There are also self-care steps that may help rural residents cope with rising stress levels:

- Set priorities and plan your time. Say no to extra commitments that you do not have time to do.

- Try to reframe stressful situations. Try to see the big picture and look for solutions.

- Remember that most situations are temporary and strong feelings will fade.

- Take time to notice and appreciate what you have accomplished.

- Focus on relaxing your body and mind. Try taking deep breaths.

- Tune into your body and take care of it. Exercise regularly and eat well-balanced meals.

- Limit intake of alcohol and stimulants such as coffee, soda and tea.

- Take a break. You can exercise for a few minutes, take a walk, or pause to appreciate the beauty of nature.

- Before responding to a stressful situation, pause. Take deep breaths and slowly release them to release unnecessary stress.

- Find someone that you can talk to about your worries and frustrations.

- Engage your social support systems. Families with greater community involvement and stronger social networks are often more resilient.

- Look for the humor in the things that you do.

- Seek help when you need it. Everyone needs help sometimes. If stress is affecting your relationships, your work, or you feel like it is taking over your life, help is available! Mental health care is health care.

ELLIS&nbsp; COUNTY —One person was injured in an accident just after 3:30p.m. Tuesday in Ellis County.

The Kansas Highway Patrol reported a 2000 Ford Mustang driven by Samantha A.&nbsp; Campbell, 36, Holbrook, Kansas, was westbound at the intersection of Commerce Parkway and Interstate 70. The Department of Economics, Finance, and Accounting announces its Student of the Year Awards for the 2023-2024 academic year for each major in the department: accounting, finance, and international business and economics. Students graduating in the 2023-2024 academic year were eligible to receive this award. The faculty from each discipline selected the award recipients.

Anna Brull is the 2023-2024 Accounting Student of the Year Award recipient. Anna will graduate with her B.B.A. degree with majors in accounting and finance in May 2024. She is from Hays and graduated from Hays High School. Anna has accepted an accounting analyst position with Koch Industries in Wichita after graduation.

David Schulte is the 2023-2024 Finance Student of the Year Award recipient. David graduated with his B.B.A. degree with a major in finance with a concentration in economics in December 2023. He also completed a minor in banking and the Kansas Insurance Certificate. He is from Sedgwick and graduated from Halstead High School. David is working for the FDIC in Hays.

The 2023-2024 International Business and Economics Award recipient is Luciana Mendoza. Luciana will graduate with her B.B.A. degree in international business and economics in May 2024. For the fourth consecutive year, the Schmidt Foundation will provide full-ride scholarships to five exceptional Fort Hays State University students. Over the past several weeks, Fort Hays State representatives visited area high schools to surprise each student in person. These announcements included life-changing news that the Schmidt Foundation would cover a full-ride scholarship for the students to attend FHSU beginning in the fall 2024 semester.

The selection committee seeks academically gifted students who demonstrate the leadership skills necessary to contribute significantly to FHSU, the Hays community, and the state of Kansas.

First-generation students from Kansas planning to major in healthcare, education, business, entrepreneurship, arts, or communications programs receive scholarship preference. Though preferred, it is not required that a student major in one of these areas to be considered for the scholarship.

Schmidt Foundation scholars receive financial support to cover 30 hours of tuition and fees for fall and spring courses, books, and room and board. Once accepted, recipients can renew their scholarship for up to three additional years by maintaining their academic standing and meeting the scholarship requirements.

Scholarship recipients for Fall 2024 include Khymyah Keywood, Wichita; Virginia Munoz, Lebo; Katzel Carlin, Osborne; Serena Bhakta, Wichita; and Madyson Bourne, Osage City.

Khymyah will graduate from Wichita East High School this spring. She fell in love with Fort Hays State when she came to campus for a KAMS program visit. Although she was unable to participate in KAMS due to financial constraints, Khymyah applied for numerous small scholarships to help her achieve her dream of attending college. She looks forward to becoming the first college graduate in her family.

