TOPEKA –&nbsp;The state of Kansas announces the launch of a new art contest geared towards Kansas youth. The Youth Suicide Prevention Art Contest is for artists, musicians, painters, writers, sculptors, poets, singers and photographers in grades 6 to 12. The contest, hosted by Kansas Partners in Empowering Youth for Suicide Prevention, will help state agencies shape suicide prevention messages and health promotion campaigns.

In 2019, 521 Kansans died by suicide including six under the age of 15 and 83 individuals between the ages of 15 and 24.

“Suicide is the second leading cause of death for Kansans age 15 to 24 and is a leading cause of death for youth ages 5 to 14 – this is unacceptable,” Dr. Lee Norman, Secretary of the Kansas Department of Health and Environment, said. “Every one of us has a role to play, whether you’re a friend, parent, community member or school employee. We need to come together to help our youth.”

The Kansas Partners for Empowering Youth for Suicide Prevention is comprised of the following agencies: KDHE, Kansas Department for Aging and Disability Services (KDADS), Kansas Department for Children and Families (DCF), Kansas State Department of Education, the Kansas Suicide Prevention Headquarters along with the Kansas Attorney General’s Office.

This group believes that every young person deserves to be safe from suicide and that the best way to reach youth in Kansas is to provide opportunities for youth to reach out to their peers, thus creation of the Youth Suicide Prevention Art Contest.

The goals of the contest are to raise awareness of the possibility of hope and healing while working to provide enough support to Kansas youth so that no one ever walks alone in crisis. Customers should observe the following precautions until further notice:

The advisory took effect on Monday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a waterline break resulting in a&nbsp;loss of pressure in the system. A loss of pressure may lead to inadequate chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Celebrating Talking Books Week; outreach center in Norton

TOPEKA - The Kansas Department of Transportation is now accepting applications for the spring 2021 round of the agency’s Cost Share Program.

The Cost Share Program provides financial assistance to local entities for construction projects that improve safety, leverage state funds to increase total transportation investment and help both rural and urban areas of the state improve the transportation system. The program was created in fall 2019. This is the fourth round of projects to receive funding. The deadline to submit applications is April 9.

“The continuation of the Cost Share Program shows KDOT’s ongoing commitment to improving transportation and creating economic growth and job opportunities across Kansas,” said Lindsey Douglas, Deputy Secretary of Transportation. “Past Cost Share participants have proven this program to be the financial boost that many small and large communities needed to achieve their project goals.”

The program’s new application process will be discussed on the webinar.

This round of grant funding has been altered to respond to impacts from the COVID-19 pandemic. KDOT has lowered the non-state cash match to 10% for this round only. In addition, additional consideration will be given to applications originating from counties that have a more than 50% increase in unemployment rates between 2019 and 2020.

Because of the federal Corona Virus Response and Relief Supplemental Appropriations Act (CRRSAA), up to $25 million is available for projects this spring. Any remaining funding will carry over to fall 2021.

All transportation projects are eligible, including roadway (on and off the state system), rail, airport, bicycle/pedestrian and public transit. Candidate projects should include investments that provide transportation benefits and are not eligible for other KDOT programs.

'Cathartic Conversation about COVID-19' presented by Virtual Science Café

Beginning, Monday, the new 37th Street west of Vine Street in Hays will be open for access. 

37th Street will provide access to the adjacent businesses of 24/7, Phillips 66, Baymont Inn and the Hays Antique Mall. It will also connect to Skyline Drive and West 41st Street. 

The Frontage Road north and south of 37th Street will no longer be accessible from 37th Street.

On or about March 15, construction will begin again on Vine Street, causing traffic to be reduced to one-lane in each direction.

The Ellis County Historical Society will hold a special meeting for all members on Tuesday, March 9, at 6 p.m. The meeting will be held at Celebration Community Church at 5790 230th Ave., Hays. Please use the office door on the east side of the building.

This Special Meeting replaces the regular Annual Meeting that was postponed in January due to inclement weather.

There are three officer positions open, and five trustee member seats open. If you are interested in serving on the board, write-in candidates are welcome. Only ECHS members may vote. The Society also welcomes anyone who wishes to volunteer their time and expertise.

We encourage you to renew or become a member at the meeting. Single memberships are $15 and Family is $25. We also accept donations.

Ellis County Historical Society, founded in 1972, collects, preserves, and exhibits items and documents that illustrate the history of Ellis County.

Twenty-four people joined the Ellis County Democrats’ business and planning Zoom meeting on Feb. 23. The next Zoom meeting will be on March 23 at 6:30 p.m. Dr. Jay Steinmetz will be the guest speaker.

HaysMed Foundation online auction ends Saturday

The Hays USD 489 kindergarten roundup is set for Monday, March 1.

