The annual outdoor water restrictions that began June 1 in Hays will end for the season on Saturday.

Outdoor watering was prohibited between noon and 7 p.m. for both city customers and private well owners.

But Ellis County is in a drought, with conditions ranging from severe to extreme, according to the U.S. Drought Monitor.

If the weather in Hays remains dry and windy, which it sometimes does in October, property owners should water landscape plants and turfgrass, if necessary, early in the morning or at night to make best use of water resources, said Holly Dickman, Hays water conservation specialist.

"Fortunately, with cooler night temperatures and shorter days, the need for supplemental irrigation is greatly reduced," Dickman said. "Always be sure to check the soil first before turning on your irrigation system or garden hose."

If your landscape is stressed and you need to make decisions about what to water versus what not to, Dickman said the top priority should be healthy, established trees.

"Trees are some of the most valuable plants in the landscape and take the longest to get established and mature. Therefore, trees should be considered at the top of the list when it comes to supplemental irrigation during drought,"&nbsp;Dickman said.

Trees may not show drought stress immediately.

"Sometimes it can be years later that the drought stress takes a toll on a tree's overall health," she said.

Dickman said to rank turfgrass at the bottom of your priority list because it's easier to replace and establish, if that becomes necessary.

The following water use prohibitions are effective year-round in Hays:

• No washing down of hardscapes such as sidewalks, parking lots or driveways • No known loss of water through breaks or leaks in plumbing systems • Escape of water from private property onto public property such as sidewalks or into the street gutter from landscape irrigation

🎥 Hays' seasonal water restrictions end Sept. 30; city still in drought

SEDGWICK — A 16-year-old Kansas boy has been charged as an adult in connection to the&nbsp;fatal shooting&nbsp; of his friend.

Makyh Townes was charged with second-degree murder; unintentionally but reckless, and criminal possession of a firearm by a minor, according to the Sedgwick County District Attorney's office.

Just after&nbsp;8:30 p.m. Jan. 14, police responded to a shooting call at the 2200 block of South Millwood Street in Wichita, according to Officer Juan Rebolledo.

Officers located&nbsp; 16-year-old Seaquori Smith of Wichita inside the residence with a single gunshot wound to his upper body.&nbsp; EMS transported the boy to a local hospital where he was pronounced deceased.

The investigation revealed Smith was hanging out inside the residence with then 15-year- Makyh Townes. Townes was recklessly manipulating a firearm when a single shot was fired striking Smith in the upper body.

Townes called 911 and reported the incident.&nbsp; Townes&nbsp; is also charged in two other cases, according to the district attorney's office.&nbsp; His next court appearance is scheduled for October 10.

Murder: Kan. teen recklessly handled a firearm, killed a friend

Fr. Gervase Degenhardt,&nbsp;Pittsburgh, PA

Fr. Gervase Degenhardt, OFM Cap., died at St. Augustine Friary in Pittsburgh, PA, on September 27, 2023. He was 91.

One of eight children born to Martin and Pauline (Leiker) Degenhardt, he was born in Antonino, KS, on December 28, 1931. At his baptism he was given the name Francis.

He attended St. Joseph Catholic Elementary School in Hays, KS, and in 1946 began his secondary education at St. Fidelis Seminary in Herman, PA.

On July 13, 1952, he received the Capuchin habit and was given the name Gervase. One year later he professed his first vows as a Capuchin friar. After graduating from St. Fidelis College Seminary in 1955, he began theological studies at Capuchin College in Washington, DC.

Fr. Gervase was ordained to the priesthood on May 24, 1958. After his ordination he pursued further studies at the Catholic University of America, earning an STL in theology in 1960. Subsequently he taught theology at Capuchin College until 1965.

He then returned to St. Fidelis Seminary in Herman, PA, as a professor of theology and vice president of the college. At the same time he attended classes at Carnegie Mellon University, obtaining a master’s degree in English literature in 1968. For the next eleven years he taught courses in theology and English.

In 1979 he received his first assignment in a parish. Fr. Gervase was named parochial vicar of St. Joseph Parish in York, PA.

