LAWRENCE, Kan. - Bob Davis, the legendary play by play voice of the Fort Hays State Tigers and Kansas Jayhawks, has passed away at the age of 80, his family announced Friday.

Davis is survived by his son, Steven, daughter-in-law Katie and grandchildren Landon, Will, Millie and Hattie. He was preceded in death by his wife, Linda, who died March 13, 2025, in Lawrence. Bob and Linda were married for 53 years. Bob passed away Thursday, March 20th.&nbsp;

A 48-year veteran of broadcasting in the state of Kansas, Davis was born in Iola, and grew up in Topeka where he graduated from Topeka West High School in 1962. Davis stayed in Topeka to attend Washburn, where he graduated in 1967 with a degree in history. Davis launched his legendary broadcast career the following year in 1968 when hired by KAYS&nbsp; and began his broadcasting career during the summer of 1968 calling American Legion baseball. He was the play-by-play voice of the Fort Hays State Tigers until 1984, his tenure culminating by calling the 1984 NAIA National Championship won by the FHSU men's basketball team.

Davis took over the KU play-by-play duties in 1984 until his retirement in 2016.&nbsp;He was on the call for the Jayhawks men's basketball national titles in 1988 and 2008 as well as the Jayhawks Orange Bowl victory in 2008. 

In addition to FHSU and KU, Davis called the NCAA Women's Basketball Final Four for CBS Radio six times in 1990, 1992 and 1994-97. Also, in 1997, Davis joined the Kansas City Royals, calling games for radio and television for 16 years.&nbsp;

Davis earned numerous accolades for his work. He was named the Kansas Sportscaster of the Year by the National Sportscasters and Sports Writers Association 14 times, the last coming in 2015.. Davis was also named the two-time recipient of the Oscar Stauffer Sports Broadcasting Award by the Kansas State High School Activities Association (KSHSAA) in 1975 and 1978.

TOPEKA — Senate Committees continued to review bills which have been sent over from the House. As we work though committee bills on the floor, we will also begin to have Conference Committee reports to vote on as well. A Conference Committee is a small, bipartisan and bicameral committee that works to smooth out the differences between the House’s and Senate’s version of a similar bill. Once the Conference Committee comes to a compromise, the committee’s version of the bill will be sent to both the House and the Senate for a final vote, before advancing the bill to the Governor’s desk.

By a vote of 38-2, Steven Anderson was confirmed to the Office of Inspector General.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb14/">SB14</a>&nbsp;would prevent the state government from shutting down in the event the governor and legislature can’t come to an agreement on a budget prior to the end of the fiscal year. In such an event, the bill would provide for continuing appropriations at the same level as the previous fiscal year. This would ensure that schools would never close and that state government operations would continue. Both the House and Senate have passed SB 14 and the differences are being worked out in conference committee. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2062/">HB 2062</a> would make amendments to law regarding child support guidelines established by the Kansas Supreme Court to require the guidelines to consider the direct medical and pregnancy-related expenses of the mother. The Senate amended the bill to also include a personal exemption of $2,320 for any unborn child, as defined by the bill, starting in tax year 2025. HB 2062 passed 30-9. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2029/">HB 2029</a> would designate as the Rep Marvin S Robinson Memorial Highway a portion of K-5 in Wyandotte County, from North 18th Street to North 38th Street and would remove the portion of I-635 that shares a route with K-5 from designation as the Harry Darby Memorial Highway. HB 2029 passed 37-2. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2092/">HB 2092</a> would modify the automatic expiration date of professional employer organization (PEO) registrations and filing of annual audits and would modify surety bond requirements for those PEOs with insufficient working capital. HB 2092 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2117/">HB 2117</a> would modify business filing requirements for certain entities, authorize certain entities rendering a professional service to participate in transactions under the Business Entity Transactions Act, and make certain information provided by a covered entity’s former registered agent a public record. HB 2117 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2166/">HB 2166</a> would continue in existence certain exceptions to the Kansas Open Records Act (KORA). HB 2166 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2027/">HB 2027</a> would reorganize subsections within the public assistance statute pertaining to eligibility requirements for the cash assistance program (Temporary Assistance for Needy Families or TANF), the food assistance program (Supplemental Nutrition Assistance Program or SNAP), and the child care subsidy program; general requirements related to drug screenings and convictions; assignment of support rights to the Secretary for Children and Families and limited power of attorney; and provisions related to fraud investigations. HB 2027 passed 31-8. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2124/">HB 2124</a> would designate two portions of highway and one bridge in honor of military service members: The CPL Monte Wayne Forrest Memorial Highway would be a portion of US-160 in Sumner County, from the eastern city limits of Argonia east to Eden Road, The POW MIA Memorial Highway&nbsp;would be US-77 from I-70 in Geary County north to US-24 in Riley County and from its eastern intersection with US24 in Riley County north to the junction with K-16, also in Riley County and The POW MIA Memorial Bridge would be Bridge No. 82-14-6.88 (026) on K-82 in Clay County. HB 2124 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2155/">HB 2155</a> would specify that sheriffs have liability for official acts of the sheriff and sheriff’s sureties related to the charge and custody of county jails. HB 2155 passed 30-9. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2347/">HB 2347</a> would amend the required culpability of a person obtaining control over stolen property or services and would make the theft of certain motor vehicles a felony. The bill would also make theft of a motor vehicle that is valued between $500 and $1,500 a severity level 10 nonperson felony. HB 2347 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb213/">SB 213</a> would prohibit non-residents from hunting migratory waterfowl during certain times and places and change the fees for migratory waterfowl habitat stamps. SB 213 passed 38-1. I voted yes.

