SEDGWICK COUNTY—A Kansas man convicted of child sex crimes involving a 14-year-0ld rescued from a closet in Wichita is going to prison for the rest of his life.

On Monday, Judge Jeff Syrios sentenced David Roark to a life sentence, followed by 122 months in prison.&nbsp; In October, Roark was convicted by a jury of 18 counts including Aggravated Indecent Liberties with a Child, Kidnapping, Child Abuse and Sexual Exploitation of a Child.&nbsp; Roark will be eligible for parole only after he has served 35 years in prison.&nbsp; This was the maximum sentence available to the court under Kansas law.

Just after midnight Dec. 14, 2022, a detective with the White County, Arkansas Sheriff’s Office contacted Wichita Police requesting assistance locating a missing child from their jurisdiction, according to Wichita Police Officer Chad Ditch.

&nbsp; A 14-year-old girl had left her home in Arkansas in early November and not returned.&nbsp; A follow-up investigation by White County detectives revealed she had been&nbsp;seen in a convenience store&nbsp;with a man before leaving in a vehicle with the same man later identified as 35-year-old&nbsp;David E. Roark of Wichita. Police also learned Roark was wanted on two warrants from the state of Kentucky.

Additional information provided by White County suggested that Roark was possibly in the Wichita area.

The Wichita Police Exploited and Missing Child Unit and the Internet Crimes Against Children Unit began investigating and located an address in the 1800 block of N. Litchfield in Wichita, where they believed Roark was staying.

Police observed Roark leaving the home and took him into custody. Officers then found the missing girl in a closet inside the house. Police took both of them for additional interviews, where it was discovered further crimes had occurred in Wichita.

A search warrant for the residence was completed, and David Roark was booked into the Sedgwick County Jail.&nbsp;

Maximum sentence: Teen runaway rescued from Kan. man's closet

Gordon Scott Philip, 64, passed away suddenly on Sunday, October 20, 2024. He was born in Hays, Kansas on August 6, 1960, the youngest son of George “Scotty” Philip IV and Jacqulyn Clowers Philip. He is preceded in death by his parents and his brother, Ian. Survivors include his sons, Alec (Kristen) of Wamego, and Hudson of Topeka, brother George of Hays, sister Sheilah (Robert) of Overland Park, and nephew George VI (Camille) of Manhattan.

Gordon earned a Bachelor’s degree in Sociology from Fort Hays State University, and did graduate work in Public Administration and City Planning at Southern Illinois University. He worked in HR positions at the Franklin-Williamson Social Services in Marion, Illinois, and briefly at the KSU Student Union. Other work over the years included hardware, flooring, and as a driver for Uber.

As a student at Hays High School (Class of ’78), he was on the football team and participated in Track and Field. As a junior, he won the javelin throw in the high school division at the KU Relays. His love of sports showed in his dedication to his sons as they participated in high school athletics, often driving them to meets or acting as a chaperone on the school bus. He and his former wife, Audrey Schremmer, helped found the Crossroads Soccer Club in Wamego, and he coached youth teams in soccer and in track and field events.

He will be remembered by family and friends as a boisterous and outgoing fellow, who never met a stranger. He enjoyed socializing, music, and sports. He was generous to a fault, and his siblings often noted that he would give someone the shirt off his back if they needed it. His kindness and generosity are his legacy, and we urge you to adopt those virtues yourself.

Funeral Services will be at 11:00 am on Saturday, November 23, 2024 at Hays Memorial Chapel Funeral Home with Pastor Brenda Rodger officiating. Private burial will be in Mount Allen Cemetery at a later date. In lieu of flowers, donations to the Ellis County Historical Society are appreciated. Janet Sue (Bird) Kaba-Moss, 79, of Hoxie, Kansas, passed
away peacefully on November 14, 2024, following a brief illness. Janet was born
on May 15, 1945, in Hutchinson, Kansas, to John E. and Norma Jean (Hornbeck)
Bird.



After graduating from Plainville High School, Janet attended Fort Hays State
University for one year. She later settled in Hoxie, where she devoted 35 years
as the beloved school secretary of Hoxie High School, making a lasting impact
on generations of students.



On October 3, 1964, Janet married Kenneth Kaba at Sacred Heart Catholic Church
in Plainville, Kansas. Together, they had two sons, Douglas Paul and Steven
Frederick. In 2002, two years after Ken’s passing, Janet was blessed to
reconnect with her daughter, Wilinda Shaffer-Harmon, shortly thereafter. This
reunion became a source of immense joy, and Wilinda and her family were a
treasured part of Janet’s life ever since.



In 2005, Janet married Archie Moss at The First Christian Church in Hoxie. They
shared eight wonderful years together, enjoying dinners, movies, and card games
with dear friends, before Archie’s passing in October 2013.



In her later years, Janet found companionship and joy in spending time with her
friend Doug Cass. They enjoyed trying new restaurants and playing cards with
friends.



Janet’s life was defined by her kind and nurturing spirit. She had a deep sense
of care for those around her, whether it was supporting students during her
years at Hoxie High School or lovingly caring for her family, including Archie,
her father, John, and her brother, Jerry, during their final years. She was
always ready to help anyone in need.



Janet is survived by her three children: Doug (Templeton, CA), Steve (Topeka,
KS), and Wilinda (Greg) Shaffer-Harmon (Fairview, OK). She also leaves behind
her stepchildren: Rick Moss, Don Moss, Shelia (Moss) Krannawitter, and Pam
(Moss) Erwin. Janet was deeply proud of her grandchildren: Eric Schmidt,
Brendan Schmidt, Cale Harmon, Taylor Kaba (Kailee), Clayton Kaba (Sophie), Kami
Kaba, Rhys Kaba, as well as her great-grandchildren, Addison and Rowan, who
held a special place in her heart. Janet is also survived by her sister, Connie
(Jim), Nephew Chad (Candi) Teichman, great nephew Trent Teichman.