At the 1986 Provincial Chapter Fr. Gervase was elected Vicar Provincial Minister. He also served as the Secretary of Personnel and Ministries and the Director of Retirement. After his service to the Province, Fr. Gervase was appointed guardian of St. Augustine Friary in Pittsburgh, a post he held for three years.

After a brief sabbatical and taking courses in theology at Duquesne University, Fr. Gervase returned to parish ministry, serving as parochial vicar at St. Augustine Parish. He also was a member of the Clergy Council of the Diocese of Pittsburgh.

In 2002 he was appointed chaplain of the Sisters of St. Francis of Millvale at the Mt. Alvernia Convent. Fr. Gervase was loved by the Sisters and served as their chaplain for fifteen years.

At his request Fr. Gervase relinquished daily pastoral responsibilities at Mt. Alvernia in 2017, becoming a confessor for the Sisters until his retirement at age 87.

Fr. Gervase was a faithful and good friar, zealous priest and devoted chaplain.

He loved the fine arts. Until his final months of life he was able to recite from memory lengthy passages from Shakespeare. He was passionate about literature and classical music.

Fr. Gervase was also a cultivator of Heritage roses and served as an officer and judge of the Pittsburgh Rose Society. He was an American Rose Society certified rosarian consultant. A deep red, miniature rose is named for him, The Fr. Gervase Rose.

Fr. Gervase loved his family and stayed in close contact with them, often taking vacations with them.

Among the friars he will be remembered as a fun-loving friar who also spoke his mind without hesitation. He loved being a Capuchin friar.

Fr. Gervase was preceded in death by his parents, his brother Martin and sisters Viola Sack, Dolores Herrman, and Esther Burghardt. He leaves to mourn his passing three sisters: Verna Schumacher and Joyce Pfeifer of Hays, KS, and Veronica Ditto of Everman, TX, and many nieces and nephews.

Visitation will be on Monday, 02 October 2023, from 7 p.m. to 8 p.m., followed by a wake service in St. Margaret of Cortona Chapel, St. Augustine Friary, 221 36th Street, Pittsburgh, PA. Visitation Tuesday, 03 October, 10 a.m.; Mass of Christian Burial, 10:30 a.m..

Interment will immediately follow at St. Augustine Cemetery, Friars’ Plot, Pittsburgh, PA.

Free estate planning workshop offered by Heartland Community Foundation Oct. 12

SEDGWICK COUNTY —A man accused in a deadly shooting made his first court appearance in the case Tuesday.

Matthew Alexander III, 30 of Wichita, is charged with 1st&nbsp;degree murder, attempted 1st&nbsp;degree murder, or in the alternative aggravated battery, aggravated assault, aggravated battery, criminal possession of a weapon by a convicted felon, battery, kidnapping and aggravated burglary, according to the Sedgwick County District Attorney's office.

He being held on a bond of two-million dollars.&nbsp;&nbsp;

Just before 11:30p.m. Sept. 21, police were dispatched to a reported shooting in the area of 800 S. Mission in Wichita, according to Officer Juan Rebolledo.

First responders located two shooting victims including 48-year-old <a href="https://www.gofundme.com/f/addriane-kenney">Adraine Kenney </a>of Wichita who was pronounced dead at the scene. EMS transported a 22-year-old woman&nbsp;to a local hospital with critical injuries.

Investigators and officers identified and apprehended Alexander&nbsp; without incident following a brief standoff in the 600 block of S. Mission. 

Preliminary investigation revealed that all three individuals were involved in a disturbance which led to the suspect shooting the two women.

Alexander's&nbsp; next court appearance is scheduled before Judge Jeffrey Goering on October 5, according to the district attorney's office.

Suspect held on $2 million bond for Kan. burglary, murder

James Richard “Dick” Smith, age 81, passed away on Monday, September 25, 2022, at Wesley Medical Center in Wichita, Kansas. He was born on September 28, 1941, in Garden City, Kansas, the son of William Richard and Edythe Coons Smith. 

A resident of Scott City, Kansas since 1973 moving from Garden City, Kansas, he was a cowboy.&nbsp;

He was a member of the American Quarter Horse Association and the Kiwanis Club.

