TOPEKA –&nbsp;The Governor’s Council on Fitness is now accepting nominations for its annual Kansas Health Champion Awards. Awards are given to one outstanding individual and one outstanding organization that make an exceptional effort to model, encourage and promote health and fitness in Kansas.

 Award recipients will be recognized at the Community Health Promotion Summit in January 2022. The deadline for nominations is Sept. 30.

“The Kansas Department of Health and Environment (KDHE) is proud to partner in this important initiative to improve the health and wellness of Kansans,” said KDHE Secretary Lee Norman. “Many people and organizations throughout the state have made healthy living a priority, and it’s important that we recognize their efforts that impact others.”

Nominees would be expected to have demonstrated:

“In addition to promoting effective models for increasing physical activity, nutrition and tobacco-free living for replication by organizations and communities around the state, the awards also allow us the opportunity to honor the outstanding work of one individual and one organization this year,” said Candice McField, awards committee chair, Governor’s Council on Fitness.

 <li>Everyone is encouraged to nominate their favorite products. There is no limit to the number of product nominations per person.</li><li>Products nominated can be from any sector of the state’s manufacturing industry.</li><li>The company does not have to be headquartered in Kansas but the product must be manufactured in a Kansas-based facility.</li><li>The product must be made using a manufacturing process.</li><li>The Kansas Manufacturing Council will review each nomination to ensure these requirements are met. If for any reason, the nomination does not meet these requirements, the nominator will be notified.</li><li>Companies may only have one product featured in the top eight, so only one product nomination per company is encouraged.</li><li>Winning companies are prohibited from participating in the contest for one year, while each winning product is indefinitely prohibited from being nominated again.</li><li>Companies with products nominated will be notified by the Kansas Manufacturing Council.</li>
 </ul>Voting Rules <ul>
 <li>Voting during the tournament is open to the public. A voter may vote once per day.</li><li>Nominated products will advance through a series of voting rounds.</li><li>The products receiving the highest number of votes in their head-to-head match-ups during each voting period will advance rounds to top 16, eight, final four, and finally the winner.</li><li>The number of votes received will be reset at the beginning of each round.</li><li>&nbsp;New this year, the final round of final four (4) will be decided by popular vote.</li>

Rep. Mann to host 17 town hall meetings across Big First District, including Hays

The Kansas Department of Transportation plans to begin work on a resurfacing project on 8 miles of U.S. 36 in Norton County on Aug. 12.

The project area begins at the east K-383 junction and ends at the Phillips County line. Work will include a surface recycle on the existing pavement, followed by a chip seal and installation of centerline rumble strips. Traffic will be reduced to one lane through the work zone and directed by flaggers and a pilot car. Motorists should be aware to expect possible delays of up to 15 minutes in the construction area.

KDOT plans to complete the project by the end of September, weather permitting.

The Fort Hays State University Moss-Thorns Gallery of Art in Rarick Hall has a new exhibition which opens Monday.

 Elizabeth (Libby) Reimer presents “Gratitude,” her master of fine arts in graphic design thesis exhibition. It's open August 8-20th. 

The gallery hours are Monday through Friday 10 a.m. to 2 p.m. and there will be a closing reception on August 20 from 7 p.m. to 9 p.m. at the gallery.

Heartland foundation sponsors free estate planning, charitable giving session 

The Hays Symphony at Fort Hays State University kicks off its 2021/22 season with “Broadway Tonight,” a free outdoor pops concert featuring music from Broadway, at 7:30 p.m. Saturday, August 28, at the Downtown Pavilion.

Under the direction of FHSU professor of violin and orchestras Dr. Brian Buckstead, the symphony will perform selections from West Side Story, A Chorus Line, Hamilton, Wicked, Fiddler on the Roof, and other beloved Broadway musicals.

“We hope the Hays community will come out and join us for this light musical presentation,” said Buckstead. “The informal setting makes it perfect for a family outing.”