She was preceded in death by her first husband, Ken; her second husband,
Archie; her parents, John and Norma Jean Bird; her brother, Jerry Bird and
niece Leaa Teichman Shaffer.



Visitation will be held on Thursday, November 21, 2024, from 2:00 to 7:00 p.m.
at Mickey Leopold Funeral Home in Hoxie, with the family present from 5:00 to
7:00 p.m. Funeral services will take place on Friday, November 22, 2024, at
10:30 a.m. at The First Christian Church in Hoxie, followed by lunch. Graveside
services and burial will be held at 2:00 p.m. at Plainville Cemetery, with a
gathering to follow at The VFW in Plainville.

In lieu of flowers the family suggests memorials to Hoxie

For the month of October 2024, the Ellis Police Department responded to 153 calls for service, conducted 32 traffic stops, and issued 1 traffic citation.

The Ellis Police Department also conducted several felony and misdemeanor investigations, resulting in 4 adult arrests.

The following adults were arrested in October by the Ellis Police Department:

On 10/06/2024, James Bieker was arrested on suspicion of Driving Under the Influence of Alcohol (1st Offense). He was cited and released after testing.

On 10/06/2024, Dakoda Elliott was arrested on suspicion of Possession of Marijuana and Possession of Drug Paraphernalia. He was cited and released.

On 10/07/2024, Holly Liscum was arrested on suspicion of Possession of Marijuana with Intent to Distribute, Possession of Heroin, Possession of Oxycodone, Possession of Drug Paraphernalia, and No Kansas Drug Tax Stamp. She was booked into the Ellis County Jail.

On 10/07/2024, Austin Smith was arrested on suspicion of Possession of Marijuana with Intent to Distribute, Possession of Heroin, Possession of Oxycodone, Criminal Use of Weapons, Possession of Drug Paraphernalia, and No Kansas Drug Tax Stamp. He was booked into the Ellis County Jail.

All suspects are considered innocent until proven guilty.

On 10/07/2024, an Ellis Police Officer on proactive patrol interrupted the plans of a pair of Interstate travelers as they stayed in the Days Inn Hotel. While patrolling the parking lot of the Days Inn, an Ellis Police Officer noticed a suspicious vehicle that was backed into a parking spot on the south end of the lot, tucked behind a trailer. As the officer approached the vehicle, he smelled the odor of marijuana. Much to the officer’s surprise, a very large stainless-steel pot was sitting near the vehicle, in plain view with the top open enough to see inside. On the inside of the pot, the officer was able to see a large amount of what he suspected to be marijuana. The officer requested assistance and began an investigation. Upon checking the vehicle's registration, it was discovered that the displayed temporary registration plate was being used illegally. Officers were then aided by hotel staff, who assisted in locating the owners of the vehicle. Officers then went to room 218 and contacted Holly Liscum and Austin Smith, who consented to a search of their hotel room. Smith also admitted to hiding a handgun in the room’s toilet as officers were knocking on the door to the room. Officers located illicitly obtained prescription drugs as well as suspected heroin in the hotel room and were later granted a search warrant to search the room as well as the vehicle that was in the parking lot. Both Liscum and Smith were transported to the Ellis County Jail where they were booked and are presently being held on $50,000 bonds. I’d like to thank the Ellis County Sheriff’s Office for their assistance with this case.

On 10/31/2024 Sgt. Kolas and Chief Smith were invited to speak to the teachers and staff of our local schools at the Ellis High School Auditorium. The topic of conversation was active shooter/ armed intruder incidents. Sgt. Kolas is a TEEX ALERRT (Advanced Law Enforcement Rapid Response Training) Active Shooter Instructor. Staff members were shown statistical data and examples of officer responses to active shooter incidents. Staff were also shown strategies that can be used in an active shooter incident to help keep their students and themselves safe. In today’s day and age, teachers must receive adequate training and education on responding to an active shooter. The Ellis Police Department remains committed to our schools' security and safety; we believe every child deserves a safe environment to learn.

Sentencing day: 14-year-old rescued from Kan. man's closet

NEW YORK (AP) — An outbreak of E. coli has infected dozens of people who ate bagged organic carrots, and one person died from the infection.

Altogether, 39 people were infected and&nbsp;<a href="https://www.cdc.gov/ecoli/outbreaks/e-coli-O121.html">15 were hospitalized in 18 states</a>&nbsp;after eating organic whole and baby carrots sold by Grimmway Farms, the federal Centers for Disease Control and Prevention said Sunday.

Grimmway Farms, based in Bakersfiled, California, has&nbsp;<a href="https://www.fda.gov/safety/recalls-market-withdrawals-safety-alerts/grimmway-farms-recalls-organic-whole-and-select-organic-baby-carrots-may-be-consumers-homes-due">recalled the carrots, which included whole and baby organic carrots</a>&nbsp;sold in bags under multiple brand names including 365, Cal-Organic, Nature's Promise, O-Organics, Trader Joe's and Wegmans, among others.

The carrots are no longer in stores, but the CDC is warning consumers to not eat recalled bag carrots and to check their refrigerators or freezers and throw away any carrots that fit the description. The recalled organic baby carrots have best-by dates ranging from Sept. 11 through Nov. 12, according to the U.S. Food and Drug Administration.

Dozens are sickened, 1 dead after eating carrots contaminated with E. coli

WASHINGTON — Republicans in the Nov. 5 election took over the White House, the U.S. Senate and as of late Wednesday, the House, after calls were made in enough races to project a majority.

They are expressing high hopes for unified control of government. But before they’ll be able to celebrate enacting sweeping changes to the country’s tax code or overhauling the health insurance marketplace, they’ll need to broker agreement between centrist lawmakers and far-right members in Congress.

