The government says record U.S. crude production will continue to grow next year. The Energy Information Administration forecasts a one-million barrel per day increase in U.S. output next year. Current output averages over 13 million barrels per day, an all-time high. 

The Energy Information Administration's Short Term Energy Outlook says production cuts by the OPEC-Plus export group will offset growth elsewhere. That should help maintain what the government called a "relatively balanced" global market. The Energy Information Administration also forecasts a drop in domestic gasoline use. If our gasoline consumption matches the forecast, it would mark the lowest per capita consumption rate in twenty years.

A monthly report from OPEC acknowledges dramatic U.S. supply growth, and forecasts increased growth in oil demand within and outside the cartel's customer base. The Monthly Oil Market Report increases its expectations for demand through the end of this year, and predicts steady growth in demand next year. OPEC reports the lowest U.S. imports since December, and the highest U.S. exports since March.

Record high production is tracking alongside record high wages and unemployment in the U.S. oil patch. Wages for front-line oil-and-gas workers rose for a third straight month in September to a new record: $43.63 per hour. Citing data from the Labor Department, Bloomberg reports take-home pay in the patch is up 5.7% over a year ago. The unemployment rate in oil and natural gas jumped to 6.1% in October compared to less than 1% (0.8%) a year earlier. This is the second time this year that oil patch unemployment rose above 6%.

The benchmark Nymex futures contract settled Friday at $77.17 per barrel, up more than a dollar on the day. But in the last week the price is down more than three dollars, in the last two weeks it's down eight dollars, and in the lasts three weeks it's down more than eleven dollars a barrel. In morning trading Monday prices were up more than sixty cents. London Brent rose above $82 a barrel and WTI was just a few cents shy of $78.

Kansas Common crude at CHS in McPherson starts the week at $67.50 per barrel after gaining a $1.50 on Friday. That's down more than three dollars from the start of the month.

The Rotary Rig Count from Baker Hughes stands at 616 active rigs, down two oil rigs from last week. The count in Louisiana was down three. Texas was down two rigs. Oklahoma and New Mexico were each up one.

The Kansas Rig Count from Independent Oil &amp; Gas Service is down one rig in western Kansas and up one east of Wichita. The tally is up ten percent from a month ago, but down more than 26% from last year at this time. Drilling was underway Friday on one lease in Barton County and one in Ellis County.

Kansas regulators report 197 new intent-to-drill notices across the state last month, including five in Barton County and six in Ellis County. The Kansas Corporation Commission lists 1,188 new intents for the first nine months of the year, compared to 1,457 through October last year. So far this year, Barton County has 36 intents on file. Ellis County has 43. Russell County has five and Stafford County adds 24.

Kansas regulators approved permits for drilling at 25 new locations last week, 14 in eastern Kansas and 11 west of Wichita, including one in Barton County. That's 1,140 new permits so far this year, compared to 1,436 a year ago, a drop of about 20%.

Independent Oil and Gas Service reports 52 newly-completed wells across the state, with 33 in western Kansas, including one in Barton County, five in Ellis County and one in Stafford County.

As goes Citgo, so goes Venezuelan refining. It could take several months, but three refineries are included in the upcoming auction of the Venezuelan company Citgo as part of the U.S. move to relax sanctions against that country.&nbsp; According to the Energy Information Administration, the three refineries together account for about five percent of U.S. refining capacity. The refineries are built for the sour, heavy crude grades once supplied by Venezuelan oil fields. On October 23, &nbsp;marketing materials were offered to potential buyers, marking the formal beginning of the process to auction off the company.

Petroleum rail shipments were one of nine cargo categories that saw increases in October according to the Association of American Railroads, which noted an increase of 5,046 carloads or 14.2% over last year. Oil-by-rail traffic for the week through October 28 was up more than 13% over a year ago. At 9,976 tanker carloads, rail shipments increased by 33 carloads over the week before.&nbsp;&nbsp;

SHAWNEE COUNTY— Law enforcement authorities are investigating a deadly shooting continue asking the public for help to locate a suspect.

On October 11, police responded to a shooting in the 1200 block of SW Clay Street in Topeka, according to Police Lt. Donna Eubanks.

 First responders found 18-year-old s Ra’Juan Spicer,suffering from a life-threatening gunshot wound. He was pronounced deceased by medical personnel at the scene.&nbsp;

Police are attempting to locate Reginald Rucker-Plakio, 17, of Topeka, in reference to the homicide.

Homicide: Search continues for Kan. teen for deadly shooting

According to data published by the Pew Charitable Trusts, an affiliate of the Pew Research Center, Kansas ranks dead last in the country on the share of state revenue that comes from federal funds.

Across the country, the percentage of state revenue from federal funds ranges from about a quarter to more than half of state revenue and according to Pew, a higher or lower percentage does not necessarily indicate a problem for state budgets.

The highest and lowest ranked states vary greatly — and perhaps challenge some partisan stereotypes about federal spending. Alaska, Louisiana, Montana and Rhode Island make up the top four, while New Jersey, California, Utah, and Kansas fall at the bottom of the list.

To some, this may not seem like a bad thing; Kansas’ politics has strong libertarian undertones after all.

However, the federal share of state revenue does reflect how much funding states receive from the federal government to help pay for public services — healthcare, education and training, transportation, infrastructure, etc.

In Kansas in particular, our ranking shows that federal dollars are left on the table rather than being used on public goods that benefit citizens.

The latest Kansas Speaks public opinion survey — conducted by the Docking Institute of Public Affairs at Fort Hays State University from September 20 to October 10 of this year — shows that nearly 70% of respondents support Medicaid expansion.

