Fort Hays State University's Hispanic College Institute is set to return to campus early this summer, June 4-7. HCI is a free, four-day, three-night residential program&nbsp;to provide high school students with the necessary knowledge and tools to enter and persist in college.

The program provides practical college application and financial aid information and allows students to engage with successful Hispanic role models who will help inform them about educational opportunities.

The program is open to the current class of 2026 and 2027 high school students with a 2.5 GPA or above.

As a residential program,&nbsp;students will be living in one of the traditional residence halls on the FHSU campus. During the institute, there will be separate wings for male and female students with restricted access to both and shared common areas. Each room will be shared by two students. The program provides food, transportation (within the state of Kansas), and lodging free&nbsp;of charge, but students will need to bring sleeping bags, pillows, and toiletry items.

The application deadline for the HCI is May 1. The committee will review all applications and notify all students accepted to the program no later than May 21.

Hispanic College Institute returns to FHSU in June; application deadline coming up

Fort Hays State University is proud to recognize political science major Grace McCord, Hays, for being selected as one of just 200 finalists in the national competition for the Truman Scholarship, selected from 800 highly accomplished applicants nominated by their universities. Truman Scholars are college juniors chosen for their commitment to pursuing a career in public service. Truman Scholars receive a scholarship for graduate study funded by the Truman Foundation, which was created to honor the values of President Harry S. Truman.

Finalists are selected through a highly competitive national application process that requires them to demonstrate a track record of public service, leadership, and academic achievement.

McCord has served her community through a number of service projects, including work with Jana’s Campaign and the Celebration Community Church Quilting Ministry, among other activities. In her career at FHSU, she has led the American Democracy Project and served as a senator in the Student Government Association, where she currently serves as the Legislative Affairs Director, as well as holding leadership roles in the Pi Sigma Alpha Political Science Honor Society and her sorority, Alpha Gamma Delta.

McCord has also been selected already to represent FHSU as a Tiger Ambassador, a Newman Civic Fellow, and a delegate to the Madeleine K. Albright Young Women Leaders Program.

On March 21, McCord completed the final step in the application process through an in-person interview with former Truman Scholars and members of the Truman Foundation. This year’s Truman Scholars will be publicly announced on April 18. Typically, one or two Scholars are named for each state and Puerto Rico, although those numbers may vary by year; 60 to 65 Truman Scholars are named each year.

“Grace’s commitment to public service throughout her life embodies the mission of the Truman Scholarship Foundation,” said Wendy Rohleder-Sook, chair of FHSU’s Department of Communication Studies, Law, &amp; Political Science. “Her work with the American Democracy Project and Student Government Association are two of the many examples of her service to the FHSU and Hays community.”

One of the best ways to keep your mind and body functioning at its best is to exercise. When I worked with small children we always used to say, “the best exercise for the brain is exercise!” The same holds true as we age. 

Exercise produces a wide range of benefits for not only our physical health, but also mental health. Regular participation in strengthening exercises can help you build muscle and increase bone density. It can also help relieve stress and reduce depression symptoms. 

The Stay Strong, Stay Healthy program focuses on improving the health and well being of older adults. The goal of the program is to provide safe, structured and effective strength training for adults. No one is too inactive, or too young to participate. 

Strength training promotes quality of life and independence, especially for adults over age 60. Stay Strong, Stay Healthy is an evidence-based program that has been shown to increase strength, balance, and flexibility.

You might be asking yourself, “I wonder what we’ll do?” It is an eight-week program that meets twice a week for one-hour. We will do warm up exercises, easy strengthening exercises, with or without weights, based on your preference, and finish with cool-down stretches and breathing exercises. 

The best part is there is no membership fee like at a gym and there are no special clothes or equipment needed. We will have weights available if you want to use them. You will work at your own pace and progress as you are able. There are modifications to the exercises based on your own fitness level.

Regular classes will begin April 28, 2025 and will be held on Mondays and Wednesdays at 4 p.m. for eight weeks. All classes will be held at our office in Hays located at 601 Main Street. There will be a one-time fee of $20 to participate in the eight-week program. I’m hoping by offering it at 4 p.m. more&nbsp;working people might also be able to attend.

The Hays USD 489 school board will consider a request for $799,728 to purchase a new English curriculum for kindergarten through 12th grades from Savvas Learning Company at its meeting at 6:30 tonight at the Rockwell Administration Center.