HB 2042 would amend law related to title insurance agent audits, surety bonds, and controlled business. HB 2042 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb20https://www.kslegislature.gov/li/b2025_26/measures/hb2043/43/">HB 2043</a> would allow an insurer or producer to request an extension of a pilot or testing program for a value-added product or service beyond a one-year period for any additional time needed to determine whether the value-added product or service meets the criteria in the case the insurer or producer is unable to determine sufficient evidence within the first year. The bill would clarify the time period for an agent or insurer to respond to an inquiry concerning a consumer complaint from the Insurance Department to be within 14 calendar days of receipt of the inquiry The bill would add the failure of an insurer to respond to an inquiry from the Department to the list of actions that could lead the Commissioner of Insurance to deny, suspend, revoke, or refuse a new license or application for license. HB 2043 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2045/">HB 2045</a> would grant the Commissioner of Insurance the ability to decrease the number of appointed board members on certain boards that fall under the Commissioner’s appointing authority. The bill would remove the requirements for the Committee on Surety Bonds and Insurance to meet at least once per month and that the meetings be held in the office of the Commissioner. HB 2045 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2106/">HB 2106</a> would amend the Campaign Finance Act to add additional certification requirements to persons promoting or opposing the adoption or repeal of any provision of the Kansas Constitution; prohibit any person that engages in activity promoting or opposing the adoption or repeal of any provision of the Kansas Constitution from accepting contributions or expenditures from a foreign national; and define “foreign national.” HB 2106 passed 39-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/scr1611/">SCR 1611</a>, a constitutional amendment giving Kansans the right to elect justices to the Kansas Supreme Court. If also adopted by the House, it would go to the ballot in August of 2026 for a vote of the people. If passed on the ballot with a simple majority, elections for the Kansas Supreme Court would begin in 2028. SCR1611 passed with a vote of 27-13. I voted no.

Explanation of vote - "I voted against SCR 1611 because, while I acknowledge that the current method of selecting judicial candidates through a nominating committee is not without its flaws, this resolution does not offer a sound alternative. I have previously supported a system that more closely mirrors the federal model (Senate confirmation) but SCR 1611 fails to establish essential safeguards for judicial selection. One of my concerns is the lack of parameters for candidacy. The judiciary requires expertise, impartiality, and a deep understanding of the law, and SCR 1611 does not ensure that these critical qualities are upheld in the selection process. A Senate confirmation process in Kansas would allow for more thorough vetting of a candidate. Additionally, I am concerned about the impact this resolution&nbsp;would have on rural representation. Larger population centers, with greater resources and voting power, would have the ability to dominate the selection of Supreme Court justices, leaving rural communities with little to no voice in the process. Ensuring a fair and balanced judiciary requires a system that protects representation for all Kansans, not just those in high-population areas."

