American Field Service is looking to bring diverse cultures to Hays by placing international exchange students with local families.

The program helps international students become tomorrow's leaders while host families gain a deeper understanding of cultures.

"Our mission is to empower active global citizens to create a more just and peaceful world,"&nbsp;AFS-USA Development Manager of Scholarships and External Communications Candace O'Malley said.

The nonprofit is a leader in international high school exchanges, with almost 3,000 volunteers supporting families, students and schools across the country.

O'Malley said AFS has the potential to host international students at Hays High School and is seeking families for the 2024-2025 school year.

Students are chosen to participate in AFS programs through an application process, allowing host families to select the best fit for their home from a range of options.

"We work with 80 countries around the world, bringing in over 1,000 students across the United States to stay in volunteer host families every year," O'Malley said.

Host families must introduce the student to daily family activities and events, offer the same care, support, and comfort as any other family member, provide a bed, and provide three quality meals a day.

Students will have their own spending money for social and school activities and clothing for their stay, which ranges from five to 10 months. Host parents are eligible for a tax deduction each month they host a student.

"Bring the world to your home and have an intercultural exchange in your home to develop lifelong relationships," O'Malley said.

Host parents are also responsible for providing school-related transportation. Medical insurance, school enrollment and travel expenses are covered by the student’s family or through scholarships.

Local volunteer teams offer assistance through monthly check-ins and additional support, including an assigned "liaison."

While AFS recommends students to families based on different criteria, host families choose which student to welcome into their home.

"Some families choose based on a country of interest or culture of interest," O'Malley said. "There's flexibility for host families to choose the student or students that you'd like to host."

 AFS takes responsibility for relocating the participant to another family if the match between the family and student does not work out.

Host families must complete an <a href="https://usa.afsglobal.org/HostFamily/signup?_ga=2.257900559.564273184.1722875092-1372071699.1722534773">application </a>about their family, undergo a criminal background check and participate in an interview with an AFS representative.

All types of families can apply, including those with children, childless couples, single adults or parents and LGBTQ+ families or individuals.

With the support of AFS scholarships, U.S. students can also study abroad in roughly 50 international destinations, such as Italy, Egypt, Brazil, Argentina and South Africa.

AFS sends about 400 U.S. students abroad each year.

The organization started as a volunteer group for ambulance drivers during World War I and World War II, who emerged from the wars with a bold mission.

"AFS members wanted to figure out how to avoid another world war and thought, 'let's bring young people together from different countries to have a cultural exchange,'" O'Malley said.

Since then, AFS has evolved into one of the largest and longest-standing high school student exchange organizations and is always looking for host families.

AFS-USA seeking Hays host families for international students 

In recognition of Colby Community College’s 60th&nbsp;anniversary, the public is invited to help celebrate from 10 a.m. to 2 p.m. on Saturday, Sept. 21, near the Beatrice Davis Clock Tower in the center of campus.

Commemorative T-shirts will be handed out during the event. The schedule includes youth activities, bouncy houses, a photo booth, tours of the campus and the college farm, and a free meal and ice cream bar from 11:30 a.m. to 1 p.m.

The men’s basketball team will have an open practice at 8 a.m. at the Colby Event Center, and the Trojans baseball and softball teams have home games that begin at 1 p.m. on the City of Colby Fields.

It’s been a steady path for CCC, which received its charter as Colby Community Junior College. In August 1964, the first classes served 119 students in the Colby Junior High School building. Four years later, the institution opened the current campus on South Range Avenue, which consisted of four buildings that cost about $1.5 million. The North Central Association of Colleges and Secondary Schools granted CCJC its first multiyear accreditation in 1972.

Today, the college has developed into a thriving academic leader, attracting students from across the globe. According to data from 2024, more than 2,250 students representing 35 countries were enrolled. Colby has been No. 1 in graduation rates for six of the last nine years and has been at the top for fall-to-fall student retention in four of the last five years. The only community college in Kansas with positive enrollment growth over the last decade is located in the seat of Thomas County.

“We are honored to share this event with the community and our alumni,” said President Dr. Seth Carter. “Colby Community College has been such a formative component in the lives of so many, and we are excited to start the college’s next 60 years of academic excellence and serving students.”

