The Special Olympics Kansas Basketball and Cheerleading Competition is almost here and volunteers are still needed to make the event unforgettable for all of the athletes, coaches, families, and fans who will be attending the event.

 On March 21-22, Special Olympics athletes from all over central and western Kansas will converge on Hays. 

Athletes will have the opportunity to participate in cheerleading, individual skills, and team basketball play throughout the two days. Volunteers are still needed for several areas of the event. 

Some volunteer roles include scoreboard, scorebook, individual skills, and referee.

Volunteers still needed for Special Olympics Kansas basketball, cheerleading

A bill in Kansas would eliminate state income taxes on tips for workers like food servers. But the idea’s fate in the state likely hinges on whether Congress acts.

WICHITA — It’s a busy Friday afternoon at The Monarch bar and restaurant in downtown Wichita, and food server Kelly Bonnell is right at home.

As she grabs a customer’s sandwich and fries from the kitchen, she greets people that come and go — all the while smiling and full of energy.

“I'm not sitting in a cubicle working on a computer. I'm impacting other people, and I'm having fun,” Bonnell said. “I genuinely enjoy it.”

Bonnell’s been serving for 10 years, first in Missouri and later in Wichita. She works at two restaurants in town and said she makes enough in tips to get her through school at Wichita State University.

But her first year in Kansas, Bonnell was hit by a tax surprise. Since the minimum wage for tipped workers in Kansas is lower than in Missouri, the taxes automatically taken out of her hourly wages at a previous job didn’t cover what she owed.

“And it was hard,” she said. “I did not have the expectation of needing this massive amount of money to pay that back.”

Bonnell is now setting aside part of her tips to cover taxes, but a bill in Kansas would potentially eliminate the need for that altogether. The bill would exempt up to $25,000 in a worker’s annual tips from state income tax.

The same idea has been floated by President Donald Trump’s administration at the federal level, but its fate in Congress is uncertain. That could ultimately decide whether the state does away with income taxes on tips, too.

Kansas Senate President Ty Masterson has said it’s a commonsense measure that won’t affect the state’s bottom line.

“If the federal government takes tax off tips, how crazy would it be for (them) to have to then maintain their tips and then pay Kansas tax on those?" Masterson said.

Republican Sen. Caryn Tyson chairs the Senate’s tax committee. She introduced the bill to cut taxes on tips.

“I support Kansans — hard-working Kansans keeping more of their own money,” she said. “The more they can keep in their pockets, the better off the state is.”

If federal lawmakers do move, Kansas lawmakers seem open to following their lead. But there are some people in Topeka who believe cutting taxes on tips is not enough.

Nathan Kessler is a tax policy adviser with Kansas Action for Children. He said the tax cut would only benefit a small portion of workers.

“If the goal is to put more money in the pockets of tipped workers there are much better ways to do that,” he said. “The most efficient would be to raise the minimum wage for those workers in Kansas.”

According to the Kansas Department of Labor, the average person waiting tables makes about $34,000&nbsp;<a href="https://klic.dol.ks.gov/admin/gsipub/htmlarea/uploads/2024%20Edition%20Statewide.xlsx" target="_blank">per year</a>. That means they often have limited tax liability in the first place.

It's also sort of an open secret that many workers don’t report their tips when it comes to taxable income, or only report some of the money. But others, like Kelly at the Monarch, are compelled to report tips as proof of income for getting an apartment or a loan.

Kansas Democrats did introduce a bill that would raise the state minimum wage to $15 an hour. It would also raise the base rate for tipped workers from about $2 an hour to $7.50.

At this time, it doesn’t appear Republican leaders are going to let it advance. They argue many local restaurants could not afford a higher minimum wage.

But Democratic House Minority Leader Brandon Woodard said Republican leaders are playing political games by not considering an increase.

“The only people who are losing by them refusing to make this increase are Kansans,” he said.

U.S. Sen. Roger Marshall initially predicted Congress could pass a tax exemption on tips by June.

