Per Ellis County resolution, the Ellis County Fire Department is announcing the relaxation of the burn ban in all the unincorporated areas of Ellis County, effective immediately.

Due to the rainfall in portions of Ellis County and the favorable forecast for moisture throughout the week, the ban is being lifted due to the changing conditions.

If the drought persists alongside the summer temperatures, a burn ban might be implemented again at a later date.

Burn ban lifted in Ellis County

Fort Hays State University's Hispanic College Institute is set to return to campus early this summer, June 4-7. HCI is a free, four-day, three-night residential program&nbsp;to provide high school students with the necessary knowledge and tools to enter and persist in college.

The program provides practical college application and financial aid information and allows students to engage with successful Hispanic role models who will help inform them about educational opportunities.

The program is open to the current class of 2026 and 2027 high school students with a 2.5 GPA or above.

As a residential program,&nbsp;students will be living in one of the traditional residence halls on the FHSU campus. During the institute, there will be separate wings for male and female students with restricted access to both and shared common areas. Each room will be shared by two students. The program provides food, transportation (within the state of Kansas), and lodging free&nbsp;of charge, but students will need to bring sleeping bags, pillows, and toiletry items.

The application deadline for the HCI is May 1. The committee will review all applications and notify all students accepted to the program no later than May 21.

Hispanic College Institute returns to FHSU in June; application deadline coming up

Fort Hays State University is proud to recognize political science major Grace McCord, Hays, for being selected as one of just 200 finalists in the national competition for the Truman Scholarship, selected from 800 highly accomplished applicants nominated by their universities. Truman Scholars are college juniors chosen for their commitment to pursuing a career in public service. Truman Scholars receive a scholarship for graduate study funded by the Truman Foundation, which was created to honor the values of President Harry S. Truman.

Finalists are selected through a highly competitive national application process that requires them to demonstrate a track record of public service, leadership, and academic achievement.

McCord has served her community through a number of service projects, including work with Jana’s Campaign and the Celebration Community Church Quilting Ministry, among other activities. In her career at FHSU, she has led the American Democracy Project and served as a senator in the Student Government Association, where she currently serves as the Legislative Affairs Director, as well as holding leadership roles in the Pi Sigma Alpha Political Science Honor Society and her sorority, Alpha Gamma Delta.

McCord has also been selected already to represent FHSU as a Tiger Ambassador, a Newman Civic Fellow, and a delegate to the Madeleine K. Albright Young Women Leaders Program.

On March 21, McCord completed the final step in the application process through an in-person interview with former Truman Scholars and members of the Truman Foundation. This year’s Truman Scholars will be publicly announced on April 18. Typically, one or two Scholars are named for each state and Puerto Rico, although those numbers may vary by year; 60 to 65 Truman Scholars are named each year.

Hays student selected as finalist in Truman Scholar competition

The Kansas Association for Conservation and Environmental Education (KACEE) recently announced the recipients of the 2025&nbsp;Excellence in Conservation and Environmental Education Awards.

“KACEE is very pleased to honor and celebrate the work of these outstanding individuals and organizations for their amazing contributions to environmental education in Kansas,”&nbsp;said KACEE President&nbsp;Marcel Harmon.

This year, in the category of Community/Non-profit, KACEE recognized FHSU’s Kansas Wetlands Education Center Director, Curtis Wolf. In a press release from KACEE they noted:

The Kansas Wetlands Education Center (KWEC) in Great Bend has expanded its environmental education efforts despite recent staff shortages, thanks to the dedication of Director Curtis Wolf. Traditionally serving in an administrative role, Curtis has stepped in as an educator, delivering 83 programs to 1,718 participants in 2024 alone. His hands-on approach, from teaching preschoolers about plants to leading bird identification workshops, has enriched KWEC’s programming and ensured its mission continues to thrive.

Beyond the center, Curtis is a tireless advocate for Cheyenne Bottoms and Kansas wetlands. He presents to community groups, hosts a monthly radio segment, and collaborates with the City of Great Bend and the Convention and Visitors Bureau to promote ecotourism. As chairman of the Wetlands and Wildlife National Scenic Byway Committee, he works to attract visitors to the region, furthering appreciation for Kansas’ largest marshland. He also leads birding tours, engages with conservation organizations, and mentors future environmental professionals, fostering a new generation of conservation leaders.