More often than not, those two factions of the GOP hold significantly different ideas about how to draft legislation and strong opinions about whether to amend it on the floor.

Keeping everyone on the same page will be crucial for Republican leaders once the new Congress begins Jan. 3, especially since they have just three votes to spare in the Senate and a razor-thin majority in the House.

States Newsroom looked at what’s ahead for Republicans as they begin sorting through where to make changes to U.S. law in seven key policy areas:

Nearly every Republican politician campaigned on addressing the country’s tax structure, making it one of the first issues the party is expected to take up when the next session of Congress begins.

The GOP will likely use the complicated budget reconciliation process to address the tax code, the same way lawmakers did in 2017 when they passed their signature tax law during President-elect Donald Trump’s first term in office.

That reconciliation process would allow Republicans to avoid the Senate’s 60-vote legislative filibuster that would otherwise require them to get Democratic support. But the process has strict rules and requires a marathon amendment voting session in the Senate that’s often called a vote-a-rama.

Some provisions in Republicans’ original tax law have already expired or will do so in the coming months, giving the GOP incentives to jump through the many hoops that come with the reconciliation process.

Extending the expiring provisions will bring along a hefty price tag, however.

The nonpartisan Committee for a Responsible Federal Budget wrote in an&nbsp;<a href="https://www.crfb.org/press-releases/tax-cuts-need-offsets-not-baseline-games" target="_blank">analysis</a>&nbsp;released in late September that extending the individual and estate tax elements in the law would increase the deficit by $3.9 trillion through 2035. Republicans opting to extend or bring back tax code changes for business would likely increase the deficit to $4.8 trillion.

Maya MacGuineas, president of the Committee for a Responsible Federal Budget, expressed concerns at the time about lawmakers ignoring or diminishing the deficit impact.&nbsp;

“There will undoubtedly be efforts to pretend that extending the tax cuts is free – obviously this is not the case,” she said. “Extending policies that are scheduled to expire — and were scored as expiring — would clearly add to the national debt.”

MacGuineas added that lawmakers “should consider carefully which parts of the TCJA are working, which parts aren’t, and if they want to extend some parts, how to responsibly extend them without increasing the debt beyond current law.”

Republicans are expected to hold votes on legislation addressing border security and immigration after much of their campaign for Congress focused on those two areas.

Whether they’ll be able to do that through the reconciliation process with only GOP support or through the traditional legislative process, which requires bipartisanship in the Senate, will depend on how exactly they write the bill and what budget impacts the various provisions will have.

Immigration and border security legislation would fail to comply with a reconciliation rule in the Senate, also known as the&nbsp;<a href="https://crsreports.congress.gov/product/pdf/RL/RL30862" target="_blank">Byrd Rule</a>, if it produces a change in federal revenues or spending that is deemed “merely incidental” by the Senate parliamentarian.

While the requirement is vague, it could apply to several items that don’t have big price tags when considered as part of the multi-trillion-dollar federal budget.

For example, Democrats’ efforts to raise the federal minimum wage as part of the reconciliation process in 2021&nbsp;<a href="https://rollcall.com/2021/02/25/senate-parliamentarian-nixes-minimum-wage-boost-in-aid-package/" target="_blank">were deemed “merely incidental”</a>&nbsp;by the Senate parliamentarian and removed from the bill.

Trump has already laid out his wish list for an immigration-related bill he wants Congress to send to his desk.

Trump&nbsp;<a href="https://x.com/TrumpDailyPosts/status/1855365133121253420" target="_blank">reposted campaign videos</a>&nbsp;on social media in early September requesting Congress pass legislation to prevent future presidents from using executive authority to grant humanitarian parole — something the Biden administration has used to allow more than 1 million people to obtain work permits and live in the United States temporarily.&nbsp;

Trump has called the use of parole authority “abuse,” but it’s been&nbsp;<a href="https://www.americanimmigrationcouncil.org/research/use-parole-under-immigration-law" target="_blank">used by presidents since 1956</a>, during the Eisenhower administration.

Trump, who campaigned on mass deportations of immigrants without proper legal status, is also expected to ask Congress to foot the bill for his promise to deport more than 13 million people.

Getting any immigration-related policy to the president-elect’s desk will be daunting since it’s been almost four decades since Congress overhauled U.S. immigration law.

“The last big immigration bill was passed in 1986 when Ronald Reagan was president and both houses of Congress were held by Democrats,” according to an&nbsp;<a href="https://www.brookings.edu/articles/can-immigration-reform-happen-a-look-back/" target="_blank">analysis</a>&nbsp;from the nonpartisan Brookings Institution. “A smaller bill was passed in 1990 when George H.W. Bush was president and both houses of Congress were still controlled by Democrats.”

Earlier this year, a bipartisan border security and immigration bill was brokered by Connecticut Democratic Sen. Chris Murphy, Oklahoma Republican Sen. James Lankford and Arizona independent Sen. Kyrsten Sinema.

The trio of senators spent months negotiating the particulars of the deal only to&nbsp;<a href="https://www.newsfromthestates.com/article/us-senate-kills-immigration-overhaul-hits-stalemate-israel-ukraine-aid" target="_blank">have it scuttled</a>&nbsp;after Trump told GOP members he didn’t want the legislation to pass.

That legislation could be used as a starting point if Republicans are unable to move an immigration bill through the reconciliation process and want to get a bill past the Senate’s 60-vote legislative filibuster.

Tariffs could become one point of contention between Republicans in Congress and the Trump administration.

The president-elect has vowed to stack tariffs of at least 10% on nearly all goods entering the country, raising alarm bells with economists and free-trade Republicans about the impact that would have on consumer prices.

