Rep. Waymaster proposes northwest Kansas economic development project

TOPEKA – Due to rising concerns of inequal economic development across the state, resulting from funds allocated for the 2026 World Cup in the Kansas City metropolitan area, House Appropriations Chairman Troy Waymaster has announced an economic development package to benefit Northwestern Kansas, which has been added to House Bill 2273. The package will provide $16.5 million for both retail development and housing construction across the region.

The funding in the package for retail development will go towards the Woofter STAR Bond Access Road and Starbucks Drive-Thru Access projects in Colby, totaling $5.163 million, and the 27th Street Development project in Hays, totaling $4.447 million. For housing construction $750,000 will be spent towards the South 7th Street project in Atwood, $1.5 million for the Maple and Main Residential project in Russell, $1 million for the 6th Street project in Sharon Springs, and $4 million to be paired with $8 million from the Dane G. Hansen Foundation and local communities to address gaps in housing construction costs in all 26 counties of the Foundation’s service area.

One other project, located in Goodland and totaling $1.425 million in cost for powerline extension, had originally been part of the package but was directed to the Kansas Infrastructure Hub for federal and state grant monies.

The projects in this package will greatly enhance the quality of life in Northwestern Kansas through greater opportunities for housing and new economic activity. I am proud to see this package included in House Bill 2273 after heading efforts on it with members of the executive branch, fellow legislators, and community leaders” Remarked Troy Waymaster, State Representative Kansas Legislature.