Ninety-percent of the cost of expanding KanCare, the state’s Medicaid program, would come from federal dollars under the 2010 Affordable Care Act. Forty states and Washington, D.C. have enacted expansion, including all of our neighboring states — three of which expanded Medicaid via initiative petition.

Studies estimate that 150,000 Kansans would gain coverage under KanCare expansion. Sixty-six percent of Kansas Speaks respondents indicated that these Kansans deserve healthcare from the state.

Furthermore, expanding KanCare would also keep rural hospitals open — which is critically important to our rural communities.

In an investigation by Wichita’s KWCH Factfinder 12 team earlier this year, over half of the state’s rural hospitals are at risk of closing. Of 104 rural hospitals, 60 are at risk of closing, including 29 facing immediate risk.

Just over 64% of Kansas Speaks respondents agree that keeping rural hospitals open is an important benefit of expanding KanCare.

In the face of Kansas' unique position as the lowest-ranked state in terms of federal funds contributing to our state revenue, it becomes evident that there is untapped potential for improving the well-being of citizens.

The data from Pew and Kansas Speaks paint a clear picture: Kansas has an opportunity to leverage federal funding to enhance public services, especially in the crucial areas of healthcare and rural hospital sustainability.

Accepting federal funds does not compromise our values but rather presents an avenue to improve the lives of our fellow Kansans. It's not just about numbers; it's about providing a lifeline to those who need it and ensuring the stability of our rural hospitals.

Kansas stands at a crossroads, with the opportunity to harness federal resources for the betterment of our citizens and communities.

Expanding KanCare is not just an investment in healthcare; it is an investment in the future of our state, where every individual's well-being and the vitality of our rural communities matter.

Kansas can rise above its ranking by embracing practical solutions that reflect our deeply held values of compassion, community, and care for one another.

ELLIS COUNTY — The 93rd annual 4-H Achievement Banquet was recently held on October 28 at the Ellis Co. Fairgrounds in Hays to honor Ellis Co. 4-H'ers.

More than 150 4-H members, their families, and special guests attended the annual awards banquet sponsored by the Ellis County 4-H Council. This year they recognized all Ellis Co. 4-H members, leaders and supporters.

Kylee Pfeifer and Jaiden Pfannenstiel were awarded the “I Dare You” leadership award.

The national I Dare You Leadership Award is given in recognition of personal integrity, balanced living, and potential for leadership. Each recipient receives a copy of Danforth’s inspirational book, "I Dare You."

Pfeifer’s reference wrote “Hard working and determined are two key words that come to mind when you mention the name, Kylee Pfeifer. She has proven this about herself in many ways. I have known Kylee all her life and have seen her demonstrate these skills as well as other leadership skills from an early age and have continued through her high school years.”

Pfannenstiel’s reference wrote “She has always impressed me with her ability to remain composed in challenging situations and to authentically support and lead her fellow 4-H club members. Jaiden looks for opportunities to help and her creative and authentic approach to leadership inspires younger 4-H club and community members.”

The Kansas Key Award is presented to 10% of Kansas 4-H’ers who attain a high level of&nbsp;leadership throughout their 4-H career. You must be enrolled in the 4-H Leadership project for four years and complete nine of eleven leadership goals set out by the state 4-H program. 

This special 4-H leadership award went to Kylee Pfeifer.

Grace A. Schmeidler was awarded the 2023 Rosemary Smith 4-H Scholarship given by her family in memory of long time 4-H Leader Rosemary Smith. Schmeidler has served at many levels in her 4-H career to help promote 4-H. Her latest has been as a member of the Kansas State Youth Council and she has chaired the 48 Hours of 4-H project.

Senior Project Record winners will advance to the NW Area competition in January.

Each 4-H Club in the county has the opportunity to nominate a business and an individual who they feel have gone above and beyond the call of duty to help Ellis Co. 4-H. The Ellis Co. 4-H Council makes the final decision on who to recognize as a “Friend of 4-H.”

This year’s individual Friend of 4-H goes to Tom and Marcy McClelland. They were nominated by the Ellis Sunflowers 4-H Club. 

Former 4-H leader Marcy McClelland is no stranger to the time and commitment necessary for 4-H'ers to succeed in their projects. She and her husband, Tom, make sure to comment and make note of kids’ successes and activities. McClelland  became involved in 4-H at the young age of 8 and has served in many capacities, perhaps the most important is supporter. She has been involved in Ellis County 4-H since 1980. McClelland  has judged at many levels of 4-H competition, ranging from local to state. They have continually supported the scholarship auction and 4-H awards. Tom and Marcy always make a point to connect with the 4-H kids and support them throughout the year. When talking to McClelland  about her years of service, she said it was worth the while for the adventure and that 4-H has come a long way since she was a member. Tom and Marcy McClelland have a definitive love for 4-H and the youth of Ellis County. Thank you for your dedication to Ellis County 4-H; you truly are a Friend of 4-H.

This year’s business Friend of 4-H is Four Winds Veterinary Service– Sandy Sprague. 

They were nominated by the Victoria Vikings 4-H Club for their continuous support to Ellis County 4-H. Sandy has been seen being patient, kind and helpful with 4-H members and parents. Sandy always steps up to be the dog superintendent and finds assistance for the dog show that happens before the fair each year. She volunteers her time to help with spring weigh-in and livestock check-in at the fair. During the fair she is seen attending shows throughout the week. Four Winds Vet Clinic is a valuable business that supports Ellis County 4-H. Sandy’s service to the 4-H'ers and the livestock do not go unnoticed and she truly is a Friend of 4-H.

