A Hugoton man allegedly battered a woman while on the dance floor at Chuck's, 507 W. Seventh St.

Hays Police Chief Don Scheibler said 24-year-old David Cruz-Soto was arrested on alleged charges of aggravated sexual battery and interference with law enforcement after he resisted arrest.

Scheibler said officers were dispatched to the bar at about 12:51 a.m. on Aug. 16 after a woman reported being battered. The woman said a Hispanic man allegedly came up behind her, touched her inappropriately and then put his arm around her neck, choking her.

Scheibler said the woman was able to get away and officers found the suspect inside the establishment. He said the victim did not suffer injuries requiring hospital treatment.

Financing for several new projects in Hays will be reviewed during Thursday's city commission work session.

Commissioners will hear from Kim Rupp, finance director, about ordinances and resolutions to issue general obligation bonds and temporary notes for the automated water meter infrastructure, the police department and municipal court facility, The Grove housing development and an economic development grant and construction of infrastructure at Interstate 70, Exit 161. &nbsp;

A recommended bid award will be presented for the Hays Regional Airport terminal passenger parking lot expansion. The airport has been seeing record enplanements, and the parking lot needs to be enlarged for a second time.&nbsp;Morgan Brothers Construction of&nbsp;La Crosse was the low bidder at&nbsp;$248,019.

A rezoning request will be presented for the proposed Lincoln School apartment complex, 1906 Ash, from a public and institutional district to a residential multi-family district.

The owner of the property, Hays developer Michael Graham, is&nbsp;proposing remodeling the former school into apartments and constructing a&nbsp;residential multi-family housing development on the surrounding property.

&nbsp;Jana's Campaign and Options Domestic &amp; Sexual Violence Services will also present about the SafeBar Alliance Training and Bystander Intervention Training.

Hays City Commission to hear financing details of new developments

SALINE COUNTY—A fire in rural Saline County caused thousands of dollars in damage.

Just before 9a.m. Tuesday,&nbsp;&nbsp;a metal pole style building fire was reported at 6304 W. Thorstenberg Road, according to Saline County Sheriff's Captain Jim Hughes.

The fire destroyed 150 large round hay bales valued at $12,000, a Massey Ferguson swather with header valued at $40,000 and the 60-foot by 80-foot metal building.&nbsp; Owner, Miguel Contreras, did not have a value of the building.&nbsp;

The cause of the fire is suspected wet hays bales that spontaneously combusted, according to Hughes.

Sheriff: Thousands of dollars in damage after rural Kansas fire

Vicki Louise McDowell, 77, of
Lucas, Kansas, passed away peacefully on Monday, August 18, 2025. She was born
December 4, 1947, in Russell, Kansas, the daughter of Arvis and Christina
‘Louise’ (Corwin) Elliott.

Vicki grew up on a farm near
Paradise, Kansas, and graduated from Paradise Rural High School. She earned her
Bachelor of Science in Elementary Education from Fort Hays State University, a
degree that fueled a lifelong passion for teaching and nurturing young minds.
Her first teaching job took her to an Indian reservation in South Dakota, where
she immersed&nbsp;herself in a new community and shared her gift for education.

On November 12, 1969, Vicki
married the love of her life, Jim McDowell. Together, they built a life full of
love and partnership. Vicki continued her teaching career in Smith Center and
Gaylord before moving to Sylvan Grove in 1980. She taught in Sylvan Grove until
her retirement, leaving an indelible mark on countless students throughout her
decades-long career. She had a unique ability to connect with every child,
making each one feel seen, valued, and capable.

Although Vicki never had children
of her own, she was the beautiful and irreplaceable glue that held her family
together. Her love for her nieces, nephews, great-nieces, and great-nephews was
boundless and unconditional. She loved and cherished each of them as her own,
filling their lives with warmth, guidance, and unwavering support. Her family
will forever remember her as a cornerstone of love, strength, and joy.

Vicki was preceded in death by
her parents, Arvis and Louise Elliott. She is survived by her loving husband,
Jim McDowell; her siblings, Dwight Elliott (Owassa, OK), Paul Elliott (Dodge
City, KS), and Arlene Morgan (Wichita, KS); and a large, adoring family of
nieces, nephews, great-nieces, and great-nephews.