Virginia, an Emporia High School senior, has worked full-time since turning 16 to provide for the financial necessities of her family. As a first-generation college student, Virginia plans to major in social work and help children like herself who have faced devastating family circumstances.

Katzel, graduating from Osborne High School, hopes to return to her home community after earning her college degree. She is interested in teaching because she loves connecting with people and believes that she can make a difference in many people’s lives by helping each person she encounters.

Serena, Wichita High School North, joined her school’s BioMed program and has participated in more than 60 hours of shadowing at Wesley Medical Center. She has been touched by the stories of patients she has met and hopes to become a nurse practitioner working in rural and low-income communities.

Madyson will graduate from Osage City High School. With a passion for art, Madyson has devoted her time to a wide variety of leadership roles during high school. She is grateful for the opportunity to pursue her lifelong desire to teach art and commit her time to helping those around her.

A storm that blew through northwest Kansas Monday afternoon dropped .10 inches of rain on the Eagle Radio Media Center, 2300 Hall.

The K-State Ag Research Center south of Hays reported no rain. However, the research center's report shows Hays receiving .60 inches of rain to date this month, with an anticipated average of 3.34 inches by the end of May.

Residents in Larned and Smith Center reported quarter-sized hail from the storm.

Hill City, Bogue and Stockton reported pea-size hail.&nbsp;

The National Weather Service reported 50 to 60 mph winds with the system.

Today's forecast for Hays is breezy, with a high of 77. Highs are forecast to be in the 70s through Saturday with no chance of rain.

Hays receives rain; other areas see hail in Monday afternoon storm

TOPEKA — As the dust settles on the legislative maneuvering of the chaotic 2024 session, disability rights advocates applaud a budget provision meant to shorten wait times for disabled Kansans who need services.

Lawmakers overrode Gov. Laura Kelly’s veto to implement a provision that puts caps on the wait times for Kansans who want to receive state-funded disability services. Included in the&nbsp;<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/documents/ccrb_sb28_01_0000.pdf">state budget</a>, the provision would forbid the waiting lists from exceeding 6,800 people during the fiscal year that begins in July.&nbsp;

Rocky Nichols, executive director of the Disability Rights Center of Kansas, said the change is “incredibly positive.”

“It tells me the Legislature takes a waiting list seriously,” Nichols said. “This is going to have a huge impact. Hats off, and I really want to commend the Legislature for coming up with these provisos because it’s a very innovative way to ensure that you’re actually going to reduce the waiting list. You set a cap.”

The&nbsp;<a target="_blank" href="https://kdads.ks.gov/docs/librariesprovider17/ltss/hcbs/waivers/participation-reports/2024/waiver-program-participation-report-4.15.24.pdf?sfvrsn=2e483674_3">latest data show</a>s&nbsp;7,698 Kansans currently waiting for services, with 5,342 people on the intellectual and developmental disabilities waitlist and 2,356 people on the physical disability waitlist.

The Legislature set aside $45.8 million, available for fiscal year 2025, to fund services for 1,000 Kansans who are currently on the state’s waiting lists, divided evenly between people with intellectual and physical disabilities and those who have physical disabilities.

If enrollment trends continue along the same lines as last year, when 561 new people enrolled in the intellectual disability waitlist, the proposed new funding would not be enough to&nbsp;<a target="_blank" href="https://kansasreflector.com/2024/03/15/state-budget-blueprint-leaves-out-kansans-who-need-state-disability-services/">lessen the waitlist on its own</a>.&nbsp;

During the veto override debate last week, Sen. Rick Billinger, a Goodland Republican, said lawmakers couldn’t “continue to kick this down the road.”

“Folks, we put $38 million into a soccer tournament,” Billinger said. “If we can’t put dollars in here for the IDD and the PD, we better refocus. And I believe that this is a step to try to get us to do better, because we must do better. We’re failing this community.”

The law requires KDADS by January to provide the Legislature with an estimate on the costs of keeping this cap in place. The Legislature will have to pass a supplemental funding bill to cover the costs of keeping the lists below the caps of 4,800 for the IDD waitlist and 2,000 for the PD waitlist.