Concert refreshments will be sponsored by the Hays Symphony Guild.

The symphony’s 2021/2022 season this year features five more concerts in addition to the Broadway Pops concert.

On Sept. 25, nature-inspired works by the great American composers Philip Glass, Alan Hovhaness, and William Grant Still will be featured at the group’s&nbsp;Opening Gala&nbsp;in FHSU’s Beach/Schmidt Performing Arts Center.

On Sunday, Oct. 31, Creepy Classics, a children’s Halloween concert, will thrill audience members of all ages with selections from&nbsp;Night on Bald Mountain,&nbsp;In the Hall of the Mountain King,&nbsp;Harry Potter,&nbsp;Psycho, and more.&nbsp;

New this year is the Symphony’s Holiday Pops Concert on Dec. 4, featuring favorite music of the season. Tchaikovsky’s&nbsp;Nutcracker Suite, music from&nbsp;A Charlie Brown Christmas, and a Christmas Carol sing-along are just a few of the treats in store for December.

On Feb. 19, Dr. Buckstead puts down the baton and picks up his violin for a reimagining of Vivaldi’sFour Seasons, as well as three other works that reinterpret the music and musical style of the past.

The final Masterworks Concert of the season will be May 1. FHSU choirs, under the direction of Dr. Terry Crull, join the symphony in performing French composer Francis Poulenc’s beautiful&nbsp;Gloria.&nbsp;The symphony winds up the season with Hector Berlioz’s rambunctious and revolutionary&nbsp;Symphonie Fantastique.&nbsp;

Founded in 1914, the Hays Symphony Orchestra is the longest continuously running orchestra in the state of Kansas. As a joint community-university ensemble affiliated with Fort Hays State University, its approximate 60 musicians include FHSU students and faculty, Hays area volunteers, and guest musicians from throughout Kansas. Hays Symphony kicks off season with Broadway pops under the Pavilion

Kansas Gov. Laura Kelly will be in Hays on Tuesday as part of an Ellis County Democratic Party event.

Kelly is scheduled to speak from 5 to 6 p.m. Tuesday at "Sweet Time with the Dems" at the Downtoan Pavilion. A desert bar will be hosted by the Ellis County Democratic Party.

Kansas governor scheduled to speak next week in Hays

Beginning at 7 a.m. Monday, Skyline Drive at the Willow Street intersection in Hays will be closed to traffic for pavement repairs. 

Repairs are expected to be completed by the end of the day on Friday .

Portion of Skyline Drive to close for pavement repairs

The Kansas Department of Transportation announced it has awarded a contract for the first phase of construction on K-383 in Phillips County. Construction is expected to begin later this year.

KDOT approved the $11.8 million bid from Venture of Corporation of Great Bend during its June letting.

The 26-mile corridor from the east U.S. 36 junction in Norton County to the U.S. 183 junction in Phillips County was selected in 2011 as a modernization project under KDOT’s T-WORKS transportation program. KDOT has split the project into three separate phases for construction. The phases include:

Construction on Phase I is scheduled to begin in November and involves reconstructing and widening the highway on existing alignment. Project work also includes flattening sections of hills to improve motorist visibility and adding 6-foot paved shoulders. This portion will be closed for construction starting in March 2022 and a state route detour will be in effect. Further information regarding the closure points and detour will be issued nearer to the closure date.

Phase II is expected to be let for bidding in 2022 for construction in 2023. Project work will require the highway to be closed during construction.

Phase III is currently still under development. KDOT presented three different design alternatives for public review and feedback earlier this year. During the review period, more than 800 individuals visited the project website,&nbsp;<a href="http://www.k383almenatolongisland.com/">www.k383almenatolongisland.com</a>, and provided 120 comments. KDOT plans to host a public meeting this fall to present the Phase III design concept and answer questions regarding the project.