The district has been saving money from fees in a reserve account for the anticipated purchase of this updated curriculum.

The board also will hear bond project updates,&nbsp;consider approval of the recommendation regarding capacity for the enrollment of nonresident students for the 2025-26 school year and consider marketing partnerships.

Revenue from these partnerships will be used to offset the cost of video and scoreboards.

William Inge, the playwright behind 'Bus Stop', was born in Independence, Kansas, and is often called the “Playwright of the Midwest.” Inge’s deeply human characters and intimate portrayals of small-town life earned him a Pulitzer Prize ('Picnic') and made him one of the defining voices in American theater during the mid-20th century.

'Bus Stop' is presented by special arrangement with Dramatists Play Service, Inc., New York.

Hays Community Theatre celebrates 70th anniversary of William Inge’s 'Bus Stop'

 The Willis K. Musick Professionalism Award honors members of the Ellis County Bar that have, by their conduct, honesty, integrity, and courtesy, best exemplified, represented, and encouraged other lawyers to follow the highest standards of the legal profession. 

Each year, members of the Ellis County Bar Association may submit nominations. If any nominations are made, a confidential committee is appointed to review the nominations and select a recipient. The award is not given out every year but may be awarded up to once per year. 

Prior recipients include Willis Musick in 2015 (posthumous); Richard Coffelt in 2016 (posthumous); Joseph “Joe” Jeter in 2020; Gene F. Anderson in 2021; and Glenn R. Braun in 2024. 

On Thursday, January 23, 2025, the Ellis County Bar Association named Robert A. Anderson, Jr. the recipient of the 2025 Willis K. Musick Professionalism Award.

 “Although this prestigious award is often treated as a lifetime achievement award for a long tenure of service to the legal profession, I believe at its core this award is meant to recognize strength of character”, said current Ellis County Attorney, Aaron J. Cunningham, who nominated Anderson for the award.

 “Robert conducts himself in a manner that is above reproach. He tells the truth, even when he believes no one is watching. He will say the right thing, even when it’s the hard thing. He prioritizes people over prestige and honesty over honors. He truly cares about the people in his life and, in the last four years, has come to care deeply for the people of Ellis County who entrusted him with the role of County Attorney. Robert’s humility, character, and courteousness set him apart in the legal profession. In all sincerity, I cannot think of another attorney more deserving of this recognition.” 

Anderson served as the Ellis County Attorney from January 2021-January 2025. Anderson did not re-file to run for County Attorney and has since opened “Anderson Law Office, LLC”, a general law practice based out of Hays focusing on criminal defense, family law, and civil matters.&nbsp;

TOPEKA&nbsp;– The Kansas Department of Commerce will celebrate National Community Development Week (April 21-25) with the inaugural Community Impact Tour– a five-day, 26-stop tour highlighting transformative projects across Kansas, including in Hays and several other northwest Kansas towns.

National Community Development Week was established in 1986 to recognize the impact of the Community Development Block Grant (CDBG) program. This year, Kansas is expanding the celebration to honor Community Development and Quality Place initiatives that are driving progress in housing, childcare, downtown revitalization and infrastructure.

“This celebratory week gives our communities the opportunity to showcase the lasting impact of their future-focused efforts,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Guided by the Kansas Framework for Growth, our state’s economic development strategic plan, the investments we are making today that improve the vitality, livability and quality of place are empowering community leaders to build more resilient local economies for tomorrow.”

To officially recognize the importance this week has, Governor Laura Kelly signed a proclamation declaring April 21 through 25, 2025, as National Community Development Week in Kansas.

During the week, Commerce representatives, elected officials and local change agents will visit 26 communities, shining a spotlight on local projects that are transforming Kansas. The tour will provide opportunities to engage with local leaders, celebrate community progress and showcase the real-world impact of strategic investments.

“This week is about recognizing the innovative projects and dedicated individuals working to build stronger, more vibrant communities across the state,”&nbsp;Assistant Secretary of Quality Places Matt Godinez said. “Through the Community Impact Tour, we’re bringing well-deserved attention to the incredible progress happening in Kansas.”

In 2024, the Department of Commerce launched the Quality Places Division, marking the largest reorganization of Commerce functions under the leadership of Secretary Toland. This initiative reflects the Kelly-Toland Administration’s commitment to elevating quality-of-life initiatives and strengthening partnerships with local leaders.

