The Hays Area Planning Commission will conduct a public hearing Monday evening for a rezoning request of 32 acres of land owned by Hess Land, LLC located at&nbsp;5809 230th Ave.

The undeveloped property is currently zoned agriculture; owner Dan Hess wants to change the zoning to heavy industrial district.

Hess plans to develop the area for heavy industrial use.&nbsp;

Located north of Interstate 70 along 230th Ave., the property is adjacent to other heavy industries including the Midwest Energy Goodman Energy Center, Ellis County Concrete batch plant, and Hess Services.&nbsp;

The property is just outside the Hays city limits and the city's future land use map area. City utilities will not be extended.&nbsp;

Ellis County will be improving 230th Ave. from 55th St. to Feedlot Rd. for heavy vehicle traffic as the Northwest Business Corridor is developed.&nbsp;

City staff is recommending approval of the rezoning request.

The advisory was issued because of a water main break, resulting in a potential loss of pressure in the distribution system and affected&nbsp;customers&nbsp;in the area bounded on the west and east by Baughman St. and Cottonwood St.; and on the north and south by W. 10th&nbsp;St. and W. 11th&nbsp;St.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the&nbsp;city of&nbsp;Ellis indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Ellis chamber will host job fair this week

WASHINGTON — U.S. Representative Tracey Mann announced the winners of the 2021 Congressional Art Competition. His office received more than 20 entries from high school students across the Big First.

"It is my great privilege to announce that the winners of this year’s Congressional Art Competition for the First District of Kansas," said Rep. Mann. "There are a lot of tremendous artists in the First District, but one stood out to the judges. Thank you to all the students who participated, and congratulations to the top three contenders."

First Place Winner: Mena Mann, Chapman High School Second Place Winner: Tyra Schultz, Wheatland High School Third Place Winner: Mary McDonald, Wheatland High School

"Although Mena and I have the same last name, we are not related," said&nbsp; Mann. "I look forward to meeting Mena along with our amazingly talented high school artists around the district."

The submissions were judged and selected by a panel of four members of the Manhattan Arts Center in Manhattan, Kansas. The pieces were reviewed and judged based on composition, design, concept, and execution.

"I want to thank our panelists and judges for this year's art competition: Clive Fullagar, Kelly Yarbrough, Mary Gordon, and Diana Werts,"said Mann. "Thank you for helping our office in the selection process. We appreciate you taking time out of your busy schedules to review the submissions."

“All three winners demonstrated sophisticated composition, good use of color and light,&nbsp;and showed technical expertise and mastery of their medium," said the judging panel. "These three had a strong artistic impact and were clearly distinguishable from the other entries. That said, the overall the quality of submissions was high.”

Wheat growers can make plans to attend the Ellis County Wheat Variety Plot Field Day conducted by the Cottonwood Extension District on May 25 beginning at 6 p.m.

Come hear what extension specialist have to say about each variety. There is always something in the plot to see and learn from, whether it is about the individual varieties, insects or diseases that are sometimes spotted in the plot.

The field day location is north of the Victoria Exit on Cathedral Road, go one mile west on Fairground Road and turn south onto 330th Avenue.

A free meal and refreshments will immediately follow the field day.

All interested people are invited to attend. No RSVP necessary.

In case of inclement weather, the event will be held at the VFW Hall in Victoria, 204 E. Main Street.

The Kansas Department of Transportation has started a field survey for a proposed project to replace the bridge over Spring Creek along U.S. 24 in Graham County.

The bridge is located approximately 3 miles east of the K-18 junction. Survey activities include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete by mid-June.

Crews will contact property owners or tenants for permission to enter private property if access is needed.&nbsp;<a>Brent Thompson of BHC will oversee the survey for KDOT.</a>

Sand County Foundation and national sponsor American Farmland Trust present the Leopold Conservation Award to private landowners in 22 states for extraordinary achievement in voluntary conservation. In Kansas, the $10,000 award is presented by Kansas Association of Conservation Districts and Ranchland Trust of Kansas.

Given in honor of renowned conservationist Aldo Leopold, the award recognizes those who inspire others with their dedication to land, water and wildlife habitat management on private, working land. In his influential 1949 book, “A Sand County Almanac,” Leopold called for an ethical relationship between people and the land they own and manage.