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2145/">HB 2145</a> would amend law regarding county fair association boards to establish membership of the Butler County fair board. The bill would also move similar provisions regarding membership of the Cloud County fair board into the underlying county fair association board statute. Passed 39-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb4/">SB 4 </a>Requires the return of advance voting ballots by 7:00 p.m. on the day of the election. The deadline for all ballots to be cast and/or received would be 7:00 p.m. on Election Day. The legislation would take effect on January 1, 2026, meaning 2025 local elections would be the last year in which the current “grace period” is in effect. SB4 passed 30-10 and is now headed to the Governor. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb237/">SB 237</a> would require courts to consider the value of a qualified retirement account in determination of child support orders and eliminate the exemption of such accounts from claims to collect child support. SB 237 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb269/">SB 269</a> would prohibit the Board of Tax Appeals from charging a filing fee to a taxpayer who has an appeal from a previous year still pending before BOTA. SB 269 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/hb2261/">HB 2261</a> would add majors of the Kansas Highway Patrol (KHP) as being in unclassified service under the Kansas Civil Service Act. The bill also would provide permanent status for a person returning to a classified KHP position at the end of a term in an unclassified KHP position. HB 2261 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb194/">SB 194</a> would void any provision of a covenant or other restriction established or amended between January 1, 1948, and December 31, 1958. The bill would declare covenants prohibiting other than single-family residence use and containing discriminatory provisions to be against public policy and to be void and unenforceable. SB 194 passed 40-0. I voted yes.

March is Women’s History Month – an opportunity to recognize women’s contributions to our state and nation. Kansas women were at the frontlines of the suffrage movement and helped to secure voting rights for women in Kansas before the national movement. Elwill M. Shanahan was the first female Kansas Secretary of State from 1966 to 1978. Secretary Shanahan was the first woman to hold a position in the constitutionally elected branch of Kansas government and the second female president of the National Association of Secretaries of State in 1975. The newest mural was unveiled in the State Capitol on Kansas Day this year celebrates the suffragist movement with a painting named “Rebel Women” by Kansas artist Phyllis Garibay-Coon. The oil painting is 18-feet-by 8-feet and was approved in 2023 after SB 479 passed the Kansas Legislature unanimously in 2022. In total, there are 13 Kansas Suffragists depicted in the painting. The mural is located on the 1st floor east wing near the cage elevator and is the only mural in the Capitol painted by a woman – another first. Several legislative town halls have already taken place across the 36th Kansas Senate District, with more scheduled in the coming weeks.

· March 22 at 8:30 a.m. – Representative Lisa Mosher and I will host a Legislative Coffee at the Cuba Community Hall, sponsored by Farm Bureau. Later that morning, we will meet with constituents in Washington County at the Sale Barn Café at 11:00 a.m..

· April 1 at 1:00 p.m. – Senator Billinger, Representative Rahjes, and I will be in Stockton for a Legislative Coffee at the Stockton City Building. Later that afternoon at 2:15, we will be in Phillipsburg at the Huck Boyd Community Center. Both Legislative Coffees are sponsored by Farm Bureau.

· April 5 at 3:00 p.m. – Representative Bill Bloom and I will participate in the Farm Bureau Clay County Forum at the Happy Hippie in Clay Center.