State and local water leaders are planning a water summit in May to focus on water&nbsp;resource issues that most impact local communities.

The Know Water Summit will take place from 8 a.m. until 3 p.m. on May 2, at the Hilton Garden Inn in&nbsp;Hays.

Organizers say there will be an optional Environmental Tour will be offered at 5 p.m. on&nbsp;May 1, for those interested in getting a closer look at municipal water quality facilities and water quality&nbsp;efforts at a local farm.

Catholic Charities of Northern Kansas is thrilled to announce the expansion of its outreach services to include the Colby community. This move aims to provide essential support to families who may require additional assistance.

"On behalf of Catholic Charities of Northern Kansas, I am excited to announce our expansion into Colby," said Megan Robl, executive director of Catholic Charities. "Our goal is to reach families on the margins throughout Western Kansas, ensuring that everyone has access to the support they need."

On Wednesday, May 14, Catholic Charities will conduct a trial run, delivering food and hygiene items directly to residents of Colby. This initiative reflects the organization's ongoing commitment to addressing the needs of individuals and families facing hardship.

“I am excited for Catholic Charities of Northern Kansas to be present and bring&nbsp;their services to Colby,” said Father Brian Lager, pastor of Sacred Heart Catholic Church of Colby. “Many families in our community could&nbsp;use some extra help each month with food, hygiene products, and more and I believe their presence in our community will make a great impact."

Here are the details for the Colby outreach stop:

• Location:&nbsp;Knights of Columbus parking lot, 435 N. Sterling Ave. • Time:&nbsp;10:00 a.m. - 11:00 a.m.

During the outreach stops, guests are requested to remain in their vehicles for their convenience and safety. Catholic Charities staff will come directly to them, streamlining the process and ensuring efficient distribution.

Please note that to receive assistance, attendees must have incomes at or below 130% of the federal poverty guidelines. Proof of income will be required.

Catholic Charities currently visits 26 rural communities across the Diocese of Salina every month, in addition to serving from its three office locations in Hays, Salina, and Manhattan. Beginning in July, the organization plans to include regular monthly visits to Colby.

On Saturday, April 26, 2025, from 10 a.m. to 2 p.m., the Ellis County Sheriff's Office will be participating&nbsp;in the Drug Enforcement Administration’s National Prescription Drug Take Back Day.

This bi-annual&nbsp;event allows for the public to anonymously dispose of old, unused, unwanted, or no longer needed&nbsp;medications.

The event will be held in the north parking lot of the Ellis County Law Enforcement Center,&nbsp;105 W. 12th St., Hays.

The Ellis County Sheriff's Office is encouraging the public to remove unused and unneeded medications&nbsp;from their homes as a measure of preventing medication misuse and opioid addiction from ever&nbsp;starting.

Items that will be accepted are tablets, capsules, patches, and other solid forms of prescription drugs.

Prescription medications can be disposed of in the original container or placed in a Ziploc bag.

Liquids (including intravenous solutions), syringes and other sharps such as diabetic&nbsp;needles and Epi-Pens, as well as illicit drugs will not be accepted.

National Drug Take Back Day is April 26 in Hays 

The Hays City Commission on Thursday heard a request from A&amp;A Coors for a resolution authorizing industrial revenue bonds for a new warehouse in Hays.

The business, 823 E. Eighth St., plans to construct a new 43,000-square-foot commercial warehouse and distribution facility in the industrial park at Ninth and Commerce Parkway.

The developer estimates the facility to be about a $7 million project, Jarrod Kuckleman, assistant city manager, said.

The business serves 22 counties across northwest Kansas, Corey Leiker, sales manager, said. It has been operating in Hays since 1969.

The company recently added three new employees, and with the expansion, may add more,&nbsp;Leiker said.

Leiker said Coors has been expanding its product lines with new flavor profiles, as well as its sales of non-alcoholic beverages, including Red Bull.

The business has a recycling center on-site, and Leiker said the company is considering options to continue its commitment to recycling.

The developer is requesting industrial revenue bonds, also known as IRBs, be issued to benefit the project. Using the bonds will allow the developer to obtain a sales tax exemption for all purchases related to the project's construction and a real property tax abatement for up to 10 years.

