A new name is rolling into town, but the same trusted team is staying behind the wheel as Hays Chevrolet is now Lewis Chevrolet of Hays.

Lewis Automotive Group made the&nbsp;<a href="https://www.facebook.com/lewisautomotivegroup">announcement</a>&nbsp;on social media on Tuesday. The transition is led by Lewis Automotive owner Brad Lewis and his sister, Jamey Lewis-Gonzales.

"This is more than just a new location, it's the continuation of a legacy that Wayne and Karol Kieffer built over the past 18 years with hard work, dedication and a genuine love for the Hays community," Brad said.

Saying he admired and respected Wayne, Lewis said Wayne will still be the general manager. He praised Wayne’s approach to treating customers like family and his commitment to serving the community.

"I'm personally grateful to Wayne for his trust in allowing us to carry that torch forward," Brad said.

Lewis said customers can look forward to seeing the same familiar faces, an increase in Chevrolet inventory, a doubling of the size of used car inventory and the support of the Lewis family.

He said the group remains dedicated to serving the Hays area with the same integrity, transparency and community focus it has demonstrated across Kansas.

"We're not just here to sell cars, we're here to be a part of the fabric of this community," Lewis said.

Hays Chevrolet joins Lewis Automotive family

The Ellis County Fire Department's average on-scene time for incident responses for 2025 is 10 minutes and 19 seconds.

Catherine's average response time was 14 minutes and 46 seconds, while Munjor's was four minutes and 43 seconds.

"10 minutes and 19 seconds may seem like a long time, especially when you're in need [during] an emergency, but our firefighters are not at the station. They're all paged for calls," Ellis County Fire Chief Darin Myers said.

Myers said the average response time reflects the initial page to arrival on scene across the county’s 900 square miles. He noted Catherine’s higher average is also influenced by the low number of calls they receive.

"Since I've been keeping statistics over the years, [the overall average] has actually gotten a little better," Myers said.

Ellis County Fire Department has responded to 63 incidents so far this year, with motor vehicle accidents and EMS assists each accounting for 14.3% of the total call volume.

Myers said that despite challenges, no calls have gone unanswered by volunteers in more than 10 years, with an average of 13 firefighters responding to each incident

"Most of the firefighters, like Ellis County in general, work in Hays. Sometimes it does take a little bit longer during the daytime hours... to get their stations, get dressed and get the truck rolling to the scene," he said.

According to fire and emergency management reports, 32 acres have been burned in wildfires so far this year.&nbsp;

The Ellis County Fire Department announced a temporary burn ban on March 11 for all unincorporated county areas. The ban is still in effect.

Myers said he is not a big fan of the burn ban but emphasized it’s necessary for public safety. He recognized some residents are eager for the restriction to be lifted.

"It's my job as a fire service to help protect our community. Having that burn ban in place does limit when people can burn and what they can burn," he said.

During a burn ban, open burning of yard debris, pastures, ditches and other materials is restricted. However, normal household trash can still be burned in a barrel with a protected screen cover.

Myers said many fires begin as controlled burns that reignite days later, potentially spreading and putting surrounding properties at risk.

Myers said the ban will likely be lifted once stable weather conditions reduce the risk of grass fires spreading across the county.

"I just need that moisture, and I will be happy to lift the burn ban," he said.&nbsp;

As of the release of the last drought map on April 10, Ellis County was listed as abnormally dry to being in moderate drought. The updated drought map will be released today, but the county has received no rainfall in the last week.

Ellis County Fire Department shares response time update

The Hays City Commission will hear a request for industrial revenue bonds for a new facility for A&amp;A Coors at its meeting at 4 p.m. at Hays City Hall.

The business, 823 E. Eighth St., wants to build a new 43,000 square foot commercial warehouse and distribution facility in the industrial park at Ninth and Commerce Parkway.

The developer estimates the facility to be about a $7 million project, Jarrod Kuckleman, assistant city manager, said.