Trump&nbsp;<a href="https://www.newsfromthestates.com/article/trump-vows-levy-horrible-tariffs-imports-rejecting-fears-inflation-spike" target="_blank">said in mid-October at the Economic Club of Chicago</a>&nbsp;that he hoped to implement tariffs on foreign-made products as high as 100% or 200%.

“The higher the tariff, the more likely it is that the company will come into the United States, and build a factory in the United States so it doesn’t have to pay the tariff,” Trump said, rejecting the premise that high tariffs could harm Americans.

Mary Lovely, senior fellow at the Peterson Institute for International Economics, told States Newsroom&nbsp;<a href="https://www.newsfromthestates.com/article/foreign-policy-where-do-harris-and-trump-stand" target="_blank">in an October interview</a>&nbsp;that imposing tariffs could risk “starting a trade war with the entire world.”

Lovely’s&nbsp;<a href="https://www.piie.com/research/piie-charts/2024/trumps-bigger-tariff-proposals-would-cost-typical-american-household-over" target="_blank">research</a>&nbsp;with economist Kimberly Clausing, also of PIIE, found that Trump’s threats to slap tariffs as high as 20% on all foreign products, combined with his threats of 60% tariffs on all Chinese goods, could cost the typical American household over $2,600 annually.

House Speaker Mike Johnson, R-La., said repeatedly during the final weeks of the campaign that he wants to overhaul the 2010 health care law that most people refer to as the Affordable Care Act, or Obamacare.

He hasn’t shared details about what aspects of that law he wants to end or change, but said during a late October interview on Fox Business that he wants to address health outcomes.

“I said the ACA, unfortunately, is deeply ingrained in our health care system now,” Johnson said. “Do we need further improvements? Absolutely. We need to expand quality of care, access to care and obviously lower the cost of health care.”

Republicans used the budget reconciliation process to try to repeal and replace the ACA in 2017, but were unsuccessful,&nbsp;<a href="https://apnews.com/article/north-america-donald-trump-us-news-ap-top-news-bills-0bd309f182de44d9bc320f334be94875" target="_blank">largely due to the late Arizona Sen. John McCain</a>&nbsp;rejecting the bill.

Even with the budget reconciliation process to get Republicans around the Senate’s 60-vote legislative filibuster, it will be extremely difficult for leaders to get the party unified on any health care bill of that magnitude.

Republicans using the budget reconciliation process for tax policy and health care would take up two of the three opportunities they’ll have to adopt budget resolutions with reconciliation instructions during the 119th Congress.

GOP leaders could try for a round three, though once all is said and done with the first two reconciliation bills, Republicans might need to shift their attention toward the 2026 midterm campaigns.

Republican lawmakers have argued legislation is needed to bar noncitizens from voting in federal elections, even though it is already illegal and rarely happens. The party is expected to try again next Congress, once it holds a majority in both chambers of Congress.&nbsp;

The GOP House&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-passes-bill-requiring-proof-citizenship-vote-federal-races" target="_blank">passed a bill this summer</a>&nbsp;that would have required proof of citizenship to register to vote, but the Democratic-controlled Senate never acted on it.

Trump wrote on social media that he would demand that voter ID laws and proof of citizenship be required for voting, something that Congress would have to pass, although it’s unclear if such legislation could overcome the 60-vote threshold in the Senate.

The issue is important to Trump, as Johnson traveled to the president-elect’s residence in Palm Beach, Florida,&nbsp;<a href="https://www.newsfromthestates.com/article/trump-supports-us-house-speaker-johnson-elections-agenda-joint-appearance" target="_blank">to unveil the House’s intention</a>&nbsp;to pursue the issue.

Republicans campaigned this year on cutting government spending, but have rarely done so when they held the majority in both chambers of Congress.

The challenge lies in how government spending is approved and&nbsp;<a href="https://www.cbo.gov/publication/59727" target="_blank">how much the various departments and agencies</a>&nbsp;require to function.

During fiscal 2023, the federal government spent $6.1 trillion, with $3.4 trillion going to&nbsp;<a href="https://www.cbo.gov/publication/59728" target="_blank">mandatory programs</a>, like Social Security, Medicare and Medicaid. Those programs run on autopilot, so lawmakers don’t need to negotiate the particulars every year the way they do other programs.

An additional $1.7 trillion was spent on so-called&nbsp;<a href="https://www.cbo.gov/publication/59729" target="_blank">discretionary programs</a>, which are funded through Congress’ annual appropriations process. That funding went to programs categorized as either nondefense, which received $917 billion, or defense, which got $805 billion.

The nondefense funding goes to several departments, including Agriculture, Energy, Health and Human Services, Homeland Security, Interior, Justice, State and Transportation. Smaller agencies, like NASA and the National Science Foundation, are also funded through nondefense accounts.

Republicans have proposed cuts in the past, but members of the party who understand the federal ledger often explain that if members really want to address the government spending more than it takes in, they’ll have to address Medicare, Medicaid and Social Security.

Republicans could make tweaks when they write their reconciliation bills, though they’ll need those to comply with the Byrd Rule and not have a “merely incidental” impact on the federal ledger.&nbsp;

Having secured unified GOP control of government,&nbsp;<a href="https://www.newsfromthestates.com/article/trump-won-presidency-what-does-mean-education" target="_blank">Trump’s sweeping vision</a>&nbsp;to “save American education” could set the stage for significant changes in U.S. education policy.

The president-elect has vowed to eliminate the U.S. Department of Education and said he wants to move education “back to the states.” States and local governments bear much of the responsibility for funding K-12 schools, but the Department of Education handles Pell Grants for college students who demonstrate financial need and enforces civil rights cases, among other things.

Congress going along with plans to eliminate the department could have profound impacts on the billions of dollars in funding the agency provides for low-income K-12 schools, special education and federal student aid.

Trump also vowed to roll back updated Title IX regulations on his first day back in office.

