City commission to vote on support of new moderate-income housing in Hays

Hays city commissioners will consider signing a resolution of support at their Thursday meeting on behalf of PWC Management LLC.

The Hays general contractor hopes to build moderate-income houses on the property it purchased from USD 489 north of Felten Elementary School and south of Skyline Court.

PWC is pursing $600,000 in Moderate-Income Housing grant funding as down payment assistance for 20 single family residences of 30 total homes to be constructed.

The Kansas Housing Resources Corporation administers the Moderate-Income Housing grant program. The application must include a letter of support from the city. 

PWC also plans to apply for a Reinvestment Housing Incentive District (RHID) and Kansas Housing Investor Tax Credits, which would be considered at future city commission meetings.

Epworth Village option agreement

Commissioners will also consider approving a purchase option through Dec. 31, 2027, allowing Epworth Village Inc., Hays, to raise funds for a low-income housing project on property owned by the city on 26th Street between Main and Fort.

Economic Development Policy revisions

Commissioners recently reviewed minor updates and revisions to the city's economic development policy, which are expected to be approved.

Property Maintenance Appeals Board appointments

Jesse Rohr, public works director, will recommend the appointments of Brian Garrett, Jim Schreiber and Matthew Wheeler to the Property Maintenance Appeals Board.

Hays Convention and Visitors Bureau Advisory Committee appointment

Mayor Mason Ruder will recommend the appointment of Angelica Southard of Hilton Garden Inn to a 3-year term to the Hays Convention and Visitors Bureau Advisory Committee.