Curtis has been instrumental in enhancing KWEC’s exhibits, including the 2024 addition of Melody Marsh, an outdoor musical play area designed to inspire curiosity and engagement with nature. His leadership and commitment to high-quality environmental education make him a cornerstone of KWEC’s success and a deserving candidate for recognition by the Kansas Association of Conservation and Environmental Education.

One of the best ways to keep your mind and body functioning at its best is to exercise. When I worked with small children we always used to say, “the best exercise for the brain is exercise!” The same holds true as we age. 

Exercise produces a wide range of benefits for not only our physical health, but also mental health. Regular participation in strengthening exercises can help you build muscle and increase bone density. It can also help relieve stress and reduce depression symptoms. 

The Stay Strong, Stay Healthy program focuses on improving the health and well being of older adults. The goal of the program is to provide safe, structured and effective strength training for adults. No one is too inactive, or too young to participate. 

Strength training promotes quality of life and independence, especially for adults over age 60. Stay Strong, Stay Healthy is an evidence-based program that has been shown to increase strength, balance, and flexibility.

You might be asking yourself, “I wonder what we’ll do?” It is an eight-week program that meets twice a week for one-hour. We will do warm up exercises, easy strengthening exercises, with or without weights, based on your preference, and finish with cool-down stretches and breathing exercises. 

The best part is there is no membership fee like at a gym and there are no special clothes or equipment needed. We will have weights available if you want to use them. You will work at your own pace and progress as you are able. There are modifications to the exercises based on your own fitness level.

Regular classes will begin April 28, 2025 and will be held on Mondays and Wednesdays at 4 p.m. for eight weeks. All classes will be held at our office in Hays located at 601 Main Street. There will be a one-time fee of $20 to participate in the eight-week program. I’m hoping by offering it at 4 p.m. more&nbsp;working people might also be able to attend.

KOERNER: Stay strong, stay healthy classes start April 28

The Hays USD 489 school board will consider a request for $799,728 to purchase a new English curriculum for kindergarten through 12th grades from Savvas Learning Company at its meeting at 6:30 tonight at the Rockwell Administration Center.

The district has been saving money from fees in a reserve account for the anticipated purchase of this updated curriculum.

The board also will hear bond project updates,&nbsp;consider approval of the recommendation regarding capacity for the enrollment of nonresident students for the 2025-26 school year and consider marketing partnerships.

Revenue from these partnerships will be used to offset the cost of video and scoreboards.

TOPEKA—Debra Grammon says she won’t be nervous serving as honorary bailiff for the Kansas Supreme Court when it visits Logan in April. Grammon served 24 years as court clerk for the Phillips County District Court before she retired in September 2024. She said it was good preparation for serving as bailiff.

As bailiff, Grammon will call the audience to order at 10 a.m. for the Kansas Supreme Court’s special session Tuesday, April 29. It will take place at the Logan Intergenerational Family Education Center, also known as the LIFE Center.

Grammon said she was surprised and honored when she learned she had been nominated to serve as the honorary bailiff for the Supreme Court. She was nominated by Chief Judge Paula Hofaker, 17th Judicial District, who has known and worked with Grammon for more than 25 years. She said she nominated Grammon because of her contributions to the courts and the city of Logan.

“Deb has contributed many years of valuable service to the legal community as clerk for the Phillips County District Court and also as mayor of Logan,” Hofaker said. “She always makes sure her community is successful in whatever project it takes on.”

Grammon was the Logan city clerk for 13 years before taking a job with the Kansas court system. As part of her city clerk duties, Grammon also served as the municipal court clerk, which she says sparked her interest in working for the district court.

“The district court clerk position opened, so I decided to give it a try,” she said. “I loved it. My favorite duties included processing traffic tickets and payments, preparing for jury trials, celebrating adoptions, and seeing the judicial process flow from beginning to end.”

Away from court, Grammon has been busy serving on the Logan City Council and is in her second term as mayor. She watched as the multigenerational education and nursing facility known as the LIFE Center was built.

The Supreme Court special session will be in the gymnasium used for large events involving students and senior residents. Grammon said the court’s visit is a great opportunity for Logan.

“It’s good for children and the community to see how the court is run,” she said. “I think it will be very informative for them.”