On July 20, 1962, he married Sandra Barker in Garden City, Kansas.&nbsp; She passed away on March 24, 2022, in Scott City, Kansas.&nbsp;

Survivors include his daughter Tish and Bryan Burnett of Scott City, Kansas, son Tony and Dominique Gray of Orange, Texas, sister Kathy and Duane Koster of Garden City, Kansas, five grandchildren, Devyn Jones of Buhler, Kansas, Brynna Burnett of Scott City, Kansas, Isabella Gray of Orange, Texas, Caleb Gray of Orange, Texas, Milena Gray of Orange, Texas, and seven great-grandchildren.

He was preceded in death by his parents, stepfather Donald McMillan, and daughter Vicky Gray.

Memorial Service will be held at 2:00 p.m. Friday, October 6, 2023, at the First Baptist Church in Scott City, Kansas with Rev. Kyle Evans presiding.

Inurnment will be in the Scott County Cemetery.

Edna J. Stairrett, 89, passed away September 26, 2023 at Hodgeman County Health Center, Jetmore.

She was born December 6, 1933 in Knoxville, Tennessee, the daughter of Jay Hugh and Emma Greene Green. She was a farm wife.

She was of the Presbyterian faith. &nbsp;She was a member of CASA, Democratic party committee chairwoman, trustee for Valley Township and was on the library board, Senior Center board and the Fairmount Cemetery board, all of Jetmore.

On September 3, 1955, she married Jack B. Stairrett in Fayetteville, North Carolina. &nbsp;He died October 21, 2011.

Survivors include two sons, Andy Stairrett, Joe (Svetlana) Stairrett, both of Jetmore; daughter, Jaci (Randy) Dumler, Ness City; two brothers, Johnny Green, Bahama, NC, David Green, Knoxville, TN; three sisters, Jeanette (Paul) Ownby, Mary Cash, Emma Lou Scarbro, all of Knoxville, TN; two sisters-in-law, Keiko Stairrett, Olympia, WA and Sandra Stum, Towner, CO; seven grandchildren, Amanda (Curtiss) Stairrett, Stephanie (Justin) Fuller, Danny (Mikki) Dumler, Lee Stairrett, Linda (Kevin) Stairrett, Grant (Rachel) Stairrett, Colt Stairrett; four great-grandchildren, Alexis Swinney, Aiden Schlotthauer, Braydin Schlotthauer, Kimberly Stairrett, and numerous nieces and nephews.

Margaret Mary Pechanec, 85, Timken, Kansas, died Sunday, September 24, 2023, at the Rush County Memorial Hospital Intermediate Swing Bed, La Crosse, Kansas.

Margaret was born February 26, 1938, at Warnock Place near Bison, Kansas, the last child of Matthew and Velma (Hoofer) Kopsky. Margaret’s father died when she was 18 months old. Her stepfather, Leo Helfrich, and her mother raised her from age six. From her stepfather she received a deep spiritual and moral sense. She graduated from St Michael’s Catholic School and attended Bison High School.

On December 27, 1954, Margaret married Stephen C. Pechanec at the Holy Trinity Catholic Church in Timken, Kansas. To this union she had seven children. She was a stay-at-home mother and helped her husband establish the Timken Seed Company, where she held the title of Secretary/Treasurer until 2012. She was an avid reader and made many meals during harvest. She enjoyed painting. She was a member of Holy Trinity Catholic Church and St. Ann’s Altar Society.

Survivors include her husband of 68 years, Steve, Timken, Kansas; her children, Susan (Alan) Urban, La Crosse, Kansas, L. Clifford “Cliff” C. Bieberle, 87, passed away September 26, 2023, at Riverbend Assisted Living of Great Bend. He was born April 16, 1936, at Bushton, Kan. to Tony and Mary (Hammeke) Bieberle. 