The waitlists have been a long-intensifying problem. Kansans with intellectual or developmental disabilities are eligible for Medicaid-funded support waivers that cover a variety of needed services. People who want to receive this assistance are placed on a waiting list supervised by KDADS.

But wait times can last more than 10 years, and more and more Kansans have been added to the slow-moving lists. Kansas Reflector examined this issue last year in the series&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/10/18/a-lack-of-imagination-kansans-ask-lawmakers-to-stop-dithering-over-disability-supports/">“On the List</a>.”

“The veto override works to ensure 500 new Kansans with intellectual and developmental disabilities are eliminated from our historic, record-high IDD waitlist, and will start receiving essential HCBS waiver services,” said Sara Hart Weir, executive director of the Kansas Council on Developmental Disabilities. “Moreover, this veto override caps the IDD waitlist in Kansas at 4,800, which is another long-term step toward eliminating our IDD waitlist in the Sunflower State.”

Kelly said she supported finding a solution to the wait times. But she vetoed the caps because of concerns about capacity if they were implemented.

“By instituting a cap on the number on the waitlists, the agency will be unable to maintain reserve capacity intended for specialty populations such as children coming into DCF custody, Home and Community Based Service,” Kelly said in a veto explanation. “… In addition, continually adding slots to these waivers haphazardly or thoughtlessly capping the waitlist number will not be sufficient or sustainable unless provider capacity is also addressed.”

The Senate voted 28-12 and the House 116-9 to override the governor’s veto.

“I’m not concerned about creating new problems. The problems continue to be there,” said Sen. Molly Baumgardner, R-Louisburg. “And they continue to be ignored by the agency. I support this veto override effort. And I urge the governor to have her secretary get the work done that needs to be done so that we as a legislature can clearly address the needs of the kids that are on the waitlist.”

But she vetoed the caps because of concerns about capacity if they were implemented.“By instituting a cap on the number on the waitlists, the agency will be unable to maintain reserve capacity intended for specialty populations such as children coming into DCF custody, Home and Community Based Service,” Kelly said in a veto explanation. “… In addition, continually adding slots to these waivers haphazardly or thoughtlessly capping the waitlist number will not be sufficient or sustainable unless provider capacity is also addressed.”The Senate voted 28-12 and the House 116-9 to override the governor’s veto.“I’m not concerned about creating new problems. The problems continue to be there,” said Sen. Molly Baumgardner, R-Louisburg. “And they continue to be ignored by the agency. I support this veto override effort. And I urge the governor to have her secretary get the work done that needs to be done so that we as a legislature can clearly address the needs of the kids that are on the waitlist.”

Options Domestic and Sexual Violence Services has seen a marked increase in its services.

In 2021, Options provided 859 services to sexual assault survivors in northwest Kansas. In 2022, the latest date for reporting, Options provided 1,324 services to sexual assault survivors.

The number of services provided to survivors of domestic violence also jumped in the same period.

In 2021, Options provided 5,629 domestic violence services compared to 8,340 in 2022.

Jennifer Hecker, Options executive director, said she did not think sexual and domestic violence are becoming more prevalent in the 18 counties that the agency serves in northwest Kansas.

She said she thinks more survivors are reaching out for help.

"I think people are more aware that there is help for them out there," Hecker said. "I thnk when they come to a place where first and foremost they are believed, they are more likely to stay engaged in those services, come back and work through those healing processes."

Options has made a concerted effort to increase awareness of both issues and expand access to services.

Options provides multiple services to sexual assault and domestic violence survivors. It has 24/7 crisis intervention.&nbsp;

"Anyone can call our helpline day or night as well as our texting line and our web chat," Hecker said. "They can reach out for help and get counseling. 

"We also offer peer counseling, support groups, medical advocacy, court and legal advocacy, so if you decide to report we can help you understand what your rights are, how to get help and how to go through those processes."

In each year of 2021 and 2022, Options advocates accompanied sexual assault survivors to 33 sexual assault forensics exams at HaysMed.

