MANHATTAN — Six Kansas State University students traveled to Taiwan in November 2023 to represent the state as part of the Taiwan Agricultural Youth Exchange Program, a bilateral student exchange program to learn about Taiwan’s agricultural industry and how Kansas agriculture exports benefit both Kansas and Taiwan. The students were selected by the Kansas Department of Agriculture based on their exceptional leadership and communication skills, an interest in cultural exchange, and passion for Kansas agriculture.

“During their time in Taiwan, these students gained new perspectives, learned how to navigate a different culture, and communicated across a language barrier,” said Suzanne Ryan-Numrich, international trade director at KDA. “As future leaders, these are skills that will prepare them to solve the world’s toughest challenges, make them more competitive in the job market, and help transform them into more responsible, engaged citizens.”

The six Kansas State University students who participated were: Jack Arender, Overland Park, Kansas, a sophomore in agribusiness; Corley Becker, Seneca, Kansas, a senior in agricultural education and animal science; Katie Cummings, Spencer, West Virginia, a sophomore in agricultural education; Alex Scovill, Laingsburg, Michigan, a junior in agricultural education and animal science; Rachel Sebesta, Wilson, Kansas, a junior in agricultural education and global food systems leadership, agronomy and anthropology; and Annika Wiebers, Wamego, Kansas, a junior in agricultural communications.

While in Taiwan, the students visited the National Chung Hsing University, interacted with Taiwanese students, met with the Taiwan Ministry of Foreign Affairs, and visited local farms and research institutes across Taiwan.

“The trip to Taiwan was fascinating,” said Becker. “Traveling with the Taiwanese students allowed us to immerse ourselves in the culture more thoroughly, especially with traditions, food, and talking about life experiences. Taiwan is a very diverse agricultural country with farmers who strive for success and sustainability. It was very interesting to learn about their farming and business practices. This experience was once in a lifetime, and I was so glad that I was able to visit.”

Scovill added, “From eating our way through crowded night markets to harvesting wide open passion fruit fields, and up and down mountain roads, the Kansas delegates saw the true beauty of Taiwan. And beyond the sights, traveling with us up and down the coast of the island nation was a set of new friends who showed us all how to appreciate our surroundings. The trip was a blessing of an experience, and I cannot wait for the Taiwanese students to come experience agriculture in Kansas in the spring.”

The trip is coordinated by KDA and the Taipei Economic and Cultural Office in Denver, Colorado. The trip is sponsored by the Taipei Economic and Cultural Office, the K-State College of Agriculture and KDA.

Opportunities such as the Taiwan Agricultural Youth Exchange Program provide tremendous knowledge and networking to the delegates. In 2022, Kansas exported $225 million in agricultural products to Taiwan and Taiwan was our sixth-largest trading partner. Exports to Taiwan have been steadily increasing for the last five years. International relationships with countries such as Taiwan help open opportunities for more exports in the future.

Many reactions occur within the body during an attempt to deal with stressors. A few short-term effects include increased adrenaline, cortisol production (the stress hormone), or muscle tightness. Chronic stress affects our physical, emotional, and social well-being, and symptoms such as irritability, fatigue, changes to eating habits, or burnout can occur.

As you can see, there is a broad spectrum of stress depending on severity. Acute stress lasts no longer than one month and typically occurs right after a stressful event such as an interview or performance.

Chronic stress can also develop after a stressful event, but this type is ongoing and persistent. It can be caused by losing a loved one or struggling with poverty to name a couple of examples.

Living in a state of stress for an extended amount of time is not healthy in any aspect of well-being, but if we aren’t careful, life can become overwhelming and stress can be difficult to manage. Stress is proven to have severe effects on mental health and the development of chronic illnesses. In fact, it is estimated that 90 percent of illness and disease is stress-related according to medical research. When chronic stress is present, it can interfere with your physical functioning and bodily processes. This is linked to high blood pressure, cardiovascular disease, and heart disease.

The Great Bend Activity Center is hosting an upcoming class on Managing the Strain of Stress, and you’ll have the chance to:

PHILLIPS COUNTY —Two people were injured in an accident just after 4p.m. Monday in Phillips County.

The Kansas Highway Patrol reported a 2006 Buick LeSabre driven by&nbsp; Arliss A.&nbsp;Hatcher, 67,&nbsp; Phillipsburg, was eastbound on U.S.36 one mile east of the U.S. 183 Junction.

The driver attempted to turn left into a private drive and struck a westbound 2017 Volkswagen Beetle driven by Stacey L. Rempe, 60, Smith Center. EMS transported both drivers to the Phillips County Hospital. The drivers were not wearing seat belts, according to the KHP.

The 34th Annual Fred Ruda’s Teaming up for Tots event Saturday created over 150 toy boats to be gieven out for Christmas.

Over the weekend The Ellis Polar Express took visitors through lighted Christmas displays in the heart of down downtown Ellis.