Nominations may be submitted on behalf of a landowner, or landowners may nominate themselves. Applications are reviewed by an independent panel of agricultural and conservation leaders. Kansas Leopold Conservation Award application deadline is June 1

LINCOLN, NEBRASKA - Samuel Thornton Crowley of Hays was among 3,512 graduates who received degrees from the University of Nebraska-Lincoln (UNL) during commencement exercises May 7 and 8.

Crowley earned a Bachelor of Arts with high distinction from the College of Arts and Sciences.

The graduates are from 58 countries, 43 states and the District of Columbia, and more than 250 Nebraska communities.

Tom Osborne, former Nebraska football coach, athletic director and congressman, delivered the keynote address during the undergraduate ceremonies May 8 at Memorial Stadium. Jennifer Clarke, professor of food science and technology, and statistics, and director of the Quantitative Life Sciences Initiative at Nebraska, gave the address at the graduate and professional degrees ceremony May 7 at Pinnacle Bank Arena. Riko Bishop, a judge of the Nebraska Court of Appeals, spoke to the law graduates May 7 at the arena.

The university presented Connie Clifton Rath, president of the Clifton Foundation, with an honorary Doctor of Commerce during the morning undergraduate ceremony.

The May exercises were the first time since December 2019 - before the start of the COVID-19 pandemic - that the university held full-fledged commencement ceremonies in person. 

To ensure the safety of graduates and their guests, face coverings were required at the commencement venues; seating was socially distanced; and all participating faculty, staff, volunteers and graduates had to test negative for COVID-19 in the days leading up to the ceremonies.

NW Kan. session on housing set for May 27 in Colby

The Hays Fire Department will be inspecting and flow testing fire hydrants on Thursday in the area from Vine St. to Indian Trail between 27th St. and 22nd St. and also from Vine St. to Main St. between 12th St. and 22nd St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. 

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes.

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer.

Regents VP to speak at Colby Community College commencement

TOPEKA — Gov. Laura Kelly is encouraging qualifying Kansas residents to apply for the Federal Communications Commission’s Emergency Broadband Program to help households struggling to pay for internet service during the pandemic. 

Vyve Communications and Nex-Tech, with offices in Hays, are participants in the program which opens on May 12.

“We know broadband is no longer a luxury, but a necessity for Kansans and our communities to participate in the digital economy,”&nbsp;Governor Kelly said.&nbsp;“I strongly encourage every Kansas family eligible to take advantage of the opportunity and apply for the Emergency Broadband Program.” &nbsp;

The Emergency Broadband Program provides a discount of up to $50 monthly towards internet service for eligible households, and up to $75 monthly for eligible households on tribal lands. In addition, all eligible households will qualify for a one-time discount of up to $100 on a computer, laptop, or tablet after a $10-$50 contribution toward the purchase price.

“This program is important to address broadband affordability issues and drive progress on digital equity in Kansas,”&nbsp;Stan Adams, director of the Office of Broadband, said.&nbsp;“Given the criticality of broadband for so many Kansans and the increasing digital divide, we as a community need to do more to remove barriers to robust broadband utilization. We are grateful for Governor Kelly’s leadership to ensure as many eligible Kansans as possible take advantage of the program.”

&nbsp;The Hays Public Library Summer Challenge is almost here.

 This year’s theme of Tails and Tales will explore literature and animals with a variety of in-person and virtual activities and events. The challenge will run from May 24 to July 31.

The library will use the online program Beanstack to track summer reading for children and teens. Through Beanstack, families register participants and use the program to log their reading progress. Staff will assist with sign-up and logging for those without computer access. Challenges have been created for each age group, early literacy, elementary, and young adult.

For children and teens, the Summer Challenge is an exciting way to improve literacy during the summer months.&nbsp;Numerous studies show that kids who don't read during&nbsp;summer&nbsp;vacation, actually slip in reading ability by the time school begins in the fall.

The kids will receive a journal and gel pen when they register. A prize will be given to each child who completes their challenge by the end of the event on July 31. Those who complete the challenge also will put their name in a drawing for the grand prize of their choice.

Adults participate in the Summer Challenge by completing activities on a bookmark that can be picked up at the library, beginning May 24. They will receive a water bottle when they sign up. As in the past, there will be ten challenges. Adults will have until July 31 to complete all the challenges and submit an entry into the end of the summer prize drawing.&nbsp;

Growing up in small Kansas town is focus of next Ike Book Talk

Norton County Community Foundation (NCCF) has announced the date for its fourth annual Norton County Match Day. Match Day 2021 will be held on&nbsp;Wednesday, July 21 from 7:00 a.m. – 7:00 p.m. in the Heaton Building in Norton, KS.