President Joe Biden unveiled the final rule for Title IX in April, which strengthens federal protections for LGBTQ+ students and&nbsp;“protects against discrimination based on sex stereotypes, sexual orientation, gender identity, and sex characteristics,” according to the&nbsp;<a href="https://www.ed.gov/about/news/press-release/us-department-of-education-releases-final-title-ix-regulations-providing" target="_blank">Education Department</a>.

GOP members on the House Committee on Education and the Workforce have criticized the new Title IX rules and are likely to fall in step with Trump’s wishes to roll back the regulations.

Trump has also criticized the Biden administration’s student loan forgiveness efforts, dubbing them “not even legal.” He could discontinue the Biden administration’s new student loan repayment plan known as Saving on a Valuable Education, or SAVE. The plan is currently on pause due to legal challenges from Republican-led states.

Last year, Senate Republicans&nbsp;<a href="https://www.newsfromthestates.com/article/attempt-kill-biden-student-debt-relief-plan-tied-income-fails-us-senate" target="_blank">tried to strike down the rule.</a>

Like Trump, Republicans have focused on “parental rights” in education. House Republicans&nbsp;<a href="https://www.newsfromthestates.com/article/gop-bill-establishing-federal-parental-bill-rights-passed-us-house" target="_blank">passed their own bill</a>&nbsp;on the issue last year.

Republicans are likely to continue scrutinizing higher education institutions from diversity initiatives to college students protesting the war in Gaza.

A&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-passes-anti-woke-bill-aimed-diversity-equity-and-inclusion-higher-ed%C2%A0" target="_blank">GOP measure</a>&nbsp;that would bar accrediting organizations from requiring colleges and universities to adopt diversity, equity and inclusion policies as a condition of accreditation passed the House in September.

Kyrsten Sinema.The trio of senators spent months negotiating the particulars of the deal only to&nbsp;<a href="https://www.newsfromthestates.com/article/us-senate-kills-immigration-overhaul-hits-stalemate-israel-ukraine-aid" target="_blank">have it scuttled</a>&nbsp;after Trump told GOP members he didn’t want the legislation to pass.That legislation could be used as a starting point if Republicans are unable to move an immigration bill through the reconciliation process and want to get a bill past the Senate’s 60-vote legislative filibuster.<h2>TARIFFS</h2>Tariffs could become one point of contention between Republicans in Congress and the Trump administration.The president-elect has vowed to stack tariffs of at least 10% on nearly all goods entering the country, raising alarm bells with economists and free-trade Republicans about the impact that would have on consumer prices.Trump&nbsp;<a href="https://www.newsfromthestates.com/article/trump-vows-levy-horrible-tariffs-imports-rejecting-fears-inflation-spike" target="_blank">said in mid-October at the Economic Club of Chicago</a>&nbsp;that he hoped to implement tariffs on foreign-made products as high as 100% or 200%.“The higher the tariff, the more likely it is that the company will come into the United States, and build a factory in the United States so it doesn’t have to pay the tariff,” Trump said, rejecting the premise that high tariffs could harm Americans.Mary Lovely, senior fellow at the Peterson Institute for International Economics, told States Newsroom&nbsp;<a href="https://www.newsfromthestates.com/article/foreign-policy-where-do-harris-and-trump-stand" target="_blank">in an October interview</a>&nbsp;that imposing tariffs could risk “starting a trade war with the entire world.”Lovely’s&nbsp;<a href="https://www.piie.com/research/piie-charts/2024/trumps-bigger-tariff-proposals-would-cost-typical-american-household-over" target="_blank">research</a>&nbsp;with economist Kimberly Clausing, also of PIIE, found that Trump’s threats to slap tariffs as high as 20% on all foreign products, combined with his threats of 60% tariffs on all Chinese goods, could cost the typical American household over $2,600 annually.<h2>HEALTH CARE</h2>House Speaker Mike Johnson, R-La., said repeatedly during the final weeks of the campaign that he wants to overhaul the 2010 health care law that most people refer to as the Affordable Care Act, or Obamacare.He hasn’t shared details about what aspects of that law he wants to end or change, but said during a late October interview on Fox Business that he wants to address health outcomes.“I said the ACA, unfortunately, is deeply ingrained in our health care system now,” Johnson said. “Do we need further improvements? Absolutely. We need to expand quality of care, access to care and obviously lower the cost of health care.”Republicans used the budget reconciliation process to try to repeal and replace the ACA in 2017, but were unsuccessful,&nbsp;<a href="https://apnews.com/article/north-america-donald-trump-us-news-ap-top-news-bills-0bd309f182de44d9bc320f334be94875" target="_blank">largely due to the late Arizona Sen. John McCain</a>&nbsp;rejecting the bill.Even with the budget reconciliation process to get Republicans around the Senate’s 60-vote legislative filibuster, it will be extremely difficult for leaders to get the party unified on any health care bill of that magnitude.Republicans using the budget reconciliation process for tax policy and health care would take up two of the three opportunities they’ll have to adopt budget resolutions with reconciliation instructions during the 119th Congress.GOP leaders could try for a round three, though once all is said and done with the first two reconciliation bills, Republicans might need to shift their attention toward the 2026 midterm campaigns.<h2>VOTING</h2>Republican lawmakers have argued legislation is needed to bar noncitizens from voting in federal elections, even though it is already illegal and rarely happens. The party is expected to try again next Congress, once it holds a majority in both chambers of Congress.&nbsp;The GOP House&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-passes-bill-requiring-proof-citizenship-vote-federal-races" target="_blank">passed a bill this summer</a>&nbsp;that would have required proof of citizenship to register to vote, but the Democratic-controlled Senate never acted on it.Trump wrote on social media that he would demand that voter ID laws and proof of citizenship be required for voting, something that Congress would have to pass, although it’s unclear if such legislation could overcome the 60-vote threshold in the Senate.The issue is important to Trump, as Johnson traveled to the president-elect’s residence in Palm Beach, Florida,&nbsp;<a href="https://www.newsfromthestates.com/article/trump-supports-us-house-speaker-johnson-elections-agenda-joint-appearance" target="_blank">to unveil the House’s intention</a>&nbsp;to pursue the issue.<h2>SPENDING</h2>Republicans campaigned this year on cutting government spending, but have rarely done so when they held the majority in both chambers of Congress.The challenge lies in how government spending is approved and&nbsp;<a href="https://www.cbo.gov/publication/59727" target="_blank">how much the various departments and agencies</a>&nbsp;require to function.During fiscal 2023, the federal government spent $6.1 trillion, with $3.4 trillion going to&nbsp;<a href="https://www.cbo.gov/publication/59728" target="_blank">mandatory programs</a>, like Social Security, Medicare and Medicaid. Those programs run on autopilot, so lawmakers don’t need to negotiate the particulars every year the way they do other programs.An additional $1.7 trillion was spent on so-called&nbsp;<a href="https://www.cbo.gov/publication/59729" target="_blank">discretionary programs</a>, which are funded through Congress’ annual appropriations process. That funding went to programs categorized as either nondefense, which received $917 billion, or defense, which got $805 billion.The nondefense funding goes to several departments, including Agriculture, Energy, Health and Human Services, Homeland Security, Interior, Justice, State and Transportation. Smaller agencies, like NASA and the National Science Foundation, are also funded through nondefense accounts.Republicans have proposed cuts in the past, but members of the party who understand the federal ledger often explain that if members really want to address the government spending more than it takes in, they’ll have to address Medicare, Medicaid and Social Security.The math, otherwise, won’t work.Republicans could make tweaks when they write their reconciliation bills, though they’ll need those to comply with the Byrd Rule and not have a “merely incidental” impact on the federal ledger.&nbsp;<h2>EDUCATION</h2>Having secured unified GOP control of government,&nbsp;<a href="https://www.newsfromthestates.com/article/trump-won-presidency-what-does-mean-education" target="_blank">Trump’s sweeping vision</a>&nbsp;to “save American education” could set the stage for significant changes in U.S. education policy.The president-elect has vowed to eliminate the U.S. Department of Education and said he wants to move education “back to the states.” States and local governments bear much of the responsibility for funding K-12 schools, but the Department of Education handles Pell Grants for college students who demonstrate financial need and enforces civil rights cases, among other things.Congress going along with plans to eliminate the department could have profound impacts on the billions of dollars in funding the agency provides for low-income K-12 schools, special education and federal student aid.Trump also vowed to roll back updated Title IX regulations on his first day back in office.President Joe Biden unveiled the final rule for Title IX in April, which strengthens federal protections for LGBTQ+ students and&nbsp;“protects against discrimination based on sex stereotypes, sexual orientation, gender identity, and sex characteristics,” according to the&nbsp;<a href="https://www.ed.gov/about/news/press-release/us-department-of-education-releases-final-title-ix-regulations-providing" target="_blank">Education Department</a>.GOP members on the House Committee on Education and the Workforce have criticized the new Title IX rules and are likely to fall in step with Trump’s wishes to roll back the regulations.Trump has also criticized the Biden administration’s student loan forgiveness efforts, dubbing them “not even legal.” He could discontinue the Biden administration’s new student loan repayment plan known as Saving on a Valuable Education, or SAVE. The plan is currently on pause due to legal challenges from Republican-led states.Last year, Senate Republicans&nbsp;<a href="https://www.newsfromthestates.com/article/attempt-kill-biden-student-debt-relief-plan-tied-income-fails-us-senate" target="_blank">tried to strike down the rule.</a>Like Trump, Republicans have focused on “parental rights” in education. Kansas, passed away on Tuesday, October 29, 2024, with
his daughters by his side at Hays Medical Center.&nbsp;He was born on March 24,
1946, in
Hays, Kansas to Alfred and Nadine (Burbach) Claycamp.&nbsp;