That could potentially delay action at the state level, as Kansas lawmakers are set to wrap up their session in April.

The Kansas 5A Basketball State Tournament was abruptly canceled on Thursday, March 12, 2020, due to concerns about the emerging COVID-19 pandemic. 

Hays High School's boys' basketball team had advanced to the state tournament the night before and was set to compete in the quarterfinals on Friday at White Auditorium in Emporia.

The tournament began as scheduled, with the first-round games being played, but was ultimately halted before the semifinals, leaving teams, including Hays High, unable to complete their championship run.

Hays High entered the tournament on an impressive eight-game winning streak, showcasing their dominance late in the season.

They continued their strong play in the first round by defeating Topeka Highland Park, further solidifying their championship aspirations.

The cancellation disappointed players, coaches and fans, as many teams, including Hays, had strong hopes for a state title.

The Hays High roster featured a talented and determined group of athletes, including Jason Krannawitter, Wesley Oakley, Carson Kieffer, TJ Nunnery, Noah Weimer, Jace Linenberger, Jordan Dale, Dylan Ruder, Nate Brooks, Ashton Hernandez, Dayln Swartz, Brock Lummus, and Garrett Wellbrock. 

Each player contributed to the team’s success, helping them build momentum heading into the tournament. 

Their chemistry and dedication made them a formidable opponent, adding to the heartbreak of the tournament’s cancellation.

Basehor Linwood,&nbsp;Andover, Kapaun and Hays will forever be known as The Forever 4.

DECATUR COUNTY —Law enforcement across the state continue to encounter driver traveling well beyone the posted speed limit.

On Friday, Decatur County Sheriff Dave Wachendorfer stopped a vehicle for 111 mph in a posted 65 mph zone south of Oberlin, acording to a social media report from the sheriff's office.

  The driver admitted to doing 80, which is still well above the speed limit. "There were a lot of trucks on the road Friday morning interspersed with drivers traveling to work," the sheriff's office wrote.&nbsp; "The potential for a catastrophic collision was pretty high.

"Slow down"&nbsp; "Speed can kill, and the time you save is not worth the potential disaster awaiting you down the road and extremely high fine. This driver is facing a fine of approximately $550. "Drive safely and Arrive Alive."

The Hays High School principal told the Hays school board on March 3, at its work session, the school plans to introduce more cell phone restrictions for the next school year.

Hays High Principal Shawn Henderson spoke to the board, and it heard a report on the state's Blue Ribbon Task Force on Screen Time.

The state task force report highlighted concerns that cell phones are detrimental to students' mental health and distract them from learning.

The task force quoted a 2024 Pew Research Center study that revealed 72% of high school teachers, 33% of middle school teachers, and 6%&nbsp;of elementary school teachers say students distracted by cell phones in class are major problems.

Almost a third of students surveyed in another study said they were distracted by cell phones when they were used during math lessons, and 21 percent said they were distracted by other students using phones during those lessons.

A study published by the&nbsp;Social Science Research Network showed a correlation between cell phone bans and higher GPAs.

Hays High High School has a red/green policy for cell phones.

Red means cell phones are not to be used in class. Green means a teacher will allow cell phones to be out for specific uses.

Superintendent Ron Wilson said no action was taken regarding the cell phone policy during the work session. Staff was interested in getting the board's feedback as it prepares to revise its policy, he said. The new policy will be a part of student handbooks approved by the board this summer.

Wilson said the school is considering more device restrictions but acknowledged enforcement will be difficult.

A study cited by the state task force indicated although 77% of schools have some device restrictions, 97% of teens say they use their cell phones during the school day.

Wilson said the school is still working on a disciplinary policy that would accompany the device restrictions. However, he said it could include confiscating the cell phone or device.

Wilson said the HHS staff said most of their disciplinary issues revolve around cell phone use.