Match Day is a giving event designed to raise awareness and support for non-profits and charitable projects in Norton County. 

This year’s match pool will be&nbsp;$70,000&nbsp;and is generously provided by Norton County Community Foundation and the Jim and Lida Sharp family.&nbsp;

A complete set of match rules/guidelines can be found on NCCF’s website at&nbsp;<a href="http://www.nortonccf.org/matchday2021" target="_blank">www.nortonccf.org/matchday2021</a>.

Any organization&nbsp;with an endowed fund&nbsp;at NCCF will automatically qualify to participate and will receive a 2:1 match. 

Organizations and charitable projects&nbsp;without an endowed fund&nbsp;at NCCF are invited to apply to participate and will receive a 1:1 match.

 Applications are due by June 15, 2021 and can be found on NCCF’s website. A final list of participating organizations will be made available to the public after the application deadline of June 15th&nbsp;has passed.

On Match Day,&nbsp;participating organizations are invited to set up a small table in the Heaton Building to help raise money for their organizations. Donors can make in-person donations at the Heaton Building between the hours of 7:00 a.m.– 7:00 p.m. on July 21, 2021.&nbsp;Online donations will be accepted via NCCF’s website at&nbsp;<a href="http://www.nortonccf.org/matchday2021" target="_blank">www.nortonccf.org/matchday2021</a>&nbsp;between&nbsp;12:00 a.m. to 11:59 p.m. on July 21, 2021.

Norton Co. foundation announces annual Match Day; $70K match pool

GREAT BEND - Barton Community College’s (BCC) 51st commencement is set for 7 p.m. Friday, May 14 in the Barton Gymnasium. 

The ceremony will be following a shorter format this year, with no official guest speaker. Due to COVID-19, students are only allowed two guests, who must have a ticket to enter the gymnasium. 

The ceremony will also be live-streamed via facebook.com/bartoncommunitycollege.

After brief comments from Barton President Dr. Carl Heilman, Vice President of Student Services Angie Maddy will present the 2021 Outstanding Graduate awards to Elvia Alejandra Salazar Beck and Kaitlynn Dyke.

Vice President of Instruction Elaine Simmons will then present four Distinguished Instructor Awards to Barton instructors Paulia Bailey representing the College Advantage program and BARTonline, Melissa Hardwick of the Fort Riley Campus, Ann Ingala of the Fort Leavenworth Campus, and Maggie Tracy of the Barton County Campus.

Chairman of the Board of Trustees Mike Johnson and Simmons will confer the degrees. Developmental Education Instructor Abby Howe will present the graduates as Dr. Heilman extends the college’s official congratulations on behalf of the Board of Trustees.

John Hembree is set to lead both the invocation and benediction.

DSNWK is hosting a walk-in hiring event from 4 to 7 p.m. Tuesday at the Reed Center, 317 W. 13th. Interviews will be available on the spot with job offers for immediate hire. 

Virtual interviews are also available. Call Michelle Bland at 785-625-5678 prior to the event to coordinate virtual interview details.&nbsp; Full- and part-time personal assistant positions are available. Employees will teach and assist in living skills (grocery shopping, cleaning, cooking, etc.) for adults with developmental disabilities.&nbsp; Benefits&nbsp;include $500 sign-on bonus, sick and vacation time, health, dental, and vision insurance, KPERS retirement, Aflac policies, paid training, and more.

&nbsp;The Center for Health Improvement and the HaysMed Foundation are sponsoring the annual FREE KidsQuest this summer.&nbsp; Kids will be encouraged to log 60 miles of fitness by running, walking, biking, swimming or completing the Kid’s Quest exercises.&nbsp; Participants will be figuratively traveling through Kansas.&nbsp; As they reach a destination, they will become eligible to earn prizes (coupons) from local business sponsors.

KidsQuest is recommended for children Pre-K through 8th&nbsp;grade.

KidsQuest will begin on Tuesday, June 1st&nbsp;and conclude on Sunday, August 15th.&nbsp; T-shirt and coupon pick up will be offered Wednesday, August 11th&nbsp;from 11:30a.m.-1:00p.m. and 4:30-6:30p.m. at The Center gazebo (located east of The Center).&nbsp; Prizes picked up after August 11th&nbsp;will be available at The Center for Health Improvement front desk and can be picked up during normal business hours.
