It was clear that each of the 12 panelists participating in a mock election event Wednesday morning with Thomas More Prep-Marian in Hays is passionate about their public service.

The Hays Youth Leadership Advisory Board hosted the session for about 130 TMP-M junior high students in the school's auditorium.

"It's always great to learn about voting," said Preston Mermis, a TMP member of the Youth Leadership Advisory Board.&nbsp; "All the way from second grade, you're learning that one day you're gonna get to vote. 

"Once you get in junior high as 6th, 7th and 8th graders, which this event is catered to, you're getting really close to that age and teachers are really pushing it. So this is a great event to try and get them involved, see different elected officials, and find out what's going on."&nbsp; &nbsp;

Mermis and the other board members sent emails and letters to some of the officials and met in person with others, inviting them to participate in the event.&nbsp;

Local representatives in the Kansas statehouse were unable to attend because of their legislative commitment in Topeka during turnaround week.

Panelists included U.S. Sen. Roger Marshall, R-Kan., Ellis County commissioners Nathan Leiker, chairman, Neal Younger and Michael Berges, Ellis County Sheriff Scott Braun, Ellis County Clerk Bobbi Dreiling, Ellis County Treasurer Vernon Ruder, Hays city commissioners Shaun Musil, mayor, Sandy Jacobs, vice-mayor, and Mason Ruder, and Hays USD 489 board members Ruth Ruder and Meagan Zampieri-Lillpopp.

Each explained their role in government, why they decided to run for office, and why voting was important.&nbsp;

Several of the speakers had attended TMP and said they never imagined themselves as public servants.

"When I was your guys' age, I sat right where you sit now, thinking government is so boring," said Mason Ruder. "But it's really not.

"I was a pretty quiet kid, kind of stuck to myself. Now I get to be up here with these people every single day making a change in our community...to make sure that we have good roads, clean drinking water, a safe community," Ruder said.

Sheriff Braun, a Victoria graduate, remembers his high school government teacher, Mr. Leikam. "I learned a lot from him." Braun was was also involved in STUCO. He currently serves as <a href="https://hayspost.com/posts/5e9ec24b-53c4-40ff-9c9d-36bfbdf8808a">president of the Kansas Sheriff's Association</a>.&nbsp; &nbsp;

"My role is very different from our commissioners in that I'm regulated by state statute," Braun said.&nbsp;

Marshall kicked off the discussion with a short overview of the American government system.

"My job is to fight for your constitutional rights... The founding fathers in their wisdom decided each state should have two senators to level the playing field," Marshall said.&nbsp;

Several students said they were surprised to learn that Kansas has only four Congressional representatives as compared to the more populous Texas, with 39 representatives.

"If you don't vote, you don't have the right to complain," Marshall concluded.

"The reason you should get out and vote is you can make a difference in our county and our city just by the choices you make," said Vernon Ruder, "and put people in office that can do a good job for you."

Dreiling and two of the panelists assured the students that every vote does count, with stories of tied local races and others won by as few as five votes.&nbsp;

Berges, who has a Fort Hays State University degree in government and political science, won his district one county commission race by just 13 votes. 

"I actually took that as an encouraging sign. If you're running in an election and another candidate is close to you, that means the voters have good candidates to choose from," Berges said.

"You can register to vote as you get close to the age of 18," Dreiling reminded the crowd, "and we'll hold onto your registration until you come in to vote once you turn 18."

Zampieri-Lillpopp, school board vice-president, was elected by a five-vote margin. She agreed that local government "absolutely isn't"&nbsp; boring.

"We have the responsibility, just like lawmakers at the state or national level, to make sure our policies and that person in charge is making good decisions and the policies are guiding good behavior and not causing harm," she said.

In elections, she said she "always looks at who I trust most to make good decisions based on information that I may or may not have as a citizen."&nbsp;&nbsp;

Ruth Ruder said she decided to run for school board to make sure local tax dollars were spent wisely for the $140 million school bond issue that was <a href="https://hayspost.com/posts/129101d8-dc2b-43bf-a698-58ccdabed924">passed by voters in May 2022</a>.&nbsp;

"So we watch to make sure our finance director spends and invests that money wisely," she said.

District two county commissioner Younger said he didn't care about government when he was in high school.&nbsp;

"Don't do that," he said to the students. "Nobody can take your education from you. Do get involved in everything. Hopefully, some of you, or a lot of you, will run for an elected position. I always say without the city, the county couldn't survive and without the county, the city couldn't survive. We're trying to work together, and it is working."

Another TMP alum, Leiker, county commission chairman, said "when you're trying to achieve something you're depending on everybody else to go out and vote for it. It's a big team effort."

Musil said he ran for office to help the next generation. Now, he has two children who are in college and of voting age.&nbsp;

"I want to make sure that we represent the future, not just our age group," he said.

Retirement wasn't enough for Jacobs after she left a 40-year career in banking, so she decided to become involved in local government, something she's always been interested in.

"I absolutely love my community," said the Hays native. "I'm passionate about making local decisions that affect each and every one of you every day.