Due to COVID, attendance is limited to only parents of incoming kindergarten students who do not currently have a sibling attending one of the four USD 489 elementary schools.

The event will be at 6:30 p.m. at the Hays High School Gymnasium, 2300 E. 13th St.

Eligibility for kindergarten - Student must be 5 years old on or before Aug. 31, 2021.

If you have a child who is eligible to attend kindergarten in fall 2021 and you do not currently have a child attending one of the four USD 489 elementary schools, please plan to attend our USD 489 Kindergarten Round-up.

This is a parents only informational meeting.

A kindergarten pre-enrollment form must be completed for each incoming kindergarten student.

These forms will be mailed to families who have incoming kindergarten students attending one of the district elementary schools, and they will be made available for other families the night of round up.

On the form, you will be asked to fill out and rank the four elementary schools in the order you prefer your child to attend. 

Efforts will be made to place your child in the school of your first choice, but there may be a chance your child will be placed at another school due to limits on class sizes.

Preference will be given to those who have siblings currently enrolled in a district elementary school.

Pre-enrollment forms for all incoming kindergarten students must be returned to the USD 489 Board Office no later than Friday, March 19 for first choice to be considered.

Parents will be notified of their child's school assignment by the end of April.

The Flying Bison Disc Golf Club in affiliation with the Kansas Disc Golf Association is hosting a local food drive disc golf tournament this Saturday, February 27. All proceeds will benefit the Hays Community Assistance Center.

For $25 individuals can receive a custom stamped disc and register to compete or donate.

COLBY — The annual Art on the Oasis art show is returning to Colby Community College March 5 through 7. The event, held in the Bedker Memorial Complex and&nbsp;the Cultural&nbsp;Arts Center gallery, features works by high school, amateur and professional artists from around the region.

The opening gala is from 6 to 9 p.m. at both venues on Friday, March 5, and continues Saturday from noon to 7 p.m. and Sunday from noon to 4 p.m.&nbsp;

"We'll have food, music, awards, and opportunities to purchase art," said organizer Rebel Mahieu. "We had more than 400 entries and five high schools participate last year and expect as many this year."

In addition to local entries, participating artists are from eastern Colorado, southern Nebraska, Hays, Great Bend, Phillipsburg, and Garden City.&nbsp;

The judge will be Fort Hays State University sculpture professor Tobias Flores.

"There will be a variety of pieces that include abstract and non-representational, paintings, drawings, sculpture, weaving, metal work, ceramics, photography, and mixed media," Mahieu said.

The university awarded 1,139 bachelor's degrees, 229 master's degrees, 58 doctorates and five associate degrees. Several students earned multiple degrees.&nbsp; For outstanding academic performance, 209 students earned graduation honors. Of those, 64 students graduated summa cum laude with a grade point average of 3.95 or above, 67 students graduated magna cum laude with a grade point average of 3.85 to 3.949, and 78 students graduated cum laude with a GPA of 3.75 to 3.849.

Ellis County students among KSU Fall 2020 graduates

The Hays USD 489 school board approved its 2021-22 school calendar at its meeting Monday.&nbsp;

School will start on Aug. 18. The last day of school for Hays High School and Hays Middle School will be May 19, 2022. The elementary schools will end with a half day on May 20, 2022.

The board asked Superintendent Ron Wilson asked if the schedule allowed for snow days.

Wilson said although the school does have the capacity to go to remote learning at times of inclement weather, he said the district has no intent of doing away with snow days at this time.

A public hearing for a Conditional Use Permit (CUP) will be conducted Wednesday during the Ellis County Planning and Zoning Commission meeting.

CUP 2047 is requested by Industrial Tower West, LLC, as the agent for landowner Donald Lang, Victoria, for construction of a cellphone tower.

The meeting begins at 7 p.m. in the Ellis County Administrative Center, 718 Main, Hays.

In other business, the commission will also hear an update of the comprehensive plan and zoning regulations.&nbsp;

TOPEKA –&nbsp; The Attorney General’s Office will mark National Consumer Protection Week with free document destruction events throughout the state, Kansas Attorney General Derek Schmidt said.

“Our office works hard year-round to protect consumers,” Schmidt said. “Next week, we will place a particular focus on helping Kansans protect themselves from identity theft and stay safe from scams.”

The office will sponsor free document destruction at eight locations throughout the state from March 1 to March 6, which is National Consumer Protection Week. Securely shredding personal documents is an important step toward preventing identity theft.

The schedule of events for the week includes:

Tuesday, March 2 11 a.m. – 1 p.m. Hays Sternberg Museum, 3000 Sternberg Dr.

Consumers are asked to limit their documents for destruction to three small bags or boxes. Documents will be securely transported to the shredding facility for safe destruction by certified shredding companies.
