CUP 2047 is requested by Industrial Tower West, LLC, as the agent for landowner Donald Lang, Victoria, for construction of a cellphone tower.

The meeting begins at 7 p.m. in the Ellis County Administrative Center, 718 Main, Hays.

In other business, the commission will also hear an update of the comprehensive plan and zoning regulations.&nbsp;

'Pizza for HCF Twice As Nice' fundraiser this week in Stockton

TOPEKA –&nbsp; The Attorney General’s Office will mark National Consumer Protection Week with free document destruction events throughout the state, Kansas Attorney General Derek Schmidt said.

“Our office works hard year-round to protect consumers,” Schmidt said. “Next week, we will place a particular focus on helping Kansans protect themselves from identity theft and stay safe from scams.”

The office will sponsor free document destruction at eight locations throughout the state from March 1 to March 6, which is National Consumer Protection Week. Securely shredding personal documents is an important step toward preventing identity theft.

The schedule of events for the week includes:

Tuesday, March 2 11 a.m. – 1 p.m. Hays Sternberg Museum, 3000 Sternberg Dr.

Consumers are asked to limit their documents for destruction to three small bags or boxes. Documents will be securely transported to the shredding facility for safe destruction by certified shredding companies.

Free document shredding during National Consumer Protection Week

LENORA — The Foundation for Rural Service reccently announced the James L. Bass Legal Scholarship, a new scholarship for students with an interest in rural communities entering their first year of law school. FRS is the philanthropic arm of NTCA—The Rural Broadband Association, of which Nex-Tech is a member.

With an active law career that spanned more than 70 years, James Bass helped secure funds for rural telephone systems to bring modern telephone service to rural areas. He was pivotal in the creation of NTCA, where he served as one of the organization’s earliest presidents. Bass continued his leadership with service for more than 50 years as legal counsel.

Recognizing Bass’s impact to the industry and his passion for the legal profession, the NTCA Board of Directors established a scholarship for students with an interest in rural communities to attend law school. The first James L. Bass Legal Scholarship will be awarded in spring 2021 and will be at least $5,000.

“Jim was not only a founding member of NTCA, he was a guiding light for our association through much of his lifetime,” said Shirley Bloomfield, chief executive officer of NTCA. “He spent his last years in service to the association as our general counsel where he helped guide our national board through growth and transformation. How fitting it is to honor him with a law school scholarship recognizing not only his passion for rural America but for the legal profession as well. My sincere thanks to all the NTCA members who so generously donated in Jim’s memory.”

was released for public review in November 2019. Before the new map is finalized, property
owners and lessees will have one more opportunity to provide engineering data through
their community during the official 90-day appeal process. The appeal period began Jan.
20 and will continue through April 20. The new map will provide communities in this
area with up-to-date flood risk information and tools that can be used to enhance local
mitigation plans, and help local officials and residents make informed decisions about
reducing flood risks and purchasing flood insurance.


The local mapping project is part of a nationwide effort led by the Federal Emergency
Management Agency to increase local knowledge of flood risks and to support actions to
address and reduce those risks. The work in Ellis County has been led by FEMA and the
Kansas Department of Agriculture–Division of Water Resources in partnership with local
community officials. The 90-day appeal period provides a time frame during which property
owners and lessees can provide engineering data for consideration before the new Flood
Insurance Rate Map is finalized.


Submitting an appeal requires the development of science-based data or technically-backed
information to replace or update preliminary engineering, which can require a significant
investment of time and money. Those interested in submitting an appeal are recommended
to first discuss it with their local floodplain administrator to help provide guidance on the
process, as appeals must be submitted through your local floodplain administrator. Appeal
period guidance along with contact information for floodplain administrators in Ellis
County is available at the KDA–DWR website under the Ellis County mapping project
page.