A celebration of Vicki’s life
will be held at 10:30 A.M. on Friday, August 22, 2025, at the Lucas Community
Church in Lucas, Kansas.&nbsp; Family will
greet guests from 9:30 A.M. to service time the day of the service at the
church.&nbsp; The family will have a graveside
service at 1:30 P.M. on Friday, August 22nd, at the Mount Herman Cemetery in
Paradise, Kansas.&nbsp; In lieu of flowers,
the family requests memorials be given to the Lucas Community Church and sent
in care of the mortuary.&nbsp;
Pohlman-Varner-Peeler Mortuary of Russell, Kansas, is in charge of the
funeral service arrangements.

Karen Rose Strachan, 76, of Russell, Kansas, died on Tuesday August 12, 2025, at the University of Kansas Health Systems - Great Bend Campus in Great Bend, Kansas.

Karen was born on October 06, 1948, in Hays, Kansas, the daughter of Virgil Martin and Adelinde Marie (Leikam) Bollig. She grew up in Hays, Kansas, and graduated from Marian High School. She attended Fort Hays State University, majoring in education. She married James Moore in 1973, they later divorced in 1977. She had two children from that union, Martin and Melissa. Karen worked for many years as a secretary for the Hays Area SRS office and helped her father, Virgil, by working at A.S.B. Oil. After leaving the SRS office, Karen worked at local factories in the Hays area such as Adronics-Elrob and Enersys.

She was united in marriage to John W. “Jay” Strachan IV on January 27, 1990, in Hays, Kansas, and became stepmother to Robert and Lori. She later moved to the Russell area in 1996. She worked as a cook/dietary aide at the Russell Regional Hospital for 17 years and was a longtime member of the St. John Lutheran Church in Russell. She enjoyed knitting, crocheting, reading books and her dogs. She especially enjoyed spending time with her family and attending her grandchildren’s activities.

Surviving family includes her son Martin Strachan of Russell, Kansas, daughter Melissa Wellbrock and husband John of Victoria, Kansas, stepson Robert Strachan of Hays, Kansas and stepdaughter Lori Riedel of Russell, Kansas; brother Wayne Bollig and wife Connie of Hays, Kansas, sister Donna Brohman of Downs, Kansas; and sister-in-law Kristine Bollig of Hays, Kansas. She has 12 grandchildren and 9 great-grandchildren.

She was preceded in death by her parents, husband John, and brother Dennis Bollig.

Cremation was selected by the family.  A memorial service to celebrate Karen’s life will be held at 10:30 A.M. on Tuesday, August 26, 2025, at St. John Lutheran Church in Russell, Kansas.  A reception in the church fellowship hall will immediately follow the church memorial service.  Visitation will be from 9 A.M. to 8 P.M. on Monday, August 25, 2025, at the mortuary with family greeting guests from 6 P.M. to 8 P.M. Monday evening. HAYS - The 2024 football season for Hays High ended with the program's first ever appearance in the state championship game. The loss in that finale did nothing to damper the expectations looking forward. Head coach Tony Crough knows the experience will pay off for his team. "I don't know that our kids feel a whole lot different about it. That doesn't mean you get to go in and make it back to the state championship game every year. But, it just feels like they are lot more settled in with what it looked like and how to operate."

Crough (45-28) enters his eighth year at the helm.&nbsp;

Mother Nature decided day number one of the football season would end with a cancelled practice. The following morning at 6:00 a.m. the team held their first practice on the turf at the brand new high school.

106 players donned helmets for a Indian team that returns most of the pieces from the prior year's running game. "With that offensive line coming back, that's always the staple of a good offense. Of course we are really talented in the backfield with Holden (Lind) and bringing in some new guys. But, being stable up front, having those guys that know what to do...it looks natural, looks normal, and they look comfortable."

Much of the focus on the offensive line lands on sophomore Gus Corsair. He landed a number of Power Five offers during the offseason.

Hays used a tough regular season in 2024 to ready themselves for a magical postseason run. That schedule gets even tougher in 2025.&nbsp;

The Indians traveled to Arvada, Colorado last year to face the Wheatridge Farmers. Wheatridge won't be making the return trip which left Hays High in search of a new opponent for week two of the season and the first varsity football game held at the new Hays High School. That opponent will be Choctaw, Oklahoma. The Yellowjackets are the 6A-II defending state champions, winning their last ten games in 2024.