Congratulations and thank you to these individuals for their dedication to and support of Ellis County 4-H youth.

All Ellis Co. 4-H members present received their certificate of completion and were awarded their membership pins based on the number of years and level of involvement in the local and statewide 4-H program activities. Club leaders and Shooting Sports instructors were also recognized for their dedication to the 4-H program.

They were nominated by the Ellis Sunflowers 4-H Club. Former 4-H leader Marcy McClelland is no stranger to the time and commitment necessary for 4-H'ers to succeed in their projects. She and her husband, Tom, make sure to comment and make note of kids’ successes and activities. McClelland became involved in 4-H at the young age of 8 and has served in many capacities, perhaps the most important is supporter. She has been involved in Ellis County 4-H since 1980. McClelland has judged at many levels of 4-H competition, ranging from local to state. They have continually supported the scholarship auction and 4-H awards. Tom and Marcy always make a point to connect with the 4-H kids and support them throughout the year. When talking to McClelland about her years of service, she said it was worth the while for the adventure and that 4-H has come a long way since she was a member. Tom and Marcy McClelland have a definitive love for 4-H and the youth of Ellis County. Thank you for your dedication to Ellis County 4-H; you truly are a Friend of 4-H.This year’s business Friend of 4-H is Four Winds Veterinary Service– Sandy Sprague. They were nominated by the Victoria Vikings 4-H Club for their continuous support to Ellis County 4-H. Sandy has been seen being patient, kind and helpful with 4-H members and parents. Sandy always steps up to be the dog superintendent and finds assistance for the dog show that happens before the fair each year. She volunteers her time to help with spring weigh-in and livestock check-in at the fair. During the fair she is seen attending shows throughout the week. Four Winds Vet Clinic is a valuable business that supports Ellis County 4-H. Sandy’s service to the 4-H'ers and the livestock do not go unnoticed and she truly is a Friend of 4-H.Congratulations and thank you to these individuals for their dedication to and support of Ellis County 4-H youth.All Ellis Co. 4-H members present received their certificate of completion and were awarded their membership pins based on the number of years and level of involvement in the local and statewide 4-H program activities. KDOT announces approved October bids in northwest Kansas

WASHINGTON (AP) —&nbsp;<a href="https://apnews.com/hub/joe-biden">President Joe Biden</a>&nbsp;and&nbsp;<a href="https://apnews.com/hub/xi-jinping">Chinese President Xi Jinping</a>&nbsp;will meet Wednesday in California for talks on trade,&nbsp;<a href="https://apnews.com/hub/taiwan">Taiwan</a>&nbsp;and managing fraught U.S.-Chinese relations in the first engagement between the leaders of the world's two biggest economies in&nbsp;<a href="https://apnews.com/article/biden-taiwan-indonesia-xi-jinping-government-and-politics-961bb4680962cc53b4375af3bcbc4927">a year</a>.

The White House has said for weeks that it anticipated Biden and Xi would meet on the sidelines of&nbsp;<a href="https://apnews.com/hub/asia-pacific-economic-cooperation">the Asia-Pacific Economic Cooperation summit</a>&nbsp;in San Francisco, but negotiations went down to the eve of the gathering, which kicks off Saturday.

White House press secretary Karine Jean-Pierre said in a statement the leaders would discuss the “continued importance of maintaining open lines of communication” and how the they “can continue to responsibly manage competition and work together where our interests align, particularly on transnational challenges that affect the international community.”

China’s Foreign Ministry said in a statement Friday that Xi would attend APEC from Tuesday to Nov. 17 at Biden’s invitation and would take part in the U.S.-China summit.

Two senior Biden administration officials, who earlier briefed reporters on the condition of anonymity under ground rules set by the White House, said that the leaders would meet in the San Francisco Bay area but declined to offer further details because of security concerns. Thousands of protesters are expected to descend on&nbsp;<a href="https://apnews.com/article/apec-summit-san-francisco-5182a80875c37ff69dade8ce50f25963">San Francisco</a>&nbsp;during the summit.

Treasury Secretary Janet Yellen and Chinese Vice Premier He Lifeng&nbsp;<a href="https://apnews.com/article/yellen-china-biden-white-house-trade-04e57bc5256b3e71cb00b2d4ea1ae7d1">met on Thursday</a>&nbsp;in the San Francisco, the latest in a string of senior level engagements between the nations in recent months aimed at easing tensions. Yellen and He are set to continue talks on Friday.

The Biden-Xi meeting is not expected to lead to many, if any, major announcements, and differences between the two powers certainly won't be resolved. Instead, one official said, Biden is looking toward “managing the competition, preventing the downside risk of conflict and ensuring channels of communication are open.” The officials said they believed it would be Xi's first visit to San Francisco since he was a young Communist Party leader.

The agenda includes no shortage of difficult issues.

Differences in the already complicated U.S.-Chinese relationship have only sharpened in the last year, with Beijing bristling over new U.S. export controls on advanced technology; Biden ordering&nbsp;<a href="https://apnews.com/article/politics-united-states-government-china-antony-blinken-51e49202f2a0a50541cde059934c4cfb">the shooting down</a>&nbsp;of a Chinese spy balloon after it traversed the continental United States; and Chinese anger over&nbsp;<a href="https://apnews.com/article/taiwan-tsai-us-visit-china-warnings-updates-652813f8ce4d9804f372fd05ccaab435">a stopover</a>&nbsp;in the U.S. by Taiwanese President Tsai Ing-wen earlier this year, among other issues. China claims the island as its territory.