Free health screenings offered Tuesday, Wednesday in Hays

Backpacks for Kids will distribute backpacks and school supplies from 7 a.m. to 6 p.m. Thursday at the First Presbyterian Church at 29th and Hall in Hays.

Thursday is only for families who have pre-registered for backpacks. 

Any other families with children attending Ellis County schools can pick up backpacks and school supplies from 8 a.m. to 1 p.m. Friday. These supplies will be on a first-come, first-served basis until supplies are gone.

Children do not have to be present to pickup backpacks.

The Hays Police Department Animal Control has been alerted to an outbreak of kennel cough in dogs in the Hays area.

Area
 vets have seen an increase in cases of kennel cough over the last 
month, with most of the patients being up to date with their current 
Bordetella vaccinations.

Kennel
 cough symptoms include a persistent, forceful cough that often sounds 
like a goose honk. &nbsp;Other symptoms of the illness could include 
sneezing, a runny nose, eye discharge, loss of appetite and a decrease 
in energy level. &nbsp;&nbsp;

We
 encourage you to make sure that your dogs are currently vaccinated with
 Bordetella, as having the vaccination may keep the symptoms to a 
minimum. &nbsp;Kennel cough is spread through inhaling the virus particles.&nbsp;

Please
 avoid taking your dog to areas where they will be in close contact with
 other dogs to avoid continued spread of the outbreak. Signs have been 
placed at the Dog Park cautioning owners about the outbreak and the use 
of the Dog Park.&nbsp;

Most times dogs will recover without treatment; however, it is a good idea to contact your veterinarian with concerns. &nbsp;

If
 your dog appears to have any of the symptoms listed above, please keep

The public is invited to attend the afternoon and evening sessions virtually via Zoom, during which time participants will be able to ask questions and address the Commission. Time is set aside at the beginning of both sessions for comments on items not included in the meeting agenda.

Items to be discussed by commissioners during the afternoon and evening sessions include:

Big game regulations concerning tagging, transport, legal equipment, management units, application procedures, and permit descriptions will be open for discussion; No changes are currently being proposed. Deer seasons for 2022 will also be discussed with proposed dates following that traditional structure.

Commissioners will also hear a presentation on Kansas’ R3 (recruit, retain and reactivate) Action Plan, which is still under development and will provide a roadmap for the Department to attract and maintain outdoor participants with an emphasis on the hunting, fishing and shooting sports. An update on the Community Fisheries Assistance Program will inform commissioners on the status of the program that ensures community-owned lakes are open to fishing with no additional angler fees. And commissioners will learn about the Interactive Walk-in Hunting Access, or iWIHA, program that is providing access to hunters in more urban areas while limiting hunting pressure through an electronic check-in system.

Updates to personal floatation device (PFD) regulations will be discussed, including a proposal for new PFD type designations that are consistent with current U.S. Coast Guard designations. All serviceable PFDs currently in possession will continue to be legal, but any new PFDs will include updated labeling.

KDWP staff will present data from the 2021 turkey seasons and begin discussion on the 2022 spring and fall turkey seasons, including season dates, bag limits, legal equipment and taking methods. Proposed season dates for 2022 spring and fall seasons will follow the structure of past seasons. Raising the minimum age for participation in the spring youth season to 17 will be proposed to maintain consistency with other youth seasons. And, staff will recommend allowing the use of a shot-shooting handgun with a minimum barrel length of 10 inches for legal equipment during spring and fall seasons.

The Commission will recess at 5 p.m. and reconvene at 6:30 p.m. to continue the Workshop Session.

Fisheries staff will present proposals to change select length and creel limits for 2022, and an amendment to the bait regulations that would add Asian carp, skipjack herring, emerald shiners and threadfin shad to the list of dead species that may be sold commercially for fishing bait.

There are no regulations scheduled for a commission vote at this time, so a Public Hearing will not be conducted during the August 5, 2021 meeting.

The Deer Permit Quota/Management Session, originally scheduled from 9 a.m. to 11 a.m., has been postponed to a later date.