The court will visit the LIFE Center, 601 W. North Street, where it will hear oral argument in one case. Before oral argument, Chief Justice Marla Luckert will give a brief educational presentation on the Kansas court system.

Doors will open at 8:15 a.m. and the presentation will start at 9:30 a.m. The court will be in session to hear oral argument from 10 a.m. to about 10:45 a.m. After oral argument, the justices will greet in-person attendees in an informal reception.

Students from area high schools are invited to attend the special session in person, as are members of communities in the region.

A few years back at the Outdoor Writers of Kansas spring outing at Beloit,&nbsp; Joyce and I were paired with Chatt Martin for a half-day’s crappie fishing on Waconda Lake, just outside Glen Elder.

 Since retiring, Chatt has turned his passion for crappie fishing into a full-time crappie fishing guide service called Crappie Time Fishing. 

Glen Elder is usually hot for crappies this time of year and we were hearing stories of fantastic “slab” crappies being caught. When Chatt and I made the final arrangements for that Tuesday morning, his only question for me was “Has Joyce ever fished with long rods?”

Long rods, indeed. As we pulled into the boat ramp parking lot the next morning, there was no doubt which boat was awaiting us, as ten-foot fishing rods towered above the center console of his boat. We loaded up and headed across the lake to the first of several spots that had been giving up nice crappies.

 Our guide's favorite honey hole was along the causeway, a huge, high rock-laden embankment with a road atop it, that encloses the western end of the lake, but because the wind was forecast to be nasty early on, we tried other spots. It seems everyone else felt the same, and our first stop, a cove cut far back into the bluffs along the southern shore, already sported several boats. No one was catching much, but a scan of the cove with Chatt's high-dollar Lowrance fish finder showed some fish out front toward the opening. 

After an hour of trying most things known to man and only catching two fish, Chatt decided it was time to fight the wind in necessary and we headed across the lake to his hot spot along the causeway.

We slowly motored alongside a long stretch of dead, beaver-chewed saplings and brush that ran for several hundred yards along the edge of the causeway. 

Chatt positioned the boat and told us we were about to learn the art of “doodlesocking.”

 Doodlesocking is an age-old, tried and true method created by bass fishermen years or possible generations ago for fishing in and around snags of any kind. It involves the use of a very long, stout pole with a bait or jig fastened to the end of a short length of heavy line. The idea is to dip or “doodle” the bait slowly into the water in and around tree limbs, etc., then wait for a fish to “sock” it. 

It works well because you’re fishing the bait straight up and down into pockets around weeds, lily pads, brush and stumps, instead of casting into them and trying to drag the bait through by reeling, which almost always results in getting snagged. 

Chatt rigged his extra-long rods with jig heads of various colors and tipped them each with a live minnow that hung from two feet of line. The water was only a couple feet deep and the brush stretched ten to fifteen feet out from the base of the rocks. The three of us spaced ourselves along the same side of the boat and began dipping the jigs in amongst the brush as the electric trolling motor pulled us slowly along parallel to the shore. 

The crappies were just beginning to come up into shallow water to spawn, and in the first several yards, Chatt and I landed three nice ones. The day before, Joyce had cleaned our clocks catching walleye, but that day she had not yet caught a fish. Suddenly, she hauled upward on her rod which bent double toward the water as she hoisted a fat, feisty crappie into the boat.

Because of the wind and weather change the night before, we didn’t catch many crappies, but the ones we caught were in great condition. 

What I find ironic about the day was that we fished from a boat sporting fish-locator electronics costing as much as my pickup, with rods and reels each worth a couple days' wages and yet we caught our fish using an age-old technique called doodlesocking that has been&nbsp;round since fishing poles were sticks and string. But hey, to me and to a fishing guide, it’s called doin’ whatever works!&nbsp;

This year marks the 70th anniversary of 'Bus Stop', which debuted on Broadway in 1955. 

The original cast featured Kim Stanley as Cherie, Albert Salmi as Bo Decker, and Elaine Stritch as Grace Hoylard. The production was directed by Harold Clurman, and the play was later adapted into the 1956 film starring Marilyn Monroe.

William Inge, the playwright behind 'Bus Stop', was born in Independence, Kansas, and is often called the “Playwright of the Midwest.” Inge’s deeply human characters and intimate portrayals of small-town life earned him a Pulitzer Prize ('Picnic') and made him one of the defining voices in American theater during the mid-20th century.