Hays Middle School has a no cell phone policy. They must be in lockers during school hours. Tom Albers told the board the school intends to retain its current policy.

The board also discussed the possibility of moving Hays High students to iPads instead of laptops.

Wilson said the staff thought the district could save money using iPads. However, iPad prices have increased, decreasing the potential savings.

Because lower grades use iPads, students would not need to learn a new device as they transition to high school. There also would be some cost and labor savings in only having to maintain one type of device.

The iPads also have built-in classroom management software, while software must be purchased separately for the laptops, Wilson said. The iPads have the capability for English language learning to plug headphones into the devices and have classroom lectures translated into Spanish.

The board did not take a vote, but Wilson said he thought the consensus was to continue using laptops at the high school.

The board heard a clarification on the bid process for the Hays High tennis courts. The district rejected a bid because it did not meet specifications.

The board tabled a discussion on electing board leadership. A discussion on having an owner representative specifically for the bond projects will likely be on the next board agenda.&nbsp;

The next school board meeting is March 24.

Hays High makes plans to further restrict cell phones

The&nbsp; Arc of Central Plains/Hays Buffaloes will be sending 70 athletes to the annual Special Olympics Kansas (SOKS) State Basketball and Cheerleading Tournament in Hays on March 21 and 22. 

More than 4,000 athletes, coaches, volunteers, and fans from around the state will come together for one of the largest events for individuals of all ages with intellectual disabilities in the state.

The team qualified for the state tournament through their participation in a regional tournament in Great Bend. The regional tournament followed more than eight weeks of training by the athletes.

“Special Olympics Kansas is extremely proud of all of our athletes that put in months of training to prepare for this event,” said President and CEO John Lair. “It is a thrill for us to be able to share the abilities and joy of competition and inclusion exhibited by our athletes.”

This year marks the 53rd year of basketball for Special Olympics Kansas.

The state basketball and cheerleading weekend festivities include traditional 5v5 competition, cheerleading, opening ceremonies, individual skills competitions, free health screenings and a dinner and dance.

Alfalfa weevil eggs are laid inside alfalfa stems in the fall and spring. Larvae feed on terminal and upper plant leaves early in the spring, resulting in damage occurring before the first cutting.

Alfalfa weevil degree days are a great way to estimate what might be going on in the field and serve as a useful tool to know when to time scouting. Alfalfa weevil eggs begin hatching after 300 degree days have accumulated. 

Since we cannot determine if eggs present were laid the previous fall or the current spring, in Kansas, scouting should start after 180 degree days have accumulated starting from January 1.

How do I know how many degree days have accumulated?

For the most up-to-date alfalfa weevil degree day accumulations, visit the Kansas Mesonet Degree Days Calculator <a href="https://mesonet.k-state.edu/agriculture/degreedays/">https://mesonet.k-state.edu/agriculture/degreedays/</a> then find the Mesonet weather station closest to you--click onto it, then click onto Alfalfa Weevil and click submit. That will show you the Alfalfa Weevil Growing Degrees accumulation.

The Hays Mesonet has 167 degree days accumulation at the time of this writing.

For a complete guide to alfalfa weevil management recommendations, please refer to the upcoming K-State Research &amp; Extension publication 2025 Alfalfa Insect Pest Management Guide that will be available online soon. Just Google it and you should find it.

RUSH COUNTY —Three people were injured in an accident just after 12:30p.m. Friday in Rush County.

The Kansas Highway Patrol reported a 2012 Nissan Murano driven by Kristopher&nbsp;Younger, 46, Hays, was northbound on U.S. 183. five miles south of Rush Center. The SUV traveled left of center and struck axle 4 and axle 5 on a southbound 2020 Freightliner semi driven by&nbsp;Difiore Duchesne, Domenec&nbsp;Difiore Duchesne, 31, Garden City.

After impact the Nissan entered the west ditch and rolled onto its top.&nbsp;

EMS transported Younger and two passengers, a 15-year-old boy and a 13-year-old girl both from Jetmore to Hays Medical Center. The teen girl was not wearing a seat belt, according to the KHP.