Biden will also likely press Xi on using China's influence on North Korea, during heightened anxiety over an increased pace of ballistic missile tests by North Korea as well as&nbsp;<a href="https://apnews.com/article/north-korea-russia-us-munitions-ukraine-war-7091eaba254b680888a9b1ec8a68135f">Pyongyang providing munitions to Russia</a>&nbsp;for its war in Ukraine.

The Democratic president is also expected to let Xi know that he would like China to use its burgeoning sway over Iran to make clear that Tehran or its proxies should not take action that could lead to expansion of&nbsp;<a href="https://apnews.com/hub/israel-hamas-war">the Israel-Hamas war</a>. His administration believes the Chinese, a big buyer of Iranian oil, have considerable leverage with Iran, which is a major backer of Hamas.

Biden and Xi last met nearly a year ago on the sidelines of&nbsp;<a href="https://apnews.com/article/biden-taiwan-indonesia-xi-jinping-government-and-politics-961bb4680962cc53b4375af3bcbc4927">the Group of 20 summit</a>&nbsp;in Bali, Indonesia. In the nearly three-hour meeting, Biden objected directly to China’s ”coercive and increasingly aggressive actions” toward Taiwan and discussed Russia’s invasion of Ukraine and other issues. Xi stressed that "the Taiwan question is at the very core of China’s core interests, the bedrock of the political foundation of China-U.S. relations, and the first red line that must not be crossed in China-U.S. relations.”

The Chinese foreign ministry said this time Biden and Xi would focus on “in-depth communications on the strategic, overall and directional issues of the China-US relations as well as major issues concerning world peace and development."

Next week's meeting comes as the United States braces for a potentially bumpy year for U.S.-Chinese relations, with&nbsp;<a href="https://apnews.com/article/taiwan-china-politics-tsai-ing-wen-peace-db344d155e1b33b02a9ab18cc9e7e8de">Taiwan set to hold a presidential election</a>&nbsp;in January and the U.S. holding its own presidential election next November.

Beijing sees official American contact with Taiwan as encouragement to make the island’s decades-old de facto independence permanent, a step U.S. leaders say they don’t support. Under&nbsp;<a href="https://apnews.com/article/joe-biden-china-united-states-xi-jinping-taiwan-3055a4fba210ab6dd3d59c109ac9038e">the “One China” policy</a>, the U.S. recognizes Beijing as the government of China and doesn’t have diplomatic relations with Taiwan, but it has maintained that Taipei is an important partner in the Indo-Pacific. Biden intends to reaffirm the U.S. wants no change in the status quo, one official said.

Disinformation experts testifying before the Senate Intelligence Committee&nbsp;<a href="https://apnews.com/article/disinformation-china-us-xinjiang-global-opinion-c9e033f22622841935a2b1bc1060c01b">have warned</a>&nbsp;that Beijing could aim to target the U.S., sowing discord that might influence election results at the local level, especially in districts with large numbers of Chinese-American voters.

The Biden administration has sought to make clear to the Chinese that any actions or interference in the 2024 election “would raise extremely strong concerns from our side,” according to one official.

The officials also noted that Biden is determined to restore military-to-military communications that Beijing largely withdrew from after&nbsp;<a href="https://apnews.com/article/china-asia-beijing-malaysia-a5a6acc391511c99b1b4c2d69e67b133">then-House Speaker Nancy Pelosi's visit to Taiwan</a>&nbsp;in August 2022.

All the while, the number of unsafe or provocative encounters involving the two nations’ ships and aircraft have spiked.

Last month, the U.S. military released a video of&nbsp;<a href="https://apnews.com/article/us-south-china-sea-military-jet-bomber-0af848de95db435276e7642a4a401939">a Chinese fighter jet flying within 10 feet</a>&nbsp;(3 meters) of an American B-52 bomber over the South China Sea, nearly causing an accident. Earlier that month, the Pentagon released footage of some of the more than 180 intercepts of U.S. warplanes by Chinese aircraft that occurred in the last two years, part of a trend U.S. military officials call concerning.

Gen. CQ Brown Jr., the top U.S. military commander, told reporters in Tokyo on Friday that&nbsp;<a href="https://apnews.com/article/japan-us-china-military-top-general-e4e85c6f82a8fadbf3a5611bd6ee91d6">restoration of military-to-military contacts</a>&nbsp;is “hugely important” to “ensure there is no miscalculation” between the sides. He said he conveyed his desire to restart the dialogue in a letter to his Chinese counterpart.

The officials also said Biden would underscore U.S. commitment to the Philippines, following a recent episode in which Chinese ships&nbsp;<a href="https://apnews.com/article/south-china-sea-philippines-collision-67aa7e2ca5df4f4e3a7c3bceff46c26f">blocked and collided with two Filipino vessels</a>&nbsp;off a contested shoal in the South China Sea.

The Philippines and other neighbors of China are resisting Beijing’s sweeping territorial claims over virtually the entire sea.

“I want to be very clear,”&nbsp;<a href="https://apnews.com/article/joe-biden-australia-albanese-state-visit-b8b86f334f8107b2eb04ed96ddb9128b">Biden said in October</a>. "The United States’ defense commitment to the Philippines is iron clad.”

Both sides appeared to be carefully considering security for the meeting, declining to publicize the venue of the much-anticipated talks.

Thousands of people protesting climate destruction, corporate practices, the Israel-Hamas war and other issues are expected to descend on San Francisco during the summit.