'Bus Stop' is presented by special arrangement with Dramatists Play Service, Inc., New York.

Hays Community Theatre celebrates 70th anniversary of William Inge’s 'Bus Stop'

 The Willis K. Musick Professionalism Award honors members of the Ellis County Bar that have, by their conduct, honesty, integrity, and courtesy, best exemplified, represented, and encouraged other lawyers to follow the highest standards of the legal profession.

On Thursday, January 23, 2025, the Ellis County Bar Association named Robert A. Anderson, Jr. the recipient of the 2025 Willis K. Musick Professionalism Award.

 “Although this prestigious award is often treated as a lifetime achievement award for a long tenure of service to the legal profession, I believe at its core this award is meant to recognize strength of character”, said current Ellis County Attorney, Aaron J. Cunningham, who nominated Anderson for the award.

 “Robert conducts himself in a manner that is above reproach. He tells the truth, even when he believes no one is watching. He will say the right thing, even when it’s the hard thing. He prioritizes people over prestige and honesty over honors. He truly cares about the people in his life and, in the last four years, has come to care deeply for the people of Ellis County who entrusted him with the role of County Attorney. Robert’s humility, character, and courteousness set him apart in the legal profession. In all sincerity, I cannot think of another attorney more deserving of this recognition.” 

Anderson served as the Ellis County Attorney from January 2021-January 2025. Anderson did not re-file to run for County Attorney and has since opened “Anderson Law Office, LLC”, a general law practice based out of Hays focusing on criminal defense, family law, and civil matters.&nbsp;

TOPEKA&nbsp;– The Kansas Department of Commerce will celebrate National Community Development Week (April 21-25) with the inaugural Community Impact Tour– a five-day, 26-stop tour highlighting transformative projects across Kansas, including in Hays and several other northwest Kansas towns.

National Community Development Week was established in 1986 to recognize the impact of the Community Development Block Grant (CDBG) program. This year, Kansas is expanding the celebration to honor Community Development and Quality Place initiatives that are driving progress in housing, childcare, downtown revitalization and infrastructure.

“This celebratory week gives our communities the opportunity to showcase the lasting impact of their future-focused efforts,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Guided by the Kansas Framework for Growth, our state’s economic development strategic plan, the investments we are making today that improve the vitality, livability and quality of place are empowering community leaders to build more resilient local economies for tomorrow.”

To officially recognize the importance this week has, Governor Laura Kelly signed a proclamation declaring April 21 through 25, 2025, as National Community Development Week in Kansas.

During the week, Commerce representatives, elected officials and local change agents will visit 26 communities, shining a spotlight on local projects that are transforming Kansas. The tour will provide opportunities to engage with local leaders, celebrate community progress and showcase the real-world impact of strategic investments.

“This week is about recognizing the innovative projects and dedicated individuals working to build stronger, more vibrant communities across the state,”&nbsp;Assistant Secretary of Quality Places Matt Godinez said. “Through the Community Impact Tour, we’re bringing well-deserved attention to the incredible progress happening in Kansas.”

In 2024, the Department of Commerce launched the Quality Places Division, marking the largest reorganization of Commerce functions under the leadership of Secretary Toland. Hays, Ellis part of Commerce Community Development Week statewide tour Monday

Underpaid for years, Kansas legislators finally received a substantial pay increase this year.&nbsp; Instead of a paltry per diem (per day) allowance, they now receive $43,000 per year and remain eligible for KPERS benefits.

Normally, I would argue in favor of this. 

It takes courage for legislators to raise their own pay and then sit for re-election before collecting it.&nbsp; As per the state constitution, there is no other way to do this—not even to keep up with inflation—and constituents hate it, often believing their representatives (or more accurately, the representatives from&nbsp;other&nbsp;districts) to be undeserving.&nbsp; 

Yet political science research has shown for decades that professional legislatures produce better legislation, less likely to cause problems or be overturned in court. 

During session, legislators work far in excess of 40 hours per week, and it takes years to learn the ins and outs of complicated policies such as the state budget.&nbsp;&nbsp;

That said, with the hefty pay increase, one might think that the legislators would also lengthen the session.&nbsp; 

The Late KU Professor Burdett Loomis documented the cost of the Kansas Legislature’s short, rushed sessions all the way back in 1994.&nbsp; Loomis wrote at length about the frantic, sleep-deprived, late-night sessions in which the Legislature would cobble together budgets at the last minute.&nbsp; Each succeeding year, they would vow to pass a budget earlier—and then do the same thing again.&nbsp; In 2012, Representative Bob Bethell fell asleep driving home after the end of the session, crashed his car, and died.

