Grow Hays executive director to answer listener questions on KAYS Friday

The <a href="https://bukovinasociety.org/">Bukovina Society of the Americas</a>, headquartered in Ellis, will host its first Bukovinafest in five years Sept. 15 to 17.

There is no charge for the program, but participants need to pre-register by Sept. 1 and prepay for meals.

Events Friday night will be at the Bukovina Society Museum in Ellis. Events on Saturday and Sunday will move to the Venue, 2704 Vine in Hays.

"We're trying to instill in people to follow their history and where they are from," event organizer Guy Windholz said.

Bukovina was the eastern-most land of the Austrian Empire, which is now now divided between Romania and Ukraine. Lutherans from the Rhine-Palatinate and Württemberg in Germany and Catholics from the Bohemian Forest of Austria (now in the Czech Republic) migrated to Bukovina to farm and work in the glassworks, according to the Bukovina Society website.

Members of those German-speaking communities eventually migrated to Kansas. About 70 families chose Ellis as their destination during a span of 15 years beginning in 1886. 

Most of the individuals were farmers, some sewing hard winter wheat into their pant legs to carry to the United States. Some of the first immigrants lived on the plains in dugout houses.

Sharing a language and similar culture, some of the families from Bukovina intermarried with Volga Germans, who also settled in Ellis County.

The Bukovinafest invites people from Ellis, other areas of the United States and settlements as far away as Canada and South America to learn about their cultural history and genealogy, Windholz said. He said he is expecting about 50 attendees.

"The purpose of the festival is to just welcome those people and people who are interested in genealogy plus our speakers," he said.

The event will kickoff Friday with a genealogy workshop and tours of the Bukovina Museum, as well as optional tours of the Walter P. Chrysler and Ellis Railroad museums.

Friday and Saturday will include speakers and videos on Bukovinan history with dinners and social hours on both evenings.

Area teens are invited to participate in the Ellis County 4-H Civil Discourse Workshop from 1 to 5 p.m. on Saturday, Aug. 27, at Fort Hays State University's Memorial Union. 

The event will introduce teens to the importance of civil discourse through a keynote address from Dr. Lori Kniffin from the Fort Hays State University Leadership Studies department. Breakout sessions for both parents and their teens will allow each group to practice these vital communication skills. The event will conclude with a free concert for all in attendance by the Peterson Farm Brothers. Free commemorative T-shirts will be given to the first 100 teens who register, and refreshments will be served.

The event will be hosted by Ellis County 4-H Council and spearheaded by Hays High sophomores Elizabeth Noble, Marisa Wasinger and John Weisenborn. Teens who attend will be given training in how to have productive conversations about difficult topics that can lead to meaningful change.

Peterson Farm Brothers to headline free teen event in Hays

Ed Hammond’s advocacy for full state funding for public education has gained him the electoral recommendation of the Kansas National Education Association.

Hammond was notified by email that he is the KNEA’s recommended candidate for the 111th&nbsp;District Kansas House seat.

He is advocating for full funding of public education and special education in Kansas to make up the current $1.6 million annual shortfall for the Hays and Victoria school districts combined.

“We have to send a true advocate to Topeka to represent the 111th&nbsp;District and support full funding for K-12 and special education,” he said..

He points out that the Legislature had the money to fully fund education at the end of this year’s legislative session, with $2 billion in reserves and $960 million in the state’s rainy-day fund.&nbsp;

But instead of funding K-12 schools and public education, the Legislature withheld full funding for special education, forcing districts to make up the difference from their operating funds. For Hays USD 489, this amounts to $1.5 million a year, equivalent to 5 mills in its property tax levy.

For Victoria USD 432, the loss is about $105,000 a year, about 3.5 mills in its tax levy.

House and Senate members, including the incumbent 111th&nbsp;House District representative, Barb Wasinger, knew when they cut special education that federal and state mandates would force school districts to take money from operations, which includes teacher salaries, to make up the 20-percent cut in special ed.

Hammond points out that, over the four years that Wasinger has been in the House, Hays and Victoria schools have lost more than $6 million in revenue.

He said the lost annual money in the two districts represents 22 teaching positions in Hays and 1.5 in Victoria.