San Francisco Police Department Chief Bill Scott said his department expects several protests a day but doesn't know which ones will materialize where and when. He said the city respects people’s right to mobilize peacefully but will not tolerate property destruction, violence or any other crime.

 Darnell M. Richmond, 56, Kansas City, Kansas, was taken into custody by detectives on Nov. 2. The Wyandotte County District Attorney’s Office has charged him with three counts of aggravated robbery; aggravated criminal threat; two counts of conspiracy to commit aggravated robbery; possession of cocaine; two counts of theft; attempted theft; and possession of marijuana or THC. 

Richmond is being held in the Wyandotte County Jail on a $200,000 bond.

On Nov. 8, officers took his accomplice, Kenton Marcus Williams, 45, Kansas City, Kansas into custody .

The Wyandotte County District Attorney’s Office has charged him with three counts of aggravated robbery; attempted aggravated robbery; two counts of a criminal threat; two counts of conspiracy to commit aggravated robbery; two counts of theft; and attempted theft. Williams is also being held in the Wyandotte County Jail on a $200,000 bond.

Detectives believe that on Monday morning, October 30, Richmond robbed the Community First Bank at 650 Kansas Ave. after an unsuccessful attempt at the Bank of America branch located at 7809 State Ave. 

Then three days later, on Thursday afternoon, November 2 they believe he then returned to Community First where he left with an unspecified amount of money.

FBI helps make arrest in series of Kansas bank robberies

WASHINGTON (AP)— U.S. and coalition forces in Iraq and Syria have been targeted multiple times in the last day, with three minor injuries reported, U.S. defense officials said Thursday.

The attacks took place as the U.S. conducted another airstrike against an Iranian weapons storage area Wednesday to try to convince Iranian-backed militant groups to cease the hostilities and avoid spurring a larger conflict

Within the past day, militants have launched two separate attacks using multiple rockets against U.S. and coalition forces operating at Green Village, Syria; a one-way drone attack was launched against U.S. and Coalition forces at Mission Support Site Euphrates, Syria; U.S. and coalition convoy encountered a roadside bomb near the Mosul Dam, in Iraq; and a one-way attack drone was launched at U.S. and coalition forces at the al Asad air base in Iraq.

There were three minor injuries reported in the Green Village attacks but all personnel returned to duty.

No other injuries or damage was reported in the strikes, according to defense officials who provided details of the attacks on the condition of anonymity to discuss details not yet made public.

According to deputy press secretary Sabrina Singh, U.S. and coalition forces have been attacked 46 times since Oct. 17, injuring 56 personnel. All have returned to duty, Singh said.

According to a statement Thursday from the Defense Department, U.S. force enhancements in the Middle East, include recently deployed Terminal High Altitude Area Defense and Patriot missile defense systems, additional fighter squadrons, two carrier strike groups, and an Ohio-class nuclear-powered guided missile submarine, according to Dana Stroul, deputy assistant secretary of defense for the Middle East.

"We also placed over 2,000 personnel and a range of units on a heightened state of readiness, some of which [were] subsequently deployed," Stroul said. "These deployments demonstrate our commitment to Israel's security, to regional stability, and to deterring those who seek to widen this conflict. It also bolsters the department's ability to respond quickly to the evolving security environment."

The department's commitment to Israel's right to defend itself from terrorism is "ironclad," and the department is working daily to help Israel do that, Stroul told lawmakers.

"We are working around-the-clock to determine which munitions and equipment from U.S. inventory can quickly be made available," Stroul said. "Air defense is a high priority, as are medical supplies, artillery, ammunition and precision-guided munitions. Deliveries are taking place on a near daily basis."

Since the initial attack, Stroul said Hamas has been using civilians as human shields, has blocked the delivery of humanitarian aid, and continues to hold at least 200 civilians.

"The Department of State designated Hamas a foreign terrorist organization in 1997," she said. "Hamas is responsible for the abhorrent terrorist attack in Israel. And Israel is executing military operations to ensure that Hamas is never again able to perpetuate a terrorist attack like it did in October."

US Troops in Syria and Iraq come under more attacks

BILLINGS, Mont. (AP) — Astronaut Frank Borman, who commanded Apollo 8's historic Christmas 1968 flight that circled the moon 10 times and paved the way for the lunar landing the next year, has died. He was 95.

Borman died Tuesday in Billings, Montana, according to NASA.

Borman also led troubled Eastern Airlines in the 1970s and early '80s after leaving the astronaut corps.

But he was best known for his NASA duties. He and his crew, James Lovell and William Anders, were the&nbsp;<a href="https://apnews.com/article/4412e721713842b984817355fc291c12">first Apollo mission to fly to the moon</a>&nbsp;— and to see Earth as a distant sphere in space.

“Today we remember one of NASA’s best. Astronaut Frank Borman was a true American hero,” NASA Administrator Bill Nelson said in a statement Thursday. "His lifelong love for aviation and exploration was only surpassed by his love for his wife Susan.”

Launched from Florida’s Cape Canaveral on Dec. 21, 1968, the Apollo 8 trio spent three days traveling to the moon, and slipped into lunar orbit on Christmas Eve. After they circled 10 times on Dec. 24-25, they headed home on Dec. 27.

On Christmas Eve, the astronauts read from the Book of Genesis in a live telecast from the orbiter: "In the beginning, God created the heaven and the earth. And the earth was without form, and void; and darkness was upon the face of the deep."

Borman ended the broadcast with, “And from the crew of Apollo 8, we close with good night, good luck, a Merry Christmas, and God bless all of you — all of you on the good Earth.”