The area will be closed to through traffic and traffic control will be set in areas of work being completed. &nbsp;Repairs are expected to take multiple weeks to complete.

Alley reconstruction at East 8th and 9th, Oak and Pine starts Monday in Hays

In 2021, in the aftermath of unfounded accusations of election fraud, the Kansas legislature passed a series of laws making it harder for citizens to vote. One bill, HB 2183, included a false representation provision, which made it a felony for an individual to “represent oneself as an election official” or “engage in conduct that gives the appearance of being an election official”.

This bill effectively limited voter registration drives in the state.

From the beginning, this bill sparked great concern among nonpartisan voter advocacy organizations — like the League of Women Voters who challenged the bill in court — as it relies on individual understanding (or misunderstanding).

For example, if a group was running a voter registration drive at a local farmer’s market, even if they did nothing to indicate they were an election official, one person’s misunderstanding that the group was representing such an official could result in felony charges.

Clearly, this law is overly broad and incredibly vague.

The Kansas Supreme Court agreed, concluding that the law criminalizes “honest speech” that may be protected as political speech under the Kansas Bill of Rights. The Court ruled that the law would be blocked until further court hearings could take place and their language seemed to indicate that the law very likely violates the state constitution.

This is a huge win for voter advocacy groups across the state.

Laws that suppress voter registration make it harder for eligible Kansans to participate in elections. which undermines free and fair access to the ballot box.

These strict voting rules also make voting disproportionately difficult for communities of color and other marginalized groups — the poor, the less educated, those who have criminal records — and those who are new to the voting process like young people and new immigrants.&nbsp;One pillar of democracy is the holding of free and fair elections that allow voters to choose their representatives. But voter suppression laws shift that power and allow for representatives to choose their voters by creating more barriers to the ballot box, especially among underrepresented groups.

Voter registration drives are democracy in action, and I can’t wait to see them return in full force this fall.

You may even catch me at my local farmer’s market or walking around WSU’s campus wearing the “ask me how to register to vote” t-shirt I bought to celebrate the Court’s ruling.

ROOKS COUNTY – Robert Lindsey has been found and is safe, according to the Kansas Bureau of Investigation. The Silver Alert is canceled. The KBI released no additional details.

ROOKS COUNTY – The Rooks County Sheriff’s Department requested the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Stockton man.

The whereabouts of Robert Lindsey, 89, are unknown, and the public’s assistance is requested to help locate him. Lindsey was last seen leaving his residence at 6:00 a.m. on Saturday August 10. 

Lindsey is believed to be driving a Grey or Silver Chevy Trailblazer with Kansas license plate 640RSJ.

Lindsey is 5 feet 9 inches tall, 185 pounds, gray hair with blue eyes.If you see him, please call dispatch at (785) 425-6312.&nbsp;

LETTER: HaysMed providers say they are committed to care

The Hays City Commission approved two measures Thursday that will enhance growth and redevelopment north of Interstate 70.

The two items involve expansion by Lewis Auto Group in the 4000 block of North Vine.

JTL Leasing (Lewis Auto Group) has purchased two tracts near the intersection of East 41st Street and Sherman Avenue.&nbsp;

Lewis plans to use the existing building at 655 E. 41st St., formerly Vernie’s Toys 4 Trux, as a mechanic/service shop and build a structure in the vacant lot across the street to the west.&nbsp;

The properties are just outside the current city limits.

City commissioners unanimously approved requests to rezone the two tracts from general commercial to light industrial and to annex them into the city.&nbsp;

Both items were previously approved by the Hays Area Planning Commission.

"I think it's a really good opportunity for an existing business to expand close to their other business," Commissioner Sandy Jacobs said.&nbsp; All of these changes are really going to enhance that corridor."

A project change page was added to the draft 2025 budget regarding I-70 Exit 161.

Grow Hays recently received a $4.5 million grant from the state for retail economic development.

"There's been discussions, and 2 million of that will go to the city for the Braun property [infrastructure] construction," said Collin Bielser, Hays deputy city manager.

In 2019, the city purchased 90 acres immediately northeast of the I-70 Exit 161 interchange.