The developer is requesting industrial revenue bonds, also known as IRBs, be issued to benefit the project. Using the bonds will allow the developer to obtain a sales tax exemption for all purchases related to the project's construction and a real property tax abatement for up to 10 years.

Before granting the request, the city must have a public hearing on the bonds.

The payment obligations solely belong to the developer and would not increase local taxes.

The commission will also hear the following reports during the work session:

• A report from Fort Hays Tech/North Central on the Big Creek Technical Training facility.

• A bid for water resource department parking lot and access improvements.&nbsp;City staff solicited bids for concrete paving of the parking lot and entrance area at the Water Treatment Plant and Water Resources Maintenance Facility. 

The project was budgeted for $130,000. A single bid was received for $136,483 from&nbsp;Morgan Brothers Construction. Despite being slightly over budget, the city staff is recommending approval of the bid.

A & A Coors seeks industrial revenue bonds to build new warehouse

In the decades following the Great Depression, the Kelly Theatre remained a mainstay of Trego County entertainment and memory-making. During that time, much changed in the world, including ownership of this local business.

During the '40s, C.B. Kelly refurbished his theatre once again, hiring Ben Deines and crew to paint the ceiling tan and the walls blue and purple. He installed another new screen, and repaired seating. Clearly, patrons attended movies regularly.

Following Mr. Kelly’s death in 1951, his business passed to nephew Frank Wonner and long-time employee Avon Gregg. They continued nightly shows and weekend matinees until August 1956 when they sold it to Ted Elvert.

Ted completely remodeled following its purchase and reopened in early September. Changes included new gas heating, restrooms, and a nursery. Those attending movies for Hollywood thrills and buttery popcorn surely appreciated these upgrades.

By 1962, WaKeeney had the Y Drive-In Theatre. The owners, Mr. and Mrs. Glen Hladek consolidated the movie market by buying the Kelly Theatre, which they ran until leasing it to Mid-American Theatres in 1975.

Mid-American remodeled once again with new carpet and marquee. Unfortunately, entertainment interests evolved with new technology, ending the theater’s run in 1979. One of the last movies shown was Boys from Brazil. The facility deteriorated until the city tore it down in 2006.

Now the site awaits its renaissance as Kelly Plaza with bathroom facilities, a small stage, and access to food vendors. Supporters strive to make this a gathering place where patrons will generate new WaKeeney memories.

Though the glory days ended, many area residents shared fond memories of the theatre with committee member Janeen Brown. 

Judy Fabrizius Graham, Class of 1958, recalls going to the Kelly in the late '40s and early '50s, where many shows were Westerns. She recalled Hopalong Cassidy once came in person to the theatre. Her dad gave them a dime to pay admission with nothing left for refreshments. They sat downstairs where seats filled early and fast due to limited downtown parking. During Judy’s teens, classmate Selma Elvert’s parents owned the Kelly.

Larry Steckline, Class of 59, recalls going to the show there was a big deal. He said he always went with the boys—never with a date—to mostly Westerns. He said it was beautiful—"few were as nice as that theatre.”

Other '50s and '60s grads remembered going to the theatre on dates. One mentioned that managers played music before movies began, and attendees danced down front until the film started. Owner Cora Hladek ran a tight ship and expected young patrons to behave.

Two '60s graduates recall the school marching kids to the theatre for events. They didn’t recall live shows on stage at that point. One loved cartoons while her parents enjoyed popular news reels. She said she mostly attended films in grade school, not as a secondary student. She knew there was balcony, but she always sat downstairs with her friends or family. A '64 alum recalls girls attending the movies so boys would come sit with them. Another mentioned the pay phone booth on the courthouse grounds where kids called parents to pick them up after movies ended.

This landmark business served its community well.&nbsp;Scores of locals love remembering good times at the Kelly.

&nbsp;Once the re-designed plaza opens, area residents and guests can continue making happy memories.