Lovell and Borman had previously flown together during the two-week Gemini 7 mission, which launched on Dec. 4, 1965 — and, at only 120 feet apart, completed the first space orbital rendezvous with Gemini 6.

"Gemini was a tough go," Borman told The Associated Press in 1998. "It was smaller than the front seat of a Volkswagen bug. It made Apollo seem like a super-duper, plush touring bus."

In his book, "Countdown: An Autobiography," Borman said Apollo 8 was originally supposed to orbit Earth. The success of Apollo 7's mission in October 1968 to show system reliability on long duration flights made NASA decide it was time to take a shot at flying to the moon.

But Borman said there was another reason NASA changed the plan: the agency wanted to beat the Russians. Borman said he thought one orbit would suffice.

“My main concern in this whole flight was to get there ahead of the Russians and get home. That was a significant achievement in my eyes,” Borman explained at a Chicago appearance in 2017.

It was on the crew's fourth orbit that Anders snapped the iconic&nbsp;<a href="https://www.youtube.com/watch?v=dE-vOscpiNc&amp;t=1s">“Earthrise” photo</a>&nbsp;showing a blue and white Earth rising above the gray lunar landscape.

Borman wrote about how the Earth looked from afar: "We were the first humans to see the world in its majestic totality, an intensely emotional experience for each of us. We said nothing to each other, but I was sure our thoughts were identical — of our families on that spinning globe. And maybe we shared another thought I had, This must be what God sees."

After NASA, Borman's aviation career ventured into business in 1970 when he joined Eastern Airlines — at that time the nation’s fourth-largest airline. He eventually became Eastern’s president and CEO and in 1976 also became its chairman of the board.

Borman’s tenure at Eastern saw fuel prices increase sharply and the government deregulate the airline industry. The airline became increasingly unprofitable, debt-ridden and torn by labor tensions. He resigned in 1986 and moved to Las Cruces, New Mexico.

In his autobiography, Borman wrote that his fascination with flying began in his teens when he and his father would assemble model airplanes. At age 15, Borman took flying lessons, using money he had saved working as a bag boy and pumping gas after school. He took his first solo flight after eight hours of dual instruction. He continued flying into his 90s.

Borman was born in Gary, Indiana, but was raised in Tucson, Arizona. He attended the U.S. Military Academy at West Point, where he earned a bachelor of science degree in 1950. That same year, Borman married his high school sweetheart, Susan Bugbee. She died in 2021.

Borman worked as a U.S. Air Force fighter pilot, operational pilot and instructor at West Point after graduation. In 1956, Borman moved his family to Pasadena, California, where he earned a master of science degree in aeronautical engineering from California Institute of Technology. In 1962, he was one of nine test pilots chosen by NASA for the astronaut program.

He received the Congressional Space Medal of Honor from President Jimmy Carter.

In 1998, Borman started a cattle ranch in Bighorn, Montana, with his son, Fred. In addition to Fred, he survived by another son, Edwin, and their families.

Frank Borman, commander of the first Apollo mission to the moon, has died

WICHITA, Kan. – The Fort Hays State women's soccer team fell just short in the MIAA Tournament semifinals to No. 15 Central Missouri by a score of 1-0 on Thursday at the Stryker Sports Complex. The loss dropped the Tiger's record to 13-4-3, while the Jennies improved to 15-3-2 and advance to the conference tournament championship match on Saturday (Nov. 11).Thursday's match was the second meeting between the two teams this season. The Jennies won the first meeting 3-0 back on October 22 in Warrensburg, Mo.

Each team had minimal open chances at goal opportunities throughout the entire match on Thursday. Both goalkeepers worked hard early on, saving everything that came their way. The Jennies outshot the Tigers 6-3 in the first period of the match. UCM recorded the first four shots of the match, all within the first 22 minutes. Fort Hays State relied heavily on forward Allison Worley&nbsp;in the first period. Worley took all three of the team's shots in the first frame of play, but all three were saved by UCM goalie Kristen Wright.

Central Missouri found the back of the net in the 38' after Lexi Ruf sent a kick near the goal which appeared off-target but took a last second turn and ricocheted off the sidebar and into the net to put the Jennies up 1-0. From there, Central Missouri took to the defensive and aimed to preserve the lead.

The Tigers had only been shutout on three occasions this season prior to Thursday's match. Fort Hays State was only able to fire one shot in the second period when Jersey Garoutte&nbsp;attempted one just moments into the period.

Keeper Isabel Robben&nbsp;had three saves on the day with two in the first period and one in the second, but the goal by the Jennies in the 38' was all they needed to take down the No. 3 seeded Tigers.

Central Missouri is set to play the Hornets of Emporia State for the tournament title match on Saturday (Nov. 11) at 8 p.m. in Wichita, Kan.