 </figure>TOPEKA — Senate Committees continued to review bills which have been sent over from the House. As we work though committee bills on the floor, we will also begin to have Conference Committee reports to vote on as well. A Conference Committee is a small, bipartisan and bicameral committee that works to smooth out the differences between the House’s and Senate’s version of a similar bill. Once the Conference Committee comes to a compromise, the committee’s version of the bill will be sent to both the House and the Senate for a final vote, before advancing the bill to the Governor’s desk.SENATE CONFIRMATIONBy a vote of 38-2, Steven Anderson was confirmed to the Office of Inspector General.SENATE FLOOR ACTION<a href="https://kslegislature.gov/li/b2025_26/measures/sb14/">SB14</a>&nbsp;would prevent the state government from shutting down in the event the governor and legislature can’t come to an agreement on a budget prior to the end of the fiscal year. In such an event, the bill would provide for continuing appropriations at the same level as the previous fiscal year. This would ensure that schools would never close and that state government operations would continue. Both the House and Senate have passed SB 14 and the differences are being worked out in conference committee. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2062/">HB 2062</a> would make amendments to law regarding child support guidelines established by the Kansas Supreme Court to require the guidelines to consider the direct medical and pregnancy-related expenses of the mother. The Senate amended the bill to also include a personal exemption of $2,320 for any unborn child, as defined by the bill, starting in tax year 2025. HB 2062 passed 30-9. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2029/">HB 2029</a> would designate as the Rep Marvin S Robinson Memorial Highway a portion of K-5 in Wyandotte County, from North 18th Street to North 38th Street and would remove the portion of I-635 that shares a route with K-5 from designation as the Harry Darby Memorial Highway. HB 2029 passed 37-2. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2092/">HB 2092</a> would modify the automatic expiration date of professional employer organization (PEO) registrations and filing of annual audits and would modify surety bond requirements for those PEOs with insufficient working capital. HB 2092 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2117/">HB 2117</a> would modify business filing requirements for certain entities, authorize certain entities rendering a professional service to participate in transactions under the Business Entity Transactions Act, and make certain information provided by a covered entity’s former registered agent a public record. HB 2117 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2166/">HB 2166</a> would continue in existence certain exceptions to the Kansas Open Records Act (KORA). HB 2166 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2027/">HB 2027</a> would reorganize subsections within the public assistance statute pertaining to eligibility requirements for the cash assistance program (Temporary Assistance for Needy Families or TANF), the food assistance program (Supplemental Nutrition Assistance Program or SNAP), and the child care subsidy program; general requirements related to drug screenings and convictions; assignment of support rights to the Secretary for Children and Families and limited power of attorney; and provisions related to fraud investigations. HB 2027 passed 31-8. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2124/">HB 2124</a> would designate two portions of highway and one bridge in honor of military service members: The CPL Monte Wayne Forrest Memorial Highway would be a portion of US-160 in Sumner County, from the eastern city limits of Argonia east to Eden Road, The POW MIA Memorial Highway&nbsp;would be US-77 from I-70 in Geary County north to US-24 in Riley County and from its eastern intersection with US24 in Riley County north to the junction with K-16, also in Riley County and The POW MIA Memorial Bridge would be Bridge No. 82-14-6.88 (026) on K-82 in Clay County. HB 2124 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2155/">HB 2155</a> would specify that sheriffs have liability for official acts of the sheriff and sheriff’s sureties related to the charge and custody of county jails. HB 2155 passed 30-9. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2347/">HB 2347</a> would amend the required culpability of a person obtaining control over stolen property or services and would make the theft of certain motor vehicles a felony. The bill would also make theft of a motor vehicle that is valued between $500 and $1,500 a severity level 10 nonperson felony. HB 2347 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb213/">SB 213</a> would prohibit non-residents from hunting migratory waterfowl during certain times and places and change the fees for migratory waterfowl habitat stamps. SB 213 passed 38-1. I voted yes.HB 2042 would amend law related to title insurance agent audits, surety bonds, and controlled business. HB 2042 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb20https://www.kslegislature.gov/li/b2025_26/measures/hb2043/43/">HB 2043</a> would allow an insurer or producer to request an extension of a pilot or testing program for a value-added product or service beyond a one-year period for any additional time needed to determine whether the value-added product or service meets the criteria in the case the insurer or producer is unable to determine sufficient evidence within the first year. The bill would clarify the time period for an agent or insurer to respond to an inquiry concerning a consumer complaint from the Insurance Department to be within 14 calendar days of receipt of the inquiry The bill would add the failure of an insurer to respond to an inquiry from the Department to the list of actions that could lead the Commissioner of Insurance to deny, suspend, revoke, or refuse a new license or application for license. HB 2043 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2045/">HB 2045</a> would grant the Commissioner of Insurance the ability to decrease the number of appointed board members on certain boards that fall under the Commissioner’s appointing authority. The bill would remove the requirements for the Committee on Surety Bonds and Insurance to meet at least once per month and that the meetings be held in the office of the Commissioner. HB 2045 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2106/">HB 2106</a> would amend the Campaign Finance Act to add additional certification requirements to persons promoting or opposing the adoption or repeal of any provision of the Kansas Constitution; prohibit any person that engages in activity promoting or opposing the adoption or repeal of any provision of the Kansas Constitution from accepting contributions or expenditures from a foreign national; and define “foreign national.” HB 2106 passed 39-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/scr1611/">SCR 1611</a>, a constitutional amendment giving Kansans the right to elect justices to the Kansas Supreme Court. If also adopted by the House, it would go to the ballot in August of 2026 for a vote of the people. If passed on the ballot with a simple majority, elections for the Kansas Supreme Court would begin in 2028. SCR1611 passed with a vote of 27-13. I voted no.Explanation of vote - "I voted against SCR 1611 because, while I acknowledge that the current method of selecting judicial candidates through a nominating committee is not without its flaws, this resolution does not offer a sound alternative. I have previously supported a system that more closely mirrors the federal model (Senate confirmation) but SCR 1611 fails to establish essential safeguards for judicial selection. One of my concerns is the lack of parameters for candidacy. The judiciary requires expertise, impartiality, and a deep understanding of the law, and SCR 1611 does not ensure that these critical qualities are upheld in the selection process. A Senate confirmation process in Kansas would allow for more thorough vetting of a candidate. Additionally, I am concerned about the impact this resolution&nbsp;would have on rural representation. Larger population centers, with greater resources and voting power, would have the ability to dominate the selection of Supreme Court justices, leaving rural communities with little to no voice in the process. Ensuring a fair and balanced judiciary requires a system that protects representation for all Kansans, not just those in high-population areas."<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2145/">HB 2145</a> would amend law regarding county fair association boards to establish membership of the Butler County fair board. The bill would also move similar provisions regarding membership of the Cloud County fair board into the underlying county fair association board statute. Passed 39-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb4/">SB 4 </a>Requires the return of advance voting ballots by 7:00 p.m. on the day of the election. The deadline for all ballots to be cast and/or received would be 7:00 p.m. on Election Day. The legislation would take effect on January 1, 2026, meaning 2025 local elections would be the last year in which the current “grace period” is in effect. SB4 passed 30-10 and is now headed to the Governor. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb237/">SB 237</a> would require courts to consider the value of a qualified retirement account in determination of child support orders and eliminate the exemption of such accounts from claims to collect child support. SB 237 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb269/">SB 269</a> would prohibit the Board of Tax Appeals from charging a filing fee to a taxpayer who has an appeal from a previous year still pending before BOTA. SB 269 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/hb2261/">HB 2261</a> would add majors of the Kansas Highway Patrol (KHP) as being in unclassified service under the Kansas Civil Service Act. The bill also would provide permanent status for a person returning to a classified KHP position at the end of a term in an unclassified KHP position. HB 2261 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb194/">SB 194</a> would void any provision of a covenant or other restriction established or amended between January 1, 1948, and December 31, 1958. The bill would declare covenants prohibiting other than single-family residence use and containing discriminatory provisions to be against public policy and to be void and unenforceable. SB 194 passed 40-0. LARNED—Innovative Livestock Services has filed a permit application to the Kansas Department of Health and Environment for a cattle facility near Larned. 