HaysMed leader invited to roundtable with HHS Secretary Robert F. Kennedy, Jr.

&nbsp;In a time when the world often focuses on challenges, these young individuals are shining examples of how even the smallest actions can make a big difference in our youth. 16 current Hays High School athletes have chosen to give back to the youth of Hays in the best way they know how, through sports! These young men are currently volunteer coaches for the Flag Football league through the Hays Recreation Commission. No, it’s not a Tik-Tok trend they are following, it’s what is in their hearts. Of course, they want the bragging rights over their fellow coaches when they win as well!&nbsp;

Spring sports at Hays High are in full swing. After leaving their own respective practices these coaches then go pour into the young athletes of Hays, just as their coaches have in the past. Tanner Giest, Hays High sophomore says, “Seeing the little kids improve each week is so fun. It is worth all the evening practices, no matter how tired I am.” Being great role models and showing the kids what they can achieve as they get older will have profound impact on the youth of Hays. “One of my favorite things about coaching the little kids is having them look up to me and want to be like me,” said Giest.&nbsp;

“We are always so thankful and grateful to have the high school students work with our youth. The parents enjoy the break, and the kids seem to respond well to their leadership,” Hays Recreation Youth Sports Director, Keith Smith said about the HHS athletes coaching.&nbsp;

Being on the coaching side of the ball isn’t always glamorous as the HHS athletes had maybe thought in the past. “Hearing the boys bounce ideas off each other or trash talking about an upcoming game is always entertaining. Seeing them put their heart and soul into coaching these younger kids and then come up short on the field is always a humbling experience for them. Accepting the defeat, learning from it and moving on will be a skill they use the rest of their lives,” Coach Crough, Hays High Head Football Coach said.&nbsp;

While this isn’t the first-year high school students have coached teams for Hays Rec; this is possibly the most that have coached at the same time. According to Hays High Senior, Cooper Lindenmeyer, “There is nothing like seeing one of your players get in the end zone. It’s what keeps me coming back.”&nbsp;

There is a different type of fire and intensity the Hays High athletes bring to their teams. The passion they have for the younger kids and the game is unmatched. Without question they have fun and provide excitement at every practice and game. “For me, coaching flag football isn’t just about winning. I enjoy making bonds with the players and giving them an opportunity to have fun and compete. It’s very rewarding to see the kids happy and having fun. That’s why I choose to do it,” Wyatt Kirkpatrick, Hays High Senior stated.&nbsp;

All their lives these young men have been mentored and supported by their coaches. Being able to provide that same kind of experience for the younger generation and lay a strong foundation as they grow in sports and in life is admirable. “Flag football had a big impact on me and it’s why I play football still to this day. I really want these younger kids to have the same experience and love the game like I do,” Brody Burns, Hays High sophomore said.&nbsp;

It’s not just the high school coaches living their best life out on the football field; their players are having an absolute blast. According to Holly Harrington, mom of Hays Rec flag football player, “The positivity these coaches shower the younger boys with is great. This is no doubt my son’s favorite year of flag football because he has these HHS athletes as his coach. He truly idolizes each of them.”&nbsp;

While it might just be a game, the lessons being learned by the coaches and the players will go far beyond the conclusion of the season. These Hays High athletes are giving the youth of Hays memories that will forever be remembered by their teams.&nbsp;

Of course, they want the bragging rights over their fellow coaches when they win as well!&nbsp;Spring sports at Hays High are in full swing. After leaving their own respective practices these coaches then go pour into the young athletes of Hays, just as their coaches have in the past. Tanner Giest, Hays High sophomore says, “Seeing the little kids improve each week is so fun. It is worth all the evening practices, no matter how tired I am.” Being great role models and showing the kids what they can achieve as they get older will have profound impact on the youth of Hays. “One of my favorite things about coaching the little kids is having them look up to me and want to be like me,” said Giest.&nbsp;<figure>