At the young age of 15, Terry became acutely aware of the importance of living
a
well-lived life after the loss of his beloved father, Al. Terry packed more
into his 78 years
than what many people can dream of, and along the way, he showed those who knew
him
that you can always write a new chapter in your story.
&nbsp;&nbsp;&nbsp;&nbsp; 

He married the love of his life, Linda (Horchem) on
June 11, 1967.&nbsp; Terry
and Linda had two daughters, Leah and Tara. Terry was a “girl dad” before that
was even
a thing, and he raised his daughters to know that through hard work and effort,
they could
be anything they wanted to be in this world. He also raised them to be very
strong-
minded, something his sons-in-law might not always be as appreciative of. Terry
was constant at all their events because he knew&nbsp;showing up in life&nbsp;
and for those you love means everything.

&nbsp;&nbsp;
&nbsp;&nbsp;Terry had many jobs throughout his life, in his teen years, he
worked construction to help
take care of his family and would race his muscle car to have enough
money to take Linda out on dates. Linda was&nbsp;always&nbsp;quick to say that
she was&nbsp;fine waiting
for him to come&nbsp;back and&nbsp;pick&nbsp;her&nbsp;up&nbsp;after the race,
especially if&nbsp;Leah and Tara&nbsp;were around!&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;
After earning a football scholarship to Fort Hays State University, Terry
received his Bachelor of Science Degree in Physical Education in 1969, and his
Master of Science Degree in Education Administration in 1980, both from Fort
Hays State University.&nbsp;In 1993, he was inducted into the Fort Hays State
University Football Hall of Fame.