"It's a big scary thing on top of a big scary thing, so we are here to hold their hand through the process one step at a time," Hecker said.

All services are free and confidential. Survivors, both female and male, do not have to report the crime to the police or submit to a sexual assault exam to receive services through Options.

"Confidentiality is our most sacredly held guiding principal because confidentiality means safety," Hecker said.

Options brought light to victims' needs during Crime Victims Awareness Week in April.

"We can help people understand and validate their experiences, understand the dynamics and understand how that can impact their life now, in the future and if they have children and how children are affected by that type of violence."

According to the plea agreement, Schumacher agreed to plead guilty to voluntary manslaughter, aggravated battery and mistreatment of a dependent adult.

Hecker said Options seeks to ensure that the voices of victims of domestic violence homicide are still heard and injustice doesn't continue.&nbsp;

"I think in this case, many systems failed this victim, including our own," she said, "and there are many things we can do."

Hecker urged family members who may be seeing violence to reach out to Options for assistance.

Law enforcement in Ellis County, in cooperation with Options and other partners, has developed a lethality assessment to better inform domestic violence victims about the danger they are in.

The number of services Options provided to children also increased dramatically between 2021 and 2022, the latest year for which reporting was available.&nbsp;

In 2021, Options provided 519 services to 29 children. In 2022, 1,221 services were provided to 63 children.

Options provided 5,049 nights of safe shelter to residents of northwest Kansas who were survivors of domestic violence in 2022. Forty-four percent were provided to children.

One in 15 children are exposed to intimate partner violence annually&nbsp; — 90 percent of these children are eyewitnesses to the violence, according to the National Coalition Against Domestic Violence.

Options continues to try to bust myths about sexual assault and domestic violence. On Saturday, Options sponsored Rock Against Rape, featuring local and regional bands.

"It is to show you can get as drunk as you want to and not expect to get sexually assaulted," Anniston Weber, Options campus advocate, said. "Alcohol does not cause rape. Rapists cause rape."

Options staff members offered facts to bust myths about sexual assault during the event.

"We hear these myths like once a guy gets started, he can't stop," Hecker said. "We hear that a lot to justify date rape. Anyone who has had a private moment with their spouse and their kids come bursting through the door. No one keeps going. ...

Hecker said awareness is very important to the Options' mission.

"Part of our job is to educate the jury pool," Hecker said, "so when people report, and those reports result in charges, and those charges result in a trial that the community members, their peers, understand the dynamics whether that is domestic violence or sexual assault.

"They really understand what has happened so that they can enter a more justice-centered verdict for victims."

Only two percent of sexual assault cases end in felony convictions, Hecker said.&nbsp;

"Sit with that for a minute," she said. "Out of 100 women who report a sexual assault, a rape, two get justice. We are still asking the question why don't people report. I think we've answered that question.

"Why would a person go through that much trouble, humiliation, opening those wounds up over and over again to have nothing happen —to not get justice?"

Hecker said she's seen a shift in the advocacy and sexual assault prevention. Ten years ago, the focus was on women, teaching them to dress more modestly, how to walk in a dark parking lot and not leave a bar alone.&nbsp;

"None of the rape prevention talked to the people who were perpetrating the rapes or did anything to stop them," Hecker said.&nbsp;

"When you attempt to keep yourself safe and you can't because you're overwhelmed by force or fear, you feel like you failed to protect yourself. That causes deep, deep shame. When people feel shame, they stop acting in their own self-defense," she said.&nbsp;

&nbsp;Weber said destigmatizing sexual assault also helps male victims of sexual assault to come forward. Men deal with a different level of shame concerning sexual assault.

Hecker said people's bodies hold on to trauma, and that stays with them their whole lives.

"It impacts us in small and big ways, and it impacts us in ways sometimes we are aware of, and sometimes we are not," she said. "Getting connected to a support group or an advocate who can talk you through these things and validate what your experiences are, really can help open those floodgates so the healing can start. It's a journey."