Now the legislators finally make decent pay.&nbsp; So, why the super-short session this year?&nbsp; 

They rushed the budget through so quickly that they did not even allow time for the next round of budget estimates, which may make their numbers particularly inaccurate and require fixing later. The legislators were in such a rush, they held bulk line-item veto overrides, not taking the time to review Governor Kelly’s proposed spending cuts one at a time.&nbsp;

Unfortunately, the only plausible reason for this crazy hurry is the leadership’s desire to ram through policies without allowing time for discussion, deliberation, or debate.&nbsp; 

As shown during recent town hall meetings for Senator Roger Marshall and other members of Congress, public feedback can get raucous, particularly when programs, policies, or benefits that make a real difference in people’s lives are threatened.&nbsp; 

Constituents deserve to have a voice, and if what they say is hard to hear, well, that’s why we pay you the big bucks.&nbsp;&nbsp;

Granted--and in stark contrast with the current circus in Washington, DC--the Kansas budget this year was largely an incrementalist one, making only small, mostly upward changes to state appropriations.&nbsp; 

But some major “hot button” legislation passed, including a ban on Diversity, Equity, and Inclusion, a ban on gender-affirming medical care for Transgender youth, and some additional tax cuts on top of the huge one passed last year. 

This threatens to put the state into a $461 million shortfall by 2028. &nbsp;

 Constituents may want to talk about this, but whoops, the session’s already over!&nbsp;

 It should also be noted that the legislators shortened their session primarily by cutting the so-called “breaks.”&nbsp; These are—or&nbsp;were—the days they would go home and listen to constituents, before heading back to Topeka to finish their work.&nbsp;&nbsp;

As a political scientist, I strongly support building up the institutional capacity of state legislatures, including pay. 

But is it too much to ask for better service in exchange for the higher pay?&nbsp; With their frantic session this year, the Kansas Legislature failed to hold up their end of the deal.&nbsp;&nbsp;

SALINA —Tracie Betz, an early childhood special education preschool teacher at Quinter Elementary School, Quinter USD 293, and Tranda Strnad, art teacher at Republic County High School, Republic County USD 109, were named Region 1 finalists for the 2026 Kansas Teacher of the Year (KTOY) award program during a ceremony on Saturday, April 12.

This award recognizes excellent teaching in the elementary and secondary classrooms of the state. The KTOY Region 1 awards banquet took place at Tony’s Pizza Event Center, in Salina.

As finalists for the Kansas Teacher of the Year distinction, Betz and Strnad each will receive a $2,000 cash award from Security Benefit, the major corporate partner for the KTOY program. In addition, they are each now eligible to be named Kansas Teacher of the Year, which will be announced during a ceremony on Saturday, Sept. 20, in Wichita.

Betz and Strnad were among six KTOY semifinalists from Region 1, which covers Kansas’s 1st U.S. congressional district.

The other Region 1 KTOY semifinalists are Whitney George, fourth grade teacher at Theodore Roosevelt Elementary School, Manhattan-Ogden USD 383; Katherine Jimenez, a music teacher at Hugoton Elementary School, Hugoton USD 210; Mandy Burger, family and consumer science teacher at Ellsworth High School, Ellsworth USD 327; and Mark Shera Cruz, a physics, human antimony and physiology teacher at Garden City High School, Garden City USD 457.

Each of the semifinalists will receive a red marble apple with a wooden base, compliments of The Master Teacher in Manhattan.

This year, 136 educators across the state were nominated for the Kansas Teacher of the Year distinction.

Nominations are made in each of the four regions in the state. The Kansas State Department of Education (KSDE), sponsor of the KTOY program, appoints regional selection panels comprised of teachers, education administrators and business representatives to select semifinalists and finalists from each region.

Each panel selects six semifinalists - three elementary teachers and three secondary teachers. From those semifinalists, the panel in each region then selects one elementary finalist and one secondary finalist. The Kansas Teacher of the Year is selected from among the state’s eight regional finalists.