Eisenhower February Lunch & Learn: Champion of Peace

GREAT BEND -&nbsp; The Shafer Gallery at Barton Community College will premiere an exhibit featuring Michael Knutson and Brian McCollum from Feb. 26 through April 1 with a virtual reception at 6:30 p.m. Feb. 26 via facebook.com/shafergallery.

Knutson is an accomplished visual artist who works primarily as a painter and is an art instructor at Garden City Community College. He has an active national exhibition record of solo and group shows and has completed many public art commissions for intuitions such as the Sternberg Museum of Natural History. 

The base for Michael’s work is a deep connection to the immediate environment, life experiences and the way the mind interprets this information, according to – michaelknutson.com.

 “Emotions can strongly be prompted by a place,” he said. “My strongest influences are my immediate environment, life experiences, and the way my mind interprets this information. I work both in the studio and in the landscape researching a wide range of physical and emotional experiences. 

"I am interested in cinematic scenes, with a strong sense of impending drama. The surface becomes visually captivating and eerily mysterious at the same time. My artistic language applied to slightly isolated yet familiar landscapes allows the viewer to transcend a common place to make the insignificant significant. 

"Every paint stroke harbors intent, yet I try to create with abandonment. Through the process of addition and subtraction the viewer is hopefully left with fragments of memories suspended in time. The figures in the work are losing control of what is real and what is imagined, while still being present in their own reality.” 

Gallery Director Dave Barnes said he is excited to feature Knutson’s work as it brings a unique brand of art to the gallery. “Michael Knutson is no stranger to the Shafer Gallery,” he said.

"He first exhibited here as a stellar graduate student working with Fort Hays State University professor Joel Dugan. Since then, he has become a stellar art instructor in his own right at Garden City Community College. Michael’s work can be described as barely controlled energy in paint. Dynamic, in-your-face canvases, filled with dazzling light, courage, and subjects that cannot be forgotten. They have a common and wry sense of humor, very personal, eccentric even, but always accessible. When I think of Michael’s work a word comes to mind that is sometimes missing when talking about art; that word is fun," Barnes said.

The exhibit will also feature a small exhibit of sculptures by Knutson’s fellow Garden City Community College Art Department comrade, sculpting instructor Brian McCollum.

He has an active national exhibition record of solo and group shows and has completed many public art commissions for intuitions such as the Sternberg Museum of Natural History. The base for Michael’s work is a deep connection to the immediate environment, life experiences and the way the mind interprets this information, according to – michaelknutson.com. “Emotions can strongly be prompted by a place,” he said. “My strongest influences are my immediate environment, life experiences, and the way my mind interprets this information. I work both in the studio and in the landscape researching a wide range of physical and emotional experiences. "I am interested in cinematic scenes, with a strong sense of impending drama. The surface becomes visually captivating and eerily mysterious at the same time. My artistic language applied to slightly isolated yet familiar landscapes allows the viewer to transcend a common place to make the insignificant significant. "Every paint stroke harbors intent, yet I try to create with abandonment. Through the process of addition and subtraction the viewer is hopefully left with fragments of memories suspended in time. The figures in the work are losing control of what is real and what is imagined, while still being present in their own reality.” Gallery Director Dave Barnes said he is excited to feature Knutson’s work as it brings a unique brand of art to the gallery. “Michael Knutson is no stranger to the Shafer Gallery,” he said."He first exhibited here as a stellar graduate student working with Fort Hays State University professor Joel Dugan. Since then, he has become a stellar art instructor in his own right at Garden City Community College. Michael’s work can be described as barely controlled energy in paint. Dynamic, in-your-face canvases, filled with dazzling light, courage, and subjects that cannot be forgotten. They have a common and wry sense of humor, very personal, eccentric even, but always accessible. RUSSELL - The Southwest Power Pool is no longer under an energy emergency alert (EEA). However, due to continuing high demand across the SPP region and continued cold weather, energy demand and production will fluctuate over the next 48-hours, meaning conditions can change rapidly.