 </figure>Being on the coaching side of the ball isn’t always glamorous as the HHS athletes had maybe thought in the past. “Hearing the boys bounce ideas off each other or trash talking about an upcoming game is always entertaining. Seeing them put their heart and soul into coaching these younger kids and then come up short on the field is always a humbling experience for them. Accepting the defeat, learning from it and moving on will be a skill they use the rest of their lives,” Coach Crough, Hays High Head Football Coach said.&nbsp;While this isn’t the first-year high school students have coached teams for Hays Rec; this is possibly the most that have coached at the same time. According to Hays High Senior, Cooper Lindenmeyer, “There is nothing like seeing one of your players get in the end zone. It’s what keeps me coming back.”&nbsp;<figure>

 </figure>There is a different type of fire and intensity the Hays High athletes bring to their teams. The passion they have for the younger kids and the game is unmatched. Without question they have fun and provide excitement at every practice and game. “For me, coaching flag football isn’t just about winning. I enjoy making bonds with the players and giving them an opportunity to have fun and compete. It’s very rewarding to see the kids happy and having fun. That’s why I choose to do it,” Wyatt Kirkpatrick, Hays High Senior stated.&nbsp;<figure>

 </figure>All their lives these young men have been mentored and supported by their coaches. Being able to provide that same kind of experience for the younger generation and lay a strong foundation as they grow in sports and in life is admirable. “Flag football had a big impact on me and it’s why I play football still to this day. I really want these younger kids to have the same experience and love the game like I do,” Brody Burns, Hays High sophomore said.&nbsp;It’s not just the high school coaches living their best life out on the football field; their players are having an absolute blast. According to Holly Harrington, mom of Hays Rec flag football player, “The positivity these coaches shower the younger boys with is great. This is no doubt my son’s favorite year of flag football because he has these HHS athletes as his coach. He truly idolizes each of them.”&nbsp;<figure>

Hays High athletes give back to youth sports

At 11:58 am Hays Fire Department was dispatched to 1002 Eighth Eighth St., Horseshoe Bar and Grill, for a reported fire in the kitchen.

Upon arrival crews were quickly able to extinguish the fire and remained on scene to ventilate and search for extension. No injuries were reported, and all occupants evacuated the business safely.

The fire was investigated and ruled accidental.

"We would also like to remind everyone to have working smoke and carbon monoxide alarms," the Hays Fire Department said in a press release.

The Hays Fire Department would like to thank the following agencies for their assistance: Ellis County Communications, Ellis County Fire Department Company 5, Ellis County EMS, Hays Police Department, Kansas Highway Patrol, and Midwest Energy.

Update: Crews called to Horseshoe Bar, Grill in Hays for kitchen fire

Hays firefighters responded to a house fire at 413 W. 14th St. at about 11:30 this morning.&nbsp;

Shane Preston, deputy fire chief, said the front porch of the multi-level home was fully engulfed when firefighters arrived.

One person, tenant Cassandra Brockmann, was home at the time of the fire, but was able to evacuate from the home uninjured.

Brockmann lived in the home with her two young children and a roommate who lived in the basement. The downstairs tenant and the children were not home at the time of the fire.

No firefighters were injured fighting the fire.

One pet was killed in the fire. Another pet was located after the fire was under control and given oxygen. Two other pets in the home were found safe, Preston said.

Preston said firefighters initially attacked the fire with a single line from a brush truck and brought the fire in check before using additional lines to extinguish the fire.

An investigation concluded that the cause of the fire was improperly extinguished smoking material on the front porch.

Preston estimated damages to be more than $50,000. 

He said the fire caused extensive damage to the porch and broke out the home's front windows, which allowed smoke into the structure. He said there was much smoke damage throughout the home. Smoke and heat also made it to the second floor.

Closed doors limited the smoke damage in the bedrooms.

"We want to remind people when they do smoke, be sure they extinguish those cigarette butts properly, empty their butt cans and make sure they have a water source they can throw their cigarette butts into," Preston said.