Option sees jump in need for domestic violence, sexual assault services

Several years after the COVID-driven involuntary homeschooling transition of 2019, the number of homeschooled K12 students is still approximately 51% higher than pre-pandemic. According to a study published by the Washington Post, 1.7 to 2.9 million children comprise the fastest-growing form of education in the United States.

Siblings Ariana, Brylie, and Brennan Jarnes of Grays Harbor, Washington, are three homeschoolers who transitioned from a homeschool education to get an early start on their academic careers at Fort Hays State University. Twins Brylie, Brennan, and then little sister Ariana each earned their high school diplomas and associate degrees by the ages of 19 and 18, respectively, by participating in their state's Running Start program. Running Start is a tuition-free program allowing 11th and 12th-grade students to take college courses at a Washington community or technical colleges where they earn high school and college.

With their high school diploma and associate degrees now in hand, it was time for the Jarnes siblings to explore their college options. Brylie and Brennan contacted two public universities in the Pacific Northwest. They found an unwillingness from these institutions to allow credit for their educational experiences and mandatory degree program courses they thought were inappropriate for the criminal justice major they wanted to pursue.

"One of the colleges had Trigonometry as a mandatory course," Brennan said. "My brother and I just couldn't see how this course and the extra cost and time to degree involved were worth it."

The brothers found FHSU Online while searching for affordable online programs.

"We quickly found out that FHSU had the program we wanted at a price we could afford," Brylie said. FHSU Online also offered them the most credit for their previous academic experiences and one other feature that they found invaluable:

Ariana's major of choice was organizational leadership. One requirement of this program of study is an interdisciplinary course that provides the student with an awareness and understanding of current issues relating to the nature and tasks of collaborative leadership. The course is titled Leadership 493: Capstone in Leadership III, and the student is tasked with identifying an issue or problem and then leading an effort to address the project by developing and implementing a community project.

Ariana chose as her capstone community project an extension of her church’s outreach ministry with the Deaf community. The choice was easy for Ariana since she's been involved with the ministry work led by her mother for years. Through her work supporting her mother, Ariana recognized an opportunity for the church to better serve this community throughout Washington and the neighboring state of Oregon. Ariana had long noticed the lack of effort among various church communities to engage this population, and he wanted to change that.

Ariana secured an internship with the Washington Conference Deaf Ministry and worked to promote and expand participation in the Conference's annual Summer Deaf Camp. Her community project involved supporting the 15 camp staff members, managing marketing and social media promotions, and delivering administrative and logistical support.

Ariana's transition to a leadership role was smooth.

“Most of the church and Deaf Camp staff have seen me grow up and take on more and more responsibilities over the past several years,” Ariana said. “They’ve known me all my life and know how important this ministry is to me.”

Ariana, Brylie, and Brennan will graduate from FHSU in May. Ariana plans to become an American Sign Language interpreter.

"It will take around two years to earn this credential," Ariana said. With their criminal justice degrees in hand, Brylie and Brennan plan to start their careers in the legal field or the fish and game sector.

"We're both fascinated by the American legal system and how it changes over time to strike a balance between individual rights and safety," Brennan said. "We also grew up spending a lot of time in the outdoors hiking and fishing," Brylie said. "So, we are kind of drawn to working in this field as well."

FHSU Online Tiger siblings ready for their next challenge

Family, friends, and the Fort Hays State University community gathered on campus to celebrate the tremendous achievements of this year’s Torch, Lighthouse, and Pilot award recipients.

Chelsea Kiefer, a senior history major, received this year’s Torch Award, and Sonja Brandt earned this year’s Lighthouse Award as an outstanding graduate student. Dr. Jonathan Sumrall was recognized as this year’s Pilot Award winner.

Chelsea Kiefer is our first-ever FHSU Online Torch Award winner. Chelsea enrolled at Fort Hays State as an online student from her home in North Carolina and immediately caught the attention of faculty members, who were impressed by her thoughtful and engaging responses in their online discussion boards.