Our customers' conservation efforts and the city's ability to generate electricity helped lower demands on the electric grid, keeping the city from experiencing the controlled outages other communities faced. While the electric grid stabilizes, energy prices remain elevated.

A few items customers can consider to reduce electric and natural gas consumption: • Avoid the use of electric space heaters • Close blinds and shades to reduce the amount of heat loss through windows. • Turn off unnecessary lights and appliances. • When possible, delay non-essential energy use (washing/drying clothes) to hours lower in energy use (between 10 pm and 5 am). In celebration of Women's History Month, Women for Kansas is hosting a Zoom performance by Pauline Sharp (citizen of the Kaw Nation) titled "Kanza Chief Lucy."

In the Chautauqua-style, Pauline portrays her grandmother, Lucy Tayiah Eads, the first woman chief of the Kanza who lived in Lawrence, Kansas in the 1950s. The performance surveys Kanza history through the lens of Eads experiences.

Hays native named to UNL Dean's List for fall semester

MANHATTAN - The American Legion Boys State of Kansas has announced that due to the uncertainty of coronavirus vaccines being fully available to the general public by the start of June, the 2021 Boys State of Kansas session will move from its traditional early June event to the first part of August. The 2021 ALBSK session, which was to be held Sunday, June 6, through Saturday, June 12, will now be held Sunday, August 1, through Saturday, August 7, at Kansas State University in Manhattan.&nbsp;

The program, which was cancelled in 2020 due to the coronavirus pandemic, will be in its 83rd year.

“We did not want to cancel the event a second year in a row,” said Tom Wierman, Kansas Boys State executive director. “After consulting with numerous individuals, we decided holding a virtual event was not feasible nor of interest to potential delegates after having spent most of the last 15 months going to school virtually. With the assistance and blessing of Kansas State University officials, it became clear that moving the date was in the best interest of the delegates, staff/volunteers and the University.”

Traditionally, Kansas Boys State is for individuals who have completed their junior year of high school.

With last year’s cancellation, the ALBSK program announced in January that it was expanding the pool of registrants for this year’s session to include those who have completed their senior year of high school (those who missed out on last year’s event due to the coronavirus pandemic), as well as individuals who have completed their sophomore year of high school.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.&nbsp;

Those wishing to attend the program should visit <a href="https://ksbstate.org/">ksbstate.org</a> to register.

In addition, anyone can nominate individuals to attend Kansas Boys State by going to ksbstate.org and submitting the person’s name, mailing address, e-mail address, high school and phone number. You can also submit nominees for future years as well.&nbsp;

The new deadline to register to guarantee a spot in the program is Monday, May 31.&nbsp;

The cost to
attend the Boys State of Kansas program is $350; however, in many instances,
sponsors pay the majority of the fees, with the delegate or his family paying
$50. Potential sponsors, such as American Legion posts, civic organizations,
businesses, clubs and interested individuals, or those with questions, should

The Hays city commission will conduct a retreat meeting Sat., Feb.20, at BriefSpace, 219 W. 10th, from 8 a.m. until 5 p.m.

Also attending the retreat will be Toby Dougherty, city manager, Collin Bielser, asst. city manager, John Bird, city attorney, and Todd Powell, asst. city attorney.

There is no formal agenda for the meeting.&nbsp;

FHSU Virtual Science Café goes to Mars Feb. 22

First Call For Help is seeking participants in a virtual scavenger hunt fundraiser.

For only $20 per person, grab your friends and fill your car with some of the smartest, funniest and craziest people you know.

Mask up if you’re not all living in the same household.

On Saturday, March 6, take part in the Oh Snap! Pandemic Photo Frenzy! Receive the scavenger hunt clues, virtually, on the morning of the event. Then set out to find the locations. Snap a photo of the answer with your teammates and receive points per correct photo submitted.&nbsp;

First Call for Help strongly urges four person teams, but two people per team will also be accepted. Teams are only limited by the number of people who can safely buckle up in one vehicle, and all passengers must pay the registration fee — $20 for adults or $15 for kids 12 and younger. 