“They point to the operational side and claim they are fully funding education, meeting the requirements of the Kansas Constitution, and obeying the orders of the Kansas Supreme Court. Then they actually obey the demands of their special interests, who don’t want full funding for public education, and cut the special education side.”

Special education involves one in six students, between 720 and 800 students combined in Hays and Victoria, and more than a hundred gifted students as well as disadvantaged and high-risk students. It also includes special education students at Hays’ two private schools, Thomas More Prep-Marian High School and Holy Family Elementary School.

The need for a real advocate will only increase as the state comes to the end of the specific dollar increases outlined by the Kansas Supreme Court in its decisions in the Montoy (2006) and Gannon (2018) cases. After the 2022-2023 academic year, funding for education is supposed to increase by a percentage equal to the three-year rolling average of the Consumer Price Index, currently at 9.1 percent.

“Barb has demonstrated that she can’t be trusted to follow the law even when specific dollar amounts are mandated,” Hammond says. “Percentages make it possible for her to cause even more damage. In the coming session of the Kansas Legislature, the 111th&nbsp;District is going to need, more than ever, a true advocate, and that is why teachers, administrators, and now the KNEA support my candidacy.”

The Ellis County Commission approved increases in landfill fees, which will take affect Jan. 1.

Fees will increase by $5 per ton for construction and demolition and municipal waste disposal and&nbsp; $25 per ton for special waste.

Over the course of the past few years, the costs to transfer the solid waste, operate the transfer station, maintain the landfill, and to excavate and develop the expansion have significantly increased.  Most notably now are the current fuel rates to transport the solid waste to Garden City. 

This change should generate about $100,000 in additional revenue per year based on average tonnage. This estimated increase would balance the solid waste enterprise fund for 2023. The budget had been estimated at a $14,000 deficit prior to the change.

ELLIS&nbsp; — The Ellis city council has scheduled a special hearing for consideration of the 2023 budget.

The meeting is scheduled for 6:00 p.m. August 22 at the Ellis City Council chambers in City Hall, 815 Jefferson.

The council will also host a revenue neutral rate hearing and consider a resolution to exceed the rate during the meeting time.

A jazzy salute to fiddling fun from Anderson, Gould, Gershwin

The Hays Symphony will be presenting an Outdoor Pops Concert as part of the Hays Arts Council’s Art Walk on Friday, Aug. 26, at 7:30 p.m., in the Hays Pavilion located at 10th&nbsp;and Main.&nbsp;The ensemble is under the direction of Dr. Brian Buckstead, assistant professor of violin and viola at FHSU.

Bring your lawn chair and enjoy an outdoor concert celebrating American music in this Pops Potpourri Concert. Each of the featured composers offers a unique representation of music from the Twentieth Century. This group of American composers, Leroy Anderson, George Gershwin, Morton Gould and Richard Hayman were all giants in their field, creating a kind of American songbook.

Once considered as America’s favorite ‘pop’ conductor, Richard Hayman conducted a myriad of ensembles throughout the Eastern United States, eventually becoming the chief arranger for the Boston Pops during Arthur Fielder’s tenure. His&nbsp;Pops Hoedown&nbsp;is a kind of ‘Yeehaar,’ barnyard romp giving the musicians of the orchestra quite a workout.

Maestro Buckstead programmed several of Leroy Anderson’s works for this concert, the most famous of which being the “Syncopated Clock.” The work features the woodblock with a constant rhythmic pulse intertwined with short light melodies in the strings. John Williams described Mr. Anderson as “one of the greatest American masters of light orchestral music.”

Morton Gould was considered a child prodigy, having his first composition published at the age of six. He later went on to study at the prestigious Julliard School and became an accomplished pianist. His was employed at Radio City Music Hall as a staff pianist, exposing him to the both classical and popular programming of the day.&nbsp;Yankee Doodlewas inspired by his lifelong endearment of those who served in our armed services.&nbsp;American Salute&nbsp;was originally written for orchestra (in 24 hours) then later for band. The work represents Gould’s skill in thematic development; he creates the work based solely upon the melody of&nbsp;When Johnny Comes Marching Home.&nbsp;

George Gershwin so well known for his epic&nbsp;Rhapsody in Blue, and jazzy show stopping Broadway tunes showed his more reflective side with his “Lullaby for Strings.”&nbsp;When&nbsp;Lullaby&nbsp;was finally published in 1968, Ira Gershwin wrote, “It may not be the Gershwin of&nbsp;Rhapsody in Blue, Concerto in F, and his other concert works, but I find it charming and kind.”