After
graduating college, Terry taught at Hays High School and coached football from
1969 to 1982.&nbsp;While he loved educating others, he was an entrepreneur at
heart.&nbsp; Terry received his real estate license in 1974&nbsp;and a short
time later, he&nbsp;became&nbsp;co-owner of Landmark Realty&nbsp;then
eventually&nbsp;its sole owner.&nbsp;Through his work in real
estate,&nbsp;Terry had a hand in many of the residential subdivisions, current
franchises, and commercial areas you see in Hays today.

&nbsp;&nbsp;&nbsp;&nbsp;
&nbsp;Terry had&nbsp;a&nbsp;love for the open road and was always on the
lookout for&nbsp;new franchises to bring to town, many of which&nbsp;were
discovered on their infamous family road trips.&nbsp;Maybe it was his days as a
driver's ed instructor&nbsp;

his years competing as a Steer Wrestler, but a quick day trip to Texas,
Wyoming, or Colorado was never anything he thought much about!&nbsp;

&nbsp;A man who could never sit down for too long, Terry also owned E-Z Rentals
in Hays for a number of years, served on the Hays Planning Commission for
approximately 25 years, and was on the Hays Strategic Planning in 1974,
1994,&nbsp;and 2008.&nbsp; In addition to his many business endeavors, he was
involved in coaching area athletics,&nbsp;Hays Board of REALTORS,
Kansas&nbsp;Association of REALTORS,&nbsp;Fort Hays Rodeo, dog training and
judging,
Pheasants Forever, Youth Hunters Safety, Ducks Unlimited, A.K.C. Kennel Club to
name a few.

probably them sweeping up the mess, and the rain the following day&nbsp;was
them washing the rest of the mess away.

The Ellis County unemployment rate was up slightly from 2.4% in September to 2.7% in October

The rates across the northwest Kansas region remain below 4% except Decatur County, whose jobless rate was 4.2%.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.4% in October for the state of Kansas. This is an increase from 3.3% in September and an increase from 2.6% in October 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 200 from September. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,500 over the month, while government increased by 1,300.

Since October 2023, Kansas' seasonally adjusted total nonfarm jobs have increased by 20,900. This change is due to an increase of 15,900 private sector jobs and 5,000 government jobs.

Unemployment rate inches up in Ellis County in October

ALLEN COUNTY —Law enforcement continue working with the owners of Lucille, a friendly British White bred heifer that was killed during the full moon (supermoon) cycle in October, to identify possible suspects. 

 The crime occurred approximately 6 miles southeast of La Harpe in Allen County and the death was not due to another animal or from natural causes.

The owners are offering a $5000 reward for information that leads to the conviction of those involved.  Anyone with information regarding this case is asked to contact us.

As a program designed to get math and science teachers into western Kansas classrooms, the Robert Noyce Teacher Scholarship continues to provide connections, funding, and mentorship through continued engagement. 

“Fostering STEM Futures: Resiliency and Assessment Practices” was the theme of the Midwest Annual Robert Noyce Teacher Scholarship Program, attended by Fort Hays State University faculty, students, and alumni.

The conference, held in St. Louis, Missouri, in October, was designed to strengthen and expand the partnerships and networks established through previous Noyce Conference grants.

Attending the conference were FHSU faculty members Dr. Janet Stramel, Dr. Paul Adams, Dr. Bill Weber, Dr. Matthew Clay, Mr. Earl Legleiter, Mrs. Ann Noble,&nbsp;along with FHSU students&nbsp;Kobi Shubert, WaKeeney; Lili Shubert, WaKeeney;&nbsp;Mollie Houtz, Elkhart;&nbsp;Sarah Abernathy, Oberlin, and former FHSU students Katie Flax, math teacher in Western Plains, and Kole Clarke, science teacher in Lyons. Dr. Jeff Sekavec, a community college partner from Colby Community College, also attended the conference.

Applications are now underway for the 2025 National Science Foundation (NSF) Robert Noyce Teacher Scholarship, an award of $15,000 per year (renewable for a second year). According to Dr. Stramel, six to seven scholarships are expected to be awarded.

Stramel said that a significant change from previous NSF grants is FHSU’s coordination with its community college partners of Colby, Dodge City, Garden City, Seward County, and Barton County.

“As a recruiting tool, we are giving financial assistance to community college students who have an interest in teaching math or science,” Stramel said. “We are also working to develop a certificate program in rural education.”

Noyce program supports future math and science educators in rural Kansas

SMITH COUNTY –&nbsp;A man was convicted and sentenced in Smith County&nbsp; following a Kansas Bureau of Investigation case, according to a media release from the agency.

Smith County Attorney, Tabitha Owen, announced that a Smith County man 29-year-old Colter J. Ducote has been sentenced to seven presumptive life sentences after being convicted by a jury on seven counts of Jessica’s Law child sexual abuse charges. 

On Aug. 12, 2024, a Smith County jury trial convened and concluded on Aug. 14, 2024 with the guilty verdict.&nbsp;

The case was investigated by the KBI after a request for assistance from the Smith County Sheriff’s Office on July 24, 2023. A Special Agent assigned to the KBI West Child Victims Unit led the investigation regarding allegations that Ducote had committed the sexual abuse of a child under the age of 14. Ducote was convicted of seven counts of child sexual abuse, including; rape, aggravated criminal sodomy, and aggravated indecent liberties with a child. The victim was 11 years old when she reported the sexual abuse by Ducote beginning at the age of six.

On October 31, Ducote was sentenced to a mandatory minimum sentence of 25 years-to-life on each of the seven counts of conviction; two counts will be served consecutively for a mandatory term of 50 years-to-life.

NW Kansas man sentenced for child sex crimes

JOHNSON COUNTY —A former Kansas middle school teacher is going to prison for child sex crimes.

On November 8, Judge Neil Foth sentenced 55-year-old Keil Hileman to 24-months in prison. He must also register as a sex offender for 25-years.

On August 14,&nbsp; Hileman pleaded guilty to two counts of attempted unlawful sexual relations, according to the Johnson County District Attorney's office.