The Indians' first eight opponents went a combined 63-24 last season. Only one of the schools had a final record under .500.&nbsp;They will travel to Derby to open the season with the Panthers on September 5th.

🏈 Hays High returns with heightened expectations

HAYS, Kan. - Meet the 2025 Fort Hays State Football team on Friday, August 22 at Big Creek Crossing in Hays. Coaches and players will be signing autographs and giving out 2025 schedule posters from 5 to 7 p.m.

Posters and sharpies for autographs will be provided. Members of the FHSU Cheer Squad and Victor E. Tiger will also be at the event. Fans can also bring their own Tiger gear to be signed.

The Tigers open the season on Thursday, August 28 hosting a matchup of ranked teams. The Tigers are ranked No. 20 in the D2Football.com Top 25, while the Rams are ranked No. 12. This is the second-straight year the Tigers host Angelo State to open the season and won 21-7 over a No. 24 ranked Rams team last year. Overall, Fort Hays State will be at home five times during its 11-game regular season schedule.

Bierocks fundraiser underway for Cancer Council of Ellis County

TOPEKA – The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the Countryside Estates MHP, Hays KS public water supply system located in Ellis County.

This advisory does not affect customers who receive water from the City of Hays or the Ellis County Rural Water public water supplies.

Customers should observe the following precautions until further notice:

The advisory took effect on August 20, 2025 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. 

KDHE officials issued the advisory because of a loss of pressure due to water main breaks. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Boil Water Advisory issued for Countryside Mobile Home Estates in Hays

The halls of Hays High School were bustling with curious students the last two days as students were allowed a sneak peek of their new school.

Today is the first day of school for all Hays USD 489 students, and the first full day of classes for the new $100 million high school.

Mario Hernandez, a junior, was there with other members of the student council serving as ambassadors for the new school.

Hernandez, a football player, said he is excited for the new athletic facilities.

Hays High has never played a home football game at its own facility. For years, the district has leased Fort Hays State University's Lewis Field. The Indians will play their first home game on Friday, Sept. 5.

"We have a beautiful new field, a new weight room. It's great," he said.

Kamden McBride, junior, said he is excited about the new performing arts center on campus. He said driving to another location was cumbersome. He's looking forward to the first performances of the chorus, band and orchestra in the new building.

"The whole school is amazing. I'm not into football, but having the view of the football field is beautiful."

The former Hays High School did not have an auditorium. Students either had to use the 12th Street auditorium, which was built more than 70 years ago and is in disrepair, or lease space at FHSU.

The new performing arts center seats 800 people, has an attached dressing room, costume shop and set workshop.

Alex Underwood, chorus teacher, noted the auditorium was designed with special attention to acoustics and rigging for scenery.

McBride said he wasn't too concerned about navigating the new school. He said finding classes was easy once you oriented yourself with the commons. He said he thought it was easier to navigate than the former Hays High.&nbsp;

The building is color-coded. Math and science are green, ground floor west. Music, performing arts and social studies are beige, ground floor east. Math, science, ag, business and the media center are light blue, second floor west. Art, English and world language are dark blue, second floor east.

The athletics wing is in the southwest portion of the building and painted with Hays High Indians logos in maroon and gold.

Avery Arias, junior, said, "The classrooms are bigger, and it allows for more space. There is new equipment and arts supplies and new culinary stuff. It opens up a lot of new opportunities for students in all areas, sports, art, business, everything."

&nbsp;Teachers are looking forward to their new spaces as well.

Maleigha&nbsp;Albers,&nbsp;English teacher, said&nbsp;the new extra space will help with her interactions with students.

"I love it. I love the room. Last year, I couldn't walk to the back of my room because it was so congested. I can move. I can help my kids better. I can maneuver the classroom a little bit better," she said.

Kathy Wagoner, English teacher, said, "It's an exciting time. I'm just thankful that the community has given us this opportunity to help kids grow. I love the extra space. It's an incredible building."

Wagoner said she taught for 34 years in a classroom with no windows. The new classrooms have many windows, which allow in natural light.