Funding application approaching for United Way of Ellis County

As the IRS continues to work to implement the new law, the agency will treat 2023 as an additional transition year. This will reduce the potential confusion caused by the distribution of an estimated 44 million Forms 1099-K sent to many taxpayers who wouldn’t expect one and may not have a tax obligation. 

As a result, reporting will not be required unless the taxpayer receives over $20,000 and has more than 200 transactions in 2023.Given the complexity of the new provision, the large number of individual taxpayers affected and the need for stakeholders to have certainty with enough lead time, the IRS is planning for a threshold of $5,000 for tax year 2024 as part of a phase-in to implement the $600 reporting threshold enacted under the American Rescue Plan.

Following feedback from the tax community, the IRS is also looking to make updates to the Form 1040 and related schedules for 2024 that would make the reporting process easier for taxpayers. Changes to the Form 1040 series – the core tax form for more than 150 million taxpayers – are complex and take time; delaying changes to tax year 2024 allows for additional feedback.

“We spent many months gathering feedback from third-party groups and others, and it became increasingly clear we need additional time to effectively implement the new reporting requirements,” said IRS Commissioner Danny Werfel. “Taking this phased-in approach is the right thing to do for the purposes of tax administration, and it prevents unnecessary confusion as we continue to look at changes to the Form 1040. It’s clear that an additional delay for tax year 2023 will avoid problems for taxpayers, tax professionals and others in this area.”

The American Rescue Plan required third party settlement organizations, which include popular payment apps and online marketplaces, to report payments of more than $600 for the sale of goods and services on a Form 1099-K starting in 2022. These forms would go to the IRS and to taxpayers and would help taxpayers fill out their tax returns. Previously, the reporting requirement applied only to the sale of goods and services involving more than 200 transactions per year totaling over $20,000.

The IRS temporarily delayed the new requirement last year.

Reporting requirements do not apply to personal transactions such as birthday or holiday gifts, sharing the cost of a car ride or meal, or paying a family member or another for a household bill. These payments are not taxable and should not be reported on Form 1099-K.

However, the casual sale of goods and services, including selling used personal items like clothing, furniture and other household items for a loss, could generate a Form 1099-K for many people, even if the seller has no tax liability from those sales.

This complexity in distinguishing between these types of transactions factored into the IRS decision to delay the reporting requirements an additional year and to plan for a threshold of $5,000 for 2024 in order to phase in implementation. The IRS invites feedback on the threshold of $5,000 for tax year 2024 and other elements of the reporting requirement, including how best to focus reporting on taxable transactions.

“The IRS will use this additional time to continue carefully crafting a way forward to minimize burden,” Werfel said. “We want to make this as easy as possible for taxpayers. We will work to make the new reporting requirements easier for them, and we’ll work closely with third-party groups, tax professionals and others to find the smoothest path to ensure compliance with the law. This is consistent with our Strategic Operating Plan. The IRS is focused on meeting taxpayers where they are and helping them get it right the first time.”

Expanded information reporting, which will occur as the result of the change in thresholds for Form 1099-K, is important because it increases tax compliance and can reduce burden on taxpayers seeking to follow the law. The IRS believes that expansion must be managed carefully to help ensure that Forms 1099-K are issued only to taxpayers who should receive them. In addition, it's important that taxpayers understand what to do as a result of this reporting, and that tax professionals and software providers have the information they need to assist taxpayers.

IRS announces delay in income reporting for platform such as Facebook

Colder weather has finally arrived in Kansas. This past weekend’s snowfall and plummeting temperatures have assured us that we are not skipping winter this year, much to my dismay. Some people get refreshed with the cooler temperatures. I, however, can live without the cold weather as I just want to hibernate inside where it is warm. I really dislike being cold, but my children remind me that there are people (like them) who prefer the cooler temperatures.

I do have to admit the snow was pretty and I love how it quiets our busy life. Not to mention the moisture is much appreciated. This brings us to the dilemma of exercise. Many love to exercise outdoors but how do we stick to our routines and healthy lifestyles if the weather has turned down the temperatures?

The Arthritis Foundation and Institute on Aging offers a few tips for cold-weather exercise.

Joint stiffness may be worse when you first wake up, making an early morning workout uncomfortable and painful. If so, take your walk later in the day when it’s warmer outside and your joints have loosened up. Plus, if you’re taking pain medications, waiting gives them a chance to kick in before you exercise. To warm your joints up faster, pop your workout clothes in the dryer for five minutes while you get ready.

Dress in several layers of loose clothing to trap warm air between them. Wear a waterproof coat or jacket if it’s snowy or rainy and don’t forget a hat, scarf and gloves. In general, start with a thin, synthetic layer (not cotton), add a layer of fleece, and top with a waterproof, breathable outer layer.

Hydration is more often associated with sweating and the summer months, but it’s just as important to drink plenty of water in winter, too. You still sweat and lose fluid in cold weather so make sure you stay hydrated. Dehydration can affect mood and even brain function. In general, drink about 16 ounces (two cups) of water two hours before a workout.