The Tigers will now wait to see where they land for the NCAA National Tournament. The first round of the tournament is set for Thursday (Nov. 16) at a location that is still yet to be determined.&nbsp;&nbsp;

The Jennies won the first meeting 3-0 back on October 22 in Warrensburg, Mo.Each team had minimal open chances at goal opportunities throughout the entire match on Thursday. Both goalkeepers worked hard early on, saving everything that came their way. The Jennies outshot the Tigers 6-3 in the first period of the match. UCM recorded the first four shots of the match, all within the first 22 minutes. Fort Hays State relied heavily on forward Allison Worley&nbsp;in the first period. Worley took all three of the team's shots in the first frame of play, but all three were saved by UCM goalie Kristen Wright.Central Missouri found the back of the net in the 38' after Lexi Ruf sent a kick near the goal which appeared off-target but took a last second turn and ricocheted off the sidebar and into the net to put the Jennies up 1-0. From there, Central Missouri took to the defensive and aimed to preserve the lead.The Tigers had only been shutout on three occasions this season prior to Thursday's match. Fort Hays State was only able to fire one shot in the second period when Jersey Garoutte&nbsp;attempted one just moments into the period.Keeper Isabel Robben&nbsp;had three saves on the day with two in the first period and one in the second, but the goal by the Jennies in the 38' was all they needed to take down the No. 3 seeded Tigers.Central Missouri is set to play the Hornets of Emporia State for the tournament title match on Saturday (Nov. 11) at 8 p.m. in Wichita, Kan.The Tigers will now wait to see where they land for the NCAA National Tournament. The first round of the tournament is set for Thursday (Nov. 16) at a location that is still yet to be determined.&nbsp;&nbsp;

LYON COUNTY —A Kansas zoo is celebrating the birth of rare triplets. The David Traylor Zoo in Emporia announced Wednesday the arrival of triplets among the cotton-top tamarins, according to a media release.

Born October 27, to mother Kasasa and father Hotlips, these precious infants, classified as critically endangered, mark a significant addition to the American) Association of Zoos and Aquariums Species Survival Plan. 

The goal of the Species Survival Plan is to ensure a healthy and genetically diverse zoo population to keep the species stable.

Beyond her professional achievements, Jessica has also demonstrated an extraordinary commitment to community service. For the past 15 years, she has been a dedicated volunteer with the Love, Chloe Foundation, embodying the spirit of philanthropy and compassion. 

Alongside her husband Matt and their four daughters, Jessica also actively participates in the St. Elizabeth Ann Seton Catholic Parish in Salina. 

"We are thrilled to welcome Jessica Allen as our new director of development. New development director introduced at Catholic Charities 

PAWNEE COUNTY—A Kansas man accused of the Jessica's Law offense of Aggravated indecent Liberties; lewd fondling of a child under the age of 14 is out of custody after a two day jury trial in Pawnee County.

A jury made up of 6 men and 6 women deliberated for approximately two and a half hours Wednesday afternoon before returning a Not Guilty verdict for 33-year-old Joshua&nbsp; Bernal, according to Pawnee County Attorney Doug Mcnett.

The alleged incident was reported to the Larned Police Department on August 29, 2022, and was additionally investigated by the Kansas Department of Children and Families. It was alleged to have occurred at a private residence in Larned during the Summer of 2022.

Bernal was arrested on October 14, 2022, without incident.&nbsp;

Following the reading of the verdict, District Judge Bruce Gatterman released Bernal from any further obligation to the Court.

Jury: SW Kansas man not guilty of child sex crimes

Margaret A. “Marge” Roy was born March 30, 1926, on the family farm northwest of Selden, KS to Gottfried “Fred” and Sarah “Sadie” (McDonald) Mumm. She passed away peacefully on Monday, November 6, 2023, at the Rawlins County Hospital in Atwood, KS, at the age of 97.

Marge was one of 16 children and was raised on the family farm with 12 brothers and sisters, and attended school in Selden, KS.

After high school, Marge worked in Denver, CO, and Colby where she met her future husband. She married Eugene F. “Gene” Roy from Damar, KS on October 7, 1947, in Osage, IA. He was the love of her life, and they were married for 66 years before Gene passed away on November 12, 2013. They lived in several places in Kansas, Iowa, and Missouri; and settled in Phillipsburg, KS in 1949. 

Marge was a homemaker raising five children and worked hard to make a good home for her family. She enjoyed being a wife, mother and grandmother. She also worked for the Phillipsburg School District for more than 30 years in the cafeteria. After retiring she and Gene moved to Atwood, KS in 1996 where they were members of the Sacred Heart Church.

She was preceded in death by her husband Eugene “Gene” Roy; her parents Sarah “Sadie” and Gottfried “Fred” Mumm; brothers, Sylvester Paul, Gottfried Bernard, Frederick “Fritz”, Hubert, Charles “Bud”, and Clement “Clem” Mumm; sisters, Juliann Mumm, Anogene “Annie” Rogers, Josephine “Jo” Douglass, Eleanor “Norie” Rogers, Alberta “Berta” Ritter, and Clara “Sis” Newton; and two grandchildren.

Margaret was a much-loved wife, mother, and grandmother. She loved her family and took great pleasure in being with them. She was a gentle, kindhearted, generous, fun loving and determined woman that was loved by those whose life she touched.

She is survived by her three daughters, Shirley Dykes, Phoenix, AZ; Doris Chase and husband Dustin, Salina, KS and Connie Cooper and husband Mike, Atwood, KS; two sons, Duane Roy, Trinidad, CO and Mike Roy and wife Carole, Centennial, CO; 11 grandchildren, four stepgrandchildren, 28 great-grandchildren, four stepgreat-grandchildren, one great-great grandchild; brother Kenneth “Kenny” Mumm; two sisters, Mary Dolores “Dode” Raile and Joan “Judy” and husband Gordon Smith; and sisters-in-law Gail Mumm, Vicky Mumm and Pat Mumm.

Visitation will be 5:00 - 7:00 p.m., Thursday, Nov 9, 2023, at Baalmann Mortuary, Atwood, KS, with a vigil at 7:00 p.m. Funeral Mass will be 10:30 a.m. on Friday, Nov. 10, 2023, at Sacred Heart Catholic Church, Atwood, KS.