TOPEKA — A Kansas House committee is considering a bill that would create a 17-member blue-ribbon commission to study operations and priorities of public higher education institutions, including consolidation of state universities and community colleges or technical colleges.

The bill was introduced in early March by state Reps. Ken Rahjes, Agra, and Shannon Francis, Liberal, both Republicans who serve western Kansas districts. The legislation would enable House and Senate Republican leadership to appoint 11 members of the commission while Democrats in the Legislature would have two appointments. The governor, Kansas Board of Regents, Kansas Association of Community Colleges and Kansas Association of Technical Colleges would have one appointment each.

The legislation would charge the commission with exploring the higher education structure and financing issues in addition to potential consolidation among 32 public educational institutions in Kansas.

Blake Flanders, president and chief executive officer of the state Board of Regents, said board members nearly 20 years ago explored opportunities for merging universities and colleges but that work was halted by the Legislature.

“The board’s lesson has been that if we are to reimagine our delivery system, we must have your strong partnership and support on the front end,” Flanders told the House Appropriations Committee. “If you have interest in incentivizing mergers or affiliations of institutions, the board will need strong legislative collaboration.”

Flanders said many of the proposed commission study topics&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/documents/fisc_note_hb2402_00_0000.pdf" target="_blank">outlined in House Bill 2402</a>&nbsp;would align with the state Board of Regents’ strategic planning initiative known as Building a Future. It emphasized the role of public colleges and universities in advancing educational opportunities for families, enhancing prosperity in the state and supporting interests of business, he said.

He said the study commission could have a positive influence on accessibility and affordability of higher education as well as streamlining the process of degree completion for students.

“We support efforts to strengthen our higher education system in Kansas,” Flanders said.

The Board of Regents is a higher education governing board with direct oversight of six state universities and a coordination role with the 19 community colleges, six technical colleges and one municipal university. The 26 institutions outside of the state universities have independent boards of trustees.

Heather Morgan, executive director of the Kansas Association of Community Colleges, said the organization supported formation of the blue-ribbon commission. She said House Republican leaders approached community colleges with the task force idea early in the 2025 legislative session.

She said the state’s community colleges had been working together for more than a year to identify operational efficiencies to reduce cost and promote student success.

“We look forward to sharing what we have learned, have implemented and believe could be beneficial to Kansas students,” Morgan said.

Under the bill, the commission would deliver to the Legislature a preliminary report in January 2026 and a final report in January 2027.

Those reports would explore goals and priorities of higher education, student accessibility and affordability issues, strengths and weaknesses of postsecondary educational institutions and strategies for enrollment and degree completion. In addition to governing structures and “consolidation of the state Board of Regents’ schools and community and technical colleges,” the reports would delve into “right-sizing and streamlining higher education with a student focus.”

ELLIS COUNTY — The Ellis County Sheriff's Office is warning the public about ongoing phone scams targeting residents in Ellis County.

Scammers impersonate law enforcement officials, claiming that individuals have missed court dates, have unpaid fines, or that warrants have been issued for their arrest. They demand immediate payment to "clear" the warrant or avoid jail, often requesting payment through unconventional methods like gift cards, wire transfers or cryptocurrency.

"The sheriff's office will never call, text or email individuals to request money or personal information," said Sheriff Scott Braun in a news release.&nbsp;

"Official communications regarding warrants or court appearances are conduced through formal channels, not unsolicited calls or messages," he said.&nbsp;

If you receive such a call, do not provide personal information or make any payments.

Instead, verify the claim's legitimacy by contacting the Ellis County Sheriff's Office directly at 785-625-1040 or the Hays Police Department at 785-625-1030.

Grow Hays predicts an increase in housing units for 2025 after only 21 homes were built in 2024.