Kuckleman said the sales tax exemption will be worth about&nbsp;$38,812, and the property tax exemption will be worth about&nbsp;$260,000 over the 10 years of the abatement.

Before granting the request, the city must have a public hearing on the bonds. That hearing is scheduled for Thursday.

The payment obligations are solely the responsibility of the developer and would not increase local taxes,&nbsp;Kuckleman said.

Jesse Rohr, director of public works, is recommending spending $101,000 with&nbsp;C-Hawk Construction of Eudora for pavement markings.

The city requested bids for the marking project when it let the bids for the annual street maintenance projects, but received none.

When the city issued a request for bids again, the low bid was from C-Hawk. Rohr said the bid of $54,691 for work on Hall and 13th Street was so much lower than the $110,000 budgeted, the city reached out to the company to see if it could do additional work this summer.

The city requested additional markings for the Vine Street roundabouts. Rohr said the roundabouts' markings, which have not been remarked since they were installed in 2020, have deteriorated significantly due to high traffic and repeated salt treatments.

Rohr said the additional marking project was added for a total cost of $101,420, which was still less than the amount budgeted for the original projects.

The commission heard a report on a bid for water resource department parking lot and access improvements.&nbsp;City staff solicited bids for concrete paving of the parking lot and entrance area at the Water Treatment Plant and Water Resources Maintenance Facility.

The project was budgeted for $130,000. A single bid was received for $136,483 from&nbsp;Morgan Brothers Construction. Despite being slightly over budget, the city staff is recommending approval of the bid.

The cost will be split between the water treatment and water resource maintenance capital funds.

The commission also heard a report&nbsp;from Fort Hays Tech/North Central on the Big Creek Technical Training facility.

Eighth St., plans to construct a new 43,000-square-foot commercial warehouse and distribution facility in the industrial park at Ninth and Commerce Parkway.The developer estimates the facility to be about a $7 million project, Jarrod Kuckleman, assistant city manager, said.The business serves 22 counties across northwest Kansas, Corey Leiker, sales manager, said. Hays City Commission sends A&A Coors project to public hearing next week

WICHITA, Kan. - The 23rd-ranked Fort Hays State baseball team secured a series win at Newman with a doubleheader sweep Friday at McCarthy Field, winning 8-0 in the opener before taking the nightcap 12-6. The Tigers improved to 29-11 overall and 23-6 MIAA play after taking the series two games to one, while the Jets are now 10-30 on the year and 6-24 in league action.

The Tigers are now tied with Central Missouri atop the MIAA standings with seven games to play in the regular season. FHSU can finish no lower than fourth in the final standings, which would tie its best ever finish since joining the MIAA in 2007 (Fourth in 2007, 2008, 2010, 2011).

Game 1: #23 Fort Hays State 8, Newman 0 Paul Panduro&nbsp;hurled his best game of the season, tossing eight-plus scoreless innings and allowing only two hits. He retired eight in a row in the middle innings and faced the minimum in his final four frames. The senior's sole blemish was six walks, but the righty was able to work out of trouble each time.

Freshman Tony Moore&nbsp;gave the Tigers the early 1-0 lead with a home run in the first plate appearance of the ballgame. Moore then hit his third home run of the series two innings later, making it 2-0 with a leadoff long ball in the top of the third.

After six straight Tigers were retired leading into the fifth inning, Moore again sparked the offense with a walk. Three more base hits in the seventh inning helped FHSU tack on two more runs. Cintron beat out a bunt single before Kreutzer doubled, putting a pair in scoring position. One run came in to score on an RBI groundout before Cesar Saavedra&nbsp;plated FHSU's eighth run with a single to center.

Panduro (3-3) attempted to finish the complete game shutout before walking a pair in the bottom of the ninth. FHSU then went to Landyn Sterling&nbsp;out of the bullpen, who promptly retired the side in order to complete the win.

That was more than enough for Kaleb Carpenter, who came on in relief to throw the final six innings of work. The junior retired the final 10 batters he faced, moving to 4-2 on the year after picking up the win. Carpenter struck out a season-high eight batters while allowing two runs on three hits and one walk.

Trevor Baugh made the start, tossing three-plus innings while giving up four runs on five hits and one walk alongside three strikeouts.