The project will extend utilities and other public infrastructure to the Exit 162 interchange, including internal infrastructure improvements to the city's property.

"This will promote the city's continued growth, readying land for development opportunities," Toby Dougherty, city manager, said Friday.

The design of the infrastructure improvements is expected to begin late this year, with construction starting in 2025.&nbsp;

The project does not impact the city's operational budget. The funding will come from the bond and interest mill levy.

Commissioners also approved Patricia Makings's mayoral appointment to a four–year term on the Hays Housing Authority.

Shaun Musil was absent from the meeting.&nbsp;

 </figure>By BECKY KISER Hays PostThe Hays City Commission approved two measures Thursday that will enhance growth and redevelopment north of Interstate 70.The two items involve expansion by Lewis Auto Group in the 4000 block of North Vine.JTL Leasing (Lewis Auto Group) has purchased two tracts near the intersection of East 41st Street and Sherman Avenue.&nbsp;Lewis plans to use the existing building at 655 E. 41st St., formerly Vernie’s Toys 4 Trux, as a mechanic/service shop and build a structure in the vacant lot across the street to the west.&nbsp;The properties are just outside the current city limits.City commissioners unanimously approved requests to rezone the two tracts from general commercial to light industrial and to annex them into the city.&nbsp;Both items were previously approved by the Hays Area Planning Commission."I think it's a really good opportunity for an existing business to expand close to their other business," Commissioner Sandy Jacobs said.&nbsp; All of these changes are really going to enhance that corridor."A project change page was added to the draft 2025 budget regarding I-70 Exit 161.Grow Hays recently received a $4.5 million grant from the state for retail economic development."There's been discussions, and 2 million of that will go to the city for the Braun property [infrastructure] construction," said Collin Bielser, Hays deputy city manager.In 2019, the city purchased 90 acres immediately northeast of the I-70 Exit 161 interchange.The project will extend utilities and other public infrastructure to the Exit 162 interchange, including internal infrastructure improvements to the city's property."This will promote the city's continued growth, readying land for development opportunities," Toby Dougherty, city manager, said Friday.The design of the infrastructure improvements is expected to begin late this year, with construction starting in 2025.&nbsp;The project does not impact the city's operational budget. Pre-emergence herbicides with residual activity are an important component of high-yielding cropping systems. They are not emphasized as much in wheat production compared to other cropping systems in Kansas, but residual herbicides applied prior to wheat emergence can be part of a good weed management system in wheat, says Sarah Lancaster, K-State Extension Weed Management Specialist. Most residual herbicides labeled for pre-emergence application in wheat are Group 2 (ALS-inhibiting) herbicides, which are associated with herbicide-resistant populations of kochia, marestail (horseweed), bushy wallflower, flixweed, henbit, and brome species in Kansas. Products in Groups 14 (the PPO-inhibiting herbicides) and 15 (the long-chain fatty acid-inhibiting herbicides) are also labeled; however, they are generally more dependent on rainfall for activation than the Group 2 herbicides.

Herbicides to control emerged weeds may be applied with or without residual herbicides in the weeks prior to planting wheat. Older products include the Group 2 herbicides Amber, Olympus, and Pre-Pare, as well as Group 4 (plant growth regulating) herbicides like 2,4-D, dicamba, or fluroxypyr. It is especially important to know planting interval restrictions for Group 4 herbicides, which range from 10 to 45 days.

When selecting pre-emergence herbicides for use in wheat production, keep in mind that many of these products are also labeled for use in emerged wheat. Unless using a planned split application, avoid repeated use of products from the same herbicide group to slow the development of herbicide-resistant weed populations in your fields.

Field bindweed can be difficult to control

Field bindweed is a particularly troublesome weed to control. In a 12-year experiment conducted at the Agricultural Research Center - Hays, field bindweed reduced wheat yield by 2 to 50%. Management of this weed during wheat establishment is important because field bindweed continues to grow until temperatures drop below 20°F.