Many of the classrooms have class sliding doors that open into halls with flexible seating so students can work in small groups.

Wagoner said the design will allow for better supervision. In the old classrooms with the wooden doors, it was challenging to monitor both students working in the hall and the classroom.&nbsp;

"You were stuck in the doorway, and you had to look back and forth," she said.

Kayla Brown, chemistry teacher, said of her new classroom, "It's fabulous. More room to move around. Being able to use the desk as a class desk and dual lab benches is great. They are on casters, so it's easy to move them around."&nbsp;

She said the room has additional storage and it's more accessible.&nbsp;

A public ribbon cutting for the new high school will be at 5 p.m. Friday, Aug. 29, followed by the Maroon and Gold scrimmage. The public will be allowed to tour the building at that time.

The new classrooms have many windows, which allow in natural light.Many of the classrooms have class sliding doors that open into halls with flexible seating so students can work in small groups.Wagoner said the design will allow for better supervision. In the old classrooms with the wooden doors, it was challenging to monitor both students working in the hall and the classroom.&nbsp;"You were stuck in the doorway, and you had to look back and forth," she said.<figure>

They are on casters, so it's easy to move them around."&nbsp;She said the room has additional storage and it's more accessible.&nbsp;A public ribbon cutting for the new high school will be at 5 p.m. Friday, Aug. 29, followed by the Maroon and Gold scrimmage. 🎙 New Hays High opens today for first day of classes

Highlighting Fort Hays State University’s fall convocation on Wednesday was the presentation of faculty awards. Awards included the Faculty Member of the Year, John Heinrichs Outstanding Research Mentor, and the President’s Distinguished Scholar Award.

The Faculty Member of the Year award was presented to Dr. Terry Crull, Professor of Music and Theatre. Commerce Bank provided a $1,000 stipend for Crull in recognition of this honor.

“Terry’s unwavering commitment to student success is evident in his dynamic, high-impact teaching across choral ensembles, conducting and methods courses, and general education,” said FHSU Provost Jill Arensdorf. “His leadership in regional and international performance opportunities – most recently the 2024 Jubilate, Mozart! Festival in Austria – provides students with immersive, transformative experiences that cultivate professional excellence and global citizenship.”

The faculty member of the year is selected from the past year’s recipients of faculty awards for teaching, research and scholarly activity, and service.

The 2024-25 award for scholarly activity went to Dr. Ran An, Assistant Professor of Communication Sciences and Disorders, and Dr. Matthew Smalley, Associate Professor in the Department of English and Modern Languages. Outstanding service awards went to Will Stutterheim, Instructor of Psychology, and Dr. Jennifer Bechard, Assistant Professor of Health and Human Performance. Dr. Terry Crull, Professor of Music and Theatre, and Dr. Kenton Olliff, Associate Professor of Advanced Education Programs, were recognized for outstanding teaching.

John Heinrichs Outstanding Research Mentor

Dr. Anas Hourani, Associate Professor in Computer Science, was named the&nbsp;John Heinrichs Outstanding Research Mentor. The award is named after our esteemed former colleague, Dr. John Heinrichs, who was active in all research areas.

This award recognizes faculty members’ commitment, time, and energy in promoting undergraduate research. All current faculty and unclassified staff members at levels comparable to academic faculty are eligible. The awardee’s home department is provided with $500 of budget funding to benefit the recipient.

Hourani’s leadership in guiding student projects demonstrates his expertise and commitment to pushing the boundaries of AI applications. One of his students commented, “Without his help, I wouldn’t have imagined myself writing a research paper or even going on the path of artificial intelligence. In my honest opinion, nobody deserves this award more than Dr. Hourani.”

President’s Distinguished Scholar Award

Dr. Rose Helens-Hart, Associate Professor of Applied Business Studies, was announced as the 2025 President’s Distinguished Scholar. Helens-Hart exemplifies the spirit of this award through her sustained, innovative contributions to scholarship, teaching, and professional service. She has published 17 peer-reviewed articles, 12 as first author in respected journals, such as Business and Professional Communication Quarterly, advancing knowledge in business communication and talent development.

Helens-Hart will receive a $1,500 check at the President’s Distinguished Scholar program later in the academic year.

