Hays City Commission to hear R9 water project updates Thursday

The Hays City Commission will hear updates on the R9 long-term water supply project for Hays and Russell on Thursday.

John Braun, project manager, will talk about the progress of the wellfield and pipeline work. Chris Smith, property manager, will provide an update on the property development, and Toby Dougherty, city manager, will discuss the latest regulatory progress.

In other business, Kim Rupp, finance director, will present recommended revisions to the Comprehensive Financial Management Policy.

During last week's work session, Rupp suggested updates, including setting a $3 million cap on the balance of the budget stabilization reserve fund.

"History has proven the city’s budgeted unreserved fund balance, commission capital reserve and budget stabilization reserve have been sufficient to fund unforeseen emergency needs," Rupp said.

Other changes would include some clarifying terminology, deleting obsolete sections, providing language for the earlier switch to a Kansas Municipal Audit and Accounting Guide audit, minor formatting and edits.

The last update was in December 2021.