The herbicides most commonly recommended for field bindweed control include various formulations of 2,4-D, dicamba, and glyphosate. Dicamba tends to provide greater control for fall applications compared to 2,4-D or glyphosate, especially if plants are drought-stressed. Another commonly used product is Facet (quinclorac). It is most effective when applied just

before the first killing frost. Other herbicides that are labeled for fall application to control or suppress field bindweed in wheat include Affinity, Aim, and Cimarron.

A single herbicide application will not achieve satisfactory control of field bindweed. It will take multiple years of herbicide applications to deplete the energy stored in the root system and control an established infestation.

TOPEKA — The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory due to blue-green algae.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep pets away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. The Ellis school district announced Friday that Jesse Vincent
has been named the new Principal at Ellis Jr./Sr. High School.

In a post on the USD388 school website Vincent said, “I'm a graduate of Abilene High School and got my bachelor's
from Sterling College in physical education and health. This is my 11th year in administration. My
daughter teaches fourth grade in Grinnell, and my two boys attend Colorado State

Ellis announces Vincent as new high school principal

Event organizers are well aware of the impact that speakers have for those attending their particular conference.

That’s why the committee for the upcoming Eucharistic Conference in Hays chose an A-list of speakers for the conference, which promises to deepen attendees’ understanding and devotion to the Eucharist.

The list of speakers is headlined by a dynamic young bishop and other popular clergy members from around the diocese and beyond.

The conference, sponsored by Fort Hays State University’s Comeau Catholic Campus Center, is scheduled for Aug. 9-10 on the FHSU campus.

Bishop Joseph Espaillat, at 47 years of age the youngest bishop in the United States, will serve as the keynote speaker twice—on Friday night’s opening session and again on Saturday morning.

Attendees will even have a third time to hear from Bishop Joseph as he will be the homilist for Saturday’s outdoor Mass set for 5:15 p.m. on the FHSU Quad.

One Hays woman was so invigorated with Bishop Joseph’s homily at the closing Mass of the National Catholic Youth Conference in Indianapolis, Indiana, last fall that she jumped at the chance for all her children to hear him.

Brenda Rose, who attended the NCYC with her oldest daughter, Hannah, will be attending a cousin’s wedding in Nebraska on Saturday.

When she learned that Bishop Joseph would be she signed up her entire family for Friday evening’s sessions at the Eucharistic Conference.

“I remember watching Bishop Joseph throughout Eucharistic Adoration at NCYC, and I had never seen a priest or bishop who came so alive as he led us in adoration. His energy was contagious,” Rose said. “We didn’t learn until later that he was a bishop, and we were captivated by him during his homily. It was like he was one us, speaking directly to us and telling us exactly what all of us as Catholics need to hear.”

Several clergy and parishioners from the Salina Diocese are attending this weekend’s National Eucharist Congress in Indianapolis, the first of its kind in 83 years.

Bill Meagher, director of youth ministry, religious education and family life for the Salina Diocese, said Bishop Gerald Vincke wanted to host a conference closer to home, so soon after they returned from NCYC, plans began for making that happen. And Bishop Gerald quickly added Bishop Joseph to the list of speakers.

Father Andy Hammeke, pastor of FHSU’s Catholic Campus Center and co-vocational director for the Salina Diocese, also had a desire to bring an opportunity like this to FHSU students.

“We are really grateful for Fr. Andy and the Fort Hays students for opening up this conference to everyone in the diocese,” Meagher said.

Fr. Andy said that the bishops of the United States “decided to put on the event (in Indianapolis) in an effort to bolster Eucharistic Devotion in our country.”

“Not everybody in our diocese was able to attend, so we are honored to host our own Eucharistic Conference on the campus of Fort Hays State University,” Fr. Andy said. “We hope this will be an opportunity for people from all over Kansas and the surrounding states to increase their devotion to our Lord in the Eucharist.”

The conference will begin with registration from 5 to 7 p.m. Friday in Sheridan Hall, followed by the opening session featuring Bishop Joseph in Sheridan’s Beach/Schmidt Performing Arts Center.

The evening will conclude with Adoration Under the Stars in the FHSU Quad. The next morning will feature another outdoor session with a 7 a.m. rosary at the grotto on the campus of Thomas More Prep-Marian Junior-Senior High School.