The President’s Distinguished Scholar Award was first conferred in 1989. The evaluation of each candidate for this honor is based on an analysis of their performance in research and creative activities, service, and instruction categories. Acceptable levels of performance must be demonstrated in service and instruction, with the primary focus of this award on research and creative activities.

A new interdenominational organization for moms will hold its first meeting from 9:30 to 11:30 a.m. Saturday, Sept. 13, at North Oak Community Church, 3000 Oak St.

“The MomCo. is a faith-based community of moms with children of any age who meet together to be an encouragement and support to one another in our walk through motherhood and our relationship with Jesus,” said Alicia Kumer, one of the group’s leaders.

She said the organization was once known as MOPS (Mothers of Pre-Schoolers) and was geared to moms of younger children. But the new organization invites moms of all ages, Kumer said. Moms with grown children and grandmothers are welcome to attend and sometimes even become “mentor moms” to some of the younger members, she said.

Free childcare will be provided. Kumer said it will be helpful if moms could call the church at 785-628-8887 to let organizers know how many children will be accompanying them.

She said the group will meet the second Saturday of the month from September through May. More information is available by calling the above number.

The Ellis County Commission has approved the final draft of the 2026 budget during&nbsp;its Tuesday meeting.

The general fund mill levy will increase by 1.961 mills, bringing the total general fund expenditures to $34.7 million, with additional funds for the fire district and solid waste.

Darin Myers, county administrator, said the mill levy increase will require a $100,000 household to pay $22 more per year, and a $200,000 household to pay $45 more per year.

After publication,&nbsp;a public hearing on the revenue-neutral rate and budget will be set for 8:30 a.m. Sept. 9 in the Ellis County Commission Chambers.

The city of Ellis received the commission's endorsement for a Kansas Department of Transportation grant application to fund improvements on West Second Street from Washington to Dorrance Street.

The project involves replacing the road with concrete and adding new curbs and gutters to handle heavy truck traffic. There is no financial impact for the county.

The commission continued a discussion from June on developing a plan for maintenance and upgrades to county roads maintained in subdivisions throughout the county.

Public Works Director Brendon Mackay presented 21 subdivisions to the commission, with Prairie Acres and Leiker Addition identified as the top priorities needing work.

A resident from Leiker Addition spoke with commissioners about conditions on 280th Avenue and said others living along the road are willing to consider a tax assessment for chip-and-seal improvements.

"[A neighbor] said that he and his wife can't even go out anymore. They can't sit on the front or the back because the road is so bad," the resident said regarding the road being dusty.

Commissioner Nathan Leiker said an engineering and drainage study would be needed before landowners determine the road surface type and its logistics through a petition.

Commissioner Michael Berges suggested completing three subdivisions per year, but Mackay said one or two should be completed instead due to limited time, resources and the need to balance subdivision work with maintaining major county roads.

The school board has put on hold a discussion about a donation from Golden Belt Bank for naming rights of the new Hays High football field.

The bank has offered a $200,000 donation for the naming rights.

The board discussed the donation at a retreat on Aug. 4.

Board President Curt Vajnar said the naming of the field was set to be on the agenda, but he removed it. He rescheduled the discussion for the Oct. 27 board work session.

Ruder said she objected to the delay because the football season will be half over by that time, and the bank could rescind its offer.

Vajnar gave the following reasons for the delay: • We should be in charge of naming, not reacting • Can't find another high school in Kansas that has named its field • We should decide what's to be named • We should construct the contract, what the signage looks like, the length of the contract, how often and how they are messaged • We should let all supporting businesses have an opportunity

Brooks said school board policy says that three board members can request a special board meeting.

Vajar said he would discuss moving the discussion up with Superintendent Ron Wilson.

"I think there are a lot more considerations than to say, yes, to the first one that comes along," Vajnar said.

Ruder said she thought the community has a right to know about the donation.

Board member Jayme Goetz said she thought naming rights should be considered a contract and not a donation.

Ruder said, "We just won the lottery, and you guys don't want to capitalize on it."

"You can only sell your soul so many times."In other business, the board heard an update on the Hays High School project. The school will open on Wednesday. Upperclassmen toured the school on Monday, and lowerclassmen will tour the building today.Although the school district has taken over the occupation of the school, some minor construction work is continuing, Wilson said.