The proposed <a href="https://www.ilsbeef.com/">Innovative Livestock Services</a>&nbsp;facility is designed to house 88,000 beef cattle and will feature open lot pens, storage areas, sediment basins and waste storage ponds.

The facility would be situated about 10 miles south of Larned.

The KDHE will have a public hearing on the proposed feedlot at 6:30 p.m. on Tuesday at the Larned Community Center, 1500 Toles Ave.

An informational session will be before it at 5:30 p.m.&nbsp;The public comment period will close after the hearing.

Merrill Cauble and Felix Revello, longtime residents of Larned and Pawnee County, plan to attend the public hearing and advocate for the region.

"We ain't no strangers to the cattle business, and we know how these multi-million-dollar corporations are going in here and just ruining these small communities," Cauble said.

They outlined concerns regarding water contamination, air pollution, economic effects and the need for further testing.

Cauble detailed ongoing air quality issues in Larned, saying there is a persistent stench and dust containing decomposed plant material, fecal matter and ammonia, which can worsen respiratory problems.

"To go out and have a nice evening with the family or friends out on your back porch for a barbecue... it ruins the day and evening. You have to take everything inside because it's intolerable outside," he said.

Innovative Livestock Services' marketing director,&nbsp;Mary Soukup, said the Great Bend-based company has eight existing feed yards, including three in Pawnee County. The proposed feedlot would be the company's first built from the ground up.

"We are proud of the permit application and the design of the feed yard. We're excited for this as the future growth of our company," she said.

Revello said Larned is a great community but noted travelers and social media users often criticize the city due to its air pollution.

"One incident that I recollect was a person who was staying overnight in a motel who said the stench was so bad that they were never so happy to get inside and close the outside air off," Revello said.

Soukup acknowledges community concerns and says the company has worked with feed yards and environmental experts to meet regulatory requirements.