The scavenger hunt will take place from 10 a.m. to noon on March 6. Team scores will be added together and in case of a tie, the teams will compete in a challenge photo. 

Collect additional funds for First Step Housing and your team will be rewarded with extra points.

Prizes will be awarded to the winning team and everyone who registers before the deadline will receive a swag bag.

All funds raised, along with registration fees, will support the First Step Housing Project.

Pandemic Photo Frenzy! Receive the scavenger hunt clues, virtually, on the morning of the event. Then set out to find the locations. First Call for Help seeks entries for photo scavenger hunt

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the city of Ellis.

The advisory was issued&nbsp;for customers located on 11th&nbsp;Street from Cottonwood to Baughman and on&nbsp;Ross Street from Cottonwood to Baughman&nbsp;because of a&nbsp;waterline break&nbsp;causing a loss of pressure in the system. Loss of pressure may cause a loss&nbsp;of&nbsp;chlorine residual&nbsp;which&nbsp;can lead to&nbsp;bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from Ellis&nbsp;indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Boil Water Advisory rescinded for Ellis; no contamination found

RUSSELL - While communities across the Midwest are experiencing rolling blackouts, the City of Russell is working to keep blackouts from occurring to our customers by generating a portion of our customer's electric demand.

 However, if electric demand exceeds our generating capabilities, controlled service interruptions may become necessary.

The City of Russell has natural gas and diesel electric generation units. The City cannot run the natural gas generation due to the high demand for natural gas and heating priority. The City's diesel generation units are running to cover a portion of customers' electric usage. All customers should prepare for the potential for these periodic outages. If an emergency electricity reduction impacts you, you do not need to report your outage. If you experience an outage that lasts longer than an hour, call 785.483.6311. The City of Russell is again asking customers to take a few specific actions that make a significant impact on electric and natural gas demand.

A few specific actions customers can take to make a significant impact on electric and natural gas demands: • Turn thermostats a little cooler (65-68 degrees) • Avoid the use of electric space heaters • Close blinds and shades to reduce the amount of heat loss through windows. • Turn off unnecessary lights and appliances. • When possible, delay non-essential energy use (washing/drying clothes) to hours lower in energy use (between 10 pm and 5 am). • Businesses are asked to reduce the use of electric lighting and electricity-consuming equipment as much as possible. Customers are also encouraged to:

• Make sure phones, tablets, and other devices stay at a full charge • Fill up your gas tank(s) • Know where your main water valve is. In the unlikely event of an outage, please turn it off and all faucets on to allow pipes to empty to prevent freezing. • Keep a battery-powered charger on hand, if you can • Have an emergency kit on-hand, containing things like blankets, gloves, hats, warm/loose layers of clothes, flashlights, and batteries • Please bring pets indoors. Russell residents, businesses should prepare for possible power blackouts

Due to the extreme cold forecast for Tuesday morning, Hays USD 489 schools will be closed Tuesday. Classes will resume Wednesday.

RUSSELL - The effects of widespread and extreme cold weather have led to an increasingly tightening condition in the Southwest Power Pools (SPP) service territory, of which Russell is a part. SPP has requested utilities in their service area to conserve energy until further notice to mitigate the risk of outages. The City of Russell has natural gas and diesel electric generation units.

 The city cannot run the natural gas generation due to the high demand for natural gas and priority given to heating. 

However, the City will run its diesel generation units, covering a portion of the City’s customers electric usage. However, with the high demand for electricity, inadequate supply of natural gas, and other variables, our customers are asked to reduce their electric usage to ensure the electric grid's safety and integrity and that our internal generation can cover the demand. This is not a Russell issue, or a Kansas issue, but a regional issue affecting numerous states in the Midwest.&nbsp;&nbsp;