"What you want to live, where you want to live, and how you want to live, if you really want to have an impact on that, you don't necessarily have to run for a local elected position like we all did, but you have to become involved.&nbsp;&nbsp;

Jacobs encouraged the students to be aware of volunteer opportunities at the city level and in school.

"Just like your Youth Advisory Leadership Board. Those young people didn't have to become involved, but they put themselves out there to start something that's going to go on for many years to come," Jacobs said.&nbsp;&nbsp;

After listening to the panel, TMP eighth-grader Grant Nehls said, "I've always thought about voting since I was little. I thought it would be cool."

Hays Police Chief Don Scheibler said he appreciates Clayton and Broadway for their willingness to assume leadership roles within the department.

Two Hays PD officers promoted to patrol corporal

A Hays man was apprehended following a report of an alleged domestic disturbance and strangulation Tuesday morning in Hays.

The Hays Police Department received a dispatch at 11:19 a.m. on Tuesday, directing them to a house on East 19th Street.

Officers arrived at the scene and made contact with 44-year-old Hays resident Timothy Don Walker.&nbsp;

Hays Police Chief Don Scheibler said Walker allegedly assaulted a woman by gripping her neck and strangling her.

Walker allegedly threatened to kill her and another man at a residence who had called police.

During the disturbance, Walker also allegedly punched and cracked the victim's windshield and exposed his genitals to her.

Scheibler said the victim allegedly escaped from Walker before police arrived at the scene at 11:23 a.m.

When police arrived, they attempted to de-escalate the situation in the backyard, Scheibler said.

"He refused to comply with the officer's commands," Scheibler said. "When officers attempted to cuff him, he physically resisted, which led to him being tased."

By 11:35 a.m., Walker was in custody and en route to the&nbsp; Ellis County Jail.&nbsp;

Walker was arrested on requested charges of aggravated domestic battery, criminal damage and interference with law enforcement.&nbsp;

Scheibler said physical evidence aligns with the victim's account that Walker choked her.&nbsp;

The suspect and female victim had allegedly previously been in a relationship.

Scheibler said he wants people to recognize the severity of strangulation and its prevalence within relationships.

"The potential for serious injury or death is always possible, and if they're in an abusive relationship, they should report those issues, " Scheibler said.

Officials hope a new program will reduce or even end murders related to domestic violence in Ellis County.

A partnership between domestic violence advocates, law enforcement and the court system uses a lethality survey to get help for people who are in the most in danger of a fatal domestic violence attack.

Hays suspect arrested on multiple charges following alleged strangulation

A public hearing and resolution vote will be held Thursday during the Hays City Commission meeting for the proposed expansion of the Neighborhood Revitalization Program.&nbsp;&nbsp;

It provides tax rebates to property owners who make improvements that raise the appraised value of residential or commercial properties.&nbsp;

Expanding the area would include areas of Hays where homes and commercial businesses were constructed in 1980 and earlier.

Commissioners will also vote on an agreement with Werth Development Group for the construction of public water and sanitary sewer mains along Hall Street adjacent to the WDG Addition north of Interstate 70. The city would participate in the cost of over-sizing the water and sewer lines for future development at a cost not to exceed $359,260.&nbsp;

The commission will also consider a recommendation to sign a $152,800 engineering services agreement with&nbsp;Driggs Design Group, Hays, for infrastructure at The Grove housing development north of HaysMed. The project will also include a community center.

Survey seeks to explain statewide teacher shortage

Although a survey of Hays USD 489 teachers showed high satisfaction in many areas of their work, teachers said they saw society's opinions of their profession as low.

Eighty-three percent of teachers surveyed said they were dissatisfied or very dissatisfied with how society views teaching. This was even higher than the state average of 74 percent.

The voluntary survey was conducted in the fall. About 46 percent of the Hays USD 490 teachers responded. The responses were anonymous.

"The intent of this survey is to try to determine why, as a profession, we are losing educators and why we are not bringing in as many educators as in the past," Superintendent Ron Wilson told the Hays school board Monday night.

While USD 489 has been able to fill its teaching vacancies regularly, other districts in the state have struggled.

USD 489 has historically attributed part of its success to strong ties to the teaching program at Fort Hays State University.

Entering the fall 2022 academic year, there were an estimated 1,500 teacher vacancies in Kansas, according to a Kansas Reflector report in January 2023.

<a href="https://hayspost.com/posts/5f5f0d8c-b161-4c03-b851-cce7d48b88ad">Nearby Victoria USD 432 has expressed issues with recruiting teachers. In a recent interview, their superintendent told the Hays Post the district only receives two or three applications per open position.&nbsp;</a>

The district considered going to a four-day school week to attract more applicants, but that will not happen for this coming school year.

Wilson said the survey is just one sampling of teachers and did not include the entire USD 489 teaching staff.

Thirty-three percent of teachers surveyed said they were dissatisfied or very dissatisfied with parental involvement. Twenty-eight percent said they were neutral, and forty percent were satisfied. No respondents said they were very satisfied. This was below the state average, which was 56 percent of teachers saying they were satisfied or very satisfied with parent involvement.