Following Bishop Joseph’s keynote session at 8:45, a variety of breakout sessions from 10 a.m. to 5 p.m. will cover topics such as Eucharist Adoration, understanding young people and leadership for teens, and our call to serve.

Bishop Vincke and Meagher want to point out that attending even parts of the conference will have an impact.

“Don’t let the fact that you can’t make it on Friday evening or must leave early on Saturday stop you from attending,” Meagher said. “We are excited to have you join us for whatever parts you can.”

They also stressed that anyone can attend the 5:15 p.m. Saturday Mass in the Quad.

“You do not need to register for the conference to participate in the closing Mass,” Meagher said. “Everyone is invited. You will just need to bring a lawn chair or blanket to sit on.”

The Mass will be live streamed into Beach/Schmidt for those who have difficulty with heat or accessibility at the Quad.

“Things have become so confusing and uncertain in our world right now, and I think people are hungry for good, positive, direct messages,” Rose said. “They will get that here at this conference, and we are blessed to have this opportunity right here in our area.”

Father Gale Hammerschmidt will be joined by Sister Amy Marie Havlet as master of ceremonies.

Fr. Gale is well-known—and well-liked—around the state. He grew up in Hays and is now pastor at St. Isidore Parish on the campus of Kansas State University in Manhattan. Sr. Amy Marie is the vocation director for the Diocese of Lincoln.

The list of speakers also includes Bishop Gerald and Father Jarett Konrade, who served as pastor of St. Nicholas of Myra parish in Hays for several years and now is pastor of St. John the Baptist parish in Beloit. Eucharistic Conference coming to Hays this weekend

Vietnam War veteran Pat Martin of rural Hays was just 19 years old on May 24, 1970, when he was shot in the back during what's become known as one of the war's most historic and decorated helicopter rescue missions, "The Battle of Medevac Meadows."

He's writing a book about his experience as an air ambulance Medevac crew chief with the 1st Cavalry Division on the flight that was downed under enemy fire during a rescue mission in southeast Cambodia.&nbsp;

"We took a mission to try to evacuate several South Vietnamese airborne brigade soldiers who were trying to locate an enemy bunker complex in the Fishhook region of Cambodia," Martin said in a Hays Post interview.&nbsp;

Their helicopter was shot out of the air and crashed heavily on its right side, killing the door gunner.&nbsp;

Martin started laying gunfire into the tree line and was shot.&nbsp;

"It was dark when I woke up. ... One of the most horrific events in my whole life. Me and God became very friendly right there," he said.

"We ended spending up almost two days on the ground trying to get us evacuated out of there," Martin said.

"When the smoke cleared, there was one Medal of Honor awarded, seven or eight Silver Stars, a few Distinguished Flying Crosses, air medals, and so forth."

Martin was awarded the Purple Heart for that day he was shot 54 years ago.

The Purple Heart is the oldest military award in the United States, established by General George Washington in 1782 to recognize heroic acts by his troops during the American Revolution.

Today, the <a href="https://www.defense.gov/News/Feature-Stories/story/Article/1650949/the-purple-heart-americas-oldest-medal/">Purple Heart</a> is awarded to service members who have been wounded or killed as a result of enemy action while serving in the U.S. Armed Forces.&nbsp;

The 73-year-old Martin is now commander of Hays' Disabled American Veterans Post #18.

He found out last month he is the "last man standing"—the last person alive—from that mission's crew of six that was shot down.

"That kind of shook me up a little bit, and I decided it was time to write my memoirs of what went on," Martin said.

Martin hopes to sell copies of his book "May Flowers" when it's finished and donate the proceeds to local veterans and their families.

Martin presided over a public ceremony Wednesday afternoon in Veterans Memorial Park, 15th and Haney, designating Hays a Purple Heart City.

The event included a ribbon cutting by The Chamber in Hays and a mayoral proclamation read by Sandy Jacobs, vice-mayor.&nbsp;

"We appreciate the sacrifices our Purple Heart recipients have made in defending our freedom and believe it is important that we acknowledge them for their courage and show them the support they have earned,"&nbsp; Jacobs read from the proclamation signed by Mayor Shaun Musil.&nbsp;

"As a veteran, it makes us proud that our community would get behind a designation such as this," DAV Post #18 Chaplain Mike Chappell told Hays Post.&nbsp;

"There are so many more who are injured in these conflicts than were killed. ... They often go unrecognized, walking around and people don't even know it. When they come into town, they'll know it's for them. People may not know them by name but the community affords them respect," Chappell said.