He married Janet R. Polzin October 19, 1957, at Dubuque, Kan. She died July 19, 2000. He then married Geraldine “Gerry” (Depiesse) Steinert on September 23, 2009. She survives.&nbsp;

A longtime Great Bend resident, Cliff owned Cliff’s Trash Service for 43 years until his retirement in 2001. He was a member of Prince of Peace Parish at St. Patrick Catholic Church and Knights of Columbus Council #862. He enjoyed playing pitch, hunting, fishing, socializing with friends, and was known to be quick with a story.&nbsp;

Survivors include his wife, Gerry Bieberle of the home; two sons, Jim Bieberle (Crystal) of Great Bend and Danny Bieberle (Tammy Becker) of Medicine Lodge; three daughters, Linda Francis (Todd), Vicki Woodral (Bill) and Donna Eshleman (Matt) all of Great Bend; a sister, Elvera Ewald (Jerry) of Wichita; eight grandchildren, Chelsea Laramore (Mark), Trista Fritz (Charlie), Chase Bieberle (Jes), Samanatha Elsen (Alex), Jeff Woodral (Krystal), Stephanie Richter (Jesse), Justin Bieberle (Crystal) and Jennelle Ochoa (Tim); 22 great-grandchildren; three stepchildren, Jay Steinert (Cheryl) of Hoisington, Marty Steinert of Hoisington and Terry Steinert (Stacey) of Kansas City, Mo.; and six stepgrandchildren, Shane Andereck, Cole Steinert, Chase Steinert, Mindy Steinert, Taylor Meitner and Tanner Cassity.

Leading the charge for Fort Hays State was Morgan Brasser, whose performance saw her finish at a commendable 4-over par, securing a tie for 11th in the individual standings. Brasser showcased her prowess with five birdies over the weekend, delivering strong rounds of 76 (+4), and an even-par 72. She had 12 pars, three birdies, and three bogeys in the final round.

Meanwhile,&nbsp;<a href="https://fhsuathletics.com/sports/womens-golf/roster/hayden-york/7688">Hayden York</a>&nbsp;tallied three birdies and 12 pars throughout the tournament, finishing with a total of 173. Ella Neuhauser&nbsp;carded scores of 92 on both days to finish with 184.In the team standings, Central Missouri emerged as the triumphant squad, posting an impressive 3-over par performance. Henderson State led the charge after the first round, but Central Missouri recorded a collective +1 in the second round to clinch victory. The Tigers recorded their best team scores since 2010 in the first and second rounds with scores of 288 and 287.

Jackson Rader led the team after finishing in a tie for 23rd&nbsp;place. After shooting over par on his first two holes of the tournament Rader dialed in and carded seven birdies over the next 16 holes to finish round one at 1-under par. He would then notch five birdies and one eagle in the second round to rank in the top ten after two rounds. Rader fell 14 spots on the leaderboard in the final round despite shooting a 75. Rader shot a 69, 3-under in both of the first two rounds, serving to be his career low round scores.

Cooper Scheck tied for 46th&nbsp;place out of the 108 competitors. Scheck totaled 10 birdies over the first two rounds, including a 4-under par round in the second round of competition. Scheck finished his final round with a 76 after shooting 74 and 68 in the first two rounds. Tanner Copeland&nbsp;finished in a tie for 52nd&nbsp;place. Copeland shot a 75 in his first two rounds, but then recorded his career low round as a Tiger golfer with a 70 over the final 18 holes. Copeland carded seven birdies in the third round.

Cole Streck tied for 69th&nbsp;place after shooting rounds of 70, 80, and 73 for a total of 223. Streck was consistent in the first round with five birdies and just two bogeys. Parker Krob&nbsp;finished in a tie for 92nd&nbsp;place after shooting 14-over par over the three rounds of competition. BALTIMORE (AP) — Hall of Fame third baseman Brooks Robinson, whose deft glovework and folksy manner made him one of the most beloved and accomplished athletes in Baltimore history, has died. He was 86.

The Orioles announced his death in a joint statement with Robinson's family Tuesday. The statement did not say how Robinson died.

The Orioles held a moment of silence before their game against the Washington Nationals, and the teams lined up outside their dugouts to pay their respects. Also before the game, fans gathered around the 9-foot bronze statue of Robinson inside Camden Yards.

“Great player, great guy on the field, great guy off,” said fellow Orioles Hall of Famer Jim Palmer, who was overcome with emotion. “Respectful, kind. And you don’t meet too many guys like that. Brooks was a genuine person. There was no acting. Brooks was just a genuine person.”

Coming of age before the free agent era, Robinson spent his entire 23-year career with the Orioles. He almost single-handedly helped Baltimore defeat Cincinnati in the 1970 World Series and homered in Game 1 of the Orioles' 1966 sweep of the Los Angeles Dodgers for their first crown.