According to Soukup, the proposed facility location was intentionally chosen to be about 10 miles from Larned.

"We have a long-standing track record of being a good neighbor, and I'm certain that with the new feed yard, that will continue," Soukup said.

Revello said existing feedlots have already polluted groundwater with nitrates, and the proposed facility’s location in a sensitive groundwater area heightens concerns about further contamination.

"It's one of the most dangerous places where you can locate a feedlot like this," Revello said.

The feedlot could further deplete the aquifer amid Kansas' ongoing water crisis, exacerbating water challenges in surrounding counties already facing depletion issues, Cauble said.

Revello argued the feedlot offers minimal economic benefits since Innovative Livestock Services runs its own fuel and irrigation business. Cauble said the local farm economy has recently declined due to the already established feedlots.

"Back then, there were more farmers before this big corporation started putting these family farms out of business here in the county. We used to have five different implement dealers. There's zero now," Cauble said. "The population of Larned has steadily declined. They probably employed five to 20 people."

Soukup said the proposed feedlot will create about&nbsp; 70 well-paying jobs with benefits once it reaches full operation.

"We're going to add to the tax base in the county," she said. "There are a lot of corn farmers in that area. We are going to create a new market opportunity for those farmers to sell their grain at harvest too."

Soukup also plans to attend the public hearing.

Cauble and Revello also shared concerns about the strain on local infrastructure, as increased truck traffic could wear roads and burden taxpayers.

Revello also said the KDHE permit application relies on estimations instead of verified groundwater safety data, calling it unacceptable given the risks.

KDHE has drafted a proposed Kansas Water Pollution Control Permit for the facility, which is available on its <a href="https://www.kdhe.ks.gov/436/Livestock-Waste-Management">website</a>.

"We want our water fully tested and investigated to find out what's in it and how it's getting there. Then, eliminate those problems before any new feed yard," Revello said.

Cauble and Revello provided a community impact statement outlining how stockyards divert profits from rural communities and a document providing background on Larned and Innovative Livestock Services. You can view the documents below.

OSBORNE COUNTY —Investigators are working to determine the cause of train derailment in Downs, Kansas.

Early Thursday, a Kyle Railroad train passing through Downs derailed seven railcars carrying corn, according to Kyle Railroad spokesman Tom Ciuba.&nbsp;There were no injuries, and no hazardous materials were involved.&nbsp;

All railroad crossings that were blocked in town are now open.

GOVE COUNTY —One person was injured in an accident just after 7:30a.m. Thursday in Gove County.

The Kansas Highway Patrol reported a 2019 Isuzu passenger vehicle driven by Luz Camargo Garcia, 50, Denver, Colorado, was westbound traveling 50 mph on Interstate 70 two miles west of Kansas 212.

The driver lost control on the icy road. The vehicle rolled into the north ditch. EMS transported Garcia to Hays Medical Center. She was properly restrained, according to the KHP.

Woman hospitalized in Hays after rollover accident

Hays experienced a blizzard Wednesday, which led the Hays Police Department to respond to 36 disabled vehicles.

Hays Police Lt. Tim Greenwood reported officers also responded to three accidents. No injuries were reported.

Greenwood said most incidents happened on the town’s outskirts, including Commerce Parkway and 48th Street, due to poor visibility and slick roads.

According to the <a href="https://hayspost.com/posts/b82b4e2c-c40d-4afc-999f-fbbaa5fcf51b">K-State Agricultural Research Center</a>, the official measurement was a little more than 3 inches of snow.

Greenwood advises the public to avoid driving during severe weather or take precautions, as even emergency vehicles can get stuck.

"Have the proper vehicle, go extremely slow and have the lights on. We were even having emergency response vehicles and snow plows getting stuck," he said.

Police officers also worked alongside the Hays Fire Department, Ellis County EMS, Hays Public Works and the Ellis County Sheriff's Department.

A little more than three inches of snow was the official measurement from Wednesday's blizzard in Hays.

The report from the K-State Agricultural Research Center south of town noted it was a little difficult to measure the snow due to blowing and drifting.

Precipitation from the sleet and melted snow was 0.40 inches.

The 158 year cumulative average amount of precipitation by the end of March is 2.46 inches. Hays currently sits at 2.11 inches.