 </figure>By DIANE GASPER-O’BRIEN Special to Hays PostThe city of Victoria in the coastal plains of Texas is home to a beautiful Catholic cathedral and tradition-rich football.It’s hard to compare that Texas city with Victoria, Kan., whose “Cathedral of the Plains” actually was raised to the status of a minor basilica in 2014.But when it comes to spinning tales of their town’s success in high school football, Victoria, Kan. (population 1,150) can definitely share bragging rights with cities as large as Victoria, Texas, a city of 65,000-plus just 50 miles from the Gulf of Mexico.In fact, “our” Victoria – smack dab in the midst of land-locked rural Kansas – more represents the small town on which the book and movie “Friday Night Lights” were based than does the metro area of Victoria County, Texas.That popular sports film was based on a true story from the 1980s. When the film was released in October 2004, Victoria High School (the Kansas version) was well on its way to winning its first eight-man state football title.The Knights went on to claim three more state championships during the next 11 years and are currently enjoying a season that has taken them deep into the 2023 playoffs, cementing their legacy in Kansas eight-man football.<figure>

 </figure>But ask anyone associated with the Knights in the 1980s, and they will tell you that the tradition of winning football state championships began long before the calendar turned over to 2000.Victoria rode the momentum of its first state football title in 1981 – when it won the Class 2A, 11-man division – to two more championships in 1985 and ’88.Several players and coaches from the teams of the ‘80s still live in the area and remain supporters of the Knights today. Some will take to the road to Dighton for Friday’s sectional game or tune in to the radio broadcast on KFIX Eagle Radio 96.9 FM.Numerous players from the ’80s showed up for a reunion in their hometown last month to watch some outstanding high school football – and reminisce.Members of those first three state championship teams were honored at halftime of the Friday night game, then gathered at one of the former players’ garage afterward. They were back together again Saturday night at the local VFW building for a supper and more storytelling.Chris Windholz had the distinction of playing on a state championship team (1988) and serving as the head coach for the first eight-man title team (2004).<figure>

 </figure>Some made the trip from all across Kansas – and even several other states – for the reunion. And Doug Moeckel, head coach of the 1985 and ’88 teams, came in from Topeka.“We just felt so much support and didn’t want to let our school or our city down,” David Younger said of the Knight squads that followed the 1981 team.Younger, who now lives in Windsor, Colo., was a fifth-grader that year and was a freshman on the 1985 title team before starting as a senior on the 1988 squad.“I’ll always remember the camaraderie among us,” Younger said. “It was special.”Rod Goetz (1981 team), who still lives in the Victoria area, agreed. He told how he and his classmates decided to trade partying for working out the summer before their senior season.“We got a lot closer that summer, and I think it really made a difference in the fall,” he said. “After working out, we would go out to eat out together and all got along really well.”<figure>

 </figure>Two players from that team even roomed together growing up.Twin brothers Stan and Stuart Dome both stayed around Ellis County after graduation and still support the Knights.Some players and coaches gave talks at the Saturday dinner. They and others in the crowd got emotional as they relived their glory days.“You guys taught us the things that make us the men we are today,” Stan Dome told the coaches present.Bob Leikam, who scouted opponents for the 1981 team and was a long-time teacher in Victoria, said the feeling of appreciation was mutual.“People ask me what’s so special about Victoria,” Leikam said. “It’s hard to put into words, but it is special. I spent 33 years here, because I wanted our children to grow up with you kids. I’m thankful to have been a part of it.”<figure>

 </figure>Each team had something different to talk about.The 1981 team will always be remembered for a fake-punt play in the championship game that ultimately gave the Knights the momentum en route to upending previously unbeaten Frontenac to finish with a 12-1 mark.The 1985 team started the season 2-4 before reeling off seven-straight wins – the last two by 8-6 scores, outlasting Centralia on a snowy field in the title game.And the 1988 squad went undefeated to finish 13-0 (including four shutouts) while outscoring its opponents 394-107.“It takes a lot of luck to win it all, but that’s not the main thing,” added Jerry Brungardt, an assistant coach for all three of the state championship teams in the ’80s. “It’s the character of people that floats the boat.”An online description of the heart of Texas high school football is “a celebration of unity and community pride, where towns and cities come alive on game days, rallying behind their local teams. The fervor and passion surround each matchup of Texas high school football are unparalleled.”Stan Dome, for one, would beg to differ on that last sentence.“I remember back then, we often had a larger crowd for our away games than the home team,” he said. “It was something we’ll never forget.”That senior season meant so much to the Dome brothers that they later had clocks made with a photo of them standing by the state championship trophy.“That clock is still hanging, too,” Stan Dome said, “and it still keeps good time.”Good times continued long after that special 1981 season. Several players from that first state title team had relatives later win state championships in either 11-man or eight-man.One of those was Dave Kisner, whose younger brother, Jeff, was a member of the 1985 team. Jeff’s two sons also get to experience the joy of winning it all, too, during the Knights’ eight-man state championship runs.“It was such a wonderful ride,” said Jeff’s wife, Janine, who also grew up in Victoria. “… great memories.”The Knights of the 2020s hope to make more good memories.If Victoria (8-1) beats Dighton (6-4) Friday night, it will advance to the sub-state championship round. Because of the east-west formula for the playoffs, the sub-state site won’t be determined until the conclusion of the Minneola-Coldwater sectional game. The state championship game is set for Nov. 25 in Newton.Stay tuned. If all goes as planned, the Knights will be making a road trip on Thanksgiving weekend.