Working out in cold weather exposes your hands, feet, ears and nose to severe temperatures. If you have Raynaud’s disease, a condition that causes abnormal sensitivity to cold and restricts blood flow to fingers and toes, wear mittens instead of gloves and use chemical hand warmers in your mittens and boots. Keep your head and ears warmer with a hat or beanie.

Even in the cold, a sunny day can result in sunburn. This is especially true if you have psoriasis or lupus, or if you take nonsteroidal anti-inflammatory drugs (NSAIDs) or methotrexate, which can make your skin more sun-sensitive. Make sure you wear appropriate sunscreen (SPF 50) on exposed parts and protect your eyes with sunglasses or ski goggles. Remember to reapply if you’re sweating or after more than two hours outdoors. Include a soothing lip balm with sunscreen to prevent windburn and sunburn.

Ice isn’t the only danger when walking or exercising outdoors. Packed snow can also make you lose your footing and cause a fall. “Look for ways to get added traction,” says Tom Holland, exercise physiologist and fitness consultant. He recommends simple cleats to strap on your shoes that provide traction when walking on ice or snow. Trail shoes also provide more grip and stability than running or walking shoes that are made for the road.

Take a phone and let people know where you’re going, says Holland. “If you slip or fall while walking or biking it’s a good idea someone knows where they can find you.” In addition, choose a neighborhood that’s familiar to you, so if large snowbanks or road detours prevent you from taking your regular route, you’ll know how to find your way back home, Holland adds.

Before you go outside, spend a few minutes warming up, which is especially important when you have arthritis. Warm up by marching in place or on a treadmill for 5 to 10 minutes at a slow-comfortable pace, and then stretching out all major muscle groups. After your workout, take time to cool down and stretch out.

Cardiovascular exercise does not have to include high-impact exercise such as skiing, jogging or running. Snowshoeing, cross-country skiing and walking are low-impact cardio options that are not only easier on joints but also provide all the benefits of physical activity.

On the coldest winter days, it’s best to work out indoors where you can more easily control the environment. Walk at the mall, pedal a stationary bike, go for a swim at the local aquatic center or take an exercise class at the gym. According to the American College of Sports Medicine, cold weather itself should not be a barrier to exercising outdoors, especially if you are accustomed to it. However, those with Raynaud’s syndrome, heart disease or asthma are at highest risk of being impacted by the cold and may need to avoid outdoor exercise in frigid temperatures altogether.

Remember, staying active has many benefits to both your mental and physical health. Find a way to keep active, even when the weather isn’t cooperating.

TOPEKA&nbsp;– Governor Laura Kelly announced Wednesday$28.5 million in grants were awarded to 12 entities through the Lasting Infrastructure and Network Connectivity program. The LINC program provides strategic funding for crucial aspects of broadband connectivity to reduce the cost of internet service, increase availability and improve performance.

Fifty-eight premises will be connected by Nex-Tech in Norton County. The state cost will be $548,800 with a match of $137,200.

Nex-Tech will connect 147 premises in Rawlins County at a state cost of  $886,160 and a match of $316,840.

“LINC is another step forward in our promise to connect all Kansans, including in rural areas, to high-speed internet,”&nbsp;Governor Laura Kelly said. “We are empowering communities with high-speed broadband infrastructure, unlocking greater economic growth, increased access to telemedicine and expanded educational opportunities. "

With matching funds from service providers, the total broadband investment in LINC is expected to surpass $33.9 million.

LINC will provide opportunities for increased internet adoption by focusing on funding for&nbsp;

NCK Tech sets its sights on expansion with plans to improve both its Hays campus and programs to align with the evolving needs of students.

The two-year technical college offers hands-on learning in construction, health, business and technology.

"The two things that we are going to expand through the building are the CDL department and our construction department,"&nbsp;NCK Tech President Eric Burks said.

The Commercial Driver License program at NCK Tech equips students for various license classes and ensures approval for transporting tanks, hazardous materials, longer combination vehicles and passenger vehicles, including school buses.

The construction program offers carpentry, heavy equipment operation, plumbing, heating and air conditioning education to students.

Burks said the construction program has reached its maximum capacity, with 50 students in electrical, 20 students in carpentry, and 20 students in plumbing, heating, and air conditioning on an annual basis.

"We've had to turn students away, so we're looking for ways to be able to gain additional capacity and be able to capture more of those students," he said.

NCK Tech faces a shortage of meeting spaces for both students and faculty, sometimes requiring events to be held outdoors in tents and converting closet spaces into offices.

Students found themselves on a waiting list for admission to NCK Tech programs in Hays, with the possibility of moving up if other students opted not to attend.

The aim is to have a plan completed by March 2024 and finalized by September 2024 to have the building fully operational by the fall of 2025, featuring improved programs and new study rooms for students on campus.

CDL training takes place at the Sternberg Museum, where students can anticipate the introduction of both a new truck and an instructor.

Burks expects the rise in student enrollment will not only benefit the overall growth of the school but the local community as well.

"We see this as an ability to capture more students, and that's important because that turns out more employees for the workforce and helps support the local economy," he said.