Several Purple Heart recipients were in the crowd at the designation ceremony along with many more military veterans.&nbsp;

Official Purple Heart City signs will soon be placed by the city at six locations marking main entrances into Hays.

The coalition of local veterans organizations is paying for the cost of the signs and upkeep.

Research by Martin shows 48 Ellis County residents have been killed in action since World War I.

The tally includes Hays natives Bryan Nichols and Dave Carter, who died 13 years ago on August 6, 2011, while serving during Operation Enduring Freedom in Afghanistan.

 </figure>By BECKY KISER Hays PostVietnam War veteran Pat Martin of rural Hays was just 19 years old on May 24, 1970, when he was shot in the back during what's become known as one of the war's most historic and decorated helicopter rescue missions, "The Battle of Medevac Meadows."He's writing a book about his experience as an air ambulance Medevac crew chief with the 1st Cavalry Division on the flight that was downed under enemy fire during a rescue mission in southeast Cambodia.&nbsp;"We took a mission to try to evacuate several South Vietnamese airborne brigade soldiers who were trying to locate an enemy bunker complex in the Fishhook region of Cambodia," Martin said in a Hays Post interview.&nbsp;Their helicopter was shot out of the air and crashed heavily on its right side, killing the door gunner.&nbsp;Martin started laying gunfire into the tree line and was shot.&nbsp;"It was dark when I woke up. ... One of the most horrific events in my whole life. Me and God became very friendly right there," he said."We ended spending up almost two days on the ground trying to get us evacuated out of there," Martin said."When the smoke cleared, there was one Medal of Honor awarded, seven or eight Silver Stars, a few Distinguished Flying Crosses, air medals, and so forth."Martin was awarded the Purple Heart for that day he was shot 54 years ago.The Purple Heart is the oldest military award in the United States, established by General George Washington in 1782 to recognize heroic acts by his troops during the American Revolution.Today, the <a href="https://www.defense.gov/News/Feature-Stories/story/Article/1650949/the-purple-heart-americas-oldest-medal/">Purple Heart</a> is awarded to service members who have been wounded or killed as a result of enemy action while serving in the U.S. Armed Forces.&nbsp;<figure>

 </figure>The 73-year-old Martin is now commander of Hays' Disabled American Veterans Post #18.He found out last month he is the "last man standing"—the last person alive—from that mission's crew of six that was shot down."That kind of shook me up a little bit, and I decided it was time to write my memoirs of what went on," Martin said.Martin hopes to sell copies of his book "May Flowers" when it's finished and donate the proceeds to local veterans and their families.People wanting to reserve a copy may text their request to him at 785-639-9930.<figure>

 </figure>Martin presided over a public ceremony Wednesday afternoon in Veterans Memorial Park, 15th and Haney, designating Hays a Purple Heart City.The event included a ribbon cutting by The Chamber in Hays and a mayoral proclamation read by Sandy Jacobs, vice-mayor.&nbsp;"We appreciate the sacrifices our Purple Heart recipients have made in defending our freedom and believe it is important that we acknowledge them for their courage and show them the support they have earned,"&nbsp; Jacobs read from the proclamation signed by Mayor Shaun Musil.&nbsp;"As a veteran, it makes us proud that our community would get behind a designation such as this," DAV Post #18 Chaplain Mike Chappell told Hays Post.&nbsp;"There are so many more who are injured in these conflicts than were killed. ... They often go unrecognized, walking around and people don't even know it. When they come into town, they'll know it's for them. Purple Heart awardee 'couldn't be prouder' of city of Hays 

– Divine Mercy Radio is gearing up for their 14th Annual Appreciation Banquet to be held in Hays Sept. 7 and in Colby Sept. 8. The entertaining and informative Joe Heschmeyer, a staff apologist for Catholic Answers Live, will be the featured speaker.