U.S. Sen. Roger Marshall, R-Kan., made a quick stop in Hays Monday night to visit the Grove housing addition and community center.

Marshall, who had also been in Logan visiting a school/senior living development, said he was interested in learning more about housing developments and needs in Hays.

Marshall met with a Hays Post reporter and Doug Williams, executive director of Grow Hays, who took him on a brief tour of the Robert and Pat Schmidt Community Center. The center is scheduled to be completed this summer.

The community center will house a child care, the Hays Senior Center and multi-purpose rooms for community use. The Grove housing addition will include 54 single-level homes and additional smaller villa homes that are being marketed toward seniors.

Williams said he hopes 10 homes will be completed by next spring, with the complete build-out taking about four years.

"Congratulations," Marshall said to Williams on Hays' housing developments. "We have been across 15 communities Friday and today, and everywhere we go, housing, housing, housing."

Williams said it takes a lot of players to make these housing additions happen—the city, the county and independent builders.&nbsp;

"They have not been used to building at scale," he said. "They're used to building one or two [houses] a year, and we're asking them to do 10 to 15 a year. It puts a strain on subcontractors, plumbers and electricians. The infrastructure we need to build things is lacking.

"We struggle with that, but we're ramping up."

The Hays Post asked the senator about several economic issues during the meeting with Marshall. Marshall has been a supporter of the Trump administration and followed the administration's line of rhetoric in his answers.

The city of Hays had hoped to apply for $50 million in FEMA funds to support the R9 Ranch water project. An executive order has put a pause on those funds, Collin Bielser, deputy city manager, said on the Morning Blend radio show on Monday.

Marshall said he was very familiar with the R9 water project.&nbsp;

"We're trying to reach out to the White House to get an answer about what's going on with that," he said. "The bigger challenge is that we have seen so much waste and fraud coming out of all the grants that we had to say, 'Look, we don't know where they all are going,' so they paused all of them.

"I think this is a good project, and we'll get it back," he said. "I think they are just trying to take good care of taxpayer dollars."

The Post asked the Marshall if he was concerned President Trump's tariffs could drive up the cost of raw materials for housing projects such as the Grove in Hays.

"I don't think the cost could go anywhere near it has in the last four or five years," Marshall said.

"I think the things that we're doing to bring the prices down is the regulatory environment. When I talk to builders, and I have been talking to them all across the state, I ask them the No. 1 cost that's driving up the cost of building homes.

"They talk about the rules and regulations, the regulatory environment— that it takes two or four years to get a permit. You get a green space like this, and you have to get the EPA to look at it and all the different government agencies, and it was taking years."

Marshall said the building industry also relies on imported lumber.

"I think we need to look at ourselves. I want to plant 20 trees for every one that is cut down," he said.

He also discussed transformers, which had serious supply-chain issues during and after COVID. Lags in orders for transformers significantly delay building projects, including those in Hays.

Minerals are needed to rehab those transformers, and they have had to be imported, Marshall said.

"I think the bigger picture at the federal government that we need to be focused on is rolling back regulations, so we can start mining again. We haven't had a major mine open up in 10 years," he said.

He said he thought the impact of tariffs on buildings would be minimal and very short-lived.

Instead of tariffs causing further inflation, Marshall said he thought tariffs would stabilize prices.&nbsp;

"I think we will see inflation in that 3% range," Marshall said. "I'm not going to promise that it'll be back to 2%, but my hope is to get it in the 3% range and to see a 3% [Gross Domestic Product] growth as well.

"So I think by rolling back regulations and setting American energy free, we're going to get control of inflation and create more jobs."

<a href="https://hayspost.com/posts/11998038-026b-4a06-9e7d-98a4bca9ed3f">Sen. Jerry Moran, R-Kan., co-sponsored a bill introduced last week that would give Congress control over tariffs.</a>

In a letter backing that legislation, David French, the National Retail Federation's executive vice president, government relations, said, "One estimate indicates these tariffs could lead to a $2,100 tax increase per household. 