Youngsters attending the 24th annual Youth Outdoor Festival in Hays will have the opportunity to win either a lifetime hunting or fishing license.

The festival has always ended with a drawing for prizes, but this is the first year the festival has been able to offer these prizes — thanks to an anonymous donor — said Clint Newell, volunteer.

Pheasants Forever also will be giving away a 20-gauge youth shotgun.

The festival allows youth 17 and younger to experience outdoor sports, including trap, skeet, muzzleloaders, crossbow and compound bow archery, air rifle/BB guns, .22 rifles, a casting competition, paintball target shooting and computerized target shooting.

"We have a pretty good mix for all of the kids at any age," Newell said of the stations.

All equipment and materials will be provided, and the event is free to all youth. 

"It's to get kids outdoors, experiencing various methods of outdoor sport and encourage them to get out, put their phones down and get out and have some fun," Newell said.

The event is 9 a.m. to noon Saturday at the Hays City Sportsman Club, 5810 230th Ave. The club is behind Celebration Community Church. Take exit 157 on Interstate 70, exit north, go 1/4 mile to the sign and turn east.

Last year, there was a detour because of construction. That work has been finished. 

Lunch, sponsored by Vyve Broadband and Smoky Hill Pheasants Forever, will be served free to participants at noon. The prize drawing will be after lunch.

Youth need to be accompanied by an adult, register onsite and have their guardian sign a release.

Newell said the event drew 178 youth last year, but he expects the lack of construction and the forecast for good weather will likely mean higher participation this year.

Organizers of the Central Kansas Warm Season Forage Field Day, scheduled for Aug. 18, said the event will showcase work being done in central Kansas to improve forages for cattle producers in the state.&nbsp;&nbsp;

Cade Rensink, the director of the Central Kansas Extension District, staff in his office and the Saline County Conservation District have established an on-farm demonstration of annual forages available in that part of the state.&nbsp;&nbsp;

The goal of the program, he said, is “to increase awareness about the agronomics and systems-use of warm and cool season forage crops.”&nbsp;&nbsp;

The project is funded by the Kansas Department of Agriculture’s Division of Conservation. Rensink said other key cooperators include Saline County rancher Mike Henry, Star Seed, and Phillips Seed Farms.&nbsp;&nbsp;

The Aug. 18 field day begins at 8 a.m. and is free to the public. The event will be held at 3421 E. Water Well Road in Salina. Reservations are not required to attend.&nbsp;&nbsp;

The AAL formed several years ago in Great Bend. It is a group of dedicated artists that meet monthly to share creative ideas and show art. They create drawings from a wide variety of ideas and inspirations. These artists work in an array of mediums -&nbsp; clay, collage, watercolor, pastel, acrylic, oil, and sculpture.&nbsp; Some of them work representationally, some prefer an abstracted realism, and occasionally they might wander into the world of complete abstraction.

These artists find joy in seeing what other members of the group are focused on and intrigued with. They are always looking for ways to expand their own approach to creativity.&nbsp; Sometimes, different members demonstrate their own techniques representing ideas, or new mediums they have tried.

A local concert entitled, “Hear My Song,” will be held on Sunday, August 21st, at 3 p.m. at Immaculate Heart of Mary Parish in Hays.&nbsp; “Hear My Song” is a freewill donation benefit concert for the Unify, Beautify, Glorify Campaign for Immaculate Heart of Mary’s church projects.

 </figure>SubmittedA local concert entitled, “Hear My Song,” will be held on Sunday, August 21st, at 3 p.m. at Immaculate Heart of Mary Parish in Hays.&nbsp; “Hear My Song” is a freewill donation benefit concert for the Unify, Beautify, Glorify Campaign for Immaculate Heart of Mary’s church projects.The concert will feature Fr. Nick Parker on piano and vocals, with special guests, Jillian Korte and Fr.
