioneer Natural Resources announced an all-stock merger agreement a week ago.

The Biden administration last week rolled back Trump-era sanctions on Venezuela's oil sector after the government there announced concessions to opposition parties for an election next year. A new general license issued by the Treasury Department authorized the OPEC member to produce and export oil to its chosen markets for the next six months without limitation. A senior State Department told Reuters they'll reverse sanctions relief unless they begin freeing Americans and other political prisoners detained there.

The Rotary Rig Count from Baker Hughes is up one oil rig and one gas rig for a total of 624 active rigs as of Friday, Oct. 20. The count in Texas is up seven rigs while New Mexico is down three.

The Kansas Rig Count from Independent Oil &amp; Gas Service is up one at 16 active rigs in the eastern half of the state, and down three at 22 active rigs in western Kansas. The tally is up five percent from a month ago, but down more than 35% from a year ago.

Kansas operators have spudded 1,041 new wells this year, which lags last year's count by 331 wells. Total footage drilled is down 26%. There was one new drilling permit filed in Barton County last week, among ten in western Kansas and 46 statewide. 

Independent Oil &amp; Gas Service reports operators completed 13 wells in western Kansas, including four in Ellis County, and one each in Barton and Stafford counties. There are 21 newly-completed wells in the eastern half of the state.

So far this year, operators across Kansas have completed 1,378 wells, which is about 85 wells ahead of last year.

Texas continues to rewrite the record books. Texas producers have once again broken the 30- and 40-year-old oil-patch output records that held up until this summer. Oil, natural gas and natural gas liquids all reached new plateaus in August. The Texas Oil and Gas Association reports crude production topped 5.6 million barrels per day, an all-time record. 

The government is predicting a significant drop in production from the nation's top shale plays beginning next month. A monthly forecast from the Energy Information Administration says total crude production in the top seven domestic shale basins will drop by 50-million barrels per day in November. Gas output is predicted to drop by 451-million cubic feet per day.&nbsp; 

The Energy Information Administration's monthly productivity report tracks new-well production, regional output, and drilled but uncompleted wells.&nbsp; DUCs were down 54 wells nationwide last month. Wells in six of the seven basins tracked were completed, placed into production, and taken off the four-thousand-plus national roster of DUCs.