"The increased tariffs are not sustainable for small businesses that have to pay the tax. Many are concerned about their ability to stay in business as a result."&nbsp;

The Post also asked Marshall about the President's executive order to eliminate the U.S. Department of Education, given that Hays is home to Fort Hays State University.

Although the president laid off half of the department's staff, the administration has acknowledged it needs congressional approval to eliminate the department.

The department oversees $1.6 trillion in student loans owed by 45 million Americans.

Opponents of the move have expressed concerns the transfer of oversight of those loans to the Small Business Administration, which has also been gutted, will lead to issues for borrowers and taxpayers.

Cuts in D.C. have also affected $22 million in unspent COVID funds earmarked for education.

<a href="https://hayspost.com/posts/9bf09a5b-5c33-42fd-ba70-bfb74e835a7a">Gov. Laura Kelly said Tuesday a request was submitted to the U.S. Secretary of Education Linda McMahon to reinstate&nbsp;</a>those funds.

Marshall said, "I think by downsizing the Department of Education at the federal level, there will be more monies available to help people at a university like Fort Hays. 

"We want those dollars to be spent on people who are facing the students instead of this huge overhead that has been created in Washington. I think things can be done much more efficiently, including the Department of Education."

The Ellis County Commission heard a report about infrastructure costs for new housing during its meeting this morning.

Reinvestment Housing Incentive Districts, a Kansas Department of Commerce program, have been used in nearby cities but could be used for the first time in rural Ellis County.

Dominic Eck of Gillmore &amp; Bell and Adam Pray with Platinum Builders provided an overview of the process if it were to proceed.

Pray is considering using an incentive district for a development near Reservation Road and Big Creek Drive that includes 15 lots, one designated for water retention. He said the program helps make it possible to build more affordable homes.

Darin Myers, county administrator, met with commissioners to begin the 2026 budget process. Commissioners provided direction on financial objectives, mill levy targets, staffing and project priorities.

Commissioner Nathan Leiker said agencies should keep applying for grants, noting that a pause in federal funding has delayed access to about half a million dollars in grants. Commissioner Michael Berges suggested department heads keep budgets flat and maintain current staffing levels.

Myers said there has been about a 3% increase in the county's assessed valuation, a smaller increase than in the last two years.

Leiker said he is still interested in offering county employees cost-of-living raises and step increases on the wage scale.

As part of the budget development, Ellis County will continue its revised approach to outside agency funding.&nbsp;Outside agencies now fall into two groups: Ellis County Care Council agencies and those not included in the Care Council.

Agencies not included in the Care Council review will submit their request to the county administrator by May 31 and present their proposals to the commission on June 10.

Commissioners approved using about $800 from the Opioid Settlement Fund to cover the travel costs of Timothy Beck, a retired narcotics detective.

The detective will teach a class for local law enforcement on fentanyl and opioid overdose death investigations.

The commission approved the purchase of asphalt emulsion oils from Ergon Asphalt &amp; Emulsions to support the 2025 Asphalt Maintenance Plan. The total cost is $882,837.

The Ellis County Joint Planning Commission chairman received approval from the commission to authorize equipment sales, storage and rental on county property.

Myers discussed the potential sale of a brush truck to a northwest Kansas fire department, which has shown interest in purchasing it.&nbsp;

Curt Hoffman, Road and Bridge supervisor, discussed with commissioners the 2024 County Engineer's annual report, which summarizes the previous year's projects and timesheets. It will be submitted to KDOT for inclusion in the Kansas local infrastructure planning.

The county commission approved scholarships for 15 recipients for the upcoming fall semester. 

These scholarships assist local high school seniors planning to attend Fort Hays Tech North Central, Fort Hays State University or Hays Academy of Hair Design.

The initiative aims to retain young residents in Ellis County and support county employees’ families as a recruitment and retention tool.