The Tigers close out their home schedule with four games next week . Game 1: Pittsburg State 7, Fort Hays State 1 Pittsburg State methodically pulled away for a win in the first contest of the day, scoring runs in each inning from the first through fifth, building a 7-0 lead. GOP House leader says anyone sounding revenue alarm likely a ‘budget boogeyman’

TOPEKA — A bullish revenue picture for state government in Kansas through the current and next fiscal years couldn’t sugarcoat projections the state budget could end up with a $730 million deficit by 2029 if lawmakers continued spending more than what was collected in revenue.

The new forecast released Thursday by the Consensus Revenue Group, which is responsible for updating financial reports twice each year, indicated the treasury could expect to collect $157 million more in the current fiscal year than projected in November. In addition, the state could receive $219 million more in the 2026 fiscal year than predicted six months ago. The state general fund takes in about $10 billion annually.

The estimating group said the state’s budget ending balance could sit at $2.29 billion at close of the current fiscal year in June, but fall to $1.73 billion in 2026, $903 million in 2027 and $63 million in 2028 before going under water by $730 million in 2029.

Laura Kelly said the latest revenue estimates from university economists and state financial experts could be viewed as positive news.“In reality, they underscore the seriousness of the financial predicament ahead,” Kelly said. “The bizarre and irresponsible budget gimmicks used by the Republican-led Legislature spend more than the state takes in by nearly $800 million per year. Ultimately, this will lead to a historically large budget deficit.”She said the revenue update came one week after GOP House and Senate leaders adjourned the annual legislative session. Traditionally, the Legislature remained in session until the revenue forecast was updated so spending and tax policy could be refined.“Kansans need to demand their legislators restore fiscal sanity and fairness when they return in January,” Kelly said.House Speaker Dan Hawkins, a Republican from Wichita, said the Legislature successfully assumed a more direct approach to developing the new state budget and produced a plan that spent less than recommended by the governor.He said the Legislature was confident in the wisdom of the three-year, $1.2 billion income tax cut adopted in the 2024 special session and the additional tax relief approved in the 2025 regular session.“Be wary of those who want to make political hay by invoking the budget boogeyman and screaming that the sky is falling,” Hawkins said. “These positive consensus revenue estimates reaffirm we’re headed down a smart and sustainable path as we continue to monitor all fiscal data as it’s available.”<h2>A structural imbalance</h2>Adam Proffitt, secretary of the Kansas Department of administration and budget director for the governor, state tax reductions and elevated spending were significant drivers of the state’s financial prospectus.He said the extended assessment was that state revenue could remain below expenditures during the next four years unless a different approach was taken by state lawmakers.“We need to get more structurally balanced,” Proffitt said. “This is something we’ve been watching for a couple years. I think the governor’s been pretty consistent in her message that we need to be showing fiscal restraint and making sure we have a good handle on expenditures and don’t grow them unnecessarily.”Proffitt said the projected $800 million decline in state budget ending balances in fiscal years 2027, 2028 and 2029 would leave the state in dire financial condition. An unknown for forecasters, for a couple more months after close of tax season, was the influence of retroactive income tax cuts approved by the state lawmakers in 2024, he said. In addition, he said, the forecast changes didn’t take into account the influence of tax bills on Kelly’s desk nor possible federal policy shifts.Shirley Morrow, director of the nonpartisan Kansas Legislative Research Department, said during a news conference at the Capitol the solution to the state’s future budget predicament was obvious.“To me,” she said, “the simple answer — and this is going to be too simple — is increase revenue and decrease expenditures.”Morrow said forces that could influence the state’s bottom line were tied to volatility in the U.S. economy. Factors capable of altering the fiscal assessment included persistently elevated inflation, trade policy changes relevant to agriculture exports and aviation manufacturing, shifting unemployment rates, sustained high interest rates, cuts in federal funding to states, monetary policy and geopolitical dynamics, she said.“The reoccurring theme throughout the forecast cycle is an increased volatility in the state’s economy,” Morrow said.She said the Kansas inflation rate in 2025 was raised from 2.3% to 2.9% while the estimate for inflation in 2026 was raised from 2.2% to 2.5%. Kansas has added 3,300 jobs over the year, she said.In terms of agriculture, she said, crop producers continued to struggle with low commodity prices and high input costs. Livestock producers were looking to expand beef herds based on continued escalation in market prices, she said.