Their positive feedback inspired Chelsea to create a forum for online and on-campus history students and faculty at FHSU. Though initially created to form a community, the history forum has grown into a vibrant network of more than 100 history students and faculty members who collaborate in the chats and offer a hand when needed.

Her need to connect led to other opportunities, such as joining online organizations like Phi Alpha Theta, the History Club, the FHSU Honor Society, and serving as an online student representative for the Holocaust Remembrance and Education Month committee.

The Victor E. History Podcast at FHSU offered Chelsea opportunities to share her academic research. She has recorded three episodes, her favorite being the conversation on childless women in early twentieth-century America. Some of her research featured in the podcast has also been published in the&nbsp;Historians&nbsp;Magazine.

“Chelsea habitually shares her research with public audiences via presentations, podcasts, and publications,” said FHSU History assistant professor Dr. Amber Nickell. “Indeed, she had more publications as an undergraduate student than most do at the close of their PhDs.”

Chelsea has already begun her master’s degree at FHSU after graduating with her undergraduate degree in the fall of 2023 with an impressive 3.99 GPA. In addition to her bachelor’s degree, Chelsea earned a minor in sociology and certificates in global studies, grant writing, women’s and gender studies, and cultural diversity studies.

“I’m grateful to win this award, and I hope it means something to other online and non-traditional students,” Chelsea said. “Fort Hays State does see us, recognize us, and value us.”

Driven by her love of birds and passion for photography, Sonja Brandt exemplifies how creativity and scholarly work can complement each other in the field. Before enrolling at Fort Hays State, Sonja graduated from Concordia University with dual biology and studio art degrees, often marrying the two through her volunteer and lab work. Coming to FHSU for her master’s in biology opened even more possibilities for Sonja, who wanted to explore her research interests further.

At Fort Hays State, Sonja has blossomed into a notable scholar and mentor thanks to her various hands-on research projects and fieldwork with nature enthusiasts of all ages. Over her graduate career, Sonja has maintained a 4.0 GPA with a full slate of personal and professional obligations. Notably, Sonja played a crucial role in bringing a chapter of Audubon, a non-profit environmental agency dedicated to conserving birds and their habitats, to Fort Hays State. Through FHSU’s new chapter, Sunflower, Sonja raises awareness for our winged friends on weekly bird walks.&nbsp;

As a graduate student, Sonja has attended several conferences, including one in Canada representing FHSU to scientists from around the world. In April, she presented her thesis, which focused on the environmental stressors that affect Cliff Swallow populations. To complete her research, Sonja supervised and trained nine assistants to help her with the extensive lab and fieldwork needed to do so.

“Sonja is a bright and capable student who, in a very short career, has demonstrated creativity and dedication to the conservation of natural resources, and birds in particular, as well as a passion for sharing her talents and ideas with the public at large,” said Dr. William Stark, one of Sonja’s nominators.

“As a biologist and artist, I didn’t know if I’d be able to find somewhere that would allow me to combine my two passions, and I’ve been more than impressed with the opportunities the grad program at Fort Hays State has given me,” Sonja said.

Dr. Jonathan Sumrall, an assistant professor in geosciences, has always believed that learning should be a dynamic, lifelong pursuit that extends beyond work in the classroom. It’s clear to the students in his courses that he embodies this belief. Always energetic and passionate, Dr. Sumrall’s enthusiasm for geological sciences is contagious to those around him.

Understanding that geology may not interest all students, Dr. Sumrall thinks outside the lecture hall to engage everyone in his classroom. He empowers his students to tap into their diverse talents and viewpoints by combining hands-on practicum, like fieldwork, with an inclusive learning environment.

His student nominator said Dr. Sumrall strives to understand every student so he can personally focus on their needs and keep them engaged in the classroom.

Students can also see his dedication to scholarly work. Dr. Sumrall continually reads cutting-edge research to help his students prepare for their careers and regularly produces his own work. As a Kansas Army National Guard member, he is a well-prepared and organized instructor who plans his lectures meticulously to spend more time working with students. What students appreciate most about Dr. Sumrall is his trust in his students to take charge of their work and his willingness to give advice when they encounter challenges.