According to the weekly U.S. Drought Monitor for Kansas, Ellis County continues to remain in moderate drought. The extreme western portion of the county is slightly better with a rating of abnormally dry.&nbsp;

The measurements were made Tuesday morning, prior to Wednesday's blizzard.&nbsp;

HOUSE PASSES LEGISLATION TO CONTROL PROPERTY TAX INCREASES

TOPEKA — Even though it was passed out of the House chamber last week, by a final action vote of 115 to 6 and I voted yes, I would be remiss to not dedicate considerable space to House Bill (HB) 2396 to you, the constituents of House District 109. In response to growing concerns of rising property tax costs from across Kansas the House Committee on Taxation developed HB 2396, after considerable work and thought.

HB 2396 answers those concerns through several means. First is that it establishes a protest petition for voters in the event that property tax revenues, within the governing jurisdiction and current year, exceed past property tax revenues adjusted by the Consumer Price Index (CPI), for the Midwest Region as published by the Bureau of Labor Statistics. The protest petition would require signatures from 10 percent of the qualified voters in the governing jurisdiction and need to be filed within 30 days of the certification of the property tax revenue increase taking effect.

Second is that the legislation creates the Acknowledging Stewardship of Tax Revenue and Appropriations (ASTRA) Fund. The fund would receive an initial transfer of $60 million from the State General Fund in Fiscal Year 2026 and then an ongoing transfer of the same amount compounded by two percent for future fiscal years.The fund would be administered by the State Treasurer and its monies distributable to any county or city whose property tax revenues did not exceed the prior mentioned annual CPI adjusted increase. Apportionment of the distributable fund would be calculated by the State Treasurer, with 65 percent based on population and 35 percent on assessed property valuations; said apportionment would also be certified by the Director of Property Tax Valuation within the Department of Revenue. Funds would be administered to recipients by January 15 of each new calendar year.School districts and the State of Kansas would be the only governing districts exempt under the bill. Lastly the bill would eliminate property tax neutral rate requirements and the Taxpayer Notification Costs Fund.COMMITTEE HAPPENINGSHouse Appropriations (HAPP) was busy again this week, as the session nears first adjournment. The committee held two informational hearings on important topics in the state and acted on several bills in committee.On Tuesday, the committee first held a hearing on House Bill (HB) 2398, which would appropriate state general funds to create a master plan for renovating the Quindaro ruins into an archaeological park. Testimony, ranging from proponent to neutral, was provided by several individuals regarding the site’s history and the best means to renovate it. After that the committee received an informational briefing from the Department of Commerce regarding the STAR Bonds program and then an informational briefing from Kansas State University, Wichita State University, and the University of Kansas on projects in need of bonding, within the respective university campuses.Wednesday saw HAPP hold both an informational hearing on HB 2402 and work Senate Bill (SB) 125. The informational hearing for HB 2402, creating a blue-ribbon commission on higher education and requiring new reports, had proponent and neutral testimony received testimony from both the Kansas Association of Community Colleges and the Kansas Board of Regents. SB 125, Claims against the State, was amended into a trailer appropriations bill, in order to address recent agency concerns, and was passed out of committee after lengthy discussion.The committee on Thursday worked HB 2237 and HB 2402. HB 2237, which increases the maximum limit on recruitment and retention bonuses for state agencies and requires new annual reporting, was passed out of committee with no changes. HB 2402 was likewise passed out of committee.HOUSE DELIBERATIONS Last week the Kansas House of Representatives worked 28 pieces of legislation. Below is a selection of four from that list of bills. First is House Bill (HB) 2111. This piece of legislation would increase the aggregate acreage enrollment limit in Kansas from 40,000 to 60,000 for Conservation Reservation Enhancement Programs (CREP), set the county enrollment limit for CREP at 25 percent of the state acreage cap and establish new CREP classifications for water conservation. Second is Senate Bill (SB) 88. This bill would add new requirements in training for state long-term care ombudsmen, specifically towards memory care. Third is HB 2329. This legislation would amend the Kansas Juvenile Justice Code’s sentencing alternatives, detention length limit, and placement matrix. Fourth, and last, is Substitute for HB 2149; the bill would add new disclosure requirements for distributed energy retailers offering installation, require the Attorney General to revise disclosure standards, and establish standards and limitations for distributed energy systems connected to utility grids. All of these bills passed, and I voted yes on each.It is a distinct honor to serve as your representative for the 109th Kansas House District and the state of Kansas.