Wilson said he was concerned about the teachers' responses to the parental involvement question.

"I think we are at a time in education where we have had people who are more vocal against things that have gone on in schools, and I think, as teachers, you don't feel as supported," Wilson said.

Sixty-six percent of the surveyed teachers in USD 489 said they were overall satisfied with their jobs, which was 6 percent higher than the state average.

Many teachers in USD 489 and across the state said they were satisfied or very satisfied with factors such as having someone who cares for them at their schools, having colleagues who are committed to their jobs and feeling they had opportunities for professional development.

Fifty-eight of the surveyed USD 489 teachers said they believed their voices and opinions were heard, slightly higher than the state average. Sixty-one percent said they received feedback from the administration.

Eighty-six percent said they had school pride.&nbsp;

Eighty-eight percent of teachers surveyed said they were satisfied or very satisfied with the leadership of the superintendent, which was much higher than the state average of 56 percent.

Teachers also expressed high satisfaction with their principals.

Fifty-seven percent of surveyed teachers said they were satisfied with the Hays school board, which was also higher than the state average of 39 percent. This survey was conducted before the new school board members took their seats in January.

Sixty percent of teachers said they were dissatisfied with the amount of support they had for handling student behaviors and difficult situations in the classroom.

Superintendent Ron Wilson said he thought this an area the district needs to improve upon.

Almost half — 48 percent — of teachers said they were dissatisfied with the student-teacher ratios.

Board member Meagan Zampieri-Lillpopp said&nbsp;addressing class size is built into the district's plans. 

She said class sizes have been difficult to reduce because additional classroom space is unavailable. The bond will help address that. She said reducing class size might also help reduce students' negative behaviors.&nbsp;

Few USD 489 teachers said they intended to retire in the next three years, leave public education or plan to teach in another district.

Hays USD 489 teachers: Society doesn't value our profession

Work is continuing on the Hays USD 489 bond projects, with construction on 13th Street to start this spring.

Dirt work has slowed on the Hays High construction project because of recent rain and snow, but work has continued on fire and domestic water lines and footings.&nbsp;

Work at the Roosevelt Elementary School has included installing ceiling tile, framing, setting bathroom fixtures, and installing wall covers and epoxy flooring.

Wilson shared a photo with the board of Roosevelt students standing at the library window and looking at the construction project.

"What this picture sums up perfectly is what school bonds are about and why they are necessary," Wilson said. "... Mrs. Callahan, the librarian, said this is the highlight of coming to the library. It's not necessarily checking out books. It's getting a view of the construction.

"What you have there is a bunch of kids who someday will talk about, 'Hey, I remember when that was built."

Some of them, hopefully, will have kids, and they will go to this school, Wilson said. The parents will talk to their kids about watching the school being built, Wilson said.

The bond project includes the construction of a new high school at the 13th Street site. The current high school will be remodeled into a middle school, which means the area will have more traffic.

The street will be widened from Harvest to Commerce Parkway. This will include turning lanes.

Crosswalks and pedestrian islands will also be added. The traffic lights at 13th and Canterbury will be improved.

The city and school district will share the cost of the improvements. Bids will go out on this project by the beginning of March.

Thanks to donations from Women Who Lead and the Community Assistance Center, the district is relaunching its Food For Kids program. Food packs will be sent home over the weekend with children who are in need. Students at Westside School will help pack the food.

After an executive session, the board also approved building-level administrator contracts.

The word "malnutrition" is usually associated with hunger and underfed people in the developing world.

But the term also applies to those who are overfed and eating too much unhealthy food.

It's a problem in industrialized countries, including the United States, says Jessica Phelan, PhD, assistant professor in the Fort Hays State University Department of Health and Human Performance.&nbsp;

"You have to drive to another town to access healthy fruits and vegetables."In urban areas, residents might not have vehicles and must walk or take public transportation to get groceries.&nbsp;"If there are no grocery stores, farmers markets or fresh food sources near their homes, that's also considered a food desert," she said.There are also food swamps."We have access to food but it's not what is going to be healthful for our lives," she said.Urban areas and small rural towns often have convenience stores, gas stations and fast-food restaurants, but there is no access to foods that would benefit your health."In addition to socioeconomic factors, your geographic location really influences what types of foods you're able to consume," Phalen said.&nbsp;All food, she said, can be part of a nutritious diet.&nbsp;"Of course, we want to try to choose those foods that are more healthful but if that's&nbsp;the resource you have, we can still make that part of a healthy diet," she said."There are plenty of times when ultra-processed food is something that is going to stay on the shelf longer for you. If that's going to supply you with some kind of energy, that's better than the alternative."Canned and frozen foods are also healthy alternatives and easy to store.In Ellis County, there are numerous resources for food assistance, including food pantries, food distribution, and state and federal government assistance programs.A list of available programs is available through the <a href="https://www.liveunited.us/community-resource-directory">United Way of Ellis County community resource directory app</a>.&nbsp;