Dr. Todd Moore, Chair of the Department of Geosciences, echoed this sentiment.

“Dr. Sumrall is critical to the Department of Geosciences at Fort Hays State University,” said Moore. “His service to students and his continuous efforts to improve teaching and provide quality experiences for his students are deserving of this award.”

As he received the Pilot Award this morning, Dr. Sumrall humbly accepted the award.

“Some of my greatest successes are my students,” said Sumrall. “This award is a testament to the students who have come through our program.” &nbsp;

Fort Hays State faculty and staff nominate Torch Award and Lighthouse Award candidates based on classroom excellence, leadership, participation in campus, community, or national organizations, and student, civic, or research activities. Awardees are selected by a committee of FHSU faculty and staff from a pool of nominated students.

The Torch Award recognizes an outstanding senior, which includes May 2024 graduating seniors or students who graduated in December 2023. The Lighthouse Award recognizes an outstanding graduate student who is graduating.

Pilot Award candidates are nominated by graduating seniors based on classroom excellence, ongoing research, and service activities. They are selected by a committee of graduating seniors, faculty, and Alumni Office representatives.

 </figure>FHSU Alumni OfficeFamily, friends, and the Fort Hays State University community gathered on campus to celebrate the tremendous achievements of this year’s Torch, Lighthouse, and Pilot award recipients.Chelsea Kiefer, a senior history major, received this year’s Torch Award, and Sonja Brandt earned this year’s Lighthouse Award as an outstanding graduate student. Dr. Jonathan Sumrall was recognized as this year’s Pilot Award winner.Torch AwardChelsea Kiefer is our first-ever FHSU Online Torch Award winner. Chelsea enrolled at Fort Hays State as an online student from her home in North Carolina and immediately caught the attention of faculty members, who were impressed by her thoughtful and engaging responses in their online discussion boards.Their positive feedback inspired Chelsea to create a forum for online and on-campus history students and faculty at FHSU. Though initially created to form a community, the history forum has grown into a vibrant network of more than 100 history students and faculty members who collaborate in the chats and offer a hand when needed.Her need to connect led to other opportunities, such as joining online organizations like Phi Alpha Theta, the History Club, the FHSU Honor Society, and serving as an online student representative for the Holocaust Remembrance and Education Month committee.The Victor E. History Podcast at FHSU offered Chelsea opportunities to share her academic research. She has recorded three episodes, her favorite being the conversation on childless women in early twentieth-century America. Some of her research featured in the podcast has also been published in the&nbsp;Historians&nbsp;Magazine.“Chelsea habitually shares her research with public audiences via presentations, podcasts, and publications,” said FHSU History assistant professor Dr. Amber Nickell. “Indeed, she had more publications as an undergraduate student than most do at the close of their PhDs.”Chelsea has already begun her master’s degree at FHSU after graduating with her undergraduate degree in the fall of 2023 with an impressive 3.99 GPA. In addition to her bachelor’s degree, Chelsea earned a minor in sociology and certificates in global studies, grant writing, women’s and gender studies, and cultural diversity studies.“I’m grateful to win this award, and I hope it means something to other online and non-traditional students,” Chelsea said. “Fort Hays State does see us, recognize us, and value us.”Lighthouse AwardDriven by her love of birds and passion for photography, Sonja Brandt exemplifies how creativity and scholarly work can complement each other in the field. Commencement award winners announced by FHSU

On May 4, 2024, Jill Elliott of Hill City, Kansas, announced her candidacy for District Judge for the 17th Judicial District, currently held by retiring Judge Preston A. Pratt. Ms. Elliott is seeking the Republican nomination in the August 6, 2024 primary.

Ms. Elliott was born in El Dorado, Kansas and is a sixth-generation Kansan. She graduated from Wichita State University with a bachelor’s degree in history and attended law school at the University of Kansas. After graduating and passing the bar exam in 2004, she and her family moved to Hill City where she started her law practice.