Robinson participated in 18 All-Star Games, won 16 consecutive Gold Gloves and earned the 1964 AL Most Valuable Player award after batting .318 with 28 home runs and a league-leading 118 RBIs.

“An integral part of our Orioles Family since 1955, he will continue to leave a lasting impact on our club, our community, and the sport of baseball,” the team said.

He finished with 268 homers, drove in 1,357 runs and batted a respectable .267 in 2,896 career games. Not bad for ol’ No. 5, the boy from Arkansas.

MLB Commissioner Rob Manfred described Robinson as “one of the greats of our National Pastime.”

“Brooks stood among the greatest defensive players who have ever lived,” Manfred said in a statement. “... He was a model of excellence, durability, loyalty and winning baseball for the Orioles.

“I will always remember Brooks as a true gentleman who represented our game extraordinarily well on and off the field all his life.”

Robinson will be forever remembered for his work ethic and the skill he displayed at the hot corner, where he established himself as one of the finest fielding third baseman in baseball history, whether charging slow rollers or snaring liners down the third-base line.

“Brooks was maybe the last guy to get into the clubhouse the day of the game, but he would be the first guy on the field,” former Orioles manager Earl Weaver said. “He’d be taking his groundballs, and we’d all go, ‘Why does Brooks have to take any groundballs?’

“I wouldn’t expect anything else from Brooks. Seeing him work like that meant a lot of any young person coming up. He was so steady, and he steadied everybody else.”

Robinson arrived in Baltimore in September 1955 as an 18-year-old after spending most of his first professional season in baseball with Class B York. He went 2 for 22 with the Orioles and struck out 10 times.

He jockeyed between the majors and minors until July 1959, when he stuck around in Baltimore for good.

“I think maybe he always knew what it’s like to be in the big leagues at 19. And then I think when you get to the big leagues, you get here, you got to stay here, you got to figure out how to get better," Palmer said. “You have to decide who you want to be like. I think for all of us who knew him … he was the best.”

Brooks Calbert Robinson Jr. was born in Little Rock on May 18, 1937. He eventually made Baltimore his home but never really lost his southern twang, which was just fine with fans in blue-collar Baltimore, who appreciated his homespun charm and unassuming demeanor.

Dubbed “Mr. Oriole,” he was a sports hero in Charm City, in the pantheon with former Colts quarterback Johnny Unitas and Orioles infielder Cal Ripken, who performed for a different generation.

Many Orioles rooters who never got to see Robinson play still were able to enjoy his observations as he was part of team broadcasts.

Ripken was known as The Iron Man because he played in 2,632 consecutive games, but Robinson wasn’t fond of sitting on the bench, either. From 1960-1975, he played in at least 152 games in 14 seasons and in 144 games the other two years.

“I’m a guy who just wanted to see his name in the lineup everyday,” he said. “To me, baseball was a passion to the point of obsession.”

Robinson retired in 1977 after batting only .149 in 24 games. His jersey was retired that year.

Robinson’s most memorable performance came as MVP of the 1970 World Series, when the Orioles bounced back from their stunning defeat to the New York Mets the year before and Robinson redeemed himself after batting just 1 for 19 in that series. Because he was so sensational in the field during Baltimore’s five-game triumph over the Reds, few remember he hit .429 and homered twice and drove in six runs — or that he made an error on his first play in the field.

In Game 1, Robinson delivered the tiebreaking home run in the seventh inning. One inning earlier, he made a sensational backhanded grab of a hard grounder hit down the line by Lee May, spun around in foul territory and somehow threw out the runner.

Robinson contributed an RBI single in the second game and became forever a part of World Series lore with his standout performance in Game 3. He made a tremendous, leaping grab of a grounder by Tony Perez to start a first-inning double play; charged a slow roller in the second inning and threw out Tommy Helms; then capped his memorable afternoon with a diving catch of a liner by Johnny Bench. The Series ended, fittingly, with a ground out to Robinson in Game 5, a 9-3 Orioles win.

“I’m beginning to see Brooks in my sleep,” Reds manager Sparky Anderson said during the Series. “If I dropped this paper plate, he’d pick it up on one hop and throw me out at first.”