KS Wildlife & Parks Commission to meet virtually Thursday

RUSSELL - The next art show opens with a reception at the Deines Cultural Center, Russell, on Friday from 5-7 p.m. 

The "SuSann Decker: Retrospective" is a memorial show brought to us by her daughter, Alisha.&nbsp;

SuSann Decker was an accomplished artist who worked in a variety of mediums. She specialized in portraits “so real, they are aglow with color and light.” She passed on May 31, 2019, in Scottsdale, AZ where she was retired. Her grandparents lived on Van Houton on the outskirts of Russell. Her parents were Harold and Jane Brumley who also recently passed. 

Accomplished in oils, acrylics, and porcelain, SuSann's passion was stirring the elusive qualities of watercolor. Her paintings hang in private and public collections, with showings in Phoenix, Arizona, and Oregon. She was a member of the exclusive Oregon Watercolor Society. In addition, she was one of only a few U.S. artists who has mastered porcelain portraits. Two of her porcelain portraits were selected to represent Oregon at the World Organization of China Painters' museum in Oklahoma City.

SuSann Decker’s show is at the Deines from August 6 through September 3. 

The Deines is located at 820 N. Main in Russell. We are open Tuesday through Friday 12-5p.m. and Saturday and Sunday 1-5 p.m. Admission is free and everyone is welcome.

The Heartland Community Foundation is hosting a Strategic Doing event in August, just for local teenagers.

The aim is to engage area high schoolers and find out what they think would make local communities even stronger. Teenagers notice things adults and community leaders don’t notice, and Heartland wants to hear their big ideas.&nbsp;

The Ellis County Teen Talkback will be from 5:30 to 7 p.m., Aug. 11&nbsp;at the Hays Public Library in the upstairs young adult room. Pizza and soda will be served. All teens who attend will be entered into a drawing to win an Amazon gift card.&nbsp;

High schoolers from Hays High, Ellis High, Victoria High, Thomas More Prep-Marian, or those who are home schooled are invited to attend and share their thoughts.

The Strategic Doing aspect will encourage collaboration and action steps, if warranted, but the key objective is to gather feedback and opinion about the strengths and gaps in local community. The feedback gathered will be shared with community leaders and applicable organizations.

Strategic Doing events are supported by the Dane G. Hansen Foundation in all 26 northwest Kansas counties and facilitated by community foundations. Participation in the Ellis County Teen Talkback would be an activity to include on students' resume or in scholarship applications.&nbsp;

“We know teenagers are busy, but we’re hoping they can set aside a little bit of time to come and tell us what they’d like to see in Ellis County. They can dream big – any idea is welcome. We just want to hear from them,” said Sarah Meitner, executive director at the Heartland Community Foundation. “We hope to engage teenagers more regularly at the Heartland Community Foundation.”&nbsp;

Meitner also noted some teenagers are already familiar with the Heartland Community Foundation’s grant process. The foundation awarded more than $5,000 last fall to a teenager who applied for an audio-visual project. It also awarded more than $17,000 to two teen groups in its spring cycle for a project in Ellis County and one in Trego County.&nbsp;

Participation in the Ellis County Teen Talkback would be an activity to include on students' resume or in scholarship applications.&nbsp;“We know teenagers are busy, but we’re hoping they can set aside a little bit of time to come and tell us what they’d like to see in Ellis County. They can dream big – any idea is welcome. We just want to hear from them,” said Sarah Meitner, executive director at the Heartland Community Foundation. “We hope to engage teenagers more regularly at the Heartland Community Foundation.”&nbsp;Meitner also noted some teenagers are already familiar with the Heartland Community Foundation’s grant process. The foundation awarded more than $5,000 last fall to a teenager who applied for an audio-visual project. It also awarded more than $17,000 to two teen groups in its spring cycle for a project in Ellis County and one in Trego County.&nbsp;