As part of the plea agreement, the State of Kansas dismissed&nbsp; four additional sex crime charges against him, according to court documents.

In October of 2022, the Johnson County District Attorney’s office charged Hileman, at the time a Monticello Trails Middle School, USD 232 DeSoto teacher, alleging criminal conduct involving his role as an educator," the district said in the letter to families.

In 2004, Hileman was named Kansas Teacher of the Year and was a finalists for the National Teacher of the Year.&nbsp;

He was born
April 30, 1951 in Hays, the son of Herman E. and Oma M. (Shetler) Haddock.&nbsp; Dave was a graduate of Hays High School in
1969, and served in the U.S. Army from 1969-1971, repairing helicopter skins.&nbsp; On May 27, 1973 he was united in marriage to
Catherine Rose “Cathy” Saunders in Gillette, Wyoming.&nbsp; Dave worked at LaCrosse Furniture Factory for
27 years and then in the Auto Care Center at Wal-Mart for 17 years.&nbsp; He never knew a stranger, was a good
listener, gave sound advice, and valued the importance of education.&nbsp; He enjoyed life outdoors, woodworking, mechanic
work, farming, and loved being with his granddaughters.

Survivors
include his wife Cathy of Hays, his son Tim Haddock (Mandy Brungardt) of
Emmeram, his daughter, Natalie Irwin (Matt) of Centennial, CO, a brother, Jack
Haddock (JoAnn) of Munjor, two sisters, Judy Allen of Topeka and Oma Dee
Milledge (Rick) of Kiowa, his mother-in-law, Arlene Saunders of Gillette, WY,
five granddaughters, Riley, Hayden, Katelyn, Karsyn, and Zoe, and numerous
nieces and nephews.

He was
preceded in death by his parents, two brothers, Donald and Gary Haddock, two
sisters, Joyce Haddock and Charlotta Klaus, his granddaughter, Alyshia, and his
father-in-law, Bernard Saunders.

Professional academic advisors from FHSU were recognized during the Kansas Academic Advising Network (KAAN) annual advising conference at the University of Kansas in September.

Becky Newell, a professional advisor at the Werth College of Science, Technology, and Mathematics, was selected for the 2024 KAAN Supportive Advisor Award. The award winner exemplifies a commitment to advising and advocates for students and advisors. 

Newell, who has served as a professional advisor since 2017, has also been recognized at FHSU with the Werth College of Science, Technology, and Mathematics Advisor Award and the 2024 FHSU Edmund Shearer Advisor Award.

At the conference, Ashley Wetzel, a professional advisor in the College of Health and Behavioral Sciences, and Whitney Whitaker, Chair of Psychology, presented on&nbsp;Centralized Advising and Faculty Mentoring at FHSU: Benefits, Challenges, and Future Direction.

Ashley Wetzel was elected as the new treasurer for the KAAN Steering Committee for 2024-2026. She joins Nikki Brown and six other advisors from across higher education in Kansas.

Brown, assistant director of the Academic Advising and Career Exploration Center, completed her term as KAAN Chair, moved into the Past Chair role, and will host the 2025 Kansas Academic Advising Network Conference at FHSU. 

In October, Brown, together with Patricia Griffin, director of AACE, presented a two-hour pre-conference workshop at the NACADA Annual Conference in Pittsburgh, Penn.

FHSU currently has 23 undergraduate professional advisors and four graduate professional advisors. It began its transition to college-based professional advising for undergraduate students in 2021. 

FHSU’s advising program was reviewed by NACADA: The Global Community for Academic Advising in January of 2024. The review found the program to have a strong ethos of care and coordinated support for student success.

“The transition to undergraduate professional advisors has paired well with the addition of faculty mentoring students,” Griffin said. “Students can benefit from more support and access to opportunities as a FHSU student. This ties into Goal Theme 2 Student Success of the Strategic Plan to&nbsp;‘create opportunities for all students and empower them to identify, evaluate, and achieve their goals while becoming engaged global citizens.’”

FHSU student advisors make an impact at annual KAAN conference

 </figure>WASHINGTON (AP) — A man who worked for the U.S. government has been charged with&nbsp;<a href="https://apnews.com/article/israel-iran-us-documents-attack-e7e23d09a2f1fc14498e64b38d74576f">leaking classified information</a>&nbsp;assessing Israel's earlier plans to attack Iran, according to court papers filed Wednesday.The man, identified as Asif William Rahman, was arrested by the FBI this week in Cambodia and was due to make his first court appearance in Guam.He was indicted last week in U.S. court in Virginia on two counts of willful transmission of national defense information — felony charges that can can carry significant prison sentences.It was not immediately clear whether Rahman had a lawyer or which federal agency employed him, but officials say he had top secret security clearance.The charges stem from the documents, attributed to the&nbsp;<a href="https://www.nga.mil/index.html">National Geospatial-Intelligence Agency</a>&nbsp;and&nbsp;<a href="https://www.nsa.gov/">National Security Agency</a>, appearing last month on a channel of the Telegram messaging app. The documents noted that Israel was still moving military assets in place to conduct a military strike in response to&nbsp;<a href="https://apnews.com/article/israel-lebanon-hezbollah-gaza-news-10-01-2024-eb175dff6e46906caea8b9e43dfbd3da">Iran’s blistering ballistic missile attack</a>&nbsp;on Oct. 1.Israel carried out a&nbsp;<a href="https://apnews.com/article/iran-attack-israel-strikes-mideast-war-tehran-35a2b1474e5feedbb200c3aaa557fe60">retaliatory attack on multiple sites in Iran</a>&nbsp;in late October.The documents were sharable within the “Five Eyes,” which are the United States, Britain, Canada, New Zealand and Australia.The New York Times was first to report his arrest.