Anderson also said, “He can throw his glove out there and it will start 10 double plays by itself.”

Palmer and other teammates would say that the country got to see what Robinson did routinely during the regular season. Robinson used to blush when asked to recall his heroics in October 1970.

“I tell people that I played 23 seasons and I never did have five games in a row like I did in that World Series,” he said. “It was a once in a lifetime five-game series for me, and it just happened to be in a World Series.”

His legacy in Maryland continued long after his retirement.

There’s a Brooks Robinson Drive in Pikesville, and the annual state high school All-Star game played at Camden Yards is named in his honor.

Ricardo San Miguel, 68, passed away September 18, 2023 at Larned, Kansas.

He was born July 13, 1955 in Dumas, Texas, the son of Juan and Andrea Santana San Miguel. He was an independent contractor for construction. He was a wonderful father. He will be sadly missed and will always hold a place in our hearts.

Survivors include: son, Daniel (Teresa) San Miguel, Lyons, Kansas; daughter, Melissa (Roberto) Nevarez, Larned, Kansas; son, Gabriel (Keylee) San Miguel, Harper, Kansas; son, Caleb San Miguel, Phoenix, Arizona; and 12 grandchildren.

He was preceded in death by his parents and nine brothers and sisters.

Funeral service will be 10:00 a.m. Saturday, October 7, 2023 at Beckwith Mortuary Chapel, Larned, Kansas with David San Miguel and Daniel San Miguel presiding. RUSSELL – The Russell Masonic Lodge #177 is thrilled to announce the return of its spine-tingling annual event, "Haunted House Volume V: Atrocities of the Zodiac." 

This year's hair-raising experience is set to be the most chilling yet, thanks to the dedicated efforts of the haunted house committee, led by Jordan Harrison. 

The Haunted House Volume V will immerse visitors in the eerie and mysterious world of the "Ghosts of the Black Zodiac." Prepare to be mesmerized and terrified as you encounter the darkest, most otherworldly entities ever assembled under one roof.

<a href="https://webcast.funeralvue.com/events/viewer/92875" target="_blank"></a>LeRoy Eugene Wilhelm, 95, passed away on September 25, 2023, at Azria Health Woodhaven in Great Bend, Kan. He was born on October 28, 1927, to Henry Wilhelm, Jr. and Martha Ernst Wilhelm.

 </figure>October 28, 1927 - September 25, 2023<a href="https://webcast.funeralvue.com/events/viewer/92875" target="_blank">View Funeral Webcast</a><a href="https://webcast.funeralvue.com/events/viewer/92875" target="_blank"></a>LeRoy Eugene Wilhelm, 95, passed away on September 25, 2023, at Azria Health Woodhaven in Great Bend, Kan. He was born on October 28, 1927, to Henry Wilhelm, Jr. and Martha Ernst Wilhelm. He was born and raised on a farm northwest of Susank and went to school in a one-room schoolhouse 1 ½ miles from the farm through the 8th grade. &nbsp;On June 6, 1954, he married Arlene Muth in Hoisington at Emmanuel Lutheran Church, having been married over 68 years. He was a farmer and then entered the United States Army. He was a tank driver for his military commander at Fort Riley.&nbsp;He was a member of the church council, head usher and Sunday school superintendent of Emmanuel Lutheran Church in Hoisington. He then moved to Great Bend and was a member of Trinity Lutheran Church until his death. He was a member of Eagles Lodge of Great Bend for 55 years.&nbsp;Survivors include two daughters, LaVentrice Wilhelm of Surprise, Ariz., and LaVeneia Smith and husband, Kyle, of Claflin, Kan.; a grandson, Preston Smith, of Claflin, Kan.; and a sister-in-law, Marilyn Rice of Greenwood, Ark.He was preceded in death by his wife; his parents; a brother, Ernest Wilhelm; and three sisters, Janiece Cowan, Janeal Rodecape, and Darlene Rundle.Memorial service will be at 2:00 p.m., Thursday, September 28, 2023, at Bryant Funeral Home, with Nancy Mitchell, PMA, presiding. The family will be receiving guests prior to the service from 1:00 p.m. to 2:00 p.m. at Bryant Funeral Home.