In 2009, Ms. Elliott opened Elliott Law Office, where she practiced various kinds of law--civil, criminal, family, probate, etc. That same year, she was appointed the City Attorney for Hill City and City Prosecutor in WaKeeney (which she continued to do for 9 years).

During 2011, she was hired by the 17th Judicial District Court Trustee’s Office in Norton to assist in the enforcement, modification, and establishment of child support for the cases in all six counties in the district (Decatur, Graham, Norton, Phillips, Osborne, and Smith). Judge Preston A. Pratt appointed Ms. Elliott as the 17th Judicial District Court Trustee in 2013 and she held that position until the office’s closure in 2019.

While continuing to operate her private practice in Hill City, Ms. Elliott was elected Graham County Attorney in 2017 and she still holds this office, along with being the City Attorney for Hill City.

A dedicated mother to three children, Cade (20), Luke (16), and Piper (12), Ms. Elliott’s free time is mostly devoted to her children’s activities and her community. She is, however, an avid sports fan, always cheering on her alma maters’ Jayhawks and Shockers and the Kansas City Chiefs.

Ms. Elliott states that her 20 years of practicing in the District Court of 17th Judicial District, including private practice, child support enforcement, and as a City and County Attorney, gives her real-life, hands-on experience in the District Court. Along with her conservative values, her extensive experience in District Court makes her an exceptionally qualified candidate for District Judge. Moreover, her life-long desire to serve Western Kansans, along with her strong sense of justice and fairness, makes the District Judge position a natural fit for her.

Her goal as Judge will be to treat all people in a fair, impartial, and unbiased manner with the upmost of integrity and competence. She believes that all citizens should have access to the court system and will work diligently to ensure that right for everyone.

The weekly Rotary Rig Count from Baker Hughes dropped by another ten rigs, seven oil and three gas, to a low of 605 rigs nationwide. That's the lowest tally since January of 2022. Texas and Alaska each dropped by five rigs last week. Utah was down one while New Mexico was up one rig. The count in Louisiana rose by two rigs.

The Kansas Rig Count from Independent Oil &amp; Gas Service rose by one to 13 active rigs east of Wichita, and was unchanged in western Kansas at 18 rigs. The tally is down eight percent from a year ago. Drilling was underway Friday on a lease in Barton County and another in Stafford County.

Regulators in Kansas put their okay on 35 new drilling permits last week, with 26 in eastern Kansas and nine west of Wichita.&nbsp; That's 318 new drilling locations so far this year, compared to 442 by this time last year.

Independent Oil &amp; Gas Service reports 28 newly completed wells in Kansas. That's 406 so far this year, compared to 638 a year ago. Nine of the new wells are east of Wichita and 19 are in western Kansas, including one in Russell County and one in Stafford County.

The Kansas Geological Society recognized and named seven new oil fields in Kansas. With the Wiese and KMM-West fields, Murfin Drilling scores two more wildcat strikes in Cheyenne County, continuing a long winning streak in northwestern Kansas. That makes eleven new fields in Kansas so far this year.

The government reports U.S. crude oil inventories rose by more than seven million barrels to just under 461 million as of April 26. Commercial stockpiles are up 2.6 million barrels from a year ago. The Energy Information Administration says crude stockpiles are about three percent below the five-year average for this time of year. The government added another 600,000 barrels to the Strategic Petroleum Reserve, the third increase in three weeks.

Domestic crude production held steady last week at 13,100,000 barrels a day, to remain within a few hundred-thousand barrels of the all-time record high. The Energy Information Administration says output is up 800,000 barrels per day from a year ago, and total production so far this year is up more than seven percent from the same time last year.

Crude imports outpace exports by nearly 3,000 barrels a day. But the government reports product exports continue to make the U.S. a net petroleum exporter.

U.S. crude oil imports averaged 6.8 million barrels per day last week, up 274,000 barrels per day from the previous week. The four week average (6.5Mbpd) is up 3.6% over the same four-weeks a year ago.