The mission of the KTOY program is to build and utilize a network of exemplary teachers who are leaders in the improvement of schools, student performance and the teaching profession.

Members of the Kansas Teacher of the Year team, comprised of the Teacher of the Year and regional finalists, serve as ambassadors for education in Kansas, making public appearances across the state to promote education and the teaching profession.

The individual selected as the Kansas Teacher of the Year is eligible for selection as the National Teacher of the Year.

The National Teacher of the Year program is a project of the Council of Chief State School Officers in partnership with the Voya Foundation.

 </figure>KS Department of EducationSALINA —Tracie Betz, an early childhood special education preschool teacher at Quinter Elementary School, Quinter USD 293, and Tranda Strnad, art teacher at Republic County High School, Republic County USD 109, were named Region 1 finalists for the 2026 Kansas Teacher of the Year (KTOY) award program during a ceremony on Saturday, April 12.This award recognizes excellent teaching in the elementary and secondary classrooms of the state. The KTOY Region 1 awards banquet took place at Tony’s Pizza Event Center, in Salina.As finalists for the Kansas Teacher of the Year distinction, Betz and Strnad each will receive a $2,000 cash award from Security Benefit, the major corporate partner for the KTOY program. In addition, they are each now eligible to be named Kansas Teacher of the Year, which will be announced during a ceremony on Saturday, Sept. 20, in Wichita.Betz and Strnad were among six KTOY semifinalists from Region 1, which covers Kansas’s 1st U.S. congressional district.The other Region 1 KTOY semifinalists are Whitney George, fourth grade teacher at Theodore Roosevelt Elementary School, Manhattan-Ogden USD 383; Katherine Jimenez, a music teacher at Hugoton Elementary School, Hugoton USD 210; Mandy Burger, family and consumer science teacher at Ellsworth High School, Ellsworth USD 327; and Mark Shera Cruz, a physics, human antimony and physiology teacher at Garden City High School, Garden City USD 457.Each of the semifinalists will receive a red marble apple with a wooden base, compliments of The Master Teacher in Manhattan.This year, 136 educators across the state were nominated for the Kansas Teacher of the Year distinction.Nominations are made in each of the four regions in the state. The Kansas State Department of Education (KSDE), sponsor of the KTOY program, appoints regional selection panels comprised of teachers, education administrators and business representatives to select semifinalists and finalists from each region.Each panel selects six semifinalists - three elementary teachers and three secondary teachers. From those semifinalists, the panel in each region then selects one elementary finalist and one secondary finalist. Quinter teacher named Region 1 finalist for 2026 Kansas Teacher of the Year

State and local water leaders are planning a water summit in May to focus on water&nbsp;resource issues that most impact local communities.

The Know Water Summit will take place from 8 a.m. until 3 p.m. on May 2, at the Hilton Garden Inn in&nbsp;Hays.

Organizers say there will be an optional Environmental Tour will be offered at 5 p.m. on&nbsp;May 1, for those interested in getting a closer look at municipal water quality facilities and water quality&nbsp;efforts at a local farm.

Registration is required. The cost for the summit (including the tour) is $25. The registration deadline is&nbsp;April 25. Those interested in attending can register at <a href="https://kstate.qualtrics.com/jfe/form/SV_a3IfjAZOsvpkT6m">https://bit.ly/KnowWaterSummit</a>.

Organizers say the agenda is filled with information and activities focusing on water conservation and&nbsp;water quality specific to western Kansas.

&nbsp;Local watershed specialists, city officials, university&nbsp;researchers, and state representatives will be on-hand to answer questions and provide information&nbsp;about local issues affecting water resources.

“This is a unique opportunity for people in this area of Kansas to hear about the issues affecting their&nbsp;water, right here at home,” said Stacie Minson, Kansas State University extension watershed specialist.

Minson said that attendees at the summit will hear about modern water quality management, updates&nbsp;on the most recent research, conservation efforts from within the City of Hays, water quality in private&nbsp;wells, and more.

&nbsp;Those who opt to take the Environmental Tour on May 1 will see how the City of Hays&nbsp;utilizes each drop of water efficiently while protecting water supplies downstream. Stops will include the&nbsp;drinking water treatment plant, the water reclamation and reuse facility, and Pleasant View Farms. Tour&nbsp;spots are limited, and Minson said early registration is the best way to ensure a place.