Doug Williams, executive director of Grow Hays, hosted a Tuesday luncheon to discuss housing sales volume, market conditions, inventory shortages and upcoming projects.

"I think a year from now when we have this meeting again... it's going to be a different conversation because we're going to be in a much better position to be building a lot more homes," Williams said.

Home sales volume rose by $4 million in 2024, with a slight increase in transactions. Williams said the average sale price increased by 1.5%, compared to the 12.2% increase the previous year.

In 2024, housing inventory remained low. Most transactions involved homes priced less than $200,000, while those between $200,000 and $300,000 sold quickly.

"They continue to sell very well, and that continues to be a sweet spot market," Williams said.

Williams predicted that housing supply issues will continue in 2025. Twenty or fewer single-family homes are expected to be built, and rental prices could increase due to continued demand.

Only 15 single-family and six multi-family home permits were issued in 2024. Williams said he expects more than 30 new multi-family units in 2025.

Williams highlighted major development projects, including <a href="https://hayspost.com/posts/c98f8aeb-7fad-4401-a5e6-2777da1e37e1">The Grove</a>, <a href="https://hayspost.com/posts/f367c960-2038-4546-b83e-7a081f032723">Chestnut Suites</a>, <a href="https://hayspost.com/posts/70507513-a0c4-489b-86c5-f7edf0fdf753+">Tallgrass’s second and fourth additions</a>, and a <a href="https://hayspost.com/posts/68c83702-3486-4109-b74f-2a7ee851a4fe">new shopping center planned north of I-70</a>.

"Retail is an area where we have not done what we need to do in our community as a regional hub," he said. "We need more variety in retail."

The luncheon also covered market challenges such as subcontractor shortages and funding difficulties. An attendee asked Williams about the potential impact of tariffs on projects.

"I think that they could make a big difference," Williams said. "It's that unknown that creates this hesitancy for anybody to push forward a new project where you don't know what your costs are going to be."

Williams said tariffs pose a significant risk, affecting material prices, infrastructure and construction costs.

Williams also noted a shortage of available lots, particularly in northwest Hays, a lack of skilled construction labor, and the difficulty of attracting private investors to multi-family housing due to low returns on investment as barriers to development.

Williams compared Hays to other communities regarding mill levies, median home prices and property taxes.

"If you look at the other communities, they’re the ones that are building a lot of houses. They're all having significant economic development in those communities," Williams said.

He responded to concerns about high taxes by noting other towns have higher tax burdens, even with comparable or lower home values.

Williams also discussed a lot on 27th Street and Canal Boulevard that will be used to create small rental housing units.

Options Domestic and Sexual Violence Services

Options Domestic and Sexual Violence Services and Jana’s Campaign are inviting community members to participate in the Ellis County Community Forum, an opportunity to discuss local needs, share feedback, and help shape the future of domestic and sexual violence prevention efforts in the region.

The forum will be held twice to accommodate different schedules:

· Saturday, March 29, at 9:30 a.m. – 10:30 a.m.

· Thursday, April 24, at 7:00 p.m. – 8 p.m.

By engaging with local residents, these organizations hope to enhance their outreach and tailor their services to better serve Ellis County.Sexual violence and domestic violence affect individuals and families across all demographics, and addressing these issues requires a community-wide effort.In 2023, Ellis County saw 133 incidents of domestic violence reported, resulting in 67 arrests. That means that around half of DV reports lead to an arrest – which is lower than the state average of 52.7%. In the past decade, at least 20 out of 25 murders in northwest Kansas were linked to dating or family violence. As for sexual violence – there are about 4 sexual assault reports each day in Kansas (one every 6 hours and 21 minutes). Thirteen rape incidents were reported to law enforcement in Ellis County in 2023, resulting in two arrests.The goal of these forums is to provide a platform for open discussion, allowing community members to voice concerns, suggest solutions, and gain a deeper understanding of available resources to create a safer and more informed community.These events are open to all Ellis County residents (and surrounding areas), and no registration is required.
